HE change may have been in the offing for some time, but still the abruptness of it was disconcerting. The cabinet shake-up within eight months of coming to power indicates that a serious problem has beset the PTI government. The sacking of a few ministers and reshuffling cabinet positions is not likely to stem the rot. Now a hapless prime minister is seeking a technocratic solution to his predicament. Can it work?

Nothing could be more bizarre than the decision to sack the country’s finance minister in the middle of critical negotiations with the IMF and just weeks before the announcement of the annual budget.

Asad Umar may have his shortcomings, but he cannot be held solely responsible for the chaos in economic policy. The prime minister must accept part of the blame for the drift too.

It was extremely humiliating for a leading member of government and the party to be shown the door in this manner. The news about his imminent exit was already out when Asad Umar was still in Washington negotiating a bailout package with the IMF. Hours before the notification, he sounded secure about his position. Surely he had been in the eye of the storm for quite some time and had also faced criticism for his handling of the economy within the party. Yet, few expected the axe to fall in this way.

A Technocratic Solution?

The security establishment appears increasingly concerned about the financial crisis. A floundering PTI government has allowed it to further expand its space. Its shadow is now perceptible over a wider political spectrum.

There may not be any doubt about the competence of Hafeez Sheikh, but his choice as the new economic czar reinforces the perception of the growing role of the establishment in policy matters. Hafeez Sheikh’s name came from nowhere at the last moment. It seems that even senior PTI leaders were not in the loop.

A former finance minister in the last PPP government who had also been an important member of the Musharraf government, Sheikh was never known to have any association even remotely with the PTI. It’s no more a secret that his induction in the PPP government also came on the recommendation of the then security leadership. Even though he is very much an experienced hand and an able economist, the challenges he will be facing are daunting.

Whether or not the new economic adviser will be able to deliver depends largely on the political will of the PTI government. It is apparent that Sheikh’s appointment is part of a move by the prime minister to rely more on technocrats to run the government. Besides finance, some other key ministries are headed by non-elected advisers now, including commerce, health and information. Surely technocrats are important as they bring in expertise where it is lacking, but the responsibility of policy formulation cannot be left with the non-elected technocrats.

No policy can be successful if it is not based on ground and political realities. Greater reliance on technocrats in a parliamentary form of government weakens the political process. The idea of technocrats delivering good governance is a myth and has repeatedly been proved wrong. As the PTI government relies more on non-elected technocrats, the party has become weaker.

Restructuring the cabinet is indeed part of a normal political process.

Ministers who do not perform ought to be sent home, but arbitrary decisions can also have a demoralising effect on the party and government. The manner in which the changes have been made has certainly not reinforced the confidence of the party in the leadership.

Some of the new appointments are extremely controversial.

While Sheikh’s appointment was a surprise, perhaps Khan’s most controversial move is the elevation of retired Brig Ijaz Shah as the new interior minister, a portfolio that was earlier held by the prime minister himself. A former Intelligence Bureau chief, Shah now holds one of the most powerful positions in the federal cabinet. The move has reinforced the perception that Khan’s government represents Mushar-

raf ’s legacy.

The induction in the cabinet of such relics of the past prompts an important question, and one that negates Khan’s promises to break with the status quo and introduce a new generation of leaders. At this point, the PTI government looks no different from previous governments. The fact that there’s still more of the old than the new has further dented the PTI’s claim of being a party of change.

Disarray and widening divisions in the party are more palpable post cabinet shake-up. The speculation about a change of guard in Punjab and KP has intensified the jostling among various groups and factions within the party. Khan’s recent warning to the provincial chief ministers to get their act together is viewed as a signal for change. But continued indecisiveness has added to the prevailing uncertainty, further affecting governance in the provinces.

Most worrisome is the ruling party’s weakening hold in parliament.

The PTI’s inability to effectively defend the government in the face of an increasingly aggressive opposition has been badly exposed in recent sessions. It was an embarrassing situation for the ruling party when Bilawal Bhutto-Zardari launched a blistering attack on the government and the prime minister in the current National Assembly session. There was no one from the front benches to counter the criticism.

What the prime minister will not understand is that merely turning to technocrats may not deliver.

Rs100 billion to be spent annually on development of tribal areas, says PM Imran

Prime Minister Imran Khan, while addressing tribal elders at the Spinkai Raghzai area of South Waziristan on Wednesday, announced that Rs100 billion will be spent annually on the development of the tribal areas. The premier said that the amount that the government was going to spend annually had not been spent on the region in the past 70 years.

He said that the people of the tribal areas would be provided with all those things they had not been provided thus far,

and as a result of which they had been left behind.

He noted that the region was the poorest in the country, with the lowest education and highest unemployment, and that people would migrate from the area to earn money in places such as Karachi, Saudi Arabia and Dubai. Prime Minister Imran told his audience that he believes that the people of tribal areas had been left behind because “no one understood them nor did they try to understand them”.

The premier said that he believed that the country could not progress till all areas of the country were given a level playing field. He added that when he spoke about a ‘naya Pakistan’ (new Pakistan), he envisioned a Pakistan which should have been created in 1947 as per the vision of Quaide-Azam Muhammad Ali Jinnah and Allama Muhammad Iqbal. The premier had begun his address by noting that he understood the culture and traditions of the people living in the tribal areas.

The Supreme Court on Wednesday announced the restoration of all taxes charged by cellular service providers on mobile phone top-up cards.

Chief Justice Asif Saeed Khosa read out the short order, saying the top court “would not interfere in the matters of public revenue and tax collection”.

The court also withdrew the stay order placed on the collection of mobile phone taxes while wrapping up the suo motu case.In June 2018, the apex court had suspended the deduction of taxes on prepaid cards provided by mobile phone service providers. A three-member special bench headed by the chief justice had today reserved its judgement in the case after a detailed hearing during which law officers for the federal and provincial governments presented their arguments.

Justice Qazi Faez Isa during the hearing questioned whether there was a precedent of using Article 184(3) of the Constitution, which empowers the apex court to pass any order to enforce fundamental rights, in cases related to tax enforcement.The chief justice recalled that the matter was brought into the notice of the bench through the Human Rights Cell of the Supreme Court. China acknowledges Pakistan’s efforts in ‘combating terrorism, extremism

China’s Foreign Minister Wang Yi on Wednesday appreciated Pakistan’s efforts “in firmly combating terrorism and extremism”, noting that Islamabad had Beijing’s support in the implementation of the National Action Plan (NAP), according to a joint statement issued by the two countries.

Yi’s evaluation came following a meeting with his Pakistani counterpart Shah Mahmood Qureshi, who is currently on an official tour of China.“The Chinese side called on the international community to view Pakistan’s counterterrorism efforts and contributions in an objective and fair manner, and to strengthen dialogue and coopera-

tion with Pakistan,” the joint statement read.

Both sides also noted that it was a “diplomatic priority” to further strengthen the “all-weather” ties between the two countries.

“The Chinese side reiterated its steadfast support for Pakistan in safeguarding its sovereignty, territorial integrity, independence, and national dignity, choosing its development path according to its national conditions, and establishing a better security environment,” the statement said.

It also observed that China appreciates Pakistan’s “constructive role in international and regional issues”.

Both sides further agreed to “keep close

communication and collaboration on multilateral forums, including the UN, multilateral financial institutions, the SCO and SAARC”, the statement noted.The two countries reiterated their shared views that “a peaceful, stable, cooperative and prosperous South Asia is in the common interest of all parties”. In the discussions between the two foreign ministers, emphasis was also laid on the importance of dialogue to resolve all outstanding regional disputes, based on mutual respect and equality.

Former finance minister Asad Umar ─ only days after stepping down from Prime Minister Imran Khan’s cabinet amid a reshuffle ─ on Wednesday took the floor to respond to PPP Chairman Bilawal Bhutto Zardari’s remarks in the Lower House regarding the country’s economic policy. “Bilawal said that the government had admitted to its failures [on the economic policy front] by changing the finance minister,” Umar recalled.

“Bilawal: there were four finance ministers in the PPP’s government [from 2008-2013],” the erstwhile finance minister reminded the PPP chairman. “Each tried to sell their own

snake oil; each would fail and go home. If we are ‘not qualified’ and ‘failures’, what, then, were you?” he asked. “He [Bilawal] said that day that Pakistan’s ‘economic murder’ had taken place,” Umar said, referring to the PPP leader’s earlier statement. “So I decided to examine [Pakistan’s] history to get an idea of whether [the statement was right or wrong]; whether we have seen such [an economic] situation or even worse in the past.”

“People are worried that GDP growth has slowed down,” Umar noted, acknowledging that growth rate estimates given by various observer bodies range from 3-3.9 per cent.

While he conceded that Pakistan definitely needs a stronger growth rate, “certain steps needed to be taken when there is a balance of payments deficit [to correct course], and this [the slowdown] is their natural outcome.”

He then compared the GDP growth rate in PTI’s tenure to the growth rate during the PPP government’s first year, which had averaged at just 0.4pc. He conceded that the PPP government had inherited a financial crisis, “but in their five years, what did they do [in bettering the situation]?” he asked.

Death toll rises to 359 in Sri Lanka bombings, more arrested

The death toll from the Easter suicide bombings in Sri Lanka rose to 359 and more suspects have been arrested, police said Wednesday.

The Islamic State group has claimed responsibility and released images that purported to show the seven bombers who blew themselves up at three churches and three hotels Sunday in the worst violence this South Asian island nation has seen since its civil war ended a decade ago.

The government has said the attacks were carried out by Islamic fundamentalists in apparent retaliation for the New Zealand mosque massacre last month but has said the seven bombers were all Sri Lankan.

Prime Minister Ranil Wickremesinghe said investigators were still working to determine the extent of the bombers’ foreign links.

Police spokesman Ruwan Gunasekara said Wednesday morning that 18 suspects were arrested overnight, raising the total detained to 58. The prime minister had warned on Tuesday that several suspects armed with explosives were still at large.

The Islamic State group has lost all the territory it once held in Iraq and Syria and has made a series of unsupported claims of responsibility around the world.

Sri Lankan authorities have blamed a local extremist group, National Towheed Jamaar, whose leader, alternately known as Mohammed Zahran or Zahran Hashmi, became known to Muslim leaders three years ago for his incendiary speeches online.

The IS group’s Aamaq news agency released an image purported to show the leader of the attackers, standing amid seven others whose faces are covered. The group did not provide any other evidence for its claim, and the identities of those depicted in the image were not independently verified.

Meanwhile, in an address to Parliament, Ruwan Wijewardene, the state minister of defence, said “weakness” within Sri Lanka’s security apparatus led to the failure to prevent the nine bombings.

“By now it has been established that the intelligence units were aware of this attack

and a group of responsible people were informed about the impending attack,” Wijewardene said. “However, this information has been circulated among only a few officials.”

In a live address to the nation late Tuesday, Sri Lanka President Maithripala Sirisena said he also was kept in the dark on the intelligence about the planned attacks and vowed to “take stern action” against the officials who failed to share the information.

He also pledged “a complete restructuring” of the security forces.

Wijewardene said the government had evidence that the bombings were carried out “by an Islamic fundamentalist group” in retaliation for the March 15 mosque shootings in Christchurch, New Zealand, that killed 50 people, although he did not disclose what the evidence was.

The office of New Zealand Prime Minister Jacinda Ardern issued a statement responding to the Christchurch claim that described Sri Lanka’s investigation as “in its early stages.”

“New Zealand has not yet seen any intelligence upon which such an assessment might be based,” it said. An Australian white supremacist, Brenton Harrison Tarrant, was arrested in the Christchurch shootings.

Word from international intelligence agencies that National Towheed Jamaar was planning attacks apparently didn’t reach the prime minister’s office until after the massacre, exposing continuing turmoil in Sri Lanka’s government.

A block on most social media since the attacks has left a vacuum of information, fueling confusion and giving little reassurance the danger had passed.

Wickremesinghe said he feared the massacre could unleash instability and he vowed to “vest all necessary powers with the defence forces” to act against those responsible.

The history of Buddhist-majority Sri Lanka, a country of 21 million including large Hindu, Muslim and Christian minorities, is rife with ethnic and sectarian conflict.

In the nation’s 26-year civil war, the Tamil Tigers, a powerful rebel army known for using suicide bombers, had little history of targeting Christians and was crushed by the government in 2009. Anti-Muslim bigotry fed by Buddhist nationalists has swept the country recently.

After the mob attacks, Sri Lanka’s government also blocked some social media sites, hoping to slow the spread of false information or threats that could incite more violence. Egyptian voters have overwhelmingly backed constitutional changes allowing President Abdel Fattah el-Sisi to remain in power until 2030, the election commission has said.

“These [changes] are effective from now as your constitution,” the commission’s chairman Lasheen Ibrahim told a press conference on Tuesday in the capital, Cairo, broadcast on state TV. He said that more than 23.4 million voters had endorsed the changes in a nationwide referendum.

Turnout during the three-day vote was 44.33 percent and 88.83 percent of those taking part voted “yes” for the amendments, with 11.17 percent voting “no”, he added.

The amendments, which were approved by Egypt’s parliament last week, will extend elSisi’s current term to six years from four and allow him to run again for another six-year term in 2024.

They will also bolster the role of the military and expand the president’s power over judicial appointments.

The nationwide referendum took place over three days, from Saturday through Monday, to maximise turnout.

Almost 27 million votes were cast out of an eligible base of 61 million voters.

In his first public comments on the amendments, el-Sisi thanked the Egyptian people for voting.

“Wonderful scene done by Egyptians who took part in the referendum ... will be written down in our nation’s historical record,” he tweeted minutes after the results were announced.

Pro-government media, business people and legislators had pushed for a “yes” vote and a high turnout, offering incentives, while au-

thorities threatened to fine anyone boycotting the three-day vote.

Opposition parties had urged a “no” vote, but they have little sway in parliament, which is packed with el-Sisi supporters and overwhelmingly approved the amendments.

The local media is also dominated by progovernment commentators, and the authorities have blocked hundreds of websites, including many operated by independent media and rights groups.

Two international advocacy groups - Human Rights Watch and the International Commission of Jurists - had urged the Egyptian government to withdraw the amendments, saying they placed the country on a path to more autocratic rule.

Rights groups have also criticised the conditions surrounding the rushed vote, including the suppression of those opposing the sweeping changes. Voters were only given days to digest the changes to 20 articles.

Hassan Nafaa, a political science professor at Cairo University, said the results were expected.

“There will be dangerous repercussion from the ruling regime as we will see more repression and restrictive policies,” he told the Associated Press news agency.

The referendum was widely seen as another step towards restoring authoritarian rule, eight years after a pro-democracy uprising that toppled autocratic president Hosni Mubarak.

El-Sisi, a former army general, was elected president in 2014 after Mohamed Morsi, Egypt’s first civilian, democratically elected president, was toppled in a coup the previous year.

The French radio station also reported that 15 French intelligence officers had arrived in the city of Gharyan, 100km southwest of the Libyan capital, in mid-February to aid Haftar in his preparation for the attack on Tripoli, according to a Libyan source close to the government.

The source said the move prompted the Libyan government to end all cooperation with France.

While France has rejected the accusations, Libya’s internationally recognised interior ministry announced last week that it had suspended “all relations between the ministry and the French side ... due to the position of the French government in support of the criminal Haftar”.

A group of armed French nationals intercepted along the Tunisia-Libya border last week are members of France’s intelligence services, according to an unnamed source in Tunisia’s presidency who was quoted by Radio France International (RFI).

Tunisia’s government denied the story, which came amid reports suggesting French citizens may have assisted renegade military commander Khalifa Haftar as his forces attempt to capture the Libyan capital, Tripoli.

Tunisian authorities said they stopped more than 20 Europeans carrying weapons last week, including 13 French citizens, attempting to cross into the country from neighbouring Libya.

Learn the history of what is the most important time of the year for Muslims across the world.

By Wesley Baines Ramadan, which falls on the ninth month of the Islamic lunar calendar, is the most religiously significant time of year for Muslims throughout the world. It marks the month in which the Quran—the holy text of Islam—was revealed to the Prophet Muhammad by the archangel Gabriel in 610 CE. This is a month of fasting, prayer, and reflection for Muslims. During this time, Muslims refrain from eating or drinking from sunrise to sunset, and strive to avoid thoughts and behavior which are considered to be impure under the tenets of Islam. Muslims believe that the spiritual rewards for this good behavior are increased during Ramadan.

This fast is broken each day with a meal shared amongst family and friends, and the end of Ramadan culminates in a threeday festival, known as Eid al-Fitr.

The origins of Ramadan lie in the life of Muhammad, the founding prophet of Islam, and in the story of his encounter with the divine.

The First Ramadan

When Muhammad was forty, he began to spend time in solitude, thinking on questions which troubled him. To do this, he took on the habit of retreating to a cave within a mountain called al-Hirā for a month at a time.

One year, around 610 CE, Muhammad went up to al-Hirā on a day like any other, but he was soon visited by the archangel Gabriel, who took hold of Muhammad and commanded terrified man to “read.”

Muhammad was so afraid that he refused twice before actually asking what it was he was supposed to read.

Gabriel replied with this.

he Taraweeh Prayer is an emphasised Sunnah of the Messenger of Allah( peace be upon him ) during the month of Ramadan.Both al-Bukhaari (1129) and Muslim (761) narrated from ‘Aisha (may Allah be pleased with her) that the Messenger of Allah (peace and blessings of Allah be upon him) prayed one night in the mosque, and the people followed him in prayer. Then he prayed the next night, and many people came. Then they gathered on the third or fourth night, and the Messenger of Allah (peace and blessings of Allah be upon him) did not come out to them.

The next morning he said: “I saw what you did, and nothing kept me from coming out to you except the fact that I feared that it would be made obligatory for you.” And that was in Ramadan These hadith show that praying Taraweeh in congregation is prescribed in the Sunnah of the Prophet (peace be upon him). Umar during his Khilafah restablished this Sunnah of prayer in congregation.

It was narrated in al-Saheehayn from ‘Aisha (may Allah be pleased with her) that the Messenger of Allah (peace and blessings of Allah be upon him) would forgo doing something that he liked to do lest the people do it and it become obligatory upon them.

The Origins of Ramadan

Gabriel then proclaimed that “Thou art the messenger of God and I am Gabriel,” and Muhammad fled the cave, thinking that he had been accosted by an evil spirit.

He ran down the mountainside, and as he did, the angel, Gabriel, appeared in its true form in the sky above him, filling the entire sky, which had become green, which, incidentally, is where Islam gains its official color.

When Muhammad returned home, he told his family of what had happened, and when he sought the wisdom of a particularly devout Christian relative, he was told that he had been chosen as a prophet of God. Shortly after, Muhammad began to receive further revelations from Gabriel, as well as from the realizations of his own heart. According to hadith—the stories about Muhammad’s life—all holy scriptures were sent down during Ramadan, making these 30 days the holiest in this religion.

The Traditions of Ramadan

As one of the Five Pillars of Islam—the fundamental acts of Islamic worship— Ramadan is rife with sacred traditions.

The beginnings and endings of Ramadan are ruled by the lunar cycles, and so the beginning of this holy month typically falls a day or so after the new moon. At

this time, many Muslims decorate their homes with lamps, lights, crescents, and stars. Although make no mistake—Ramadan isn’t a time for celebration, but rather for spiritual reflection.

The use of lanterns is beautifully prevalent, with these lights being commonly hung at shops, homes, streets, and many other places. This tradition may have originated in Egypt, where, during the Fatimid Caliphate, Caliph al-Mu’izz li-Din Allah was greeted by lantern-holders to celebrate his rule.

The central activity of Ramadan is, of course, fasting. For the entire month, Muslims refrain from eating while the sun is shining, with the exception of those who are elderly, ill, or have any other condition which might preclude fasting.

This fasting must be intentional. The concept of niyyah—which means “intention”—guides the fasting of Ramadan. Muslims must willfully dedicate their fast to Allah alone in order to achieve niyyah.

Each day, this fast is broken after sunset, often with dates, as the Prophet Muhammad recommended. Muslims gather their friends and families in what are called Iftar parties to eat in fellowship.

After breaking the fast, but before eating dinner, Muslims offer the fourth of their five daily prayers—the Maghrib prayer, and after dinner, they make their way to their Mosques to offer the fith daily prayer, known as the Isha prayer. The day will often end with a special voluntary prayer called Taraweeh, which

Al-Bukhaari (2010) narrated that ‘Abd al-Rahmaan ibn ‘Abd al-Qaari said: I went out with ‘Umar ibn al-Khattaab (may Allah be pleased with him) to the mosque one night in Ramadan, and the people were scattered, each man praying by himself. Some men would pray and have groups of people behind them following them. ‘Umar said: “I think that if I unite all these people with one reader, it will be better. Then he resolved to gather

them behind Ubayy ibn Ka’b.

Al-Haafiz said: Ibn al-Teen and others said that ‘Umar based this decision on the Prophet’s approval of those who prayed with him on those nights. Although he disliked that for them, that was based on the fear that it might be made obligatory for them. When the Prophet (peace and blessings of Allah be upon him) died, there was no longer any fear of that happening, and ‘Umar thought, because of the potential division that might arise from people praying

The final ten days of Ramadan are considered some of the most holy. The 27th night is of particular importance—this is called the “Night of Power. ” This is the night that Muhammad received his first revelation, and many Muslims spend this day praying and reciting the Quran.

After the 30 days of Ramadan have passed, the month concludes in a celebration, known as Eid-ul-Fitr, wherein Muslims gather to offer prayers of thanks. Delicious dishes are prepared for the occasion, and Muslims everywhere visit friends and exchange gifts during this time.

A Month of Faith

This isn’t just a time for abstract reflection— Ramadan has a real, practical purpose that creates real changes within those who observe it.

Ramadan is all about growing nearer to God. Physically carrying out tasks solely for God helps Muslims to feel that He is a reality in their lives, and bequeaths a sense of purpose and direction.

It is also about developing and strengthening powers of self-control so that, throughout the rest of the year, sinful desires and thoughts can be better resisted Finally, Ramadan is a great time to learn and practice charity, kindness, and generosity.

Deprivation and fasting helps Muslims to remember the plight of those less fortunate, as well as those blessings that may normally be taken for granted.

Above all, those who observe Ramadan find themselves with a chance to truly contemplate their faith and rid themselves of those bad habits they have accumulated over the previous year. It is a time unlike any other in the Islamic calendar, a sort of “reset button” for the soul.

For Muslims, Ramadan was founded so that humankind could benefit from its customs to change themselves for the better, strengthening their bond with God and enabling themselves to make the world a better place.

Recurrent flooding due to climate change a Record high gas prices not leaving ‘a lot of consumer love left’ for stations ‘new reality,’ Trudeau says

GATINEAU, Que. -- Cities across Canada will experience more frequent flooding because of climate change and governments need to adapt to this new reality, Prime Minister Justin Trudeau said Wednesday.

Trudeau made the comments during a visit to an evacuation centre in the city of Gatineau, one of the areas of Quebec hardest hit by floods after the Ottawa River burst its banks.

He said as a consequence of climate change, “we’re going to see more and more of these extreme weather events more regularly. It means we have to think about adaptation, mitigation and how we are going to move forward together.” Quebec’s Public Security Department said as of 2 p.m. Wednesday, about 1,900 homes across the province were flooded and 515 people have been forced from their homes.

Authorities said rain forecast over the coming days and melting snow could further raise the water levels in the region between Gatineau and Montreal.

Climate experts say volatile winter weather increases the risk of ice accumulating on rivers, which can cause flooding when the ice

begins to move as the temperature warms.

Will Amos, the Liberal MP for the Gatineau area, accompanied the prime minister and said his riding suffered some of the worst flooding damage in 2017. His region was hit by a tornado last fall and a woman recently died after a road was washed out due to floodwaters. Amos said these events demonstrate a national discussion is needed on how to deal with rural climate-related events.

“Rural communities continue to be challenged in their response to climate-related disasters, whether it is floods, fire, or otherwise,” he said. “Yes, climate change is real.

Yes, it is wreaking havoc on our infrastructure. Yes, it is having a human impact, particularly in rural Canada where municipal councils don’t have large staff. The municipalities I represent often have one engineer.”

Greg Fergus, another local Liberal MP, said “these once-in-a-century type of events are now happening every couple of years. We need to really start taking into account, into all our planning, what climate change is about.”

New health database that criss-crosses provincial borders to launch

VANCOUVER - Dr. Kim McGrail says she and her team ran into a familiar challenge when they were trying to compare different approaches to family health-care reform across the country. They wanted to look at Quebec and British Columbia, which share the same goal of ensuring every resident has a family doctor but are tackling it through different care models. Gathering the data was going to be difficult, said McGrail, who is a professor at the University of British Columbia’s School of Population and Public Health. ”The question is, is there a difference in outcomes with these two different approaches?

It’s really, really complicated,” she said.

“It’s two different data requests, different timelines, different roles. And then you get the data and the data themselves are really, fundamentally different because you’re talking about primary care data that is negotiated in provinces between medical associations and governments.

So there’s nothing that looks similar about this data across the country.”

McGrail is the scientific lead for a new health research database that aims to eliminate some of those challenges. The Strategy for Patient-Oriented Research Canadian Data

Platform is expected to launch in the next two or three months.

She said it will provide a single portal through which researchers can request information from various sources from across the country and share analytical tools.

“What we’re doing is trying to build those resources up front so when a researcher comes along and has that sort of question, it’s a much, much faster journey to get that answer,” she said.

McGrail likened the current research process to an undulating wave graph. A researcher will start at the bottom of the wave and work their way to the top then move on to something else. Another researcher who picks up the same topic has to start at the bottom of the wave again.

The database aims to eliminate those waves, having the second researcher pick up at the peak of where the last person left off.

“We trying to push people up so they can start closer to the top,” she said.

Health Minister Ginette Petitpas Taylor was at University of B.C. Tuesday to announce the federal government and several partners are contributing $81 million over seven years to support the database.

She said the database will help improve responses for health-care priorities that affect all provinces.“Cancer, the opioid crisis and heart disease don’t stop at Kicking Horse Pass, the Ottawa River or the Tantramar Marshes,” she said.

At the dizzying heights of Metro Vancouver gasoline prices, the Tilbury Husky station on River Road in Delta stood out at the top early this week with a price just shy of $1.79 a litre for regular fuel, according to reports on the crowdsourced website GasBuddy. com.

Being higher than the more common $1.73 per litre could invite an extra level of consumer backlash against the brand, said one analyst.

“I don’t think it really helps the brand,” said Dan McTeague, senior analyst with GasBuddy.com. He said the $1.73 a litre being charged by other stations likely offers a healthy profit margin.

“My advice would be (to) not shop there, because it’s fairly clear that would be pushing the envelope at a time when prices are high,” McTeague said.

Other prices in Delta included $1.65 at Chevron at 5206 Ladner Trunk Rd., $1.69 at the Co-op at 6420 Ladner Trunk Rd., and $1.73 at the Petro-Canada at 6389 120th St. Across the Lower Mainland, the lowest prices Tuesday afternoon ranged from $1.53 on Fraser Highway in Abbotsford, outside the zone of Metro Vancouver’s transit tax, to $1.64 on East 12th Avenue in Vancouver.

Other experts disagree that national brands, such as Shell, Husky or Petro-Canada, are likely to suffer an association with local price hikes, though “the overall high-price environment does embitter consumers,” said Dale Griffin, a UBC marketing professor.

In an email, Griffin said it is likely the local outlets setting high-price records will bear the brunt of consumer anger.

“Specific outlets that are seen as leading the parade could well become labelled as high priced or greedy in consumers’ minds,” Griffin said. “This definitely leads to a quandary for the industry — how to respond to price pressures without hurting local outlet reputation.”

Lindsay Meredith, a Simon Fraser University marketing professor, characterized gasoline as a “homogeneous packaged product,” with consumers viewing one brand’s product the same as another’s.

Collectively, high prices have likely hurt the whole sector’s reputation.

“I don’t think we have a lot of consumer love left” for gas stations, Meredith said.

McTeague said there may well be reasons one station’s prices are higher, but “the last thing you want to has is (the station) de-

velops a reputation that only Husky brand charges the most for the same gasoline.”

McTeague said retailers typically pay wholesale prices that are within a few cents of one another, so their discretion is in whether they sacrifice a portion of their margin to appear competitive.

McTeague said there are no easy answers to easing the Lower Mainland’s notoriously tight market for fuel.

The region faces high demand and tight supplies from one small oil refinery in Metro Vancouver and limited capacity to to deliver refined gasoline on the Trans Mountain Pipeline from Alberta where wholesale price are much cheaper.

And McTeague said Metro Vancouver drivers face the highest gas taxes on the continent, with governments “that have no trepidation about continuing to add, drop by drop, more to the price of gasoline.”

Premier John Horgan, speaking to reporters on Tuesday, said the criticisms of the carbon tax in particular are misplaced as B.C. does its part to address the climate crisis.

“The big challenge is at the pumps,” Horgan said. “One penny a litre increase (in the carbon tax) on April 1 does not account for a 25-cent-increase since that one cent was put in place.”

The tax increases are being used to improve public transportation and green programs.

“We need to talk to the gas companies about why they’re not refining more product to meet demand in the marketplace.”

Horgan added that the margins that gasoline retailers charge are something that the federal government’s consumer protection agency should be looking into, which he will take up with Prime Minister Justin Trudeau.

“They should have more concern about the travelling public in British Columbia than they are showing,” Horgan said.

Victim of Surrey shooting was ‘targeted for murder’: IHIT

The victim of a “sudden death” in Surrey Tuesday has been identified by homicide investigators. Khan Micheal Bourne was found Tuesday afternoon lying on 114 Avenue between 132 and 133A streets. The 32-year-old was rushed to hospital for treatment of apparent gunshot wounds, but did not survive.

Officers say the Sechelt man was known to police, but few details have been provided about a possible motive. ”It is still early in the investigation but we believe Mr. Bourne was targeted for murder,” Cpl. Frank Jang, of the Integrated Homicide Investigation Team, said in a statement Wednesday.

IHIT said a vehicle was seen fleeing the scene immediately after the shooting. They have not provided descriptions of the vehicle or

any suspects. Investigators ask any witnesses to come forward, as well as anyone with dash cam, surveillance or cellphone video captured in the area of the shooting. An Official launch of the Certification program took place at Surrey Jamea Masjid

An initiative by BCMA to overhaul their Halal certification process is attracting some eye balls.

BCMA has been around for more than 50 years and has been part of the growth of the Muslim community in BC. Among the services provided, their halal committee has been quite low profile all these years. Certifying wholesalers, slaughterhouses, halal butcher retailers and restaurants. After the Stephen Harper govt. Enacted laws for halal certification in 2014, Musa Ismail then President decided to make BCMA halal certification a priority. Since then Halal committee had been busy talking with consultants, lawyers and professional on how to best provide halal certification in light of the new laws. Br Iltaf Sahib since becoming president took

this file as his priority and has now almost completed the process of policies and documentation needed to deliver the service.

As of April 5,2016 all halal claims on food labels, packaging and advertising materials will need to be accompanied by the name of the organization or person that certified it as halal. This regulatory change supports a consistent approach to halal claims on food products in the Canadian marketplace. It provides Canadians with the information they need to make informed decisions and purchase the food that meets their needs.

Halal claims on food are voluntary. However, if a halal claim is made on a product label, packaging or in advertising, then it must follow the regulatory require-

ments. The CFIA will take compliance and enforcement actions if the requirements are not met.

On April 12th Friday night, Imams of Vancouver gathered at Pakwan restaurant- the first to be certified, for dinner as a token of thanks to all the imams who has been spearheading this new program.

The official launch of the program took place at Surrey Jamea Masjid on April 13th, at 6.30pm.

What We Know About the Easter Terrorist Attacks in Sri Lankas

At least 207 people have been killed and more than 450 injured in Sri Lanka after suicide bombers from a religious extremist group struck churches and hotels in multiple cities on Sunday morning. Three Catholic churches were targeted while their Easter services were under way, and three five-star hotels were attacked in and around the country’s capital, Colombo. It is the worst violence the country since the end of a brutal 26-year civil war a decade ago, and the largest targeted attack on Christians in South Asia in memory — let alone on one of the faith’s holiest days. Below is a running account of what we know so far.

What Happened, Where Suicide bombers struck three Roman Catholic churches in three separate cities and three fivestar hotels in and around the capital city of Colombo. The attacks started just before 9 A.M. local time when Easter Sunday services were underway at the churches: St. Anthony’s Shrine in Colombo, home to the country’s largest Catholic congregation, as well as one of the country’s oldest and best-known Christian houses of worship; St. Sebastian’s Church in Negombo; and Zion Church in Batticaloa on the country’s East Coast.

The hotels targeted in the attacks were the Shangri-La Hotel, Cinnamon Grand Colombo, and Kingsbury Colombo Hotel.

It’s not yet clear precisely how the attacks were carried out, but images from inside the bombed churches — which show smashed pews and scarred walls and ceilings — seem to indicate that the bombers were able to enter the cathedrals before detonating. A man who arrived at St. Anthony’s Shrine immediately after the attack told

the New York Times that he saw “a river of blood” inside the church, and that “Ash was falling like snow.”

Restaurants appear to have been the targets in at least two of the hotels. At he Shangri-La Hotel, the bomber reportedly targeted a third-floor restaurant where brunch was underway, according to a witness. A ground-floor restaurant was attacked at the Cinnamon Grand Hotel. There were six explosions in the initial attacks, followed by another two afterward, amid law enforcement authorities’ search for suspects. One of those explosions was at a housing complex in the Dematagoda suburb of Colombo, where police engaged in a firefight with suspected terrorists and found explosives in at least one apartment, which may have been where the attacks were planned. Three police officers were reportedly killed in that blast, which was apparently detonated by a suspect while he was being questioned.

The Attackers No one has claimed responsibility for the attacks, but 13 people have been arrested, according to Sri Lankan authorities, and the government says it has identified the attackers — who are being described as religious extremists. The country’s defense minister has said that they “believe these were coordinated attacks, and one group was behind them.” “So far the names that have come up are local,” Sri Lankan prime minister Ranil Wickremesinghe announced at a press conference, adding that they are looking to see if any foreign elements were involved.

Sri Lankan authorities have asked media organizations to not publish the names of the attackers

or give extremists “a voice” — noting that groups may seek to inflame tensions and spark violence in the aftermath of the attack.

The Apparently Missed Warning Prime Minister Wickremesinghe also said that there had been advance warning of a possible attack, but that it was not acted upon, and it’s not yet clear why. The New York Times reports that: A top police official alerted security officials in an advisory 10 days ago about

a threat to prominent churches from a radical Islamist group, National Thowheeth Jama’ath. But it was unclear what safeguards, if any, were taken, or if in the end the group played any role in Sunday’s violence. And on Sunday, reflecting frictions within the government, the prime minister pointedly said he had not been informed.

UN evacuates 325 refugees out of Tripoli as clashes continue

The United Nations refugee agency evacuated 325 refugees from a detention centre on the southern outskirts of Tripoli amid escalating violence near the Libyan capital.

UNHCR said in a statement on Wednesday those rescued from the Qasr bin Ghashir centre were transported to another detention facility in Azzawya, northwestern Libya, where they were “at reduced risk of being caught up” in ongoing fighting between renegade military commander Khalifa Haftar’s eastern forces and troops loyal to the UNrecognised Government of National Accord (GNA).

The move was triggered by reports on Tuesday of the use of armed violence against detainees who were protesting against the

United Conservative Party (UCP) Leader (and soon-to-be premier) Jason Kenney ran a campaign that proved mainly that anger sells. Every time he sees a microphone, he’s ready to fight someone. Anger can be contagious. It’s energizing. Like Doug Ford’s “buck a beer,” anger is cheap, intoxicating and impairs people’s judgment.

One way to unite a group of strangers is to encourage them to blame another group for some (real, impending or imagined) misfortune, as with U.S. President Trump’s warnings about an “invasion” from Latin America. Another way to win voters, of course, is to promise the impossible. The UCP has done both.

During the debate, Rachel Notley invited Jason Kenney to reply to charges that part of

the reason he won the UCP leadership is that he paid a fake leadership candidate to attack his main rival. Rather than seize the chance to clear his name, he threatened her with a defamation lawsuit, calling her comments a “drive-by smear” and “fear and smear.”

“I’m really sorry that you believe that people talking about your record is somehow negative campaigning,” Notley responded.

“The leadership campaign of what you were a part is under RCMP investigation.”

Similarly, Canadian Labor Congress President Hassan Yussuff has called for federal Conservative Leader Andrew Scheer to apologize for having appeared onstage with the Alberta Yellow Vests who are vocally antiimmigrant, reported the HuffPost. Another speaker on the same stage was Faith Goldy, whom the article called “the social media personality with white nationalist ties.”

When CBC asked Andrew Scheer how he responds to complaints that his speaking at the event could be seen as being soft on Islamophobia, he simply denied it. He said, “I respond by pointing out that the criticisms are baseless.” If the Alberta election is any indication, then the upcoming federal election is shaping up as the murkiest, yuckiest, nastiest campaign Canada has seen in decades. SOCIETY: The Distance Within Families

By:Bisma Tirmizi am an immigrant, and live with the guilt of one. My parents passed away when they were in their mid-60s. I never thought that I’d be in a position where I’d yearn to go home to Pakistan, but would be prevented by the fact that there are no parents to welcome me home. Hence, every May and December I go into a bit of depression, desperately yearning for the sounds and smells of Karachi. The family get-togethers, the friends reunions, the weddings, the eating out, the traffic, the shopping, the lazing around at my parents’ place and all the wonderful paraphernalia that comes with having parents alive and well in Pakistan.Tragically, I can never enjoy those moments again. It is an elusive joy that will never be mine. Being away from elderly parents is a burden, and often a guilt, for those living abroadThere are two sides to the issue, i.e., my side and the side where elderly parents, or parent, wait in Pakistan for their diaspora children to visit, but the kids don’t visit often — for lack of money, bonding and official leave, but never for a lack of excuses.

Therefore, they may not want to impose their needs and desires on their children. It appears justifiable in the light of these explanations.”

As first-generation immigrants, this personal matter still needs to be managed from thousands of miles away. In case of affluent families, adult immigrant children send money home to elderly parents so they may hire extra domestic help/staff/ nursing care (in case of ailing parents) to support their needs. Monetary help goes a long way to help in supporting the siblings who are living with the parents (as per joint family system), or the other way around, where the parents are living with their other grown-up kids. As an immigrant myself, I have seen this system function. Needless to say there is no substitute for the self, but, at times, money (foreign remittance) can help in bringing care that would be difficult to sustain otherwise. Yes, it sometimes makes the burden of guilt lighter for the children living abroad, and the yearning of the elderly parents a little more bearable. Simply put, there are no easy answers, just a few imperfect solution.

Amir Khan Lost More Than A Fight Against Terence Crawford On Saturday night, April 20, Amir Khan stuck it to boxing fans when he refused to continue after he was hit with a legitimate low blow in the sixth round by WBO Welterweight champion Terence Crawford. The left uppercut was supposed to bang Khan’s body, but the punch landed in the Brit’s nether regions. However, it does appear to hit him on the leg and perhaps in the testicle area. It’s hard to say for certain.

It would have been perfectly understandable for Khan to take five minutes to recover, but when his trainer Virgil Hunter asked him if he could continue, he said no. ESPN’s Ste-

If we see around us we will notice everybody is restless from inside and many from the outside.

The students are restless about exams and projects and others with their job or finances. It is natural to worry about the work or anything happening with us or around us but why are we all so restless? Why are we stressed?

Whether we have work or anything else, we should have only taken it after all the pros and cons. We should do our homework, our study and once we decide to do some work or start something we should be at peace with the situation. We should be in a state of calmness which is ready to take on any challenging situation. Allah helps in ways we can never think of and saves us from problems we may not foresee.

If something does happen which is not according to our expectations, we work more hard in the future or revise our action plan whilst putting our faith in Allah. A lock has to be opened to see what is inside the box or a room.

Their influence starts at an early age and it is natural, healthy and important for children to rely on their friends. Peers support and encourage each other to try new things. Nonetheless, peers can also have a negative impact on each other. This is called peer pressure. When children so desperately want to fit in, they do what others around them are doing, not at all thinking of consequences. To prevent children from giving into peer pressure, parents hold the biggest card. Teaching fundamentals such as these in the early developmental stages is important. When done so properly, children are informed of how to avoid peers with such behaviour. Understanding how to say “No” is always a problem.

Knowing their right to refuse can avert children from feeling forced into doing certain things. If you ever feel like you are coming under peer pressure, make sure you talk to an adult to help you distance yourself from whoever you need to.
