The City Council of the City of Flandreau, South Dakota, met in a special joint session with the Planning and Zoning Board on February 20th, 2024 at 6:00 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, Karen Tufty, and Tim Yeaton. Planning and Zoning Board Chairman: Brian Bergjord, Planning and Zoning Board Members: David Lillibridge, Danny Rose, Bart Sample and Mike Witte. Absent: None. Also present were City Administrator Cohl Turnquist; Finance Officer, Lori Kneebone; City Attorney Corey Bruning, and Tood Kayes, representing First District Association. The proposed agenda was reviewed by the City Council. Motion by Yeaton and seconded by Bjerke to adopt the proposed agenda for the joint meeting for the City Council. New Business: Todd Kayes, from First District Association, met with both Planning and Zoning members and City Council members to explain an upcoming review of the City’s Comprehensive Use Plan. Kayes explained that there will be an appointed group that will meet starting in March through July to review the City’s current zoning ordinances and make appropriate changes. The City’s Comprehensive Use Plan hasn’t been updated in 22 years.
Mayor Dan Sutton appointed a committee made up of Planning and Zoning Member; Bart Sample, Aldermen; Mike Fargen and Curt Ahlers, City Administration; Mayor Sutton, Cohl Turnquist, and Lori Kneebone and Legal Counsel; Corey Bruning.
Motion by Yeaton and seconded by Tufty to approve the Mayor’s Appointed Committee for review of the City’s Comprehensive Use Plan. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.
The appointed committee will meet several times over the course of the next six months to review zoning ordinances and recommended changes will be brought back to both the Planning and Zoning Committee members and the City Council for approval. Kayes is hoping to have this project complete by September, 2024.

Visitors to Be Heard: April Buller and Shane Waterman from IMEG Engineering spoke to Council Members about the upcoming Utility Improvement Project. Buller informed Council that plans for the improvement project have been submitted to DANR for review. The plan is to bid out the project in 2024 and project completion is scheduled for sometime in 2026. Waterman explained that he had been contacted by Turnquist about the recent chip seal project. Waterman stated he will work with Turnquist and Public Works Superintendent Harris on reviewing the project to see if further action should be taken.
Mayor Dan Sutton reported to the Council that the Boys and Girls Club is moving forward on their grant application to receive funding for a proposed childcare center.
Administrator Turnquist informed the Council that the new playground equipment for the Flandreau City Park had been delivered and installation will occur in early spring. The last day to turn in petitions to Finance Officer Kneebone for City Council or Mayor positions is Friday, February 23rd by 5:00 p.m. Turnquist will be attending a zoom meeting with FEMA on Wednesday, February 21st, 2024, which will address changes in the city’s flood maps. Turnquist stated the recent chip seal project that was completed by Road Guy Construction did not hold up well through the winter months. The fog seal has evaporated and Turnquist is unhappy with the results of the project and will be working with IMEG Engineering to come up with a solution. Turnquist and Council Members received an update from Kyle Haug on the Japanese Garden renovations. Haug stated the floor in the Japanese Gardens is buckling and the June 1st renovation completion date may be in jeopardy. Council members have expressed interest in touring the Japanese Gardens to see the progress being made.
