Just because packaging says flushable doesn't mean it's true. Many items marketed as disposable and/or flushable do not degrade like toilet paper, and they wind up clogging pipes, tangling pumps and causing messy sewer backups into streets, businesses and homes.

Our sewers are designed to dispose of very specific things. Using your toilet for disposal of many modern products can result in blockages. The drains that connect yo ur home to the main sewer are only big enough to carry water, toilet paper and human waste. Sewer pipes are often no wider than 4 inches.

If you must use a "wet wipe" product rather than just toilet paper, dispose of them in the garbage, not down the toilet. While packaging on some "flushable wipes" says the product will disintegrate like toilet paper, that generally is not accurate and these items can cause messy sewage backups into your home or neighbors' homes, local businesses or the street. If you are concerned about odors , try a lined garbage can with a well-fitting lid, a "diaper genie" style of container, wrap your wipes in pet waste bags or reused plastic grocery bags

Unless the item disintegrates at the rate of toilet paper, it should be placed in the garbage and not down the toilet. Otherwise, you risk a blockage in your own pipes as well as clogging a pump station and causing a sewage backup for other homes and businesses

The City is responsible for cleaning the City's pipes and they frequently clear blockages. However, home owners are responsible for maintaining side sewers which connect from your home to the City's main lines in the streets.

In accordance with Title 14 - Tree Ordinance, Chapter 14.3.7:

14.3.7.1 The City will herein be responsible for the maintenance, trimming, and care of all park and street trees

14.3.7.2 The landowner will be responsible for the maintenance, trimming, and care of all private trees situated upon their property, but said maintenance, trimming, and care shall be subject to City requirements regarding pest control or trimming when such actions are necessary to prevent hazards to life and property.

14.3.7.3 Overhanging Branches

a. Every owner of a tree which overhangs any sidewalk within the City shall trim such tree to a minimum of ten feet (10’) above the surface of the sidewalk.

Mayor Dan Sutton informed the Council that the Farmer’s Market is looking at moving locations to the Museum Grounds for their summer season. Further information will be shared with the Council once more details are figured out. Sutton also congratulated the Flier Athletic Teams for their successful seasons and wished Good Luck to the Flandreau Girls Basketball Team as they compete in the State Tournament in Brookings on March 7-9. City Administrator Cohl Turnquist reported that the Flandreau Development Corporation has been awarded a $681,000 grant from the DOT to compose a recreational trail, with construction to begin possibly in 2026. Turnquist, along with Mayor Sutton, Alderman Fargen and Assistant Public Works Superintendent Chase Amdahl, recently met with Kyle Haug at the Japanese Gardens to view the renovations. There has been a slight shift in the building, which has caused the floor to buckle. Haug is looking into fixing the floor and is hoping to have the Japanese Gardens operational soon. The Boys and Girls Club recently submitted their grant application for $500,000 for the Proposed Child Care Center Facility. Turnquist and Mayor Sutton have been working with Brookings Engraving on a plaque that will be placed in the newly constructed fire station, which will list the names of people involved with the construction of the new facility, along with the current list of firemen. The old playground equipment at the City Park has been removed and will possibly be sold on surplus, or reused in other parks throughout the City. The new equipment will be installed by Dakota Playground within the next few weeks. Turnquist reported that the local Board of Equalization meeting will be held on March 18th at 6:00, prior to the Council’s regular meeting. Anyone who wishes to appeal will need to fill out a petition prior to March 14th and submit to the Finance Officer at the City Office. Turnquist also thanked the current members of the Council whose terms were up and took out petitions to serve again in their current capacities. Members of the Council and Planning and Zoning Board will be meeting with Todd Kayes to start reviewing the Zoning Ordinances.

New Business: Administrator Cohl Turnquist shared a presentation with the Council about the changes in FEMA’s Flood Plain Maps. The biggest changes to note for the City is that the Flandreau City Park and the Flandreau Golf Course are now considered high risk. The City will be working on updating their flood plain ordinances to include a flood insurance study and a flood insurance rate map. The new maps will be adopted in the winter of 2025. Anyone with questions about the new maps is encouraged to view the presentation on the city’s website or contact Turnquist with questions. Motion by Fargen and seconded by Ekern to approve pay request number nine from WS Construction for the new fire station for $168,075.55. In accordance with Title 5 – Public and Private Nuisances:

Property owners must remove noxious weeds and unhealthful vegetation from the property within a reasonable time after the growth of the vegetation on any property within the City of Flandreau. (Chapter 5.3)

Notice is hereby given to property owners whose property within said City on which the height of the grass and/or weeds has exceeded the height of six (6) inches and that any grass or weeds that exceed said height shall be removed within forty-eight hours. The notice need not be given personally but may be given generally through the official newspaper annually. The published notice shall constitute notice as required by this Section (Chapter 5.4)

If the owner or person in possession of property fails to abate the nuisance within the time specified, the City may take remedial action to abate the nuisance and to charge the cost thereof against the abated property. A separate charge will be incurred each time this action is initiated. (Chapter 5.4)

Exception. Property owners with parcels of land that exceed one (1) acre in size may petition the City Council for relief from the requirements of this Chapter. The Council may approve or disapprove the petition and establish other criteria that must be complied with. If the exception is approved, minimum upkeep standards shall require 1) the property, including boulevards, must be mowed at least twice a year, and 2) the control of noxious weeds. (Chapter 5.4)

FLANDREAU CITY ORDINANCES REQUIRE THAT ALL DOGS OR ANIMALS OF THE DOG KIND, AND CATS ARE:

To be licensed (Chapter 6.3). Licenses may be purchased at the City Office located at 1005 W. Elm Avenue.

Not allowed to run at large (Chapter 6.2)

Not allowed to disturb the peace and quiet of the neighborhood or to become a Public Nuisance by destroying or defacing property or causing injury to persons or domestic animals (Chapter 5.3)

Not allowed to defecate on public or private property other than on the property of their owners. Owners, keepers, care-takers or attendants of said animals are required to immediately clean up the fecal material from such property (Chapter 6.2)

To be immunized against rabies (Chapter 6.3)

FURTHER, it is unlawful for any person to own on any premises more than four animals (except birds and fish) over the age of six months.
