Flood Risk Management Advisory Comittee
Concerns over Council expanding existing Committee's scope by Paul Mullins
Community members and groups, including GrowMolong, have expressed concerns over Cabonne Council's apparent "watering down" of the current Molong Floodplain Risk Management Advisory Committee's Terms of Reference. These were adopted Council in May 2020 in accordance with the New South Wales Government Floodplain Development Manual to provide guidance on management of flood liable land, including the establishment of floodplain risk. They effectively revived a former Committee that had languished. Cabonne Council, at its Meeting on 26 April 2022, proposed that the a new Draft Cabonne Floodplain Management Advisory Committee's Terms of Reference be placed on exhibition for consideration
of the public. This was done via notification on the Council's "Have Your Say" page of the Council's website, with comments closing last Monday 31 May. The Terms of Reference for a new committee sought to include the townships of Canowindra and Eugowra (which both have Floodplain Risk Management Plans in place) and to embrace all Cabonne floodplains. Council was told that it would be advantageous to expand the purpose of the floodplain committee to encompass these areas also. Council was told that the proposal was considered by the Molong Floodplain Risk Management Advisory Committee at its meeting on 4 April 2022, which supported the proposed changes. At the GrowMolong meeting there was extensive discussion in relation to floods and Cabonne Council’s
attitude. Members expressed desire to have positive action on the issue and not have the Molong Committee watered down with community representatives from other towns that are not located on Molong Creek and do not share the same problems. The meeting expressed concerns that a “one size fits all” concept and economies of scale is not the solution for Molong.
