Gas Prices (November 16, 2020) Texas gas prices have risen 3.1 cents per gallon in the past week, averaging $1.80/g today, according to GasBuddy's daily survey of 13,114 stations. Gas prices in Texas are 5.8 cents per gallon lower than a month ago and stand 43.2 cents per gallon lower than a year ago. According to GasBuddy price reports, the cheapest station in Texas is priced at $1.44/g today while the most expensive is $2.69/g, a difference of $1.25/g. The lowest price in the state today is $1.44/g while the highest is $2.69/g, a difference of $1.25/g. The national average price of gasoline has risen 1.2 cents per gallon in the last week, averaging $ 2 . 1 2 / g t o d a y. T h e national average is down 4.3 cents per gallon from a month ago and stands 49.0 cents per gallon lower than a year ago. Neighboring areas and their current gas prices: Midland Odessa$2.01/g, up 9.9 cents per gallon from last week's $1.91/g. San Antonio- $1.70/g, up 2.3 cents per gallon from last week's $1.68/g. Austin- $1.71/g, up 1.6 cents per gallon from last week's $1.69/g. “For the first time in seven weeks, GasBuddy data showed average gas prices rose last week, unsurprising given the previous 18% jump in the price of crude oil on promising vaccine news," said Patrick De Haan, head of petroleum analysis for GasBuddy. "This year has been anything but normal and such news of promising vaccine results will likely rekindle gas prices for a short while. We're likely to see prices inch up slightly again this week as gas stations continue to try to pass along the rise from last week to retail, but ahead of Thanksgiving, prices should be mostly stable. F o r n o w, m o t o r i s t s shouldn't expect too many fireworks at the pump, but the upcoming release of GasBuddy's Holiday Travel survey highlights some big changes motorists are making for the last six weeks of the year." Suggestions For Mindful Eating: Salisbury Steak popularization of the hamburger patty. In the late 19th century, sailors from German brought the delicious meal to the Port of N e w Yo r k , w h e r e t h e minced beef was smoked, lightly salted and then served along with onions and breadcrumbs as a quick hearty meal. In 1873, historians say that you could buy a plate of Hamburg steak with all the toppings for about 11 cents. Today, some people wince at the idea of having a hamburger for breakfast, but the truth is that in the late 1800’s it was the protein of choice to start your day. In fact, it was such a popular health food, that hospitals even served it to patients raw or slightly cooked, with a raw egg. Which doesn’t sound appetizing compared to our contemporary tastes, but it was a vitamin and protein rich meal at a time when proteins were both expensive to purchase, as well as difficult and time consuming to cook. Salisbury steak got its start as a famous food in America, when it was used as stand-by high-protein meals for soldiers during the American Civil War? It makes sense, when you think about it, because of

the nutritional content of the meat and the fast preparation time. Not to mention that for American soldiers fighting through cold weather, it was a taste of home and comfort food during some pretty difficult conditions. A physician named Dr. James Henry Salisbury was an early dietician and studied gastrointestinal health, digestion and nutrition in the mid 1800s. One of the most serious threats to American soldiers during the Civil War was wasting, due to malnutrition, and symptoms of chronic diarrhea. Dr. Salisbury was convinced that while other types of food like soup and bread, and some fruits and vegetables were provided to the soldiers, it was really protein (and specifically beef) that they needed to stay healthy. The challenge was cooking and preparing meat for the troops, as well as the increased costs of providing high-protein meals for them. Toward the middle and end of the American Civil War, soldiers were looting communities in search of food, given the shortage of funds to supply the advancing soldiers (on both sides).

During the American Civil War, Dr. Salisbury tested his theory by providing “chopped beef” which was a little easier to digest for soldiers than root vegetables and other protein sources. After the war, he wrote a book called “The Relation of Alimentation and Disease” which could be one of the first real diet trending publications, that helped people understand the link between health and a balanced diet, which included animal proteins rich in B vitamins. D r. J a m e s H e n r y Salisbury was also one of the first physicians to indicate that animal fats were necessary for metabolic health; something that contemporary nutritionists have embraced again, after a long-time social moratorium on animal fats. During the 1950’s, TV dinners entered the market. One of the most popular TV dinner varieties – sold by Swanson – included Salisbury steak with a side of potatoes. From there it was a short trip to see Salisbury steak on restaurant menus, particularly diners and the newly minted cafeterias. You can’t beet Pioneer

Salisbury steak is a dish, originating in the United States, made from a blend of ground beef and other ingredients and usually served with gravy or brown sauce. It is a version of Hamburg steak. What is the difference between Salisbury Steak and Hamburger Steak? We tend to use the terms interchangeably, although some think there is a difference between Salisbury Steak and hamburger steak. Technically a hamburger steak should contain only meat (and seasonings) with no fillers such as breadcrumbs while a Salisbury steak can include different ingredients like onions, eggs and bread crumbs. I’ve seen many Salisbury steak and Hamburger steak recipes, and for the most part, I think that both tend to be made the same way, basically cooked in a gravy mixture. Like the name implies, we have Hamburg Germany to thank for the

Woman for down home comfort food recipes and her Salisbury steak recipe is one of the best versions I have seen. Many include mushrooms while hers does not. If you are a fan, add them when you cook the onions. Meat Mixture: * 1 1/2 pounds lean ground beef * 1/2 cup seasoned breadcrumbs * 1 tablespoon ketchup * 2 teaspoons dry mustard * 4 d a s h e s Worcestershire sauce * 1 cube beef bouillon, crumbled (or powdered beef base) * Salt and pepper * 1 tablespoon butter * 1 tablespoon olive oil * Gravy: * 1 whole onion, halved and thinly sliced (or diced if you prefer) * 2 cups beef broth, more if needed for thinning * 1 tablespoon ketchup * 1 teaspoon seasoning sauce, such as Kitchen Bouquet, optional * 4 d a s h e s Worcestershire * 1 teaspoon cornstarch, optional * Salt and pepper

Instructions: 1. For the meat mixture: Combine the ground beef, breadcrumbs, ketchup, dry mustard, Worcestershire sauce, bouillon and some salt and pepper. Knead until all combined. Form into 4 to 6 oval patties, and then make lines across the patties to give them a "steak" appearance. 2. Fry the patties in a skillet with the butter and oil over medium-high heat on both sides until no longer pink in the middle. Remove from the skillet and pour off any excess grease. 3. For the gravy: Reduce the heat to medium and add in the sliced onions. Stir and cook until golden brown and somewhat soft, for several minutes. Add the beef stock, ketchup, seasoning sauce, if using, and the Worcestershire. Then combine the cornstarch with a little beef broth and add to the sauce if using. Stir and cook to reduce. 4. Add a sprinkle of salt and pepper and more broth if needed for thinning. Then return the patties to the gravy. Spoon the gravy over the top and let them simmer and heat back up for a couple of minutes.

Comments According to Doc Wake-up America And Listen To The Real Power Source In America’s Communication Media “Talk Radio Is Turning Millions of Americans Into Conservatives” Walden Happenings By Doc Fennessy The opinions expressed in this editorial do not necessarily reflect those of MCN.

W A L D E N HAPPENINGS – Well folks, we are in the middle of it for now and “the truth will come out the ole axiom says”. Again, here is another important and interesting article relative to the mass communication throughout the nation that seldom people think about. Unfortunately, it is another one that is late and after the election I never had time to publish prior to the election, as it is nice to know about!! Folks, this article appeared on The New York Times on October 9, 2020. At least 15 million Americans every week tune into one of the top 15 talk radio programs. They are not monolithically conservative, but they are overwhelmingly so. A dozen of the top 15 shows feature conservative or libertarian hosts — with devoted followings like Rush Limbaugh’s “Ditto-heads” o r M i c h a e l S a v a g e ’s “Savage Nation” — and only one leans left. The following article by Paul Matzko is a powerful introspective review of radio communication modality that is affronted by the television news talk shows and as a result gets little attention. Radio broadcasting provides a communication stimulus that provides listeners to some specific attitudes about items and products. Undoubtedly radio broadcasting talk shows did provide a stimulus to create positive attitudes relative to the manner and selection of candidates who they voted for. The use of the fake news media fake polls were all intentionally

fake and put Biden way ahead, they lied to the general public to convince people to vote for the “winner” or not to vote for Trump because he is losing or just not vote at all is very effective when the media is lying. Author Paul Matzko is a historian of 20th Century American. He is a politics historian (PhD, Penn State, 2016) specializing in the intersection of politics and religion in twentieth century America. His work also draws from multi- media of communication throughout the United States. ...The following text is all of the unabridged words of author Paul Matzko throughout the article that follows. ? In this article about radio communication author Paul Matzko wrote the following: “Talk radio may face an aging audience, a decline in ad revenue and competition from new mass media forms like podcasts, but there are still millions of Americans whose politics are shaped by what they listen to on talk radio all day, every day. Fox News gets more of the attention for shaping conservative opinion and for its influe n c e o n t h e Tr u m p administration, but we shouldn’t overlook the power of conservative talk radio. The conservatism of talk radio only partly overlaps with institutional conservatism, that of right??wing Washington think tanks, magazines and the Republican Party itself. By the early 2000s, it had embraced a version of conservatism that is less focused on free markets and small government and more focused on ethnonationalism and populism. It is, in short, the core of Trumpism — now and in the future, with or without a President Trump. Talk radio’s power is rooted in the sheer volume of content being produced each week. The typical

major talk radio show is produced every weekday and runs three hours, so just the top 15 shows are putting out around 45 hours of content every day. Even setting aside hundreds of additional local shows, the dedicated fan can listen to nothing but conservative talk radio all day, every day of the week, and never catch up. Yet talk radio still somehow manages to fly below the national media radar. In large part, that is because media consumption pattens are segregated by class. If you visit a carpentry shop or factory floor, or hitch a ride with a long??haul truck driver, odds are that talk radio is a fixture of the aural landscape. But many white??collar workers, journalists included, struggle to understand the reach of talk radio because they don’t listen to it, and don’t know anyone who does. Moreover, anyone who wants to make an effort to understand talk radio runs into a barrier immediately: Because of the ocean of content, one must listen to it at great length, a daunting task for anyone not already sympathetic with a host’s conservative views. The time commitment suggests the depth of listener loyalty. Each show has its own long??running inside jokes and references, a kind of linguistic shorthand that unites fans and repels outside examination. And since shows have begun to regularly publish online transcripts only in the past decade or so, journalists and scholars have found it hard to wade through all the content. As Jim Derych, the author of “Confessions of a Former Dittohead,” put it, Rush Limbaugh “makes you feel like an insider — like you know what’s going on politically, and everyone else is an idiot.” There is power in that feeling, the proposition that you and the

radio elect have been awakened to a hidden truth about the real way the world works while the rest of the American “sheeple” slumber. Like single??issue voters, talk radio fans are able to exercise outsize influence on the political landscape by the intensity of their ideological commitment. Political scientists have long noted the way in which single??issue voters can punch above their numerical weight. An organization like the National Rifle Association, which says it has about five million members, has been able to outlobby gun control supporters despite broad (but diffuse) public backing for at least incremental gun control measures. Talk radio listeners make up a group at least three times as large as the N.R.A. and are just as committed to a particular vision of America. To take one example, since the mid?2000s, talk radio listeners have played a big part in steering Republicans toward the virulent anti?immigration stance of Mr. Trump. Mr. Limbaugh once proposed a set of “Limbaugh Laws” requiring immigrants to speak English, barring them from holding government office or having access to government services, and excluding unskilled workers from the country. Talk radio is not bounded by physical space. It can follow listeners wherever they go, from the car radio while commuting to the radio resting on the workbench to a radio app on a smartphone. It has the potential to dominate the construction of a person’s worldview in a way that other media simply cannot (until, perhaps, the advent of its white??collar cousin, the podcast). This was true of conservative radio long before the current generation of talk radio hosts

emerged in the 1980s. By the early 1960s, a group of AM radio broadcasters had built an informal national syndicated network of hundreds of radio stations; the largest of the broadcasters, a fundamentalist preacher in New Jersey named Carl McIntire, reached an estimated audience of 20 million listeners a week (which, for sake of comparison, is as many as Rush Limbaugh reportedly hit at his peak four decades later). Americans could tune into a station airing conservative programming all day, every day. By 1963 President John F. Kennedy was so worried about what an aide called this “formidable force in American life today,” which was able to “harass local school boards, local librarians and local government bodies,” that he authorized targeted Internal Revenue Service audits and the use of the Federal Communications Commission’s Fairness Doctrine to silence these pesky conservative broadcasters. The result was the most successful episode of government censorship of the last half century. conservative broadcasters have never forgotten it, and it is a key reason that a conspiracist mind??set has such a grip on listeners. Since 2003, Rush Limbaugh, who got his start working in radio as a teenager in the mid?1960s, has mentioned the Fairness Doctrine on nearly 150 episodes. He credits the rise of talk radio to the lifting of the Fairness Doctrine in 1987 by the Reagan administration. And he worries that the left could at any moment use a revived Fairness Doctrine to silence conservative radio. As Mr. Limbaugh put it in January, “They’ve been trying to nullify or negate me” for three decades. This suspicion that elite institutions — the

It also helps explain conservative support for Mr. Trump, who can be accused of many things but not of failing to speak his mind. When you believe that all politicians lie but that only liberal politicians rig the game, you’re more likely to vote for someone who you think will fight back even if they lie along the way. Take talk radio’s role in spreading Covid denialism. At each stage of the backlash against government recommendations for fighting the pandemic, talk radio hosts prepared the way for broader conservative resistance. Indeed, many of Mr. Trump’s own talking points about the virus — like comparing it to the flu and accusing China of weaponizing the virus — echoed ideas already spreading on talk radio shows. Conservative talk radio will march to Mr. Trump’s drum, but no matter what happens in November, it will also outlast him. Talk radio emits much too powerful a signal to fade silently into eternity.”

Texas Trump Supporters Unite to ‘Stop the Steal’ Shelley Luther, Allen West, and Dana Loesch Headline Rallies as Questions of Election Integrity Abound By Robert Montoya While the streets of Washington D.C. were filled with attendees of the “Million MAGA March” this weekend, the movement was not limited to the nation’s capital, as citizens cross North Texas rallied for President Donald Trump and expressed their desire for election integrity. take action to make Texas’ elections more secure. Their responses were overwhelmingly in favor of the legislature taking action. “I came from Cameroon,” said George. “I lived for years in a country where election fraud is the norm, and what I saw that Tuesday is exactly what has been happening there for 30-plus years now.” “I lived it, I’ve seen it, I’ve run away from it.” When asked how they’d feel if the Republicancontrolled legislature does nothing, citizens gave very strong responses. “I’ll be in the street,” replied one citizen. “I say uproot them! Get them out of there,” Jamie Dellanoy exclaimed in agreement. “They have to do something. It can’t stay like this,” said Rhonda Goldring at the McKinney rally. “I’m going to be mad because I think a lot of these politicians have forgotten that it’s ‘we the people,’ and they think it’s ‘we the government,’” replied Chastaney Jones at the D a l l a s r a l l y. “ T h e s e Republicans need to understand that they just don’t own our vote. We are not going to play the

Democratic game of ‘they don’t have to do anything to get our vote.’” When asked about election integrity, Luther made her position very clear to Texas Scorecard. “I will absolutely fight for 100 percent election integrity because we need that,” she said. “It starts from the bottom and goes all the way up to President Trump.” “Even in the school district fights, we have to have election integrity,” she continued. For the establishment media and political class fighting against election integrity reform and a proper audit of November’s general election results, citizens’ responses could be best summed up in one of the songs belted out at Luther’s rally: “Welcome to the jungle.” Citizens concerned about election integrity in Texas may contact their elected state representative and state senator. If citizens have encountered or witnessed any election issues, they may call election integrity organization Direct Action Texas: 877-267-VOTE. Texas Department of Public Safety Launches Campaign Promoting Safe Gun Storage The Keep ’em Safe, Texas Initiative Will Consist of Public Education, Outreach and Public Involvement Activities to Promote Gun Storage Safety Statewide

AUSTIN — The Department of Public Safety recently launched KEEP ’EM SAFE, TEXAS, a $1 million, twoyear statewide campaign encouraging safe gun storage. According to the CDC, nationally, more than half of all gun owners store at least one gun unsafely, so this new campaign will educate gun owners about the 1-2-3’s of safe gun storage. Gun safety isn’t just knowing how to handle a gun properly; it’s also Montgomery County News is a weekly, locally owned and about keeping it from

promoted freedom and shared how governmentmandated shutdowns have hurt the band. “Some of the politicians that we have right now, I see [them] on social media saying we need to pray for our new ‘President Biden,’” Luther said as the room filled with boos. “Let me just tell you: If it looks like a RINO [Republican in Name Only], if it smells like a RINO, if it walks like and it lies like a RINO, what is it!?” “A RINO!” the crowd shouted back. “We need to get them out of office,” Luther declared. “ We ’ r e h e r e t o d a y because we want fighters. We want fighters in office,” said former State Rep. Matt Rinaldi. “We want people fighting for our values, for our American way of life. We want people like Bob Hall. We want people like Shelley Luther. We want people like Donald Trump!” “We are fighting an ideology, a philosophy that is devoid of the divine,” said Pastor Stephen Broden as he led the crowd in prayer. Texas Scorecard asked attendees of both the Dallas and McKinney rallies if the Texas Legislature should

getting into the wrong hands. Whether you keep a gun in your car, home or somewhere else, safely storing it 24/7 is a must in order to protect our children, prevent avoidable injury and keep our weapons out of the hands of criminals. Together, we can keep our fellow Texans safe! The initiative will consist of the following tactics: radio, television, social media, display advertising, videos, billboards and a website where the public can go for

further information on safe g u n s t o r a g e , safegunstoragetexas.com. Additionally, the campaign assets will be made available to partners, including statewide local and county law enforcement and other groups who would like to use the materials to promote safe storage. In the legislative mandate, Gov. Greg Abbott stated the purpose of this campaign is “to encourage the millions of law-abiding, gun-owning Texans to embrace their personal

responsibility for gun safety.” “Texans continue the purchase of firearms for personal safety,” said Steven McCraw, Director of the Texas Department of P u b l i c S a f e t y. “ T h i s campaign highlights the importance of storing guns safely at all times to keep them out of the hands of unauthorized users. Whether your firearm is in your home or a vehicle or another location, it needs to be safely secured at all times.”

TSTA Agrees With Physicians: Virtual Learning Must Remain An Option Texas State Teachers Association President Ovidia Molina issued the following statement: Tw o o f t h e s t a t e ’s leading physician organizations – the Texas Medical Association and the Texas Pediatric Society – believe it is a mistake for school districts to discontinue virtual learning and require in-person instruction for all students while the COVID19 pandemic is resurging in Texas, and the Texas State Te a c h e r s A s s o c i a t i o n agrees. TSTA will go a step further and demand that Gov. Greg Abbott and the Texas Education Agency take control and require all school districts to continue

virtual learning as an option for the remainder of the school year without any loss of funding. Districts that already have ended virtual learning must be ordered to reinstate it. The state leadership has to quit pretending that Te x a s i s r e t u r n i n g t o “normal.” Texas reported more than 10,000 new COVID cases yesterday, and more than 6,700 Texans were hospitalized with the disease. This is not normal. This is dangerous, and it is dangerous for school districts to deprive students of the virtual learning option. The health and safety of students, educators and families must take priority

over everything else until this pandemic is under control. Many schools are being forced to close in-person instruction for days at a time because of COVID outbreaks on their campuses, yet TEA is not reporting these closures. TEA also must require districts to report these closures to the state so that information can be made readily available to the public. Parents need more transparency about how prevalent the spread of C O V I D i s i n Te x a s communities. In a letter to the Texas Association of School Boards and the Texas Association of School

Administrators, the Texas Medical Association and the Texas Pediatric Society expressed reservations about school districts discontinuing virtual learning and requiring inperson instruction. “School policies must not put high-risk members of the community at unnecessary medical risk, disadvantage families advised by a physician that virtual learning remains in their best interest, or undermine public health efforts to slow the surge of COVID-19 already happening in our state,” they wrote. “Completely discontinuing virtual learning at this time fails all three tests.”

Devotional We Cannot Relegate This Holiday to One Day prideful. Many of us have this time set aside to be with relatives who gather from far and near. Our home quickly became a place of welcoming for both sets of relatives. And many times, friends would come as well as family. There were times I would have “place card questions” for each person at the table. We would finish our meal and each one would answer a question like this: “What did God do for you this past year that deserves your thankfulness?” Or I might say, “Pick a family member here who did something nice for you,

and thank them for it.” Or, “who was the last person you said, “Thank you to?” Then at times I would just pass around a basket full of names and let them draw a name out and thank that person for what they had done for you in the past year. I believe ideas done on special days with family, teaches the young ones respect for each other and for God. Respect teaches love, kindness, helpfulness and faith in God as He works His mercy in all ages. Being thankful can become a way of life. It may even open hardness in hearts. It’s actually a

compliment to those who have done a great deed, possibly for us or for others. Of course, we’re reminded of the brave souls who came to this land in the beginning. Yes, those strong pilgrims who lost many lives in a wild and unpopulated land, were met by gracious Indians, who helped them through a very hard time. And we thank God for them, also. This fall time brings with it, a “spirit of thanksgiving” to our hearts and minds. It gave a group of people the freedom to worship God in their own way, without

being persecuted for their beliefs. And it still stands that way as we still thank Him for this basic freedom. David, the Psalmist, says this: “Hate evil, you who love the LORD, who preserves the souls of His godly ones; He delivers them from the hand of the wicked. Light is sown like seed for the righteous and gladness for the upright in heart. Be glad in the LORD, you righteous ones, and give thanks to His Holy name.” Psalm 97:10-12.

Manger or Mystery?

your life then you have to understand that God does not merely ask for a polite nod on Sundays. His demands are total. He does not ask for a place in your life; he asks for your entire life. However, in our culture, we are doing our best to exclude him from as much of our world as possible. This is a time to recognize what God has really done and who Christ really is. In many stores at this time of year you can see a lot of Christmas decorations without ever having the slightest clue that the season has anything to do with Christ. Many homes across the nation will celebrate Christmas without any mention or love for Christ. For others there is still a

sentimental feeling for the Madonna and Child. But for this season to mean what it is supposed to mean, we have to go beyond decorations to dedication, beyond sentiment to surrender — surrender to the God who has chosen to come to our world. Somehow we have to go beyond a counterfeit Christmas and get Christ out of the stable and into our hearts. We have to get him out of the cradle and onto the throne. We have to go from thinking of him as cute to thinking of him as King. Christmas is more than being charmed by a child; its real meaning is in saying, “Yes” to God. Out of the chaos and secularization of His birth, Christ the King came out

of the cradle to announce the reason He came. Have no fear. All is well, for all the unbelief in the world cannot stop the message that the God of love has come to us at Christmas — our Emmanuel. Spreading the Word

In our nation, the annual day of giving thanks to God is celebrated on one day. George Washington called for the whole nation to celebrate it first. However, it was Abraham Lincoln that set the day apart for it to become a national holiday. In answer to my title this week, we, as Christians, find that giving thanks is more of a whole life-style and is done

several times every day. When I wake up, have breakfast, receive good news, pray, drive, clean, and talk to friends…those are all instances of prayer. There is nothing I do that doesn’t deserve a great “Thank You,” to God. The LORD says this: “I, the LORD, search the heart, I test the mind, even to give to each man, according to his ways, according to the results of his deeds.” Jeremiah 17:10. I believe that being thankful every day, from our heart, is how we stay humble. And humility brings us closer to God. It’s the opposite of being

by: Pastor Randy Weaver Babies are something special. I can never forget what it was like to see my two babies at their birth. That is a feeling and experience that nothing else can quite match. There is just something captivating about a new life. The innocence and dependence of that little young life strikes at our emotions. Let’s face it, babies do strange things to us. You can take a perfectly mature adult and put them in front of a baby and they will do very unusual things and become very strange.

Perhaps that is one of the reasons that Christmas affects us the way it does. The story of shepherds, wise men, stars and angels all add a special appeal to Christmas. The fascination with birth, fresh new life, innocence, and a little human being that is almost toy-like is all so marvelous. There are promises from God. Hope is in the air and there are messages of joy. But there is mystery here as well, a baffling mystery. It is easier for us to think of a child of promise in the

NOTICE OF RATE CHANGE REQUEST On October 19, 2020, Entergy Texas, Inc. (“ETI”) filed an application to amend its Transmission Cost Recovery Factor (“TCRF”) with the Public Utility Commission of Texas (“Commission” or “PUC”). The application was assigned PUC Docket No. 51406. The proposed TCRF is requested in accordance with the Public Utility Regulatory Act § 36.209 and 16 TAC § 25.239. A TCRF allows a utility to recover its reasonable and necessary costs that have occurred since the end of the test year in the utility's last base rate case for transmission infrastructure improvement and changes in wholesale transmission charges to the electric utility under a tariff approved by a federal regulatory authority. In its requested amendment, ETI is seeking recovery of costs for transmission capital investments it incurred from July 1, 2019 through August 31, 2020. ETI also seeks to recover approved transmission charges that are not otherwise being recovered through rates. The proposed TCRF as amended would result in total TCRF retail revenues of approximately $51.0 million, which is $31.6 million in incremental annual TCRF revenue beyond ETI's currently effective TCRF. This $31.6 million amount would be a 3.3% increase in ETI's annualized non-fuel revenue requirement as compared to revenues approved in Docket No. 48371, ETI's most recent base rate case, and a 2.1% increase in ETI's overall annualized revenue requirement including fuel costs as compared to such revenues as approved in Docket No. 48371. The impact of the rate change on various customer classes will vary from the overall impact described in this notice. ETI has requested that an intervention deadline and hearing request deadline of November 30, 2020 be established, and that, if no hearing is requested, the Commission adopt an order approving the proposed TCRF at or before its currently-scheduled open meeting on January 14, 2021. All customers in ETI's Texas retail rate classes are affected by this request. Persons with questions or who want more information on this filing may contact ETI at Entergy Texas, Inc., Attn: Customer Service—2020 TCRF Case, 350 Pine Street, Beaumont, Texas 77701, or call 1-866-981-2602 during normal business hours. A complete copy of this application is available for inspection at the address listed above. The Commission has assigned Docket No. 51406 to this proceeding. Persons who wish to intervene in or comment upon this proceeding should notify the Public Utility Commission of Texas as soon as possible, as an intervention deadline will be imposed. ETI has requested that the deadline be November 30, 2020. Due to the COVID-19 pandemic, the preferred method for you to file your request for intervention is electronically, and you will be required to serve the request on other parties by email. Therefore, please include your own email address on the intervention request. Instructions for electronic filing via the “PUC Filer” on the Commission's website can be found here: https://interchange.puc.texas.gov/filer. Instructions for using the PUC Filer are available at: http://www.puc.texas.gov/industry/filings/New_PUC_Web_Filer_Presentation.pdf. Once you obtain a tracking sheet associated with your filing from the PUC Filer, you may email the tracking sheet and the document you wish to file to: centralrecords@puc.texas.gov. For assistance with your electronic filing, please contact the Commission's Help Desk at (512) 936-7100 or helpdesk@puc.texas.gov. You can review materials filed in this docket on the PUC Interchange at: http://interchange.puc.texas.gov/. If you are unable to file your request for intervention electronically, you may file your request for intervention by mailing a hard copy of your request to the PUC. The PUC should receive a letter from you requesting intervention by the intervention deadline. Mail the request for intervention and 10 copies of the request to: Public Utility Commission of Texas, Central Records, Attn: Filing Clerk, 1701 N. Congress Ave., P.O. Box 13326, Austin, Texas 78711-3326. All communications should refer to Docket No. 51406. Published Dates: October 28, November 4, 11, 18, 2020

Community Montgomery Historical Society Hosts Dedication of Historical Marker for the Addison-Gandy Home The Montgomery Historical Society was host on Saturday, November 14, 2020, for the Montgomery County Historical Commission’s dedication of the first Commission’s marker for Montgomery. Commission Chairman Larry L. Foerster emceed this exciting occasion, pointing out the importance of this home, built around 1892… almost 130 years ago! It was built by local carpenters, Robert and John Martin. The Montgomery Historical Society owns and maintains this historical site since Martha Gandy donated her family’s ancestral home to the Society in 1997. Ms. Gandy was present, along with several members of the Gandy family. Mrs. Gandy’s parents, Nathaniel Hart and Sarah Davis, gave the property to the Gandy family for construction of this home adjacent to the Davises’ “The Oaks” home. This new, beautiful blue marker is in front of the home at the corner of Prairie and Clepper Streets. It is quite a read! Newly re-elected Montgomery Mayor Sara Countryman welcomed the crowd, and Robert Walker, Precinct 1 CommissionerElect spoke, also welcoming the participants. Society President and lifelong Montgomery resident Billy Ray Duncan spoke of the importance of this new marker, thanking Larry Foerster and the Montgomery County Historical Commission for selecting this site for the marker. Martha Gandy and her husband, William Harley Gandy, were the last family owners of the home. An unusual aspect is that all the furnishings,

bedding and linen are original to the home—a trait seldom seen in historical sites of such advanced age. During Saturday’s dedication Martha Gandy’s son, Bill Gandy, related personal memories of visiting the home as a child and having to help with various chores that were needed. Most of the Montgomery Historic a l S o c i e t y ’s B o a r d members were also in attendance. Visitors to this home during the Society’s annual Candlelight Home Tour are treated to hosts relating the story of the “Montgomery Miracle,” when 16-year old John Bowe Addison accidentally shot himself in his abdomen while climbing through a fence with friends to go hunting. Such a gut shot was known as a death sentence in those days, but thanks to the

diligence of a talented country doctor, John Bowe survived to serve in the U.S. Army, ultimately living to be 84 years old. It is said that John Bowe’s mother, Martha Bowe Davis Addison, fired her shotgun several times to alert folks “in town” that they had an emergency. John Bowe was laid out on a long table in the parlor where the doctor had ordered the room be cleaned as well as possible. He performed surgery, stitching the wounds in his intestines, and cleaning his abdominal cavity, working tirelessly, for many, many hours. His efforts were successful when, after some time, the family knew John Bowe would survive. Billy Ray Duncan spoke Saturday of the times he and friends would ride their bicycles around town

and would stop by this house when they saw John Bowe out on the porch. They would listen to him relating various happenings and many historical events, yet he never even hinted of the most celebrated happening there, the “Montgomery Miracle.” Another significant happening at the AddisonGandy house is that Sam Houston once gave a speech in the front yard under a tree presenting his case for Texas to stay in the Union and not secede because he had traveled extensively to Washington, Virginia, New York, etc., and knew the extensive munitions and funds available to the Union to go to battle. General Houston’s experience in war told him that the impending Civil War would be a bloodbath for the developing Confederate States of

Third West Nile Virus Case in Montgomery County for 2020 MONTGOMERY COUNTY, TEXAS – The Montgomery County Public Health District has received confirmation of the 3rd probable case of West Nile Vi r u s i n M o n t g o m e r y County for 2020. The man, who is in his 60s, resides in the 77302 zip code of Montgomery County. He is recovering from the virus at home at this time. This is the 3rd case of the West Nile virus in 2020 for Montgomery County. The first case was a woman in her 60s in the 77382 zip code, and a man in the 77381 zip

code who, sadly, died. While he did have other medical conditions, the death was classified as a probable West Nile Virus case. On this date in 2019, there were no reported cases of West Nile Virus. West Nile virus can cause serious disease and is most commonly spread by infected mosquitoes. People typically develop symptoms between 3 and 14 days after they are bitten. According to the CDC, approximately 80 percent of people who are infected will not show any symptoms at all, but there is

no way to know in advance if you will develop the illness. Milder symptoms include fever, headache, body aches, nausea, vomiting and, sometimes, swollen lymph glands or a skin rash on the chest, stomach and back. These symptoms can last up to several weeks. Serious symptoms that account for less than 1% of those infected can include high f e v e r, h e a d a c h e , n e c k stiffness, disorientation, coma, tremors, seizures or paralysis. These symptoms can last for several weeks

and neurological effects may be permanent. If you develop symptoms of severe WNV illness, such as unusually severe headaches or confusion, seek medical attention immediately. The majority of milder WNV illnesses improve on their own. According to the CDC, the most effective way to avoid West Nile virus is to prevent mosquito bites. Avoid bites by using insect repellants, wearing protective clothing when outdoors and emptying standing water outside of your home.
