


eptember, the month that marks the transition from summer to autumn, is a time of change and new beginnings. As the leaves change their colors and the air turns crisper, September welcomes us with its unique offerings.
September serves as a bridge between the warmth of summer and the cozy embrace of autumn, offering both excitement and reflection, making it a truly remarkable time of the year.
For me, September 2023, is not only a remarkable month because is the noticeable shift in seasons but I’ ve now reached the rank of being an empty nester. It symbolizes the change in nature, bringing with it a beautiful transition from summer to autumn. The once vibrant greens of trees transform into a tapestry of reds, oranges, and yellows. The soft embrace of the mild weather invites people to spend more time outdoors, creating memories in the golden hues of September.
September has a rich historical importance for me. It was this month 40 years ago, 09/19/1983, I was a Cadet at the Charlestown Secondary School, Nevis when we were preparing for our

For instance, the signing of the United States Constitution on September 17, 1787, marked a major milestone in American history, laying the foundation for the nation's democracy. September also witnessed pivotal moments like the end of World War II and the September 11 attacks, forever etching these dates in the collective memory of humanity.
September is not only significant from a historical perspective but also offers a plethora of events that evoke joy, reflection, and celebration. Festivities like Labor Day, which marks the hard work and achievements of individuals, provide a glimpse into the resilience and determination of the human spirit. Additionally, September is home to several cultural celebrations and awareness campaigns, such as National Hispanic Heritage Month, Childhood Cancer Awareness Month, and International Day of Peace, which bring people together and promote awareness of important causes.
In conclusion, September represents a unique and treasured time of the year. Its
transitional nature, historical significance, and diverse range of festivities make it worth celebrating and cherishing. he Montgomery County Department of Health & Human Services Office of Public Health (OPH), after consulting with the Pennsylvania Department of Environmental Protection (PADEP),Municipality of Norristown,East Norriton and West Norriton Townships, will be adulticiding (spraying) to control the adult mosquito population in selected areas around Norristown Farm Park. The spraying will be done where sampling by the OPH and PADEP has shown mosquitoes that carry theWest NileVirus (WNV).
Weather permitting, the spray event will occur on
Wednesday, September 6, 2023 from approximately 7:45 p.m. to 10:30 p.m. The alternate date will be Thursday, September 7, 2023. Please see the attached map. All areas within the highlighted sections of the attached map will be subjected to the spray. Residents within the spray area should consider remaining indoors, closing windows, and turning off ventilation systems that draw-in outside air for the duration of the spray plus 30 minutes after.
Workers will be using Duet Duel-action Adulticide at a rate of 0.75 fluid ounces per acre applied with a truck mounted Ultra Low Volume (ULV) sprayer.The
spray will be performed by OPH personnel.
The OPH will work with appropriate agencies to identify, eliminate, and/or treat with larvacide, areas where mosquitoes are breeding. Residents may contact the OPH at 610-278-5117 if they are concerned about an area of standing water that may be breeding mosquitoes.The adult mosquito control program will only be used in limited situations to reduce disease-infected adult mosquitoes.

Tips to eliminate mosquito-breeding areas:
• Identify and eliminate all sources of standing water that collect on your property. Mosquitoes will breed in any stagnant water that lasts for 5 or more days.
• Dispose of tin cans, plastic containers, ceramic pots, or similar water holding containers that have collected on your property. Do not overlook containers that have become overgrown by aquatic veg-
etation.
• Pay special attention to discarded tires that may have collected water on your property. They can serve as a breeding ground for mosquitoes.
• Drill holes in the bottom of recycling containers that are left out of doors. Drainage holes that are located on the container sides collect enough water for mosquitoes to breed in.
• Have clogged roof gutters cleaned on an annual basis, particularly if the leaves from surrounding trees have a tendency to block drains.
• Turn over plastic wading pools when not in use. A wading pool becomes a place for mosquitoes to breed if it is not used on a regular basis.
• Turn over wheelbarrows and do not allow water to stagnate in birdbaths.
• Aerate ornamental pools or stock them with fish.Water gardens are fashionable but become major mosquito breeding grounds if they are allowed to stagnate.
• Keep swimming pools clean and chlorinated. A swimming pool that is left untended becomes a source of mosquito breeding. Be aware that mosquitoes may even breed in the water that collects on swimming pool covers.

“During the holidays, our lives get very busy with family and friends,” said Dr. J.B. Sobel, chief medical officer for Cigna Healthcare’s Medicare business. “Before then, please take time to ensure you get the preventive care you need to stay healthy.”
Preventive care is critical for everybody, but particularly for older
adults, and especially in fall when risks can increase, Sobel said. Recommendations vary based on age, gender and health status, but the following are some of the most common for seniors, according to Sobel.
There are a number of vaccines older adults need to consider to protect themselves. Flu and pneumonia, for example, are among some of the most common causes of senior deaths. There is no “one-size-fits-all” approach to vaccination. Timing
and frequency vary, depending on your health history. Ask your health care provider which vaccines are appropriate for you.
• Flu. This vaccine is administered annually, generally before the end of October, and is designed to match the latest circulating flu strains.

ship developed as SRC started doing outreach in Montgomery County and enlisted the support of the Reuniting Family Bail Fund. Since our missions are similarly aligned, it made sense to grow this partnership as it is important for folks coming home from incarceration in Montgomery County to have a safe space to come home to.
Sine the partnership began, SRC and the RFBF have partnered on community cleanups, criminal justice panels and SRC Idol of which Norristown’s own PYT was the winner. SRC Idol is another platform that SRC uses to engage youth and system impacted artists to become civically engaged. Artist have the opportunity to perform their original content in front of celebrity judges for cash prizes, reality TV cameo’s and studio time, and always the invaluable feedback of the judges.
PYT or affectionately known as Ej is Heather’s daughter. Heather is the Executive Director of RFBF and no, that is not how she won. At 15, Ej was the youngest performer in the competition and won over the judges with her bubbly personality despite having her own story of trauma, contact with the juvenile justice system and depression. PYT uses her
lived experience and resiliency to create relatable music,inspire young women to stive to be their best selves and to overcome her paralyzing stage fright.

To further the fight for Tyree’s freedom, on September 29th at 1pm there will be a rally to #FreeeTyreeWallace on the steps of City Hall in Philadelphia.This rally will put the pressure on elected officials and decision makers that are ignoring “Innocence Over Procedure” and protecting the actual perpetrators of the crime he is wrongfully accused of. Demand that DA Larry Krasner, the Defenders Association of Philadelphia and others release exonerating evidence and information and ask that Governor Josh Shapiro grant Tyree Wallace a reprieve while we wait.

The Blighted Property Removal Committee has the responsibility of designating, certifying, and removing blighted property as defined by the Pennsylvania Urban Redevelopment Law (35 P.S. 1712.1). The Committee operates in conjunction and cooperation with the Montgomery County Redevelopment Authority in the acquisition, by exercise of eminent domain or otherwise, and elimination of blighted property within the Municipality.
The Board of Code Appeals shall hear all appeals arising from or relating to any matter arising out of the Municipality’s enforcement of the Pennsylvania Uniform Construction Code, the Norristown Property Maintenance Code, and the Norristown Fire Code. Upon conclusion of the hearing, the Board shall issue a written decision within five days regarding the outcome of the appeal.
The Civil Service Commission enforces the rules and regulations pertaining to civil service employees, and certifies the eligibility of qualified applicants for positions and pro-
motions within the Norristown Police and Fire Departments. The Commission can hear the appeal of any person suspended, reduced in rank, or removed from the Norristown Police or Fire Department in accordance to the Civil Service Rules and Regulations adopted by the Municipal Council of Norristown.
The Design Review Board was established for the purpose of reviewing the design, layout, and other features of proposed developments in order to ensure that their design is in keeping with the intent and purposes set forth in Norristown’s Zoning Ordinance (Chapter 320). Municipal Council on Dec. 1, 2020 approved Ordinance 20-18: This ordinance eliminates HARB Zone B and amends the preservation criteria for HARB Zone A. Norristown has two local historic districts that cover a large portion of Norristown. The HARBs job is to ensure that any changes to the built environment that can be seen from a public street are historically appropriate and consistent with the other buildings in the surrounding neighborhood of the Norristown historic districts. For example, a modern glass and steel building would not be appropriate in the context of a Victorian neighborhood. Nor would covering a brick building in stucco or siding be appropriate.
The Historical Architectural Review Board (HARB) is a public advisory body created by state and local laws. The HARB helps to protect the architectural and cultural heritage within the Norristown Local Historic District by considering the effects of proposed exterior changes to building and structures within the district and commenting on their appropriateness. HARB MAP.
The HARB reviews all proposed exterior changes to buildings and structures that are visible from a public street, sidewalk, or way within the district. The HARB reviews the proposal to determine whether it is appropriate to the individual property and the district as a whole in regard to architectural style, general design, arrangement, location, and materials. The HARB does not review any interior changes un-
less they affect the exterior appearance of the building.
The Norristown Human Relations Commission was established in 2018 for the purpose of hearing and processing public complaints on the grounds of discrimination as a means of ensuring equality and equal opportunity for all citizens, regardless of actual or perceived race, color, age, religious creed, ancestry, sex, national origin, handicap or use of guide or support animals because of blindness, deafness or physical handicap of the user or because the user is a handler or trainer of support or guide animals, or because of an individual’s sexual orientation, gender identity or gender expression in all matters effecting employment, housing and commercial property and public accommodation, and to safeguard the right of all persons to remain free of discrimination or discriminatory practices in any of the foregoing aspects of their lives.
The Norristown Municipal Waste Authority was formed in 1993 for the purpose of operating the municipality's sewer system. The Authority owns and operates the wastewater treatment plant and the collection sewers of the Municipality. The wastewater treatment facility is located at 368 East Washington Street, discharging effluent to the Schuylkill River, and serves both the Municipality and the Township of West Norriton.

ontgomery County’s Department of Commerce is pleased to announce that MontcoWorks, Montgomery County’s local workforce development board,received $45,000 in grant funding from the Pennsylvania Department of Labor and Industry to support continued digital literacy efforts in the County. This award will be used in collaboration with Full Circle Computing to support four cohorts of foundational digital literacy programming.Consisting of three-week sessions,these cohorts focus on the platforms and applications necessary for a successful job search.
This is the second round of Digital Literacy grant funding for MontcoWorks and Full Circle.In the past year,the grant-funded sessions supported over 40 career seekers from across the County through comprehensive digital literacy programming.There is no cost to participate and career seekers can receive a Microsoft Office Specialist certificate at the end of the session.
Susan Clauser,director of adult education and MontcoWorks board member,arranged a session at Keystone Opportunity Center in Souderton, Pennsylvania earlier this year after receiving several requests for basic computer classes in the community.
“In a world where digital literacy skills are a necessity,the Full Circle’s three-week course built not only the skills and confidence of the participants,but also opened doors to better employment and training opportunities in the future,” Clauser said.
The digital literacy initiative is just one of many services administered by MontcoWorks through PA CareerLink® Montgomery County.Career seekers are invited to visit in person or online to learn about intermediate computer skills workshops,career readiness and advancement support,and other training opportunities.

• Shingles. The Centers for Disease Control and Prevention (CDC) recommends two doses of the shingles vaccine for healthy adults aged 50 and older, spaced two to six months apart, to prevent shingles and related complications.
• COVID-19. Ask your doctors about current recommendations for prevention of COVID-19 infections.
• RSV. Earlier this year, the Federal Drug Administration approved two separate vaccines to address respiratory syncytial virus (RSV) in older adults. RSV, a common respiratory infection, usually causes mild, coldlike symptoms, but can be more severe in older adults and children.
Talk to your doctor about whether you should get an RSV vaccine.
The following health screenings are commonly recommended for older adults.
• Mammogram. Breast cancer is the second leading cause of cancer death in women in the United States, according to the CDC. Every woman is at risk, and risk increases with age. Fortunately, breast cancer can often be treated successfully when found early. The U.S. Preventive Services Task Force (USPSTF) recommends women 50 to 74-years-old at average risk get a mammogram every two years.
• Colorectal screening. Colorectal cancer risk increases with age. Screenings can find precancerous polyps early, so they can be removed before they turn into cancer. The USPSTF recommends colorectal cancer screening for adults
age 45 to 75. Though colonoscopy is the most comprehensive test, there are other options you may consider with the help of your provider.
• Bone density scan. USPSTF recommends women aged 65 and older, and women 60 and older at increased risk, be routinely screened for osteoporosis, a disease in which bones become weak and brittle. Screening may facilitate treatment that helps prevent fractures.
• Eye exam. Routine eye exams can identify early signs of eye disease that are more likely as people age. People with diabetes in particular are prone to retinopathy, which leads to vision loss. It’s recommended that people with diabetes have annual retinal screenings.
• Mental health checkup. Many people experience seasonal depression during fall. Mental health is strongly linked to physical health. Talk to
your health care provider about both, including your personal and family history. They can connect you with additional mental health resources.

Applefield will be responsible for coordinating and strategizing across food systems efforts within county departments and serving as a liaison to community organizations and other stakeholders involved in shaping our food system. In this capacity, he will be developing a Food Policy Council with representatives from county departments and food system stakeholders with the goal of fostering a more just and equitable food system
and food economy. Applefield will work with the council members to solidify shared priorities and develop and implement an action plan to address those priorities.
Before joining Montgomery County, Applefield worked for the Pittsburgh Food Policy Council for five years, leading the development and implementation of the Greater Pittsburgh Food Action Plan. During that time, he established a $3 million Pittsburgh Food Justice Fund and started a pilot program providing free or reduced trans-
portation for SNAP (Supplemental Nutrition Assistance Program) recipients in Allegheny County. Applefield holds a Master’s Degree in Food Studies from Chatham University and a Bachelor’s Degree in Philosophy from Goucher College.
By investing in this new position, Montgomery County aims to further its mission of working together with people and organizations across the county to enhance its ability to address the evolving needs of the community.
