Special rate increases approved for councils

The Independent Pricing and Regulatory Tribunal (IPART) has approved applications by eighty-six NSW councils to increase their rates above the level of the annual rate peg.

The Councils include Cabonne, Orange, Blayney and most surrounding councils.

Earlier, IPART had set the "rate peg" for this year at 0.9% for Cabonne and 0.7% for Orange and Blayney Councils.

The increases for councils are between 1.6% and 2.5% including the rate peg. For Cabonne IPART has approved an increase of 2.00% (2.5% for Orange and Blayney) IPART, in a statement, said the modest increases were approved following an additional special variation process.

“The latest rate peg was determined in the low inflation environment at the beginning of the COVID-19 pandemic.

“Since then, high inflation and global uncertainty increased councils’ costs. Some councils have demonstrated that without additional funds they will not be able to deliver the projects they have already consulted on and included in their budgets,” says Tribunal member Deborah Cope.

Each year we calculate a rate peg which sets how much councils can increase the revenue they collect from rates.

This year the rate peg was set at a minimum of 0.7%, with some further increases allowed in councils with growing populations. The rate peg was lower than many councils expected. The additional special variation process gave councils an opportunity to increase this figure.

“We were careful to balance the need of councils to maintain the services and investment they had already committed to against the need to keep rates affordable for the community,” said Ms Cope.

Applications were assessed against guidelines provided by the Office of Local Government. The guidelines require councils to show that they had budgeted for higher income than that provided by the rate peg and that they need the additional money to deliver on the projects they have already planned and included in their budgets.

IPART is reviewing the rate peg methodology to deal with volatility in economic conditions. The review will also look at the timing of the calculations in a fast-changing economic climate.

“Our review will be looking at how to deal with this challenge in the future,” said Ms Cope.

Growing a community from a seed Molong simply grew from the soil - first from the traditional methods of the Wiradjuri in growing their foods and in their ways of trapping fish from the streams and kangaroos from the bush.

Following on, early settlers brought their own methods-horse drawn machinery, and then motorised methods with soil activation to get better cropping results. Home gardening and the growing of food in small plots and backyards kept local people alive throughout generations.

The swapping of home propagated seeds and seedlings between family, friends and neighbours and of seasonally grown vegies, flowers and fruits was once the centre of country living - and the subject of hours of communication, talking about ‘growing’ and

what matters in their town over the backyard fence.

It’s not the same in Molong today. A lot has changed as we rely on supermarket, markets, market days, farmgate sales to supply our foods to fit with our ‘busy being busy’ lives that we have chosen for self and our families. Manicured lawns, paving, cement, garden art or the neglected, overgrown look has more prominence in local gardens, today. Rather than growing our foods as Molong once knew.

Interestingly, as this movement has happened ... residents are spending more time inside their houses, less time working in their gardens, or sitting on their front verandahs in the garden - talking to people walking by.

Even more interesting ... are the latest architectural

There’s been books written about it, youtube videos talking about it, endless community meetings held, heaps of $$’s spent on expensive consultant’s skills (not to mention the year’s of expensive shelf copies created on the subject sitting on Council/Local Govt/State/ Fed. Government shelves right around Australia) AND significant $$$ government funding for what becomes a community gathering to contribute to nothing more than an outdated SWOT (the strength, weaknesses, opportunities and threats for/for an area), that eventually comes to nothing more than a consultant’s salary, and yet another shelf copy of good ideas for the growing of a community. Back in the 1970’s/1980’s and 1990’s community consultation on what members of the local community thought about for the future of their town/village was the ‘model’ of governments and taught through marketing, and planning academia. It was the ‘be all’. If the process worked ??? Disappointingly the same principles continue today when it comes to ways to bring a community together, to talk together, to brainstorm together about what can be done to keep their community, their residents together during these immensely changing times we live in. More disappointing is that

our local example of such consultation to address the streetscape in Bank Street remain a mess. It just goes on ... and on ... and on ... and as a result Bank Street has ended up with absolutely nothing in the year 2022. Except a few years back when someone from Cabonne Council got (understandably) fed up with the process - and a small group of residents disagreements (yes, everyone wanted to win with their ideas) and the officer just went about knocking down old garden beds on the footpaths - and replaced what looked like tombstones with a newer version of - yes, you’ve got it tombstones. With aluminium style seats and bins, lighting etc. that were never on any consultation results lists that I saw.

(Perhaps, I was living on Mars at the time!!).

Well, hello City of Melbourne. The city that introduced community building via a seed. The progressive city of 4 seasons in one day - where the residents ‘left behind’ living in high rise govvie flats, rows of sub-standard rental houses and backyard dunnies - families, the poor, the disabled, those suffering mental health, the migrants from non-English speaking backgrounds, the lonely elderly and the homeless gathered together on vacant land and basically came together and planted seeds of life (and hope) together. From their work on the soil - and in establishing garden beds - they then turned to cooking their home-grown vegies together with basic coppers simmering in their garden holding soups, vegie stews, etc - and then sitting around on the ground sharing the foods they had grown and cooked together.

That’s how community building works in a positive way. From a seed from a small plant - from working with the available land and soil. In groups of people - some who live on the streets day in day out - who touch the life we live today with their bare fingers - who understand why park benches need to be a certain length because that’s where they sleep - where street gardens need to be planted with soft, tall shrubs to

styles of today’s homes ... where press button garage doors and connection inside the home does not allow for neighbourhood conversation like in past times.

Could this be the reason why today’s community building, interest and participaton in Molong today by local residents is at an all time low?

Could it be that the ‘planting of a seed’, together, has more meaning, better positive outcomes in today’s neighbourhoods and town centres - in Molong - than talking together via butcher’s paper, SWOT Analysis and expensive consultant’s reports to the same few who are likely to attend formalised workshops?

Rozzi Smith talks about one of the most effective ways of communication to rebirth community involvement and ownership. Plant a seed - together? protect them and to give comfortable safe places to lay out their meagre sleeping bags - and be protected from those who will willingly beat them up to release their own pent up anger with life.

Molong?

Cabonne Country? Well, we only have a small few homeless noticed in Molong from time to time who make their overnight stays in the trees at the railway gates - or who break into the signal box at the Railway Station for a warm sleepover.

However, the outdated style of community building in today’s world - in Molong in particular - provides the opportunity for the ‘visibles’ to participate - and the growing number of ‘invisibles’ in our wider community to be left out. SWOT analysis, consultants, government funding in today’s life still has its place today - but moreso at the upper end of the community.

But let’s say that the larger portion of Molong’s population - the silent majority - the invisibles - as one example of the regular users - day to day users of Bank Street. Whilst the smaller ‘visibles’ seemingly remain debating whether the trees go, stay, get pruned - all arguments that matter ... particularly to them, each one of them. But those who are continually left out ...

What about the larger demographic group in Molong?

WIIFM (“whats in it for me) - them)? Think about the elderly, the seniors in Molong who have lived here from birth, the retirees, the pensioners, the disabled, those suffering mental health isues, school kids, the unemployed youth, youth - if we are to return to the true sense of community - what does Bank Street - Molong offer those from the huge and growing silent majority?

Take a look now at what was decided by Cabonne Council for Bank Street. Aluminium seats that either absorb the heat, or the cold, and only allowing for one or two people to sit together. Gone is ‘Reg’s Bench’ the only street meeting place for men to sit and talk together on a daily basis! Apparently, the issued street lighting did not agree with the SWOT analysis or the endless years of community consultation that asked “what do you want” and then sought the funding - and then became a shelf copy - and Council decided “this is what you’re getting”.

What a farce of a system! What a process!

If we take the philosophy of the City of Melbourne residents - community gardening - the spiritual approach of planting a seed together and working the soil together - is a good starter to bring different groups of the ‘invisibles’ together with a common purpose.

Perhaps the new gardens hoped for in Bank Street could be replaced by local people working together to tend the soil, and plant seeds thus creating their own ‘community garden building’. A sense of pride, of belonging, of being part of could be a wonderful outcome?

Potting seeds for own gardens, or for community fundraising, potted colour to give to isolated residents/ lonely people/the sick ... a simple community building example.

Local Sports Clubs, Molong Show receive grants

The Cudal Cricket Club can celebrate its 150th year in style with a NSW Government investment set to cover the cost to upgrade their pitch at Dean Park.

NSW Upper House MP Sam Farraway met with local junior players and parents last week to announce the $9,500 investment.

In addition Mr Farraway presented a $9,300 cheque to the Molong Bowling Club for reconstruction of the Club’s new children’s playground. Works will include soft surfacing, secure fencing and new play equipment. The new playgound will be ready for spring to cater for families and children visiting the popular meeting spot and in time for the next “Brag Bowls” season which attracts many on a Friday evening for its not-too-serious bowls competition.

Mr Farraway said that the $9,500 contribution from the Government in Cudal would see the current cricket pitch completely transformed, covering the costs of minor earthworks and synthetic grass overlay.

“The Dean Park pitch is currently in a state of disrepair. This investment will see the park revamped into a first class pitch worthy for all local teams – especially Cudal as the 2021-22 Premiership and Minor Premiership winners!

“Local sporting Clubs are critical to bringing together our small towns across the State.’

With this investment, sporting clubs will be the focal point of social interactions and become a larger network for locals.”

Cudal Cricket Club Secretary Jock Hough said that the funding came at the right time and will ensure Cudal Cricket remains on top of their game.

“We know that programs and clubs make a huge difference to everyday life in the bush. I

The NSW Government has committed to one of the biggest education reforms in a generation, announcing the introduction of a universal preKindergarten year of education.

More than $5.8 billion in the 2022/23 NSW Budget has been allocated to begin the delivery of a universal Minister for Education & Eary Learning, Sarah pre-Kindergarten year Mitchell with Upper house MP Sam Farraway a specialised year of play based for all children in NSW learning, smoothing their transition by 2030.

$883 Million more reasons to work in the bush

NSW Upper House MP Sam Farraway has welcomed the NSW Government’s announcement that it will implement a major regional health workforce incentive scheme in the largest shakeup of its kind ever undertaken in the state.

Mr Farraway said the scheme will be delivered alongside new training and recruitment pathways to build a pipeline of regionally based workers and futureproof healthcare in the bush.

“Just this week I have visited the Western NSW Local Health District and heard first-hand the toll that Covid-19 placed on our front line heroes.

This announcement is about ensuring that this fatigue does not persist by implementing bold new measures to attract more key health workers to work in our local health facilities and retaining that workforce,” Mr Farraway said.

“I may be biased, but I think that the regions are the best place to live, work and play! This package will encourage graduate nurses, doctors and other clinical staff to not only take up a job in our region but set up their lives here.”

Construction of another district landmark - a "Sensory Garden" has commenced in grounds adjacent to the Molong Hospital (MPS), with the construction of the retaining wall.

The garden is not only designed to be a delight for patients and the elderly residing at the centre but promises to be a much visited experience for their visitors, locals, school children and anyone who appreciates time out in peaceful surroundings.

The major addition to the Hospital's precinct has been funded from a variety of souces led by the Molong Advancement Group through donations from the popular long weekend village markets.

The former "Hub Action Group" has contributed as has the Molong Hospital Auxiliary.

This led to a Federal Government conrtibution of $13,000 via the Infrastructure Grants prgram.

NSW budget

Childcare costs targetted

The state government is promising to drive down childcare costs and increase the number of places by spending $5 billion on the sector over the next 10 years.

Treasurer Matt Kean is labelling the announcement as a "landmark investment" that will save families thousands of dollars and increase female workforce participation.

The government has locked in a $775 million commitment over the next four years.

That funding has been included in the state budget, after it was recommended by the government's Women's Economic Opportunities Review.

"Childcare costs impede the dreams of women across NSW because many women are only able to keep about 30 cents in each dollar they earn when they return to work," Mr Kean said.

Under the plan, the state government will give subsidies to private childcare providers, with the intention of lowering fees.

The money will be given to ensure some childcare spots will be set at certain prices.

Parents will still be eligible for the Commonwealth subsidy, which is set to change under the new Labor government.

“This investment, delivered alongside the Commonwealth’s childcare reforms, is expected to see up to 95,000 women enter the workforce or take on more hours, driving down the gender

Deputy Premier and Minister for Regional NSW Paul Toole said $883 million will be spent over the next four years to attract and retain staff in rural and regional NSW by transforming the way health clinicians are incentivised in the bush.

“This package delivers on the NSW Government’s commitment to strengthen the regional health workforce, ensuring that more than three million people who live, work and play in rural and regional NSW continue to have access to high quality healthcare well into the future,” Mr Toole said.

“These incentive packages will be tailored to not only attract more clinicians to these services but help retain those hard working staff and encourage them to put down roots.”

The package will target critical and hard to fill roles to ensure the operation of regional health facilities, including nurses and midwives, paramedics, pathologists and scientific staff, pharmacists and allied

workforce participation gap by up to 14 per cent within a decade,” Mr Kean said.

The Treasurer claims the changes will mean a middle-income Sydney family with one child in full-time child care in a state governmentsubsidised centre is expected to save up to $3,900 a year, while the saving in regional areas is predicted to be up to $7,800 a year.

The state government says accessibility will also be improved by funding going to expanding childcare centres and building new ones in areas most at need.

“We know that childcare places are scarce in some postcodes, making it difficult for parents to return to paid work when they want,” Premier Dominic Perrottet said.

“Improving accessibility to child care by investing in supply will provide practical assistance to families with young ones.”

National research released early this year

by Victoria University showed there was a significant lack of childcare places in some parts of Sydney’s south-west and west as well as regional and remote areas.

The government is also allocating $281 million in an attempt to increase the childcare workforce.

Scholarships of up to $25,000 will be offered to study child care at university and $2,000 for vocational education.

Minister for Regional Health Bronnie Taylor said the package will be used to deliver innovative, bespoke incentives for staff so they move to or stay in regional NSW. “Hard-to-fill, critical roles in rural and remote locations can be incentivised by offering health workers recruitment and retention incentive packages worth up to $10,000 per year plus assistance with accommodation and relocation and some other non-financial incentives,” Mrs Taylor said.

Incentives can include a range of benefits, such as salary boost, sign on bonuses, retention payments, additional leave, assistance with childcare expenses,

assistance with transport and housing support, and access to training and education.

In addition to the incentives package, a range of targeted measures are being funded which will support the NSW Government in building a pipeline of future nurses, doctors and other clinical staff who are based in the bush and have the skills, confidence and expertise needed to work in regional health care facilities.

Mrs Taylor said one of these measures is the expansion of training positions for nurse practitioner roles in rural locations that struggle to attract doctors.

Changing Lives - Janis Glasson

by Rozzi Smith For most of us we become comfortable in our lifelong surrounds - where familiarity often dictates to us that we are comfortable, feel safe, what better a place to live and in a good country location. We tend to settle in and forget often life-long dreams of how we always wanted to live in a warmer winter climate, near the sea, or closer to family and grandkids.

Maybe God, the universe, or whatever the belief system we choose guides us. But I often wonder whether we are supposed to relocate, often or live in a range of locations to gain a wider, different perspective on life. Or to learn more about both ourselves and people of other places.

Should we stay living in the one place from birth to Janis Glasson moved to Molong at about the same time I arrived here - some 18 years ago. For Janis - Molong was a significant career move when she won the position of Principal of the Molong Central School. She came alone - just Janis and her goods and chatels - and an oldish white station wagon (not sure whether Holden or Ford). One representing the red dirt of Broken Hill usually seen with every seat belt taken to transport E2 and hobby group students to and from learning destinations. I must admit When I first met Janis I was somewhat wary of the efficient, conservative, super dressed School Principal with an accent that was difficut to decipher (English, Welsh, Irish what was that mix?) I had only known a few Principals from the MCS during my time there - most I could never quite figure them out. Distinguished, cranky, bellowers, deliverer of the dreaded ‘cuts’. In most ways the three MCS male principals I knew seemed like every other staff member (teachers) in that place ... not quite human I would have to say as I observed each and all from the distance of my usual place of lunch time detention.

“Too much talking” being the reason. Or just as often taking the blame for others (the boys) who I figured would surely get 6 cuts for their chatter.

Then along came Janis Glasson conservative, well-mannered - splendid dresser - and noticeably for me, a woman who oozed strong beliefs in Social Justice. Professional to the core - and proper - I wondered how I could break the ice with someone who I suspected had many hidden gems - perhaps well hidden behind a rather difficult to figure out cloak of many colours.

Born in of all places, Mexico to Northern Irish parents (her Dad was a Mechanical Engineer) who took a job in the land of siestas and giant cactus gardens after the devastating years of World War II in the UK. “Mum was a teacher” said a proud Janis who also spoke about her two brothers and one sister who she followed into the family. “After 2 years in Mexico City - our family headed back to Northern Ireland in 1954”.

Another move followed to the North of England and then for Janis it was time to head to college in London to train to be a Physical Education/Health teacher.

“I was only twenty-four years old” said the recent retiree of life back then. “At the time the NSW Government was looking for teachers. I thought about the opportunity and figured I would head to Australia for a couple of years and then return home.”

However, her life’s journey had different ideas. With her first position on the other side of the sandstone curtain (Blue Mountains) young Janis found her way to the rather bewildering environment and culture of Lithgow “it felt like I was in Sheffield” said the young teacher. However ‘stay’ the young teacher did replacing a teacher for one term.

A new position came Janis’s way at Milton Central and then a permanent position to Uladulla High. There she met her husband Bill, a teacher who followed Janis to the Silver City, of Broken Hill and where their two daughters Ellen and Jane were born.

Physical Ed/Health were Janis’s subjects - in the town of miners, trades and what was an egalitarian society back in the town’s heyday. “It was an exciting place” said Janis. “There were lot of clubs including chess, sports,

our passing? I still often think about new living options - even though I have lived already in a number of places across Australia. Still anyone making the decision to move from Molong comes under my thoughtful ‘radar’ - people like Janis Glasson.

Coming across Janis Glasson some 18 years ago not long after I returned to Molong to live - was a woman I observed as a trendsetter for women in management within the Department of Education.

A woman who hit the top job at the Molong Central School - who contributed to town and community well - then Janis became a retiree and capable community volunteer, who surprisingly remained in Molong and led a ‘full life’ here. Continuing her love for leading, contributing to all areas of the community

health - all kinds to cater for a large isolated outback population”. In the other schools where I had taught consultants were popularly contracted to help with a whole host of learning areas. Broken Hill was a remote location - therefore the staff of the school were left to their own devices, skills and knowledge. I think it worked better in encouraging a greater diversity of skills building in-house.

In the 1990’s in particular, governments across Australia took a long hard look at gender equity when it came to advancing women into management positions and higher level positions traditionally occupied by men.

Well, one could say - and no doubt many within the schools system did, apparently, query - how come a Phys.

Ed/Health teacher from Northern Ireland was chosen to ‘manage’ and lead a central school? Why not?

Once again, the now 36 year old Janis Glasson applied, fought and won through a tough system to win the position of Deputy Principal of Broken Hill. “I became the first woman Deputy Principal in the Western Region” said Janis - a woman who not only believed in her own internal filing cabinet of knowledge and wealth of skills - but also in her sense of social justice and equal opportunity. Even in remote Broken Hill - the sands were turning to allow women - capable women wanting to break through the ‘glass ceiling’ to access what had become traditional male roles within the Education Department.

It wasn’t easy for women to take this kind of

- and demonstrating to others the power of community building projects and how to live as a retiree and women in this small town. School students, the MCS school community, local residents, women learnt well from Janis and benefited, positively. . Recently she announced her move to a tiny village in SA of 730 residents. Whilst moving closer to daughter, Ellen and her family - I look at Janis’s new life with both curiousity and interest.

I’m sure there’s still a chapter or two yet to be written about Janis Glasson - maybe a return to the freedom of a time she loved in Australia’s history 1960’s/70’s hippy era.

advancement - in any industry sector/ career sector at the time and whilst Janis made absolutely no reference to others about what she had to navigate ... she has a noticeable satisfied smile when talking of the times and her achievement in paving the way for other women.

From Broken Hill - Janis applied for the Principal role of the Molong Central School - following the first woman principal, Margaret Brown.

The DP came to Molong alone after daughters Ellen and Jane had left Broken Hill for city Unis - and Bill had decided to remain in Broken Hill. Such has been the life for achieving women in most sectors in Australia - decisions - careful consideration at the ‘timing’ of family needs with one’s own career - and what is left behind can be the sightable tragedy of a professional woman when she arrives at ‘her time’ and ‘the new opportunities’ for women.

Arriving in Molong Janis found a great love and acceptance extended to her by the entire school family - and the residents of town and district - both the parents - business - organisations governing bodies etc.

One (another woman like me) can say that Janis was and still is ‘no shrinking violet’ and with her magical leadership, business management, organisational management skills and people management and leadership skills - the woman who started life in Mexico City rolled up her sleeves - and hit the deck (so to speak) with a thirst for delivering the best possible outcomes for public schooling in Molong and district. She is a natural in developing communities, organisations and has shown many examples of her inner strengths in helping each and all (who have wanted to) to locate their magic buttons lying deep and within their spirit and soul and finding ways for them (the person) to have the confidence to press their button to unearth new beginnings in learning, mindfulness, care and respect to open new doors.

These exceptional and unique skills Janis displayed in the wider Molong community - in Rotary, in Adult Exercise initiatives, the formation of the Book Club and other clubs ... and interestingly made a fascinating and worthwhile difference to residents of this town. As a community builder, Janis is one of the few I can say ‘gets it’ when living in rural Australia Through even handed approaches - her stunning belief in people and their lives - her social justice beliefs and loyalty to life itself - is something - skills and knowledge - not found in academia ... these skills and knowledge relate to a ‘well rounded’ person who lives and breathes her belief in ‘people’.

What a woman!

Now living closer to one of her daughters in SA (the other lives in France) - in a town of 700 something population - I can’t imagine Janis will plan out her retirement years doing ...?...?...? Her friends here in Molong will be waiting to see and hear about Janis’s next journey in life. Where ‘change’ and moving home is somewhat a continuing life adventure From the people of Molong and District - I would like to extend our good thoughts and appreciation to Janis Glasson for her 18 year stopover in Molong.

Everything, it seems, is conspiring to test the Albanese government On Thursday Anthony Albanese and Energy Minister Chris Bowen formally updated Australia’s international commitment for its proposed climate change action. It’s now a 43% reduction in emissions by 2030, in line with the policy Labor took to the election.

They were watched by representatives of the business sector, relieved at the prospect of greater policy certainty, which will in turn pave the way for more confidence for investment in energy.

At a news conference later, Bowen declared forcefully: “Today, Australia turns the climate corner.”

Well, yes and no. The Albanese government promises a more progressive climate and energy policy, in tune with the needs of the inevitable transition to a decarbonised economy.

But at this precise moment, it might seem less like we’re around the corner than that getting off the old road is looking even more complicated than imagined.

The Albanese government is blaming the energy crisis engulfing eastern Australia on the Coalition’s failure to put in place policy to ensure adequate and timely investment in renewables.

That’s correct, but it’s not the whole story. The energy system has been recently hit by some unforeseen challenges, including the Ukraine war.

Then, as regulators tried to deal with the situation with a price cap, the power producers acted to advance or maintain their commercial interests. All this led to the Australian Energy Market Operator taking over the system on Wednesday.

The Albanese government is doing what it can, by working with the states and by backing AEMO. But regardless of having a more rational policy than existed before, the government is still sounding rather betwixt and between about the role of gas and coal in the next few years of the transition.

Any notion the “climate wars” are over is misplaced optimism – the opposition will exploit the immediate problems to ensure they are kept ablaze.

Long-term policy thinking is vital. But, politically, the public very often think short-term, and their thinking can change on a dime.

Looking at its political position this week, the government would be delighted.

The Essential poll published this week had approval for the job Albanese is doing leaping 17 percentage points

between May and June, to 59%. His disapproval declined 23 points to 18%.

When people were asked whether Australia was headed in the right direction or was on the wrong track, 48% thought it was going in the right direction (up 8 points) and only 27% said the wrong track (down 15 points).

These results partly reflect the sheer relief at the dispatch of the Morrison government and in particular Scott Morrison himself. But whatever the mix of drivers, the big question is how strong a political shield the Albanese government will have as it faces a huge buffeting in coming months.

Reserve Bank Governor Philip Lowe doesn’t often emerge into the TV lights. When he appeared on the ABC on Tuesday night, it was to predict Australia’s inflation rate would hit 7% by year’s end. Lowe also repeated he expected the official interest rate would rise to 2.5%.

A day later the government had some welcome news when the Fair Work Commission handed down its 5.2% increase in the minimum wage, marginally above the latest 5.1% inflation figure. The increase, however, was smaller for awards, and inflation is already running ahead. While the commission didn’t think the rise a risk for the economy, critics claimed it will hit small businesses as well as feed into inflation.

Meanwhile, there were signs of storm clouds abroad.

In the United States the Federal Reserve raised its benchmark interest rates by 75 basis points, in a major hit against an inflation rate of 8.6%. Fears are mounting of a US recession, with severe consequences for other countries.

Internationally, the weekend meeting between Defence Minister Richard Marles and his Chinese counterpart was a welcome sign that, after the change of government, China is interested in a thaw in a relationship that’s been dysfunctional for years.

But the Chinese are adept at games and Albanese’s response – essentially saying, show us you’re serious

by taking off trade restrictions on our exports – was exactly right.

A less welcome sign was that the people smugglers are testing the new government, with several boats from Sri Lanka intercepted since the election.

There’s no doubt about the government’s determination to prevent boat arrivals.

But it also has to be careful about signals.

It did absolutely the right thing in allowing the “Biloela” Sri Lanka family to return to their Queensland town. And in due course they should be

given permanent residency.

But for Albanese to be photographed with them was more problematic. It seems a nice, harmless gesture, reinforcing the contrast with the Morrison government’s heartless treatment of the family. But the picture is fodder for the people smugglers’ advertising.

Former Labor operative Cameron Milner, writing in The Australian this week, pointed to optics on another front, with a warning to Albanese – whose trips so far have been fully justified – about the need to stay at home.

A few weeks ago it would have seemed an excessively long bow to suggest the situation the government faces has parallels with that confronting the Whitlam government in the wake of the international oil shock.

But while the particulars are different, the magnitudes can be compared.

Mega crises require flexibility. But be too flexible and that can came back to bite.

For example, as the budget approaches there’ll be more calls for the government to scrap the Coalition’s highly expensive stage three tax cuts, now estimated to cost the budget more than $200 billion between 202425 and 2031-32. They were legislated years ago, when the budgetary situation was benign rather than in deep deficit.

But Albanese will turn a deaf ear, because he knows that to break his word would create more problems than delivering the tax cuts will. It would trash trust in his word, and that would undermine his government.

This can be cast as a choice between best-practice policy and “safe” politics. Usually, a leader should opt for good policy, even if it involves a U-turn. But in this instance Albanese would be wise to stick with his political lens, given a U-turn would drive a hole in his credibility.

Some sun at last

JUNIOR SOCCER It was great to see the sun shining after a weekend off. The children were all excited to be back on the field playing.

U5 Condors - Coached by Gordon Welsh, The mighty Condors played against Ex Service Lions, the Condors were very keen to play with Ike Chrystall starting the game off with the first goal within 2 minutes of play, followed by Henry Haynes and Joey Piggot. Our super sonic defenders Rex Bunting and Henry Welsh keep’t the ball away from the goal, with some big kicks. We missed our star player Gussy Keniery this week. Henry Haynes was awarded the player of the week.

U6 Powerful Owls - Coached by Allison Foster. The Powerful Owls played the Waratah Raiders on Saturday in the beautiful sun! It was the first week that all the Powerful Owls players have all been present. It is great to see how each child’s skills & confidence is growing as the season progresses. There were some great goals scored & some great saves in the defensive end.

The Powerful Owls had a win! Player of the week was awarded to Matilda.

U6 Vultures - Coached by Pete Jones.The mighty Vultures took flight over Jack Brabham on Saturday with another impressive performance against CYMS blues.

Vulture of the match was Archie (the hairy milk bottle) Jones who surprised everyone (especially himself) with a long range effort to open the scoring in spectacular style. Well done boys!”

U7 Kookaburras Coached by Dan Hillar. The sun shone down on a cracking game by the Burras against the Tahs. The boys worked hard as a team, passing to each other and sharing the goal glory. Jackson scored with some fancy footwork, Will scored with a flick of the left foot, Lachlan as always ran like the wind with some swift passes and solid defence, Angus the allrounder passed and tackled with true grit and player of the match Jake, scored, passed, defended, cheered and generally played his heart out like a little legend. Sending swift recovery to our man Mitch who was sorely missed.

U9 Hawks - Coached by Rob Davis. Brilliant game again by the Hawks. 3–0 at halftime after a couple of great goals from super striker Austin and some great saves from our Goalie Ryan. The game was still very wide open going into the second half. Early in the second half Indy was peppering their poor Goalie and eventually Fred “superboot” Jones put one in the back of the net nearly taking the goalkeeper’s hands with it. Then soon after Little Harry with some great skill sliced through with a nice 1,2 play of passing he ended up finding the back of the net. This opened the game up and we ended up winning 8-0 U10 Falcons - Coached by Rachel ClarkeThe falcons dug in deep this week for a draw against Kinross. This game really highlighted the Falcons determination not to dig in and win, but to play fairly and display some amazing sportsmanship. This team’s results always

come down to their skill and ability, they never resort to anything less of them. Our ever faithful goalie Mason took some cracking saves, our first time goalie Lilah wasn’t scared to charge and throw herself at the ball, Armarni’s defending skill down the right hand side had to be seen to be believed, and I’m sure Mitch (our player of the week) has to be sponsored by energizer as he just keeps going! These players get better each week, their positional play and ball skills are enough to make any coach proad, every single one of them.

U11 Magpies - Coached by Lenny Punch Had a Win against Kinross 3-1. The game was closer than the final score represents. Magpies won the game with a lot of long range passing for every one to get a go at the ball.

Kinross number 23 proved a challenge for the Magpies.

Braxton May Scored his first goal of the season, Ed Bunting did great defensive work, Patrick Thorne Played well up the front with Ned Harris getting player of the week with many great passes and a goal.

RUGBY UNION The Magpies Nest

Wallas shine at Bathurst Following a well deserved week off due to the June Long Weekend, the Molong Magpies Wallas travelled to Bathurst last Sunday 19 June 2022 for a very cool start for the Gala Day. Hosted by Bathurst Rugby, U6 played Bathurst and Mudgee, U8 played Bathurst Blue and Wellington Blue and U10 also played Bathurst Blue and Wellington Blue.

This group of young players continue to amaze with their enthusiasm and drive. All were great in both defence and attack under Coach Mick’s watchful eye. Well done to Saffy and Josephine to show great sportsmanship in assisting Mudgee to make a great game.

In a ‘flu ravaged’ team, Guy, Jack, Nikora and Ryan formed the nucleus of a competitive team for the day. Though the week’s break did not do them any favours in the first game, they clicked in to gear for the second, capitalising on the instruction from Coach Webby and referee alike.

Though ‘flu’ had taken a number of players,

the team held its own in the first game and were behind narrowly in the second when the whistle was blown. Coach Robbie had some cobwebs to blow out and had the team focused in the second despite the scoreboard. Looking forward to seeing all at training in the coming week.

U6 Richard Clayton for his consistency and commitment, listened well and had a number of great runs.

U8 Guy Shannon excelled in tackling and ran the ball hard when on offer U10 Te Pea Pineaha for a great effort in the halves Toughest Player went to Ralph Shannon who appreciated the week’s break and took his game to the next level in both defence and attack. Well done.

Thank you again to the Bathurst Rugby Club for hosting the day. Training is back on at the Rec on Thursday from 4.30pm. The club travels to Forbes on Sunday 26 June to compete against Forbes, Canowindra, Oranges Emus and Cowra. Stay warm.

Kookas too good at home

Saturday the 18th of June saw the mighty Molong Magpies make the long journey to Coonabarabran to take on the Kookaburras for the Round 7 clash of the Oilsplus Cup. It was a beautiful sunny 16 degrees in Coonabarabran, home of the second nicest ground in the Central West. The track was dry and conditions were perfect for some fast and expansive rugby which suited both sides.

The Magpies looked extremely sharp and positive in the warm up however this enthusiasm was quickly ambushed by the Kookaburras as they ran in two early tries in the first 10 minutes of the game.

Molong fought hard to get back into the grind lead up front by Wilson Dean and Tom de Greenlaw. The Kookas snuck through the black and white wall once more to see them lead 21-0 moments before half time.

A brief change in momentum came after a flying Charlie Cooper leaped high above the flock swooping the ball off the returning kickoff.

This momentum rolled on as Molongs forwards were knocking

on the Kookaburras door. Molong’s fearless leader Issac White called for the ball out the back and it went through the hands until it reached Joey Doyle on the left wing and he scored in the corner.

Tom Oldham converted and at halftime the score was 21-7. Both sides were gassed at half time due to the pace and physicality of the contest.

The second half was no different as the battle continued. Scotty Nicholls was outstanding in both attach and defence as was new recruit Lewis Andreas charged hard with numerous kick returning carries.

Unfortunately the Kookaburras were just too good as they always are at home. Final score 34-7.

Red clover (Trifolium pratense) Fenugreek (Trigonella foenumgraecum) Grazing rye (Secale cereale) Broad beans (Vicia faba) Italian ryegrass (Lolium multiflorum) Mustard greens (Brassica juncea) peas, broad beans, oats, radish, poached egg flower, fenugreek, lupins and mustard are perfect for Autumn/ Winter. What is Green Manure? It’s the planting of crops that are grown specifically to be dug back into the soil to add beneficial nutrients.

Green manure can remediate soil that has been planted with demanding crops like brassicas or to prepare the soil for hungry crops like corn.

Green Manure also improves soil structure, water retention and draws minerals up through the soil profile, making them more available to plants.

What to Plant for a Green Manure Crop You can use any seed that will germinate at the time of the year that you're planting. You can also purchase green manure mixes from nurseries. (See list on thel left) Green manure mixes that contain oats are great for overcrowding any weeds that may germinate in your garden bed. The fibrous roots are also good at breaking up soil.

Green manure mixes that contain legumes (like peas and beans) will fix nitrogen.

Mustard plants are great soil fumigators!

They can help to prevent things like root-knot nematode and fungal pathogens.

Planting a Green Manure Crop Loosen the soil with a fork to break up any clods. Spread the green manure seed generously to get a thick coverage on the bed.

Rake in to cover seed or dust over with compost to discourage birds from eating it.

Water in well.

In around 6 week's time, the crop should be ready to be cut down and dug in.

Gardening Australia Tips: Cut down the green manure crop before it starts flowering otherwise it will start using nutrients from the soil Dig in legumes before they get a woody stem as they take a long time to break down.

About a week after digging in the green manure crop, dig it in a second time and a week or two after that, the ground should be ready to plant your vegie crop.

REG’S BENCH An oldie but a goodie A frog goes into a bank and approaches the teller. He can see from her nameplate that her name is Patty Whack.

"Miss Whack, I'd like to get a $30,000 loan to take a holiday."

Patty looks at the frog in disbelief and asks his name. The frog says his name is Kermit Jagger, his dad is Mick Jagger, and that it's okay, he knows the bank manager.

Patty explains that he will need to secure the loan with some collateral.

The frog says, "Sure. I have this," and produces a tiny porcelain elephant, about an inch tall, bright pink, and perfectly formed.

Very confused, Patty explains that she'll have to consult with the bank manager and disappears into a back office.

She finds the manager and says, "There's a frog called Kermit Jagger out there who claims to know you and wants to borrow $30,000, and he wants to use this as collateral." She holds up the tiny pink elephant. "I mean, what in the world is this?"

The bank manager looks back at her and says, "It's a knickknack, Patty Whack. Give the frog a loan. His old man's a Rolling Stone."

It was April and the Aboriginals in a remote part of Northern Australia asked their new elder if the coming winter was going to be cold or mild.

Since he was an elder in a modern community he had never been taught the old secrets. When he looked at the sky he couldn't tell what the winter was going to be like.

Nevertheless, to be on the safe side, he told his tribe that the winter was indeed going to be cold and that the members of the tribe should collect firewood to be prepared.

But being a practical leader, after several days he had an idea. He walked out to the telephone booth on the highway, called the Bureau of Meteorology and asked, 'Is the coming winter in this area going to be cold?' The meteorologist responded, 'It looks like this winter is going to be quite Cold.'

So the elder went back to his people and told them to collect even more wood in order to be prepared.

It was the usual good quality yarding with good numbers of young cattle ideal for the feeders along with odd lots to suit the processors. There were limited numbers of grown steers and fair numbers of grown heifers and there were around 375 mixed cows yarded. Most of the usual buyers were in attendance and operating with the exception of a major northern export processor.

Young cattle to the trade were firm to 6c cheaper with prime vealers selling to 617c/ kg. Prime steer yearlings sold from 460c to 610c while the prime heifer yearlings sold from 454c to 563c/kg. Lightweight feeder steers and feeder heifers were cheaper while the heavier feeder steers were 15c/ kg dearer. Feeder steers sold from 470c to 634c while the feeder heifers sold from 450c to 580c/kg. Limited young cattle to the restockers were 10c cheaper with the young steers selling from 430c to 660c while the young restocker heifers sold from 530c to 700c/kg.

Grown steers and heifers were 10c to 20c cheaper with the prime grown steers selling from 415c to 480c while the prime grown heifers sold from 423c to 490c/kg. Cows were 3c to 7c cheaper with the 2 and 3 scores selling from 200c to 345c/kg. Prime heavy weight cows sold from 330c to 368c to average 357c/kg. Cows to the restockers sold from 275c to 349c/kg. Heavy bulls sold to 330c/kg.

CTLX SHEEP 8 June

It was a much plainer quality yarding with a good percentage of the lambs showing the effects of the cold conditions. There were still a few pens of heavy weight lambs and odd pens of trade weights and no Merino lambs yarded. Most of the usual buyers were in attendance and operating in a cheaper market.

Lightweight lambs to the processors were $2 to $6 cheaper with the 12kg to 18kg 2 scores selling from $95 to $130/head. Trade lambs were $7 to $11 cheaper selling from $135 to $195 to average between 735c and 755c/kg cwt. Heavy weight lambs up to 30kg were $5 cheaper while the heavier weights were $7 to $14/head cheaper. 24kg to 30kg lambs sold from $183 to $225 to average between 745c and 770c/kg cwt. The lambs over 30kg sold for $232/head. Restocker lambs were around firm with the lighter weights selling from $40 to $118 while the heavier weights going to the restockers sold from $135 to $190/head.

Hoggets sold to $205/head.

It was a mixed yarding of mutton where the light and medium weight sheep were $10 cheaper and the heavy weight crossbreds were $11/head dearer. Merino ewes sold from $70 to $180 while the crossbred ewes sold from $70 to $240/head. Merino wethers sold from $80 to $135/head.

Rugby League The Youth League had a close tussle but came away with the win 22 -20. The ladies got off to a great start and played well, however Grenfell went on to win 22 - 10.

Molong Bowls What a cracker of a weekend just gone. Sun was out, roughly 18 degrees and ideal for a great 2 days of bowls.

Saturday saw the singles semi-finals being played.

Kevin Beatty v’s Chris Beatty.

Talk about a game that went down to the wire.

This game was certainly a nail biter. With the last end to play the score was locked. So it was down to the last end and also the last bowl. Kevin came out victor, by one bowl.

Congratulation Kevin on a fine win and bad luck Chris on giving the old boy a run for his money.

The second game Ben Brown v’s Craig Troth, this was a very quick game with Craig coming out the victor. So now the final will see Kevin v’s Craig. This will be a great game to watch.

Sunday saw the pairs, with Brian Beatty and Hugh Foy v’s Bruno Bennett and Justin Quinn.

This game also proved to be a nail biter, right down to the last end as well. Locked at 21 each on the last end, every bowl counted. It came down to Hugh landing the winning shot, with the Beatty/Foy team winning a fantastic game of bowls.

The second game, Ben Brown and Chris Beatty v’s Floyd Miller and Glen Russell was also down to the last end. It was a late game, with the lights being turned on and the dew setting in, beers not going warm and a cliff hanger game.

The losers of the singles became victors in the pairs. Well done to Ben & Chris.

Ben and Chris now play Matt Fyfe and Mark Wicks, with Kevin Beatty and Craig Troth playing Brain Beatty and Hugh Foy. It was great to see supporters watch the bowls
