We are now in the third week of the First Called SpecialSessionoftheTexas Legislature.Asamemberof theHouseSelectCommittee onCongressionalRedistricting, I have spent the past several weeks traveling acrossTexastoheardirectly from citizens in field hearings. Just last week, we spent over 15 hours taking public testimony on House Bill 4 the proposed congressional redistricting map,alsoknownasthe"One Big Beautiful Map." I am proud to coauthor this bill andtoserveonthecommittee that advanced it to the House floor with urgency andpurpose. On Friday,August 1, our committeemetattheCapitol and stayed until nearly 2:00 AM listening to Texans share their thoughts on the newmap.Justhourslater,on Saturday morning, we reconvened to vote the bill outofcommittee.HB4was quicklysenttotheCalendars Committee and then scheduled for floor debate on Monday, August 4. But on Sunday evening, just as wepreparedtobringtheOne Big Beautiful Map before the full House, Democrats announcedtheyhadfledthe state in an attempt to break quorum and slow down our work. Their goal is to stall the Republican effort to secure five new Republican congressional seats through redistricting. According to the Texas Constitution, the House requires at least 100 memberspresenttoconduct business. With 88 Republicans currently serving, we need at least 12 Democrats present just to operate the House and conduct basic functions This is not the first time Democrats have deployedthistactic.In2021, they broke quorum to block our election integrity bill. I madethemotionatthattime toputacallontheHouseto direct DPS and House Sergeants to retrieve absent members. They attempted a similar walkout in 2003 during a prior redistricting debate.

Both Governor Abbott and AG Paxton are petitioning the Texas Supreme Court to vacate the seats of the members obstructing the people's business. Today, Speaker Burrows outlined further actions from the House to compel these members to return.Although theTexas
constitution prohibits the Comptroller from withholding members' pay (a $600 per month salary), Speaker Burrows has implemented a new House policy requiring members to pick up their checks in person at the Capitol, as direct deposit will no longer be an option for the me
aking quorum Additionally, basic office functions like sending newsletters and office budgets will be frozen for quorum busters, with30%ofeachquorumbreaking member's office budget to pay staff now being unavailable. This is in addition to the $500 daily fines these members arerackingupthatmustbe paid for out of personal funds.All members are on calltoreturntoAustinthis weekendifDPSarrestsany in-state quorum breakers sothatwecanimmediately takeupourbusiness.

One alarming takeaway is the lack of basic emergency communication tools in many rural communities. When every second counts missing
sirens, outdated warning systems, or lack of cell phone service can cost lives.
This is why I am proud to coauthor House Bill 2, which aims to streamline emergency communication across the state and deliver resources directly to vulnerable rural areas. HB2ismodeledcloselyon HB 13 from the regular session, which I proudly supported but unfortunatelydidnotbecomelaw I am hopeful that, following these powerful hearings in the Hill Country, we will come togethertopassthismuchneeded legislation. What sets Texas apart is our people When disaster strikes, Texans do not run. We come together, roll up our sleeves, and rebuild stronger than before. That spirit is alive and well in these hearings, in our communities, and in the Capitol.

The Judge went on to say that the annexation that Conroe had discussed for almost two years, with WISD expecting that the event was to take place. A vote to annex the property has taken place, but no further action has been taken. The Judge asserted that Norman McGuire by hisownaction,rescindedthe annexation action on July 30th, two weeks before the school doors were to open, withdemandsformillionsof dollars of fees. It was a statement that furrowed eyebrows.
“That’s not government,”saidKeough.“That’s ashakedown.”
Keough continued his statement noting the city’s failure to honor its agreements, such as with the Old Conroe Road and David Memorial Drive extensions; wonderingwherethemoney wentforthoseprojects. The judge didn’t mince words in holding Conroe accountable for their deals and not holding up their end of bargain. Keough urged the council that “We can do better”inhisclosing,before receiving a tremendous applause from the supportiveaudience. Councilwoman Marsha Porter then interjected in regards to the

Ms Mikeska was unaware if Willis ISD was notified but replied to emails in June 2025, stating that it was unlikely that the city was going to annex the property before the start of theschoolyear,andstressed that there was no council agenda in reference to annexing the parcel at all.
Engineering Project Specialist Brandy Taylor notedthattheactualamount of permit fee collections from Willis ISD was $210,756 04, far from the $400,000 in collections as falselynotedontheinternet. And far from the incredibly high amounts that were noted in the social media hype, with some saying into themillions.
Councilman Harry Hardman inquired of Jason Miller in reference to communication with the county, to which Miller assertedthathedidnotrecall any communications with anyone from the county Miller recalled conversations with Willis ISD and Aqua Texas following the purchaseoftheparcelbythe schooldistrictinfall2020.
Nancy Mikeska presented a slideshow showing emails from November 13, 2020, even before the purchase of the propertylaterthatmonth.
“Willis ISD knew before the purchase of the property that the City of Conroe did not own the CCN,” said Mikeska. “The city provided guidance to Willis ISD and their representatives. Threeyears later, the CCN still had not beenresolved.” Mikeskathenpresented a February 19, 2024 letter fromAquaTexasagreeingto relinquish the CCN The city still did not own the
CCN, and could not legally provide the campus with permanent water The lengthy process and legal steps take time, she said. A February 23, 2024 email from City of Conroe Building Official, John Manglameli inquired into thestatusoftheCCNrelease from the county engineer and the developmental permit resubmittal; because the contractors at that time wererequestingtodrillpiers to get the projected started. Mikeskareadasocialmedia misrepresentationinregards to city involvement in the project then produced an email from now deceased CountyEngineerDanWilds, datedMarch4,2024,toCity Engineer Chris Bogert, stating that based on his conversationwithPrecinct1 Commissioner, Robert Walker, that the City of Conroe intended to annex the property, he has no objection to the city taking over the review permitting processes,andresponsibility forthesite. Inanotheremail on the same day, political pressure was mentioned along with an interlocal
annexationprocessstarted.
In April 2024, Randy Roan, the subcontractor for the CMS project, requested waterforatapapplication,to which Chris Bogert, replied thattheCCNwasstillinthe hands of Aqua Texas, and that the water tap was not legally viable being issued by the city In May 2024, Conroe Utility Manager Christine Santiny noted ‘major’issuesinanemailto the primary contractor Durotech Superintendent, LucioHernandez,stillciting the lack of a viable CCN to proceed with water and wastewaterissues. Mikeska continued to press home the legality in regards to the project and noted all the parties on the email includingcontractorsaswell as Willis ISD representatives. In late May 2024, Christine Santiny sent an emailtoWillisISDChiefof Operations & Construction, Bob Eaton, again stressing the CCN issue and requesting documentation directly from the Public Utility Commission,ratherthanthe CCN release letter from Aqua Texas The email noted that they granted Randy Roan’s requests for taps in regards to paving, going outside state regulations, and asking Eaton: WhydidtheyexpecttheCity of Conroe to break the law on Willis ISD’s behalf?

In March 2025, Conroe Utility Manager Christine Santiny againreachedoutat the direction of Public Works Director Norman McGuire, to Willis ISD’s Bob Eaton, noting the CCN still being in the hands of Aqua Texas. On June 5, 2025, Conroe Water/Sewer Maintenance Foreman, Shane Nelson, was contacted by subcontractor Randy Roan calling to verifyiftheyhadtherightto use the water, and informed Nelson that the water at the middle school had been turnedonwithouttheCityof Conroe’sauthorization.
“Thecitywentbackout there and turned it off,” said Mikeska. “The CCN was notinthenameofthecity.”
The Nelson email also
noted that that wasn’t the firsttimethewaterhadbeen illegally turned on without city permission. Mikeska alsopresentedanApril2024 waiver that Conroe would provide construction water, but forbade the use of continuous water until the Conroe CCN was in place. The waiver also noted violations and enforcement actionsshoulditbedetected. Bob Eaton signed the letter agreeing to the terms for WillisISD.
Thefirstoffenseofthe water being turned on illegally was on May 30th, with the second on June 5th asnotedintheNelsonemail. Thecitylockedthemeteron June6th. OnJune10th,the citysentalettertoBobEaton addressing the concerns, noting the locks being destroyed, and the water beingturnedbackonwithout city authorization due to the CC

“While Conroe addressed the CCN in 2020, Willis ISD did not file the document to the Public Utility Commission until March 28, 2025,” said Mikeska, in reference to Willis application for the CCN change from Aqua TexastotheCityofConroe. A correction and clarification were issued in April accounting for a delay The document was accepted by the PUC on July 25, 2025, again delayed by computer network issues with the agency OnJuly29th,while the documents were filed with Montgomery County for processing, the City of Conroe again locked the water valves following testing of the system Following MC’s processing of the CCN file, the documents were immediately routed back to the PUC for Filing for Record and Approval The City of Conroefinallyreceivedtheir CCN to legally allow continuous water to Calfee Middle School on Tuesday, August 5th, which dumbfounded the Mayor when informedbyMikeska.
