Moody County Historical Society Annual Meeting GUEST SPEAKER: Regional historian and author, WAYNE FANEBUST Wayne Fanebust, now retired and living in Sioux Falls, has authored eleven non-fiction books about local, state and regional history. He was born in Sioux Falls, graduated from Washington High School, served in the U. S. Marine Corps, attended college in California, has a degree in history, and a law degree. He practiced law in San Diago for thirteen years before moving back to Sioux Falls where he served as corporate counsel until retiring. Fanebust’s most recent book, No Justice for Agnes, published in 2020, examines the tragic and mysterious death of Agnes Polreis in 1906 while serving as an immigrant servant girl in the home of Emma Kaufmann and her husband, a wealthy businessman from Sioux Falls. The venue of Mrs. Kaufmann’s trial was moved to Flandreau. Dr. Spafford of Flandreau was called as an expert witness. Local attorney George Rice was hired as one of the defense attorneys. Eleven members of the jury were Moody County farmers. Hundreds of people flocked to Flandreau filling its hotels, boarding houses, and private rooms in homes willing to host guests. The repulsive manner of death, outrageous attorney antics, and other aspects of the case generated sensational newspaper coverage from coast to coast. THE GENERAL PUBLIC is invited to hear Mr. Fanebust talk about his book on one of the most notorious South Dakota criminal cases of the time. The annual meeting will be held on January 14th at 1pm at Our Savior’s Lutheran Church in Flandreau.

Mayor Dan Sutton informed Council that he, Administrator Turnquist and Finance Officer Kneebone had toured the new fire station, which is progressing nicely. Mayor Sutton wished everyone a Happy New Year and thanked Council and City Staff for their hard work and dedication to the City of Flandreau. City Administrator Cohl Turnquist stated that he and City Attorney Corey Bruning had spoken with Helms & Associates on the Airport Expansion Project. The land appraisals have been completed and the City will be moving forward on land negotiations for the purchase of additional land needed for the expansion project. The Boys and Girls Club Community Childcare Grant is the topic of an upcoming meeting on Thursday, January 4th at 1:00 p.m. Turnquist stated he is also impressed with the progress at the fire station. The Housing Corporation has authorized a topography survey of the Broad Ave lot for possible development. They will be looking at drainage issues and property lines. A Cooperative Agreement with Flandreau Santee Sioux Tribe has been put together which encompasses fire protection, along with utility services rendered by the City. The draft has been sent to FSST for review. Motion by Ahlers and seconded by Yeaton to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Tufty and Yeaton. Motion by Ahlers and seconded by Ekern to approve the Street Light Pole Upgrade, which would replace wood utility poles with aluminum finish poles in a phase-in approach, replacing 10-15 poles per year. Motion by Yeaton and seconded by Bjerke to approve Resolution 2024-01, which establishes salaries for city employees for 2024 and includes a 3.5% cost-of-living increase that was previously approved in the 2024 Appropriation Ordinance in September of 2023. The following members voted aye: Ahlers, Bjerke, Ekern, Tufty and Yeaton. Nays: None. Absent: Fargen. Motion carried. The First Reading of Ordinance No. 618, Electric Rate Increase was held. After completing a rate study with Missouri River Energy Services, it is recommended that the City implement a 5% annual increase over a three-year period that would apply to all three categories of electric rates, including residential, small-commercial, and large-commercial customers. The Second Reading of Ordinance No. 618 will be held at the next regular Council meeting on January 16th, 2024. City residents are encouraged to take advantage of energy rebates and pick up a free LED lightbulb at the City Office. Motion by Bjerke and seconded by Ahlers to approve Pay Request No. Seven (7) from WS Construction for the new fire station for $520,271.67. We are looking for a Surveillance Officer to undertake the surveillance of our premises and protection of our staff and visitors. This position will be responsible for detecting any suspicious behavior and preventing vandalism, thefts or other criminal behavior, maintaining strict surveillance and access controls, and ensures regulatory compliance. The surveillance officer must be well trained in surveillance and dealing with perpetrators.
