Manildra Rhinos start the season with a win

Manildra residents love their footy and their Rugby League teams - the mighty Manildra Rhinos 1st Grade side, Youth League and Rhinettes Tag team.

Last weekend, the mighty Manildra Rhinos played on their home ground, the fantastic Jack Huxley Oval.

They won convincingly 42 against visiting Cargo Blue Heelers 18.

Cabonne General Manager appointed

Cabonne Council last Tuesday confirmed Bradley Byrnes (right) as the Shire’s new General Manager.

Brad comes to Cabonne’s top job from the Parkes Shire Council where he held the position of Chief Operating Officer in what is repected as one of the most dynamic and innovative councils in rural NSW. Replacing former GM, Stephen Harding (who retired last year) - Bradley brings 31 years’ experience in the public sector which includes the past 20 years in senior management positions.

As Chief Operating Officer at Parkes Shire Council - Brad was a member of the executive team and a key player in establishing that council’s strategic direction.

Cabonne Council’s Mayor, Kevin Beatty, said “Brad was appointed after an extensive recruitment and selection process. Council is

excited about the contribution he will make to Cabonne’s future.”

Commencing next week on 15 April - Brad is looking forward to working with the communities of Cabonne Country.

Euchareena Rd truck capsize prompts wider concerns

Cabonne is one of 60 regional councils eligible to receive $1 million under the Commonwealth Government’s Drought Communities Program.

Prime Minister Scott Morrison, in Bathurst for the Bathurst 1000 race last Saturday travelled to Blayney to announce applications for the Program are open.

The $75 million project is designed to support businesses which are feeling the impact of farmers having to spend so much of their finances on feed.

“Pop into Blayney and other parts of the Central West and get to enjoy what this wonderful part of Australia has to offer,” Mr Morrison said.

“The government can’t make it rain, but what we can do is invest and bring forward investment in projects and services and other things that keep the money churning around in the towns.

“It keeps the hairdresser open, the mechanic open,

With Molong being a close and caring 'extended family' we have the opportunity to personally hold out a warn hand to farming friends/neighbours. A visit (perhaps take a homemade cake, casserole or a small handmade gift - sit with a cuppa, or a beer and ask R.U.OK. Keep in touch via phone, email or visits. Could there be a more caring gift than that of 'time'?

Whilst there is so much going on at the moment with drought relief projects and programs - the strength of our small communities is to do what we have always done in these times. Stay close, talk, offer a warm hand and show that we care about each other.

Last Friday one of the Euchareena Rd Waste Processing trucks from Orange turned over going around the bend at the top of the hill opposite the Golf Course. Nothing really spectacular, the driver was fortunately unhurt. The waste trucks are tall and top heavy.

The incident however prompted farmers and residents along the route to again express concerns about safety and adequacy of the route to what has always been considered an inappropriate site for a waste dump.

Hopefully a review of the incident will look at the condition of the road including its width and lead to corner improvements.

Meanwhile Orange City Council have applied to make changes to the strict conditions imposed in 2012 by Planning NSW on the use of the site.

While in the main they reflect current conditions - submissions to Planning NSW have been made reminding both Planning NSW and Orange City Council that there is no justification for changing any condition that was imposed to

manage risks to the Apiary industry.

The Council was reminded that it should not be assumed that there are no bees within 5 kms of the site.

While the address of an apiarist’s registered business may be located outside the 5km zone, this has no correlation to where hives are located. A substantial number of hives continue to be consistently located in close proximity to the Euchareena site because of the natural attributes of the locality.

Fires on the site have also caused concern. At a fire in January this year it was necessary to source water off site - the Boomey Fire Brigade truck sourced water from the Molong Creek which was used to help extinguish the fire.

Whether this was necessary, or not, is unclear and submissions have called for Orange City Council to meet with members of the local fire brigades (Boomey and Molong and possibly Canobolas Zone) to ensure these matters are more appropriately coordinated and can be responded to far more efficiently than the January incident.

"My daughter will be delivering the donated food to the O'Brien's this weekend. Anything at all will help - flour, pasta, rice, cleaning products, toilet paper, tissues and personal hygiene products, dog food etc. etc. food for the boys etc.

related activities. This gives councils the flexibility to choose projects that will have the biggest impact in their community.

Projects are expected to lead to the employment of locals, contribute to the economic activity of communities and to the retention of businesses, services and facilities and use local resources, businesses and suppliers.

Eligible activities can include repairs, maintenance, upgrading or building new community facilities and fitout of community spaces; employing local contractors to undertake repairs and maintenance; holding events and undertaking other drought relief activities.

Cabonne Council has now received grant application guidelines and, in consultation with the community, including associations, sporting clubs and community groups will co-ordinate grant applications.

The Express has joined with the Molong Yarn Market, Molong Rotary and the CWA to look at ways to help local farming families through the drought.

With the lack of water for home/family use being a critical problem - the Express has approached Cabonne Council to ask if the showers at the Rec. kiosk may be accessed by local farming families. This is the sort of helpful initiative which could be duplicated throughout the villages and towns of Cabonne.

The CWA has a project in place to help orphaned lambs survive. 'Woolly Jumpers for Lambs' is a colourful project which knitters (women, men and families) can contribute to.

Most local knitters have odd bits of wool that could be used to make a jumper or two for lambs challenged by the cold, loss of mum, and the drought.

The minimum grant amount per application is $25,000 and applications can include multiple unrelated activities up to the total funding amount of $1 million.

The Government has stated that the program will provide an initial 60 Councils with up to $1 million each to support regional communities through the drought.

This funding is intended to provide immediate shortterm support to communities facing hardship arising from drought. It will fund projects that provide local employment, keep money flowing through local shops and suppliers and support drought-relief activities.

The guidelines have been broadened to allow for a range of additional drought-relief activities to be funded, including drought relief events and other drought relief

WITH ONLY a handful of serious incidents, NSW Police have been able to praise most racegoers for their behaviour over the Bathurst 1000 event.

Operation Hoist targeted anti-social behaviour and ensuring the safety of competitors, officials and more than 200,000 racegoers.

Acting Western Region Commander, Assistant Commissioner Greg Moore said police were pleased with the overall crowd behaviour.

“The event is becoming more family-friendly each year, and it is great to see such a positive change in behaviour around the mountain,” he said.

“NSW Police have and will continue to work closely with Supercars to not only ensure the event is safe, but it is enjoyable for everyone who attends.”

In one of several incidents, police arrested a 36-year-old man at about 10.30am on Sunday after he allegedly yelled offensive language at a politician.

Dubbo

THE NSW Government has committed $1.2 million to a business case for a new regulator, which will allow better management of water on the Macquarie River.

Minister for Regional Water Niall Blair visited Gin Gin weir recently and said the project will form part of a future water strategy for the Macquarie, which will identify infrastructure and policy solutions for water use in the region.

“Water is fundamental to life in our regions and as we are currently seeing, water security in the Macquarie is vulnerable in times of drought,” Mr Blair said.

Member for Dubbo, Troy Grant said previous studies have shown that a mid-system water storage located in the vicinity of Gin Gin weir, and between Narromine and Warren, could provide the flexibility the river operators need to limit the water lost through evaporation and increase the capacity of the Macquarie River to deliver water needed for both productive and environmental purposes.

“The purpose of any new regulator will be to create consistency of water supply for agriculture and other industries during both wet and dry periods and to improve water efficiency throughout the Macquarie system,” Mr Grant said.

A river regulator is a barrage constructed across a river to raise its level and control its flow.

WaterNSW will develop the business case for this project, which will explore the engineering feasibility, environmental considerations and costs of the proposed storage.

Nationals candidate for Dubbo, Dugald Saunders said he was pleased to see the Government focusing on the future of water security for the regions.

Mudgee

SCULPTURES in the Garden, was held at Rosby winery in Mudgee over the weekend with over 3,500 people attending, an increase of one thousand people from last year.

Special guest and revered patron of Australian art, Wendy Whiteley opened the exhibition, which showcased the largest ever collection of works for the event.

With three major acquisition prizes up for grabs, winners included; Hui Selwood from Hill End who took out the major $25,000 Sculptures in the Garden and Mid-Western Regional Council prize with his work, ‘Pentad’.

Matt Hill from Melbourne who won the $10,000 Friends of Sculptures in the Garden prize for his work ‘Jack Thompson (Cleo Centrefold circa 1973)’ and Richard Nagel, a Mudgee local was awarded the $5,000 Moolarben prize for his work, ‘Flame Within’.

These acquired works will be included in Mudgee’s sculpture walk in Lawson Park joining the 14 sculptures already featured.

Forbes

LAST week Forbes received it’s best rain since November last year but not enough to break the drought after months of below average rainfall.

The 24 hour period up until 9am on Friday was Forbes’ wettest day (26mm) so far this year, but total falls are still well below the same time last year.

According to the Bureau of Meteorology Forbes has received 154.8mm between January and now, compared with 298.2mm in the same period last year.

Forbes’ October’s rainfall stands at 31.6mm and with further rain forecast, farmers are hopeful of reaching the long term average for the month of 39mm.

Last week’s rain was more than September (6.8), August 912.2) and July (0.8) combined.

New General Manager (from P.1) Brad Byrnes considers his relationship building with the community as his most notable achievement in his 10 years at Parkes Council.

“I believe that to be leaders in Local Government it is important not to sit in your office and wait for the community to come to you,” he said.

“I get great satisfaction in going out to communities and working with them in a more personal way. I like working to identify opportunities and solve problems to help communities achieve the projects they feel are important for their towns.

“I’ve never been one to walk away from an issue regardless of how

challenging that issue is.”

"Staff safety, workplace change and economic development were other key areas he will focus on.

“With Cabonne being the ‘Food Bowl of Australia’ it is ideally placed to leverage off its agricultural base and increase farmers’ access to markets and more importantly their share of the benefits,” he said.

Mr Byrnes has an extensive track record of implementing workplace change to a continuous improvement culture.

“Councils should always be looking to provide services and manage the community’s assets in the most effective and productive way,” he said.

by Rozzi Smith When Behavioural Scientist Allan Parker came to Molong recently, via The Land Newspaper sponsorship, he introduced new ways to work together to those who attended the 'Next Crop' Forum.

It's about teamwork ... and 'consideration' of new ways of working together by communicating better, considering each other's views, thoughts, ideas in a more solid way. Whilst some will probably say that they have heard it all before - a lateral thinker will say 'let's give it a go'.

Removing traditional walls, barriers and closed minds of "we've tried it all before and it didn't work" - behavioural science supports the concept of "let's open our minds" and "look through new eyes and with new minds" at what we do, how we relate to each other, work with each other, and team with each other in a new way.

Now that the new General Manager of Cabonne Council is days away from starting his new role - let's consider that he is one man taking on a huge task - to help us in Cabonne Country. His success, Council's success, our success, Cabonne Country's success will rely

on positive teamwork.

So, how about we do things different in Cabonne Country and think about what we learnt from Allan Parker?

Gov’t aided and abetted activist terrorism - Donato

Shooters Fishers and Farmers’ Member for Orange Philip Donato MP today, 9th April 2019, said the National Liberal Government have aided and abetted the ongoing and growing terrorising of farmers from activist’s incursion on their private property when the Berejiklian Barilaro Government failed to support the Shooters Fishers and Farmers’ Animal Protection and Crimes Legislation Amendment (Reporting Animal Cruelty and Protection of Animal Enterprises) Bill 2018.

“Currently, a convicted sex offender has more rights to privacy and protection than our farmers do, which is ludicrous”, Mr Donato said.

“The maximum penalty which can be imposed upon the activists who trespass onto farmer’s private property is a maximum of 5 penalty units, equating to just $550.

“This National Liberal Government have aided and abetted the ongoing and growing animal rights’ activist’s criminal incursion of farmers’ privately owned property when the Government

failed to support Shooters Fishers and Farmers Party Leader Robert Borsak’s right to farm bill, which he introduced to NSW Parliament in March 2019.

“In fact, Robert Borsak brought this to the Government’s attention in a Notice of Motion on 14th September 2017. This National Liberal Government certainly has a lot to answer for in their failure to respond to an issue we raised two years ago.

“Our bill would amend the Crimes Act 1900 to criminalise activist terrorism, ensuring lawful farming are protected from intentional acts of interference including threats, vandalism, damage to property, trespass, harassment and intimidation against farmers and those working in the farming sector.”

“The penalty should include a maximum of imprisonment, not a $550 slap on the wrist fine which the Government were content to keep as a maximum penalty, which we’ve witnessed to be no deterrent at all.” Said Mr Donato.

It was a Princess and Prince party for little Molong “Princess” Alice Barnard when she celebrated her birthday last Sunday at the Molong RSL Club.

Last year’s birthday was not as happy due to a car accident on the outskirts of Molong which left Alice, her brother Robert, mother Juarna and grandmother Sheryn (Partington) recovering in Westmead Hospital from serious injuries.

This year princesses, princes, cinderellas, alice in wonderland, fairies and ballerinas helped Alice celebrate her dream birthday party.

A former resident of Manildra, Janet was one of 9 children born to Annie and George Gosper.

Lunch and a walk in Molong

These lovely ladies from Orange chose Molong and the Freemasons Hotel for their weekly luncheon last week - followed by a walk along the Bank Street shops on what was a lovely Autumn day. Accompanied by volunteer, Jenny Hubbard, the ladies have become friends through a great program organised by the Orange City Council.

Tiffany, Grant and the Freemasons team enjoyed looking after the ladies offering warm Molong hospitality. “We’ll be back” said the ladies.

The trouble with Big W: don’t blame online for killing discount department stores

After weeks of speculation, Woolworths has confirmed it will close 30 of its Big W stores in Australia, as well as two distribution centres. This represents about 16% of its 183-strong network.

The obvious culprit, and the one identified by many analysts, is online shopping.

As one industry analyst explained: “The physical department store footprint is likely to continue to shrink as online sales penetration increases further.”

Online shopping is certainly a factor, but it is not the primary reason for Big W’s troubles.

Though online shopping in the department and variety stores category is growing fast (by 29.6% in 2018 according to the NAB Online Retail Sales Index, the total amount of money spent online

by Australian shoppers – A$28.8 billion – is still only about about 9% of what is spent in traditional bricks-and-mortar stores.

More important to Big W’s woes is the growth of the so-called category killers, which are disrupting the entire discount department store business model. It a threat to which Big W has failed to respond with the same agility of rival Kmart.

Departed departments If you’re old enough you may remember getting your wall paint mixed in the Big W hardware department, or buying car accessories from its automotive department. There was also a large “sight and sound” department filled with televisions, sound systems, videos and CDs. Discount department stores truly lived up to the idea of a variety store.

But the profitability of all these market segments for department stores has been eroded by the growth of “category killers” – retailers specialising in the same product categories.

Examples include Office Works for office supplies, Rebel for sports equipment, JB Hi-Fi for audiovisual, Super Cheap Auto for car parts, and Bunnings for hardware. All have taken market share from the discounters. These stores compete on price and have superior range, and shoppers trust the expertise of staff working in a specialist shop.

Speed of change The popularity of category killers

explains in large part the stagnant sales and talk of store closures throughout the department store segment.

Harris Scarfe and Best and Less are reportedly struggling. The Reject Shop’s net profit for the first half fell from an expected A$17 million to less than A$11 million.

David Jones’ half-year profit fell 39% to A$36 million. Myer reported a 2.8% drop in total sales for the same time frame.

Wesfarmers expects earnings from its department store brands Kmart and Target to fall about 8% this financial year. Eight Target stores closed during the first half of the financial year, with another six closures expected by the end of June.

Cutting losses Kmart is considered Australia’s discount department store “darling”. A decade ago it was on life support. Under the direction of chief executive Guy Russo it doubled it profits by 2015.

A key to the turnaround was recognition it needed to quickly reduce or exit categories it could not compete in, such as hardware, automotive, fishing, consumer electronics and sporting goods.

It has turned to homeware, soft furnishings, manchester and kitchenware.

There appears no such swiftness in Big W’s moves.

Big W’s chief executive from January to November 2016, Sally MacDonald, reportedly wanted to closes stores and make other major changes but was thwarted by the board of Woolworths Group, owner of Big W. Such differences in strategic vision explain why MacDonald left the role within the year.

This process of “right-sizing” therefore seems long overdue. To what extent it makes Woolworths a sustainable business, however, will depend on future response to changing circumstances.

What is certain is that discount department stores aren’t what they used to be; and if they want to be around in future, they probably can’t be what they are now.

Lamb numbers increased with agents yarding 5500 Sheep numbers decreased with agents yarding 2490 It was a reasonably good quality yarded with some top pens of heavey lambs, along with a good selection of trade weights. There was only a fair numbers to suit the restocker. It was a good quality of mutton yarded.

Light weight lambs to the processors were $6 dearer, while trade lambs were $1 to $3 dearer, lambs to restockers were $6 to $9 dearer, and heavy lambs were $8 dearer. Mutton were $7 to $9 dearer.

Numbers increased with agents yarding 3640. Again cows made up 40% of the yarding and quality was mixed, there was several good runs of yearlings, grown steers and heifers.

Weaners to the restocker sold to 306c, heifers made up to 250c, heavey butcher vealers 284c to 300c/kg. Feeder steers were firm with secondary cattle easing by 6c, feeder heifers were firm. Cows were firm to 5c easier.

MOLONG GOLF Last Wednesday 7 ladies teed off in an 18 hole Flag, which was something new and interesting.

This Thursday 11th is Molong's Ladies Tournament. We are hoping for a good roll up as after the rain the course is looking very good. 8.30 for a 9.00 start.

The next Wednesday 17th we will be traveling over to Manildra for our friendly inter town day and our monthly meeting will be held at the Club House starting at 7.00pm ************************************* Yeah golf - I had a phone call from Greg asking "how's it going?"

My answer was, "not too well Greg.

Maybe people take it too seriously!".

Here's a bit of Trivia Greg - this old Collie from somewhere in the USA has now retrieved an amazing 50,000 golf balls for its owner. But never takes an active ball.

The Magpies went down 28-12 to the Wellington Redbacks in their season opener on Saturday.

It was a hot day in Wellington and there were a couple of new faces in the Molong starting lineup, including Jordan Packham on the side of the scrum, and Woody Mann on the wing. It was also great to see a full bench, also including some new faces, but some old and returning ones as well.

The first half was a fairly dour affair with neither side crossing the opposition line, however the home side posted two penalties to give them a 6-0 lead at the break. Molong were definitely on the wrong side of the penalty count for the entire game, possible due to being a bit too keen at times, but also not getting the rub of the green on the 50/50 calls.

Molong took the lead early in the second half with a try to centre Hugh Westcott, set up by his inside partner Zac White, who made an incisive break through the Wellington defence from around the half way line. Westcott backed up well and was rewarded with the try whilst half Mitch Brown converted.

Wellington then posted another penalty at the 65 minute mark and then scored three unanswered tries in the last 15 of the game to run away with it. Mitch Brown scored a consolation try at the death to improve the ledger for the Magpies.

As in the semi final of 2018 where the Redbacks knocked out the Magpies,

Wellington had a vastly superior kicking game, with their fullback able to find the corners. This, and the lopsided penalty count, kept the Magpies constantly on the backfoot and generally stuck in their own half, as well as a fair deal less possession than the home team. These facets all told heavily in the final section of the game.

The scrum was sound, winning all of their own ball in reasonable fashion, but the lineout requires a fair bit more work, as does the kicking game – particularly against a team like Wellington who exploited this weakness.

There certainly were some positives however, with good enthusiasm and defence for most of the game until the mountain of pressure finally took its toll.

Flanker Blake Hutchinson was back to his brutal best, with some bone jarring hits.

The Freemason’s Best & Fairest went to constantly improving prop Tyler Ginn, with Hutchinson picking up the two points and Mann one. The Komatsu Player’s Player award was shared by Ginn and Hutchinson.

With Trangie sadly pulling out of the comp, there is no game this coming weekend, and with Easter the following one, the next game is not until the 27th April when the Magpies travel to Coonabarabran. The first home game is therefore not until 4th May.
