From the President 2022 was another tumultuous year of COVID-19 – but better than 2020 and 2021. As I write this in the spring of 2023, the pandemic is officially over but the virus still lingers around the world.

With the uncertainty of COVID-19 early in 2022, planning continued for the 2022 Minnesota Mission of Mercy and the 2022 OneSmile Gala, but doubts still existed as to whether these events would be successful. Both events turned out to be extremely successful after pausing for a couple of years.

Donations to the Foundation from the dental community were again down in 2022, but because of increased funding due the OneSmile Gala, the Minnesota Mission of Mercy, and the Martha Mordini Rukavina Loan Forgiveness program, 2022 income exceeded expenses.

As in past years, I hope you will find this report both informative and motivating.

Its primary purpose is to demonstrate that donations made to the Foundation are used wisely, efficiently, and effectively to help those who have difficulty accessing dental care in Minnesota.

Support of the Foundation can be through your MDA dues statement, through the website at www.mndental.org/donate, or by mailing a check to the Foundation. We are always in need of volunteers for our internal projects or you can volunteer at a volunteer clinic in your community.

Leadership in Action • In 2022, we completed our sixth successful OneSmile Gala in October at the Renaissance Minneapolis Hotel, The Depot and our seventh Wall of Wine fundraising project at the Star of the North meeting.

• From its first grant of $100 in 2002 through December 31, 2022, the Foundation has funded 682 different projects with in-kind or cash services totaling $3,807,584, plus another $2,000,000 in collaboration with the Delta Dental of Minnesota Foundation, and $7,500 in collaboration with DentaQuest, for a total of $5,815,084 to help thousands of Minnesota’s most vulnerable individuals access millions of dollars in dental care.

• From 2002 to 2004, the Foundation’s primary focus was to fund community and volunteer clinics in the Give Kids a Smile (GKAS) program.

• Starting in 2005, we accepted grant applications from the greater non-profit community that were interested in dental care to the underserved in Minnesota.

• In 2011, two internal programs were initiated – the Minnesota Mission of Mercy and the Martha Mordini Rukavina Loan Forgiveness Program.

• The Donated Dental Services program was moved from the Minnesota Dental Association to the Foundation in 2012.

• The Retired Dentist program started in 2013.

• In the fall of 2014, in collaboration with the Delta Dental of Minnesota Foundation, the Dedicated to Minnesota Dentists Loan Repayment for Service program began.

• In 2015, the Give Kids a Smile program was moved from the Minnesota Dental Association to the Foundation. Additionally, Minnesota’s Heroes Orthodontic program, in collaboration with Smiles Change Lives and the Minnesota Association of Orthodontists, was launched.

Current Foundation Programs Donated Dental Services Donated Dental Services, a program of Dental Lifeline Network (DLN), has existed in Minnesota since 2003. The program provides comprehensive dentistry to disabled, elderly, or medically fragile individuals who cannot afford to pay for needed dental services. The dentistry is provided for free in the private offices of the 418 participating dentists. All specialty dentistry and laboratory work also is provided at no cost. Delta Dental of Minnesota Foundation has generously funded the program for the 2021–2022 fiscal year.

In the program’s 2021–2022 fiscal year ending June 30, 2022, 201 patients received dental services valued at $900,018. Since its inception in Minnesota, 2,563 patients have received dental services valued at $15,210,152. We celebrated this $15 million milestone at the OneSmile Gala in October 2022.

Give Kids a Smile Program Give Kids a Smile is a national program that provides free dentistry to children during the first weekend of February, which is National Children’s Dental Health Month. This has been a program of the Minnesota Dental Association since 2003.

In the program’s February 2022 event, approximately 1,045 children received $623,079 in free dentistry by 594 volunteers. Since its inception in Minnesota, 82,698 children have received $25.5 million in free care by 35,422 volunteers. Financial support for this program was provided by 3M Oral Care, the Minnesota Dental Association, the Minnesota Dental Foundation, and individual donors. COVID-19 has again impacted this program.

PARTNERS HAVE PROVIDED $5.86 MILLION IN SUPPORT Even with the reduction in dentistry due to COVID-19, for the third consecutive year, the MDF provided much-needed dental care to the underserved in Minnesota. We thank all the volunteer dentists and their staffs for their heroic efforts during another difficult year.

Martha Mordini Rukavina Loan Forgiveness Program The Iron Range Resources and Rehabilitation Board (IRRRB) provided funds for dentists to help repay qualified dental education loans if they practice for at least five years in the Taconite Assistance Area (TAA) of northeastern Minnesota. Currently, each dentist accepted into the program can receive up to $120,000. The program began in 2009 and was moved to the Foundation in 2011. Five dentists have completed their obligations and four dentists are currently in the program.

Minnesota’s Heroes Orthodontic Program This program was started in the fall of 2015 to provide free orthodontic care to children eight to 18 and spouses of Gold Star Families, those families who have lost a family member in service to our country since 9/11. This program is in collaboration with Smiles Change Lives, a Kansas City-based non-profit that helps provide orthodontic care to children of low-income families, and the Minnesota Association of Orthodontists. Four children have completed the program and one started in 2022.

Minnesota Mission of Mercy This program provides free exams, fillings, extractions, root canals, partial dentures, children’s dentistry, hygiene, and oral health education in a large temporary clinic set up in a city in Minnesota.

Since its inception in Minnesota, 7,073 compassionate volunteers have provided 50,850 dental procedures valued at $6,754,387 in 10,407 patient encounters over seven mission events. The locations were Mankato in 2012, Bemidji in 2013, Mankato again in 2014, Duluth in 2015, Moorhead in 2016, Minneapolis in 2018, and St. Cloud in 2022. The Signature Sponsor for this event is the Delta Dental of Minnesota Foundation.

Retired Dentists Program This program, funded by the Delta Dental of Minnesota Foundation and DentaQuest, began in 2013 as a way for dentists who are no longer receiving an income from dentistry to “give back” to the profession and their community by providing free dental care for persons who have difficulty accessing dental care. In return for reimbursement of fees for licenses, professional liability insurance, and continuing education expenses, the dentist must provide at least 100 hours per year or approximately one day per month of free care to the underserved.

In 2022, seven dentists provided an estimated $260,707 worth of free dentistry in 525 hours of volunteer dentistry. The numbers for 2022 were down once again due to COVID-19 since retired dentists were still reluctant to return to volunteer their services. The cost of this program in 2022 was $2,612. Since its inception, volunteer dentists have volunteered 4,427 hours providing free dentistry valued at $2.9 million.

Dedicated to Minnesota Dentists Loan Repayment for Service Program This program, in collaboration with Delta Dental of Minnesota Foundation, was announced in September 2014 as an educational loan repayment for service program to attract new dentists to rural dental Health Professions Shortage Areas (HPSAs) in Minnesota. Each successful recipient received up to $200,000 to repay qualified educational loans. All funds have been distributed.

Since the inception of the program, 10 new dentists are practicing in Bigfork, Cook, Deerwood, Ely, International Falls, Montevideo, Mora, Tyler, Walker, and Warroad.
