Snow Dances Are Working! Albeit it for the time, with a big bow in the jet stream down to southern Iowa, we are on the jet stream trajectory for Alberta clippers— quick, little moisture, but a little at a time works for now. If we can hold the jet stream for the next 30 to 45 days, a series of systems could develop south, draw southern moisture and run up over the cold air in the bow, then we will get more than clipper-like snowfalls. That’s what we need to keep dancing for. We are in the thick of the snowmobile season, so thanks for your continued support, as we work through memberships with the member management program. If you want to donate more, we have XM Memberships and Premium Clubs. Premium Club signs 24”x18” are being mailed now. Business Partners received their new

stickers previously. Proudly display those, likewise with the Premium Club signs, when you get them. Reach out to me first, not the office as it relates to Premium Clubs, so they get sent into the office correctly. Since 70% of MnUSA clubs have PO boxes, you will get a yellow card in your box, instructing you to see your postmaster and he will hand you the Premium Club sign and stand. I deal with the post office and the USPS daily, along with other magazine editors across the country that I’m friends with. What we are all seeing is a slowing of delivery, especially with magazines, as they are not much of a priority when there are Amazon packages to deliver and less people to help do the work. And living in a rural area like I do, doesn’t help. So, apologies in advance if you’re having problems. To not disappoint readers of missed events, the E-Board at their Sunday, Dec. 7th meeting instituted a 30-day advance notification of your event to ensure it makes it in the current issue. Read more under “MnUSA News.” Thanks for “Telling your story” which is our Communications Committee mantra for 2025-2026, as you will see a nice response to that in “Club News” this issue. We had a great Fall Workshop hosted by Region 8. See the summary (required by the bylaws) in this issue, along with a favorite recipe for you to try in this issue under “What’s Cookin’?” And don’t forget interesting facts under “Little-Known Facts”—stump your know-itall brother-in-law once and for all. The Snow Season Is Underway Mike Clevenger
Fellow snowmobilers, welcome to winter. I am writing this article the first week of December and we have SNOW! There is currently snow over the entire state just in time for the Trail Opener, December 1. Remember that trails are only open when there is enough snow on the trail and the trail is groomed. I know there has been grooming in my area in southern Minnesota. We must be mindful of the clubs that are still working on trails—marking, brushing and rolling trails to pack the snow for a better base. Some areas are still open to hunting in December. I know it is January as you are reading this, but be mindful of the areas you are riding in. Here are a few reminders as we start this season: be safe and don’t ride in restricted areas, be sure to ride with a buddy, and remember to let someone know where you are going and when you plan to return. I know from my experience that sometimes the trail will take you in an unplanned direction due to grooming. Be safe out there and let’s make this a great snow season.
large class attendance this year, since over the past two season those numbers have been slightly lower. I am an instructor and enjoy teaching classes. My wife Cheryl and I teach classes for two clubs in southern Minnesota. We usually teach between 60 to 100 students each year. These kids are our future riders and need proper instruction to become safe riders and future leaders for snowmobiling. Help spread the word to young adults also; they need to be trained and instructed to be better riders as well as safe riders. There are too many who don’t feel they need to take the simple on-line course. These riders end up being statistics in the DNR records or police files. We are never too old to learn and in turn be safe riders. The MnUSA Executive Board is also busy getting ready for the 2026 If you’ve tried the rest... Well, it’s another New Year, which unfortunately means I’m another year older! Well, let’s look at the positives—SNOW back at the beginning of December! Hopefully by now we have received much more snow, and the cold temps hopefully froze the swamps and creeks. With that in mind, let’s think about SAFETY. First, I want to say thank you to all the volunteers who hold youth training classes all over the state of Minnesota. Without you we wouldn’t have near as many students getting their safety certificates. Again, a huge thank you. Most clubs teach the newer hybrid class and a few still teach the traditional class. No matter which class you teach, it’s important to share real-life stories and give them hands-on training. Keep up the great work! Not only do we want to keep our riders safe, but we also need to keep each other safe. One is a lonely

snowmobilers are the implementation of that policy. So, when the legislature creates a law or regulation regarding our sport’s safety, it is up to us (and enforcement) to apply those laws to the trails.

When you visit the MnUSA.org calendar, you’ll notice that approximately half of the events listed are focused on youth education, safety certification, and hybrid classes. Our clubs play a significant role in disseminating safety information. Moreover, the availability of these classes across the state ensures that we invest our time and energy in creating safety and awareness on our trails throughout the state.
The one and only problem with a great snow year in Minnesota is the rate of accidents naturally goes up with the increased trail usage. One of our ever-consistent priorities at the Minnesota Capital is safety and enforcement in hopes of minimizing those numbers. This can come in the form of enforcement, fines, or education reforms, but as we know what happens in St. Paul isn’t nearly as effective as what takes place in our backyards. Or to say this in a more distinct way, the impact of policies initiated by our State Legislature is a direction given while we, the

Promoting safety as the norm by example, or actively promoting sober driving, remaining on the trails, using appropriate hand signals, and wearing all the appropriate safety gear, are other ways we make our state safety laws impactful. We demonstrate these behaviors not only in training but also by our everyday riding by example. So as the great snow of 2026 arrives, let’s all work to make our sport the safest possible! And please don’t forget to set the date of March 9 from 3pm to 8pm on your calendar for our legislative reception at the Capital Ridge Hotel in St. Paul!

Fall Workshop Annual Meeting Summary President Clevenger called the meeting to order at 9am at the Minneapolis Marriott West – Minneapolis on Saturday, October 25, 2025. Introduction of Guests – DNR Laura Preus, Wade Miller and Bruce Lawerence and Tyler from AIL-American Income Life. Agenda approved. Secretary minutes at the back table for your perusal. Executive Board Reports President Clevenger – Thanked Region 8 for hosting this year’s Fall Workshop and encouraged members to attend the Member Management Program at 3pm. VP Harder – Discussed an update on the raffle calendars and encourage members to ‘sell the living daylights out of them.’ Demand from other clubs not currently selling calendars continues. Looks like it will be another good year. Treasurer – Heitke, no report Secretary – Widness, no report Past Presidents – Wakefield advised attendees that Chopper Powersports, a Platinum Sponsor of the Fall Workshop, was having its Annual Chili Cookoff Challenge at the dealership about 15 minutes away along with half-priced clothing and $20 off a gallon of oil. Wakefield encouraged members to rideshare, as limited parking at the dealership. Meet in the lobby immediately after the meeting. Legislative Reports – Doug and Christian Franzen Sales Tax Exemption – MnUSA will continue to lobby for the sales tax exemptions on trail and grooming materials. The bill has bipartisan support in the Senate, but challenges remain in the House. Snowmobile License Plate Bill – Efforts continue to introduce a specialized “snowmobile only” plate. Rep. Myer’s author has suggested a winter sports theme as a compromise, likely ice fishermen. A majority of attendees when polled did NOT approve of the winter sports theme and wants a snowmobile ONLY plate. Fraud Prevention Legislation – MnUSA anticipates supporting a forthcoming DNR proposal addressing AIgenerated fake registration decals and fraudulent licenses for snowmobiles, ATVs and watercraft. The bill would introduce enhanced penalties for offender.

Legislative Outreach – Members were strongly encouraged to invite local and state legislators on a trail ride to personally experience snowmobiling’s community and economic impact, regardless of political affiliation. Civil Engagement Workshop – Attendees were reminded to attend the “Play Nice” workshop featuring Minnesota Secretary of State Steve Simon and Rep. Andrew Myers, focused on respectful dialogue and bipartisan understanding. DNR Parks and Trails Wade Miller – Registrations dropped from 191,000 FY23 to 183,000 FY24 due to two consecutive low-snow (“brownout”) winters. Renewal rates fell 49% in FY24 but rebounded slightly to 66% in FY25. DNR expects to rise significantly with improved snow conditions. Revenue peaked at 8.5 million FY23, dropped to 4 million FY24, and is projected to recover in FY25-26. The DNR withheld the third benchmark payment in FY24 to prevent a $50,000 deficit, but anticipates full funding for the first and second benchmarks, and possibly more if this season’s snowfall is adequate and snowmobilers renew their licenses. Enforcement and Staffing – 13 new conservation officers are entering the field as of December 25. New training academy is planned for 2027 due to offset upcoming retirements. Safety and Accidents – FY24 saw 3 fatalities, 7 property damage accidents and 39 personal injury accidents. Primary causes: excessive speed, inexperience and alcohol use. Youth training totaled 2,873 students online and classroom combined; roughly one-third below prior years due to a lack of snow. Public Date Access – DNR launched a new web-based incident reporting dashboard for public viewing of accident trends and safety statistics. Snow depth maps are available through the Minnesota State Climatology office updated weekly and every Thursday on the DNR website. Laura emphasized DNR’s ongoing collaboration with MnUSA to ensure Minnesota maintains its national reputation for high-quality snowmobiling infrastructure. She underscored the importance of volunteer involvement, trespass prevention education, and community engagement.

MSEAF Report – Terry Hutchinson and Larry Shepherd Veteran’s Ride is scheduled for January 31, 2026. Registration opens on December 1st via the MSEAF website. Participants must present veteran identification at check-in due to prior impersonation incidents. Sponsorships and donations remain essential; the ride costs estimated at $225 per participant. MSEAF is looking for a 2027 host location with 100 hotels rooms at a minimum and at least 25 volunteers to help. AIL – Tyler American Income Life is our member benefit Insurance Company located in Bloomington, MN. All current MnUSA members automatically receive a $4,000 accidental death and dismemberment benefit funded by AIL at no cost to the member or MnUSA. Additional voluntary life insurance and family benefits are available. Tyler acknowledged prior complaints, regarding repeated aggressive follow-up calls, and confirmed all consultations shall be conducted VIRTUALLY (VIA ZOOM) NEVER in PERSON. AIL has implemented a DO NOT CALL LIST FOR MEMBERS WHO WISH TO OPT OUT. Tyler also clarified confusion regarding naming a beneficiary. MEMBERS DO NOT NEED TO NAME A BENEFICIARY OR COMPLETE ADDITIONAL PAPERWORK TO MAINTAIN THE ACCESS TO THE $4,000 IN EXISTING COVERAGE. Committee Reports Bylaws – Held a meeting at 8am and discussed the minor changes. These will be published and voted on at Rendezvous.
Merchandise – Many items on display to purchase or order. Safety – Billboard purchased by MSEAF and MnUSA. Training materials are available by calling the office, check the DNR website for classes near you. Site Selection – Looking for a host for 2027 Rendezvous. Website-Social Media – Training on the new web-based Member Management System at 3pm today. OLD Business – Elections of Officers took place. Winter Rendezvous 2026 Executive Board is hosting at South Shore Lodge in Bemidji, February 12-14, 2026. Spring Workshop location –Rockwoods in Otsego. NEW Business – Summer Event 2026; Region 2 is hosting. Fall Workshop – Region 9 is hosting Holiday Inn, Alexandria, October 23-25, 2026. Region Reports – All Regions gave a report on what was going on in their particular region. Dates to Remember – ISC June 3-6, Omaha, Nebraska. Snowmobile Safety Week – January 10-18, 2026. The mantra again this year is “TELL YOUR STORY.” We know you’re doing things as clubs, we see them on Facebook, so get them in the magazine, so you get better circulation, credit and recognition than Facebook. Elections-Nominations – Will have an election today for President, Vice President, Secretary and Treasurer. Fund Raising – Calendar sells are strong, request for calendars continues. Legislative Trails – Discussed the date and time for the Legislative Reception and needing to get it out sooner this year.
Strong membership participation is critical for legislative influence and financial sustainability. DNR and MnUSA continue to adapt to technology driven enforcement challenges. Collaboration, respect, and transparency remain central to MnUSA’s statewide impact and strategic planning. The upcoming Rendezvous, State Convention, Veterans Ride, and Legislative initiatives will be major focal points early into the 2026 year. The meeting concluded with acknowledgment for Region 8 for hosting at such a great location and facility. Acknowledgment of volunteers, sponsors, and partner organizations for their continued dedication to snowmobiling in Minnesota. Meeting adjourned.

Changes to Class Registration In an effort to simplify the process and prepare for a new system in the future we have made some changes to the class registration process. You will go online to register your class(es) as you’ve done in the past. But under the CLASSROOM portion there is now a question - Will you allow Hybrid Students to your field day? If you answered yes, you will be sent materials for both the Classroom and Hybrid portion. Keep in mind, the Hybrid students need to complete the fundamentals class prior to the field day. Hybrid students cannot just show up for the field day!

Safety News You Must Fight to Survive in Cold Water
– IMMERSION HYPOTHERMIA
After at least 30 minutes of immersion: • The body’s core temperature gets dangerously low, eventually resulting in loss of useful consciousness. • Drowning if not wearing a life jacket.
1-10-1 PRINCIPLE – 1 MINUTE • Get breathing under control – 10 MINUTES OF MEANINGFUL MOVEMENT • Assess the situation and make a plan • Perform most important functions first, such as locating other party members • Self-rescue if possible • Signal or call for help

After victim is rescued: • Blood pressure often drops, inhaled water can damage the lungs and heart problems can develop as cold blood from the extremities is released into the body core. • Proper medical attention is essential to re-warm the body safely.
– 1 HOUR (OR MORE) OF USEFUL CONSCIOUSNESS • Focus on slowing heat loss WHAT IS HYPOTHERMIA? Hypothermia means the body is losing heat faster than it can produce it and the body’s core temperature drops below 95 degrees. Falling into cold water can increase your chances of hypothermia. Signs/symptoms of hypothermia include:
• Shivering • Slurred speech • Abnormally slow breathing • Cold, pale skin • Loss of coordination • Fatigue • Confusion or memory loss • Bright red, cold skin (infants)

Within the first 2-3 minutes: • Gasping, hyperventilation and panic. • Drowning if not wearing a life jacket. – SWIM FAILURE
Within the first 30 minutes: • Loss of muscle coordination and the rapid cooling of arms and legs impairs the ability to keep the head above water. • Effects occur regardless of swimming ability. • Drowning if not wearing a life jacket.

TIPS FOR AN EMERGENCY If you fall in the water, stay with the snowmobile and get all or most of your body out of the water. • Most capsized watercraft will still float. • A craft in the water is easier for rescuers to locate. • If you have to remain in the water, do not attempt to swim unless it is to a nearby boat or floating object. • Keep boots and clothes on. Almost all clothing will float for an extended period of time. SLOWING HEAT LOSS Reduce the effects of cold-water immersion with the Heat Escape Lessening Position (H.E.L.P.). • Cross ankles. • Cross arms tightly across chest. – Hands should be kept high on the shoulders or neck. • Draw knees to chest. • Keep head and neck out of water and focus on breathing.
Hypothermia Care All victims pulled from cold water should be treated for hypothermia as signs and symptoms usually develop slowly. People with hypothermia typically experience mental confusion, so they may be unaware that they need emergency medical treatment. Call 911 or emergency medical assistance. While waiting for help to arrive, monitor the person’s breathing. If breathing stops or seems dangerously slow or shallow, begin cardiopulmonary resuscitation (CPR) immediately.

Move the person out of the cold. If possible, keep the victim in the same position as they were rescued to prevent a stroke caused by moving them incorrectly. If moving is necessary (such as from a boat to shelter), carefully lay the victim on insulation from the cold ground in a level face-up position. Protect the person from the wind and cover their head. Carefully remove wet clothing. Replace wet things with a warm, dry covering. Apply warm compresses to the center of the body — head, neck, chest and groin. Do not apply direct heat. Do not use hot water, a heating pad or a heating lamp to warm the person. Do not attempt to warm the arms and legs. Heat applied to the arms and legs forces cold blood back toward the heart, lungs and brain, causing the core body temperature to drop. This can be fatal. Give the person warm beverages. Do NOT give the person alcohol. Handle people with hypothermia gently. Don’t massage or rub the person because their skin may be frostbitten, and rubbing frostbitten tissue can cause severe damage.

Youth News
The Tri-County Snow Czechers Youth Club held a sign building party where 28 youth put together over 200 signs for a part of the Le Sueur County trail system. In addition, at their November meeting, the Tri-County Snow Czechers Youth Club had a club member’s dad give a presentation on mountain riding, offering tips and basic avalanche training. He also brought a mountain sled for members to look over as well as mountain riding photos. He did a great job and the youth really enjoyed it. Submitted by Paul Maruska

Club News Red Wing River View Riders The Red Wing River View Riders held their annual Vintage Snowmobile Show during the Red Wing Holiday Stroll, November 28. Site host was again, the cool retro service station, Gernentz Auto. (Thank you, Greg!). This show is an opportunity to reach a greater demographic, and many stories were told by spectators which began with “We used to have this same snowmobile” or “That was my first ride!” We might have gained a new member…or three! Ely Igloo Snowmobile Club The Ely Igloo Snowmobile Club and the Prospectors ATV Club are proud to announce, to MnUSA and ATV Minnesota, the opening of the Ely Regional Trailhead. The Ely Regional Trailhead welcomes visitors to Ely on Highway 169 and from the trail accesses. This facility will serve as a connecting hub of Ely area trails. Access is to the David Dill Taconite Snowmobile Trail, the Prospectors ATV Trails, the Mesabi Trail System, The North Country Trail, as well as access to the Trezona Trail, Hidden Valley Cross Country Ski Trails & Mt. Bike Trails. The Ely Chamber of Commerce has moved from the east end of Ely to this new facility and will have staff present to answer questions about Ely and all it has to offer in addition to our many trail systems.

There is a huge parking lot for vehicles and trailers. The facility has office space and meeting room for the Chamber, a sitting area with a fireplace, and spacious bathrooms with lockers for clothing as you change into your riding gear. More amenities will be added as visitor needs are addressed. Operating hours are from 7 a.m. to 6 p.m. daily. The doors will lock at 6 p.m. and an alarm system will be engaged. Club News Voyageur Snowmobile Club of Two Harbors We Build Bridges The Voyageur Snowmobile Club of Two Harbors has made a commitment to repair, replace, or construct new bridges on the Yukon Trial north of Two Harbors to Isabella, about 44 miles. As we have taken on this huge task, the most challenging part of making these repairs is getting to the bridge sites in the offseason. There is so much low swamp land that the trail is located on, at times we must

build makeshift roads to get materials and equipment to the work site. In 2024, after an existing bridge had been re-supported and resurfaced, the spring flooding completely washed the bridge downstream, leaving only decking to be salvaged. Our 8-wheel ARGO makes projects much easier, but they also have limits, which again brings us to “how do we get there.”

As some of the photos show “before & after,” it is easy to see that after the bridges were in place during the original trail construction (in the 1980s), the club went with only needed repairs during freeze-up. The club has built or replaced ten bridges over the past three years, and is presently working on the town corridor trails, making bridge repairs to specifications. Not only have the bridges been a huge focus but we also completed a new Yukon Trail re-route that included clear, placing a base, two new bridges and seeding. Re-route and new bridges are in place, trail is open for business, and we are ready for snow.

Our club is made up of 115 volunteers that are willing to step up when asked, bringing building skills, equipment and time to each project. The club was established in the 1980s, and over the years has created another trail system in NE Minnesota. With the support of our community, Lake County, MN DNR, IRRRB and the US Forestry, we work together with a result of better/safer trails, great riding experiences and a quality finished product that will last for years to come.
