“Privatetreatynegotiationswith theholdersofthoseinterestsareat astagewhereoffershavebeenmade butagreementhasnotbeenreached, suchthatnorealprogressisnowbeingmade.
“Thecouncilhas,andwillcontinuetoconsultandnegotiatewith allthirdpartiesthathaveinterests in theorder land to acquire their interestsandnewrightsbyagree ment,butitisclearthatcompulsorypurchasepowerswillneedtobe employedtoensurethatvacantpos sessioncanbeachieved,andthatthe schemecanbedelivered.”
