Questions continue to be presented to us about the strength of the land market, it has been our observation that the land market remained very strong throughout 2022, achieving record or near record prices in many cases. A big part of the equation as to why land values remain strong, is that in most areas there continues to be an inadequate supply of land available for purchase, hence demand outpaces supply. At the close of 2022 we witnessed that many land buyers remain “Sold on the Market” – especially those that had strong equity positions, as there remain many individuals that are anxious to invest in agricultural land as a safe haven for investment of their dollars. Even throughout periods of increasing interest rates in 2022, the land market continued to defy gravity and performed at record levels. One key factor remains – That being that the economic theory of “Supply and Demand” remains in full force & effect, as it appears that there continues to be an unbalanced demand for high quality cropland, as there seems to remain a greater supply of qualified buyers in the marketplace, than there is land available for purchase.
AS FOR 2023 – Going forward, paramount factors including supply and demand, interest rates, other economic trends and influences, commodity prices for grain and livestock, crop production, farm operating expenses and other extenuating factors will influence land values in 2023. In our opinion the near-term outlook is for land values to remain strong as we begin 2023.
Land sale results in 2022 achieved “Record & Near Record Highs” in many instances, rivaling previous all-time peak values. In 2022 we recorded 9 sales over $15,000.00 per acre – the high being +/-80.5 acres in Lincoln County, SD with future development potential at $43,000.00, other noteworthy sales included a 51 acre parcel in Lincoln Co., SD near Worthing at $17,400.00, 157 acres in Rock Co., MN at $15,800.00/Ac., 160 acres in Pipestone Co., MN at $15,500.00/Ac., 70 acres in Wall Lake Twp. in M’haha. Co. at $15,600.00/Ac. and 134 acres in Benton Twp. in M’haha Co. northwest of Crooks, SD at $15,150.00/Ac., 31 parcels sold in a range from $10,000.00 to $14,999.00 per acre, 26 sales fell in a range from $7,500.00 to $9,999.00 per acre, 9 fell in a range from $5,000.00 to $7,499.00 per acre and the remainder including some more marginal cropland and grassland sold below $5,000.00 per acre

One recent article sourced from the USDA National Agricultural Statistics Service cited that from 2021 and into 2022 land values increased in SD by 18.7%, MN was up 17.4%, Iowa was up 21.4% and NE was up 21%, that said it is our opinion these types of increases are not sustainable.

As we begin 2023, it appears that the mindset of farm operators and investors alike in the market for land have a relatively high degree of optimism and remain competitive in their pursuit and acquisition of land, and that said - the auction method of marketing in conjunction with our knowledge and professional experience creates a forum that exposes your property to the maximum number of qualified buyers, resulting in the true “Fair Market Value” and “Top Dollar” for your property. Our sales are conducted in a manner where there are no “Buyers Premiums” or “Hidden Fees!”

The Administrative Officer is responsible for oversight on all tribal management including administration and program managers. The Administrative Officer provides support and guidance to all tribal departments/programs including cultural, youth and education, emergency services, environmental protection, housing improvement, ICWA and social services, transportation planning, economic development and other contracted management staff. This will also include supervising and assigning tasks to staff, coordinating resources, reviewing and revising documents, conducting meetings, monitoring fiscal requirements, tracking work plan progress, and preparing oral and written reports.
Education and Experience: Minimum Qualifications
▪ Bachelor’s Degree in Business Administration, Public Administration or related field; Master’s Degree Preferred.
▪ Five to eight years of previous successful management experience providing effective leadership and managing in a tribal organization of at least 100 employees.
▪ The ability to work cooperatively within tribal government and program department structure.
▪ Demonstrated knowledge of federal funding requirements, rules and regulations applicable to a variety of programs and funding sources.
▪ Knowledge of the tribe; familiarity with tribal law and federal laws about Native Americans.
▪ Strong communication and computer skills.
▪ Must have a valid South Dakota Driver’s License.

Brief Summary: Enforce federal, tribal ordinances and municipal law and order codes adopted by the tribe; provide criminal and civil regulatory enforcement through tribal court; patrol tribal lands; investigate crimes; traffic control; collect evidence; prepare reports; serve warrants and summons. On an assigned shift: operate a patrol vehicle, foot patrol suspicious activities or persons, and disturbances of law and order; respond to radio dispatched calls, answer calls and complaints; issue traffic and criminal citations; control individual and group actions through verbal direction and/or the employment of necessary physical force; make custodial arrests and testify in court; provide police escorts and transports; perform residential and commercial checks; investigate traffic accidents; interview victims, witnesses and suspects to obtain additional information regarding criminal complaints, accidents, violations, etc.; conduct searches; complete arrest records; prepare reports and record evidence. Participate in a variety of in-service and special training programs, respond to and investigate domestic disputes, assist other agencies when requested or assigned, transport and care for prisoners as assigned.
Qualifications & Requirements:
Applicant must be currently certified through the state of South Dakota or Bureau of Indian Affairs. Applicants that have any felony convictions or felony deferred judgments will be disqualified from the process. Applicants with any misdemeanor convictions (non-traffic) or misdemeanor deferred judgments within the last 36 months will be disqualified from testing. No illegal drug usage within the last 36 months. Applicants who have used drugs within the last 36 months will be disqualified from testing. Education: you must have either a high school diploma or G.E.D. Must be 21 years of age at the time of appointment and possess a valid Driver’s License. You must be a U.S. Citizen or eligible to work in the United States. You must complete P.L. 101-630 background check and any other background checks that may apply for this position.

POSITION SUMMARY:
Under the direction of the Tribal President, the Chief Human Resources Officer (“CHRO”) is responsible for strategically managing and leading the Human Resources and employees benefit functions of the Tribe, the Tribe’s Health Clinic, and all Tribal Businesses. The CHRO plans and implements Human Resource and employee benefit policies, and updates them periodically. CHRO ensures that all organizational personnel actions are carried out properly, strictly adhering to tribal and federal laws, and ethical standards. The position also ensures that employee benefits are actively managed and compliant.

The Board of Trustees of the City of Egan, South Dakota met in regular session on January 18, 2023 at Egan City Hall, 110 W 3rd Street, Egan, SD.
Present: Board of Trustee members John Steinhauer, Jerome Olson, Cody Chamblin, Nancy Hansen, and Brad Judstra. Also present were Don Hansen and Diane Olson. Meeting was called to order by Chairman Steinhauer. Steinhauer stated his conflict of interest on Resolution 2023-01.

New Business: A hearing was held to vacate part of Gilbert Street. No taxpayers were present to object/approve. Mayor Dan Sutton commended the City snow removal crew for their hard work in picking up all the snow. Sutton also informed Council that Administrator Cohl Turnquist is approaching his 1-year evaluation and wants Council Members to be involved in the evaluation process. Turnquist’s evaluation will take place in Executive Session at a future meeting. City Administrator Cohl Turnquist reported that he has had a great first year with the City of Flandreau. Turnquist informed Council that he has also been in contact with Bart Sample from the National Guard about coordinating a City-Wide Cleanup for this upcoming spring.

New Business: Discussion was had on the Carbon Capture Pipeline that will be affecting Moody County. Administrator Turnquist and Alderman Ekern attended the County Commission Information Meeting, and Turnquist shared details with the Council about this project. Alderman Ekern expressed concerns about the proposed Pipeline crossing the Big Sioux Aquaphor. Turnquist informed Council there will be another meeting in March, which will address zoning and setback requirements.
Administrator Turnquist shared information with the Council about the 2022 Sales Tax Revenue. Turnquist stated there was a 21.5% increase from revenue received in 2021. Sales Tax Funds received included a 1st penny, 2nd penny, and Bed, Booze, and Board Tax. The BBB tax funds are designated for Capital Improvements at the Flandreau Community Center and Armory. Turnquist recommends a percentage of the additional funds received from Sales Tax be placed into a Capital Improvement Fund for future projects. More discussion will take place on Sales Tax Revenue in upcoming meetings.

Colton Economic Development Group
Receives $15,000 Boost from Sioux Valley Energy Colman, S.D. – The city of Colton, S.D., recently formed an economic development group accepting an inaugural investment of $15,000 from Sioux Valley Energy. The funding, presented to the group at the end of December, comes from the Cooperative’s REVIVE 2030 program which was designed to partner with local communities to assist with growth and development.
Colton Mayor Trevor Bunde says this type of early financial boost will make a big difference as the city begins to develop land for the Geraets Addition. The first phase of the housing development includes 70 acres and 49 homes.
“Sioux Valley members should be really proud they are part of an electric co-op that makes investments into communities like this,” said Bunde.
Sioux Valley Energy CEO, Tim McCarthy, added that while financial investments are helpful, the Cooperative is focused on providing “boots on the ground” assistance in partnership with other organizations like Sioux Metro Growth Alliance.
“Colton is a vibrant community that is focused on the future and what they have accomplished is impressive. We are hopeful that Sioux Valley Energy’s REVIVE program, along with assistance from Sioux Metro Growth Alliance, will help other communities grow and prosper as well. There is so much more to economic development than just financial investment—it takes time, dedication, and commitment and we are ready to be a strategic partner to help them reach their goals,” said McCarthy.

Sioux Valley Energy Donation to City of Hills Minnesota Helps Purchase Playground Equipment
Colman, S.D. – The city of Hills, Minnesota recently received a total of $10,000 in donations from Sioux Valley Energy to help purchase playground equipment. The funding will help support a city-owned facility that will house up to three childcare locations.
“The city has been working diligently to try and find a solution to help with the daycare provider shortage problem. This project has been in the making for quite some time. We can’t say thank you enough to our many local and corporate partners who have stepped up to help make this project a reality for us. It is a long process but together with everyone’s help and the generosity of partners like Sioux Valley Energy, we are going to make this a reality for the city of Hills,” said Mayor Keith Elbers.
Childcare challenges not only impact individual families but can also affect the entire community. Sioux Valley Energy supports the city of Hills’ innovative approach to an ongoing problem.
“One of the Cooperative’s core principles is commitment to community, and this is the type of project that really embraces and highlights that. We know that availability and affordability of childcare is a challenge, especially in smaller or more rural communities, and we stand ready to be strategic partners in finding solutions,” said Tim McCarthy, Sioux Valley Energy CEO.
The funding, presented to the city of Hills at the end of December, comes from the Cooperative’s Operation Round Up® program which provides grants to worthy causes to communities and non-profits from funds collected when members ‘round up’ their electric bills. A matching donation was provided by Sioux Valley Energy’s REVIVE 2030 program which was designed to partner with local communities to assist with growth and development.
