Taking all measures to continue to provide services

Cabonne Council has enacted its Business Continuity Plan to try to provide as many services as possible for as long as possible during the coronavirus emergency.

Measures have been implemented to enable the Council to continue its operations should one of its offices be forced to shut down.

The Council has relocated and separated executives and staff between offices in Molong and Cudal to duplicate its services in each location and, where possible, staff are working from home to minimise the spread of the virus.

Strict social distancing regulations are being practised and

video conferencing is being used to reduce face-to face meetings. Work crews are starting from different locations and travelling in separate vehicles to observe social distancing protocols as far as practicable.

Essential services such as the provision of water, sewerage and waste collection will be paramount, but should the Covid-19 pandemic escalate the Council may have to reduce its service levels in other areas. This may mean that only emergency roadworks and repairs will be undertaken should Council’s resources be depleted.

What worries Jodie and Barnsey's staff is mainly concern for their local customers. "They love coming here and meeting up with each other for coffee and meals. Then we have our elderly residents who had been having their daily meals here with us most days."

Luckily Molong and surrounds have fantastic cooks in local cafes, pubs, clubs who make the best home-cooked meals that are fresh, nourishing, wholesome and tick the boxes of quality protein, good mix of vegetables, salads

and carbs.

Keeping jobs in place at Barnseys, Sweetness, the Telegraph Hotel, Freemasons Hotel, Molong Bakery, BP Servo, Molong RSL Clubetc ... and keeping these important local businesses going during the pandemic will rely on residents being prepared to buy take-away a few times a week home delivered where required.

Double demerits!

A timely reminder that double demerits will be in place from midnight Thursday 9 April 2020 to midnight Monday 13 April 2020.

School zone related offences detected on Thursday 9 April 2020 will incur double demerits. The NSW road-toll currently stands at 71 fatalities this year alone and 340 fatalities in the past 12-months.

Please travel safely over the Easter Holiday period.

Assault - Molong

About 11:30 pm on Saturday 25 January 2020, police responded to a report of an alleged assault on Gidley Street, Molong. Upon attendance, police spoke with a male and a female who had allegedly been assaulted by another male who was armed with a knife; the male had allegedly left the scene prior to police arriving. A short time later, police arrested a 30-yearold man at an address on Molong Street. The man was taken to Orange Police Station and charged with use offensive weapon with intent to commit indictable offence, assault occasioning actual bodily harm and common assault.

Serious injury motor vehicle collision – Manildra

About 5:00 pm on Saturday 22 February 2020, emergency services responded to reports of a single-vehicle motor vehicle collision on Henry Parkes Way near the intersection of Bocobra Road, Manildra. Upon arrival, police located a black Ford Ranger within a paddock, the vehicle had sustained significant damage. The driver, the only occupant at the time of the crash, remained trapped within the vehicle. The driver, a 32-year-old male from Condobolin, was removed from the vehicle and airlifted to hospital in Sydney where he continues to be treated for a significant spinal injury.

Investigations continue.

Fraud offences Cumnock

A 35-year-old woman from Cumnock will appear before Orange Local Court in April charged with fraud and larceny offences alleged to have been committed at a licenced premise in Cumnock where she was employed. The woman has been charged with dishonestly obtain financial advantage by deception and embezzlement as clerk or

Drink driving charge Manildra

A man will face Orange Local Court in April, charged with a drink driving offence. Police allege that about 3:00 pm on Friday 31 January 2020, a 44-year-old man from Manildra was stopped on Derowie Street and submitted to a roadside breath test which returned a positive result. The man was taken to Molong Police Station and submitted to a secondary test which returned a reading of 0.069 grams of alcohol in 210 litres of breath.

The man was issued with a court attendance notice for the offence of drive with a low range prescribed concentration of alcohol (first offence).

Property offences Molong

A 39-year-old Dubbo man has been arrested and charged with multiple property offences following an investigation in to a number of offences in Molong earlier this month. Police allege that the man entered three homes on Bank Street, Molong in an attempt to steal vehicles therein. The man was chased from one property by the occupant before allegedly stealing a vehicle in Phillip Street.

The man allegedly also used a stolen credit card in an attempt to pay for fuel at the BP service station on Hill Street. On 12 February 2020, the man was arrested and taken to Dubbo Police Station where he was charged with multiple offences including aggravated break, enter and commit serious indictable offence (people there), take & drive conveyance without consent of owner, dishonestly obtain property by deception, enter building/land with intent to commit indictable offence, possess prohibited drug and custody of knife in public place.

The man was bail refused and is next to appear before Dubbo Local Court on 8 April 2020. Anyone with information is urged to contact police.

It’s business as usual at the Molong Medical Practice (corner of Bank and Gidley Streets) where Dr. Ramana Kaipu continues to see his patients with Vanessa at the front reception desk.

“We have placed hand sanitiser at the front entrance for patients to use (see left) ... and we’re restricting the number of people sitting in the waiting room at any one time ensuring social distance directives are met” said Dr. Kaipu.

To comply with the Federal Government’s shutdown of non-essential services, swimming pools, libraries and the Age of Fishes Museum at Canowindra have been closed while the community shopping bus service and Council’s private skip bin service have been suspended until further notice.

Cabonne Mayor Kevin Beatty appealed to everyone to show respect to each other and stressed the need to work together to get through these tough times.

“While Cabonne and Central NSW may seem relatively isolated from areas with the largest number of cases, the best way to manage this outbreak is to assume the virus is already in the community and therefore follow all the advice from health authorities by staying at home as much as possible and restricting any travel to essential purposes,” Cr Beatty said.

“NSW Health has advised it is safe to assume that in coming weeks coronavirus will affect all regional areas.

“People have to change their normal way of life and make sure they strictly observe all the Federal and State Government guidelines.”

Molong artist Michael Carroll wins Acquisitive Art Prize

Molong artist Michael Carroll has won the inaugural Cabonne Acquisitive Art prize for his painting “Gordon’s Garden”.

Mr Carroll receives the major prize of $4,250 with which Cabonne Council purchases the painting to begin a permanent art collection.

The judge Brad Hammond, the Director of the Orange Regional Art Gallery, praised the quality of all the works in the exhibition, but said Mr Carroll’s work stood out, particularly for its composition and application of paint.

Mr Hammond awarded a Highly Commended Award to another Molong artist Claire Ryan for her portrait of her daughter Evie. Mr Hammond said the portrait was an outstanding and captivating work.

The winner of the High School section was Claire Neville, from Molong Central School. Samuel Lampe, from Molong Central School, won the Primary School section, with Abigail McLean, from Clergate Public School, receiving a Highly Commended Award.

Your Country MP Your Voice FEDERAL MEMBER FOR CALARE CORONAVIRUS – INCOME SUPPORT The Australian Government has announced over $189 billion in economic support packages to help our country through this health crisis.

This is going towards keeping people in jobs, helping businesses stay afloat, and assisting families, sole traders, casual workers and others experiencing financial hardship due to coronavirus to access their superannuation.

This week the Parliament of Australia passed the laws required to make this income support happen, and to also fast-track it. I will continue to advocate for our communities on further support that may be needed.

Below is the updated summary of what's available so far:

FOR JOB SEEKERS

OTHERS EXPERIENCING FINANCIAL HARDSHIP

•

•

From April, those experiencing financial hardship due to coronavirus can access up to $10,000 of their superannuation this financial year, and another $10,000 next financial year, taxfree.

•

There is also a temporary reduction in the minimum draw-down requirements by 50% for 2019/2020 and 2020/2021.

An additional $550 a fortnight called the Coronavirus Supplement will be provided to existing and new recipients of Job Seeker, Youth Allowance, Parenting Payments, Farm Household Allowance and the Special Benefit Payment.

FOR SOLE TRADERS & CASUAL WORKERS

ALL EMPLOYING BUSINESSES & NFP'S ACROSS ANY SECTOR

•

The Coronavirus Supplement is also available for sole traders and casual workers who meet the income test.

•

Will receive at least $20,000

•

Those who have seen income reduced by 20% due to the coronavirus may be eligible to access up to $10,000 of their superanunnuation this financial year, and another $10,000 next financial year.

•

Some larger SME's with employees will receive up to $100,000

•

•

Instant asset write off & accelerated depreciation

Employers will receive a tax-free payment equal to 100% of their salary and wages withheld (up from 50%), with the maximum payment being increased from $2000 - $10,000. Available from 28 April 2020.

•

SME"s and NFP's with a turnover of under $50 million that employ workers are eligible.

CASH PAYMENTS •

•

From 13 July there will be an additional one-off, tax-free payment of $750 that will go into the accounts of those receiving the Age Pension, Carers Allowance, Family Tax Benefit and those with a Commonwealth Seniors Card.

ASSISTANCE FOR SEVERELY-AFFECTED REGIONS

The first $750 payment will be made payable from 31 March 2020.

FOR SMALL TO MEDIUM SIZED BUSINESSES •

The instant asset write off for businesses will be increased from $30,000 to $150,000. This allows assets to be written-off for taxation purposes in the year they are purchased instead of over several years, providing an immediate tax benefit.

•

An additional 50% depreciation acceleration for businesses with a turnover of less than $500 million.

•

From April, loans of up to $250,000 will be available for up to 3 years for a business with a turnover of less than $50 million. No repayments will be required for 6 months.

•

A regional community support fund of $1 billion has been set up to support regions and communities most affected by the coronavirus.

•

This includes communities heavily reliant on industries such as tourism, agriculture and education.

FLEXIBILITY IN INSOLVENCY & BANKRUPTCY LAWS •

The Government is looking to increase the threshhold for a creditor to initiate an insolvency or bankruptcy claim from $2000 to $20,000, while giving 6 months, rather than 21 days to respond.

DEEMING RATES LOWERED FOR PENSIONERS •

The deeming rates for pensionershave been reduced by a further quarter of a per cent.

LOCAL NEWS - MOLONG MUSEUM RECEIVES $20,000 GRANT The Molong Museum is a historic jewel in the crown of the Molong community with its roots dating back to 1856.

So I was delighted to announce the $20,000 grant that the Molong Historical Society received under the Federal Government’s Stronger Communities Programme, for remedial work/ removal of the Gidley Street building annex and restoration of the verandah and entrance.

In addition to the geological displays, fossils, Indigenous artworks and age-old household items, some over 150 years old, a room has been dedicated to the Fairbridge Farm and the kids that lived there many years ago.

The museum is a wonderful showcase of Molong’s rich history, and well worth the visit!

TRAVEL RESTRICTIONS

Australian borders are closed to non-citizens and residents and Australians are now banned from travelling overseas.

Those entering Australia must self-isolate for 14 days. This is enforceable.

It is recommended against all non-essential travel.

Many states have closed their borders to non-residents of those states unless it is for essential travel such as work, compassionate reasons or essential deliveries.

NEW MEAS

SOCIAL DISTANCING

The following places are now closed: registered and licensed pubs and clubs (not accomodation areas); licensed premises in hotels and pubs; entertainment venues and cinemas, casinos and nightclubs; indoor sporting venues; gyms and places of worship.

•

Restaurants, cafes and food court eateries are restricted to takeaway only.

•

The following will be closed from midnight Wednesday 25 March 2020: auction houses; open house inspections; beauty salons; tattoo and massage parlours; museums; libraries; galleries; amusement parks; play centres; outdoor parks and swimming pools.

•

People must keep a distance of 4 metres square between them indoors.

•

No more handshakes and try to hold meetings via telephone or video conference rather than in person, stay 1.5 metres apart outdoors, and work from home if you can.

•

Weddings are limited to the couple, celebrant and two witnesses.

•

No more than 10 people at a funeral.

•

Supermarkets, shopping centres, pharmacies remain open.

•

There will be no more BBQ's, house parties or large family gatherings; and boot camps are limited to ten people.

•

SCHOOLS •

Schools in NSW are still open for those who want or need to send their children. But parents are allowed to keep their children at home, if they choose to.

•

Schools are seeking to provide distance learning but this transition will take time.

•

Guidelines subject to constant review.

HEALTH WORKFORCE & AGED CARE •

Residential aged care providers have limited visits to 2 people at a time and children under 16 are not permitted.

•

Some aged care providers have also put in place other restrictions.

•

1.5 million masks have been distributed, 30 million are arriving in Australia in two weeks, part of 54 million expected by mid-April and local production has been ramped up.

Sandra Chrystall reports: It’s a very long time since Molong had its own Guide Unit, but as Maddie Chrystall knows, that is no barrier to being a Girl Guide. For the last 12 months Maddie has been earning badges, having fun and learning lots through Horizon Girl Guides, the arm of Girl Guides NSW-ACT & NT that caters especially to girls who can’t make it to a regular Girl Guide meeting.

Maddie is fortunate in that, unlike other Horizon Girl Guides who live way beyond our horizon, 2 Horizon Guide Leaders are based in Orange and one of them is Sandra Chrystall, Maddie’s Aunt.

Maddie, and her friend Lizzy, recently got together with Leader Christine Wythes (Benaron in Guide ‘speak’) and Casuarina (Aunty Sandra) for some fun and games at Cook Park Orange. It was here that Maddie was presented with 2 badges that she has recently achieved. In gaining her ‘Trees’ Badge Maddie completed activities with a tree theme. To gain her ‘Time’ badge Maddie participated in a 2-day on-line camp where all the activities had a ‘Time’ theme.

Leader, Benaron, has been leading Horizon Guides for many years. “Once we did it all through the mail, but like everyone else, Horizon Guides now makes good use of the technology available to

us.”

“Monthly meeting activities are still mailed out, but they are also available via the web and we have a web-based catchup each month too.”

As well as having at least 1 residential camp a year, where the girls, and often their Mums, come together for activities that definitely need a group or specialised instructor, Horizon Girl Guide members are able to join in on any of the State, National & International events available to all members.

CTLX Cattle WED 24 March It was a fair quality yarding with the usual good lines of young cattle to suit the feeders and processors. There were limited numbers of grown steers and heifers penned, and the cow quality was back. Most of the regular buyers were in attendance and operating.

Young cattle to the trade were around firm with the prime steer yearlings making from 350c to 409c, while the heifer yearlings sold from 330c to 411c/kg. Feeder steers were 4c to 8c cheaper, while the feeder heifers were firm to 4c cheaper. The feeder steers sold from 350c to 420c, while the feeder heifers sold from 346c to 407c/kg. Young cattle to the restockers were cheaper with the steers making from 330c to 470c, while the young heifers sold to 413c/kg.

The few prime grown steers were 15c dearer selling from 300c to 361c, while the grown heifers were firm making to 359c/ kg. Cows were up to 20c cheaper, with the 2 scores selling from 245c to 272c to the processors, and 288c to the restockers. The better 3 and 4 scores to processors sold from 267c to 290c, with the prime heavy weights averaging 282c/kg. Bulls sold to 312c/kg. This coming Friday the 27/03/20 is the annual blue ribbon weaner sale here at Carcoar where there will be 5,000 head of top quality vendor bred weaners penned.

Light weight lambs to the processors were $12 cheaper with the 12kg to 18kg 2 scores selling from $111 to $168/head. Trade lambs were $5 to $8 cheaper with the new season lambs selling from $180 to $235, while the trade weight old lambs sold from $175 to $240/head to average from 955c to 980c/ kg cwt. Heavy weight lambs were up to $25 cheaper and more in places with the over 24kg 4 scores selling from $210 to $263/ head. Lambs to the restockers were $7 to $10 cheaper, selling from $115 to $201/ head. A single pen of trade weight Merino lambs sold for $188 and hoggets sold to $220/head.

Most grades were represented in a mixed yarding where the plain conditioned light weight sheep were firm and the better heavy weights were up to $20/head cheaper.

Merino ewes sold from $76 to $183 while crossbred ewes sold from $82 to $235/head.

Carcase prices for the better sheep ranged from 640c to 700c/kg cwt.

MOLONG GOLF Had a good roll-up last Sunday. 5 played 9 holes. 2 balls were won by Bell & Quinny.

Enjoyed a great BBQ before 2 groups played on for 18 holes. This was a par event which is a difficult game to play. The Ghost Walker didn’t play well on the first 9 but came good in the second 9 winning the event (and a gift bag) by 2 points.

This Sunday if you would like to play 9 holes in the morning - tee off 8.30-9.00 - you are very welcome. However the clubhouse will not be open and no BBQ lunch untill the club gets the all clear to open again. We all hope its sooner rather than later in these trying times. Jack
