Resilient ... that's the best word to refer to Molong and District farmers, their families, local business ... and the many people out there doing it 'tough' in one of the toughest times experienced in this area. With bushfires around - the grass crackling under our feet Level 5 water restrictions, dams drying up ... we stand together as a community of caring people praying for rain ... green grass ... full dams, creeks and waterways, crops, healthy animals ... and not having to feed out. Let's stop for awhile and look forward to a rest on Christmas Day ... time with family ... time with each other ... and plan for a better year ahead.

(Right) Hardly a year goes by that the Molong Players do not at least get a nomination for the Canberra Area Theatre Awards annual "Magic Moment " award.

This year it was nominated for the arrival of the motorcycle cop in the Players 2019 show The Booze Brothers.

The John Thomson Theatre Magic award nomination featured Karl Gosper (the cop) bursting on stage punching the front wheel and handlebars of a mountain bicycle.

It brought the house down - and obviously impressed the judges.

Jodie Laffin helping to build Molong

Jodie Laffin has weathered many a 'storm' (and drought) during her time creating and establishing businesses in Bank Street for local residents to enjoy - and to help the town attract visitors and tourists.

Mother of two, wife, daughter, daughter-in-law, town supporter, friend ... Jodie has invested in Molong in a totally selfless way as she is a supporter of the 'greater good' for residents, town and district.

Returning to Molong to help out in her family owned Barnsey's Supermarket (after a career in Sydney and other places) Jodie worked alongside her parents for a number of years, until the horrific 2005 flood forced its closure.

'Be Tempted' became Jodie's new enterprise in the old woolstore building (now Sweetness Cafe). The 'model' she created in this building (fashion, homewares, giftwares was, at the time, a brilliant new model for this town and a leader in a rural enterprise model. Adding room for a hairdresser to operate in the same building was another of Jodie's clever initiatives.

With Barnsey's building in Bank Street remaining empty after the flood - Jodie and husband Robert, moved into action. Covering the windows - one of Molong's favourite buildings held a secret for many weeks of what Barnsey's Be Tempted would look like. Investing significant $$'s Jodie and Robert opened, yet again, something different in Bank Street.

What can you do, to avoid this lack of joy, especially this Christmas? The answer I think, is found in the story of the wise men. They went looking for Jesus, and they found him! And they didn’t look what they could get out of it. They worshipped him, they gave to him!

Could I ask you to consider two things this Christmas – 1. Look at giving to others - I know personally it brings great joy in giving someone else a gift they love. 2. For Jesus, think about the Christmas story. What is it about? Did it happen?

Was Jesus a real person? If he was what does that mean for you? What joy and hope could that bring you?

They moved away from a lifestyle which many of us would find easy to remain within due to societal pressures and thinking. One can only imagine how many times the young couple were asked “do you know what you’re doing”. A church community in Ingleburn SW Sydney followed - then they answered the call to Molong. “I am so grateful for the journey God has taken us on” said Julie who smiles, in a gentle and mindful way, and says “Wayne did not set out in life to be a Pastor - nor did I set out to be a Pastor’s wife”. That beautiful smile came from a heart of knowing ... and a spirit of contentment.

Cabonne Council Cabonne Council met on Tuesday.

Some of the issues discussed and decided include:

Building Better Regions Fund:

Council will submit the following projects for funding under Round 4 of the Building Better Regions Fund: i. Cabonne Council Playground Upgrades $400,000; ii. Cabonne Council Refurbishment of Public Toilet Amenities $300,000; iii. Molong Recreation Ground Lighting Upgrade $400,000; iv. Tom Clyburn Oval, Canowindra Lighting Upgrade $400,000; v. Cudal Showground Power & Water Upgrades $190,000; vi. Eugowra Medical Centre Redevelopment $252,000; vii. Construction of New Molong Showground Amenities Block $340,000.

Floodplain Management

Council has been awarded a grant under the NSW Government Floodplain Management Program for a detailed investigation and design of a Molong Town Levee and /or other suitable flood mitigation measures.

In accordance with the terms set out in the Funding Agreement, Council is required to contribute $87,666.67 (one third of the total estimated cost) to meet the balance of the estimated cost ($263,000.00)

for the project.

The aim of this project is to fully explore the options to hand and identify the best possible plan to proceed with.

Community Consultation will occur to confirm the supported option, then detailed design for that option will be undertaken. This process will deliver a considered plan for the future of Floodplain Management in Molong.

Council will also re-establish the Floodplain Management Committee.

Water

With Molong Creek Dam standing at 25.9% capacity and Borenore Dam at 53.1% and assessing remaining usable quantities Council heard that an estimation has been made with regards to when Council’s total dam supply will be depleted.

Assuming insignificant rainfall occurs for the period, it is expected that day-zero for Council’s own water supply will be 16 September 2020.

At this point Council will be reliant on other water sources, such as the Orange Pipeline, bore supply or in the worst-case scenario, importing water via trucking outside of the region.

Level 6 water restrictions may be seriously considered when the Molong Creek Dam reaches 15% active volume.

Thank you to Molong Community for supporting a busy year for Molong Advancement Group Peter Batten and the Executive of MAG extend sincere thanks to all who contributed to the success of MAG in 2019.

Peter said, “It was a mighty effort by all involved and couldn’t have happened without the tremendous support provided by our community!”

2019 proved to be very busy and successful for Molong. Highlights of the year included: • A strongly supported successful Australia Day Awards • Banjo Paterson Festival Dinner in February on the Village Green with 120 people enjoying a night of poetry by very talented Marco Gliori, dinner and dancing to music by the Trouble With Johnny Band.

• Provided seed funding and promotional support to the Molong Choir Group • Three extremely successful Markets at the Rec have attracted ‘passing trade’ to stop and support not only the Markets but our business community of Molong.

• The Pink-Up Molong Week in October leading up to the long weekend Markets together raise $5371.80 for the McGrath Foundation, a true example of Molong Community support.

• MAG was pleased to support the youth of our town by donating $1000 to support the Molong

St Johns Ambulance cadets to attend the camp at Silverton in April.

• A Donation of $2000 to the Molong MultiPurpose Health Service (Molong Hospital) to assist with the renovation of a second Palliative Care Ward and establishment of the Memory Garden.

• $1619 to the Cabonne Council team in the Movember Challenge with Oberon Council • In cooperation with Cabonne Council over 60 people attended a very successful workshop in November to start the development of Master Plans for the Molong Recreation Ground. Hunter Caldwell Oval - Hockey Field and Showground Golf Course. Due to community input, once implemented this plan will ensure the sporting needs of Molong community are available.

• MAG have submitted several grant applications during 2019. The most recent the Federal Government have granted $4,000 towards a team effort to provide Disc Golf facilities at the Golf Club • Support for the Business Houses in Molong through the Christmas in Cabonne initiative.

MAG, a relatively small group striving to achieve big things for Molong, extend their very best wishes to all for a safe, happy Christmas and a prosperous WET 2020!

Molong and Cumnock women deliver gifts of love

Barbara Strong of the Molong Yarn Market was concerned to hear of the tragic November bushfires which swept through the tiny NSW rural villages of Bobin and Elands. “I felt so sorry for the firefighters and the families of these two communities who had lost their homes and in Bobin their local Primary School” said Barb.

As she does - Barb turned her concerns into action - calling on the members of the Yarn Market and local business to put together over 200 gift packages to transport to the villages in time for Christmas.

Last week, Barb and her son loaded up their trailer after members had spent days carefully wrapping the packages - and off they went on a long journey to deliver their gifts of love to very grateful local families.

“We were overwhelmed at the response of the students of the tiny schools, their mums and dads - who gratefully accepted the goodwill gesture and thoughtfulness of the people of Molong.

Well done to Barb and Brent (photographed above) and the Molong Yarn Market members, and local business donors ... the families of Bobin and Elands appreciate the support from this area which is also challenged by the long drought ... but can still offer their kindness and thoughts for communities suffering in other locations.

Elands Public School is a small school serving a diverse, isolated, rural community on the Bulga Plateau. The nature of the road means that the relative isolation is greater than the distance suggests. There is a historic tradition of community involvement in the day-to-day operation of the school.

The Cumnock Showground Pavilion was filled (almost) to the rafters after local farmers Elzette Connan and Tracey Potts decided to create an initiative to give a surprise gift to ladies on the land. Planning for 100 gifts to deliver to local farms - their call for donors brought forward 35,000 gifts (and they’re still coming!). Rhonda Watt of Cumnock Progress Association sent the Express this fantastic story and photos. Thanks Rhonda and congratulations to Elzette and Tracey and their team of volunteers.

“Local Cumnock farmer Elzette Connan and Tracey Potts, formerly from Little River Land Care, have created an initiative to give a surprise gift to ladies on the land.

This came about because Elzette received her own surprise gift from a friend to help lift her spirits during drought. Elzette wondered about providing other women with a beautiful surprise gift so they too would feel better about the ongoing dry times. Elzette and Tracey set about creating a face book page asking for support to help get this idea off the ground. Sydney, country NSW, and other States responded immediately and overwhelmingly! Elzette commented that she thought she may be lucky to receive enough gifts to pass out to perhaps 100 ladies, but to date there have been over 35,000 gifts arrive at Cumnock and now being re-sent out into the wider State of NSW. This takes a lot of coordination and dedication and both ladies have given so much of their personal time and covered costs themselves. The response has been over whelming and I would encourage you all to have a look at the facebook page “Ladies of the Land NSW” and see how far and wide these gifts have been distributed. It really is a wonderful initiative and something to

be extremely proud of.

The week leading up to Christmas will be extremely busy, but Elzette is determined to send as many gifts throughout the State as possible.

This has been made possible with the help of her family, friends and our own community members.

The gifts have been sent to all communities on the DPI drought map and have travelled by personal cars, couriers, trucks, trailers, motor cyclists, utes and also by the Royal flying Doctor Service. They have been kindly distributed by CWA branch members, postal mail runs, Rotary and Lions Clubs, personal deliveries, buses— you name it!

These girls have logistically networked the State!

Congratulations to Elzette and Tracey on a fabulous effort and I am sure each recipient will experience great joy in receiving these gifts from the special thoughtfulness of others.”

Last Friday I returned home from my off-farm job interviewing in QLD to find a surprise - a mysterious shoebox! Inside was a heartfelt poem + Christmas goodies and Burts Bees lotions and potions for drought-ravaged skin. Council has had enough

On Monday Cabonne Council decided it had had enough. Enough of the media reports and speculation concerning a group of Cabonne ratepayers pushing for the "Eastern area" of Cabonne Shire to be amalgamated with Orange - enough of what they maintain were wildly innacurate "facts" being peddled - but most of all (irrespective of merits or otherwise of the secession movement) enough of one of their own Councillors and former Mayor Kevin Duffy's public agitation on the topic.

In considering the motion Council heard that by his recent public actions: • Cr Duffy had relinquished his Council duty to represent Cabonne ratepayers as a whole • Had deliberately acted against Cabonne's interests, including meeting with another Council in a role that was in direct conflict of interest with his role as a Cabonne Councillor.

Cr Duffy has very publicly aligned himself with an unspecified number of Eastern area ratepayers who are petitioning the Minister for Local Government and the Boundaries Commission to have Cabonne's Eastern Area amalgamated with Orange City Council.

Council also heard that the breakaway group had garnered some 250 signatures to the petition - but that the area championed by Cr Duffy for excision contained some 4,600 residents.

The breakaway group had not approached Cabonne Council prior to going public with their campaign. It had been assumed, given public pronouncements, that rates were high on the breakaway group's grievances.

However Council heard that, now that the group had provided a (albeit sketchy) map , that 77% of ratepayers in the East would pay more in rates if in Orange boundaries - and of the remaining 33%, many would pay roughly the same, and some would pay more.

Cabonne Council voted 9-2 to call on Cr Duffy to resign from the Council or stand censured.

WHAT'S IT ABOUT ?

Good question. At Monday's Council meeting Mayor Bob Dowling tabled a report of a meeting arranged (finally) by Mr Bill Trimmer, the spokesperson for the "Eastern Area Amalgamation Group" At the meeting, on 27 June, the Group provided a map of the proposed area they were including in their Orange amalgamation proposal and progress with forwarding the 250 signature petition to the Minister and the Boundaries Commission. That's it !

No information on what the Group's concerns are - or if they are different than any other ratepayer clusters on the fringes of this, or any other, Shire area.

All we have to go on are vague media quotes on lack of services and higher rates.

Another good question. In last weeks Express Cr Kevin Duffy defended himself by saying it was about modernising local government and having Councils that were sustainable into the future, and that the "East" (which surrounds Orange like a doughnut) uses Orange's facilities and services and has its community of interest there.

As far as we are aware the Eastern Area Group has not published its submission to the Boundaries Commission - so we don't really know what is behind the push. But the feeling of a closer affinity with Orange is probably close to the mark.

If so - fair enough. But the Minister will also need to consider the affinity for Orange's facilities that almost every town, village, house and farm within an even greater radius of Orange has - given Orange is the base for an untold number of commercial, trades, medical, recreational and entertainment services in these parts.

On Tuesday former Orange Mayor Tim Sullivan and former Deputy Mayor Trevor Jaeger took a walk down memory lane in the old Orange City Council Chambers. As reported in the Central Western Daily, the pair ruminated on the future challenges facing Orange water, room to grow etc.

Mayor Ian Gosper : "I don't believe amalgamation is the best solution for our area"

"Rural councils are best placed to serve rural communities" said Cabonne Mayor Ian Gosper in the wake of a report by the Independent Local Government Review Panel which has proposed that Cabonne amalgamate with Orange and Blayney.

Cr Gosper welcomed parts of the panel’s latest report which also suggests the establishment of regional county councils to provide targeted strategic support and service delivery.

“Cabonne has long recognised a need for reform, but I don’t believe amalgamation is the best solution for our area,” Cr Gosper said.

“Rural-based councils are best equipped to deliver the unique services required by rural communities and are best placed to ensure the future growth and prosperity of our villages and agricultural areas.”

Cr Gosper said Cabonne Council would develop a formal position and response to the panel’s suggestions once it fully digested the report.

“However we have a policy opposing amalgamation and I can’t see that changing,” he said.

Cr Gosper said an extensive government examination of NSW council finances found Cabonne to be one of the most financially sound in the State and the independent panel noted the council looked sustainable in the long term.

“Local Government Minister Don Page has repeatedly emphasised the government’s policy of no forced amalgamations so, considering Cabonne’s excellent financial position, there is no reason why Cabonne Council can’t stand alone in the future,” he said.

There is ONE major and negative hurdle standing in the way of achieving any kind of workable and positive amalgamation between Cabonne and Orange.

It's called the 'HUB'. Residents of Molong and district are still stinging from the outcome achieved by Orange City Council in turning this beautiful and safe country town and district we proudly call 'home' - into what Orange obviously thinks is worthy of becoming a 'garbage dump town for the City of Orange'.

Cabonne well remembers this outcome was achieved despite local planning policy directing that the landfill should not be located on the chosen site - even though the Land and Environment Court rejected outright a previous iteration of the development. The project was then declared "regionally significant" allowing then then Planning Minister Kelly unchallengeable power to approve it. Would you classify a landfill for a rural city in New South Wales as state or regionally significant? Well Orange did.

We have learnt much from the 'HUB' experience - and how OCC has been prepared to use now condemned planning rules against local resident's best interests and 'wants' for their town, community, prime farming land and those who farm in the HUB area.

The residents of Molong and surrounds feel they experienced injustice and an abuse of democracy. They have seen prime agricultural land taken for a garbage dump. Soon, they will experience garbage trucks through their town on a route which is unsafe, inapproriate and unnecessary given that alternative routes were all but ignored.

Cabonne is a rural community with villages and prime land for growing crops, fruit, cattle, sheep, pigs etc. to feed the nation and to help contribute to Australia's food and trade security.

The prospect of amalgamation with an entity that trampled over the overwhelming feelings of the community, vindicated in the court no less, is viewed with much apprehension.

A lot of fences would need mending.

Meeting resolves to fight

One of the largest town meetings in recent years met last Wednesday to fight proposals to amalgamate Cabonne and Orange City Councils, resolving to take the argument to the State Government for Cabonne to remain a standalone entity and support Cabonne Council to ensure our villages retain their community of interest.

Village representatives will co-ordinate the activities of the ANTY (Amalgamation - No - Thank - You) campaign including submissions to the Independent Pricing and Regulatory Tribunal who will advise the Local Government Minister, Paul Toole on amalgamation recommendations and the circulation of a petition.

In the meantime Cabonne Council at its meeting on Tuesday voted unanimously to seek to stand-alone.

The Council resolved to submit a Council Improvement proposal to the NSW Government as part of the Government’s Fit for the Future reforms.

In doing so, Cabonne rejected its other option of submitting a proposal to merge with Orange City Council, as recommended by the Independent Local Government Review Panel.

Cabonne’s decision follows the results of a business case study of a possible Cabonne-Orange merger and feedback from several public meetings to discuss the Fit for the Future package.

Almost 340 people strongly backed the standalone proposal at information sessions at Molong and Canowindra while about 400 packed the communityorganised anti-amalgamation meeting last Wednesday.

Modelling by independent consultants Morrison Low indicated a merger with Orange would provide a financial benefit of about $5.4 million over 10 years, however this amount includes a $5 million payment the NSW Government is offering as an incentive for two councils

to merge.

Without the incentive payment, the benefit is likely to be about $40,000 a year over the next decade.

By comparison, Cabonne’s strategic alliance with Wellington and Blayney Councils has saved almost $6 million in the past 11 years, including $520,000 in the past 12 months, through collaborative arrangements and resource sharing.

The State’s 152 Councils must submit their Fit for the Future proposals to the Independent Pricing and Regulatory Tribunal by 30 June 2015. IPART has been appointed by the Government to assess councils’ submissions.

After determining whether councils are “fit” or “unfit”, IPART is expected to make its recommendations to the Government in October.

With less than 100 votes between them, and postal vote preferences to be counted this morning we cannot say whether Scott Barrett (NSW Nationals) or Phil Donato (Shooters Fishers & Farmers) has won the by-election for Orange as we go to press.

But there is no doubt the NSW Nationals have been mortally wounded by last Saturdays poll. Historically so. The wounds will also be felt hard by the Liberal party side of the coalition government.

The Nationals held the seat by a margin of more than 21 per cent, and have held this safest of safe NSW State seats since World War II. While Sydney-centric Liberals are to blame, compliant Nationals went along with it - championing autocratic decisions (never supported by sound policy) around forced council amalgamations, overnight

greyhound racing bans and a host of other edicts handed out by Mike Baird's government, without any genuine attempt to explain them or get their acceptance.

And the principal wounds came from the Cabonne Shire. The swing in Molong was a staggering 60%. This is Nationals Heartland, the voters would not have given the seat up easily. Their hands would have been shaking as they filled out the ballot paper.

In the end, they were affronted that they had been forced to - by a government, and its National party members - who they saw as taking away their right to be heard, and ignoring them when they spoke out on basic issues that they care for.

John Barilaro has been elected unopposed as the leader of the New South Wales National Party, following the resignations of leader Troy Grant and deputy leader Adrian Piccoli in the wake of the disastrous National Party result in the Orange by-election.

In a party room meeting on Tuesday, Primary Industries Minister Niall Blair was elected as deputy leader, in a ballot against Andrew Fraser.

Nationals candidate Scott Barrett remains locked in a tight battle with the Shooters, Fishers and Farmers Party's Philip Donato.

Mr Grant described himself as a "team player", and said the decision to step down as leader was his.

"It's certainly not what I wanted to do, but the circumstances are what they are," Mr Grant told the ABC. "The community have a perception we're not listening

to them. That's not true, but that's their perception and that's the most important thing — what they believe and what they feel.

"We haven't done a good enough job in communicating our message to them and telling them why we're doing stuff and bringing them along with our decisions.

There has been unrest in the National Party for months and feelings that Mr Grant was not listening to his MPs, who had relayed their constituents' views on the Greyhounds ban and council amalgamations.

It also fuelled perceptions Mr Grant was too close to Premier Baird and unwilling to stand up to him.

Despite the election result Premier Mike Baird says he will continue with council amalgamations.

The merger of Cabonne/Orange/Blayney councils is delayed following a legal challenge, and there is a similar

situation with another 10 councils across Sydney and NSW. "If you look at councils that have come together, it's smaller head offices that give councils more capacity to provide additional services and build more infrastructure for their communities," Mr Baird said.

"We strongly see the benefits being delivered [for] the councils that have come together and that's my expectation for those remaining councils."

This view is not supported by the Save Our Councils Coalition and representatives from Council areas far removed from Cabonne e.g. Mosman in Sydney and Gloucester on the mid north coast. Many travelled from these councils to Orange last week to attend rallies and man polling booths.

In doing so, the council voted to spend up to $20,000 on the legal expenses involved in lodging an intention to appeal. Councillors were told the full cost of proceeding with an appeal could be about $150,000.

General Manager Andrew Hopkins said it was unknown whether other councils involved in the case would participate in that process.

He said advice from Cabonne’s lawyers indicated it could take eight to 10 months before an appeal could be heard in the NSW Court of Appeal.

Earlier in the meeting, the council voted to provide a further $30,000 for legal costs for this week’s case. This amount is in addition to the $20,000 council originally resolved to spend.

Cabonne's court fight pays dividend In a decision that surprised everyone, the Premier, Ms Berejiklian confirmed on Tuesday that the 20 Councils already merged would stay merged and the government would go ahead with the five merger proposals for Sydney based councils currently pursuing court action.

However, merger proposals for regional councils not yet merged will be abandoned, including the merger of Orange, Blayney and Cabonne councils.

Regional mergers already completed, for example Dubbo and Wellington, will stay that way.

This effectively means that only those non city councils who chose to fight mergers in the courts (including Cabonne) will be allowed to continue to stand alone.

This represents a partial win for NSW National Party leader, John Barilaro, who vowed to overturn regional council mergers after he replaced Troy Grant as Nationals Leader following the disastrous Nationals showing in the Orange by-election.

It was thought that Barilaro would win approval for councils already merged to vote to deamalgamate via a plebiscite.

However, mergers completed, including in his own electorate of Monaro (Queanbeyan/Palerang, Yass and Bega) and the nearby merger of Dubbo / Wellington and Harden / Boorowa / Young (around National's Katrina Hodgkinson's electorate) will not be undone.

Barilaro and Hodgkinson will come under pressure from anti amalgamation groups at the next State election in 2019.

The Labor Party have pledged to undo any forced mergers via community plebiscites if elected in 2019.

Ms Berejiklian has accepted the decision to differentiate between city and regional councils will cause problems in upcoming city by-elections, including North Sydney, following the resignation of Mike Baird.

Ms Berejiklian justified the partial backdown as an acknowledgement the government's "one size fits all model" was the wrong approach.

She said evidence had shown the benefits in Sydney were "about six times greater than they are outside of Sydney".

... to ask Govt to "stop the clock"

If you ever needed a reason not to amalgamate Cabonne with Orange you had one on Tuesday.

And, if newspapers are the "first draft of history", then let this one record that Mayor Ian Gosper will go down as one of the best Cabonne has had.

Cabonne Council is noted as one that does not bring party allegiances and politics into the council chamber. Our councillors deliberate in the best interests of the ratepayers, according to their considered position and the will of the citizens.

On Tuesday the council had to decide whether to appeal the decision, last Friday, of the Land and Environment Court to dismiss Cabonne's appeal against forced amalgamation with Orange and Blayney.

Under Supreme Court rules Cabonne has 28 days to lodge an appeal.

BUT - the Government can proceed to amalgamate within this period and gave notice that it would do so tomorrow (Friday 14 October) giving Cabonne one week to consider and lodge an intention to appeal.

The council resolved to lodge the intention at Tuesday's extraordinary meeting. In doing so, the council will seek agreement from the Government not to take any further action on a Cabonne-Orange-Blayney merger for seven days after an appeal by Woollahra Council is determined.

However this was not before discussing a motion by Cr Michael Hayes and Janelle Culverson to accept the inevitable, cease any further appeal action and get on with the merger.

The motion was lost six votes to four.

Now, before you takes sides on this, consider that both arguments have a point.

Cabonne's appeal, like the many other Councils that appealed, including Woollahra, could only be based on technicalities and procedure under the Local Government Act. Fairness or the will of the people doesn't come into it. For this reason any appeal doesn't have much prospect of success. And even if it did the Government could turn around and change the rules anyway, to force an amalgamation.

This was the point, well made, by Cr Hayes and co.

But what if Wollahra's appeal to the Supreme Court is successful? Is it not prudent for the Government (and Cabonne) to await the Supreme court decision before acting.

Consider also that Cabonne's appeal, like those of all the other aggrieved councils, is driven by the communities belief that the Government has acted undemocratically and cheated them.

By the Government's very own merger criteria Cabonne, Orange and Blayney were found to be financally sound and "fit for the future". All three Councils stated that they wished to remain as is.

Yet, behind a still secret but patently flawed KPMG report and just as flawed public inquiries, the Sydney centric Government used the blackletter-law process to ignore its regional citizens.

That's what this is all about. Basic democracy.

The Council will seek agreement from the Government not to take any further action on a Cabonne-Orange-Blayney merger for seven days after an appeal by Woollahra Council is determined.

Should the Government not agree to the request, Cabonne Council will seek an injunction or interlocutory orders to stay any action and then consider lodging a formal appeal.

Cabonne Mayor Ian Gosper said the Woollahra Council case was based on a similar premise to Cabonne’s.

“I believe the Woollahra appeal still has a bearing on where we go, so we do need additional time to see what judgment is handed down in that case,” Cr Gosper said.

“If the Woollahra appeal is unsuccessful, my opinion is Cabonne Council should not go ahead with a formal appeal after that.”

A Notice of Intention to Appeal is inexpensive and does not require the council to follow through with a formal appeal, but provides an alternative avenue while it considers its legal options. Meanwhile Premier Baird, Deputy Troy Grant and the government do not care.

Mayor Ian Gosper deftly steered Tuesday's council meeting through its "rock and a hard place". He kept his word to the ratepayers that the Council would fight on when it was reasonable to do so. To its credit, the whole council acted considerately and always to the greater good as they saw it.

Nationals lost one of their safest seats – a defeat that led to the resignation of then the Nationals leader Troy Grant.”

Cr Gosper thanked Cabonne residents who had strongly supported the Council’s amalgamation fight, particularly the ANTY (Amalgamation No Thank You) group which waged a high profile campaign against the proposal.

He also paid tribute to Nationals leader John Barilaro, whose promise last month to end further mergers in the bush forced the new Berejiklian Government to reconsider its amalgamations policy.

“When Mr Barilaro replaced Troy Grant he met with Cabonne Council and community representatives.

He promised to listen to our concerns and have ‘a good, hard look’ at council mergers,” the Mayor said.

And, he did!

Kevin Duffy to run for Orange by-election Former Cabonne Mayor and current Orange City Councillor, Kevin Duffy, has announced he will run as an independent and join the crowded field in the forthcoming by-election for the State seat of Orange on November 12. More next week.

An ecstatic Cabonne Mayor Ian Gosper has welcomed the announcement that the NSW Government will not proceed with a proposed merger with Orange and Blayney Councils, describing the decision as a great victory for local democracy.

Cr Gosper said the decision vindicated Cabonne’s stand against the forced amalgamation and the subsequent legal action the Council took.

“We have always stood up for the majority of Cabonne residents who have made it very clear over the past four years that they are strongly opposed to any amalgamation,” he said.

2014 On a bright note the state government announces a $15 million expansion of the Molong hospital, bringing to an end fears that the hospital would close following the opening of a new Orange Hospital.

Fire trucks headed to Euchareena Road last Wednesday when black smoke erupted from the property known as the 'old Cole farm'.

The Council, along with Walcha, Oberon and Gundagai Councils, is taking action in the Land and Environment Court today and tomorrow (24-25 May 2016) to challenge the legality of the provisions used by the NSW Government in its Cabonne, Orange and Blayney merger proposal.

By the time you read this Cabonne Council will have probably concluded putting its case against a forced amalgamation with Orange and Blayney Shires to the Land and Environment Court in Sydney.

Hearings were conducted on Tuesday and yesterday. Cabonne is joined in the appeal against forced amalgamations by Gundagai and Oberon Shires.

The Shires are seeking an injunction restraining the Minister for Local Government, Paul Toole, from recommending implementation of the Cabonne amalgamation proposal under section 218F(7) of the Local Government Act until such time as the Council has had a reasonable opportunity to deal with or respond to the Full KPMG Report.

This conclusions of this report, which the NSW Government will not release, was a key element backing up the Government's case for forced amalgamations and has been widely criticised by most NSW councils.

Barrister Peter King spent the greater part of Tuesday's hearing seeking release of the Full KPMG report and proposing that the Councils did not have a reasonable opportunity to deal with or respond to the analyses and modelling undertaken by KPMG. NSW Government legal representatives told the court that the document would not be released, claiming Crown Priviledge, maintaining that the KPMG modelling was used in Cabinet deliberations.

The case continued on Wednesday, however it is unlikely that the court will issue a judgement immediately. A similar appeal by the Woollahra was heard on Monday.

"They can provide emergency care, inpatient beds, palliative care, respite care, residential aged care for those with low level dementia, provision for visiting specialists and a range of primary, community and ambulatory care services appropriate for our community.

"The new MPS facilities will provide flexible services to better respond to health needs and enable a more efficient delivery of services through improved coordination of care.

"A lead design team has been appointed by Health Infrastructure to begin the process of planning and building this new facility. The team comprises Mace Australia Pty Ltd (project manager), Thompson Adsett (architect), Altus Group Cost Management Pty Ltd (cost manager).

"It is anticipated planning for the new facility will be finalised by the end of the year and consultation will begin next month."

Member for Orange, Andrew Gee on Tuesday announced a new Multi-Purpose Service (MPS) will be built at Molong to care for the local community.

Mr Gee, was joined by Mayor of Cabonne Cr Michael Hayes, General Manager of Cabonne Council Andrew Hopkins, and local GP and Chair of the Western NSW Local Health District Board Dr Robin Williams to make the announcement.

Early works on the new Molong MPS project will begin mid-next year.

The project, estimated to be worth more than $15 million, is funded out of the NSW Government's MultiPurpose Service program.

'This is fantastic news for the local community which represents an enhancement of local health services," Mr Gee said.

"Multi-Purpose Services are much-loved by their communities because of their approach to delivering the specific care local residents need.

This is the time we stand together, as the strong and positive community we are, a community of caring people who value each other, understand each other, and those who proudly march and stand together with gold and silver medals held by colourful and meaningful ribbons which quietly tell us the story of that very special community person's life - or that of someone special to them and to us.

The blokes from the Molong Fishing Club love nothing more than their annual pilgrimage to the mighty Darling River outthe-back-o'Bourke where they bask in deck chairs in the warm sun throwing in a line or two - trying to outdo each other for the title of catching the 'biggest catch-of-theday'.

But what happens when the fish are elsewhere and not interested in munching a delicious fat Molong worm? These resourceful local blokes turn their hand to golf and their very own mighty Darling floating golf course.

"Where are my balls" said Mick scratching his head when he tried to recover what Guru said were 'floating golf balls' from the first tee. Oh No! Over the other side of the muddy Darling - ball recoverer, Peg. Rudd had his hands full when the legendary and rarely sighted 'Moose' decided to take a chunk out of the Molong Fishing Club's dinghy.

Former Mayor Michael Hayes, Lachie Mac Smith and Janelle Culverson resigned from Cabonne Council on Tuesday, citing personal and defamatory criticisms in social and other media.

In resigning Cr Lachie MacSmith said: “Accusations in the social media with absolutely no evidence have been both damaging and hurtful to myself and my family. This has culminated in tendering my resignation.

“I pride myself on telling the truth, acting with honesty and integrity, but my reputation has been tarnished by unfounded allegations emanating from this council chamber.

“I can't help believing this character assassination by social media has been heavily influenced by the ANTY Group, as has their influence on the Mayor. “ Cr MacSmith read out a “wish list” prepared last year by the Mayor Ian Gosper, Cr Hayes and himself which Cr

Mac Smith said was originally compiled to help protect Cabonne ratepayers if a merger with Orange and Blayney were to happen. The list was discussed with Department of Local Government representatives early last October - when mergers looked a certainty.

Cr. MacSmith went on to say: “Many ratepayers were accusing Councillor Hayes and myself of being complicit with OCC [Orange City Council] in what they believed was an attempted takeover by OCC. I can only hope, after hearing of the contents of this wish list, their fears will be allayed and seen to be misdirected."

At a tense meeting of the Council on 13 October 2016 councillors voted by a narrow 6-5 to continue the legal action commenced in the Land and Environment Court (and later in the Supreme Court).

mergers, led the vote against continuing with court proceedings, putting their view that mergers were inevitable and it would be better to spend money and energy by being prepared to get the best out of the situation.

It is now history that former Premier Mike Baird, who was unrelenting on the forced merger issue, resigned in January and the new Premier, Gladys Berejiklian soon after abandoned proposed council mergers in regional areas. This however only applied to those councils who had proceeded with and had pending legal action in the courts. Other regional council amalgamations that had already been completed would stand.

At Tuesday’s council meeting Cr Hayes maintained that he took his stand against court appeals because the government was determined that mergers would go ahead and that it was always his intention to get the best outcome for Cabonne.

Cr Culverson said that she had felt defamed by the subsequent airing on social and other media of comments made at the October council meeting and these being associated with her.

Mayor Ian Gosper in a statement after the meeting said: “It is a sorry day for Cabonne Council,” Cr Gosper said.

“The merger proposal and the whole Fit For The Future process caused a lot of division and we can see that today.

“Democracy is an important part of Local Government and councillors have the right to their own opinions.”

Cr Gosper thanked Crs MacSmith and Culverson for their eight and half years of service and Cr Hayes for four and half years’ service to the council.

It is unlikely that by-elections will be held for the vacant council seats as a full council election (for the new limit of 9 councillors) will be held on September 9.

Ursil 'Shorty' Brown of Molong

The story of a 93 year old country woman who was not afraid to love or to give - unconditionally (Above) Lovingly known as 'Shorty' - Ursil Brown was farewelled by her extended family, friends and a town and district who hold this fine woman in their hearts and remember the times and places of her being ... the family traditions of giving and sharing skills she so willingly stood for and gave to others.

Ursil Short was born in Forbes on the 9th September 1926, to Alma and Fred Short - sister to Joyce, Kevin, Dawn, Colleen and Elaine (now all deceased). She was only 9 years old when her father passed away leaving her mother to raise 6 little kids. Along came the welfare agency who decided the Short kids would be better off in care. Alma decided that she knew what was best for her kids - so she packed them up and moved to Sydney.

The family stayed in Sydney until the beginning of World War 2 when Alma packed the family up again and moved them back to the safety of Forbes. After the war she packed them up again and moved back to Sydney to better opportunities.

Shorty soon gained employment at Central Railway Station as a waitress.

She loved her job - but being the fiery red head she was - she refused to serve Germans so she was transferred by her bosses to Wynyard Railway Station. It was at Wynyard that she met the Edwards sisters from Molong who invited her to their country home for Christmas. This is how Shorty became a Molong Gal. Shorty never went back to Sydney - she gained employment with the Glasson family at Gamboola as a companion to Mrs Glasson.

"I loved very minute of it" she would often say to her family.

Saturday nights in Molong was dance night at the local School of Arts hall. One night across the smoke-filled room she spotted this handsome young man named 'Buster' Brown and they started to 'court'.

Buster's lifelong friend, Tom Dean still tells the story of the night Buster was stuck in Canowindra and couldn't make the dance. He arranged for Tom to take Ursil to the dance so she didn’t miss out. Very keenly, he accepted Buster’s offer and Tom danced the night away with Ursil, walked

her home, gave her a cuddle and went on his way. "This is what mates did in those days and I sure wasn’t going to hit on Buster’s partner. I valued my life." Eight months later in 1949 Ursil and Buster wed with Mr Glasson stepping into the role of 'father' to give Ursil away at the alter.

Shorty's life was kept busy - in 1950 the young couple's first son Ernest (Fred) was born. In 1952 along came Jeannie followed

by Diane in 1953, Stephen in 1956 and Shane in 1958. As you can imagine, having 5 kids under the age of 8 was a big job for a woman with washing, ironing, cooking, baking, mothering, cleaning. Family and friends would remark about the pride Shorty had in keeping her home. "Even with dirt floors" they would say "and mud walls, there was no dust on furniture in Shorty's home".

When Shane, the last of the tribe started school, Shorty gained casual employment at the Molong Hospital in the laundry with her mother-in-law Eleanor Brown. When Eleanor retired Shorty took on the laundry role. Matron then told her there was a vacancy in the kitchen as an assistant cook.

Shorty had to complete a course at TAFE for this position, which meant travelling to Orange. She took this in her stride and successfully completed the course while working and looking after the family.

Shorty soon became in charge of the domestic and kitchen staff at Molong Hospital - a remarkable achievement for women in those times - where she stayed for 21 years until her retirement in 1988 working alongside her good and longtime friend Dawn Lyons. Shorty is still remembered for her cooking and baking skills, cream puffs, trifles, bread and butter puddings and other old time favourites she could quickly whip up. It is said that "you were always guaranteed a good feed at the

Molong Hospital when Shorty was there.

In 1984 Shorty and Fred packed up their life-long memories of Thistle Street in Molong and moved into their newly purchased home at 86 Bank Street. Once retired, Shorty took on the full time role as Nan. Over the years, Shorty looked after each and every grandchild that came along and some still have scars as proof of staying at Nans. We still laugh about the time Shorty brought grandson Mitch to the hospital, screaming his head off with a massive split to his head. The staff were more worried about Shorty as she was so distressed. Mitch survived.

Shorty also lived for her football. In fact, she loved footy - rain, hail or shine Shorty and Aunty Ed would follow the Molong Bulls but you never sat near them either as they took it very seriously. She watched Hooli and the boys play and until the day she passed, her and Uncle Tom would watch the footy every Friday and Saturday night.

In March 2014, her tall dark handsome husband, Fred Brown, died by her side at home. He was the apple of her eye and the love of her life, as she was his. Life has been tough for the past 5 years without Fred, but not once did Shorty complain.

The Brown house has always had an open door policy loved by family, 14 grandchildren and 12 great-grandchildren.

Shorty loved visitors who would sit with her on the front verandah enjoying a cuppa - watching everybody go by - most who would also stop for a chat or stop and admire the beautiful roses growing at the front fence.

Country women like Shorty have made a difference in their families, communities and to those who have known them.

Let's hope our younger mums, today, will pick up the 'baton'.

Cabonne Council’s offices at Molong, Cudal and Canowindra will be closed from 3 pm Tuesday 24 December 2019 until Thursday 2 January 2020.

MOLONG GOLF Last Sunday had a great day of golf followed by a combined BBQ with the disc golfers at the end. The two golf sports combined well on our beautiful Molong Golf Club course. Thank you very much to Les for supplying a considerable amount of meat for the BBQ. Thank you also to Drew who gave the greens more body. Thanks very much Dave Campbell for keeping an eye on the golf course and club - I'm very sorry there's no mowing for you. Can't comment on the disc golf because I didn't play - golf is my game but the disc'rs look to be having a great time also.

Handicapping was quite harsh according to some of the players for the first time Jack has done this. One of the blokes complained about his new golf shoes - thongs! Bad news for the

Wow! What a huge day, following on from our massive Twilight Christmas event last night. We had an impressive turnout of 18 players, as well as several spectators and suporters for the 18 hole Red/ Blue layout. Some great shooting saw Erin Oates take out the Handicap Prize, beating her Handicap by 10 strokes (as well as taking out the birthday jam in a tight fought battle), with Sharon Costa regstering a handicap score of -6 in second place. Best Scratch score by a nonPDGA registered player went to Lennie Punch who (in only his 3rd round ever) shot an amazing score of 3 over par. Overall scratch results went to Kevin C with a new course record of -9 followed

by Chris L on -1, with Lennie's round putting him in 3rd place. Lots of people now have handicaps

handicapper as well - wasn't happy with his hat as well. Love the day - Marty was the winner with a nett score of 30. Great to see young George there. The Ghost Walker might be lost from one of his walks. Same again next Sunday. There will be a two person Ambrose draw for partners.

Two half hams and two chooks will be there for the winners and the runner-uppers. Thanks very much. Hope to see you there. If you're not 'we' will still have a good time. We'll probably be playing most Sundays - Rozzi and Paul (Molong Express) are taking a break so we will have to listen for 'word of mouth' until the Express returns on 16 January. Cudal return to winners circle, Country lone leaders

After three straight losses Cudal have returned to form with a big win over Lyndhurst, Canowindra flexed their muscle against All Stars and a tight finish at the REC saw Country end Magpies five game winning streak.

At Cudal the home team batted first and their top three batsmen Andrew Smith (82), Stve Fairley (51) and Luke Wood (32) got the team off to a great start. Despite a middle and lower order collapse the solid start allowed Cudal to post a very healthy total of 231. The only low light in the innings was an Adam Clunes duck the start of a horror day for him. Jason Nayler was the best of the Lyndhurst bowlers picking up a rare five for with 5 for 64.

Ash Clark with 2 for 26 also bowled well as usual. In reply Lydnhurst also got off to a positive start with opener Tim Ferson (53), Bob Mitchell(22) and Kirk Stanbridge(24) playing well. Two for 100 at the drinks break Lyndhurst were well in the game. However after drinks things fell apart when leg spinning captain Scott Barrett came onto to bowl and in seven overs took the game away from Lyndhurst taking five wickets for just 22 runs. The home team all out for 157 losing their last 8 wickets for just 57 runs! Adam Clunes like his batting offered nothing with the ball in hand with 0 for 14 off 2. Adam has been a train wreck this season and really should consider retirement as a viable option to save further embarrassment. Good to see Cudal back in the winners circle and consolidate their position in the top 5.

At Hunter Caldwell Canowindra won the toss and batted first. A brilliant batting effort by brothers Nick (136) and Brendan (98) Traves lay the platform for a massive total. S Austin added 48 and with the loss of only 4 wickets Canowindra scored 275 at the end of their 40 overs. A massive chase for All Stars. At the REC Country decided to bat first. It was a difficult wicket and batsmen struggled to cope with some uneven bounce. Openers John Mullhall and Brett Wykes got away to a slow start against some accurate bowling from Tim milne and Mitch Christie. When Pringle was run out by Brazier for the 15th time in the last 20 seasons Magpies looked gone.

Needing 18 runs from the last three overs Magpies tail couldn't produce the goods and they fell 7 runs short 9 for 139 after 40 overs. John Mullhall the pick of the Country bowlers with 2 for 17 from 6 overs, Nigel Brazier 1/17, Damien Hayes 1/29, Sean Clayton 2/22, Stu Brisbane 1/16 & Dan Toynton 1/34 all contributed to the victory.

Interestingly a solem Joe Clayton was spotted fielding in slips day dreaming about bowling in days gone by as he was once again overlooked by captain Brazier. Good win for Country who now go to the top of the table with only 4 rounds to go. Magpies will rue the close loss to the premiers in a match they should have won. The loss proving costly as drop from 3rd to 4th on the ladder.
