LETTER FROM THE EXECUTIVE DIRECTOR

This year, our focus is on the present and future - as you’ll see in the pages ahead. But, we always honor the past and those whose legacy we take forward with us in our vision for empowered community members to give voice to our region’s water resources. Consider the words of President Theodore Roosevelt, who said "We have fallen heirs to the most glorious heritage a people ever received, and each one must do {their} part if we wish to show that the nation is worthy of its good fortune."

As I have gotten to speak with and know our membership, I am heartened to hear that your “why” for supporting the Watershed Council comes down to that same sentiment. While we may put it to words differently, the end result is the same. Our Watershed Council staff and

When we think about legacy, it is easy to think in terms of the past — the people who built this organization, the victories won, the waters protected. But legacy is not just what we inherit. It is what we choose to carry forward.

For the Tip of the Mitt Watershed Council, legacy begins and ends with clean water.

The lakes, rivers, streams, and groundwater of Northern Michigan are not simply scenic assets, they are living systems that sustain communities, wildlife, recreation, and local economies.

The work we do today — monitoring, advocacy, education, and stewardship — ensures that these waters remain clean and vibrant not just for us, but for generations we will likely never meet. That is institutional legacy in its truest form: building something durable enough to outlast any one person, board, or moment in time.

Over the past few years, our organization has gone through several leadership transitions. These are never easy, and periods of uncertainty test the strength of any institution. Yet those moments also reveal character. Thanks to the dedication of our board, staff, members, and partners, the Watershed Council remained steady and mission-focused throughout.

Today, we are proud to say that we have secured strong leadership and are once again on solid footing. Our recent challenges have not defined us, but rather strengthened us. It speaks to the resilience that has characterized the Watershed Council since its founding.

Institutions with true legacy are not those that avoid difficulty, but those that endure it while staying anchored to their purpose. Clean water has always been our north star. It remains so today.

As we look ahead, our commitment is clear: to safeguard the waters of Northern Michigan with integrity, science, and persistence — and to leave them healthier than we found them.

A LEGACY IN THE WATER

In 2025, we said goodbye to two women whose lives and generosity strengthened northern Michigan’s waters. Their impact continues to shape our work, and we are so thankful for their dedication and care. Through their time, generosity, and steady commitment, they created enduring impact that will be carried through time, sustaining the lakes and rivers of northern Michigan for all those who come after them.

LINDA CHERYL HELLER (1945–2025)

Linda Cheryl Heller’s connection to northern Michigan began early. After graduating from Albion College in 1967, she completed summer field work in biology and natural resources at the University of Michigan Biological Station. She taught in Harbor Springs, worked in Petoskey, and spent summers along Lake Michigan and later on Munro Lake. These experiences grounded a lifelong appreciation for freshwater ecosystems.

An educator by training, Linda combined her background in biology with a passion for fly fishing, teaching others, and spending time on the waters she loved. She also participated in water quality monitoring in northern Michigan, contributing directly to the protection of local lakes and streams.

A loyal supporter of the Watershed Council for many years, Linda’s recent bequest reflects her enduring commitment to safeguarding water. We are deeply grateful for her generosity that ensures that the lakes and rivers she valued will be protected into the future, a lasting legacy rooted in place.

JANIE ANN GUILIANI (1960–2025)

Janie Ann Guiliani brought dedication and follow-through to her environmental work. A graduate of Michigan Technological University and the University of Michigan, she built a career in engineering and business before focusing her time and energy in northern Michigan.

For many years, Janie served as a lead volunteer for the Watershed Council’s Pigeon River stream monitoring program. She helped collect and interpret data and played a key role in identifying macroinvertebrates, work that informs longterm water quality protection efforts. Her steady leadership strengthened both the program and the volunteer community around it.

Janie continues to support the Watershed Council in a lasting way, and we were honored to receive tributes in her memory. We are deeply grateful for her years of leadership, her handson contributions in the field, and the enduring support she provided. The northern Michigan waters she dedicated time and effort to protect are stronger because of her life and actions.

COMMUNITY-BASED ADVOCACY: PROTECTING

ENVIRONMENTAL HEALTH AND WATER QUALITY

Clean water and a healthy environment are essential for any community’s wellbeing. Still, many neighborhoods across the country face ongoing environmental risks that threaten public health and quality of life. Community-based advocacy helps turn individual concerns into collective action, giving residents a voice in shaping policy, holding polluters accountable, and protecting important natural resources. As we face growing challenges and new threats to water quality, Tip of the Mitt Watershed Council is committed to developing programs and tools for citizens to engage in advocacy to share their concerns and protect our water resources.

Community advocacy extends beyond individual complaints; it instead focuses on finding solutions that address the bigger picture. When people join forces, their collective voice becomes stronger, allowing communities to develop shared strategies and use resources more effectively. This collaboration is especially important when facing large polluters or convincing leaders to make environmental protection and water quality a priority.

Successful advocacy depends on a range of skills and support systems. Building leadership and organizing within the community helps create strong local networks. Policy knowledge and research add credibility to campaigns. Access to scientific information, technical help, and media outlets also allows communities to clearly communicate their concerns and advocate for healthier environments.

Community-led efforts can take many practical forms. For example, you might volunteer with us to monitor water quality in your local lake or stream. Advocacy can also mean pushing for stronger environmental laws, taking part in public hearings for permit applications, or using legal tools like lawsuits to demand accountability and justice.

Education and involvement are just as important. The Watershed Council regularly offers free workshops and educational opportunities in our service area. Sharing information, holding town hall meetings, and organizing public forums helps raise awareness and encourages ongoing participation. Local

groups can take the lead by inviting experts to speak about water quality topics and inform their members.

While challenges like limited resources, institutional barriers, and opposition from powerful groups remain, new opportunities are emerging. Technology now helps communities gather better environmental data and connect with broader advocacy networks. At the same time, growing awareness of environmental justice issues is building stronger public support for community-led solutions.

Community-based advocacy is grounded on the idea that lasting environmental protection starts locally. When people come together to support clean water and healthy neighborhoods, they build strong momentum for change. Tip of the Mitt Watershed Council remains committed to serving as a resource for research, education, and advocacy across our service area, and we look forward to continuing to support our community members in protecting our shared water resources.

A LEGACY IN MOTION: MILESTONES IN RESTORATION & PROTECTION

Since 1979, Tip of the Mitt Watershed Council has worked alongside volunteers, partners, and communities to protect the lakes, rivers, and streams of northern Michigan. Along the way, countless projects, large and small, have helped restore shorelines, improve water quality, and expand our understanding of the waters that define this region. Each effort reflects a shared commitment to protecting the waters that shape our communities and landscapes.

1984 Volunteer Lake Monitoring Program begins on 10 lakes.

1986 First comprehensive watershed management plan completed for Burt Lake in partnership with the Northeast Michigan Council of Governments (NEMCOG).

1987 Comprehensive Water Quality Monitoring Program launched. This expanded water quality monitoring across lakes and streams, building a long-term dataset used to track trends and inform restoration priorities.

2005 Volunteer Stream Monitoring Program begins. With support from Michigan Clean Water Corps (MiCorps), volunteers begin sampling local streams for aquatic insects and water quality indicators, helping assess the health of rivers and streams.

Black Lake Watershed Management Plan completed with NEMCOG.

1991

1988 Mullett Lake Watershed Management Plan developed with NEMCOG.

2004 100th shoreline restoration project completed. Using native vegetation and bioengineering, these projects stabilize shorelines while improving habitat and water quality. By this milestone, more than 2,500 feet of shoreline had been restored.

2007 EPA approval of the Little Traverse Bay Protection Plan opens the door for federal funding for implementation.

1994 Pickerel–Crooked Lakes Watershed Management Plan developed with NEMCOG.

2012 Clear-span bridge installed over the Bear River on Click Road in Petoskey with funding from the Great Lakes Restoration Initiative.

EPA approval of the Lake Charlevoix Watershed Protection Plan enables new funding opportunities for restoration work.

2013

Shoreline surveys conducted along Lake Huron’s Duncan and Grass Bays to support development of a watershed management plan funded by the Michigan Department of Environmental Quality.

EPA approval of the Duncan and Grass Bays Watershed Management Plan opens the door for implementation funding.

2016

EPA approval of the Mullett Lake and Lower Black/ Cheboygan Rivers Watershed Management Plan.

2024

2025 Little Traverse Township Beach restoration project completed.

2023 Tourist Park shoreline restoration project completed.

Ottawa Stadium Rain Garden installed to help manage stormwater runoff.

2022 Volunteer lake and stream monitoring data entered into the MiCorps statewide database for the first time after approval of Quality Assurance Project Plans.

Camp Petosega shoreline restoration project completed.

EPA approval of both the Burt Lake Watershed Management Plan and the Elk River Chain of Lakes Watershed Management Plan.

2018

2014 Water Quality Monitoring database surpasses 8,000 measurements. Decades of monitoring have built one of the region’s most valuable records of water quality conditions.

Lower Tannery Creek restoration completed, replacing an undersized culvert with a timber bridge to improve stream health and habitat.

2020 Green Stormwater Infrastructure Visioning project completed with the cities of Petoskey, Harbor Springs, and Charlevoix.

MONITORING PROGRAMS: 2025 IN REVIEW

In 2025, our volunteer monitoring programs continued to build on decades of water quality data across northern Michigan. Volunteers sampled 24 lakes and 21 streams, contributing valuable information that helps us track changes in water quality over time. We also welcomed 20 new volunteers this year. Their dedication makes this long-term monitoring possible, and we are grateful for the many community members who contribute their time to protecting local waters.

In addition to volunteer efforts, our staff-led Comprehensive Water Quality Monitoring Program focused on the Cheboygan River Watershed in 2025. Data collected through these programs is now available on our website and remains crucial to evaluating the health of these aquatic environments.

For many lakes, our monitoring record extends back to before zebra mussels

began arriving in the 1990s, providing an important baseline for understanding how these ecosystems have changed over time. Before their arrival, nutrient levels such as nitrogen and phosphorus were significantly higher. After zebra mussels became established, those levels dropped sharply. As filter feeders, zebra mussels remove plankton from the water, which can increase water clarity but also reduces food sources for fish and other aquatic life. As a result, many lakes became less biologically productive, and nutrient levels in some systems have not returned to their earlier conditions. These changes illustrate why long-term monitoring is essential for understanding how lakes and streams can dramatically shift over time.

Today, quagga mussels are invading some local lakes, and ongoing monitoring will help us track how these invasive species may influence ecosystems in the years ahead.

LOOKING AHEAD

In 2026, volunteer lake and stream monitoring will continue, and the Comprehensive Monitoring Program will focus on the Elk River Chain of Lakes Watershed and coastal areas that drain directly to Lakes Michigan and Huron.

We will also be working to strengthen our monitoring programs by updating data systems, refining quality assurance procedures, and improving how results are shared with the public. This effort includes developing a new database to support deeper analysis, updating field and laboratory protocols, and exploring partnerships with accredited laboratories. Together, these improvements will help ensure that long-term monitoring in our region remains scientifically rigorous, sustainable, and accessible to the communities that rely on this information to protect their waters.

BUILDING WATER STEWARDS THROUGH EDUCATION

Protecting and preserving our waters depends on people who understand them, value them, and take responsibility for them. Stewardship is at the heart of the Watershed Council’s mission, and education is how we help foster water stewards throughout their lives.

Our education efforts are deeply connected to our water quality science. The lessons we bring into classrooms grow out of the monitoring, restoration, and policy work happening across our service area. Education builds understanding, inspires stewardship, and helps turn knowledge into meaningful action in our community.

Across our programs, students engage with watershed science at different points in their lives. Elementary students visit native fish at the Watershed Discovery Center (WDC). Middle school students stand on the deck of the Beaver Islander ferry during Students Experience Lake Charlevoix and watch pollution move from land to lake in our watershed model. High school students step into local streams to collect real data through our High School Stream Monitoring Program.

Learning does not stop at graduation. Our internship program, community events, volunteer monitoring, presentations, and WDC invite families and adults to continue engaging with watershed science and stewardship.

As these programs continue to grow, it has become clear that the next step is to be intentional about how they fit together. In 2025, we began developing a comprehensive Education Strategic Plan to guide this work into the future through grants from the Great Lakes Fishery Trust Great Lakes Stewardship program and the Petoskey-Harbor Springs Area Community Foundation. The plan focuses on creating a clearer, more connected pathway of watershed learning opportunities. Our goal is to offer a cohesive and accessible suite of programs that grows with students, supports educators, and invites families and community members to stay engaged. We want each experience to build confidence, deepen understanding, and strengthen a lasting sense of responsibility for our waters.

Stewardship is not formed in a single field trip or presentation. It grows through repeated experiences, deeper understanding, and ongoing connection to place. By creating a stronger continuum of programs, we can help students and community members develop deeper understanding and a lasting connection to our lakes and rivers.

BRINGING RIVERS TO THE CLASSROOM

Thanks to funding from the Michigan Association of Environmental Professionals, the Watershed Discovery Center features a new stream table.

The stream table allows students to watch a river shape a landscape right in front of them. As water flows across sand, they can see erosion in action and watch how road stream crossings like bridges and culverts impact the flow of the water and the movement of aquatic organisms.

This hands-on model will help students and visitors connect what they see in the table to the real restoration work happening in streams all across northern Michigan. 
