SUMMARY

:

This position is a senior implementation project manager role that will oversee the Flandreau Santee Sioux Tribal Health Center's (FSST HC) transition from RPMS to a new electronic health record (EHR – Epic). This role is pivotal in ensuring a seamless implementation, optimizing clinical workflows, and enhancing the overall patient and staff experience. The ideal candidate will possess administrative project management expertise, deep understanding of ambulatory clinical workflows, and a strategic vision for future-state processes. The project manager will be the key point of contact between Epic, our technology partners, consultants/contactors as well as FSST HCs cross-functional teams, including clinical, administrative, and IT staff, to anticipate and address challenges during and after the transition. This role focuses on achieving operational excellence and driving outcomes that benefit patients, providers, and the organization as a whole.

EDUCATION AND/OR EXPERIENCE:

• Bachelor’s degree in Health Administration, Health Informatics, or a related field (Master’s preferred).

• Minimum of 5 years of experience in project management within a healthcare setting.

• Previous experience implementing Epic or similar EHR systems required.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. COUNCIL PROCEEDINGS January 10th, 2025

The City Council of the City of Flandreau, South Dakota, met in a special session on January 10th, 2025 at 12:00 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, Karen Tufty, and Tim Yeaton. Absent: None. Also present were City Administrator Cohl Turnquist; Finance Officer Lori Kneebone; and Police Chief Zach Weber.

The proposed agenda was reviewed. Motion by Ahlers and seconded by Tufty to adopt the proposed agenda. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Visitors to Be Heard: None.

New Business: Mayor Sutton, along with Administrator Turnquist, Fire Chief Peters and Alderman Ekern attended the County Commission meeting on January 7th, 2025. Sutton explained that a motion was passed by the county to give the ambulance service to the city. The city then received a formal letter from the county dated January 9th, 2025, outlining their proposal for the ambulance takeover; indicating a decision be made by the city by February 28, 2025 at 9:00 a.m.

Administrator Turnquist spoke about the ambulance task force and explained that the purpose of the task force is to evaluate the ambulance service, and offer solutions that the city could assist with, financially or otherwise. Both Turnquist and Sutton believe there are misunderstandings between the two governing bodies.

Alderman Bjerke gave a recap of previous county and city ambulance discussions. Aldermen Ekern and Tufty questioned the rush for the county to turn over the ambulance to the city. Both Ekern and Tufty feel more information is needed, and are eager for recommendations from the Ambulance Task Force.

Police Chief Weber does not feel the city should take over the ambulance service, but stated ambulance operations have been declining in the past 15 years. Additionally, Chief Weber stated that it may be necessary for the City to take over ambulance services to continue operation. Motion by Fargen and seconded by Tufty to approve the Charge of the Ambulance Task Force. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Yeaton and seconded by Bjerke to authorize Mayor Sutton and Administrator Turnquist to co-author a response letter to the county’s January 9th, 2025 ambulance proposal letter, including an explanation of the ambulance task force. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Council Comments: Alderman Bjerke restated that the city is trying to help the county find a solution to the difficulties facing the ambulance. Sutton announced the Ambulance Task Force Committee will be meeting on Thursday, January 16th at 5:30 p.m. at the City Office and that meeting is open to the public.

The Mayor declared the meeting adjourned at 12:39 p.m.

SUMMARY: This position works as part of the Care Team in the clinical hub by serving as the primary point of contact for the patient by communicating with patients and assisting them with the services provided at Flandreau Santee Sioux Tribal Health Center. Ensure efficient patient flow through managing phone calls, running schedules, making future appointments, and assisting and communication with providers, pharmacists and nurses along with various clinical responsibilities as requested. Schedules appointments, check patients in, verifies demographics, assist with obtaining preauthorization’s and coordinate communication between patients and healthcare providers.

Mayor Dan Sutton informed council that he and Administrator Turnquist listened to a presentation about pending legislative litigation that would allow for cities to enact a sales tax (pending a community vote) to fund various community projects. There are several scheduled meetings in January, including the Housing Authority Committee, Flandreau Dam Revitalization Committee, and possibly the Ambulance Task Force. City Administrator Cohl Turnquist informed council that the Housing Authority Committee will meet on January 9th at 11:00 a.m. to discuss the recent housing survey and Broad Street development project. The Flandreau Dam Revitalization Committee will meet on January 14th at 10:00 a.m. to discuss the cleanup progress at the dam and future plans for the area. Turnquist stated that city crews will begin renovations to the women’s locker room area in the armory. The city council’s next regular meeting in January will be Tuesday, January 21st at 6:30, due to the Martin Luther King holiday on Monday, January 20th, which the city office will be closed. Turnquist is waiting to meet with the FAA and Helms & Associates to discuss the airport land acquisition for the airport expansion project.

Nays: None. Absent: Yeaton. Motion carried.

Administrator Turnquist shared information with the council about the 2024 fourth quarter sales tax revenue and stated numbers exceeded what was estimated for 2024. The City had a 2% increase in sales tax revenue in 2024 compared to 2023. Turnquist is pleased with the numbers and encourages residents to continue to shop local.

Council Comments: Additional discussion was had on projects at the Community Center. Five new exterior doors will be replaced at the William Janklow Community Center and discussion was had on the difficulty of the locks on the doors of the facility. Turnquist will look into a solution for the locks. Alderman Bjerke also stated the parking situation at the community center should be addressed, and a possible sidewalk or better access to the overflow parking area should be considered. The Mayor declared the meeting adjourned at 6:56 p.m.
