President‘s Message David Waller, MRWA Board President Change is inevitable. As an industry, we have seen a lot of changes and we have complied and implemented those changes to provide better service to our customers.

Current times are bringing changes at all levels of the water and waste water industry. At the Federal level, the EPA is charged with reviewing existing regulations and is under a mandate to reduce two regulations for each new one that is enacted. Here in Missouri, all levels of government are under what has been termed a “red tape reduction act.” Each state agency has been tasked with reviewing all existing rules, regulations and statutes, and making them clearer, removing duplicates and making other changes that will make the state an easier place for business to flourish. As part of that, the rules and regulations under which the water and wastewater industry works will undergo an overhaul. As we see these changes, your Association will monitor them and watch for changes that we feel need to be brought to your attention.

Your Association is an ever-changing entity, with new programs and new Board members. At the annual conference in Branson this year, we welcomed two new Board members: Tammie Winter representing Region #3 and Paul Michael Shaw representing Region #7.

Tammie is Manager for Consolidated Public Water Supply District #2 of Lafayette, Johnson and Saline Counties. Paul is the water and wastewater Manager for the City of Caruthersville. We welcome both of these professionals to the Board and appreciate the expertise they bring to the Board and to your Association. Leaving the Board were Harold “PeeWee” Landgraf, Jr. who represented Region #7 and Frank Offutt who represented Region #3. PeeWee joined the Board in 1982 and Frank in 2015. On behalf of the Board, the Association Members and myself personally, I want to thank both gentlemen for their service to your Association. Being on the Board entails a strong commitment of time and dedication, both PeeWee and Frank were strong board members with a wide range of knowledge that they brought to the decisions we made in governing the Association. Thanks to both of you for all that you did.

In the years since the Association began, there have been 57 different water or wastewater professionals that have volunteered their time to help guide and protect the members of your Association. These individuals came from 39 different Systems across the State. While there have always been 7 regions, it is my understanding that the area covered by those regions changed in 1974 to match the DNR regions as they existed at that time. The unique and different life experiences, training and type of utility that these people brought to the Board, help make your Association the voice it is today for its members.

A part of serving on this Board that largely goes unrecognized is the support that the governing body of the different utilities gave to those that served on the State and National Board; allowing them to take time from the day to day operation of their utility to attend board meetings, meet with legislators and regulators, and to do the many, many tasks that it took to get a fledgling Association off the ground. This shows an understanding of the need for an Association that represents the common interests of our members and the industries we represent and the need to speak with a strong voice to address those needs and concerns.

Big Picture Wondering: Where Will Your Customers Go? According to Matt Hesser, the Missouri State Demographer, we can see obvious trends going on with the population of our beloved Missouri. I have remarked that people are “moving to where the internet is”. Interestingly enough, that is exactly what the official trends are showing.

What does this mean for us? Two things come to my mind, 1) will you lose, or gain, population on your system, and 2) how will this affect system viability?

Read on…and think about where your system is at.

According to recorded trends and demographic predictions, population has shifted from rural agricultural areas to urban areas and to rural areas with recreational amenities. (going to where the internet is). The projections suggest that this will continue. Migration trends predict that for the next thirty years there will be large growth in suburban counties around Kansas City, St. Louis, and Springfield with a significant decline for St Louis County and agricultural counties.

It is predicted that the top ten fastestgrowing counties will be metropolitan counties.

Christian County and Lincoln County are expected to double in size by 2030. St. Charles County is expected to grow by 76 percent, and Cass, Clay, and Platte Counties combined may grow up to 62 percent.

With the single exception of St. Louis County, all ten counties with the greatest population loss are rural.

New Madrid County is expected to lose more 6

than 1/3rd of its population by 2030 and both Iron and Gentry Counties could lose about 1/3rd. It’s anticipated that St. Louis County will lose just under 60 thousand people.

It is thought that St. Louis, despite its losses, will remain the most populous County in Missouri followed

by Jackson County. However, St. Charles County is projected to pass the City of St. Louis, population-wise, to rank as the 3rd highest population county. Clay and Jefferson Counties are expected to switch their rankings between the sixth and seventh most populous, and Cass County is expected to pass up Franklin County for the number ten spot by 2030.

Well, it’s projections seasoned with history. Time will tell, but it’s something to think about. If you are in a “population growth” area, are you feeling it already? Are you ready to take on and handle growth? If you are in a “population loss” area, are you feeling that? Are you ready to take on customer loss and revenue loss?

Always good to look ahead.

Letters To the MRWA Executive Director and Staff, I want to start with thank you!

Thank each and every one of you. From day one, you all welcomed me into my position with the state. I quickly learned how essential MRWA was to the systems of the state and the ways it provides the much-needed assistance to them. I will admit before coming to work for the state I had never heard of MRWA. I hope that the apprenticeship program takes off and that isn’t the case for newbies like me. You all do amazing and necessary work, from those in the office to those in the field. These systems need feet on the ground to be a helping hand. You all respond so quickly and no matter what situation arises, MRWA has always had the expertise to address every situation. Keep being responsive to those needs in our communities. Keep being the set of experts systems can call for assistance. Keep being MRWA.

Letters   My name is Joe Mainer, Chief Operator of the Wastewater Treatment Plant for the City of Houston MO. I’m writing this letter to acknowledge Mr. Donald Jones (MRWA WW Tech) and also wanted to share my thankfulness to RUS for having the Wastewater Tech. Program. This program has helped me and the City in so many ways. First, let me tell you about Mr. Jones, I have never met a more knowledgeable, nicer, and polite gentleman than Donald Jones. I inherited this treatment plant as Chief Operator and had some questions that I needed - answered. Mr. Jones helped me out with my 503-sludge report, E-DMRs, and with my plant in general. He helped me fill out and understand the 503 sludge, and explained the formula to me as to where I can understand and do it myself with ease. The E-DMR report was something new to our plant, and had barely heard anything of it. Once again, Mr. Jones helped me enter the report. All the questions I had asked him, he had an answer for, not only an answer but an explanation the reasoning of that answer. While showing him around the treatment plant, he gave me viable knowledge for running the plant.

Anywhere from small things to help out the plant, to major things that will greatly influence the wellbeing of the plants overall quality. I just wanted to take this time to let you know what a valuable employee he is. You should be very proud to have him as one of your employees and again thank you for your Wastewater Tech. Program. Without this program I am not sure where the city would be or how much money it would have cost the city in consulting fees.

Letters Dear MRWA, Just wanted to express my appreciation of the health and wellness program you offer. I never realized the importance of physical fitness till paired up with a MRWA Circuit Rider for the cross-country challenge. I participated in the leak detection division.

My Circuit Rider and I competed in Witching 101, the Ravine Scramble, Creek Crossing Long Jump, Rose Bush Wrestling, Fence Hurdles, and the Long-Distance Row Crop Run. I’ve seen coon dogs that couldn’t work a draw like a Circuit Rider. Back and forth, over logs, under logs, leaping muddy ditches, and I swear, sniffing the air for the scent of fresh chlorine. Valve to valve, through miles of line we tracked the smallest hiss of water with his acoustically enhanced ears.

Funny I should mention dogs because I also got a crash course in how to defend yourself from an 80-pound, fang gnashing, full speed, carnivorous canine attack. Turns out you just stick a boot in their mouth and continue to serenely listen for water noise through a valve.

We wore the batteries down on two Fitbits, an acoustical leak detector, and twice on the metal detector. No worries though because Circuit Riders come prepared with entire cases of replacement batteries. Too bad for me the Circuit Rider never wore down. Like a drill sergeant he wants you out the door at dawn and in the trench by 7 a.m. And here’s the key to the MRWA weight loss program... no lunch! That’s right, miles and miles of hill climbing, fence jumping, and trudging through chin high brambles and when 12 o’clock comes the man says “I never take lunch”. I considered this statement hunched over, hands upon my knees, gasping for air, trying to recuperate from running a mile uphill and came to the conclusion he might be onto something there. (Mentally queue the theme song from Rocky so I can keep going.)

I will gladly attest to the many physical and even psychological benefits of the MRWA health and wellness program.

Every inch of main, every meter pit, and every valve in my system has been located, documented, dug up, inspected, and exercised. I can honestly say, after a few days of this program you will be a lean, mean, leak finding machine. The exercise program includes all the previously mentioned activities plus leg presses (shovel time), swimming (I was short on one of the creek jumps), and dead lifts (I got stuck in a check valve pit and had to be pulled out). You will sleep better at night, not just because you have the peace of mind that not one drop of water is seeping into the earth, but also because your body has never endured the expectations and stamina of a Circuit Rider challenge.

So once again MRWA, I thank you for always providing the best coaches, trainers, cheerleaders, and teammates to accomplish my goals and achieve personal betterment for myself and my District. Hope you continue these programs for many years to come!

2018-2019 MRWA Scholarship Awards Andy Bowman, MRWA Marketing Coordinator Each school year, the Missouri Rural Water Association Scholarship Committee awards four (4) college scholarships. Two scholarships are awarded to enrolled college students and two scholarships are awarded to graduating high school seniors. The scholarships are awarded to children, step-children or dependents of full-time employees of either an active MRWA member system or of MRWA. The two scholarships awarded to enrolled college students are designated the James Farley Scholarships in honor and memory of James Farley, a longtime attorney in the water industry. Mr. Farley was instrumental in drafting many of the laws which govern rural water districts in the State of Missouri and was legal counsel for many water districts which were formed in Northwest Missouri. He was a longtime supporter of MRWA, dating back to the beginning of the Association in 1966, and served as legal counsel for MRWA from 2000 until he retired from practicing law in 2014. Mr. Farley passed away in April 2015.

MRWA is proud to announce this year’s scholarship award winners.

Jordan Fuchs is the daughter of Eric Fuchs, MRWA Ag Resource Technician. A Clearwater High School graduate, Jordan will be continuing her higher education at Three Rivers College this fall in Poplar Bluff.

During her time at Three Rivers, Jordan has competed in Breakaway and Barrel Racing for the Three Rivers Raiders Rodeo Team while achieving exceptional grades placing her on the Dean’s List. With a year of college under her belt, Jordan’s original interest of becoming a Veterinarian specializing in Equine care shifted to a completely different field. She now hopes to finish her Associate Degree while taking as many chemistry classes offered. Her plan is to graduate at semester’s end in December and pursue a certification in welding from the Missouri Welding Institute.

Dawson Eads is the son of Duane Eads, water and wastewater operator for the City of Greenville in Wayne County. Farming has been at the center of Dawson’s thinking since he was a young boy and that shone through during his teen years and time at Greenville High School as a member, Parliamentarian, and Vice President of his high school FFA chapter.

That thinking is what set him on his path to a degree in Agriculture. Returning to Three Rivers College this fall, Dawson will continue his education and hopes to one day own and manage his own farm.

Alex Hyatt is the son of MRWA Water Training Specialist, Tom Hyatt. During his enrollment at Fredericktown R-I High School, Alex was a member of the Chess Club, Anime Club, and Beta Club. Beginning classes this fall at Southeast Missouri State University in Cape Girardeau, Alex will take classes such as human development and behavioral science along with his general education classes to begin pursuit of a bachelor’s degree in Abnormal Psychology. This will be but the first step in Alex’s planned field of study. His ultimate goal is to acquire his doctorate degree in Clinical Psychology specializing in Marital and Family Therapies.

Lauren Overstreet is the daughter of Tri-County Water Authority General Manager John Overstreet and a graduate of Grain Valley High School. Lauren was heavily involved in athletics during high school competing in track, tennis, and basketball, all of which she lettered in. Also while in high school, she looked ahead to her future and enrolled in the Health and Science program at the Career and Technology Center becoming a Certified Nurse Assistant (CNA). Lauren plans on working in the medical field as a CNA while attending the University of Central Missouri to obtain her Registered Nursing degree.

Her long-term goal is to become a travelling nurse allowing her to help people from all walks of life across the globe.

Let’s see how quickly people scramble to restore electrical power should a lift station lose electricity. Look at history; large-scale human illness, and death, are directly attributable to an inability to maintain proper treatment of waste.

First, we are in the midst of a demographic change.

Population is rising in more suburban areas, declining in some rural areas and growing in others, and appears to be declining in our large city urban areas. I’ve often described this as “people are moving to where the internet is”. Along with this, our young people are moving within this flow. They seek opportunity. In time, this may very well change the playing field for those working in this industry as more consolidation of systems occur to address demographics and economies of scale.

Given the importance of drinking water and waste treatment in our lives, think about the people in your community that operate those systems. Honestly, how are they looked upon? Are they observed as health professionals or are they observed as maintenance workers?

Second, our drinking water and wastewater work force is aging. We do not see many young people pursuing this occupation. Why? One of the primary reasons is that we’ve done a poor job of letting them know we exist.

This is not new given that many of our customers don’t truly “realize” that we exist until there is a problem. That provides a formula for negative recognition that water and wastewater utilities must deal with. Too frequently, water and wastewater operators are not viewed as heroes and professionals, but rather as incompetent bureaucratic boobs that are there to over-charge for their product and provide horrible service. That leads to another reason why many drinking water, and wastewater, jobs are not pursued; the respect level can be low along with the pay.

What shall we do? We must make the occupation more desirable. We can do that by raising the respect level and the pay level. Doing this allows you, the employer, to raise the EXPECTATION level from the employee.

Enter in the Apprenticeship Program. Upon completion of the apprenticeship, you will have an employee that has hands-on knowledge, theoretical knowledge, and true work experience. The individual must pass drug screening and must obtain Missouri certification. You can have an employee that didn’t “just pass an exam” but rather has demonstrated hands-on know how, informational know-how, and good ol’ experience to go along with that certification. Likewise, you will have an employee that will have esprit de corps (pride in, loyalty to, and enthusiasm for a group as expressed by its members). This raises the bar on the quality of employee you will have.

If you have a good drinking water or wastewater operator working for you right now, feel very blessed.

Respect them; reward them.

Know your NPDES Permit Eric Fuchs, MRWA Ag Resource Technician Many wastewater operators know all too well, that dreaded day when their new NPDES permit arrives. With all the new rules and changes coming from the EPA on what is required on permits, it can be an overwhelming experience on how to handle all those changes and how to interpret the “Government lingo” and confusion. Who do we ask if we’re confused? What can we do if we think the requirements are unnecessary and can’t be completed? What if the new permit requires an investment to upgrade our existing system or a whole new plant?

Many of these questions can first be answered by taking a very proactive role in reading and studying your permit. While there are many things in a permit with which to be concerned, there are 3 main points to give your utmost attention.

1. Limits allowed in your permit: • Have these changed from the last permit cycle?

• Are they stricter or easier to meet this time around?

• Does it require a change in how we operate or even a whole new plant or upgrade of an existing plant?

2. Schedule of Compliance: • This is where you will be given specific time lines to meet new permit requirements.

• This could be for Ammonia, Disinfection, or other things.

• The main concern here is to make sure required reports are sent according to specified time frames.

3. Reporting Requirements: • When are the reports due and what do those reports require?

• Do you have monthly reporting or quarterly reporting?

• Have these requirements changed since the last permit cycle?

When you file for a permit renewal, make sure you send it in 180 days before the current one expires. When you receive your draft permit, look it over immediately paying attention to detail. This will give you plenty of time to request changes at no cost, because once the permit is final, it will cost to reopen it.

What if, after reading and understanding the permit, you still believe there are mistakes, unnecessary requirements, or discharge stream issues?

What can you do? Who do you call? Is there any chance of getting these requirements changed? Would DNR consider changing these if asked?

Kennett, Missouri was in the position of having a permit which they thought was too burdensome and incorrect for what their receiving stream was used.

After working with their primacy agency for the changes, the final step for Kennett was to bring suit against the EPA to change the requirements of their permit. They felt like the changes were going to cause undue costs to the city for expensive upgrades. As of the writing of this article, Kennett has won their suit against the EPA showing that changes CAN and DO happen.

I’m not advocating your system sue the MoDNR or the EPA if you aren’t happy with your permit. Being proactively involved in the permitting process is an easy step that could save future dollars and headaches for your system. As with any issue, please feel free to call MRWA for assistance in better understanding this process.

The Great Fire Hydrant Redemption: How one system turned something old into a unique PR Campaign Gary Webber -MRWA Wastewater Technician The lonely life of a fire hydrant; standing on the street corner, week after week, year after year, alone and forgotten.

Over time, some are sparingly used, some become heroes in time of need, and others just stand there and get old over the years. Then comes a day when the old fire hydrant gets taken out of service, violently pulled out of the ground and replaced with a more efficient, more youthful model. So, what happens to the symbol of our water system when it becomes old and useless?

Since 2003, the City of Wentzville’s Water Division has blended old fire hydrants, high school students, art, and scholarships as a way of showcasing their utility each year during Drinking Water Week. It’s a bit of a competition for the students, competing for a college scholarship by painting retired fire hydrants in a fun and imaginative way. Observed each year in May, Drinking Water Week recognizes the critical role drinking water plays in our daily lives. This year’s theme was, “Protect the Source,” encouraging people to learn more about the source of their drinking water and why its protection is critical to our health. Lori Short of Wentzville Water Utility explains, “a theme is chosen annually for the students to follow and the selection of the winning artwork is by a panel of judges made up from Wentzville Utilities and BlastCo (a local Wentzville company) who supplies the sand blasting assistance. The students’ newly painted hydrants are put on display near the water tower for the month of May for the public to view.”

What Baby-Boomers are thinking about Millennials: A response to Rachael Norden John Singleton - Singleton Equipment, LLC (Makers of Valve Boss) www.valveboss.com When I received my Winter 2017/18 issue of MRWA Waterlines magazine, I almost flipped past Rachael Norden’s article about Millennials (those born from 1981-1997). As a BabyBoomer and the father of a Millennial, I’m glad I took the time to read the entire piece. Obviously, Rachael poured her heart into the effort, and she deserves some sort of response.

Rachael, I’ve been guilty of dismissing Millennials as a generation more concerned about leisure than work, but I can almost assure you that the World War II generation probably said the same thing about Baby-Boomers. I recently read the words of a fellow who also didn’t think much of the younger generation:

“The children now love luxury. They have bad manners, contempt for authority; they show disrespect for elders and love chatter in place of exercise.”

That guy was Socrates, and when I think of his words predating Christ by 400 years, it clearly shows there really isn’t anything new under the sun. So, let’s all agree that regardless of the era, the old fogeys will never see much good in young people.

I couldn’t agree more that a college education has become far too expensive. Well-meaning parents and civic leaders have been insisting for many years that college is for everyone, but it should be clear that everyone doesn’t need a college education. I’d 24

like to challenge Rachael and others to join me in a little game called “who has a degree?” The game is simple: Just watch and listen to all of the people around you and try to guess who has a college education.

I can assure you it’s much more difficult to identify the “educated” than you might imagine. As a person who has “some college” (as job applications say), I’m somewhat in the middle of the situation. I’ve worked with folks that had not one, but two degrees that didn’t have enough sense to get out of the rain, and I’ve worked with folks that barely squeaked out of high-school (or worse) that could do just about any task given them.

Rachael, you mentioned learning that you can make $37.00 last all week. Believe me, you’re already smarter than many folks my age who have made easy credit a way of life. Regardless of education, we live in a country where folks buy things they don’t need, with money they don’t have, to impress people they don’t like. I think America is flirting with disaster with that sort of thinking so firmly entrenched.

But, I digress. I will admit to being put-off by any young person who is glued to their phone, but I must admit I see quite a few gray-haired people who have the same addiction, so let’s call that one a draw. I fully sympathize with young people who have a college degree, an astronomical student loan debt, and no real prospects for a job in the field for which they were educated. My generation failed you, Rachael, in selling millions of kids into the self-imposed slavery of student loan debt. We

should have done better to create an education system that trains workers for all jobs. I’d be willing to bet that every utility belonging to MRWA has a common problem: finding qualified workers. There are tens of thousands of jobs in the water/wastewater industry that are unfilled, yet millions of young people are looking for jobs. We hear the word “hero” tossed around casually these days. Everyone, it seems, is a hero, but in my mind, some of the real unsung heroes in this world bring clean water to our homes and businesses, and other heroes take our wastewater and make it safe again. A fireman, for example, would have a hard time doing his heroic job if the fire hydrant is dry.

And so, Rachael, your article made me realize your generation is just as good as mine and those who preceded us. We just see things differently, and maybe that’s what makes America great. Our challenge is to find ways to work together - to focus on the problems and solve them rather than labeling folks as conservative or liberal, Republican or Democrat. As a lifelong Independent voter

who takes a very moderate view of politics, I’m weary of the finger-pointing and long for someone to step-up and call a good idea good, no matter whose idea it is. Maybe, just maybe, Rachael, the Millennials might just be the people who can get this accomplished.

Funnel Effect Jim Enterline - MRWA Apprenticeship Coordinator With about 50% of Missouri’s water and wastewater specialists retiring in the next 5 years, it is time to get the younger generation started. When hiring new employees, many systems allow current employees to train the new hires. It might work for ditch work or other manual tasks, but it won’t work for complete operational decisions. Who wants to place someone in control of your drinking water and wastewater without keeping your customers safety in mind without proper training?

This dilemma typically begins with the current system operator.

A system has its chief operator (1). When the system hires another employee (2), the current operator (1) trains the newly hired employee (2) in what they understand and see as important. Time goes on and another employee (3) is hired. This employee (3) is trained by the second employee (2) and they train them in what they understand and see as important. As this continues, the broad scope of knowledge decreases.

This is one of the reasons why Missouri Rural Water Association (MRWA) has instituted an Apprenticeship Program sanctioned by the Department of Labor for certification of Journeyman Water or Wastewater System Operation Specialists. This process offers a complete training regimen and cancels the funnel effect giving each operations specialist a comprehensive view of water or wastewater operations. On the job, you train them with attention to your system specifics, and the MRWA Apprenticeship Program trains them in the big picture of water or wastewater.

This two-year apprenticeship training is a win-win for both trainee and the system. While earning a wage, the trainee receives solid career training without expensive college or trade school costs. In turn, the system receives a well-trained employee to have on its workforce. This means your workforce will have a broader scope of knowledge, will be trained on your system’s equipment, and will likely yield a decrease in work errors and work-related accidents. Additionally, increased loyalty from the trained employee will mean an improved employee retention rate for the system.

Furthermore, the system retains basic system knowledge from the soon-to-retire mentors, along with the big picture from the related apprenticeship training.

With the existing requirements of the MoDNR for systems to have certified water and wastewater operators, why not train them with a specific knowledge of the system and train them on how to run a system in the broad scope Roger Ballew, Boone Co. PWSD #9 meets with MRWA Apprenticeship of things?

Small Utility Billing Software Missouri Rural Water Association (MRWA) is pleased to provide a new member benefit for very small systems. For a long time, MRWA has seen a need for a basic, affordable, utility billing software program. For the last year and a half, MRWA has been working on a solution and the Small Utility Billing Software (S.U.B.S.) program is the result!

What does S.U.B.S. do?

The program will do billing for water, sewer and trash service. You can set up rates using various rate structures (tiered, fixed, etc.), set up fees (primacy fees, meter fees, etc.), and set up tax rates (state, county and local). The program provides numerous report options as well as tracking customer deposits.

Requirements for the software are as follows: 1. The system must be an MRWA member system.

2. The maximum number of active accounts the software will allow is 250. (Very small systems) 3. The software WILL NOT do winter averaging of sewer bills. Sewer service must be a flat fee rate or based on actual water usage.

5. No manual backup of your data is required!

Because it is cloud-based, data is automatically backed up for you in the cloud.

6. Cloud-based means you will be able to access S.U.B.S. from any computer, anywhere, as long as an internet connection is available.

7. The software will operate on any browser including Edge, Explorer, Chrome, Foxfire, etc.

8. Your information is protected using a Username and Password, which the utility determines.

Multiple users can be set up.

9. The software does not support remote read systems. Meter readings must be entered manually. If demand dictates, this may be a feature that is added in the future.

10. The program is very simple and user friendly!

How much does S.U.B.S. cost?

MRWA knows how tight small utility budgets can be and knows that you can use all the help you can get. The S.U.B.S. software is free to eligible systems. There will be a $300 per year (that’s $25 per month) maintenance fee assessed to each system who chooses to use S.U.B.S.

Testimonial ---”In late 2016, I was approached by Liz Grove and Jim Enterline to be a “guinea pig” for a billing system they were creating for water systems having less than 250 connections. I was more than thrilled and told them, “Yes!” I began working as City Clerk in 2015, and at that time, water bills were created from an Excel program. It took days to process the bills with printing, folding, and stuffing into envelopes. Long story short, S.U.B.S. was a blessing in disguise, not only for myself, but for the city as well. Around the State Capitol Harry Hill, MRWA Lobbyist On November 3, 1992, voters across Missouri made it clear; they wanted change in the state legislature. A ballot proposal calling for term limitations for state legislators was answered strongly in the affirmative.

The sales pitch for term limits was that veteran politicians can become entrenched and corrupt. And further, that a regular turnover of office holders would prevent an accumulation of power which could lead to the potential for corruption.

Now, more than a quarter of a century later, we find ourselves beginning to wonder if it’s good policy to limit house and senate members to no more than eight years in a chamber.

Allow me to offer some personal observations; term limits do tend to weed out some legislators who aren’t making much of a contribution. Okay – that’s a positive result. But as to the elimination of corruption and wrongdoing, I’m not so sure we’ve gained anything. I believe we’ve had more legislators leave office under an ignominious cloud since term limits were initiated than before.

What has happened, however, is this; we’ve lost veteran legislators who were simply skilled at steering state government in an effective and efficient manner. Some of these men and women would stay in office 20 to 30 years and sometimes longer. A few names come easily to mind.

You likely would recognize some if I were to list them.

They were motivated, I am convinced, not by personal remuneration or public adulation – but by a quiet sense of satisfaction. Call it “duty” if you will.

Along with the working experience these multi-termed legislators had accumulated, they had another quality that made their task easier. They had survived a number of elections and were obviously trusted by their voters at home. These legislators had the confidence to make what would be considered unpopular or difficult decisions.

This “self-confidence” argument would seem to come down against legislative term limits.

In the last 20 years: • Support for public education has declined dramatically • Roads and bridges need to be improved, expanded, replaced • State employee pay is reported to be the lowest in the nation

Perhaps it’s time to take another look at term limits or at least some modifications.

In the current legislative session (2018) there is a proposal that could offer some help. SJR 27, if passed by voters in the November 2018 general election, would allow a person to serve a total of 16 years in the state legislature, regardless of which chamber. (For instance, 4 years in the house and 12 years in the senate.) As of this writing, the bill has passed the senate and is waiting for house action.

Brad Rayburn, Circuit Rider III A few years ago, while working as an operator in southeast Missouri for Wayne County PWSD #4, Missouri Rural Water Association (MRWA) Circuit Rider Billy Everett invited me to attend the Fall Operations & Maintenance Symposium at the Lake of the Ozarks. I don’t remember my exact response, but I recall saying something like “I am too busy.” “The water board won’t let me go.” “I can’t find anyone to work for me.” “I go to the Bootheel Expo,” or “I have enough hours.” The primary reason I felt I did not need to attend the conference at the Lake was because the Bootheel Expo provided me with valuable training. It gave me the opportunity to meet other water/wastewater specialists and learn about new products that the vendors exhibited at the Expo. I assumed that the fall and spring conferences provided similar information as the Bootheel Expo, but I was wrong.

In 2009, I attended my first Fall Operations & Maintenance Symposium at the Lake as an employee of MRWA. That was when I first realized that each MRWA conference uniquely offers something different than the others. While working with water/wastewater systems, I encourage water/wastewater specialists, office professionals, and Board/Council members to attend MRWA conferences. Whether it be by attending a session, visiting a vendor, or having a conversation with someone that’s “Been there and done that,” attending an MRWA conference could possibly save your water or wastewater system thousands…even millions of dollars.

In fact, that’s where this article is headed. This is one such story of an operator who attended an MRWA conference and learned how to save his system money. A lot of it.

Bertrand, located in Mississippi County in southeast Missouri, has 3 full-time and 2 part-time employees. Since 2012, Michael Hise has been one of those full-time employees. After employment with the city for a couple years, Michael was certified in water, and then certified in wastewater. In 2016, he attended his first MRWA Annual Conference in Branson. While there, he learned about a product that could be applied to the wastewater lagoon that would reduce the lagoon’s ammonia levels. Little did he know at the time that this product would save Bertrand (a small municipal system with 303 connections serving only those within the city limits) over $2,000,000.

At the time of his first conference attendance, Michael had worked for the City of Bertrand for four years, and during that time, the wastewater system had always been under violation of its wastewater permit due to the lagoon’s high ammonia levels. Bertrand had consulted with an engineer to determine what could be done to get the lagoon back into compliance with the Missouri Department of Natural Resource (MoDNR), and the Environmental Protection Agency (EPA). The options included the following: • Purchase land so that the discharge water from the lagoon could be land applied.

• Purchase land to make the lagoon larger.

• Pump the wastewater 10 miles to the City of Miner for treatment.

One of the landowners would not sell his land, nor would he allow the city to apply water from the lagoon onto the property. The other landowner wanted $10,000 an acre for property the system needed to make the lagoon larger. It was decided to be too costly to install the piping and lift stations to pump the wastewater to Miner, (continued on next page) 35

so Bertrand decided to purchase the property to make the lagoon larger.

For Bertrand to do this upgrade, they would first have to pass a bond issue by a vote of the citizens, acquire a loan, and then raise their wastewater rates. The wastewater rates could have potentially doubled for this small town of 800 residents.

Fortunately for those residents, the same time Bertrand was considering the land purchase option was the same time that Michael was registering for the 2016 MRWA Annual Conference. The MRWA member registration cost for that conference was $225 and the Hilton room rate was $109/night during the 2 ½ days of training. The total cost for him to attend this conference was under $500. While at the conference, he attended a wastewater session that resulted in saving Pictured: Michael Hise, City of the city of Bertrand over Mertrand, at the city lagoon. $2,000,000!

SEBS, a denitrification chemical from Heartland Environmental, was one of the products that the session covered. Michael learned that SEBS could potentially reduce the ammonia levels in lagoons. After he returned to Bertrand from the conference, he contacted the sales representative SEBS for Denitrification. from Heartland Environmental to find out more about SEBS. After a purchase and a few weeks later, Michael poured 10 gallons of SEBS into the city’s lagoon to find out what effect, if any, that it would have on the ammonia levels.

A few days passed, and the wastewater was sampled for ammonia. The results of the sample were astounding! The ammonia levels were below the limits that the lagoon was required to meet! Since then, Michael has continued to use SEBS and the lagoon has not been out of compliance for ammonia. The annual cost to the City of Bertrand is $10,400.

Reminders When Diluting Bleach for Disinfection Tom Hyatt, Water Training Specialist Chemical pumps are frequently oversized at small water systems.

This requires the water specialist to dilute the chemical, usually household bleach or sodium hypochlorite, so that the dose will be within an acceptable range. Here are a few reminders when diluting bleach.

Look on the product label for two important items: quantity and active ingredient. A gallon consists of 128 ounces. Containers can appear to be a gallon and actually be either less or more than 128 ounces. The active ingredient listing will show the percentage of sodium hypochlorite in the product. Household bleach purchased at your local store usually ranges between 5% and 8.25%. We’ll need to return to this percent strength to determine the new, lower strength once the bleach has been diluted.

The next step will be to dilute the chemical by adding it to water. Be sure to calculate dilution properly. If adding one gallon of bleach to four gallons of water, you will be diluting the product to 20%: [1 gallon of bleach + 4 gallons of water = 5

gallons total]; so 1 gallon of bleach ÷ 5 gallons of total solution = 20%. Always include the chemical as part of your total solution when determining dilution ratios.

It is advisable to use distilled water when diluting bleach. Distilled water removes most, if not all, of the chlorine demand that tap water potentially has. Another reason for this choice is that distilled water will cause fewer problems with the formation of calcified buildup on the pump.

Let’s say that we are using 5% strength bleach for this example.

Now we’ll take that 20% diluted bleach and determine its new strength.

We’ll need to use the decimal form of 20%, which is 0.2. We get this number by dividing 20 by 100. Multiply this dilution by the original strength of the bleach (using its decimal form also): 0.2 x 0.05 = 0.01 (or 1%). Although most of the time, we won’t necessarily be able to confirm our answer without a calculator, this example confirms what we might have already calculated in our heads: 5% ÷ 5 (same thing as saying “20% dilution”) = 1%.

That example provided nice, easy numbers. What would happen, however, if we want to create a 1% solution using bleach with 8.25% active ingredient of sodium hypochlorite. We would need to approach the (continued on page 40)

problem differently. Let us review that process.

Divide the original strength of the product by the strength you desire to create. As in all formulas, we need to again convert these values into their decimal forms.

The formula starts this way: 0.0825 ÷ 0.01 = 8.25.

That answer of 8.25 is the factor used to determine your needed dilution. Multiply that number by the number of gallons of bleach you plan to use. Let’s say for the sake of this example that you have only one gallon of bleach: 8.25 x 1 gallon of bleach = 8.25 total gallons of solution you need. Therefore, you’ll add one gallon of bleach to 7.25 gallons of water (1 gallon of bleach + 7.25 gallons of water = 8.25 gallons total).

Now let’s determine our dilution ratio: 1 gallon of bleach ÷ 8.25 gallons total = 0.12 (12%) dilution ratio.

Multiply the dilution ratio by the original product strength: 0.12 x 0.0825 = 0.01 (1% solution strength).

If, instead, you were planning to use two gallons of bleach, the formula would look like this: 8.25 x 2 gallons of bleach = 16.5 total gallons of solution. Now you would

divide the number of gallons of bleach by the total volume of the solution: 2 ÷ 16.5 = 0.12. When we multiply that number by our original strength, we get our desired outcome: 0.12 x 0.0825 = 0.01.

For all examples, it is important to remember that dilution ratio (amount of bleach mixed with water) is different from chemical strength (dilution ratio x original bleach strength). Only when a chemical is 100% original strength do dilution ratio and chemical strength equal the same.

To avoid the need for diluting bleach and to save the system money, consider a smaller chemical pump when ordering a backup or replacement. To help determine the proper size, you can search MRWA at Play Store on Android phones or iTunes on IOS phones and select “Sizing a Chemical Feed Pump.” Input a few details, and the app will determine the proper chemical pump capacity. It is recommended that you double the value provided by the app if you want your dose to be within the mid-range of the pump’s capacity.

How to Sludge Judge a Lagoon Steve Harris, President and Owner of H&S Environmental Before you begin, first measure your lagoon’s dimensions. Next, go to Google Earth and take a satellite picture of your lagoon system. Paste the picture of each cell individually onto a sheet of paper and divide the cells into quadrants using a grid of uniform length and width like the one seen in Figure 2.

Make sure you have at least 24 to 36 sample points on your grid. Remember you are not confined to the grid once you are out there in the boat. You will want to take extra samples and measurements at the influent and effluent areas and corners of the cells. You will typically record water and sludge depths directly onto the grid you make.

After you have made your paper grid, it’s time to go to Figure 1. A Two (2) inch Sludge Judge your lagoon system and make the real grid on the pond dikes themselves using fluorescent marking paint, stakes, cones, flagging, or anything else you can think of that will be clearly visible from the boat you will be in.

Ideally you will have someone navigating the boat, another sludge judging and core sampling, and two others on the dikes helping you get lined up at the intersections of the length and width grid marks.

The bigger the sludge judge the better. We use a 2” sludge judge we made ourselves using 2” clear Schedule 40 PVC and a clear 2” standard plumbing flap foot valve. The foot valve does not necessarily need to be clear so to save money you can use a white 2” PVC foot valve available at most plumbing supply stores. To help you better see the sludge and water depths, you should use clear male and female adaptors if you will be cutting the clear plastic pipe into five-foot (5’) sections. Mark the clear pipe using a waterproof marker and/or tape. Make the numbers large enough to easily read while in the boat.

While you are measuring the sludge blanket depth, be sure to pull some core samples for Total Solids Analysis. This test will help you determine the tons of dry solids in your pond system. This number along with the volume of sludge will help contractors determine the cost to remove your sludge.

When you empty the contents of the core sampler onto the bucket, the contents will run black with sludge and then clear.

Add only the black or sludge portion of the core sampler into the bucket.

Harvest about eight (8) or more composite samples randomly from the influent to the effluent across the treatment cell and put these in a bucket. One composite sample consists of three (3) or more core samples from an area added to the bucket. Mix the contents of the three or more samples in the bucket thoroughly to create one sample – a composite sample. Move to the next point and repeat eight (8) or more times.

Sludge will change consistency from one end of the treatment cell to the other and from the top of the sludge blanket to the bottom and from one cell to the other.

Ask the lab how much sample they will require to perform a TS analysis. They will typically supply the sample bottles in the size they require.

Keep in mind that solids concentrations vary spatially along the length of a lagoon and from the top to the bottom of the sludge blanket as well. Sand, grit, and gravel will of course settle to the bottom of the sludge blanket, accumulate near the influent Figure 6. Preparing a Core Sample for structure, and sludge will compact and concentrate over time making the very bottom Lab Analysis of the blanket denser than the top of the blanket. Because of this you may be inclined to harvest discrete samples rather than making composite samples, and have eight (8) to twelve (12) samples analyzed separately and average the results of these individual samples. This will give you an idea of the variation of the sludge density and where the heaviest solids have accumulated.

Be sure to wear eye protection when you are sludge judging and core sampling. Sludge is filled with pathogens and you do not want to have any of it splashing into your eyes. If the sludge blanket is extremely thick, over three feet (3’) thick at each sample point, you may have to measure the water from the surface to the bottom of the pond (the water depth) and separately measure to locate the top of the sludge blanket. This is because it is difficult, even when using a two-inch (2”) diameter sludge judge, to force three, four, or five feet of sludge up the sludge judge pipe. What will happen with thicker (continued on next page) 45

sludge is that when you slowly push the sludge judge through the sludge blanket, sludge will, at some point, resist going up further into the sludge judge tube. If it stops filling the sludge judge as you push the sludge judge through the sludge blanket, your sludge blanket depth measurement will be off by a foot or two. If you measure the water depth at each point first, and then use a separate sludge judge to locate the top of the sludge blanket, your accuracy will improve.

Once you get to shore and back to your desk, you can simply subtract the top of the sludge blanket depth from the total water depth to determine sludge blanket thickness.

Rarely are the bottoms of ponds uniform in depth across the pond from influent to effluent and from side to side, so measure water depth at each sludge depth sampling point if you choose this method.

When in the boat, the navigator is typically recording the numbers you call out to him, placing the numbers on your grid in the right location. Simply call out to him: “Water depth 10.5 feet top of sludge blanket located 4.25 feet down from the surface of the water”. It’s that Figure 7. Dave Axton with Water simple.

One note of caution when sludge judging and core sampling: If clay and dirt have sloughed off into the bottom of the treatment cell, or if blow sand and dirt have accumulated at the bottom of the sludge blanket, this thicker, denser material may not be picked up in your core sampler for Total Solids analysis. If not picked up in your TS sample for the lab, this will cause error in your tonnage estimation. This is especially important when removing ALL the sludge to replace a liner. If the thicker heavier sludge is not accounted for, the contractor will find more solids to remove than calculated/estimated which can create financial problems when funding a sludge removal project. When performing calculations for sludge mass, assume at least 20% more than measured/tested for.

If You Build It, They Will Come: Why communities in Middle America need upgraded water and wastewater systems for the opportunity to attract manufacturing businesses.

Alan Meyer, Chariman and CEO of PeopleService, Inc. Communities in Middle America have been catching the eye of manufacturers for decades. And why wouldn’t they? They are home to residents accustomed to hard work – often times on farms where they have learned to operate complicated machinery. When you add in abundant land, a good quality of life and affordable living, how could manufacturing not want that?

And with a potential $220 billion in annual economic activity, as estimated by the U.S. Water Alliance, why wouldn’t these communities want some of that? But it starts with an attraction grounded in something even more alluring than a workforce and space. Communities looking to grow must maintain, and often times, upgrade their water and wastewater systems. Utility infrastructure is one of the first things manufacturing businesses look for when determining a new site. If the needed infrastructure isn’t available to support new growth, they will look elsewhere.

The water and wastewater infrastructure in a community must be able to support the increased demand not only from the new businesses entering, but the new residential need as added services and professionals enter the market to support the growth. The efficient operation of the water and wastewater plants must also be a priority to ensure sustained reliability.

When people discuss infrastructure they always talk about how old the pipes are, and that’s true. Many of the water and wastewater plants, especially in the Midwest, were built in the 70s, 80s and 90s, and many are running well past their life expectancy. That’s like operating on a wing and a prayer – especially if communities hope to attract new growth. For those communities looking to attract and retain new business, the true path to opportunity is creating a solid plan of investment and having the ability to implement necessary upgrades.

A larger city example is the Metro West Daily News report on the city of Framingham, Massachusetts. The city needed to upgrade sewer infrastructure to allow the expansion of Genzyme, a biotechnology company focused on pharmaceuticals to treat rare diseases. A $12.9 million 48

investment saved 2,300 existing jobs and created more than 500 new jobs. It also gave the city an additional $1 million in local property tax and $315,000 in annual state revenue. The upgrade also allows for future business growth in the town.

Making the most of what you’ve got and protecting that investment is key to keeping down costs and providing quality service to existing residents. It’s imperative for smaller communities to focus on rigorous maintenance schedules for their facilities and put an emphasis on preventing problems before they happen.

Forbes Magazine named McPherson the #5 manufacturing city in the United States because of the community’s 37% expansion in industrial jobs over the last ten years. The town has been able to attract plastics, energy and equipment manufacturers, in part, thanks to upgrades and maintenance that offers low-cost utilities. According to www.mcphersonindustry.com, the town’s website aimed to attract new industry, their peak demand for water is only 64% of their capacity and they maintain a 99.9% reliability rating. The installation of a 1.1-million-gallon water-blending facility for the drinking water system serves McPherson and four rural water districts and leaves plenty of room for continued growth.

Developing a long-term plan to address water and wastewater needs is a crucial component of economic development plans in every community. This detailed planning allows communities to make themselves an attractive home for businesses like those enjoying McPherson. I suspect McPherson is enjoying it, too.
