The City Council of the City of Flandreau, South Dakota, met in regular session on Tuesday, January 21st, 2025 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mike Fargen, and Tim Yeaton. Absent: Mark Ekern, Karen Tufty. Also present were City Administrator Cohl Turnquist; Deputy Finance Officer Crystal Hanson; Police Officers Raleigh Burk, and Zachary Deal; and Charlie Rosheim.

Mayor Sutton introduced new hire Police Officer Zachary Deal. City Council Members gave him a warm welcome to the community. Mayor’s Report: Ambulance task force held meeting last Thursday and the main focus was going over budget and billing. They meet again this Thursday January 23rd along with Housing Authority having a meeting on Thursday also. Mayor Sutton, with input from Alderman Bjerke, gave updates on the Municipal Airport and the airport expansion project. Mayor Sutton informed council that an appraisal of the old fire station has been completed and is valued at around $280,000.

City Administrator Report: Turnquist spoke with Bret Severtson about zoning questions for a possible new athletic facility. Further information about the new facility will be shared at an upcoming council meeting.

Motion by Fargen and seconded by Ahlers to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Fargen, and Yeaton. Nays: None. Absent: Ekern and Tufty. Motion carried. Old Business: None.

New Business: Discussion on Flandreau Golf Course-Charlie Rosheim addressed council asking for them to purchase a mower for the greens.

Motion by Fargen and seconded by Bjerke to deny request for purchasing a greens mower for the golf course. The following members voted aye: Ahlers, Bjerke, Fargen, and Yeaton. Nays: None. Absent: Ekern and Tufty. Motion carried.

Presentation Housing Survey- City Administrator Cohl Turnquist went over the results from the housing survey that was done. Survey had 152 responses; and provided a breakdown for what community members are interested in for housing in Flandreau.

Motion by Yeaton and seconded by Ahlers to approve the step increase for police officer Tyler Wallert, placing him on Step 3 of the certified police officer wage scale at $26.25/hourly. The following members voted aye: Ahlers, Bjerke, Fargen, and Yeaton. Nays: None. Absent: Ekern and Tufty. Motion carried.

Motion by Fargen and seconded by Ahlers to approve the 2025 Code Enforcement Contract with Code Enforcement Specialists. The following members voted aye: Ahlers, Bjerke, Fargen, and Yeaton. Nays: None. Absent: Ekern and Tufty. Motion carried.

Motion by Bjerke and seconded by Yeaton to approve the Sourcewell Contract #032824, for the purchase of a Freightliner snow truck for $149,179, which includes a $40,493 dump box. The following members voted aye: Ahlers, Bjerke, Fargen, and Yeaton. Nays: None. Absent: Ekern and Tufty. Motion carried.
