The Grant Writer is a member of the business development team, responsible for conducting the full range of activities required to identify, prepare, submit, and manage grant proposals. The Grant Writer will work with finance and program staff to gather the needed information to apply for funding and ensure reporting compliance with funders on all grant programs . The Grant Writer is responsible to single out and seek funds for existing and future Flandreau Santee Sioux Tribe (FSST) projects. A Bachelor of Arts degree in business or pubic administration, community planning, or communications or combination of both education, training, and experience in tribal government, contract and grant writing, and community development proposals totaling three to five (3 -5) years.

Avoid Drain Pain

Just because packaging says flushable doesn't mean it's true. Many items marketed as disposable and/or flushable do not degrade like toilet paper, and they wind up clogging pipes, tangling pumps and causing messy sewer backups into streets, businesses and homes.

Our sewers are designed to dispose of very specific things. Using your toilet for disposal of many modern products can result in blockages. The drains that connect yo ur home to the main sewer are only big enough to carry water, toilet paper and human waste. Sewer pipes are often no wider than 4 inches.

ITEMS THAT SHOULD NOT BE FLUSHED

• Diapers – Cloth, or Disposable

• Facial Tissues

• Toilet Bowl Scrub Pads

• Swiffer’s

• Napkins – paper or cloth, paper towels

• Vitamins, Medicines or other pharmaceuticals

• Hair

• Baby Wipes, Disinfectant Wipes, Moist Wipes

• Dental Floss

• Egg Shells, Nutshells and coffee grounds

• Fats oils and greases

• Food containing seeds and peelings

• Sanitary napkins, tampons, condoms or any non-organic material

• Any kind of plastic

If you must use a "wet wipe" product rather than just toilet paper, dispose of them in the garbage, not down the toilet. While packaging on some "flushable wipes" says the product will disintegrate like toilet paper, that generally is not accurate and these items can cause messy sewage backups into your home or neighbors' homes, local businesses or the street. If you are concerned about odors , try a lined garbage can with a well-fitting lid, a "diaper genie" style of container, wrap your wipes in pet waste bags or reused plastic grocery bags

Unless the item disintegrates at the rate of toilet paper, it should be placed in the garbage and not down the toilet. Otherwise, you risk a blockage in your own pipes as well as clogging a pump station and causing a sewage backup for other homes and businesses

The City is responsible for cleaning the City's pipes and they frequently clear blockages. However, home owners are responsible for maintaining side sewers which connect from your home to the City's main lines in the streets.

TREE TRIMMING & MAINTENANCE

In accordance with Title 14 - Tree Ordinance, Chapter 14.3.7:

14.3.7.1 The City will herein be responsible for the maintenance, trimming, and care of all park and street trees.

14.3.7.2 The landowner will be responsible for the maintenance, trimming, and care of all private trees situated upon their property, but said maintenance, trimming, and care shall be subject to City requirements regarding pest control or trimming when such actions are necessary to prevent hazards to life and property.

14.3.7.3 Overhanging Branches

a. Every owner of a tree which overhangs any sidewalk within the City shall trim such tree to a minimum of ten feet (10’) above the surface of the sidewalk.

b. Every owner of a tree which overhangs any municipal arterial street or right-of-way within the City shall trim such tree to a minimum of twelve feet (12’) above the surface of the street or right-of way.

c. Every owner of a tree which overhangs any county road or portion of the state trunk highway within the City shall trim such tree to a minimum of sixteen feet (16’) above the surface of the county road or state highway.

EGAN CITY MINUTES February 21, 2024

The Board of Trustees of the City of Egan, South Dakota met in regular session on February 21, 2024at Egan City Hall, 110 W 3rd Street, Egan, SD.

Present: Board of Trustee: Dana Walters, Nancy Hansenand Jerome Olson. Cody Chamblin absent. Also present: John Steinhauer, Amanda Walters, Mike Hein, Donna Koehn, Norm Koehn, Don Hansen, Randy Roiger, Richard Jorgensen, Lori Voneye and Harvey Donley

Meeting was called to order by Vice Chairman Olson.

Motion by Hansen, second by Waltersto approve the agenda. All present voted “aye.”

Motion by Hansen, second by Walters to approve the minutes of January 17, 2024. All present voted “aye.”

Public Comment:

Donna Koehn – asked if any quotes had been obtained on getting new flooring in the Senior Center. Hansen stated that she had looked at the flooring and agreed that it is not optimal. Further discussion will need to take place regarding the expense.

• Richard Jorgensen with the Egan All School reunion committee stated it will be held June 28th, 2025. He asked if the city would support a parade or some type of celebration. It was stated that the board would support the committee in hosting the event in parade, but unsure if the city board would play an active role. Anyone interested in volunteering to help with the reunion can contact Richard at (605) 543-5398

Old Business:

• Water rate of $.02 per 1,000 gallons approved. Motion by Hansen, second by Walters. Rate increase will become affective March 1, 2024. This is due to an increase to the city from Big Sioux Rural Water. Base rate of $25.10 to remain the same.

• Egan City Bridge replacement agreement on hold due to continued opposition. Finance Officer to connect with the engineering company, IMEG, and possibly someone on the state level to attend next council meeting to address concerns and answer questions. Replacing the bridge was approved at the meeting in September of 2023. Motion by Hansen, second by Olsen to table signing agreement, with Walters for “nay”

• City is still waiting on Trent’s Annual contract for Fire coverage Egan city attorney, Reed Mahlke, connected with the city attorney for Colman. The fire department coverage contract drawn up by Colman’s attorney stands and they are not willing to adjust wording. Mahlke suggested the city reach out to their insurance company to see if there is already coverage in place that would remove the necessity for what the Colman contract is asking.

New Business:

• Egan City Equalization meeting is set for Wednesday, March 13th, 2024 at 6pm. Meeting will be held at the city office.

Motion by Walters, second by Hansen to donate $800.00 for 10 flags for Egan’s American Legion 105 Sea of Stars and Stripes celebration in November of 2024. All presented voted “aye”. Other residents offered to donate 2 flags each if the city supported 10. Anyone interested in donating $80.00 per flag for Avenue of Flags please contact Bonnie Hemmer at (605) 530-2184

Committee Reports:

Compliance/Code Enforcement: Jake brake signs have been ordered by SDDOT. These will replace those that were taken down. Olsen is continuing to gather information on nuisance violations.

Maintenance:A job description was created for the Maintenance position. Hein is continuing to put together a list of what he sees needs to be taken care of around the city. Hein is working with staff member Bosanco in doing the same. Once the list is complete it will be reviewed and prioritized. Randy Roiger would like the city to talk to Ottertail Power about placing light poles in specific areas of town that are at risk due to no lighting after dark. Motion by Walters, second by Hansen to obtain quote. All present voted “aye”

Parks:Continuing to communicate with RW Fencing on the insufficient openings installed in the new fence at the ballfield. Final payment being withheld until adequate resolution is in place. 2 year Bridge Re-Inspection (required every 2 years) contract agreement to be signed. Motion by Walters, second by Hansen. All present voted “aye”. Finance Officer to determine engineer to be use based on past engineer and cost. Burn pile needs to be burned soon. Hein will contact Flandreau Fire Department to ensure they can be present while burning and what cost will be. Hansen was in a meeting regarding the newly established FEMA floodplains for Egan. She presented the maps and noted flood plains cannot be changed unless an engineer and/or surveyor reviews. Hansen to bring more information to meetings as she learns more.

Utilities:Water Loss report was at 12%. Much improved due to water leak fix and several meters being replaced. Board approved the order for meters and ERTS’s needed to restock what BSRW has used. Motion by Walters, second by Hansen to approve purchase, both valued at just over $1,000.00. All present voted “aye”.

All present voted “aye”.

PUBLIC NOTICE

In accordance with Title 5 – Public and Private Nuisances:

Property owners must remove noxious weeds and unhealthful vegetation from the property within a reasonable time after the growth of the vegetation on any property within the City of Flandreau. (Chapter 5.3)

Notice is hereby given to property owners whose property within said City on which the height of the grass and/or weeds has exceeded the height of six (6) inches and that any grass or weeds that exceed said height shall be removed within forty-eight hours. The notice need not be given personally but may be given generally through the official newspaper annually. The published notice shall constitute notice as required by this Section (Chapter 5.4)

If the owner or person in possession of property fails to abate the nuisance within the time specified, the City may take remedial action to abate the nuisance and to charge the cost thereof against the abated property. A separate charge will be incurred each time this action is initiated. (Chapter 5.4)

Exception. Property owners with parcels of land that exceed one (1) acre in size may petition the City Council for relief from the requirements of this Chapter. The Council may approve or disapprove the petition and establish other criteria that must be complied with. If the exception is approved, minimum upkeep standards shall require 1) the property, including boulevards, must be mowed at least twice a year, and 2) the control of noxious weeds. (Chapter 5.4)

PUBLIC NOTICE

FLANDREAU CITY ORDINANCES REQUIRE THAT ALL DOGS OR ANIMALS OF THE DOG KIND, AND CATS ARE:

To be licensed (Chapter 6.3). Licenses may be purchased at the City Office located at 1005 W. Elm Avenue.

Not allowed to run at large (Chapter 6.2)

Not allowed to disturb the peace and quiet of the neighborhood or to become a Public Nuisance by destroying or defacing property or causing injury to persons or domestic animals (Chapter 5.3)

Not allowed to defecate on public or private property other than on the property of their owners. Owners, keepers, care-takers or attendants of said animals are required to immediately clean up the fecal material from such property (Chapter 6.2)

To be immunized against rabies (Chapter 6.3)

FURTHER, it is unlawful for any person to own on any premises more than four animals (except birds and fish) over the age of six months.
