by Paul Mullins Few, if any, Shire Councils Cabonne's size maintain the number of public swimming pool centres as Cabonne does. There are seven facilities scattered throughout Cabonne's towns and villages. Canowindra is the most popular with a whopping 22,000 annual visits. Molong, with a similar population attracts half that. This means that the council cost per visit in Canowindra is $5.84. It's $13.64 in Molong and varies across the shire in line with population catchment and operating expenditures. There is no consideration being given to rationalisation of the aquatic facilities due to the strong value placed on these assets by Cabonne communities. Its hot around here in Summer and besides the pool centres are central to their district's social and community life. But most of the pools are over 50 years old, cost a lot to run and operate under a variety of governing arrangements. Thats why Council management commissioned sport and leisure consultants Otium Planning Group to prepare the Cabonne Swimming Pools Masterplan. The report contains some sobering facts - but points the way to a cool future for our pools. The report will be issued for formal public consultation soon.

Council statement on media reports P6 01
The Otium report provides council with a future strategy for the aquatic facilities. The report is based on research, community and stakeholder engagement, asset condition assessments, inspections, high level risk assessment, review of trends and industry best practice. The report aims to arm the Council to future proof the network of seven swimming pool sites. The report highlights deficiencies in current pool infrastructure needing repair and their current management arrangements. Some important recommendations include: • Implementation of Royal Life Saving Australia assessment findings. • Go to market for a management lease of all aquatic facilities. • Contract supervision required to ensure ongoing compliance. • Further development of site specific operational plans. • Establishment of fee structure that is consistent across all facilities. • Review of operational hours enhancing access whilst reducing operational costs.
• Trialing of winterizing pools to decrease startup costs. • Capture of visitation data. • Development of a marketing strategy with programs, events and services being offered at pools. • Development of partnership programs with Royal Life Saving Society, Austswim, Duke of Edinburgh (Office of Sport). About $3 million is estimated to undertake recommended upgrade works at the pools. These include upgrades to most plant rooms and chlorine gas systems at some pools now representing a potential health and safety concern. As a priority remediation work on Manildra and Eugowra pools needs to be undertaken to provide functional pools for season 2021/2022. Both these pools are suffering from the failure of sub-surface piping assets that have failed due to piping material degradation. The final draft of the Cabonne Swimming Pools Masterplan will be placed on public exhibition for community comment.
Pool Committees
Stage two of the review was largely focused on the s355 pool committees. In consultation with the swimming pool committees, it has been determined that dissolving the current s355 status and transitioning to an advisory committee is a more suitable operating model. Prior to 30 June 2021, the pool committees have been requested to transfer any remaining monies to council, close their bank accounts, and return all committee records and keys to council.
It is anticipated that expressions of interest for representatives on the Cabonne Council Pools Advisory Committee will be advertised in August. A report will be prepared for the newly elected council to appoint representatives to the advisory committee, this will enable a meeting to be held prior to the commencement of the 2021/22 pool season. The advisory committee will include all Cabonne swimming Pools.
