The Administrative Officer is responsible for oversight on all tribal management including administration and program managers. The Administrative Officer provides support and guidance to all tribal departments/programs including cultural, youth and education, emergency services, environmental protection, housing improvement, ICWA and social services, transportation planning, economic development and other contracted management staff. This will also include supervising and assigning tasks to staff, coordinating resources, reviewing and revising documents, conducting meetings, monitoring fiscal requirements, tracking work plan progress, and preparing oral and written reports.

Education and Experience: Minimum Qualifications

▪ Bachelor’s Degree in Business Administration, Public Administration or related field; Master’s Degree Preferred.

▪ Five to eight years of previous successful management experience providing effective leadership and managing in a tribal organization of at least 100 employees.

▪ The ability to work cooperatively within tribal government and program department structure.

▪ Demonstrated knowledge of federal funding requirements, rules and regulations applicable to a variety of programs and funding sources.

▪ Knowledge of the tribe; familiarity with tribal law and federal laws about Native Americans.

▪ Strong communication and computer skills.

▪ Must have a valid South Dakota Driver’s License.

▪ Must successfully pass a pre-employment drug/alcohol screen and background investigation.

Brief Summary: Enforce federal, tribal ordinances and municipal law and order codes adopted by the tribe; provide criminal and civil regulatory enforcement through tribal court; patrol tribal lands; investigate crimes; traffic control; collect evidence; prepare reports; serve warrants and summons. On an assigned shift: operate a patrol vehicle, foot patrol suspicious activities or persons, and disturbances of law and order; respond to radio dispatched calls, answer calls and complaints; issue traffic and criminal citations; control individual and group actions through verbal direction and/or the employment of necessary physical force; make custodial arrests and testify in court; provide police escorts and transports; perform residential and commercial checks; investigate traffic accidents; interview victims, witnesses and suspects to obtain additional information regarding criminal complaints, accidents, violations, etc.; conduct searches; complete arrest records; prepare reports and record evidence. Participate in a variety of in-service and special training programs, respond to and investigate domestic disputes, assist other agencies when requested or assigned, transport and care for prisoners as assigned.

Qualifications & Requirements:

Applicant must be currently certified through the state of South Dakota or Bureau of Indian Affairs. Applicants that have any felony convictions or felony deferred judgments will be disqualified from the process. Applicants with any misdemeanor convictions (non-traffic) or misdemeanor deferred judgments within the last 36 months will be disqualified from testing. No illegal drug usage within the last 36 months. Applicants who have used drugs within the last 36 months will be disqualified from testing. Education: you must have either a high school diploma or G.E.D. Must be 21 years of age at the time of appointment and possess a valid Driver’s License. You must be a U.S. Citizen or eligible to work in the United States. You must complete P.L. 101-630 background check and any other background checks that may apply for this position.

Education and Experience: Applicant must have a G.E.D. or High school Diploma, Applicant must be currently certified through the state of South Dakota or Bureau of Indian Affairs, Associates Degree in Criminal Justice preferred, 2-3 years law enforcement experience strongly preferred.

KINDERGARTEN REGISTRATION PRESCHOOL REGISTRATION DEVELOPMENTAL SCREENINGS HEALTH/HEARING/VISION SCREENINGS CHILD FIND

Registration for next year’s Kindergarten students in the Colman-Egan School District #50-5 will be held Thursday, March 23, 2023, at the Colman-Egan School. Kindergarten registration is open to any child who will be 5 by September 1, 2023. All students enrolling in kindergarten must have a copy of their state-issued birth certificate and immunization record on file by August 14, 2023.

You may include your 3-, 4-, and 5-year old in this developmental screening by calling the school for an appointment by March 20, 2023. Public Health Nurses will conduct health assessments that same day for any child 3-4-5 years of age. The South Dakota School for the Deaf will conduct hearing screenings and the South Dakota Lions Foundation will conduct vision screenings for 3-4-5-year-olds.

Preschool registration will take place on March 23, 2023. Any child between the ages of 3 and 5 may register for preschool classes for the 2023-2024 school year. Preschool students should be 3 by September 1, 2023.

Appointments are necessary for these screenings. If you have not made an appointment by March 20, 2023, please call the Colman-Egan School at 534-3534.

Child Find for the Colman-Egan School District #50-5 will also be conducted Thursday, March 23, 2023. The program is designed to identify all children birth to age 21 with special needs, children in need of 504 services, and homeless children.

Mayor Dan Sutton and Police Chief Zach Weber presented Community Hero Awards to Joshua Weston, Wakinyan Brushbreaker, and Ashdaehn Smith-Kuhnel. The boys’ quick action and bravery led to the rescue of a local resident who was in need of help. The boys were given certificates, Flandreau Bucks donated by FDC, and took a picture with the Mayor, Police Chief and City Council Members. Their families were also present.

Mayor Dan Sutton reported that he and Administrator Cohl Turnquist had recently met with business owners and community residents about law enforcement concerns. The Mayor is looking to re-establish a Public Safety Commission. Sutton also gave an update on the Flandreau Santee Sioux Tribe and reported the current PILT (payment in lieu of taxes) agreement between FSST and the City is under review, along with financial consideration from the tribe for a capital contribution to assist with the Fire Station Project. The tribe should also be notified soon on grant funding for replacement of the Crescent Street Bridge.

City Administrator Cohl Turnquist informed the Council that the Planning and Zoning Board met prior to the Council meeting on the 21st and passed 3 Conditional Use Permits and one Variance Request. Conditional Use Permits were granted to Bethany Thielsen for an in-home daycare, Boys and Girls Club of Moody County to expand their current building for continued use of a private club, and Bruce Allen to operate a used car dealership at 200 East Pipestone Ave. A Variance Request was approved for The Boys and Girls Club of Moody County for their expansion project. An asbestos test has been done at the Elevator and once results are received, the demolition process can proceed in preparation for the fire station construction. Turnquist also informed the Council and residents that City Crews will be out plowing at 4:00 am and residents are encouraged to remove their cars from the streets.

Motion by Ahlers and seconded by Ekern to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None.

Public Hearing: Resolution No. 2023-03. Partially Vacating the Unnamed Road Dedication North of 26 Feet North of the Southern Boundary of the Road Dedication Running Parallel to the Section Line of 21-107-48, Bounded on the North Commencing at the Southwest Corner of Lot 4 of the Booster Club Addition, and Extending East a Distance of 243.16 Feet, City of Flandreau, Moody County, South Dakota.

Motion by Fargen and seconded by Ahlers to approve Resolution No. 2023-03, partially vacating the unnamed road dedication of the Booster Club Addition. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Old Business: Motion by Yeaton and seconded by Ekern to approve the selection of the City of Flandreau Logo. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. New Business: Motion by Bjerke and seconded by Ahlers to accept the Park Concession Stand Bid of $333.00 from Tom and Kinsley Hansen for the 2023 Season. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Ahlers and seconded by Ekern to accept the Cemetery Land Bid of $1,450.00 from Michael Johnson. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Tufty and seconded by Ekern to adopt a new Aquatic Center Wage Scale, which addresses the change in minimum wage laws, and competition in the market. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Yeaton to approve the appointment of Carrie Sanderson and Jason Unger to the Housing Corporation Board. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Ahlers and seconded by Tufty to approve a Step Increase for Chase Amdahl to Step 4 of the Public Works Operator Scale with a wage of $21.10/hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Discussion was had on the Fire Station Project and Alderman Bjerke stated the need for a safe and functional fire hall is real. Bjerke declared the cost is quite high, due to state mandated building codes, Covid related shut-downs, and delays caused by Rural Development.

Motion by Bjerke to accept the low bid with no alternates, seconded by Alderman Ekern. Mayor Sutton opened the floor for discussion on pending motion. Alderman Yeaton said he supported adding Alternate 2 because of the need for additional storage and the importance of having everything in one location. Yeaton also feels the additional debt is manageable. Alderman Ahlers agreed with including Alternate 2, which is the addition of the mezzanine, as he sees a need for more storage. Alderman Fargen suggested using a back room for storage or possibly adding an outdoor storage building and supports accepting the low bid with no alternates.

Motion by Bjerke to amend the pending motion. Amending the motion to accept WS Construction’s Base Bid of $2,947,000 along with the Alternate 2 bid of $72,000. Seconded by Ekern. A roll call vote was called for by Sutton. Ahlers: Aye; Bjerke: Aye; Ekern: Aye; Fargen: Nay; Tufty: Aye; and Yeaton: Aye. Motion carried.

Council Comments: Mayor Sutton informed Council that a handicapped accessible door has been installed at the City Office.

The City Council of the City of Flandreau, South Dakota, met in a special session on Thursday, February 16th at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Mark Ekern, Mike Fargen, Karen Tufty, and Tim Yeaton. Absent: Brad Bjerke. Also present were City Administrator Cohl Turnquist, Finance Officer Lori Kneebone, Bill Nibbelink, Randy Clements, Dawson Blum, Mike Blum, Brandon Peters, Marv Schoenwetter, Don Peters, Leighton Blum, Holist Sutton, David Feske, Dale Eng, and John Eng. The proposed agenda was reviewed. Motion by Yeaton and seconded by Fargen to adopt the proposed agenda. The following members voted aye: Ahlers, Ekern, Fargen, Tufty and Yeaton. Nays: None. Mayor Dan Sutton thanked everyone for attending the meeting and shared some background information about the fire station project. Sutton stated that on August 6, 2020 there was an appointed committee that began to plan the fire station. A task force selected JLG Architect firm to develop the plans and several meetings and tough decisions have been made along the way.

Administrator Cohl Turnquist also thanked everyone for coming. Turnquist explained that three bids were received and opened at City Hall on February 2nd, 2023. Bids were based on General Construction costs, with additional pricing for the three alternate projects. Alternate 1 consists of an Antique Fire Truck Bay, Alternate 2 is a Mezzanine for additional storage, and Alternate 3 is a sprinkler system. Allen Construction had a base bid of $4,115,850; Alternate 1, $161,600; Alternate 2, $83,500; Alternate 3, no bid. Visions Construction had a base bid of $2,943,000; Alternate 1, $241,000; Alternate 2, $115,000; Alternate 3, $10,500. WS Construction had a base bid of $2,947,000; Alternate 1, $200,144; Alternate 3, $25,700. Turnquist explained that per South Dakota Codified Law, the lowest bid must be awarded. Turnquist also presented a financial breakdown of possible scenarios if Alternates are included in the project. The Council will determine if any Alternates should be selected to accompany this project on Tuesday, February 21, 2023 and their regular meeting.

Several members of the Volunteer Fire Department were in attendance and speaking on behalf of the Fire Department were Fire Chief Don Peters and Volunteer Fireman Mike Blum, who have been active in the planning process. Fire Chief Don Peters thanked everyone involved to make this project a reality. Peters stated there is great need for a building large enough to house everything under one roof for the Department. Chief Peters requested Alternates 1 and 2 be included in the project. Volunteer Fireman Mike Blum stated the need for extra storage space as being a top priority for the Department. The Antique Fire Truck Bay is also important to the Fire Department as they want to showcase their LaFrance Fire Truck, which is a historical piece of equipment and represents the brotherhood felt amongst firemen. Peters and Blum expressed concerns about the cost of the project, and Peters suggested some cost saving solutions he hopes will be considered as the project moves forward. Blum also stated the current plans are not big enough for the Department’s needs and wants to make sure there is enough room for expansion and planning for the future.

Alderman Fargen stated that at this point, he is not inclined to go with the Antique Bay, due to the increased cost and thought the money saved by not doing the Bay would be better served by upgrading or purchasing additional equipment for the Fire Department. Alderman Ahlers agreed and suggested adding the Antique Bay in the future as more funds become available. Alderman Tufty mentioned using valued engineering to cut costs. Alderman Ekern stated that Category 4 building structure rules have changed, which is why certain building materials are necessary for this project to ensure safety. Administrator Turnquist also informed the group that International Building Code laws must be followed. Bill Nibbelink stated that certain building materials and safety precautions are required to ensure funding from Rural Development and suggested possibly fundraising the additional funds needed for Alternate Costs.

Mayor Dan Sutton stated this project is long overdue and has been a top priority for the Council. Sutton stated he thinks the final plan is functional and within a budget that is attainable. No official action was taken at this meeting and a bid is expected to be awarded at the February 21st, 2023 council meeting.
