Elects Sioux Valley Energy’s Tim McCarthy as President
Colman, S.D. – Sioux Valley Energy CEO Tim McCarthy was elected to serve as president of the national Touchstone Energy® Cooperatives Board of Directors at its recent meeting held in Nashville, Tennessee, at the beginning of March.
“We are so excited to have Tim as board president. He brings strong experience and demonstrated support for Touchstone Energy® that will help us continue to grow and serve our members across the country,” said Jana Adams, Touchstone Energy® Cooperatives Executive Director.

Touchstone Energy® is a national network of electric cooperatives across 45 states that provides research, communications resources, and employee training programs to member cooperatives. These resources help electric cooperatives better engage, strengthen relationships with and serve their members. McCarthy has 35 years of utility management experience. Prior to becoming the Sioux Valley Energy CEO in March 2013, Tim served as CEO for an Indiana-based electric cooperative. Tim worked for 19 years with a large Midwest investor-owned utility before joining the rural electric industry. McCarthy has served on the Touchstone Energy® Board of Directors for four years.

The City Council of the City of Flandreau, South Dakota, met in regular session on March 6th, 2023 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.
Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, Tim Yeaton, and Karen Tufty present by phone. Absent: None. Also present were City Administrator Cohl Turnquist and Finance Officer Lori Kneebone.

Mayor Dan Sutton informed Council that he attended a presentation by a Local Robotic Lego Group, and was impressed with their knowledge and skills. Two local Lego Groups recently competed in a competition and both have qualified to go on at the National Level. There will be an upcoming presentation open to the public to learn more, and the Mayor encourages everyone to attend.
City Administrator Cohl Turnquist gave an update on the elevator demolition project and stated the asbestos results came back and have been submitted to the state. Claflin Excavating will begin the demolition once the state gives the go ahead. Turnquist stated the Planning and Zoning Committee met on March 6th and approved the Preliminary Plat for the Boys and Girls Club Expansion and the Committee will have several more meetings coming up. Turnquist stated the City is currently looking for a manager for the Aquatic Center and encourages anyone interested to apply.
Motion by Fargen and seconded by Ahlers to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

New Business: The Preliminary Plat for the Boys and Girls Club Expansion Project was discussed. Approval is needed so the City can legally deed the land needed for the expansion to the Boys and Girls Club. The Final Plat will be approved at the next Council Meeting.
Motion by Bjerke and seconded by Yeaton to approve the Preliminary Plat of Lot 5 of the Booster Club Addition for the Boys and Girls Club Expansion Project. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.
Motion by Fargen and seconded by Ekern to accept the sealed bid from Charles Ericksen Salvage for $50 for Surplus Property of the Quonset Building located on the future fire station site. Brief Summary:
The Administrative Officer is responsible for oversight on all tribal management including administration and program managers. The Administrative Officer provides support and guidance to all tribal departments/programs including cultural, youth and education, emergency services, environmental protection, housing improvement, ICWA and social services, transportation planning, economic development and other contracted management staff. This will also include supervising and assigning tasks to staff, coordinating resources, reviewing and revising documents, conducting meetings, monitoring fiscal requirements, tracking work plan progress, and preparing oral and written reports.
Education and Experience: Minimum Qualifications
▪ Bachelor’s Degree in Business Administration, Public Administration or related field; Master’s Degree Preferred.
▪ Five to eight years of previous successful management experience providing effective leadership and managing in a tribal organization of at least 100 employees.
▪ The ability to work cooperatively within tribal government and program department structure.
▪ Demonstrated knowledge of federal funding requirements, rules and regulations applicable to a variety of programs and funding sources.
▪ Knowledge of the tribe; familiarity with tribal law and federal laws about Native Americans.
▪ Strong communication and computer skills.
▪ Must have a valid South Dakota Driver’s License.
▪ Must successfully pass a pre-employment drug/alcohol screen and background investigation.

Business Office Manager
SUMMARY: Native Nations Cannabis Commission is seeking a Business Office Manager to join their team. This position is a full time or part time position. This individual will be responsible for managing the Commissioners day-to-day business operations, including accounting, and business management. The individual will play a key role in ensuring the business practices of the dispensary are aligned to ensure the Native Nations Cannabis Dispensary can continue to scale. You will be assisting in fingerprinting, background checks and issuing licenses for employees. Design and implement office policies and practices. Assist with special projects.
Education and/or Experience: High School diploma required or GED. Prior experience in the cannabis industry or a similar highly regulated industry. Moderate to advanced skills in Microsoft Office, Word and Excel with the ability to learn software applications.
Must be able to pass pre-employment drug and alcohol testing and background check.

SUMMARY: this is a full-time position (40 hours a week) Mon-Fri, 8am-5pm. Collect blood and nonblood samples on all groups, pediatrics through geriatrics. Process all types of laboratory specimens including centrifuging, aliquoting, and proper storage of sample. Urinalysis, Clintek with ua, wet prep/KOH microscopic examinations. Hematology, Sysmex analyzer. Chemistry Vitros 350, Beckman Coulter Access 2, Afinion, Triage meter, Abbott ID NOW, Sophia. Reviews and reports lab results accurately. Performs maintenance, calibrations and quality control of lab analyzers. Previous experience working with RPMS/ HER computer systems would be a plus.
Education and/or experience: Associates degree or equivalent experience, graduate of an accredited school of medical laboratory technician or sciences. Registered in accordance with an approved certifying agency (ASCP, NCA and AMT or CSMLS) or being in the process of acquiring such certification.

Laboratory Assistant/ Phlebotomist
SUMMARY: This is a part-time position, three (3) days a week, 8am-5pm. Collect blood and non-blood samples on all age groups, pediatrics through geriatrics. Process all types of laboratory specimens including centrifuging, aliquoting and proper storage of samples. Stocking supplies and maintaining a safe work environment. Assist lab technician in collection, preparing and processing samples. Other duties assigned by the lab technician.
Education and/or Experience: national certification and completion of a formal phlebotomy program; 3-5 years of phlebotomy experience and some laboratory experience is preferred.
Qualifications:
• Must submit and pass a pre-employment drug and alcohol testing.
• Pass background check Public Law 101-630, Indian Child Protection and Family Violence Prevention Act of 1990.
• Interacts professionally with all medical and clinical staff
