Cabonne Renewable Energy Plan

Solar Generators proposed

Cabonne Council on Tuesday adopted an historic Renewable Energy Action Plan (REAP).

Consultants Constructive Energy prepared the comprehensive plan at the request of Council which was presented in March.

The REAP was developed after a detailed analysis of current electricity consumption and generation opportunities and included a reviewing scope for installation and management of renewable energy infrastructure.

The plan provides a knowledge base for Council to set out the options over the short to medium term for renewable energy projects including SMART metering and load control installations. These are

earmarked in the the draft 2020/21 budget for implementation early in the next financial year.

In the meantime Constructive Energy have been engaged to proceed with the investigation of a Medium Scale Solar Generation identified as a proposed project in the Plan.

Stage 1 will establish size and location of at least 4 potential mid-scale solar arrays including enquiries to establish the viability of mid-scale arrays in or around each major centre within the Cabonne Local Government Area.

Development of a detailed financial/project model and specifications and documentation will follow.

Molong Floodplain Management Advisory Committe re-formed

Dismay over democratic delay

Deputy Leader of the Shooters Fishers and Farmers Party and Member for Orange Philip Donato MP is calling on the NSW Government to reinstate council elections, so that local communities’ democratic voice is returned and they can elect representatives to initiate recovery and renewal.

“Many local communities across regional New South Wales have suffered economic ravages from years of devastating drought, unprecedented bushfires and now COVID-19.

“Their financial rebuild requires the input of community, and that their voices be heard.

“I’m calling on Premier Gladys Berejiklian and Minister for Local Government, Shelley Hancock, to reinstate a 2020 date for Local Government elections and restore the democratic voice to our local communities,” said Mr Donato.

Cabonne Council on Tuesday adopted the Terms of Reference for the reconstituted Molong Floodplain Management Advisory Committee.

The draft terms of reference were placed on public exhibition, with the exhibition closing on 12 May 2020.

The committee will provide advice on the development and implementation of floodplain risk management studies relating to the Molong Township.

Specifically, the committee: • Provides a forum for the discussion of technical, social, economic, environmental and cultural issues; and • Creates the opportunity for the views of key stakeholders to be identified and captured through the development and implementation of floodplain management plans.

The committee considers key issues such as the following:

“We have the capability to conduct elections in a safe manner, by following health advice and adhering to social distancing at booths.

“As we emerge from COVID restrictions to restore life in our towns and villages, our communities need renewed leadership to bring about positive change.

“As we emerge from restrictions the people want to have their say about what happens in their hometowns.

“As public health order restrictions continue to ease, there is no further need of delaying Local Government

• State Government policy for floodplain risk management • Flood studies and network analysis • Floodplain risk management studies, including priorities for management initiatives • Floodplain risk management plan implementation, including oversight of floodplain risk mitigation works projects • Priorities for future study and analysis Membership of the committee will include the Mayor, a councillor, Council technical staff, representatives from NSW State Emergency Services and NSW Office of Environment and Heritage and two Local Community Representatives.

The committee will be assisted by expert consultants as required.

Virus impact on Central West businesses Regional Development Australia (RDA) Central West conducted a survey across the Central West of NSW to assess the impacts of the COVID-19 pandemic on local businesses.

The survey results will inform planning to drive economic recovery across the region by helping local businesses respond to impacts on their employees, customers, and supply networks.

The survey was conducted over the period 7-30 April 2020, and over 100 responses were collected.

It is pleasing to note that the Cabonne LGA had the highest number of responses to the survey.

The full report provided by RDA is attached and a summary of the survey results is presented below: • The majority of responses, 20%, were from the Accommodation and Food Services sector, a major driver of the local economy • 89% of responding businesses can be categorised as small or micro enterprises with less than 20 staff, well over half of these had five or less employees • 91% of businesses reported an estimated drop in turnover or sales, with nearly 60% estimating a loss of 50% or more • Businesses reported loss of

customer sales (74%) and managing cash flow/meeting financial commitments (59%) as some of the biggest challenges facing their business as a result of the pandemic.

• Cutting costs and/or staff numbers, significant restructure of business operations and temporary closure of the business were the most cited changes local businesses were planning in response to the impacts of COVID-19.

• In regard to economic support measures put in place by the Federal and State Governments, waiving small business fees and charges from the State Government was cited as the most useful measure, and support of apprentices and trainees the least useful measure.

The Jobkeeper payment was seen as useful by slightly more than 60% of respondents.

• Some respondents indicated that they were unable to access any support measures due to threshold requirements or other criteria, or that the uncertainty of business viability due to factors outside their control, such as supply chains, precluded some measures.

A man was sitting on the edge of the bed, watching his wife, who was looking at herself in the mirror Since her birthday was not far off he asked what she'd like to have for her birthday.

'I'd like to be eight again', she replied, still looking in the mirror ..

On the morning of her Birthday, he arose early, made her a nice big bowl of Coco Pops, and then took her to Adventure World theme park. What a day!

He put her on every ride in the park; the Death Slide, the Wall of Fear, the Screaming Roller Coaster, everything there was.

Five hours later they staggered out of the theme park. Her head was reeling and her stomach felt upside down.

He then took her to a McDonald's

where he ordered her a Happy Meal with extra fries and a chocolate shake.

Then it was off to a movie, popcorn, a soda pop, and her favorite candy, M&M's. What a fabulous adventure!

Finally she wobbled home with her husband and collapsed into bed exhausted.

He leaned over his wife with a big smile and lovingly asked, 'Well Dear, what was it like being eight again?

Her eyes slowly opened and her expression suddenly changed.

‘I meant my dress size, you idiot!!!!'

The moral of the story: Even when a man is listening, he is gonna get it wrong.

Les & Cheryl Reopening Telegraph 1 June @ 10 a.m.

The resilience of Molong and Cabonne residents never ceases to amaze me. "Never, ever give up" is the long-held mantra that has held residents together for generations now - from the early settlers to today's residents who have survived through long droughts, floods, economic downturns ... and now working their way through what we all hope will be post COVID-19.

How do we keep on picking ourselves up and keep going?

"It is what it is" seems to be the new mantra. With a shrug of shoulders ... residents still get out of bed of a morning and face the new day. Easy?

Challenging? Bloody Hard? The rain has returned, the frosty mornings are with us again, we've had some cold Autumn days. Winter is just around the corner. In amongst all of this - kids have returned to school, shops, cafes, pubs, clubs are reopening, we can gather a little bit more together, still handwashing like never before, and social distancing has become the norm of the new life.

Personally, I love my new life that the pandemic forced me to live.

Being able to hop off the 'treadmill'

of what I now refer to as my 'busy being busy' life ... I'm spending time in the garden growing food, redecorating our cottage, completing 'those jobs' that have followed me in boxes around Australia over the past 50 years - and reading 'those'; books I've collected over the same period.

Thanks to the pandemic ... I've come across my 'rediscovery' of self, mixed with long walks around the delightful grounds of the Molong Golf Club, returning to a fresh food diet etc.

One sunny afternoon, I found myself sitting under our courtyard tree, watching the 'helicopters' and leaves gently swirling to the ground in the warm sun and gentle breeze. How long did I sit there?

I really don't know - it was a whole new experience.

I would love to know of the Express reader's experience of what they discovered about 'self' during the self-isolation/distancing times.

Not for printing in the Express or social media ... just for sharing.

My cottage garden with 'helicopters' falling is the perfect place - accompanied by a cuppa.

Molong and Cabonne Country residents can be grateful that Wendy Henry (Right) recently retired from her highpowered training management role purchasing 'Booful' in Bank Street before the doors closed - forever.

With a career focussed on retailing, marketing and promotion Wendy decided to to buy 'Booful' and amalgamate with the products stocked by The Woolshed which also closed in January.

A perfect retirement option for Wendy who said "I wanted to do something in my retirement."

With a paint brush in her hand - and plenty of interesting decorating ideas in mind - Wendy has been busy revitalising the 'Booful' premises to create her own style for the products she has been sourcing from around Australia and internationally. "The pandemic across the world has held up some fabulous products I am

importing" she said. New Zealand, Ireland ... Australia ... it's going to be an extra interesting shop in Bank Street - opening in the next few weeks - and in time for Winter.

The easing of COVID-19 restrictions has been good news for two of Molong's popular residents and business owners, Les and Cheryl Birdsall of Molong's historical Telegraph Hotel. "The news is great" said Les who with his business partner and wife, Cheryl have kept themselves busy during the shutdown painting the premises. It looks fantastic ... and there's more changes coming to one of Bank Street's iconic buildings.

It could not have been a tougher time for Molong and Cabonne's business owners who have endured the pandemic shutdown ... and before that a drop in trade due to the long drought, the effects of the bushfires ... and the subsequent downturn.

Locals have missed the Telegraph Hotel - a true country pub that is currently heading to significant renovations that will surely provide a 'meeting and entertainment' venue to a wider range of demographics.

Locals will also be pleased to know that delicious home-style meals will once again be

available from 1 June in the dining room, beer garden, bar and take-away service. With daily specials featuring what locals and travellers describe as high quality, fresh country foods.

'Moey Events Boutique' Opening July in Bank St With the Freemasons closed due to Coronavirus-19 - and an empty shopfront to fill - it hasn't taken long for local entrepreneur and positive Molong supporter, Kim Stojanov, to come up with a new business idea. One that will involve supporting and enhancing other business in town.

Earlier this week Kim and Elli (with baby Louis Gosper cheering them on) started displaying their range of second-hand (used once) wedding dresses, formal gowns, bridesmaid dresses, mother-of-the-bride, race day outfits, designer clothing ... and new clothing for children. It's already looking great.

"Kellie (McGovern) is setting up her events management business in the premises as well" said Kim. "Kellie specialises in organising weddings, parties, corporate dinners etc.

Features Molong Town Centre Planning

Council prioritises action following public submissions

Flooding of Molong Creek, Bank Street traffic management and off street parking to address opportunities to support businesses and connect the Town Centre to other town features such as the pool, an extended Caravan Park and the recreation ground will be prioritised

by Cabonne Council following public submissions on the Molong Town Centre Issues Paper. (See Express 5 March).

At its meeting on 26 May Council approved the Terms of Reference and formation of the Molong Floodplain Management Advisory Committee (see page ). Previously the Council endorsed the General Manager commencing

preliminary enquiries with private land owners on the activation of the rear parking space of commercial premises north of Bank Street, Molong and to investigate possible connection opportunities to Bank Street and key attractors in the Molong Town Centre.

Action will also be taken either as part of the urban design project, or a separate study, to investigate the Bank Street business area traffic movements and speed limits, and review the existing on-street parking and traffic flow strategies including the effectiveness, or not, of the double white lines along this section of Bank Street.

For the Town Centre Plan itself, Council will now refer the issues paper and comments to an urban designer to be engaged to set the program for the “Enquiry-by-Design” phase including public consultation and the completion of the Molong Town Centre Plan. The draft plan will then be placed on public exhibition.

Feedback from the public, while few in number, covered a wide range of relevant and incisive issues.

We have summarised some of them below - all good stuff. (To view the complete set of responses - take a look on Council’s website).

The Town Centre Plan needs to be considered as part of a broader, integrated public realm strategy, encompassing surrounding open spaces, recreational assets and movement networks. For example the Molong Town Centre ‘experience / brand’ could be linked to Molong Creek.

The focus of the Molong Town Centre Plan should go beyond attempting to make the shopping experience ‘attractive’ or ‘colourful’ and should primarily seek to underpin the functionality and potential of the town centre as a social space.

Before spending money on new projects, it is important that a ‘shine’ be put on what we already have.

The Molong Town Centre Plan should facilitate maintenance of buildings in the central core of Bank Street.

An addition to shopfronts that would add interest could be signage that tells the story of that site, which has been undertaken in other centres.

Traffic calming measures along Bank Street should be considered between its intersection with Gidley Street and the Mitchell Highway.

Suggest a significant and aesthetically iconic central median strip could be installed (in Bank Street) between its intersection with the Mitchell Highway and the Council Chambers.

There was disappointment when the aluminium seats were installed (in Bank Street), in that they are hot to sit on in summer and cold in winter. The orientation of seats at 90 degrees to shopfronts doesn’t encourage people to sit and have a chat.

Suggest the street furniture (in particular the aluminium seats) and garden beds are out of character with the streetscape and should be removed.

Consider permanently relocating essential businesses / services to premises above the flood level. Need to address flooding of the Molong Creek to at least address a 1 in 100 year event.

The potential for flood damage of premises at 40 Bank Street has limited their desire to invest in property upgrades.

Most issues need to be considered in a holistic approach and which supports the overall vision for Molong. The current vision for the Molong Town Centre is very generic. Suggest consideration of a vision that differentiates Molong from other towns in Australia.

Creativity in all aspects is ‘King’ in the vitalisation / differentiation of a town centre. Nobody (residents or visitors) wants to see the same colours on buildings, or the same goods and experiences in the same shops in every town.

Council should play a more proactive role in encouraging owners of retail spaces to change underutilized premises into more active spaces.

Disagree with prevailing view that growth is only limited to visitors.

There are emerging opportunities to grow Molong’s population, such as technological advances allowing people to work from home, cost of living benefits of living in Molong, road and rail transport improvements as well as locational criteria.

Suggest the overzealous application of heritage guidelines, especially in

the limited view of colours and signage can restrict owners desire to upgrade / maintain buildings. A common sense approach allowing minor differences should be encouraged.

A connected town centre with active spaces and a tree canopy are essential to a vibrant centre.

The following place making ideas were suggested: • Garden beds under each street tree to capture seed pods, some with seating / tables and chairs.

• Retaining / increasing big leafy trees.

• Larger garden bed in front of public toilets.

• Plant filtering of stormwater on kerbside drains and reuse of stormwater for garden watering.

• Plantings can be experiments in biodiversity and indigenous knowledge.

• Street furniture that invites sociality, creates comfort zones and supports a cycle of walk-wander-stand-sit. Explore other built elements such as statues to achieve the same.

• Any reduction in car parking on the main street to be supplemented by a new paved car park behind Spar Supermarket for cars, RV’s and trailers, with a beautiful garden walkway to the main street.

• Explore opportunities to bring in public art (created by quality artists) that surprises, attracts and delights locals and tourists alike.

• Curated changing program of public art and performance.

• Heritage and indigenous self-guided heritage tours with static or digital placards.

Opening a train using existing underutilised railway between Molong, Orange and Milthorpe would be a game changer.

The Report to Council on the Public Submissions included the following relevant comments from the consultant.

“The focus of the Molong Town Centre Plan will go beyond creating a shopping experience, and will potentially examine a wide variety of projects. It is important to recognise however, that the retail and property investment sector underpins the Molong Town Centre, and these sectors have been struggling to maintain ‘physical stores’ in a market strongly influenced by online shopping, larger centres such as nearby Orange and other economic and social distancing conditions.

Without a vibrant retail sector, the Molong Town Centre as a whole will suffer and languish and fewer people will likely choose to use the space for social interactions.

One of the main drivers of change for a more active, attractive and socially interactive Town Centre is from new property investment decisions. Whilst Council and other community groups can undertake improvements to the public domain, it is the cumulative effect of the built form that often creates the strongest impression of the wealth and vitality of the Town Centre.

Shop proprietors can make significant improvements to their signage and internal spaces, but the property owner has control over much of the appearance of the external façade of the building. Throughout the Enquiryby-Design Workshops and in developing the Molong Town Centre Plan, it will be important to maintain focus on policies that increase appetite for property owners and businesses to invest in building refurbishments and maintenance.

Support for emerging opportunities to grow Molong into the future will be a central objective of the Molong Town Centre Plan. Improvements in technology, transport and business models are particularly promising for growing the diversity of businesses in Molong. However, these aspirational goals must be considered in light of the following: • Growth Projections - show the Central West and Orana Region has experienced slower growth than NSW as a whole since 2001, with Molong’s growth being stable / slower than the region as a whole.

Molong’s population growth is largely a factor of births, deaths and migration levels (the volume of people moving in and out of an area).

An ageing population and external migration of younger people to larger centres for education, employment and lifestyle opportunities continues to pose challenges for the long-term sustainability of diversity in Molong.

• Migration Distribution - While advances in technology and transport could lead to some outmigration of city based residents to regional areas, such as Molong, the current trends for migration to coastal towns and larger inland centres is likely to continue.

As part of the development of the Molong Town Centre Plan there may be opportunities to assist owners of heritage items in the town centre to identify potential restoration / adaptive reuse projects requiring approvals and to provide additional assistance and incentives for such changes to be documented in Development Applications. Such issues could be further explored as part of the Enquiry-byDesign phase.

Express 'Virtual' Book club

By Rozzi Smith Source: Australian Dictionary of Biography Australian Classics, Moleskin Midas by Tom Ronan, Currey O’Neil, 1982

Being a keen collector of rare books particularly of all things early Australian - I was thrilled to find a copy of the ‘Moleskin Midas’ by the late Tom Ronan in a secondhand bookshop in Canberra - published by Currey O’Neil in 1982 (above left) - reprinted from the 1956 first edition (above right). I had been looking for an ‘affordable copy’ of the rare 1956 book which had become impossible to find given the short print runs, back then, due to the high print/distribution costs and the small market of dedicated readers of the post-war/depressions times.

Whilst the Australian Classics series generally sell for up to $10 given the thousands printed and generally filling second-hand bookshop shelves - I paid $25 for the 1982 version of the Moleskin Midas. I was intrigued and could hardly wait to return home to google the history of the story which I had been told was almost impossible to find.

Google advised me that this particular 1982 version, for whatever reasons, was an interrupted print run - and therefore as rare as the first edition of 1956.

Turns out it’s worth keeping an eye out for either copy - with the 1982 version currently being sold at $100$400 (per copy depending on the condition of the book i.e. cover, binding, pages) and the first edition of 1956

$300+ (also depending on condition). It’s worth taking a look through family bookcases and stored book boxes from past generations to ‘discover’ anything written by the the late Tom Ronan, referred to as a horse rider and gentleman, station hand, station manager, stockman, returned soldier and novelist. Apparently he had earned the reputation as a ‘good bloke and a mate of the Aussie bush’. His books are worth collecting to hand on through the family.

Tom Ronan? His early childhood was spent at Roebuck Plains station, near Broome. Leaving school at 14 years of age, he went droving with his father in the North West followed by four years (1923-26) as a ship’s clerk and shell-opener in Broome-based pearling boats. In 1927-34 he helped his father and Mat Wilson to manage the Victoria River depot on Koonbook station where he met many of the ‘hard cases’ who were to bring life to his books. As one of them said: ‘Those of us . . . who aren’t dodging the police are dodging wives, and we’d nearly all get put in the asylum if we went back to any civilised part of the country’. Another six years as a drover and stockman in the Kimberley and the Northern Territory followed. Enlisting in the Australian Imperial Force on 2 July 1940, Ronan was allotted to the

The ‘Moleskin Midas’ is a story about twelve year old Tony Yates who was exchanged by his drunken ex-convict father for a hind quarter of stolen beef, an aboriginal stockman and an old horse.

From this ignominious beginning, young Tony grew up to become one of Queensland’s last cattle kings.

‘Moleskin Midas’ tells the story of the young boy’s transition from a mean and grubby little cattle-duffer who began with nothing yet died one of the richest pastoralists in the State.

From the proceeds of his unscrupulous double-dealing he was able to set up his own homestead, and by the time he was 26, ‘Yates’ Place’ had five hundred head of cattle for sale, all of which could be traced back to stock stolen as calves from the better herds of the district!

This is a great Aussie rags to riches story full of interesting characters set in a series of remote and isolated Australian landscape.

2nd/3rd Anti-Tank Regiment and fought at El Alamein, Egypt. He wrote his first novel, ‘Strangers on the Ophir’ in 1945 before returning to the cattle country and the job as manager of Newry station, near the source of the Keep River, Northern Territory.

In 1947 he returned to Sydney to marry ‘Moya’ Kearins a writer for radio. They were to have 10 children. In 1949 they purchased Springvale homestead at Katherine, Northern Territory. While living there, Ronan worked (1950-57) as a technical assistant at the Commonwealth Scientific and Industrial Research Organization’s research station. Elected to the Legislative Assembly for Batchelor in May 1954, he resigned his seat in April 1955 to focus on his writing (5 novels) at the family’s Springvale property. Tom Ronan passed away from health complications in 1976.

This is a great book - great story - written by a lesser known Australian novelist. There’s more of these early Australian writers sitting in bookshelves around the country, op. shops, second-hand book stores, shearing sheds etc. Start searching and find yourself a gem of a story waiting to be read.

$1.3 MILLION AUSTRALIAN GOVERNMENT FUNDING BOOST FOR CABONNE Central West councils will be supported as part of the Federal Government’s $1.8 billion boost for road and community projects through local governments across Australia.

The package includes the establishment of a new $500 million Local Road and Community Infrastructure Program and the bringing forward of $1.3 billion of the 2020-21 Financial Assistance Grant payment.

The new programme is based on the successful Roads to Recovery programme and will enable local councils to deliver priority projects with a focus on upgrades and maintenance to local roads and community infrastructure.

It was great to see the smiling faces on the kids back at school this week!

Both NSW and QLD resumed full-time face-to-face learning as of Monday, which I have been very supportive of for some time.

Remote/online learning and home schooling has been tough on many – kids, parents and teachers. And with one in two Aussie kids deemed vulnerable to falling behind because of a lack of face-to-face learning over recent months, it’s been crucial that we get them back in the classroom as quickly as possible.

A big thank you to all school teachers and staff everywhere for their commitment and dedication during this really difficult and stressful period.
