President‘s Message David Waller, MRWA Board President In early 1994, MRWA Administrator Sue Campbell faced a dilemma. MRWA had received funding for a new program from NRWA and needed to hire a “Groundwater Tech” to fill the position. Searching for ideas, she asked the MRWA staff if they knew of any individuals who might be interested in the new employment.

Billy Everett, who at that time was MRWA’s only Circuit Rider, said he knew of an energetic young man who seemed to be on the ball who was working in MoDNR’s Southeast Regional Office in Poplar Bluff. After some thought and discussion, Billy said he thought his name was Randy Norden.

Association. The Association Board and Staff are dedicated to the mission of MRWA which is to be the leading source of professional services, support and representation for water and wastewater utilities. This mission statement is at the beginning of our MRWA Executive by-laws and it drives the decisions Director and actions of the Board and Staff Howard Baker in their daily interactions with the Association’s membership.

Time passed and at the next MRWA staff meeting, Administrator Campbell introduced MRWA’s newest employee, Randy Norden to the rest of the staff. After the meeting, as John Hoagland, Billy Everett, and Gary Dewitt were exiting, Billy commented to the others, “Well, the new guy seems pretty nice but that is not the guy I was thinking of from Poplar Bluff.” Turned out Billy had gotten the name wrong and the “wrong” person had been hired.

Change is never an easy or stress-free undertaking, and this year presented the water and wastewater industry with challenges that few will forget. The COVID-19 virus, learning to quarantine at home for months, record unemployment and social unrest that has led to widespread rioting are a few of the memories that will be with everyone forever. Despite MRWA Chief Financial the challenges that we faced, the utility Officer Crystal Cooper industry and your Association staff have continued to meet their challenges of providing safe drinking water and reliable wastewater collection while learning the intricacies of social distancing, video conferencing and many other new skills that are necessary in a time of a pandemic.

Fast forward 26 years, the “wrong” person who turned out right has left MRWA. Randy Norden, former Executive Director of MRWA accepted a position as Director of Federal Programs for the National Rural Water Association in Duncan, Oklahoma. April 3, 2020 was Randy’s last day with MRWA. We wish Former MRWA Randy the absolute best and know he’ll Executive Director Randy Norden do a great job for NRWA. Past MRWA Executive Director John Hoagland then accepted the position as interim Executive Director to assist in the day-to-day operations of the Association and to aid the Board in the search for Randy’s replacement. Having completed his goals, John returned to retirement life on June 1st. The Board appreciates his willingness to set aside the retirement life for a period and assist in the Association’s change in management.

As we begin to return to what will be our new normal, Missouri Rural Water Association gives thanks to all the people in many walks of life that helped sustain our country during this unprecedented crisis. The personal dedication and sacrifice of these people shines a new light on many parts of our lifestyle that we have taken for granted. As we move forward it should be with a sense of pride in how our work force keep the vital part of our economy working while adapting almost daily with new challenges. History will never be able to document all the actions of the people that kept this time from being worse than it was. The human spirit is strong, and your Association Staff and Board believe that this crisis will pass and a new normal will emerge.

Lake Mozingo — A Sourcewater Partnership Success Story Eric Fuchs, Sourcewater Protection Specialist Maryville, Missouri is a town of approximately 10,000 people located in the northwestern part of the state in Nodaway county. The city provides drinking water to city residents and businesses, Northwest Missouri State University, and to Public Water Supply District # 1 of Nodaway County which supplies 6 additional consecutive systems. Approximately 30,000 people receive their drinking water from the City of Maryville’s water treatment plant.

lake against whole body contact. There was great concern that the bloom could turn toxic which would warrant a Do Not Use order. Such an order would devastate the local economy. The city and the consecutive water systems it serves have no alternative or back up water supply. Not only does Lake Mozingo provide drinking water for most people in Nodaway county, it also provides significant tourism revenues and tax revenues from its recreational use.

Maryville’s drinking water source is Lake Mozingo, a 1006-acre lake just outside the Maryville city limits. The watershed is approximately 13,000 acres with 3,000 acres of that owned by the city. The land is maintained as parks, trails, 2 golf courses and some wild lands. The lake and all it provides are significant contributors to the local economy.

Regarding drinking water, the city has had numerous challenges in the quality of water produced at its treatment plant, with taste and odor being an on-going concern. Historically, the lake has experienced algal blooms due to nutrient loading, but in January 2020, the blooms exceeded safe standards for recreational use of the lake. This prompted the Missouri Department of Natural Resources (MoDNR) to post warnings on the

The Missouri Rural Water Association (MRWA) was contacted and asked to assist in resolving the potential crisis. Partnerships were formed with Nodaway county’s Soil and Water Conservation District (SWCD), the Natural Resources Conservation Service (NRCS), the Missouri Department of Conservation (MDC), the Missouri Farm Bureau, Northwest Missouri State University, and the City of Maryville.

With these partnerships, an action plan to address the problem, in both the short-term and long-term, was developed. The city was prepared to begin action immediately to show the community it was willing to do whatever was needed to resolve the issue. (continued on page 10)

Myself and others on the assembled team soon went to work evaluating the critical needs of the city. The team evaluated the city-owned property and evaluated which management practices to implement to remedy the nutrient loading issues. The city has 2 golf courses and several hay leases within the watershed.

It was decided to cease all fertilization to the hay ground for the immediate future. Golf course maintenance records from the last 25 years were compiled with the intent of discovering management practices that could be changed to alleviate any man-made issues on city-owned land.

A committee was then formed with city officials, local farmers and community leaders to discuss and create an action plan for the watershed. With the help of MRWA, $200,000 of short-notice funding was received from NRCS to help pay for quick, on-the-ground practices to reduce the initial nutrient loading coming from farm ground. Shortly thereafter, the city received an additional $200,000 commitment from Missouri’s Soil and Water Conservation Commission.

This sourcewater project is like no other in the state, or possibly the country. From funding procurement and public relations to putting boots on the ground, MRWA has been the lead for the entire project. The scale of the watershed is small enough to be able to make a significant impact on the before-and-after water quality by changing best management practices. The number of landowners is also small enough to enable a one-on-one approach to affect change of the overall management of each, for the long term. Each partner agency has been instrumental in the commitment of financial support, and the city is prepared to contribute funding as well. Projects of this magnitude are what Rural Water is all about; action and commitment to building coalitions, partnerships, and synergy to change rural America.

Reducing Disinfection Byproducts Tom Hyatt, Water Training Specialist With the arrival of summer, water specialists get very busy with projects: infrastructure upgrades, line extensions, work with contractors, and general maintenance. For small municipal system workers, projects include mowing parks, wastewater treatment and collection system maintenance, and other city functions.

The COVID-19 pandemic might have further increased this summer’s workload. This could be true if system personnel have fallen behind schedule with maintenance duties due to staffing shortages or work-from-home practices. Despite other considerations, water specialists must remain ever mindful of water quality and strive to comply with drinking water standards.

As the heat of summer increases, one of those water quality standards becomes harder to maintain. Organic life abounds in warm weather and surface water and, when combined with chlorine, forms two groups of disinfection byproducts that are strictly regulated: total trihalomethanes and haloacetic acids. These compounds potentially cause an increased occurrence of cancer and

other health-related concerns. Although associated with surface water due to its organic content, these byproducts can develop in chlorinated distribution systems where biofilm or other organic matter exists, regardless of the water source. This means that even groundwater systems sometimes have elevated levels of these byproducts.

Strategies to reduce the formation of these unwanted substances begin at the water treatment plant. Treatment methods include powdered activated carbon, a powerful adsorptive product for organic removal; chlorine dioxide,

a strong oxidant for transforming soluble organics into insoluble particulate matter for improved coagulation; any number of hundreds of primary coagulants – dry or liquid chemicals – with their positive charges to bond with negatively charged organic matter and form floc for improved settling; enhanced coagulation with chemical doses at high enough concentrations to acidify the water for better oxidation of organics; enhanced softening with pH levels at 10.8 or higher for improved removal of organic material through the formation of manganese dioxide; hydrogen peroxide, potassium permanganate, or sodium permanganate which are sometimes used as oxidants; and alternative treatment regimens which can include granular activated carbon filter media, membrane filtration, and mixed oxidant disinfection generation.

The key to all treatment practices is to effectively oxidize organic matter so that it can chemically bond with coagulants and other products to form floc particles.

These particles benefit from increased weight and size, allowing them to settle out of water with the help of gravity or adsorb onto filter media. Most of these reactions should reduce organic concentrations in water.

This ideally occurs prior to the injection of high doses of chlorine so that the treatment process minimizes the formation of byproducts.

If a water plant’s test results indicate elevated levels of disinfection byproducts as water enters the distribution system, the treatment specialist should evaluate the process. Areas worth investigating include coagulant or coagulant aid dosages, chemical injection points, alternative chemicals, or other limitations in achieving the desired results. Chemical suppliers have a host of alternative coagulants, coagulant aids, and oxidants. They will usually accommodate a system’s request for onsite jar testing to demonstrate effectiveness of various products.

Missouri Rural Water Association offers jar testing, as well, if a treatment specialist wishes to test different doses of the system’s chemicals. (continued on page 14) 13

Water treatment specialists are encouraged to run inhouse tests for Total Organic Carbon or, more directly relevant to the development of disinfection byproducts, UV 254. While TOC represents the entire universe of organic matter in one’s water supply, UV 254 enumerates the aromatic species of organic substances.

These specifically promote the formation of regulated byproducts. These aromatic organics absorb ultraviolet light at 254 nanometers of wavelength. Running such tests on raw water, on water from various stages throughout the treatment scheme, and on finished water will offer the clearest evidence of how effectively the treatment process removes organic matter. If in-house equipment is lacking, specialists can send samples to private labs for analysis. Without these tests, treatment specialists wear a type of blindfold that obscures attempts at quality control measures.

The chief operator may change existing chemical doses at existing injection points based on his/her discretion.

However, changing chemicals or injection points or adding new chemicals requires the Missouri Department of Natural Resources’ authorization. Jar tests with accompanying TOC or UV 254 analysis will help justify any proposed changes.

Beyond the treatment plant and for those supplies that purchase their water from another system, distribution components require attention, too.

Thermal stratification occurs in storage tanks as the heat of summer’s sun warms the water inside the tank.

Like warm air, warm water rises to the top. This results in water aging as this warmer water remains in storage.

Meanwhile, the colder, denser water at the bottom of the tank fills distribution mains to meet water demand. The older the water gets, the greater formation of total trihalomethanes occurs. Systems are starting to implement circulation within tanks to prevent this ascent of warm water to the top of the reservoir. Some systems are even including spray aeration units in tanks to off-gas chloroform. This particular trihalomethane is the most volatile and usually represents the single highest concentration of the four TTHMs. 14

Short of these measures, better turnover of water in storage tanks will improve water quality. If feasible, systems might practice 50 percent turnover of the tank’s capacity every 24 hours. This keeps water fresher in a couple of ways: It allows more stored water to enter distribution mains instead of aging in the tank; and it increases the time it takes to fill the tank each day which acts like a prolonged, if only passive, mixing process.

Water in distribution mains also needs turnover to prevent aging and increased formation of byproducts.

A thorough scour when flushing mains at a minimum velocity of 2.5 feet per second is necessary.

Isolating lines while flushing each segment, starting at the source and working one’s way out to the far ends of the system, is ideal. This practice helps release buildup, scale, tuberculation, and biofilm from inner walls of pipe. Mineral and biological buildup, as well as substances underneath, can react with the disinfectant and form byproducts.

Apart from systemwide flushing, turnover of water in dead ends and low demand areas in the distribution system is equally important. These areas need regular flushing.

A secondary benefit of turning water over in the system is that it can reduce the growth of coliform bacteria.

These hardy bacteria thrive in nature and can easily survive under sediment in storage tanks or underneath pipe buildup in distribution mains. This is true even in disinfected systems.

While bottled water can maintain its quality indefinitely if not exposed to heat or sunlight, water in distribution systems can deteriorate quickly. Remember that water is a universal solvent. Consequently, it dissolves substances that it encounters. This mineral reduction or decomposition increases if water is corrosive. Properties that promote the corrosive tendency of water are air exposure, high levels of carbon dioxide, joints with dissimilar metal pipes, or treatment processes that fail to

achieve either water stability or slight scale formation.

The water specialist has a weighty responsibility: fulfill all aspects of diverse work obligations and remain diligent about water quality. Even when unusual circumstances arise, such as natural disasters or a worldwide pandemic, demand for water quality remains consistent from both the public and the regulatory communities. While performing all of your warm season routines, projects, and perhaps catching up with overdue maintenance, water specialists are urged to remember to strive toward the best water quality possible. Your role is deemed “essential” not just because you keep water flowing, but because the quality of that water promotes the health and wellbeing of your communities. This is no less true during dire circumstances than it is during normal operations.

QUARANTINED FOR 14 DAYS Wayne Roderman, MRWA Resource Conservation Circuit Rider When the phone rang late Saturday afternoon, I figured it was one of the kids calling, but after hearing the inflection in my wife’s voice as she answered, I knew it was not the kids and there was something wrong.

This was our conversation after she hung up the phone: Wife: That was the county health department and they have quarantined me for 14 days!

Me: Why? Wife: Because I passed Marissa at the post office on Thursday and she’s tested positive for COVID-19.

Me: But you didn’t stand and talk with her, you only said ‘Hi’ and ‘How are you?’ in passing.

Wife: Evidently that’s enough for them to quarantine me and I have to stay in a completely different room from you, too.

Me: Am I quarantined, too?

Wife: Not according to the health department, just me.

Me: That doesn’t make sense! If you were exposed on Thursday and we’ve been together for the last two days, that would make me exposed also, so I’m going to selfquarantine!

That was the gist of the conversation and for the next two weeks, my wife stayed in the back part of the house and I stayed in the front part.

That left me sleeping on the couch and doing all the cooking! Now, I’m not saying I haven’t slept on the couch before, but I didn’t even do anything wrong and it seems like I’m being punished! Of course, I suppose my wife felt like she was being punished on the day I prepared her breakfast and then went out to my shop and worked until 6 pm that evening before I came back into the house and started preparing supper. She did let me know that she expected to be fed a little more often than that! Truth is, sleeping on the couch wasn’t

punishment, but not being able to hug and kiss my wife was! And, not being able to hold my grandkids, hug my kids, or socialize with any of my family or friends, definitely felt like punishment! If this was the ‘new normal’, I was not fond of it! However, I understand the need for social distancing to prevent the spread of this virus, so for now, I am not shaking hands with people to introduce myself and am praying for an end to this madness.

You hear the phrase new normal quite often, but, let me say there are some old normal things still around.

One of those is the amount of power it takes to pump water. Most of the time, the power used to pump water is electricity, and the national average cost of electricity to pump water is $.50/1000 gallons, or, $500.00 to pump 1,000,000 gallons. Again, this is the national average, but I know for a fact that in southern Missouri, it costs approximately $350.00 to pump a million gallons of water so it could be higher or lower for you, depending on where you live..

Over the past few months, of the water leaks I’ve located throughout the state, two separate communities stand out. I assisted both with locating their leaks and, both communities repaired the leaks and saw significant decreases in their electric bills.

The first system I would like to discuss was a small POA (Property Owners Association) with approximately 50 meters. Soon after a change in management during a MoDNR sanitary survey, they (continued on page 20) 19

were told their pumps were cycling too often and they should call MRWA Resource Conservation Circuit Rider Wayne Roderman for assistance in locating the problem. We discovered they were losing approximately 40 gallons per minute with no water surfacing anywhere. Investigating the system, we were able to discern which water line had the leak and then we were able to pinpoint the exact location of the leak.

The month following the repaired leak, their electric bill decreased by $550.00, which caused me to wonder when the electric bill began increasing. Checking back in their records, we discovered the monthly electric bill increased over $500 in August 2009! That is almost eleven years of escalated electric bills due to a water leak! At this point I asked, “Didn’t anyone question an electric bill increasing that much in one month?” I also had to wonder why someone hadn’t noticed the increase with the pumps cycling on and off. Believe it or not, I have met people that have worked for water systems in the past that would say, “I don’t care how much they have to spend on something” or “It’s no skin off my nose”, but let me say, it is skin off of your nose!

When you work for someone, one of the ways to get a pay raise is to decrease the cost of doing business, and water systems are just that, a business. Water may be free as it falls from the sky, but when you pipe it to your house, it costs for pumps, piping, electricity, and someone to maintain the system and ensure the water is safe to drink when it reaches you! And none of this brings in the consideration of wasting one of our natural resources.

The second system I refer to is a small community with a population of approximately 900 people. At this system we located and repaired a water leak which decreased their electric bill over $500 a month.

Checking back in their records, we discovered this was a gradual increase since 2013. The danger of a gradual increase is we become acclimated to the higher cost of doing business and presume that it is normal. You need to check your records and if you’re not selling any more water today than you were five years ago, why are you pumping more? This reminds me of a story Grandma told about putting a frog in a pot of water and then putting it on the fire. In the story, the frog kept swimming around in the water not realizing it was getting hotter all the time until he was cooked. Let us not be like the frog, just swimming around unconcerned until it is too late, but let us look proactively at our water systems and address situations that arise before they become costly problems.

One other thing I wanted to point out, neither one of these water leaks were surfacing. There were no wet spots, greener grass, or soft spots in the ground. Losing that much water, everybody always says, “there would have to be a lake around here somewhere.”

Water leaks do show up, but sometimes not where we expect them to. It could be on your electric bill…

The Lore of Odessa – Insight into the MRWA Wastewater System of the Year Gary Webber, MRWA Wastewater Technician more of their situation; what their challenges were and how they were applying themselves, it was inspiring. “They can teach me a lot,” I thought, and I listened and tried to comprehend all they were showcasing.

The battle-weary horsemen rapidly approach to a safe and secured vantage point overlooking the immense body of water. As the horses settle from their heavy breaths a deep enduring voice echoes to their leader “We are here, we have conquered our way to the sea.” A woman dressed for adventure, sitting tall on her enchanted horse, surveys the small town before her. Dark clouds adorn the sky with promising lighted rays shinning here and there, her hair dancing in the wind as she leans forward in her saddle, she lifts her sword. Catherine The Great speaks, “Her name shall be Odessa!”

Centuries have passed since that day, but the intriguing name still brings curiosity to one’s spirit. Odessa, the Missouri city, was mentioned to me by a friend who said I should stop by and talk to those working at the city. My friend said, “The operators do a really great job, they are trying to overcome a lot of obstacles, and they may need help with some of their wastewater issues.” It took a while to make that trip, maybe too long, but one afternoon I made a dash for Odessa.

I was able to locate one of the city staff members by phone, and we met at the new wastewater treatment plant late in the day. “My name is Randy Johnson,” he said, and boy did that bring back good memories. “You are not the Randy Johnson I knew. Did you know him?” The conversation began from there, we hit it off from the get-go and Mr. Johnson showed me around the treatment facility.

Touring the facility was a treat. “What a plant!” I thought, and over time as I got to meet more of the staff and learn

Odessa has two wastewater treatment facilities; a Northwest Treatment Plant which was put into service in November of 2015 and the Southeast Treatment Plant born in July of 2007. The Northwest Plant is designed for 2 MGD and can deal with peak flows of 4 MGD. It replaced a lagoon system that had become obsolete. The Southeast Plant is designed to accommodate 1 MGD and a peak flow of 2 MGD. Both are oxidation ditch concept-plants with added treatment features such as filters, UV disinfection, and sludge presses. Balancing food-to-microbe ratio is a real challenge at the Northwest Treatment Plant due to its current low-flow. To make this work as well as they do, the operators must be on their toes.

Like a lot of other communities in Missouri, Odessa deals with aging infrastructure. Their wastewater collection system is no different than most in that it too has issues with Inflow & Infiltration (I & I). (continued on page 25) 23

The city’s wastewater staff have taken initiative to remedy a lot of that over the last year or so by smoke testing, and service and manhole observations and repair. They scored a grand slam by locating a huge I & I issue in a low-lying area of town where trailer court services were deficient.

There were two creek crossings that needed rehabilitation, and additionally they had numerous vented manhole lids replaced. In all, their efforts effectively reduced their I & I by about 70%. Another challenge they face is a heavy debt ratio paired with a limited expense and staffing budget.

Odessa Wastewater Supervisor Kenny Snider explained they conduct weekly staff meetings, communicate well, and work smart. Snider further explained, “With only 4 employees to cover 2 plants, 13 lift stations, and the collection system, there is lots to do and we have to approach it in a work smart mind set; efficiency is paramount.” He also praises their sludge press as remarkably effective and trouble free. It is a Rotor Fan Press marketed by Prime Solutions of Michigan.

I once traveled to a far-away place. The people there are friendly, they greet one with a smile. They call this place Odessa!

Odessa is a great example of many things. A few notables: the utility grounds and facilities are clean and groomed; the staff have a great attitude and are deeply knowledgeable. This is a very impressive utility. Odessa was the recipient of Missouri Rural Water Association’s 2020 Wastewater System of The Year and are so deserving.

Gideon: Being Prepared and Receiving Assistance in an Emergency Brad Rayburn, MRWA Circuit Rider On the afternoon of May 4, 2020, a strong storm ripped through southeast Missouri that left thousands of people without power and water. The City of Gideon and surrounding areas had extensive storm damage, downed power lines, uprooted trees, and structural damage to many homes and businesses. At the peak of the outages, it was reported that nearly 13,000 people were without power. According to the National Weather Service wind speeds reached an estimated 100 mph, but no tornado was reported with the storm. Missouri Rural Water Association assisted the City of Gideon with restoring power to its well with a generator.

Without power or a backup generator, the city’s residents lost water in the early morning of May 5. MRWA’s Emergency Response Coordinator Eric Fuchs was already aware of the storm damage and had been making phone calls to acquire generators through the State Emergency Management Agency (SEMA.) SEMA and MRWA have a partnership to assist Missouri water and wastewater systems during a natural disaster. Fuchs located a SEMA generator housed in Sikeston and by 11:00 am I had the generator delivered to Gideon. Along with the generator, Jimmy Harrell, with the Sikeston Fire Department came along and aided with hooking up the generator.

Gideon already had electricians onsite, so I assisted with connecting the generator to the manual transfer/disconnect box located outside of the well house. MRWA highly recommends that every water/wastewater system has an electrician install a manual transfer/disconnect box at all water sources and lift stations for ease of connecting a generator in case of power outages. Gideon had done just that, but it had not been opened since its installation in 2010. One of the lugs inside would not loosen, making it impossible to connect all four wires from the generator.

Lesson #1- This was not hard to repair, but with all the storm damage, traveling a few miles to the hardware store took much longer than normal. It is important to check the manual transfer/disconnect box periodically to ensure that everything is in working order.

Once power was restored to the well, most of the residents in Gideon had water. Unfortunately, a large tree had uprooted and broke a water main. The appropriate valves were shut off, so the main could be repaired. With the rainfall from the storm and the water that had leaked from the main, it took a couple of hours to pump the water away from the leak. During that time, I borrowed

leak repair parts from the City of Malden to repair the 6” line. The tree that caused the leak left such a large void in the ground that the city did not need a backhoe to excavate the repair area. After the water was drained from the leak area, it was discovered that the water leak was on a 2” water line that supplied water to one customer.

Fortunately, that line had an operable shut off.

Lesson #2 - Gideon’s backhoe was not operational because while they were trying to clear streets from the storm, they had a flat, and the tire came off the rim. This happened at the same time no one had water. Due to the storm, Gideon’s two water specialists were being pulled in multiple directions, so repairing the backhoe tire at that point was not an option. Large equipment during a natural disaster is vital, it is critical that systems have a contingency plan to acquire or repair equipment during the disaster.

By the afternoon of May 5, all in Gideon had water except the one customer that was connected to the damaged line. With the damage sustained by the uprooted tree, the parts necessary to repair the line could not be acquired that evening. The following morning, I acquired parts for the repair from PWSD #4 of Wayne and Butler Counties.

Gideon’s two water/wastewater specialists, Kevin Ogden and Doug Hensley did a fantastic job during this emergency. Because of their knowledge of the system and the number of hours they worked during the two days that they were without power, water was restored in a timely manner. Natural disasters are going to happen and being prepared is the most important aspect of dealing with the disaster. It is critical that all water/wastewater systems know their pump sizes, motor sizes, and the voltage required to operate those pumps and motors of every component used to provide service to the customer.

A manual transfer/disconnect box should be installed at each one of those sites. The incoming voltage can be determined from the electric service provider. Also, every water/wastewater system needs to have an electrician on-call to assist connecting a generator when needed. It is impossible to prepare for every issue that may arise during a natural disaster but knowing how and where to get equipment to operate the system during a disaster can be done. LESSONS LEARNED: 2020’s Hindsight Elizabeth Grove, MRWA Management Circuit Rider The recent COVID-19 outbreak and subsequent emergency declaration by Governor Parsons brought forth a number of issues that utility systems were having to deal with as restrictions on movement, operations, and interacting with customers were put in place.

All these questions require policy making at the board level. The recent COVID-19 emergency has brought these issues to the forefront and boards need to plan for future incidences based on lessons learned.

Besides the operational issues of keeping the staff working safely, insuring that staff were properly protected during interactions with customers and other staff, and planning for the potential of staff contracting the virus and being unable to work, other managerial/governing issues arose that many systems were not prepared to address. Add to this trying to keep up with the actions of the federal government in terms of paid time off for employees, funding through stimulus packages for local governments/employers, etc., there was a lot going on that was, at times, overwhelming.

In the instance where the board is not able to meet due to emergency situations, is there authority granted to the board president and/or the system management to address issues that must be addressed? For example, routine expenses such as utilities, payroll, etc., must be paid each month. Does the mayor, board president, or system manager have the authority to pay these routine expenses without board approval during an emergency?

A policy should be developed to address these situations.

When is it permitted, how will it be monitored, and how will it be reported? The last thing you want is for the electricity to be shut off for non-payment during a crisis!

This article will focus on those issues that impacted the board and policies of the system. Some questions I received during this time included: • “How do we conduct a board meeting if we are restricted from meeting in groups?”

• “How do we pay bills if we are not allowed to have a board meeting?”

• “Are we prohibited from disconnecting a customer for non-payment during the declared state of emergency?”

Another frequent question I received was “Can we disconnect a customer’s water service for non-payment?”

The answer is yes, you can. The declared COVID-19 emergency did not require that utilities be kept on for all customers. However, many utilities adopted a “no-disconnect” policy during the emergency as many customers experienced job loss and thus, loss of income during this time. When asked this question, my response was always “What is the board’s policy on this?” The response I received was “We don’t have a policy.” Again, the board should develop a policy on whether an emergency no-disconnect policy is needed, under what circumstances it should be applied, and who has the authority to invoke and implement it.

The same is true for a “no late fees assessed” policy. Does the system have a policy on when to cease assessing late fees, who has the authority to invoke the policy, and what reporting requirements will the board require?

Perhaps the biggest concern of systems was how to conduct a board meeting when social distancing and

prohibition of group meetings is in place. Another situation where a board meeting may be difficult is during a natural disaster. A tornado rips through the community and physically getting the board together is a challenge. Is a procedure in place where a virtual meeting is possible?

The issue that utilities must be careful of when conducting virtual meetings is staying in compliance with Missouri Sunshine Law. All public meetings (except for closed sessions) must be accessible by the public. How do you do that while conducting a virtual meeting? Many of us have had a teleconference meeting or perhaps a meeting where just one or two board members are participating via telephone. So long as the public has a means to listen to the meeting, all is good. The other point to remember is that in order to comply with the Sunshine Law, elected officials must be physically present or attending via videoconferencing to cast a roll call vote. So, unless a vote is a “voice” vote, meetings held solely over the telephone can be problematic.

There are tips and tricks to a successful video meeting and participants will get better at it the more it is used. In this day and age, videoconferencing is very accessible. Also, do not assume your board members are “way too technology adverse” to use videoconferencing. I think you will be surprised.

Emergency planning is something we all need to do.

However, such planning includes not only the operational portion (keeping the water/wastewater flowing) but also the governance and administrative side of the operation.

Do you have the policies and ordinances in place to handle another COVID-19 experience? If not, perhaps a planning session with the board is in order. As always, if you need assistance or guidance in this effort, do not hesitate to contact Missouri Rural Water Association.

Does your board need to have training on accessing and using video conferencing platforms? There are so many platforms available for a videoconference these days (Zoom, WebEx, Skype, Google Meet, etc.) that having a videoconference meeting is extremely accessible. The participant needs a way to connect (computer, tablet, smartphone) and most of the platforms are free or very reasonably priced. A little training with board members

Replacing Equipment and Improving Energy Efficiency Mark Klaus, MRWA Energy Efficiency Circuit Rider If your first thought is, “How much extra will that cost?” this article is for you!

Missouri Rural Water Association personnel recently performed energy calculations for a lagoon aeration project at Cleveland, Missouri. The city of Cleveland is a Cass county community with an estimated population of 660 persons.

Special thanks to city of Cleveland representatives: Public Works Director, Mike Gregory; Water Superintendent, Randy Maynard; Public Works Assistant, Doug Neller; Board member, Ray Morgan; and City Administrative Professionals, Ms. Dana and Ms. Tasneam. Your dedicated teamwork is appreciated.

The city’s wastewater collection system has three lift stations with treatment provided at a two-cell lagoon. The primary lagoon cell utilized six “splash style” aerators which were equipped with 7.5 horsepower motors. Three of the six aerators were operated at a time, utilizing a zig-zag pattern to provide mixing. Two of the aerator motors expired, requiring replacement. Of the two, the second motor terminated service toward the end of 2019.

Cleveland representatives proactively reviewed various replacement options for the expired aeration units. Various manufacturer representatives viewed the facility, answering questions and providing formal prices. A spreadsheet was developed, listing parameters for aerator replacement which included equipment pricing, energy use, yearly maintenance requirements/costs, local availability of parts, and if in-house maintenance was possible. This completed document was provided to the city council along with the preferred choice. The city council approved the purchase of the aerator with the highest energy savings.

The estimated energy savings will provide a fast payback on this investment. The following table notes the number of motors, total horsepower, and estimated energy savings for the various options.

After a delay associated with the COVID-19 pandemic, the new lagoon aeration unit was delivered and installed at the Cleveland wastewater lagoon on May 4, 2020. City personnel assisted the equipment manufacturer during the installation process. The five horsepower, C and H Systems Gen-Aer unit was custom built for the Cleveland lagoon. The unit was upsized, providing additional aeration capacity. Within a few minutes of startup water circulation was noticeable. Two days later, I received a 42

phone call from the Cleveland Public Works Administrator noting water circulation and aeration bubbles traveling through half of the lagoon.

Prior to delivery, city personnel removed the two inoperable aeration units. Additionally, employees restructured cross ties, bracing cables, and existing electrical lines to the remaining four aeration units. A new electrical line was installed from the main breaker to the proposed aeration location. Needless to say, a lot of prep work was performed prior to installation.

Two weeks after installation, a follow-up phone call with the Cleveland Water Superintendent noted elevated dissolved oxygen levels and water circulation in the primary lagoon cell.

Did you ask, “How much more will it cost?� The answer: More than a duplicate replacement of the prior equipment.

However, the energy savings will quickly pay for the entire project. The continued savings will prove beneficial over the extended use of the equipment. When repairing or replacing equipment, taking energy consumption into account and a comprehensive approach yields the best results. Always look at the big picture. Horizontal Directional Drilling, Slip Lining or Pipe Bursting 3 Optional Solutions to Traditional Open-Cut Trench Construction Joel Ogle, Underground Solutions More and more, municipalities are encountering ever increasing challenges in the upkeep and maintenance of their water/ wastewater systems. Initially, the usual question is, “How are we going to pay for this?” But as a municipality digs deeper into the project, they encounter issue after issue. In the past, if a municipality needed to expand or rehabilitate their water/ wastewater pipelines, they would contact the property owners where their pipe is located, with a usual utility easement, notifying them of the upcoming maintenance or pipeline replacement, and then dig up the pipe and replace it. With improvements in water/wastewater system design, this isn’t always just replacing pipelines. It may require a need to reorganize the lines to provide for better system hydraulics or system flow, redundancy, or the elimination of dead-end lines.

Today, systems don’t just throw pipe in the ground. There is usually consideration given to reducing power consumption, water disinfection, retention time, and residual level in water lines. Flow capacities in wastewater lines and dry and wet weather conditions in sewer force mains are also considered. When this impacts property owners and other utilities, things can get messy, costly, and just downright impossible with previously used installation methods. An increasing number of smaller utilities are having to deal with these issues. What Grandpa could accomplish with his word and a handshake just doesn’t work anymore. Keeping this in mind, you need to ask the following questions: • Are you replacing an old line, or is this new construction or system expansion?

• Are you looking to increase your line capacity?

• Do you have adjacent utilities to deal with?

• Do you have right-of-way issues?

Once you have these answers, you can consider several options for installing your new lines. Traditionally, open cut trench construction was the go-to, but today an increasing number of alternative methods are proving more cost effective, as well as being “socially” economical with less impact on the community. Awareness of how your project impacts your community is worth actual money saved from not having to address the concerns of business owners, residents, and possibly other utilities, before, during, and after the project is complete. The issues that typically arise primarily deal with the impact on traffic flow, business accessibility, use of public spaces and safety concerns of the citizens of your community.

Below are three alternative methods to open cut trench construction that can save you money and lessen the impact your project has on your community. These three methods will save money by reducing or removing the need for: replacement of asphalt or concrete streets and underlayment; sidewalk replacement; disturbing other utilities.

Horizontal Directional Drilling Horizontal directional drilling, also known as directional boring, is a trenchless technology for installing pipe underground without impacting the area above the borehole. It is typically a shallow arc or crescent borehole in which a pipeline, conduit, or cables are pulled through once the borehole is completed. Although typically a shallow arc, directional boring can also navigate turns during the boring process. This is especially important in urban boring situations where existing buried infrastructure such as sewer, water and tunnels must be avoided.

This trenchless technology is effective for crossings of creeks, streams, rivers, roads, highways, and railroads. To simply break it down into stages: • Pilot Hole - The first stage consists of drilling a small diameter pilot hole.

• Pre-Reaming - The second step is to pre-ream the pilot hole and enlarge it to a size sufficient to safely install the product lines.

• Pipe Pullback - The final step is the pullback of the pipe within the pre-reamed hole.

Materials commonly used for this trenchless technology: Fused PVC, Fused HDPE, Restrained Joint PVC, Ductile Iron, Steel

Slip Lining Slip lining is completed by installing a smaller, carrier pipe into a larger host pipe, grouting the annular space between the two pipes and sealing the ends. Slip lining is one of the oldest methods of trenchless installation.

Typical Materials used: CIPP (cast in place pipe), Fused PVC, Fused HDPE

Pipe Bursting Pipe bursting is a trenchless method of replacing buried pipelines (such as sewer or water pipes) without the need for a traditional construction trench. “Insertion and Reception pits” replace the trench needed by conventional pipe-laying. (continued on page 48)

While more than one of these technologies may be viable for your water/wastewater project, each has its specific advantages.

All aspects should be considered during project planning. It is a good idea to assign values to each of the technologies and of the materials to best assess the true costs. Sometimes contractors can overlook the value and trade-offs with each of these methods and materials, so it is important for municipalities to educate themselves on the technologies in order to evaluate them in terms of what best fits their needs. Ultimately, municipalities need to make sure they get what they want in the end: a system with longevity and serviceability built into every project.

From the Executive Director 2020 — The Year of Change Howard Baker, MRWA Executive Director

We have seen so many changes this year.

Some examples: how we buy groceries, how we see the doctor, how we greet each other, and even how we stand in line (none of which I care for and hope they change back.)

But not all change is bad, because through change we adapt and grow. We have all heard the line, “Well, it’s the way we have always done it,” and we all know that is code for, “I don’t want to change.” For the most part we seldom change on our own. Something must happen for better or for worse, and this year it seemed to be for the worse. But within this cloud, there is a silver lining.

Like the rest of you, MRWA had to make some changes. The MRWA trainers worked with the Missouri Department of Natural Resources Operator Certification Section and Live Online Training was born.

The field staff adapted and continued to provide onsite technical assistance and still helped with emergencies.

Some systems across the state put up “COVID” barriers which in turn have become an integrated part of their security. And some systems started offering their customers online bill payments. With that, I say some good things have come from the change.

The one thing that did not change is the service you provide, day in and day out, to each of your water or wastewater customers. The Board and Councils, Managers, Clerks, Operators and vendors should be proud that you have worked together and kept the water flowing in this year of change. As MRWA’s Executive Director, I thank you.
