The Mayor stated that the Airport Board members will be holding an airport board meeting, on Wednesday, January 25th, 2017 at 7:00 p.m.

The City Administrator informed Council that we are changing the way we bill water and sewer utilities starting with the bills mailed out in February. Rather than billing two months of water one month and then two months of sewer the next month, we will be billing water and sewer monthly. In order to make the switch to monthly, the February bills will be higher because we will be adding one month of water consumption to that bill. Then in March, all services will be billed for one month. Flandreau Police Department Annual Report, Planning & Zoning Commission Meeting Minutes from January 3rd, and a news release from Missouri River Energy Services were included in Council Packets and briefly discussed.

Motion by Smith and seconded by Sample to approve the Administrative Reports. The following members voted aye: Bjerke, Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: None. Motion carried.

Old Business: The Business Utility Review that was tabled the last two meetings was discussed next. The utilities for the business have been put back in the previous owner’s name and the unpaid charges incurred by the owner over the last several months will be sent to collections.

The Mayor left the meeting at 6:58 p.m.

President Sutton presided over the meeting.

New Business: After discussing options for paving West Street from 1st Avenue to Bridge Avenue, the consensus of Council was when advertising for bids for the next phase of the water and sewer project they would include three alternative bids for paving this section of road. They would include alternate bids for 1) chip and seal, 2) blacktop, 3) concrete, and then decide how to proceed.

After a lengthy discussion on the Flandreau Dam Engineering Study, Council requested additional information be provided at the next Council Meeting.

Motion by Sample and seconded by Smith to approve a Maintenance and Financial Agreement between the City of Flandreau and SD Dept. of Transportation, Project No. 3-46-4600-22-2016, in a total estimated cost of $17,769.44 and local share of 5%, for 2016 Airport Pavement Maintenance. The following members voted aye: Bjerke, Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Smith to approve invoice #15198 in the amount of $9,964.80 for the Airport ALP from Helms & Associates and to authorize the Mayor to sign the grant reimbursement request form.

The following members voted aye: Bjerke, Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: None.

FULL-TIME FACILITY WORKER

Dakota State University is seeking applications for a full-time Facility Worker.

This position is responsible for the custodial care and minor maintenance for buildings on the DSU campus. Duties will include floor care consisting of vacuuming, shampooing carpets, scrubbing, mopping, waxing and polishing floors.

This position will also clean and sanitize restrooms, dust and wash walls, woodwork and windows, collect and remove trash from building, remove snow from steps and sidewalks during winter and perform minor maintenance functions as needed.
