'Drinks at Dusk' wins competition

The familiar country landscape (right) won the praise of the judges of the 2020 'Central West is Best' Photography Competition.

Described as a 'picturesque, farmland scene' - 'Drinks At Dusk' by Kaitlyn Rutledge of Woodstock, won the Junior Section competition.

An initiative of Regional Development Australia Central West this year's competition attracted over 150 entries from budding, professional and social media photographers including two junior prize winners from Molong.

Jenny Coleman OAM

Congratulations to former Molong resident, Jenny Coleman OAM who received recognition for her outstanding contribution to the lives of others in this year's Queen's Birthday awards.

"Jen moved to a property out of Molong when she married in 1974" said Elly Haynes who interviewed Jenny about her award. "She and her family lived on the property for 20 years before moving to Orange."

"In those 20 years Jenny was a driver and motivator and gatherer of people in the Molong community. Her friends describe her as 'the most non judgmental and inclusive person they know' said Elly.

Sensory Garden at Cumnock Crossroads The Cumnock Progress Review reports that Cumnock & District Progress Association has applied for a small grant to build a sensory garden in the Cross Roads Park area.

It will become an area filled with herbs, pollinating plants and little homes for bees, insects and birds. It will become be an interactive space for children and adults to enjoy.

Community gardens are very popular at the moment and it will become a space for children to interact and learn about the importance of these little critters and birds in a garden and community system. A fairy garden/sensory/ learning space will be incorporated into one space and community will be involved in what to contribute.

Children and community members can also build the homes for the bees, insects and birds so an ownership of the area comes into play as well.

Dixons Long Point

Andrew Gee reports that good progress is being made on the new road and crossing at Dixons Long Point. (See Andrews column page 9) While COVID-19 has slowed the work a little, stage one remains on track for completion this October.

Road alignment options are being reviewed and concept designs for the bridge and approaches are now being worked on.

Community consultation is expected to commence soon.

Council elections

Last Friday NSW State Labor called for Local Government Minister Shelley Hancock to tell communities across NSW when council elections will be held.

In March Ms Hancock said that council elections scheduled for September this year would be postponed because of concerns about COVID-19.

But more than two months later Ms Hancock is yet to formally postpone the elections, or set a date for them to be rescheduled on.

Labor Shadow Minister for Local Government Greg Warren said regardless of what side of politics people stood on, everyone needed certainty about when elections would be held.

“When will people get to vote on their local councils?

Will it be this year, next year, will the elections go ahead as planned in September? Shelley Hancock must give people across NSW some certainty and pick a date.

“Candidates don’t decide to run a day before polling booths open and elections aren’t planned the night before. Holding elections takes months of planning.

We are not sure that Labor has read the original Government announcement in March: “The NSW Government has made the regrettable decision to postpone the September local government elections for 12 months in the face of the COVID-19 pandemic.”

“This decision provides certainty for local councils, communities and election candidates.”

Fred Hollows Foundation thanks Molong The Fred Hollows Foundation is thanking the Molong region for their continued generosity and support during a difficult year.

In the past year, more than 15 people from the Molong region have become regular supporters of The Foundation.

Cabonne to receive $1.3m roads funding boost Calare MP and Minister for Decentralisation and Regional Education Andrew Gee announced late last month that Cabonne Council is set to receive $1,293,770 in funding under the Federal Local Road and Community Infrastructure Program.

The investment will support local jobs and businesses and boost local economies struggling under the effects of COVID-19.

Mr Gee, said the package included the establishment of a new $500 million Local Road and Community Infrastructure Program and the bringing forward of the 2020-21 Financial Assistance Grant payment.

The new programme is based on the successful Roads to Recovery programme and will enable local councils to deliver priority projects with a focus on upgrades and maintenance to local roads and community infrastructure.

Mr Gee said more than $8.8 million in funding will go to accelerating local infrastructure projects which will support jobs and the local economy in the Central West.

“Not only will this package support jobs and economic activity across the Cabonne Council area, it will improve our local roads and provide for new and upgraded community infrastructure, which is a great investment.

“I will be working closely with Council to make sure projects get underway to help support local employment and businesses as soon as possible.

“A broad range of community infrastructure projects will be eligible, including new or upgraded bicycle and walking paths, community facilities, and picnic shelters and barbeque facilities at parks which will provide significant enhancement to our region,” said Mr Gee.

Jenny Coleman OAM From Page 1: Q. What did you think when you received the email (announcing your award)?

A. I thought it was a police driving infringement! Then a friend read it and made me aware of what it really was ... that I was going to be awarded an Order of Australia. I still think it’s surreal.

Q. Do you have any idea what was written about you?

A. No I haven’t had access to it but I know the people who nominated me and the ones who were my referees and they know me well and know what I have been involved with in the community.

Q. You have received this Award because of your work in community mental health. What does this award mean to you?

A. It means a lot. Not for me, but for the progress in mental health.

When I was first diagnosed with Bipolar, I didn’t even know what a mental illness was.

They may as well have shot me because I really felt there was no avenue for ordinary life to go ahead. I felt like I was at the bottom of the food chain.

The worst thing for people with mental illness is isolation and without support people deteriorate and lose confidence.

There are so many types of mental illnesses and so many reasons why people slide into mental illness.

I was lucky because I had good medical advice and a group of people who came on the ride with me. As I became well again, my confidence grew but very early on in my recovery I became aware that I was privileged to have had that support and I believe it is essential to getting well. I discovered that there were many people with mental illness who didn’t have that support.

Q. Tell me about your volunteering role with CAG, and the O'Brien Centre A. I joined CAG (Consumer Advisory Group) as a volunteer and Rotary Daybreak gave us a cement mixer and we made concrete furniture at the O’Brien Centre in the grounds of Bloomfield Hospital - as a fund raiser for the group.

That was the beginning and that was 20 years

ago. The O’Brien Centre is unique. There is nowhere else in Western NSW - maybe even NSW - where mental health consumers and their Carers, friends and family can meet and socialise in a non judgemental environment. It’s about art and gardening and music and computers and eating and being together. Oh! .... and a sense of humour.

Mental illness can be such a serious thing but there can also be very funny moments and it helps if you can keep your sense of humour and your sense of the ridiculous.

The Centre offers a way people can be with other people but don’t have to chat unless they want to. An example of that is a consumer who came to the Centre every week for a year, sat in the same chair and didn’t talk to anyone - not even to respond when we greeted him. One day he just got up and joined in and he went on to hold an official position in CAG. I have seen so many people come to the Centre, initially fragile and with no confidence, to move forward and get a job and become part of society again.

Q: As a consumer consultant - how many people do you see each week?

A: Initially, as a consumer consultant, I would see perhaps 2 or 3 people a week and I didn’t think that was enough. Now I see between 40 and 60 people a week and Western Health are planning to build a purpose-built Centre behind the cricket ground on the Bloomfield Campus.

This will replace the current O’Brien Centre.

As a group, I feel we have paved the way for what we know is important and works, and that is to have a safe place to go.

I want people to hear that if they are feeling “out of themself” or that there is “something” wrong, go to your GP as the first step and whatever you do, ask for help.

Rural communities, health colleagues and others across Australia are being encouraged to nominate a rural doctor who has gone ‘above and beyond’ the call in providing medical care to their community – or contributed significantly to the rural health sector in other ways.

The recipient of the Award will be formally announced at the gala awards dinner of the Rural Medicine Australia 2020 conference, to be

held (COVID restrictions pending) in the NSW Hunter Valley in October.

"Rural doctors are the backbone of many healthcare services in the bush, across both primary and hospital settings” RDAA President, Dr John Hall, said.

"Our annual award aims to recognise a doctor who has gone above and beyond the call in serving their community, advancing the provision of rural healthcare more broadly, or advancing the profession of rural healthcare.

"In many towns, Rural Generalist doctors and rural GPs provide day-to-day care through their local general practice. “But many also provide services at their local hospital, in an enormous range of fields including emergency care, obstetric care, anaesthetics, surgery, palliative care and geriatric care. "Other advanced skills they bring to their communities include paediatric care, advanced mental healthcare and Indigenous healthcare.

"Rural Doctor of the Year Award recognises the rural doctors who have made a significant impact in their communities, whether it be over a short time or spanning their whole career."Many have devoted much of their free time to represent the rural health sector at the highest levels of government, to fight for better access to healthcare for rural patients and to keep rural hospitals open.

Fire

The use of fire in Australia has always had a central place in the Australian imagination, but this was further embedded after the horrific fires in Victoria in February 2009. The (loss of 173 lives, with 414 people injured, 2,029 house~ destroyed, and $1.5 billion in lost property turned the country’s attention to the role that fire plays in the nationai psyche. We are terrified of fire.

But it wasn’t always like this.

Here we extract from Bruce Pascoe’s celebrated book “Dark Emu” how Aboriginal people used, and controlled fire. Continued next week in the Express.

The use of fire in Australia has always had a central place it the Australian imagination, but this was further embeddec after the horrific fires in Victoria in February 2009. We are terrified of fire.

But it wasn’t always like this.

Palynologists such as Singh and Kershaw have evidence which they suggest supports the fact that Aboriginal Australians began using fire as a tool over 120,000 years ago - even though most archaeologists believe human occupation of the continent occurred no earlier than 60,000 years ago.

Tim Flannery, in his book The Future Eaters, suggested that the Aboriginal use of fire contributed to the extinction of Australian megafauna 40,000 years ago. Jim Kohen, from the School of Biological Sciences at Macquarie University, points to the fact that megafauna survived in some areas into the Holocene, which began 12,000 years ago. He suggests that the use of fire by Aborigines caused gradual change to vegetation zones, and that these changes are reflected in tool technology.

As grasslands developed and the megafauna gradually disappeared, Aboriginal food production shifted from hunting big game to smaller game, and to an increased reliance on grains and tubers.

Kohen suggests that spear-point technology changed dramatically about 2,000 years ago in order to hunt smaller game, including fish and possums. Increasing reliance on grains and tubers initiated tool innovations, including the juan knives, which Gregory saw being used to harvest grain. The increase in the production of adzes for sharpening wooden instruments such as digging sticks indicates a shift towards the more intensive cultivation of the yam daisy.

As mentioned earlier, some researchers believe that the so-called intensification period began much earlier in

Australia. Innovative thinking and investigation into the land use of Aboriginal people has begun by researchers such as Rupert Gerritsen, Bill Gammage, Beth Gott, Jeanette Hope, Harry Allen, John Blay, Tim Allen, and others, and their work will challenge almost everything scientists have so far assumed about Australian precolonial history.

Early anthropologists and historians assumed that the continuous firing of the bush was a simple method 0f providing green pick to attract game. However, recent investigations, such as those above, and a review of explore observations show a much more complex operation.

Bushfire disasters, such as the Black Saturday fires in Victoria, generally centre on the wet sclerophyll mountain ash forests, but tree-core analysis indicates that wild fire in these forests were largely unknown before the arrival of Europeans. The means of management of these forests

by Aboriginal people is not clear, but first-hand account of settlers and explorers indicate that a mosaic pattern of low-level burns was the method employed. The better soils were used for production, while the inferior soils were left for forest.

The areas around these forests seem to have been in a continuous state of management. Almost all early European visitors to Australia remarked on the frequency of small-scale burning. Gott quotes Thomas Mitchell on the subject: [Where a man might gallop whole miles without impediment and see whole miles before him ... the omission of the annual periodic burn by natives of the grass and young saplings has already produced in the open forest lands nearest to Sydney thick forests of young trees ... Kangaroos are no longer to be seen there, the grass is choked by underwood; neither are there natives to burn the grass, nor is fire longer desirable among the fences of the settlers.]

burns in the Australian landscape today: farm fences.

Fencing is expensive, as are the outbuildings for stock, hay, and equipment, not to mention private housing, and power and irrigation lines.

Governor Phillip observed in 1789 that the forest trees grew at least twenty to forty feet from each other and that there was very little undergrowth. As early as 1827, Peter Cunningham described the countryside of Parramatta and Liverpool as lightly timbered and so clear of undergrowth that you could ride a gig in any direction without hindrance. The first European settlers were reminded of the manicured parks of England.

Within years of Aboriginal people being prevented from operating their traditional fire regimes, the countryside was overwhelmed by understorey species. Old settler families of north-east Gippsland have told me that when their forefathers were shown the country by Aboriginal people in the 1840s, all the plains were clean and well grassed, including the narrow river valleys. Looking at those valleys today, it is almost inconceivable, and modern, long-term farmers of the district are incredulous when they are told what their farms used to look like.

Norman Wakefield, an Australian palaeontologist and botanist, recorded the memories of one of the old-timers, JC Rogers: [I t had been the accepted thing to burn the bush, to provide a new growth of shorter sweet feed for cattle ...

The practice was to burn the country as often as possible ... in the hottest and driest weather in January and February, so that the fire would be as hot as possible, and thus make a clean burn [but] the long followed practice ... resulted in a great increase of scrub in all the timbered areas ... The fires forced the trees to seed and coppice, and in time an almost impenetrable forest arose.

Changing the timing and intensity of fires radically changed the nature of the country, so that what had been productive agricultural land became scrub within a decade.

Kohen summarises this situation: While Aboriginal people used fire as a tool for increasing the productivity of their environment, Europeans saw fire as a threat. Without regular low intensity burning, leaf litter accumulates, and crown fires can result, destroying everything in their path.

European settlers feared fire, for it could destroy their houses, their crops and it could destroy them. Yet the environment which was so attractive to them was created by fire.

Rhys Jones is even more emphatic What do we want to conserve, the environment as it was in 1788, or do we yearn for an environment without man, as it might have been 30,000 or more years ago? If the former, then we must do what the Aborigines did and burn at regular intervals under controlled conditions.

Aboriginal people also had to protect housing, sacred sites, water courses, and the lands of neighbouring clans, but they were much more flexible in their planning.

The crucial difference between the use of fire prior to the colonial period and since is the intensity of fire and available fuel loads.

The Aboriginal approach to fire worked on five principles. One, the majority of the agricultural lands were fired on a rotating mosaic, which controlled intensity, and allowed plants and animals to survive in refuges.

Two, the time of the year when fires were lit depended on the type of country to be burnt and the condition of the bush at the time. Three, the prevailing weather was crucial to the timing of the burn. Four, neighbouring clans were advised of all fire activity. Latest News from SPAR Aaron has returned! SPAR Molong management, team members and customers are very happy to see the return of one of their favourite people, Aaron Whiley.

Aaron (photographed right with Viv Sharpless, Nicole Gosper (Manager) and Collette Middleton) now holds the position of Assistant Manager at SPAR Molong.

“I started work in the original supermarket as a 12 year old casual working after school, weekends and school holidays” said Aaron. “I became the Manager when I turned 17 and after I had left school. It was my first job and I was grateful for both the job and the training I received from Peter, Pat, Di and Ann-Marie and other experienced supermarket team members.”

This fantastic learning opportunity provided the opportunity for the retail/ supermarket trained born and bred Molong ‘son’ - who then went on to a position as a supermarket Manager with Woolworths. “This is the third time I’ve returned ‘home’ to SPAR” said Aaron - who the Molong community has welcomed back with open arms. “He is a great worker and easy to get on with” said Nicole Gosper. All agreed ... “he’s a great bloke and a good friend to all of us” said long-time employee Viv. Sharpless.

Five days a week, team members of RRT arrived at SPAR to collect grocery orders for delivery to very grateful customers.

REFORMS TO FOREIGN INVESTMENT IN AUSTRALIA The Australian Government has been working to improve scrutiny and transparency around foreign ownership of agricultural land and agribusinesses. We have acted to ensure that foreign investors can only acquire agricultural land where there has been an open and transparent sale process.

Further, on 30 March 2020, in response to the impacts of the COVID-19 outbreak, all monetary thresholds for agricultural land purchases by foreign investors were temporarily reduced to $0.

The Government is now acting to implement new, additional reforms relating to national security.

These reforms further ensure our foreign investment regime is able to respond to emerging risks and global developments.

They will mean that Australia can continue to benefit from foreign investment while safeguarding our national interest.

Key elements of the reform package include: A new national security test for foreign investors who will be required to seek approval to start or acquire a direct

interest in a ‘sensitive national security business’ – regardless of the value of the investment.

A time-bound ‘call in’ power enabling the Treasurer to review acquisitions that raise national security risks outside of proposed acquisitions relating to a ‘sensitive national security business’.

A national security last resort power that provides the ability to impose or vary conditions and in extraordinary circumstances order disposal on national security grounds.

Stronger and more flexible enforcement options including the expansion of infringement notices and higher civil and criminal penalties; and Measures to streamline approval for passive investors and investments into non-sensitive businesses.

The Government will release draft legislation for a six week consultation period in July 2020 and legislation will be introduced to parliament for passage prior to commencement on 1 January 2021.

DIXONS LONG POINT UPDATE Good progress is being made on the new road and crossing at Dixons Long Point.

While COVID-19 has slowed the work a little, stage one remains on track for completion this October.

All fieldwork investigations on site have now been concluded.

The work team is now completing site finding reports such as the Preliminary Environmental Assessment and Road Safety Audit.

Road alignment options are being reviewed and concept designs for the bridge and approaches are now being worked on.

Community consultation is expected to commence soon.

CSU AND THE FUNDING GUARANTEE FOR UNIVERSITIES EXTERNAL AUDIT NEEDED The Australian Government has given the university sector an $18 billion relief package which includes locking in domestic student course funding at current levels no matter how much student numbers drop.

It’s designed to help provide funding certainty in an uncertain time.

The greater the enrolment drop this year, the greater the funding guarantee benefit for each university, including Charles Sturt University.

This very valuable guarantee has already been warmly welcomed by CSU as it receives over $200 million a year in payments from the taxpayer.

CSU’s student numbers could theoretically drop to zero in 2020 and it would still receive that same, locked-in funding of over $200 million.

The total funding guarantee benefit for each university (including CSU) won’t be known until the drop in student numbers becomes clearer as the year progresses.

Our regional universities are vital to the future of country Australia and that’s why initiatives like the Australian Government's funding guarantee are so important.

I'm very keen to see the continued community uncertainty over CSU's financial position and potential job losses brought to a close.

I believe an independent external audit is required, so that the community knows exactly where CSU stands.

CTLX Sheep 10 June

It was another very good quality yarding with good numbers of heavy weight lambs along with only fair numbers of trade weights. There were very limited numbers of lambs to suit the restockers and only a couple of pens of trade weight Merino lambs. A full field of buyers were in attendance and operating.

Light weight lambs to the processors were $3 to $7 cheaper with the 12kg to 18kg 2 scores selling from $130 to $158/head. Trade lambs were firm to $6 cheaper compared to the very strong market of the previous sale. The 18kg to 23kg lambs sold from $160 to $238/head to average from 920c to 995c/kg cwt. Heavy weight lambs were firm to $3 dearer with the over 24kg 4 scores selling from $225 to $285/head. Trade weight Merino lambs were firm selling from $144 to $190/head. Lambs to the restockers were dearer selling from $106 to $188/head. Hoggets sold to $228/head.

It was a good quality yarding of mutton where most grades sold at similar rates to the previous sale. Merino ewes sold from $120 to $235 while crossbred ewes sold from $130 to $260/head.

White Dorper ewes sold to $240 and Merino wethers sold to $252/head. Carcase prices for the better sheep ranged from 690c to 745c/kg cwt.

CTLX Cattle 9 June

It was a good quality yarding with good numbers of well finished vealers and yearlings along with some good pens of ideal feeders.

Cows were well supplied and there were a few pens of well finished grown steers and heifers.

A full field of buyers were in attendance and operating along with some additional restocker orders.

Young cattle to the trade were around firm with prime vealers selling to 403c, while the prime steer yearlings sold from 380c to 400c/kg. The prime grown heifers sold from 360c to 398c/ kg. Feeder cattle were 3c to 7c/kg dearer. The feeder steers sold from 380c to 434c, while the feeder heifers sold from 350c to 398c/kg. Young cattle to the restockers were up to 20c dearer, with the young steers selling from 400c to 535c/ kg. Young restocker heifers sold from 347c to 448c/kg.

Grown steers were 5c dearer while the grown heifers were firm. Prime grown steers sold from 340c to 370c, while the prime grown heifers sold from 304c to 380c/kg. Cows were 2c to 4c dearer with the medium weights selling from 240c to 282c to the processors, and 316c/kg to the restockers. Prime heavy weight cows sold from 265c to 297c to average 286c/kg. Bulls sold to 318c/kg.
