INTRODUCTION The Missouri General Assembly has sent the FY2023 budget, which totals roughly $49 billion, to the Governor’s desk. This budget is historic both for being the largest in Missouri history and for what is funded through it.

After several years of economic uncertainty, Missouri is fortunate to be in a healthy fiscal position. When the House began considering the FY23 budget, we had a General Revenue surplus of just over $1 billion. At the time of writing this, the state looks to end FY2022 with a potentially $2 billion surplus, and our state revenues are up more than 10 percent year-to-date. We do not expect this type of growth to continue long-term, of course, but the surplus it has brought us has finally allowed state appropriators to make several overdue investments for Missouri.

This year is the first year that our caucus was aligned with much of Governor Parson’s vision for the budget. The FY2023 budget is the first budget in decades to fully fund school transportation and critical early childhood services like Parents as Teachers and First Steps. It increases funding for all higher education institutions and fully funds the Lincoln University land grant match. It makes substantial payments towards our state debt and pensions and maintains state workforce salary increases. It significantly increases funding for Home and Community Based Services and Developmental Disabilities programs. And finally, it fully funds Medicaid expansion.

House Democrats worked across the aisle and across chambers to secure significant increases in funding for programs for people across this budget.

These range from funding to detect and remediate lead in water in schools across the state to significant increases in economic and workforce support programs. We have highlighted these increases throughout this resource.

The FY23 budget is the largest in history due in large part to the infusion of funds into our state from the American Rescue Plan Act of 2021 (ARPA). The

funding made available to us by ARPA has presented Missouri with an extraordinary opportunity to make investments that will positively impact our state for decades to come. Throughout the operating budget, we appropriate billions of ARPA dollars for programs for child care, education, small businesses, municipalities, rural broadband, public health, the elderly, and the low-income.

We also appropriated more than $2.7 billion in ARPA funds in the historic House Bill 3020 ARPA Capital Improvements bill. Unfortunately, the House did not have a meaningful opportunity to review the significant volume of new projects added to this bill by the Senate prior to voting on it. In the days since its passage, we have worked diligently to review and understand what projects received funding. We believe the information in this resource is the most straightforward and succinct public summary of what is funded in HB 3020.

The budget is now on Governor Parson’s desk for his review, and he will decide which items to retain or veto. We are hopeful he will keep the important priorities we fought for.

HB 3001: PUBLIC DEBT About House Bill 3001 HB 3001 provides funding to repay debt outstanding on the state’s general obligation bonds. The general obligation bonds are secured by a pledge of the full faith, credit, and resources of the state. General obligation bonds can only be issued through voter-approved amendments to the state constitution.

The principal and interest amounts are transferred one year in advance from the General Revenue Fund, and in the case of Water Pollution—the Water and Wastewater Loan Revolving Fund, to the debt service funds from which principal and interest payments are made.

This is the last year that the General Assembly will appropriate this bill, as we will pay off all public debt associated with HB 1.

HB 3002: DEPARTMENT OF ELEMENTARY AND SECONDARY EDUCATION About House Bill 3002 HB 3002 supports elementary and secondary education programs and early childhood programs, as administered by the Department of Elementary and Secondary Education. Missouri K-12 public schools are legally required to serve all children, regardless of special needs or behavioral issues, and are funded by a combination of state and local revenue sources. Compared to other states, Missouri's share of funding provided by local sources is the 2nd highest in the nation, while the share provided by the state is the lowest in the country. Missouri’s state and total spending per student (as measured by average daily attendance, or ADA), is less than other states: approximately $4,400 in state revenue per ADA, compared to the U.S. average of approximately $8,000.

Notable Items of the FY23 Operating Budget in HB 3002 $3.5 billion for the foundation formula, to fully fund the formula. $255.5 million for K-12 Title I programs, and $31.4 million for early childhood Title I programs. $50 million for Close the Gap grants that can be used for reimbursement and also for direct payment for qualified expenses. $12.8 million in ARPA funds for the identification, enrollment, attendance, and success in school of homeless children and youths. $328.4 million to fully fund school transportation for the first time in decades. $21.7 million to increase teacher salaries up to a minimum of $38,000/year, with a 70-30 state-local cost share provision. $323.9 million for K-12 special education program costs, and $245.2 million in early childhood special education program costs. $70.1 million for the Vocational Rehabilitation Program, to assist those who want to work but have a disability that keeps them from finding, keeping or advancing in a job. $55.8 million for adult learning and rehabilitative services, $15 million for the Adult Basic Education Program, and $2 million for workforce diploma programs for adults without a high school diploma.

Fully appropriates remaining federal ARPA education aid dollars: ESSER II ($443 million) and ESSER III ($1.95 billion); EANS I ($35 million) and EANS II ($68.6 million); GEERS II ($124.6 million) $340.7 million for school nutrition services programs. $25 million for evidence-based reading programs.

Fully appropriates federal ARPA child care aid dollars: Child Care Discretionary funds ($277 million) and Child Care Stabilization funds ($444 million). $23 million for providers of vocational education programs. $3.5 million for Rural Education Initiative Grants. $1 million for the Virtual Schools Program. $1 million for feminine hygiene products in all middle school, junior high, and high school buildings, to be available at no charge to students. $26.2 million for the Sheltered Workshops Program.

Increases in funding for First Steps ($9.4 million) and Parents as Teachers ($5.8 million). $5.5 million for the Independent Living Centers. $1 million for safe schools programs to address active shooter response training and school safety measures, including hiring school counselors.

HB 3002 House Democratic Caucus Successes Fully Funding School Transportation: House Democrats worked with Senate Democrats and Republicans to secure the full funding amount allowable for school transportation under state statute, totaling $328.4 million for school transportation.

Career Ladder: House Democrats increased funding for this teacher performance pay program by $21.7 million, bringing the new total to $37.4 million.

Missouri Scholars & Fine Arts Academies: House Democrats worked with House Republicans to increase funding for this line by an additional $150,000, bringing the new total in this section to $750,000.

School Safety Grants: House Democrats increased funding for this line by $250,000, and also inserted language expanding the allowable use for this funding to include hiring school counselors. The Senate brought the total to $1 million.

St. Louis Public Schools Literacy Program: House Democrats removed language making the $2.5 million in funding for the St. Louis Public Schools literacy program one-time. This funding will now be included as part of the core St. Louis Public Schools budget.

Parents As Teachers: House Democrats worked with House Republicans to provide needed increases to the Parents as Teachers program. $5.8 million was allocated for this increase, bringing the total funding for this program to $28.4 million.

First Steps: House Democrats worked with House Republicans to provide needed increases to the First Steps program. $9.4 million was allocated for this increase, bringing the total funding for this program to $73.4 million.

Small Business and Government Child Care Pilot Programs: House Democrats tapped $20 million of the state’s allocation of federal Child

Care Discretionary funds to create two new child care innovation programs, in the amount of $10 million each: one for on-site childcare in government agencies and for essential workers, and one for on-site child care for Missouri small businesses, allowing multiple small businesses to pool together and provide child care for all of their employees.

Parent-Infant Interaction Program: House Democrats tapped $500,000 of the state’s allocation of federal Child Care Discretionary funds to create a new child care innovation program to provide on-site child care through the Parent-Infant Interaction Programs at Roosevelt and Vashon High Schools in the St. Louis Public Schools.

Care to Learn: House Democrats worked with Senate Republicans to move $2.5 million for statewide expansion of a program to address health, hunger, and hygiene access for students, to ensure their access to education is not interrupted.

Feminine Hygiene Products in Schools: House Democrats worked with House Republicans to allocate $1 million to provide students with free access to feminine hygiene products in schools, to ensure hygiene needs do not interfere with students’ educational progress.

St. Louis Public School Alumni Broadcasting Association: House and Senate Democrats worked together to secure $100,000 for an organization to provide hands-on broadcast journalism learning experiences to high school students.

After School Programs for Schools Experiencing Gun Violence: House Democrats worked with Senate Democrats to secure $350,000 for afterschool programs in urban areas addressing needs of students in districts affected by gun violence, with a priority of serving high-poverty students.

HB 3003: DEPARTMENT OF HIGHER EDUCATION AND WORKFORCE DEVELOPMENT About House Bill 3003 HB 3003 provides funding for the approximately 318,500 students attending Missouri’s 23 public higher education institutions, the state's workforce development efforts, and career and apprenticeship programs. The Department of Higher Education and Workforce Development focuses on developing a skilled and educated Missouri workforce that meets the demands of the 21st century workforce and contributes to Missouri's growing economy.

This budget bill is increasingly focused on funding a variety of post-secondary opportunities for Missourians regardless of whether those opportunities arise through apprenticeships, higher education, trade skills, or new career training opportunities.

The Department of Higher Education and Workforce Development budget provides funding for the following purposes: Academic Scholarship “Bright Flight” Access Missouri Scholarship Program Fast Track Workforce Incentive Loan Forgiveness Program Public Four Year Universities State Technical College of Missouri Community Colleges Division of Workforce Development State Historical Society

Notable Items of the FY23 Operating Budget in HB 3003 $42.8 million (5.4 percent) core increase for four-year institutions of higher education. $18.2 million increase to community colleges. $433,000 increase to State Technical College. $11 million increase to the retirement contribution from higher education institutions. $4.5 million increase to fully fund the Lincoln University land grant state match (new total $9.7 million). $1.4 million for workforce pre-apprenticeship programs to assist minorities and women with entry into the construction programs. $7 million increase to dual-credit program to allow more students to utilize this program.

Increases funding for the Access Missouri ($9 million), A+ ($6 million), and Bright Flight ($3.5 million) scholarship programs. $1.75 million for LaunchCode St. Louis and Kansas City. $31.4 million for the MO Excels Workforce Initiative. $500,000 for the Harris-Stowe Urban Policing Program, to provide students real world law enforcement de-escalation and anti-bias training. $8 million for programs funded by the U.S. Department of Labor, including the Trade Adjustment Assistance program for workers who lose their jobs or hours due to increased imports. $3.9 million for the State Historical Society.

Prohibits funds from being expended at public institutions of higher education that offer a tuition rate to any student with an unlawful immigration status in the U.S. (DACA status) that is less than the tuition rate charged to international students.

HB 3003 House Democratic Caucus Successes Bright Flight Scholarship Program: House Democrats increased funding for the Bright Flight scholarship program by $3.5 million. The new total funding for this program is $29 million.

Access MO Scholarship Program: House Democrats fully funded the Access Missouri scholarship program by $4.5 million. The new total funding for this program is $83.9 million.

Youth Education About Capitalism Economies: House Democrats secured $112,500 in new funding for a program for a nonprofit, the Institute for Urban Capitalism, to educate youth about capitalism, how it intersects with society, business, and the economy, and how to be a savvy operator in capitalist economy.

College Preparedness and Workforce Development: House Democrats secured $41,835 in new funding for an organization, Future in Action, to provide virtual/in-person workshops focusing on college preparedness, workforce development and character development.

University Land Grant Transparency: House Democrats worked with House Republicans to make land grant funding more transparent in the budget, by ensuring that the land grant funding lines for both Lincoln University and UM are listed separately in the budget. This will allow the General Assembly to ensure that both institutions are receiving adequate funding for land grant purposes.

Harris-Stowe Entrepreneurship Program: House Democrats secured $500,000 for an item included in the budget last year that proved very successful, the Harris-Stowe Entrepreneurship Program.

National Geospatial Agency: House and Senate Democrats worked together to secure $5 million for workforce training for students across the state, on national geospatial science and information technology initiatives.

HB 3004: DEPARTMENTS OF REVENUE AND TRANSPORTATION About House Bill 3004 HB 3004 contains funding for the Departments of Revenue and Transportation.

The Department of Revenue (DOR) serves as the central collection agency for all state revenue. The primary duties of the Department are to collect taxes, title and register motor vehicles, and license drivers.

The Department of Transportation (MODOT) is responsible for maintaining the seventh largest state highway system nationally with 33,830 miles of highway and 10,399 bridges. In addition to designing, building and maintaining roads and bridges, MoDOT works to improve airports, river ports, freight development, railroads, public transit systems and pedestrian and bicycle travel. The agency also administers motor carrier and highway safety programs. MoDOT’s appropriations request of $4.08 billion provides funding for all these services; however, 18 percent of the appropriations request consists of transfer and refund appropriations, which are necessary for accounting purposes, but do not provide goods and services to taxpayers.

HB 3004 House Democratic Caucus Successes Amtrak: House Democrats worked with House Republicans to secure full funding for Amtrak sufficient to allow for twice-daily service.

State Transit: House and Senate Democrats worked together to increase funding for state transit initiatives by $7 million.

HB 3005: OFFICE OF ADMINISTRATION, EMPLOYEE BENEFITS About House Bill 3005 HB 3005 contains funding for the Office of Administration and Employee Benefits.

The Office of Administration (OA) is the state's service and administrative control agency. Created by the General Assembly on January 15, 1973, it combines and coordinates the central management functions of state government. In addition, the Office of Equal Opportunity is a program housed with OA and has primary responsibility for assisting in the coordination and implementation of minority and women participation programs throughout all departments of the executive branch of state government. A number of boards and commissions’ budgets are also assigned to OA. OA also administers a number of debt and related debt obligations appropriations, various passthrough distributions from the federal government, and statutory payments and reimbursements to political subdivisions.

Appropriations for State employee benefits such as social security, retirement, and health insurance are administered by the OA Division of Accounting. Each pay cycle, the employer share of benefits are transferred from the various state funds from which salaries of state employees are paid and deposited into specific contributions funds from which payments are made to the appropriate entity. Other employee benefits paid by the OA are the State’s reimbursement to the Division of Employment Security for unemployment costs and payment of workers’ compensation expenses incurred as a result of a work related injury or illness.

The OA budget provides funding for the following purposes: Commissioner’s Office Accounting Information Technology Services Budget and Planning Purchasing and Materials Management Personnel Governor’s Council on Disability Ethics Commission Children’s Trust Fund Operations Regional Planning Commissions Board of Public Buildings debt Facilities Management, Design & Construction.

Employee benefits are centralized for all state agencies except retirement and health care benefits for the Highway Patrol and the Department of Transportation and health insurance for the Department of Conservation.

HB 3005 House Democratic Caucus Successes Office of Equal Opportunity Personnel: House Democrats secured $61,600 for one new data research analyst for the Office of Equal Opportunity. The new total funding for this office is $471,526.

HB 3006: DEPARTMENTS OF AGRICULTURE, NATURAL RESOURCES AND CONSERVATION About House Bill 3006 HB 3006 contains funding for the Departments of Agriculture, Natural Resources, and Conservation.

The Missouri Department of Agriculture (MDA) provides leadership for Missouri’s agricultural community through programs that build economic opportunity. It provides agricultural business development and market information, maximizes the return on agricultural products, and implements strategies to generate opportunities for the future. It provides the framework for food safety and helps ensure the integrity of the marketplace through animal and plant health, grain storage auditing and inspection, weights and measures testing, and milk inspections. MDA also builds partnerships with industry, universities, and all levels of government to ensure that producers and agribusinesses have the tools necessary to reach their full potential.

The Missouri Department of Natural Resources protects our air, land, water, and mineral resources; preserves our unique natural and historic places; and provides recreational and learning opportunities; while promoting the environmentally sound and energy-efficient operations of businesses, communities, agriculture, and industry for the benefit of all Missourians. DNR accomplishes its mission through the Division of Environmental Quality, Missouri State Parks, the Missouri Geological Survey, the Division of Energy, and the Division of Administrative Support. A number of boards and commissions also support and facilitate DNR’s role and responsibilities.

The Missouri Department of Conservation protects and manages the fish, forest, and wildlife resources of the state and provides opportunities for all citizens to use, enjoy, and learn about these resources. MDC staff sustain and

improve the fish, forest, and wildlife resources, manage nearly one million acres of public land with more than 1,000 conservation areas, work with private landowners and communities to deliver conservation locally, and provide outreach and education through nature centers, schools, and events.

Staff also work with dedicated volunteers and partner agencies to ensure a greater conservation reach both in Missouri and across the nation.

HB 3007 - DEPARTMENTS OF ECONOMIC DEVELOPMENT, COMMERCE AND INSURANCE, LABOR AND INDUSTRIAL RELATIONS About House Bill 3007 HB 3007 contains funding for the Departments of Economic Development, Commerce & Insurance, and Labor & Industrial Relations.

The Missouri Department of Economic Development (DED) helps Missourians prosper by fostering job creation and economic growth. DED uses a wide array of business retention and expansion tools and community and workforce development programs to make Missouri the best state in the Midwest for economic development.

The Department of Commerce and Insurance (DCI) protects Missouri consumers through oversight of the insurance industry, banks, credit unions, utilities and various professional licensees operating in the state. DCI’s strategic priority is to educate and advocate for Missourians as well as regulate fairly and impartially the industries and professionals under our purview. The Department of Corrections (DOC) is an agency dedicated to public safety through the successful management and supervision of offenders in prison and on probation or parole. The department’s responsibility is to administer the sentence set by the court in ways that promote public safety at the lowest cost. Offenders assigned to the department are managed by ensuring they are supervised at the appropriate custody or supervision level. A cadre of thousands of trained correctional professionals committed to the vision, mission, and values of the department assess each offender’s criminal history, evaluate community and institutional conduct and enforce court orders and department rules. This mixture of on-going assessment, classification, referral to supervision strategies and assignment to basic habilitation interventions are several of the key methods used to promote sober, responsible, productive and law-abiding behavior.

HB 3010: DEPARTMENTS OF MENTAL HEALTH, HEALTH AND SENIOR SERVICES About House Bill 3010 HB 3010 provides funding for the Departments of Mental Health and Health & Senior Services.

State law provides three principal missions for the Department of Mental Health (DMH): (1) the prevention of mental disorders, developmental disabilities, substance use, and compulsive gambling; (2) the treatment, habilitation, and rehabilitation of Missourians who have those conditions; and (3) the improvement of public understanding and attitudes about mental disorders, developmental disabilities, substance use disorder, and compulsive gambling. DMH plays a critical role in providing access to mental health care for 170,000 adults and children in Missouri who struggle with serious mental illness, substance abuse, or developmental disabilities. The majority of treatment is provided through a network of more than 1,300 communitybased nonprofit partners that contract with DMH to provide care.

The Department of Health and Senior Services (DHSS) executes the following responsibilities: providing public health services and support to all citizens; ensuring regulation of facilities and service providers that deliver care to Missourians; and performing oversight of programs and protections for elderly and vulnerable residents. DHSS has 1,802 team members responsible for the stewardship of $2.9 billion in taxpayer funding.

The Missouri Department of Social Services (DSS) is charged with the health and general welfare of the people of primary public concern; to secure them there shall be established a department of social services; to provide appropriate public welfare services to promote, safeguard and protect the social well-being and general welfare of children; to help maintain and strengthen family life; and, to provide such public welfare services to aid needy persons who can be so helped to become self-supporting or capable of self-care. HB 3011 House Democratic Caucus Successes Homelessness Action Plan: House Democrats worked with the House Budget Chair to move $15,000 to allow a coalition in Kansas City to produce a new action plan for addressing the significant homelessness population and the attendant issues resulting from that in Kansas City. The intent is for this plan to be made available for use statewide for other

areas of the state to address their homelessness problems.

MOKAN Pre-Apprenticeship Training Program: House Democrats moved $500,000 to provide funding for an organization in St. Louis to serve as an advocate and facilitator for the inclusion of minority and women-owned businesses on construction projects.

Fathers & Families Support Center: House Democrats moved $750,000 for a nonprofit organization in St. Louis to break the cycle of poverty, child neglect and abuse, and welfare dependence by educating and preparing fathers to become responsible parents with the financial stability to support their children materially and the parenting skills to support them emotionally and developmentally.

Employment Connections: House Democrats increased funding for a nonprofit organization in St. Louis that helps find employment for individuals with limited opportunities, including the homeless, exoffenders, U.S. veterans, high school dropouts, women on welfare, and atrisk youth. It provides valuable resources, training, and other support to help them become employed. Funding was increased by $500,000, bringing the new total to $1,000,000.

Save Our Sons: House Democrats increased funding for a workforce training program helping economically disadvantaged African American and other men in the St. Louis area. Funding was increased by $500,000, bringing the new total to $1,000,000.

Alternative Education Programs: House Democrats moved $100,000 in TANF funds for a nonprofit organization in St. Louis that provides alternative education program for young people who have a high school diploma or GED. The primary target populations for this organization are out-of-school youth and other at-risk populations ages 17-24. The program focuses on leadership development, financial literacy, and academic enhancement, technical skills training in construction, and community service.

Midtown Community Services: House Democrats secured $250,000 for a nonprofit organization in St. Louis to implement a program that breaks down barriers created by poverty, isolation and prejudice through four key community-centered programs, which touch every member of the family

from newborns to their great-grandparents.

Dutchtown Opportunity Coalition for Youth: House Democrats secured $102,850 for a coalition of organizations working in collaboration to create a trauma-informed safety net of service providers and case managers, to ensure that youth have access to necessary services, programs and opportunities so they can complete school and avoid risky behaviors.

Living With Purpose: House Democrats moved $230,000 to fund a nonprofit agency that offers community housing and community integration to adults with developmental disabilities in nurturing, positive, and stable home-like environments.

Accountability for Children’s Funds: House Democrats added language providing that, regarding funds for kids in the custody of the state, the Department shall provide a quarterly accounting of the money to the parents of the child for whose benefit the funds have been received by the Department; to the guardian ad litem; and to the child, if the child is 15 or older Full Medicaid Funding: House Democrats have worked in partnership with House Republicans to ensure that the state Medicaid program is fully funded.

HB 3020: ARPA CAPITOL IMPROVEMENTS About HB 3020 HB 3020 was originally envisioned as the vehicle solely for federal aid bills. In its final form, it appropriates the $2.7B in Coronavirus State and Local Fiscal Relief funds the state of Missouri was allocated through the American Rescue Plan Act (ARPA). It also appropriates $500M in General Revenue for a newlydeveloped “tax credit” program passed as part of HB 2090 (2022) to provide Missourians below a certain income threshold (under $150,000 for individuals, $300,000 for joint filers), with a refund of a small portion of the income tax they paid to the state. It also appropriates $30M from other funding sources for various ARPA-related funding projects, such as the Lottery Proceeds Fund and Conservation Commission Fund.

HB 3020 House Democratic Caucus Successes Remediation of Lead in School Drinking Water: House Democrats secured $27 million to test for and filtrate and otherwise remediate lead in drinking water in K-12 school buildings.
