President's Report Vicky Garrison
Is anybody else happy to see that summer is nearly here? While the heat is not a friend to many, it is good to feel the sun's warmth, see the baby birds emerge, and watch the beautiful exploding leaves and flowers! Even amidst the chaos of daily life, this time of year always gives me a renewed sense of energy and drive. We have been busy planning this season's events. I'm happy to report our chapter has 15 athletes competing at the National Veterans Wheelchair Games in July. This includes four novices. Additionally, three members will participate in the at-home games. If you enjoy fishing, our Midwest Fishing Event information is included in this month's newsletter. I encourage you to get your application in as soon as possible. MNPVA fun shoots are planned for the Brainerd area in July, and the Metro area in September. Stay tuned for more information. Another thing on the radar for the chapter will be the opening of the nominee period for the election of next year's board. If you have the desire and capability to serve or know another member who does, I encourage you to send in a nomination. It is through the selfless giving by our volunteers that MNPVA will continue to grow and thrive. Some give a little, some give a lot - and it all adds up!! Please see the article on election information later in this newsletter. If we can serve you in anyway or you have an unmet need that we can help with, please reach out. I encourage all of you to enjoy the summer! Stay active, healthy, and smile a lot! Like a child, be happy for no reason!

Legislative Report Tim Valentin, Vice President
House Testimony On Key PVA Priorities On March 16, the House Veterans Affairs Health Subcommittee held a hearing to examine eight pieces of pending legislation. Associate Legislative Director Roscoe Butler represented PVA at the hearing which included bills addressing two of PVA's top priorities: expanding VA's Home and Community Based Services (HCBS) and raising VA Home Improvements and Structural Alterations (HISA) grant amounts. Specifically, PVA's testimony urged passage of HR 5819, the Autonomy for Disabled Veterans Act. This legislation would raise existing grant amounts to $10,000 for service-connected disabled veterans and $5,000 for non-serviceconnected disabled veterans and tie them to the Consumer Price Index. In support of the legislation, our written testimony noted that HISA rates have not changed in a dozen years even though the cost of home modifications and labor has risen nearly 40 percent during the same timeframe. VA also agreed HISA rates should be raised but they proposed a single rate for all veterans that would be tied to a different index, suggested a limitation on its usage, and asked for clarification on how new rates would apply to veterans who have not yet exhausted their existing HISA grant benefits. PVA is examining their proposal and expects to provide more information on it in the future. PVA lent its strongest support for H.R. 6823, the Elizabeth Dole Home and Community Based Services for Veterans and Caregivers Act. This critically important legislation would make urgently needed improvements to VA’s HCBS programs, like raising the cap on how much the VA can pay for the cost of nursing home; expanding critical programs like Veteran Directed Care (VDC) and the Homemaker and Home Health Aide Program to all medical centers within two years, and allowing catastrophically disabled veterans to continue to use funds under the VDC program even when hospitalized to retain or hire an attendant to assist with their non-medical needs. Mr. Butler noted that passage of this important piece of legislation would help greater numbers MNPVA NORTH STAR BULLET

of veterans receive long-term services and supports in their homes and provide better support for their caregivers. MAMMO Act Passes the Senate On March 23, the Senate unanimously passed the Making Advances in Mammography and Medical Options (MAMMO) for Veterans Act (S. 2533). This important piece of legislation directs the VA to develop a strategic plan to improve access and technology for mammography services throughout the department. It would also create a tele-mammography pilot program for rural veterans and for medical centers that do not offer in-house mammography services. PVA has been championing the MAMMO Act and is excited for its passage in the Senate as another provision within the bill will ensure increased access to screening services for paralyzed veterans and veterans living with SCI/D. Nobody should be denied access to critical, lifesaving care because of mobility limitations and the MAMMO Act would ensure that the VA does more to support breast health for our nation’s veterans. NHTSA Finalizes Rule To Improve Auto Accessibility The National Highway Traffic Safety Administration (NHTSA) has finalized a new rule that would improve equity and mobility for drivers and passengers with disabilities. This final rule making permits three specific modifications to vehicles to allow for adaptive equipment: The first change would allow rental car companies to temporarily disable a driver’s knee bolster air bag to install hand controls for people with disabilities. Should they deploy in a crash, knee bolster air bags could interfere with the safe use of physical hand controls. The second modification permits the installation of rear-mounted transporters for wheelchairs and power scooters. These transporters may partially block the backup camera’s view and would not be allowed without this exemption. The third change allows modifiers to lawfully raise the height of a vehicle’s roof to accommodate drivers and passengers with disabilities.
Federal law generally prohibits a manufacturer, distributor, dealer, rental company, or motor vehicle repair business from knowingly disabling any part of a device or element of design installed on or in a motor vehicle in compliance with a Federal Motor Vehicle Safety Standard. By issuing specific exemptions that balance mobility and safety, NHTSA allows motor vehicle dealers and repair businesses to address the mobility of drivers and passengers with disabilities. PVA previously submitted comment to NHTSA emphasizing the need to retain the accessible features listed above. MNPVA NORTH STAR BULLET

Cross Country Adventure by Seth Thomas
Over the course of the past year, I have been fortunate to experience what most people dream of doing. Even before my time in the Navy, throughout my enlistment, and during the short 7-year period post spinal cord injury, I’ve had a wanderlust embedded in my heart. I knew I had many upcoming struggles to overcome but felt the people I would meet and places I would get to see would be worth it a million times over. I started planning for my recent endeavor in January 2021. Deciding to convert my handicap minivan into a livable home on wheels was the critical first step to conquering the road ahead. After about 5 months and a multitude of hours of watching YouTube videos, I had created what I considered the “coolest” mini portable house on the road. My dog and I set sail on our initial test run in the middle of May. First destination, Pennsylvania! My “test” voyage would only last until July, whereas I knew there would have to be revisions made. Also, I needed to be home for a family function. It took a few days to make it out to Pennsylvania but nevertheless made it there without a hitch. Having friends in PA allowed me to utilize their yard and driveway as a camp spot while my stay lasted. After a couple weeks of visiting, the decision was made to venture up through the northeastern states. I had never been in any of these states, so I made sure to drive through at least part of each state. After hitting New Hampshire, Mt. Washington was must-see. Unfortunately, the weather was rainy after arriving, and visibility was quite poor. However, I still made it a point to make it to the top of the mountain. After about an hour of slow-paced white knuckle driving up a steep unpaved mountain with no guard rails, I finally made it, just to turn around and go back down. Then, onto the next destination before circling back to PA, the most eastern lighthouse (ironically named West Quoddy Head Lighthouse) in the US and Acadia National Park located in Maine. Having to be back in PA at a specific time, I couldn’t lollygag much. I got my fresh Maine lobster in Bar Harbor and went back. However, before making it back, I had to stop to see the Statue of Liberty! MNPVA NORTH STAR BULLET

Seth Thomas and his trusty sidekick (service dog), Abu at Upper Falls on the Yellowstone River
I had made it back to Minnesota in early July and immediately had a desire to get back on the road. While working on the few things that needed adjusting, I stayed in the van while moseying around northern Minnesota. August rolled around, and it was time for the maiden voyage! As far as where I was going to go, all I knew was west. I had nowhere to be, and there I was! The first stop ended up being Yellowstone National Park. For anyone that has not been, I highly recommend visiting. I was thoroughly impressed with the amount of accessibility the park offers. The only bit of advice is to make sure you have at least a week to spend there. Also, it was surprisingly cold at the beginning of September.
The next point of interest became the Pacific Northwest, specifically Olympic National Park, upon reaching Washington state. Being I had been to the area previously, I didn't spend much time there but instead decided to take the coastline toward LA via highway 101. Oregon was one of the more exciting places (visually), and I could not get enough of it. I camped near Mt. Hood National Forest and drove Crater Lake National Park. I headed north on Highway 5 to Portland after reaching Mt. Shasta, CA, and down the Oregon coastline on 101 toward the Redwood National Forest. After soaking up the scenery of the Oregon coastline, it was time to change the scene. I made it to one of the Redwood forests near Fort Dick, CA. I had never seen such breathtaking trees. Throughout my time there, the weather was rather rainy, so I wasn't going to stay very long. Luckily, a break in the showers allowed me enough time to push through the one accessible trail I found. I am positive there is more than one, but I wasn't going to search in the rain. And of course, I also had to find one of the few trees you can drive through. Even though my time in the area was brief, I was amazed by the beauty. I can't wait to go back and explore it further, hopefully during better weather. Continuing south, the destination in mind became San Diego. Thinking back on fond memories and old friends while stationed there in the Navy, I was looking forward to that.
Quoddy Lighthouse, Maine
Along the route, I found three unique places very compelling to see. The iconic Golden Gate Bridge, Alcatraz Island, and Slab City! The Golden Gate Bridge is a fantastic piece of architecture and glows its beauty both day and night. Alcatraz, though, remains a dreary hollow of abandoned buildings. Listening to and reading the stories placed throughout the museum on the island can give chills to near anyone. Lastly, Slab City. First and foremost, Slab City is not accessible in the slightest. However, I went anyway. This place is an estranged city of junk and lawlessness which creates a beauty entirely in and of itself. My visit to San Diego lasted about a week, and it was onto the next big spot before making my way back home to Minnesota for Christmas and the New Year. It was November, and I thoroughly enjoyed not having the cold to deal with like I would
have if I had been home. Until I reached Flagstaff, AZ. The weather was great during the day, but as soon as the sun went down, the cold became daunting. Nevertheless, I made it to the south rim of the almighty Grand Canyon. The Grand Canyon is yet another destination where you can spend a great deal of time. For the most part, it is accessible. Having many paved and hardpacked dirt trails, I had no issue using a manual wheelchair. And the scenery you get to encompass while looking into the giant abyss of steep cliffs is like no other. Again, this is another spot worth seeing. My last landmark planned before being homeward bound was the Four Corners Monument. En route to the monument, you feel as if you are heading in the wrong direction, for it is in the middle of nowhere (ironically being 4 places at once.) There is not much to see other than the monument itself and the trinket booths the native people of the land set up. If passing through, I recommend supporting the native people by purchasing at least one of their handmade items. It helps them out a great deal, showing appreciation for them and their people. Shortly after leaving, I arrived back home for the holidays. My stay home was shortlived, and I was headed to Quartzsite, Arizona, for a gathering of nomads in the desert. This gathering, called the Rubber Tramp Rendezvous (RTR), consisted of like-minded individuals from all walks of life. While in attendance, I met a handful of creative and loving people, which became the group I decided to camp with.
"And of course, I also had to find one of the few trees you can drive through."
Seth and Abu drive through in style!
The event lasted a week, but a second gathering began immediately following the RTR called Skoolie-palooza. The group and I decided to venture to the next gathering, and it was even better than the first. There were twice as many people, many different types of music and art, and little sales tents. The nomads sell whatever they make, whether art, trinkets, gems, glass art, handmade blankets, clothes, and much more. After Skooliepalooza ended, I was on the road yet again. I had never been to the southern part of Texas, so that was the next stop. One of my recently made friends was headed in the same direction, so we decided to caravan to Austin, Texas. I have never been one to enjoy city life. Still, after arriving in Austin, something about it was very welcoming. I have yet to
pinpoint what it was. The people, "If there is anything I learned from my scenic art, and overall vibe entangled time in service and from my injury, it together ever so beautifully. Being I is to adapt and overcome." had to be back in Minnesota by March, my last couple of weeks on the road were nearing the end. I had just enough supplies to drive down to Corpus Christie and South Padre Island. After arriving in Corpus Christie, I was most excited to tour what I could of the USS Lexington. My grandfather served on the ship when he was enlisted in the Navy. Not stepping foot (rolling) on a ship since my time of enlistment, it felt so surreal to be where my grandfather had served decades previously. Lastly, I made it to South Padre Island. As far as things to do being a wheelchair user, I didn't find much besides pushing around the island and checking out the souvenir shops. However, the weather was immaculate, and the scenery was beautiful. I stayed only one night before making my way back to Minnesota. Many people may consider my chosen method of travel a little unorthodox especially given my circumstance. If there is anything I learned from my time in service and from my injury, it is to adapt and overcome. It doesn't matter how old a person gets or what life throws them, no two days will be the same, and we need to grow with our surroundings. My journey in and of itself had many challenges. I learned a lot about myself, and, most importantly, I learned the world is not as evil as people may think. The amount of curiosity, love, and appreciation for life is everywhere in the world. All we must do is search for it.

PVA Veterans Career Program Recharging Your Job Search By James “Jim” Arndt, MS, CRC Senior Vocational Rehabilitation Counselor with PVA Veterans Career Program
Have you been “stalling out” on your job search? Do you need to find new contacts? The job search can have emotional highs and lows. Here are some ways to help you reach the right people with the right messages about your workplace skills and experience: Review Your Resume Create a compelling opening statement Does it lay out a clear message from the top? This can be based from your elevator two-minute presentation. Keep your description short and concise. Tailor Your Resume You will need to be flexible with identifying specific job titles per the open positions Practice customizing your resume by using the key words from the job description requirements Use bullet points and concise statement for a fast and easy read. The average recruiter spends about 7-12 seconds skimming each resume – make that time count. Network Personnel contacts are still the best way to get noticed for a position. Friends and family are great sources to spread the word that you are looking for a career or to pass your resume on to a recruiter. Let them know you are looking and be prepared to follow up with contacts they may have. Update your network about your progress.

In Review: Review your personal contacts, which should include friends and family Let them know that you are looking for opportunities Ask them if they have employment contacts that you can reach out to Follow-up with your contacts for updated information LinkedIn You can upgrade your contacts through the use of employment networks such as LinkedIn. It is easy to start. Once you have your information entered, start inviting the people you know to join your network. This opens up the opportunity to see who your connected people know. This can be helpful making direct contacts with the people who hire. Use the search function from these networks to identify useful connections to add to your network. Use short and concise messages when sending out your invitation to join your network. Employment Log Start an employer follow up log. You can put all your employer contacts, job leads, job actions (resume and or applications), and follow up dates. This can keep your contacts fresh and up to date. Your log should include: Date of application completion Log in information Job title and number Contact information to employer (phone number and email addresses)
