NCOC allows more but small cattle markets

LAHORE: The National Command and Operation Centre (NCOC) on Monday decided to increase the number of cattle markets across the country but shrink their size and implement strict standing operating procedures (SOPs) to curb the spread of Covid-19 during Eidul Azha whose payers will be organised on the pattern of Eidul Fitr ensuring social distancing.

At its maiden meeting in Lahore, the NCOC decided that some 700 cattle markets would be established on the outskirts of cities across the country. No cattle market will be allowed inside any city.

The meeting, presided over by federal Minister for Planning and Development Asad Umar through video link from Islamabad and hosted by Punjab Chief Minister Usman Buzdar at his office, also decided that all the cattle markets would remain open from 6am to 7pm. The meeting decided that the respective local administrations would ensure screening of the people entering the cattle markets, wearing of face masks and physical distancing. They would also ensure that visitors do not gather in large number at one place. The NCOC has also identified 30 big cities as Covid-19 hotspots through auto trace and National Information Technology

Board (NITB) maps and is currently monitoring 321 smart lockdowns across the country. Around three to eight million people and 10-30 per cent Covid-19 patients are under 300 to 500 smart lockdowns on a rolling basis.The country reported 2,005 Covid-19 cases and 47 deaths over the past 24 hours, taking the national tally of cases to 252,982 and fatalities to 5,304. Overall, 161,917 patients have so far recovered.

As the meeting was told that all stakeholders in the cattle markets had been duly informed about healthcare protocols and SOPs, Mr Umar said proper administration would ensure control of all kinds of diseases that might spread from such markets.

The meeting was informed that 750,000 cases had been detected through the tracing, testing and quarantine (TTQ) and smart lockdown strategies. Those found having contracted the virus were quarantined at their homes that helped save some 300,000 people from getting infections.

Mr Buzdar lauded the prime minister’s vision to fight the pandemic and said the federal and provincial governments, civil administrations and security forces had performed well to control coronavirus in the country....

3 soldiers martyred in firing by terrorists in Balochistan’s Panjgur: ISPR

Three soldiers were martyred and eight others injured when terrorists opened fire on security forces in Balochistan’s Panjgur district, the military’s media wing said on Tuesday. The militants carried out the “fire raid” when the security personnel were on routine patrol near Gichak valley in Panjgur’s Kahan area, according to an Inter-Services Public Relations (ISPR) statement.

The injured soldiers include an officer. Five of the injured security personnel are in critical condition, the statement said.

The injured soldiers have been evacuated to the Combined Military Hospital (CMH) in Quetta. The incident comes two days af-

ter four soldiers of the Pakistan Army were martyred during an intelligence-based operation (IBO) in North Waziristan, according to the ISPR. Four terrorists were shot dead by security forces during the operation.

In May, seven soldiers were martyred in two separate terror attacks in Balochistan.

In the first incident, terrorists targeted a vehicle of the Frontier Corps (FC) in Mach using improvised explosive devices (IEDs), claiming the lives of six Pakistan Army soldiers. In the second attack in Kech, a soldier was martyred in an exchange of fire with militants.

Prime Minister Imran Khan on Monday paid tribute to Kashmiris on Youm-e-Shuhada-e-Kashmir (Kashmir Martyrs Day) for their “valiant fight and defiance against a Hindutva supremacist regime”.

In a tweet, the premier referred to the 22 Kashmiris who were martyred 89 years ago during a protest against the autocratic rule of a Hindu Maharaja in the Muslim majority state as the “forefathers of today’s Kashmiri resistance”.“Their descendants have, generation after generation, laid down their lives for freedom and today they continue to valiantly fight & defy a Hindutva Supremacist regime bent on demographic engineering to wipe out the Kashmiri people & their identity,” Khan tweeted.

He said Pakistan had always stood with the Kashmiris in their struggle for self-determination and would continue to stand with them in their “just struggle” till the Indianoccupied valley is free from illegal occupation, adding that the day was “not far”.

Foreign Minister Shah Mahmood Qureshi, while paying tribute to the martyrs said that their courage had “regalvanised a decades old struggle for self-determination in 1931”, which he said was an “inalienable right Kashmiris continue to die for to this day”.

He added that no occupation could “subjugate [the brave] spirit of Kashmir”. In a statement, he said that there had been ups and downs in the Kashmiris “exemplary struggle” from 1931 to 2020 but it had not “dampened their spirits”. He said that India had brought in new laws and had used every type of tactic. India had even tried to “buy

out” the Kashmiri leadership, Qureshi said, but it had failed.

He assured the people of the valley that despite facing “problems and pain”, they were not alone. “Today, every child in Pakistan and all the political and defence leadership is standing with you in your struggle for selfdetermination and will continue standing with you until it is achieved.”

He added that the premier had raised the issue of Kashmir on every international forum, saying that he realised that “some of Pakistan’s allies could not raise their voices [on Kashmir] because of their economic conditions”. ”The world community remained silent when thousands of people were killed in Serbia. Will it repeat the same mistake in occupied Kashmir?” he questioned, adding that the world must learn from the massacre.

The foreign minister said that India was being “exposed” in front of the world as shown by the recent clash between India and China in Ladakh. He urged the entire Muslim ummah to become the voice of the people in occcupied Kashmir and to use social media to make their voices heard “even in parts of the world that have gone deaf ”.

Inter-services Public Relations (ISPR) Director General Maj Gen Babar Iftikhar, in a tweet, said Kashmir Martyrs Day was “reminiscent of utmost price paid for freedom by brave Kashmiris”.

He said “decades of Indian atrocities failed to suppress insurmountable spirit & legitimate freedom struggle” of the Kashmiris, which was “destined to succeed”.

Bilawal lashes out at Imran, PTI govt for being ‘most corrupt’

KARACHI: In what appears to be the first claim of its kind against the Pakistan Tehreek-i-Insaf government, Pakistan Peoples Party chairman Bilawal Bhutto-Zardari on Monday called it the “most corrupt” in the country’s history and directly accused Prime Minister Imran Khan of leading the trend with the Abraaj Group as his “front” and “ATM” that was allowed illegal profiteering in Karachi through K-Electric, which the group owns.

He also claimed that KE — which was already under fire from political parties, provincial and federal governments and angry consumers — was enjoying inflated electricity tariff and allowed to carry out hours-long loadshedding without any check only because its parent company had close contacts with the prime minister and whose owner remained a key source of funding for the ruling party.

“It’s daylight robbery,” he told a press conference at the Sindh Assembly’s auditorium hall while waving and referring to a Federal Investigation Agency (FIA) report which he claimed had exposed all facts and “connivance” between PTI and the Abraaj Group.

He called the PTI government the “most corrupt government” in the history of Pakistan and questioned the role of the media, which he said during his party’s rule between 2008 and 2013 linked every scandal with the government and former president Asif Ali Zardari.

“But you don’t report,” the PPP chairman said while taking a jibe at the media. “Do you know that Punjab [government] is being run on jadoo and corruption? Who’s making every key appointment? Who’s awarding major contracts? And who’s making money? But you will never ask. From billion tree scandal to Akbar S. Babar’s foreign funding case and from flour, sugar and petrol crisis to corruption in BRT Peshawar project ... NAB is silent and so [is] the media. The counterterrorism challenge by several factors.

AKISTAN has stepped up its anti-militant campaign, apparently to steer clear of being blacklisted by the Financial Action Task Force. Pakistan had already narrowly escaped that listing, with the support of China, Malaysia and Turkey, during the last FATF review meeting held in Orlando, Florida.

Yet the country remains under immense pressure to take action against all militant groups that are proscribed by the UN Security Council. Pakistan has also been viewed as employing a selective approach towards different militant groups. The FATF meeting held in Paris last February had rejected Pakistan’s assessment based on a classification of militant groups into different categories, and had demanded uniform action against all shades of militants. Pakistan has considerably reviewed its action plan to check terror financing after these critical observations, among others, were made by the FATF. More than once, Pakistan has urged for the depoliticisation of critical transnational forums such as FATF, as it believes that India, the US, UK and a few other European countries are using the forum to put undue pressure on it. Pakistan’s friends have supported its concerns, though in a softer tone, but have avoided bailing out the country over the issue of terror financing. Over the last two decades, Pakistan has dealt with the international pressure for it to do more against a few Kashmir- and Afghanistanfocused militant groups, but the FATF has apparently proved instrumental in radically changing the country’s perception of the militant threat.

Pakistan’s renewed anti-militant campaign is hindered

The Punjab Counter Terrorism Department (CTD) has recently registered cases against the leadership of the banned Jamaatud Dawa (JuD), including its founding members Hafiz Saeed, Abdul Rehman Makki and Zafar Iqbal. It is believed that Pakistan has taken this initiative in compliance with commitments it has made to the FATF. On the other hand, it also reflects Pakistan’s seriousness in dealing with militant groups. In practice, however, this renewed anti-militant campaign is hindered by several factors including capacity gaps among counterterrorism departments, which are also struggling to find some solid legal ground against the leadership of the militant groups.

It would be an enormous challenge for the CTD to prove the cases of terror financing against the JuD leadership in local courts; though these cases could be used to restrict their movement. Interestingly, this is the second time that such cases have been registered against JuD head Hafiz Saeed. In 2009, a similar case was registered against him when he appealed for donations to his organisations while addressing a public gathering in Faisalabad.

The case was dismissed by the Lahore High Court and, later, the interior ministry’s appeal against the decision in Supreme Court was also rejected.

However, the situation could be different this time, as the JuD, its affiliated charities and militant groups have been notified as proscribed by the ministry.

The recently registered cases of terror financing against militant leaders may contribute towards easing the pressure being applied by the FATF. But these measures alone will not suffice to deal with the issues of militancy and ex-

tremism in Pakistan. The state will have to take more concrete measures over a longer period of time.

These groups have thousands of workers in their ranks who remain uncertain about their future. They include both trained and untrained militants, administrative staff and affiliated charities.

While the chains of schools and other educational institutions run by these militant groups have been put under the supervision of the provincial education departments, the Auqaf departments will apparently manage their affiliated madressahs. The JuD alone was running more than 700 schools and over 200 madressahs. The banned Jaish-e-Muhammad (JeM) also owned dozens of madressahs and schools across the country. The staffs of these schools and madressahs have been accommodated by the corresponding controlling government departments, without a proper scrutiny process and without a deradicalisation programme.

However, workers of the charity wings and administrative staff have not been accommodated yet, with the exception of around 50 persons who have been recruited by the Punjab rescue operations.

The rescue department had taken more than 250 ambulances of the JuD into its custody.

Frustration among these workers is increasing, including towards their own leaders. This is a dangerous development. A somewhat similar frustration was observed among the cadres of militant groups after the first crackdown against them in 2001. This had caused serious rifts among them and made many turn against the state and join international terrorist groups. Some among these frustrated members of the JuD and JeM can now also join the militant Islamic State group and Al Qaeda or form their own small terrorist cells. The JeM cadre

is more critical because hundreds of its militants have a background of having worked along with the Tehreek-i-Taliban Pakistan, Al Qaeda and sectarian terrorist organisations.

Pakistan will have to evolve a comprehensive rehabilitation programme for former members of these banned organisations. Such a programme could help boost the international community’s confidence in Pakistan’s efforts to counter extremism and terrorism. The world is receptive to such initiatives, which are also endorsed by UNSC Resolutions 2178 (2014) and 2396 (2017). For one, the ‘Plan of Action to Prevent Violent Extremism’ presented by the UNSC to the UN General Assembly entailed more than 70 recommendations including a call to introduce disengagement and rehabilitation programmes. An absence of such a programme in Pakistan would not only continue to raise doubts about the future of these organisations’ combatant and non-combatant members, but also about Pakistan’s intentions.

The National Counter Terrorism Authority has the mandate for suggesting and developing such rehabilitation programmes but, so far, it has proved an impotent body. Apparently, Nacta has no will — or perhaps power — to take initiative on its own, for it always looks towards the powerful security institutions and endorses what comes from them. The challenge of countering terrorism is huge, requiring not only broad-based consultation but also a visible and serious action plan being implemented on the ground.

Prime Minister Imran Khan on Wednesday vowed to build the “biggest dam in Pakistan’s history” after kicking off construction work at the Diamer-Bhasha Dam project, adding that the project will also benefit the people living in Gilgit-Baltistan (GB).

The prime minister made the remarks while addressing a public gathering in Chilas.

Earlier, the PM had visited the site of the dam along with Chief of Army Staff Gen Qamar Javed Bajwa and Federal Minister for Water Resources Faisal Vawda, where they were briefed on the mega project.

The premier, during his address, vowed that with this project, the

government was going towards building the “biggest dam in Pakistan’s history”.

“This will be our third big dam.

China has made around 5,000 big dams, but have a total of about 80,000 dams. From this you can gauge the massive mistakes we have made in the past.

“The decision to build this dam was taken 50 years ago. There can be no better site for constructing a dam, it is a natural dam. Forty, 50 years ago this was decided, and work on the project has begun today. This is one of the biggest reasons why we haven’t progressed.”

I am well aware how much the area depends on tourism and how much they need tourism during the summer months.”

He said that he will speak to the chief minister to prepare standard operating procedures (SOPs) for resurrecting the tourism industry that has been severely impacted by the Covid-19 pandemic.

Hajj 2020: What you need to know about this year’s pilgrimage

slamic week-long ritual has been scaled back to a limited number of pilgrims because of the coronavirus pandemic.

Some 2.5 million pilgrims from around the world flock annually to the cities of Mecca and Medina for the week-long ritual scheduled to begin in late July. This year, no overseas visitors would be allowed. Saudi Arabia announced it would hold a “very limited” Hajj this year, as the country is still battling with the coronavirus pandemic.

The Saudi Ministry of Hajj said the decision to curtail the pilgrimage was aimed at preserving global public health because of the risks associated with large gatherings. This year’s Hajj is expected to start on July 28.

Who will perform Hajj?

As one of the five key pillars in Islam, Hajj is a requirement for all physically and financially able Muslims to perform at least once in their lifetime. This year, the kingdom’s Hajj ministry said the ritual would be open only to individuals of various nationalities residing in Saudi Arabia.

In a virtual news conference, Hajj Minister Mohammad Benten said the government is still in the process of reviewing the number of overall pilgrims allowed, saying they could be “around 1,000, maybe less, maybe a little more”.” The number won’t be in tens

or hundreds of thousands” this year, he added. Health Minister Tawfiq al-Rabiah said no one over the age of 65 or with chronic illnesses would be allowed to perform the Hajj. Pilgrims will be tested for coronavirus before arriving in the holy city of Mecca and will be required to quarantine at home after the ritual.Wearing of face masks at all times will be mandatory for both pilgrims and organisers. Touching or kissing the Kaaba, the holiest site in Islam, will be banned during the Hajj this year, and a physical distancing space of a metre and a half between each pilgrim during the rituals including mass prayers and while in the Kaaba circling area will be imposed, according to a statement by the Center for Disease Prevention and

Control (CDC). Congregational prayers are permitted, but worshippers are required to wear face masks and maintain physical distancing. Also, access to holy sites at Mina, Muzdalifah and Mount Arafat will be limited to those with Hajj permits starting Sunday July 19 till August 2.

Has this happened before?

This is the first time in Saudi Arabia’s nearly 90-year history that foreign visitors have been barred from performing Hajj. The Hajj has been cancelled because of war and past epidemics throughout history, but not since the founding of the Kingdom of Saudi Arabia in 1932. The response has been a mix of disappointment, relief and acceptance.

Before the Saudi announcement, Indonesia, Malaysia, Senegal and Singapore had already

barred their citizens from performing Hajj this year because of coronavirus concerns.

“My hopes of going to (the holy Saudi city of Mecca) were so high,” Kamariah Yahya, 68, from Indonesia, told AFP news agency.

“I’ve been preparing for years. But what can I do? This is Allah’s will - it’s destiny.” Shahadat Hossain Taslim, head of a group representing Bangladeshi Hajj travel agencies, said “many people will be shattered” by the decision, but it was for the best.

“Unlike other countries, the majority of Bangladeshi pilgrims are elderly people, and they are vulnerable to COVID-19,” he said. Pakistan, which usually sends nearly 180,000 pilgrims, said its diplomats in Saudi Arabia would represent the country during the pilgrimage this year. In neighbouring India, the minister for minority affairs said more than 200,000 people had applied to go on Hajj in 2020, and that they would receive a full refund of any money deposited for the pilgrimage. “It was decided to hold the pilgrimage this year with very limited numbers ... with different nationalities in the kingdom,” the official Saudi Press Agency said on Monday, citing the Hajj ministry.

Trump lawyers plan further attempts to block tax records release New poll suggests many in US are concerned about Trump’s finances and potential conflicts with his business.

Lawyers for United States President Donald Trump told a federal judge on Wednesday they are planning further challenges to the Manhattan district attorney’s efforts to see the president’s financial records, despite a US Supreme Court decision allowing the prosecutor’s review. In a filing with the US District Court in Manhattan, Trump’s lawyers said the president will file an amended complaint raising arguments against district attorney Cyrus Vance’s subpoena that the Supreme Court said he can still make. Trump’s lawyers said the Republican president may argue that the grand jury subpoena was too broad. He may also argue that Vance, a Democrat, brought the subpoena to harass Trump, manipulate or retaliate against his policies, or otherwise “impede his constitutional duties”.

US District Judge Victor Marrero has scheduled a Thursday hearing to discuss the matter. A public opinion poll by Reuters/Ipsos this week suggested many Americans remain concerned about Trump’s finances and potential conflicts of interest with his family business. The poll suggested 66 percent of adults agreed that Trump “should release his tax returns from earlier years”, and 68 percent said: “Americans have a right to see each presidential candidate’s financial records before the election.”

When asked why the Republican president has not released the records, about half said it was because of reasons that could make it tougher for him to be re-elected.

According to the poll, 26 percent said they believe Trump’s taxes contain “incriminating evidence against him”, and 10 percent said Trump is “trying to hide significant financial losses”. Another 16 percent said they thought Trump does not want to reveal them because he “does not pay taxes”. The case concerns a subpoena by Vance last August to Trump’s accounting firm Mazars USA for eight years of personal and corporate tax returns. BEIJING -- China’s government has warned it will protect Chinese companies after Washington said enterprises may face legal trouble if they help carry out abuses in the Muslim northwestern region of Xinjiang.

The U.S. warning came amid mounting tension with Beijing over human rights, trade and Hong Kong. It cited complaints of abuses by the ruling Communist Party against ethnic Muslims including mass detention and forced labour.

The Commerce Ministry accused the U.S. government of meddling in China’s affairs.

United States officials announced last week that international students at schools that had moved to online-only classes due to the coronavirus pandemic would have to leave the country if they were unable to transfer to a college with at least some in-person instruction.

The government said it would drop the plan amid a legal challenge brought by universities. But a senior US Department of Homeland Security (DHS) official said the administration still intended to issue a regulation in the coming weeks addressing whether foreign students can remain in America if their classes move online.

There are more than a million foreign students at US colleges and universities, and many schools depend on revenue from foreign students, who often pay full tuition.

The July 6 move by the administration blindsided many universities and colleges that were still making plans for the fall semester, trying to balance concerns about rising cases of the novel coronavirus in many US states and the desire to return to classes.

A flurry of lawsuits were filed challenging the rule including one brought by Harvard University and Massachusetts Institute of Technology and another by a coalition of state governments. Dozens of big companies and colleges and universities filed “friendof-the-court” briefs opposing the rule.

Harvard planned to hold all of its classes online for the upcoming academic year.

President Donald Trump, who is pushing schools across the country to reopen in the autumn, said he thought Harvard’s plan not to hold in-person classes was ridiculous.

The universities argued the measure was unlawful and would adversely affect their academic institutions.

In a highly anticipated court hearing on Tuesday in the case brought by Harvard, US District Judge Allison Burroughs in Massachusetts said the US government and the two elite universities that sued had come to a settlement that would roll back the new rules and restore the previous status quo.

The hearing lasted less than four minutes.

The controversy began after US Immigration and Customs Enforcement (ICE) said it would re-instate rules for international students on F-1 and M-1 visas that limit the number of online courses foreign students can take if they want to remain in the United States. Those rules had been temporarily waived due to the public health crisis. Many academic institutions assumed they would be extended, not rolled back.

The DHS official, who spoke on condition of anonymity, said the details of any future regulation on this issue remain under discussion. In particular, DHS officials are still deciding whether to treat students already in the United States differently than students seeking to enter the country for the first time, according to the official.

California Attorney General Xavier Becerra, who led a separate lawsuit challenging the visa rules, said in a written statement that Trump’s “arbitrary actions” put the health of students and communities at risk.

“In the midst of an economic and public health crisis, we don’t need the federal government alarming Americans or wasting everyone’s time and resources with dangerous policy decisions,” Becerra said.

Google announces $10 billion ‘digitisation’ fund for India

US tech giant Google is investing in a $10 billion fund to help accelerate India’s transition to a digital economy in the next five to seven years.

Sundar Pichai, CEO of Alphabet Inc’s Google, said on Monday that the project will focus on building products that are relevant to India’s needs and empowering businesses for their “digital transformation”.

“Our goal is to ensure India not only benefits from the next wave of innovation, but leads it,” Pichai said in a digital keynote at a Google for India event.

The company also announced it will invest $1 million to support digital education in India. It said the fund will enable one million teachers in 22,000 schools across the country to use Google services that can facilitate online learning. Prime Minister Narendra Modi has made digitisation a major priority for India, his government says.

He envisions a “Digital India” where highspeed Internet access will empower entrepreneurs to build software and other technology products to help raise the standard of

living in a country where many households are still impoverished.

The Indian premier styles himself as a leader in touch with technology and has nearly 60 million Twitter followers.

Charities awaiting word on fate of $912M student-volunteer program OTTAWA -- Non-profit groups that wanted to use Canada Student Services Grant to hire volunteers say they have not heard a peep from the federal government since WE Charity walked away from managing the $912-million program almost two weeks ago.

That is causing angst for some organizations such as Souls Harbour Rescue Mission in Halifax that have already taken on some students but now don’t know whether the government will actually cover the payments they’ve been promised.The government had promised students could receive up to $5,000 toward their education costs by volunteering through the

program. Souls Harbour CEO Michelle Porter says the charity will honour the commitment made to the seven students who are now volunteering in its thrift store if the government kills the program.

But she says the cost will have financial implications across the rest of her organization, which provides lunches and a safe space for hundreds of people every week.The government says it is still working on the details after taking over the program from WE on July 3 but has otherwise provided little to no information.

Study suggests 8 times more people in B.C. infected with virus than confirmed VANCOUVER -- A new study suggests eight times as many people in Metro Vancouver have been infected by the novel coronavirus than the rate of reported cases. The joint study by researchers at the B.C. Centre for Disease Control, University of B.C., LifeLabs and public health scientists is posted on the health research website medRxiv and a news conference on the findings is scheduled for Thursday morning.

The authors say the findings indicate successful suppression of community transmission in B.C., with an estimated overall infection rate of less than one per cent. The study looked at anonymous blood samples collected for reasons unrelated to COVID-19 by LifeLabs in March and May, before and after public health measures were introduced.The first samples in March found two of 869 specimens

were positive, for a prevalence of 0.28 per cent, while the May sample found a prevalence of 0.55 per cent.Health Minister Adrian Dix described the estimated infection rate as “very low” and says it shows the effectiveness of British Columbia’s public health measures and co-operation of the public.“It reinforces the fact that we’re on the right track,” Dix says.“Of course, this is as the study suggests a dualedged question, a low level of transmission but also very few people with antibodies to deal with potential future spikes of COVID-19.”

If the study’s prevalence rate is applied to the whole provincial population, it could mean about 28,000 people have had the novel coronavirus, while 3,149 cases of COVID-19 have been confirmed to date, however Dix noted the results are specific to the Vancouver area.

OTTAWA -- WE Charity, the organization at the centre of an ongoing ethics investigation into Prime Minister Justin Trudeau, just announced its plan to undertake “governance and structural changes” and “return to its roots.” As part of this plan, the charity says it will undertake a “formal organizational review” and cancel all WE Day events for the “foreseeable future.”

“Reflecting the realities of COVID-19, we are cancelling WE Day activities for the foreseeable future. We are proud to have hosted 137 WE Days welcoming over 1.5 million students who earned their free tickets by contributing 70 million hours of service to 3,000+ charities and causes,” WE Charity wrote in a statement, released Wednesday.

Events put on by the charity are at the heart of a new scandal rocking Trudeau’s government.Trudeau is currently being investigated

by Ethics Commissioner Mario Dion over his government’s now-cancelled decision to have WE Charity manage a $900-million federal program, which is slated to pay students and new graduates for their volunteer work this summer.

The government is now looking to Service Canada to potentially run the program, as the students whom it was meant to help remain in limbo. Both Trudeau and Finance Minister Bill Morneau have apologized for not removing themselves from conversations about granting WE Charity the now-cancelled solesourced contract, given their personal connections to the organization.

Trudeau’s mother, Margaret Trudeau, spoke at approximately 28 events and was paid $250,000 in speaking honorariums between 2016 and 2020. His brother, Alexandre Trudeau, also spoke at eight events from 2017 to 2018 and was paid a total of approximately $32,000. Over $60,000 of that money, which is typically doled out by corporate sponsors, was paid directly to Margaret Trudeau by the charity as the result of what WE Charity referred to as an “error” in billing and payment.

In addition to this, Trudeau’s wife, Sophie Gregoire Trudeau, received a “one-time speaking honorarium” of $1,400 for participating in a youth event in 2012 before Trudeau became leader of the Liberal Party.

Morneau’s office has also confirmed that his daughters have connections to the charity, and he also did not recuse himself from the decision-making table. The finance minister’s

daughter Clare has spoken at WE events, and his daughter Grace is currently employed by WE Charity.

Conservative ethics critic Michael Barrett said the latest controversy reflects a pattern within the Liberal government.

“There’s a culture in this Liberal government that they believe they’re above the rules, they’re above the law,” Barrett told CTV News. The ethics commissioner’s investigation marks the third time that Trudeau has been probed over ethics questions. In 2017, former ethics commissioner Mary Dawson found that Trudeau violated conflict-of-interest laws in accepting a vacation to the Aga Khan’s private island. In 2019, Trudeau was again found to have broken ethics rules for exerting pressure over former justice minister Jody Wilson-Raybould in the SNC-Lavalin affair.

Speaking to the new investigation into the WE scandal, Dawson, who retired from the Department of Justice in 2018, called Trudeau’s behaviour “an error of judgment.”

“It’s a little surprising that this case has come along. It’s not the same as but it’s not dissimilar from the Aga Khan case, really,” Dawson told CTV News.

In the Wednesday statement announcing their decision to review and restructure their organization, WE Charity said it plans to prioritize its international development work.“International development is where we began, and it is where the need for our services is greatest,” the statement read.

The charity also wrote that its service-learning programs will still be offered in North America, though only through digital platforms. Finally, WE Charity said its organizational structure has become “more complicated than it needs to be,” and that it is seeking to make the governance system “easier to understand and more transparent for all our stakeholders.”

The organization said it hopes to achieve these changes through a review, led by management consulting company Korn Ferry.

“By making these changes within our organization, WE can move forward to the next 25 years of impact focused on what matters most: the communities and youth we serve,” WE Charity said in the statement.

TORONTOCanada’s human rights watchdog says no Canadian should use what it describes as fake cards claiming to grant medical exemptions from wearing face masks in public. Anti-lockdown groups that oppose new mandatory mask bylaws have started producing plastic “face mask medical exemption” cards to avoid wearing a mask in closed public spaces. Although the cards are fraudulent, they may appear to some as though they have been approved by a public health agency. A Canadian flag appears in the right-hand corner with a message below that states “I have a medical condition that prevents me from wearing a mask or face covering.” The cards also feature a medical care seal and other symbols that are often associated with official medical documents.

Rights Commission appears on the back of the cards, along with a claim that violations of disability rights can be reported to that number. A spokesperson for the commission told CTVNews.ca that “these cards are fake” and in no way authorized by the organization.“The Commission has not and would not produce posters or cards claiming that the cardholder has an exemption from wearing a face mask in closed public places,” the spokesperson said Tuesday in an email.

OTTAWA -- Police have been notified for follow-up in more than 21,000 cases where travellers arriving in Canada either couldn’t be reached or showed “indication of noncompliance” with the mandatory 14-day quarantine rules. Of the 21,422 referrals from the Public Health Agency of Canada (PHAC) to the RCMP, nearly 1,500 were identified as “priority cases” for physical check-ups.

The RCMP and PHAC both confirmed the figures to CTV News -- though few punishments have been doled out to any suspected rule-breakers. ”To date, 9 tickets have been reported to PHAC as being issued under the Contraventions Act for offences under the Quarantine Act, four of which were issued following a request made by PHAC for a physical verification (2 fines were issued

by RCMP and 2 by the Ontario Provincial Police),” PHAC spokesperson Geoffroy Legault-Thivierge confirmed in an emailed statement sent to CTVNews.ca Tuesday evening. “As of July 9, 2020, no arrests have stemmed from PHAC-requested physical verification checks.”

In addition to these latest figures, Canada Border Services Agency (CBSA) confirmed to CTVNews.ca that some travellers indicated a desire not to comply with Canada’s rules as early as the moment they travelled across the border.

“As of July 3, 2020, the CBSA has referred information to both PHAC and the RCMP

on 237 travellers who the CBSA believes may not have respected the requirement to quarantine or isolate and/or those who have signalled an unwillingness to comply,” said CBSA spokesperson Rebecca Purdy in another emailed statement on Tuesday.

Canada shut its borders to foreigners in mid-March, initially exempting U.S. residents from the new rules. But within days the Canada-U.S. border had also shuttered to all non-essential travel, an agreement that sources told CTV News on Tuesday would be extended to August 21.

Canada, U.S. agree to keep borders closed another 30 days: sources OTTAWA -- Canadian and U.S. officials have agreed to keep the border between the two countries closed to non-essential travel until August 21, CTV News has confirmed.

Sources say both governments are on the same page with extending the border restriction measures for another month.

The ban on discretionary travel was first introduced in March and has been extended each month since. The latest extension was set to expire on July 21. The agreement, as it stands, exempts the flow of trade and commerce, as well as temporary foreign workers and vital health-care workers such as nurses who live and work on opposite sides of the border. Tourists and cross-border visits remain prohibited.During a press briefing following a call with U.S. President Donald Trump on Monday, Prime Minister Justin Trudeau teased that a decision on the border would be coming later in the week.

Trudeau said that talks were “ongoing,” and vowed to “continue to work hard to keep Canadians safe and to keep our economies flowing.”

This comes as some U.S. political figures in border states have been pressuring Canada

to begin a phased reopening of the shared border, despite the surging number of new cases of COVID-19 in parts of the United States, with some regions reporting recordbreaking new daily case counts.

On Monday, CNN reported that nearly one in every 100 Americans has tested positive for the novel coronavirus, with more than 3.3 million cases confirmed.

More people have died in the United States from coronavirus than there are confirmed COVID-19 cases in Canada.

Iran has executed a former defence ministry employee convicted of spying on behalf of the US’s Central Intelligence Agency (CIA), the country’s judiciary said.

Judiciary spokesman Gholamhossein Esmaili said on Tuesday that Reza Asgari, who had worked in the aerospace department of the ministry and retired in 2016, had been executed last week.

“In the last years of his service, he joined the CIA. He sold information about our missiles ... to the CIA and took money from them,” Esmaili said. “He was identified, tried and sentenced to death.”

Esmaili added that the death sentence for Mahmoud Mousavi-Majd, another Iranian accused of spying for US and Israeli intelligence, is among those still to be carried out.

forces and helping the US to locate Qassem Soleimani, the top Iranian general assassinated in a US drone strike in Baghdad.

Iran retaliated with ballistic missiles aimed at US troops stationed in Iraq, but US President Donald Trump opted against responding militarily. In June 2019, Iran had announced the hanging of alleged spy, Jalal Haji Zavar, in a prison near Tehran.

Authorities said Haji Zavar, also a former staffer of the defence ministry, had admitted in court that he was paid to spy for the CIA, adding that they confiscated espionage equipment from his residence.

Haji Zavar’s wife was reportedly sentenced to 15 years in prison for her role in the espionage.

convicted of spying for the US and conspiring to sell information on Iran’s nuclear programme.

Last year, the country announced it had captured 17 spies it said were working for the CIA. Opposition demand answers and action for students following Liberal WE apologies

OTTAWA -- Federal opposition parties are continuing to demand answers from the federal government, and are calling for a quick solution to revive or rework the nowhalted $900 million student summer grant program.

The program was initially awarded to WE Charity, prompting a series of headlines calling into question Prime Minister Justin Trudeau’s ethics and the potential conflict of interest he and his finance minister

may have put themselves in by not recusing themselves from the decision making table on the deal, given their close family connections to the organization.

On Monday both Trudeau and minister Bill Morneau apologized for their part in the controversy and vowed to recuse themselves from any WE Charity discussions in the future, though the federal ethics commissioner is still looking into the matter, and various House of Commons committees plan to continue to hear testimony and seek evidence that could further shed light on how this sole-sourced contract came about.

The government insists it was the public service that suggested WE Charity was the best, and only organization to administer the program, though now government departments and agencies are being looked at as alternatives to execute the program that

was created to offer students grants for summer volunteer work related to COVID-19.

While the government has vowed to rework the program as quickly as possible, after WE Charity handed back over the program to the government along with the funding, thousands of students are left in limbo without summer jobs and, for now, no chance for volunteer grants to help cover costs like fall tuition.

This has prompted the Green Party to suggest shifting the funds to the Canada Summer Jobs program instead, a pre-existing program that connects young people to temporary job opportunities in their communities. That program was deemed oversubscribed this summer and the government has already put additional funding into it.

“There are thousands of Canadian students who need jobs and thousands of Canadian charities and nonprofits which are dealing with a decline in revenue and an increase in demand in services that could benefit from students working with them. Organizations

that applied through WE should be allowed to move their application to Canada Summer Jobs,” Green Party parliamentary leader Elizabeth May said in a statement.

The grant to post-secondary students and recent graduates was designed to provide one-time payments of up to $5,000 for volunteering in pandemic-related programs, depending on the number of hours worked.

For every 100 hours spent, a student would receive $1,000.

“The whole premise of the Canada Student Service Grant was problematic,” said Green Party MP and employment critic Paul Manly in the same statement, noting that the amount being offered for the volunteer work was less than the minimum wage in any province.

“Students would not gain any EI eligible hours or have this de facto employment recognized next spring if there is another wave of the pandemic and a need for further financial relief programs,” he said.

About 100,000 of those memberships were purchased since the start of the year, when the contest to replace current leader Andrew Scheer officially began. The party released the figures today and says it is the largest membership in party history. Tories say the largest growth in membership has come in Nova Scotia, Quebec, Newfoundland and

Conservatives use a points system to elect a leader -- each riding gets 100 points, and how many points a candidate receives depends on his or her share of the vote in the riding. Voting is currently underway by mail and a new leader is to be announced in late August.

NDP says addictions can be helped with ‘a cup of tea’

VICTORIA (July 13, 2020) – When asked about the NDP’s poor record of providing full wraparound supports for people struggling with addictions in supportive housing units, Minister of Municipal Affairs Selina Robinson said: “there is someone on site who will sit down [with residents] and have a cup of tea.”

“When you hear the term ‘wraparound supports’ concerning supportive housing, you think of a team of physicians, nurse practitioners, clinical staff, counsellors and outreach workers,” said Joan Isaacs, MLA for Coquitlam-Burke Mountain. “Unfortu-

nately, Selina Robinson confirmed that’s not the case in many of the NDP’s so-called ‘supportive housing’ units.”

During budget estimates debate for the Ministry of Municipal Affairs and Housing, Isaacs asked the Minister to further define the “24/7 wraparound supports” the NDP claim they are providing to people in supportive housing. Robinson answered that it equates to someone to “have a cup of tea with” and does not include on-site clinical care.

“The NDP has essentially admitted that they are not funding the 24/7 clinical wrapa-

round supports and services that are required to help those with addictions,” added Thornthwaite, Critic for Mental Health and Addictions. “Simply moving people into hotels without these services will not get our vulnerable citizens the help that they need and, instead, it just moves the problems into another neighbourhood.”

“It’s important to have someone to talk with and provide support when you need it and we’re not denying that,” concluded Isaacs.

“But the term ‘24-7, wraparound service’ implies that clinical support is there when it’s not. According to the Minister, our prov-

ince’s vulnerable populations in supportive housing don’t actually have that support and that’s disappointing and deeply troubling.”

BC Federation of Labour welcomes changes to workers’ compensation as a positive first step

(Coast Salish Territory, Vancouver, BC) Today, the BC NDP government announced changes to the Workers Compensation Act arising from three expert reviews conducted in 2018 and 2019 by Lisa Jean Helps, Paul Petrie and Terry Bogyo. The Helps report responded to the two tragic mill explosions

in Northern BC. Petrie’s report examined WCB compensation policy, and Bogyo made recommendations on the allocation of the Workers’ Compensation Board’s (WCB’s) surplus. A fourth review conducted

by Janet Patterson explores comprehensive changes to the compensation system and the Workers Compensation Act and has yet to be released.

“The BC Federation of Labour welcomes these changes as a positive first step towards a renewed worker-centred approach to health and safety and supporting injured workers,” said Laird Cronk, president of the BC Federation of Labour. “Worker health and safety and compensation are top priorities for us, and these improvements are long-overdue.”

The changes will improve access to treatment and compensation for many workers.

The legislation will remove the one-year restriction on filing mental health claims.

Changes will ensure both loss of earnings and functional impairment will be considered in calculating benefits and make sure that workers always receive the higher of the two. Amendments address workplace safety by removing barriers to investigations, giving more power to investigators, and by allowing courts to hear victim impact statements. Finally, the changes improve access to justice by allowing the Workers’ Compensation Appeal Tribunal to hear cases related to the Charter of Rights and Freedoms and the Human Rights Code, making it harder for employers to avoid paying premiums,

and relaxing the 75-day rule which limited the ability of WCB to change a decision.

“These changes and more are needed to ensure that our workers’ compensation system takes care of injured workers and their families,” said Cronk. “We will be continuing to advocate for further changes to restore lost benefits and make the system more accessible and fair for workers.”

Additionally, the legislation enables the fasttracking of presumptive coverage for occupational diseases caused by viral pathogens.

“The BCFED is urging the WCB to move ahead on presumptive coverage for workers who contract or become ill with COVID-19 at work. We support removing the 90-day waiting period so the WCB can quickly implement this coverage,” stated Cronk.

very day, millions of women in developing countries work hard to care for themselves and their families. You might find them cooking hours over a smoky fire, taking care of their young children, labouring long hours in a factory or harvesting vegetables in the field. Without the contributions of these women, economies would collapse.

Yet, women face great inequality when it comes to working. Some are paid less than men. Others are legally prohibited from working. And many find that their work is not compensated at all.

The World Economic Forum predicts that global gender equality won’t be achieved until 2133, about 115 years from now. Until then, women continue to face substantial obstacles to receiving appropriate and fair recognition of their hard work.

In honour of International Women’s Day, here are six vital facts you need to know about women working around the world.

1. Women bear the responsibility for unpaid work at home.

This includes taking care of children or the elderly at home as well as doing housework. In fact, according to the World Bank, women spend between 2 to 10 more hours a day than men caring for children, the elderly or the sick.

2. In much of the developing world, women make up the majority of workers in the informal sector.

Domestic workers, street vendors or seasonal labourers – these are some of the typical jobs of the informal sector, unprotected by the government with wages paid under-the-table, if at all.

s we leave our homes or belongings untidy and unmaintained for prolonged periods of time, they become dirty, grimy, dusty, and aren’t very pleasant to look at or be around.Now, imagine your body as an untidy room or belonging. Instead of dirt, grime, and clutter, however, you experience anxiety, stress, depression, and negative thoughts. We can pick these up from all sorts of locations, including things we see on TV or on the news, from people at work, from friends and family members, from stressful situations, and just about everywhere else in the world today.

Rather than stewing over these situations, surroundings, and people, meditation teaches us to simply release the negativity.

It won’t remove those feelings, but it does give us tools to be able to cope with them in a more effective way. One great benefit

of meditation is that it helps you vastly improve your concentration levels, which in turn will help make you far more productive. When you meditate, you clear your mind of distractions and instead focus on the act of mediating itself. Then after meditation, you’re better able to focus on what’s right in front of you instead of getting caught up in your thoughts, fears, and worries. Say, for example, you drop your dinner plate on the kitchen floor and have to then clean it up. Rather than shouting, swearing, and stewing over the fact that you made a small mess, meditation teaches us to not get bothered by smaller things.

Instead of feeling angry and sorry for ourselves, we simply grab a cloth and broom, clean up the mess, and get ourselves more food, without getting worked up about it.

Of course, previous generations have faced many a crisis that has derailed their plans; that of the Great Depression, World War 1 and 2, the threat of nuclear

holocaust. Like those generations, you have the right to feel cheated. But like those generations, these events do not define you and your experiences. In the face of crisis, develop a different perspective.

This is a scary time, and right now is when the world needs people to instill positivity in the hearts of the dejected. Instead of mourning the loss of your expected graduating year, smile at the thought of a different one. You have the ability to turn this situation around for yourself, and for everyone around you. Choose to be different.

Choose to be better. Choose to be positive.

They’re just hollow air spaces within the bones between your eyes, behind your cheekbones, and in the forehead. They make mucus, which keep the inside of your nose moist. That, in turn, helps protect against dust, allergens, and pollutants.

Minister Mendicino announces changes to facilitate online learning for international students July 14, 2020—Ottawa—International students make immense cultural and social contributions to Canada, and generate more than $21 billion in economic activity. Since the onset of the pandemic, the Honourable Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, has made a number of temporary policy changes to support and reassure international students and learning institutions.

As the fall season is fast approaching, the Minister has announced additional measures to support international students beginning a new program online this fall with a Canadian learning institution, if their institution is offering the program online, so that they can pursue their education while ensuring everyone’s safety.

These changes will give students more certainty about their ability to enter Canada once travel and health restrictions are eased in Canada and their own home countries.

They mean that students will be eligible to work in Canada after graduation, even if they need to begin their studies online from overseas this fall.

The changes will continue Canada’s reputation as a premier destination for international students and demonstrate the importance of the international student program and the contributions international students make to Canada.

The new measures include

• providing priority study-permit processing for students who have submitted a complete application online, to ensure that permits are processed as quickly as possible • allowing students to count the time spent pursuing their studies online abroad toward their eligibility for a post-graduation work permit, if they have submitted a study permit application and if at least 50% of their program is completed in Canada • providing reassurances to international students who cannot submit all of the documentation needed to complete processing of their applications, and who choose to pursue programs through distance learning, by implementing a temporary 2-stage approval process The temporary process will allow applicants to count the time spent studying on-

line abroad towards their post-graduation work permit once they receive an approvalin-principle, as long as they are able to satisfy all requirements and receive the full approval of their study permit application at a later date. As services begin to reopen, applicants will be required to submit remaining documents and receive an approved study permit before being allowed to travel to Canada.

This process is available to students starting a program in the fall semester who submit a study permit application before September 15, 2020. This measure will reassure students that they can enrol and begin their studies this fall online, even when they are not able to submit all required documentation due to pandemic-related closures.

While the COVID-19 pandemic has presented a number of challenges worldwide, Canada’s whole-of-government approach is aimed at protecting the health of Canadians while minimizing the economic and social impact of restrictions. With these changes, it is expected that international students will continue contributing to the health and vitality of Canada and the local communities

Highlights of the fiscal 2019: • Total Revenue on cash basis was $3,001,492. This represents a 25.43% growth over 2018; • TCF Canada spent $3,100,860 on school support, construction and Aagahi by

Threat of Omani airspace ban looms over PIA

RAWALPINDI: As the Pakistan aviation regulator and the national flag carrier grapple with the credibility crisis that hit the institutions last month, a threat of a ban on Pakistan International Airlines (PIA) flights in the airspace of Oman looms large as the Civil Aviation Authority (CAA) assured them that credentials of all pilots had been scrutinised to ensure flight safety.

While expressing concern over the recent safety issue with the PIA, the Omani Civil Aviation Authority warned Pakistan that the national flag carrier could be barred from using its airspace, sources said. They added that the Omani authorities also asked Islamabad to explain what curative measures had been taken to ensure safety of flights.

Earlier, the European Union Air Safety Agency suspended PIA authorisation to operate to the EU member states for six months, while the International Air Transport Association (IATA) also shared its concern over the serious lapse in the licensing and safety oversight by the aviation regulator.
