NORTH DAKOTA LEADERS INSPIRE AT WOMEN IN PUBLIC LEADERSHIP SYMPOSIUM On October 3rd, the Minot Area Chamber EDC was excited to partner with Minot Women Connect and the Women's Public Leadership Network (WPLN) to host the Women In Public Leadership Symposium at Minot State University. This five-hour event is designed for women to hear from strong female voices in government and industry to learn more about how they can become leaders in state and local government and also leaders in their chosen industry. As our attendees took their seats for lunch, they were greeted by Brekka Kramer, MACEDC President | CEO, Brent Lohnes from presenting sponsor Hess Corporation, and Women Connect's Michelle Wall. The first panel featured statewide officials. North Dakota Lieutenant Governor Tammy Miller and Dr. Andrea Travnicek, Director Department of Water Resources, spoke about their leadership journeys in a fireside chat moderated by Brekka Kramer. After a quick networking break, the second panel was about Finding Your Voice in leadership, moderated by Beth Feldner of Xcel Energy & Women Connect. Senator Karen Krebsbach of North Dakota District 40, Representative Emily O'Brien of North Dakota District 42, and Commissioner Julie Fedorchak of the North Dakota Public Service Commission spoke on their experiences and answered questions. Next, our attendees were introduced to the WPLN team by Christel Laskowski of Verendrye Electric Cooperative & Women Connect, and got the opportunity to participate in a workshop on Developing Your "Why" with WPLN rockstars Larissa Martinez and Katelyn Condrey. Finally, Cassidy Hjelmstad of Minot Area Chamber EDC Board & SRT and Rianne Kuhn, Women Connect & Aspire Credit Union offered closing remarks and invited everyone over to the Northwest Arts Center to enjoy refreshments and attend an additional networking opportunity. We're so thankful for everyone from the Women Connect team, our partners at WPLN, HESS Corporation, and Minot State University. FIRST LADY KATHRYN BURGUM HOSTS RECOVERY REINVENTED IN MAGIC CITY Governor Doug Burgum and First Lady Kathryn Burgum hosted a reception for speakers and sponsors of Recovery Reinvented at the Northwest Arts Center at Minot State University (MSU) on October 4th. Many thanks were given to the community of Minot and specifically Minot Area Chamber EDC (MACEDC), Visit Minot, City of Minot Mayor Tom Ross, and MSU. The following day the Governor and First Lady filled Ann Nicole Nelson for the seventh annual Recovery Reinvented event where state and national experts shared insights into how to turn advocacy into action. MACEDC was again recognized for the help and support of this event dedicated to ending the shame and stigma surrounding the disease of addiction. The event was free and open to the public, and was streamed live online for those that couldn’t make it.

MINOT HOSTS USAF VICE CHIEF OF STAFF GENERAL DAVID W. ALLVIN U.S. Air Force Vice Chief of Staff Gen. David Allvin and Mrs. Gina Allvin visited Minot on Wednesday, October 11th. The delegation included Senator John Hoeven, Senator Kevin Cramer, Senate Armed Services staff, Col. Cathy Barrington, Maj. Mike Hester, and others. Minot Area Chamber EDC was given the opportunity to host Mrs. Gina Allvin with an exciting tour of the Magic City Discovery Center.

ACKERMAN-ESTVOLD CELEBRATES 20 YEARS WITH $20,000 DONATION AT BUSINESS AFTER HOURS Business After Hours had great attendance at AckermanEstvold. The company was founded in Minot in 2003 as a civil engineering firm by partners Alan Estvold, Rolly Ackerman, Ryan Ackerman, and Jeff McElwain, out of a deep desire to serve the residents of their hometowns in northwestern North Dakota. In celebration of 20 years, the original partners were together again and hosted a great evening that included a $20,000 donation to Souris Valley United Way as the company unveiled additional initiatives as they grow to inspire and improve the community. Lots of memories shared with special guest Alan Estvold and his wife Paulette. Today Ackerman-Estvold is a full service architectural and civil engineering consulting firm serving clients throughout North Dakota, Montana, and Idaho. MILITARY LIAISON KELI ROSSELLI-SULLIVAN ATTENDS WESTERN ND HONOR FLIGHT Keli Rosselli-Sullivan had the privilege to volunteer for Western ND's third Honor Flight on October 1st and 2nd. She along with 28 other volunteers accompanied 113 veterans who were in the Korean War and Vietnam war. In the two days, they visited all the branches of the armed forces memorials and also visited Capitol Hill. Upon arrival back to Bismarck they were greeted by an emotional homecoming from the city and friends and family. "It was such an honor to be asked to be a part of this program. These two days we witnessed grieving and healing. There were a lot of tears and hugs. It was moving, emotional and impactful," says Keli. All Veterans can apply to be a part of the Honor Flight that is nationwide program. The Western ND Honor Flight Chapter was established in 2019 in Bismarck. There is also one based out of Fargo.

SRT HOSTS RURAL PROSPERITY WORKSHOP FOR ENRICHING COMMUNITIES The SRT Rural Prosperity Workshop for Enriching Communities was held on Thursday, October 12. MACEDC’s Economic Development Specialist Mark Lyman was invited to attend the day-long workshop that brought in talented individuals from the region, including speakers from SRT, USDA Rural Development, NDAREC, and Strengthen ND. The speakers discussed important topics and shared ideas for large and small rural communities to implement. The topics included funding sources through USDA-Rural Development, rural electric and telecom center efforts, growing a small community’s base, and dreaming big while preparing a community for change. FEDERAL RESERVE BANK OF MINNEAPOLIS PRESIDENT NEEL KASHKARI VISITS MINOT On October 10 the Minot Area Chamber EDC was incredibly honored to partner with Minot State University in hosting a Town Hall with Federal Reserve Bank of Minneapolis President Neel Kashkari, moderated by Brenda Foster, chairman, president, and CEO of First Western Bank & Trust in Minot. The event featured a dynamic audience Q&A with President Kashkari, who is a voting member of the Federal Open Market Committee, the body of the Federal Reserve System that sets national monetary policy, including interest rates. He answered questions from community members about inflation, the stability of the financial system, and the Fed’s recent interest rate decisions. President Kashkari also spent time in the community learning about what drives the local economy. The Federal Reserve travel party included Federal Reserve Bank of Minneapolis President Neel Kashkari, Senior Vice President and Director of Research Mr. Andrea Raffo, Director of Outreach and Director Regional Outreach Mr. Joe Mahon, along with MACEDC President | CEO Brekka Kramer who was a part of the full day of the engagements. The morning kicked off with a combined mission briefing from Minot Air Force Base 5th Bomb Wing Commander Col Hoadley and 91st Missile Wing Commander Col McGhee. U.S. Air Force, Northrop Grumman, and Col McGhee led the Sentinel briefing before the party visited Uniform-01 for a briefing on missile maintenance. Lunch covered discussions around energy and leadership included Kathy Neset, Lynn Helms, Bob Mau, Kevin Black, Dr. Steven Shirley, and Brenda Foster. ND Agriculture Commissioner Doug Goehring, Rail Modal Group owners Greg and Monica Oberting, and Steve Balaski with The Northwest Seaport Alliance joined Ryan Ackerman and MACEDC Economic Development Specialist Mark Lyman for discussions around the Logistics Park of North Dakota. We want to thank President Kashkari for joining us in the Magic City and providing such an awesome opportunity for the community.

ADOPT AN AIRMAN The Adopt an Airman program fosters supportive relationships between Minot community members and Airmen who are just starting their Air Force careers. First-term Airmen enrolled in the program are not only new to the Air Force, but many are far away from home, family, and friends for the first time. In addition to the Airmen themselves adjusting to these life changes, some are newly married, so their spouses are also experiencing the strains of these significant transitions. Adjusting to the demands of being in the military and living in a new town far away from family can be stressful and lonely. It’s crucial that our Airman feel at home “outside the gate”. You as a host will benefit from an increased understanding of military life and a joy in knowing that you are making a positive difference in the lives of these young Airmen. By providing a home-cooked meal or an adventure in Minot or the surrounding area, a listening ear, or a sound piece of advice, we hope that you will develop a friendship that will last even beyond these Airmen’s first assignment here in Minot.

JAPANESE BUSINESS OWNERS EXPLORE THE INTERMODAL FACILITY AT THE LOGISTICS PARK OF NORTH DAKOTA Minot Area Chamber EDC hosted Rail Modal Group (RMG), Midwest Agri-Commodities, and business owners from Japan Thursday, October 19th Midwest Agri-Commodities is a 45-year-old company made up of 4 partner organizations, including Minn-Dak Farmers Cooperative. They represent American Crystal Sugar, Sidney Sugar and Michigan Sugar in selling products and byproducts around the world – tied to sugar beets and sugar cane. One of the buyers of the Midwest Agri sugar is Yoshi International out of Japan. Their visit to Minot is to have “boots on the ground” to see the facilities firsthand.

SRT AND MACEDC JOIN FORCES IN SUPPORT OF PRAIRIE WARRIOR BOWL On Octoboer 21st, the Minot Area Chamber EDC joined presenting sponsor SRT to celebrate our active and retired military members at the Prairie Warrior Bowl. There were free t-shirts for the first 1000 thru the gate, in game entertainment, and a half time touch-down dance off. Active and retired military members, first responders, and their families were given free admission to the game. Plus, various local businesses participated in “Buckshot’s Best Bites” tailgating, that included voting for a winning dish. We’re incredibly thankful for the opportunity to support this event and give our military members an additional thanks for everything they do.

MACEDC PRESIDENT JOINS NDSU WORKFORCE COMMITTEE DISCUSSIONS North Dakota State University (NDSU) Foundation has stood up an Industry and Workforce Ad Hoc Committee. NDSU Foundation Trustees serving on the committee include Dave Goodin (chair), Jo Burdick, Jim Hambrick, Scott Heck, Joe Heilman, Andrea Travnicek, and Mike Vipond. At-Large Members: Becky Bahe, Jace Beehler, Shannon Full, Pam Gulleson, Brekka Kramer, Tiffany Lawrence, Lisa Montplaisir, Ron Ness, Andrea Pfenning, Katie Ralston Howe, Mike Schwab, Rep. Steve Swiontek, Zac Weis, and Sen. Wobbema. The first meeting was held Monday, October 16th. The committee received an overview from President Cook about NDSU Transform and discussed enrollment incentive solutions.

MACEDC CONNECTS WITH THE COMMUNITY, SPEAKING AT SRT BOARD MEETING AND WITH MAGIC CITY CPAS On October 3, President | CEO Brekka Kramer presented to the SRT Board of Directors during their Board and Manager Retreat. Brekka shared the highlights of the work being done at the Minot Area Chamber EDC, including updates on each of the key pillars: Economic Development, Community Development, Workforce Development, Member Investor Services, and Military Support. It was a great opportunity for her to connect with the business and community leaders who serve on the SRT board and answer any questions they had. SRT is a cornerstone member investor of the Minot Area Chamber EDC and is the state’s largest telecommunications cooperative, supporting our region by bridging the digital divide and connecting rural communities with high-speed fiber. Brekka also spoke to the Magic City CPAs group in mid-October, offering updates on the Minot Area Chamber EDC’s work. Brekka was happy to provide a 50-minute presentation that counted towards continuing education credits for the CPAs who attended.

TASK FORCE 21 MEMBERS MEET WITH 8TH AIR FORCE COMMANDER U.S. Air Force Maj. Gen. Jason Armagost, Eighth Air Force and JointGlobal Strike Operations Center commander, Chief Master Sgt. Melvina Smith, Command Chief Master Sergeant, Air Force Global Strike Command and Air Forces Strategic-Air, and directors from the National Laboratory visited Minot AFB in October. During this visit, Armagost, Smith, and the directors toured 5th Bomb Wing and 91st Missile Wing facilities in order to learn how their efforts line up with Team Minot’s contribution to the nuclear triad. Task Force 21 members joined Maj Gen Armagost, Chief Smith along with the AFGSC National Labs Directors for an evening social and welcome from the community. This was the first time all lab directors traveled together to MAFB and other AFGSC Bases.

APPROVAL OF MAGIC FUND FOR NEW PRIMARY SECTOR BUSINESS In October, the Minot City Council approved a MAGIC Fund application from Hot Switch Heating Systems, LLC (Fiberglass Specialties) on a unanimous vote. Through $215,384.65 from the MAGIC Fund, this new primary sector business secured the community’s portion of the interest buydown toward participation in the Bank of North Dakota’s PACE program. Bank of North Dakota will provide their portion of this 65/35 split in the amount of $400,000, as an interest buydown. Hot Switch Heating Systems was founded in 2015 by two visionaries in Jacksonville, FL - the company is a pioneer in using induction heating to keep railroad tracks clear of snow and ice. After merging with Fiberglass Specialties in 2023, the combined strengths of both brands now serve as a one-stop solution for railroad switch heating. The primary aim of this merger and associated expansion is to scale up the production of the Hot Switch Heating System, marrying it with the fiberglass switch cover system from Fiberglass Specialties. This project will relocate and centralize production in Minot, adding jobs to our community. MINOT AREA CHAMBER EDC COMMUNICATOR | OCTOBER 2023

MACEDC PARTNERS WITH MINOT STATE UNIVERSITY FOR CYBERSECURITY EVENT: NODAKON The Minot State University College of Business, in partnership with business information technology faculty and students, the MSU SWIFT Club and the Computer Science Club is hosting a three-day cybersecurity-themed event. The event kicked off with the First Western Bank & Trust College Day. College day is all about the MSU students,” said Sam Aannerud, Minot State student in management information systems. “The SWIFT club, BIT advisors, and students have connections across North Dakota and invited them to be a part of this event. We will have five speakers and a workshop to show students what jobs, companies, and possibilities are out there in IT and cybersecurity field.” Day 2 of NoDakon included SRT Communications Tech Day, which was a chance for approximately 125 students from 14 area schools to compete in events such as accounting, business communication, business law, desktop publishing, document production, introduction to business, presentation software, and spreadsheet. The students also participated in unique workshop/demonstration opportunities from across campus including SWIFT Club, Computer Science Club, marketing with MSU Marketing Director Cole Krueger, leadership with Looyenga Leadership Center Director Jim Sturm, nursing simulations, athletic technology, and drone technology with the MSU Division of Science. NoDakon concluded with a Cybersecurity Summit focused on Emerging Cybersecurity Trends: Implications for Organizations sponsored by the Minot Area Chamber EDC, the MSU Severson Entrepreneurship Center, and Hess Corporation. This event began with an introduction from MACEDC President | CEO Brekka Kramer and featured a keynote from Mark Gorenflo, Chief of Staff/Director for Innovation and Economic Development at the North Dakota University System as well as a panel of experts from entrepreneurs to industry and state government experts. STARTING SMALL AND GROWING - MINOT BUSINESS OWNERS SHARE THEIR START UP STORIES In October, our Start Up Minot Networking event featured two local entrepreneurs, Rachael Walz, owner of The Foundry, and Starla Spencer, owner of Cherry On Top. Rachael Walz began the morning by discussing her journey as an entrepreneur, and how the growth of The Foundry has led her to a new business location. She also discussed some of the hurdles she’s dealt with as a growing business, and shared a sneak peek about her upcoming ventures. Following Rachael’s Q&A session, the group heard from Starla Spencer, owner of Cherry On Top. Starla discussed the growth of her business and what brought her from a home kitchen to a store-front location, which included sharing wins and struggles she overcame along the way. THE MILTON YOUNG TOWERS: A BEACON OF RESILIENCE AND RENEWAL IN THE MAGIC CITY Minot, affectionately known as the Magic City, is a beacon of strong community values and a resilient spirit. Central to this identity is the Milton Young Towers (MYT), an iconic building that has towered over the city since its construction in 1970. Recently rejuvenated, this remarkable structure maintains its status as the tallest building in Minot and takes on a new role as a symbol of affordable, community-driven housing. This transformation, spearheaded by EAPC Architects Engineers, heralds a new era for the city. Here's an indepth look at this extraordinary revitalization. Reviving a Landmark MYT, now home to 220 affordable apartments for the community's most vulnerable residents, has undergone an extraordinary renovation. This 14-story building, housing residents on levels 2-14, has become a critical hub for those seeking shelter and community. Thanks to the Minot Housing Authority (MHA), housing and essential services are foundational to residents' health and well-being.

Inside the Transformation Common Areas: The renovation of the first-level common areas has led to the inclusion of a community room, library, and game room in the MYT While the layout of the rooms remained unchanged, all of the finishes were updated, creating spaces that foster a sense of community and connection among the residents. Modernization and Compliance: Apartment bathrooms within MYT have been remodeled, reflecting a modern aesthetic and improved functionality. Life safety code compliance has been fully achieved, with sprinkler systems added from the 2nd to the 4th floor, where one-bedroom apartments were transformed into twobedroom units. This renovation also included integrating ADA compliance features that were previously lacking, installing smoke and fire detection systems, and upgraded emergency lighting. The modifications ensured complete code and ADA compliance by enhancing accessibility to the extent technically feasible. Efficiency and Sustainability: Increasing efficiency was paramount, including replacing existing cast iron main wastewater plumbing stacks and upgrading the lighting system to LED. The building's energy efficiency was further enhanced by replacing storefront systems/curtain walls on the first floor and stairways. Resident Comfort: The transformation prioritized residents' comfort by updating the interior paint and flooring throughout the building. Additionally, specific conversion units on the 2nd to 4th floors underwent extensive bathroom renovations, further enhancing the living experience within the building. Diversification and Attraction: In response to the community's need for family units, the transformation included adding two-bedroom options by converting 12 units into eight double units. This change not only attracts families but also enriches the building's community profile, emphasizing accessibility and affordability. The MYT stand as a vital home for those in need.

Recent Improvements Recently completed resilient improvements on MYT encompass updates to mechanical systems, power backup systems, waste stack replacement, and the installation of high-efficiency plumbing and lighting. Energy-efficient new windows have been installed on the first floor, contributing to noise reduction within the building. These enhancements have culminated in the creation of 18 additional two-bedroom apartments, effectively meeting the housing needs of the Minot community.

Phased Construction: A Considerate Approach The renovation process was carried out in phased construction, providing the least amount of disruption for residents. This approach highlighted both the technical prowess of EAPC and a deep understanding of the residents' needs.

It reflects Minot's dedication to its community, combining modern amenities with essential services to create a space that resonates with warmth and security. TRINITY HEALTH FIRST RESPONSE GROUND RECEIVES $3,000 DONATION FROM MINOT MOOSE LODGE AND I KEATING FURNITURE TO REPLACE WORN FURNITURE Trinity Health Foundation is pleased to announce that it has received a $3,000 donation from the Minot Moose Lodge and I Keating Furniture to replace furniture in its Trinity Health First Response Ground headquarters. “ We are so grateful for the generous support of the Minot Moose Lodge and I Keating Furniture,” said Sharla Ramirez, chief paramedic, Trinity Health First Response. “This donation will make a big difference in our ability to provide a comfortable and welcoming environment for the people we serve.” The Minot Moose Lodge is a fraternal organization committed to giving back to the community. The lodge donates a portion of its proceeds to local charities and non-profit organizations each year. I Keating Furniture is a local furniture store that is also committed to giving back to the community. The store donates some of its profits to local charities and non-profit organizations. With the donation from the Moose Lodge and I Keating Furniture, Trinity Health First Response purchased two reclining loveseats that seat four and two bar stools, replacing well-worn furniture while adding welcome comfort to the Trinity Health First Response team. Trinity Health Foundation was established in 1922 to assist in establishing Trinity Hospital. Over the last 100 years, the foundation has been supported through the financial stewardship of individuals, families, foundations, corporations, civic clubs, and other organizations, with the purpose of significantly impacting healthcare and the quality of life in the region. MINOT STATE ADDS COLLEGE CLAY TARGET TO CLUB SPORTS Minot State University is pleased to announce clay target as its newest club sport, starting this fall. Minot State is competing in the USA College Clay Target League for a chance to earn a spot in the 2023 College Clay Target League National Championship presented by SCHEELS taking place Oct. 30-Nov. 6 virtually across the country. “We are excited to give students an opportunity to participate in the USA College Clay Target League,” said Paul Brekke, MSU Wellness Center director and advisor for the Minot State Clay Target team. “We have a great group of students competing in this year’s league and hope to build on that for the future.” The USA College Clay Target League was incorporated in 2012 as a non-profit organization geared towards duplicating the Minnesota High School Clay Target League. Minot State becomes one of 10 colleges and universities offering club clay target in North Dakota. In 2022, 350 athletes from 26 teams competed in the league at a national level and approximately 96 high schools competed in the sport this past spring in North Dakota. “Clay Target is one of the fastest growing sports across the country and has a solid base of high school students participating in North Dakota,” Brekke said. “This will give those students an opportunity to continue to compete at the college level.” All tournaments in the USA College Clay Target League happen virtually at local clubs. Minot State has partnered with the Minot Gun Club as its host site. This allows all league teams to participate in predetermined multiple-day time periods and coaches at each institution submit scores. Any college student is eligible to participate if he/she: Possesses League-Approved Firearm Safety Certification, AND Meets all school curricular activity eligibility requirements, AND If the team has room to accommodate the studentathlete. Minot State College Clay Targets team began with their first-ever shoot in September. There are three more scheduled weekend events prior to the nationals. Competing for Minot State this fall is Ryan Delichte, Lane Evanson, Mason Lemer, Eason Martin, Dakota McGee, Becca Nord, and Gage Olson.

TRINITY HEALTH FOUNDATION WELCOMES NEW BOARD MEMBERS DENISE BILLADEAU AND JESSICA MOWBRAY Trinity Health Foundation is pleased to announce that Denise Billadeau and Jessica Mowbray have joined its Board of Directors. Billadeau is a resident of rural Parshall, North Dakota, and deeply understands the importance of healthcare access in our communities. She graduated from NDSU with a bachelor’s degree in medical technology and a business minor. She has worked in healthcare for many years, serving patients in clinics and hospitals. She is passionate about serving her community and ensuring everyone can access quality healthcare. Mowbray is a North Dakota native and a passionate advocate for our community. She is a coowner of the Brick + Mortar District in downtown Minot and has a long history of serving others. Jessica grew up in Embden, ND, and attended Chaffee High School. TURKEY DRIVE FOR HORN OF PLENTY UNDERWAY Trinity Health Foundation has kicked off its 12th annual Turkey Drive in support of the KHRT Horn of Plenty. Now in its 40th year, Horn of Plenty brings community members together to help families in need shortly before Christmas. Dusty Zimmerman, director of the Trinity Health Foundation, says this year’s Turkey Drive will again focus on raising funds to provide turkeys, toys and other food items to families within a 100-mile radius of Minot. Last year, Horn of Plenty benefitted over 350 families. “We hope the community will join with Trinity’s staff, providers, and board members to make a difference in the health of our community and give families hope at a critical time of the year,” Zimmerman said. This year’s goal is to raise $16,500. While donations can be contributed in any amount, $20 is the sum needed to sponsor a turkey and $60 will sponsor an entire basket of food. The Turkey Drive runs through December 1. PARTNERSHIP BETWEEN BLUE CROSS BLUE SHIELD OF NORTH DAKOTA AND TRINITY HEALTH BRINGS LOWER COST PLAN OPTIONS New health insurance plan brings high quality coverage to 11 North Dakota counties Blue Cross Blue Shield of North Dakota (BCBSND) and Trinity Health today announced the launch of DakotaBlue | Trinity, a new health plan partnership that provides better care, choice and cost in Minot and the surrounding area. Available during the 2024 open enrollment period, the new plan offers individuals, families and employers in 11 counties with coverage that is most affordable with care from Trinity Health. The four tiers of coverage in the DakotaBlue | Trinity plan is different from traditional health insurance network structures that only categorize providers as in-network or out-of-network. With a tiered network plan, patients can take control of their care and out-of-pocket costs by selecting providers from their choice of coverage tiers. Tiered network plan premiums are on average 15% lower than comparable traditional plans, because insurance providers partner with the preferred tier to offer lower health care costs for members. “DakotaBlue | Trinity is a way for us to challenge health care costs with our members at the center,” said Kristi Huber, BCBSND SVP and Chief Marketing Officer. “This plan provides our members the opportunity to access Trinity’s high-quality care at lower prices and premiums.” Starting at tier one, care at Trinity Health and a preferred network of providers has the lowest out-of-pocket member expense. Cost savings and quality improvements come in part from focusing on one integrated health system where providers can easily share health records, test results, treatment plans and avoid duplication of services. While costs will be lowest with care from Trinity, the new plan also covers health care providers outside the system at tier two, three and four rates. Members have the flexibility and control to select providers from any tier at any time with out-of-pocket costs that increase with each level. Dakota Blue | Trinity also offers a referral process to ensure members receive affordable care through a robust network of providers. In its inaugural year, the plan will be available in North Dakota counties which represent Trinity’s service area. Counties include Ward, McKenzie, Mountrail, McLean, Bottineau, McHenry, Rolette, Pierce, Divide, Renville and Burke. “We are excited to partner with BCBSND on a plan geared specifically for the people we serve,” said John Kutch, Trinity Health President and Chief Executive Officer. “By partnering with BCBSND to offer DakotaBlue, we can continue transforming the delivery of health care services to the region through access to affordable, integrated care close to home.” In addition to offering quality care and low cost, the new plan adds telehealth coverage at no cost which is a vital tool for increasing access to mental health and substance abuse disorder resources. SRT HOSTS RURAL PROSPERITY WORKSHOP FOR NORTH DAKOTA COMMUNITY LEADERS SRT welcomed a diverse group of community leaders to its Minot headquarters for Rural Prosperity: A Workshop for Enriching Communities on October 12. Thirty leaders and champions, representing more than a dozen communities across north-central North Dakota, attended the collaborative workshop. The Rural Prosperity event offered the opportunity for attendees to learn about available funding and other resources, connect with their peers, hear real-life success stories from other communities, and begin building plans to help their own communities thrive. Kristi Miller, SRT Board President, and Cassidy Hjelmstad, SRT CEO and General Manager, opened the day’s sessions by welcoming attendees and highlighting stories and goals for the day. Shirley Bloomfield, CEO of NTCA–The Rural Broadband Association, delivered a video message of encouragement. Erin Oban, State Director, USDA Rural Development, set the stage for the workshop, which was held during National Coop Month. Quoting from 8th grade North Dakota social studies and underscoring the theme of the day, Oban said, “Cooperatives are ‘formed by a group of people who want to pool their resources for a specific purpose.’” She continued with the “idea that we are better together than we are apart” and posed questions to the group: What do you want for your community? What do you dream of? What do you want for your kids? Putting dreams into practical context, Megan Langley, Founder and Executive Director of Strengthen ND, discussed the benefits of incremental growth and building a culture of momentum: “Small actions can snowball and amount to meaningful change.” Attendees talked with each other about their communities’ strengths and where they can use support. Langley then prompted them to work on identifying how they can assemble their community team to make things happen. She offered strategies such as leveraging local grant makers, engaging youth, and connecting with others. Brian Gion of The Rural Electronic and Telcom Development Center discussed how the success of one community can affect the overall economic health of rural North Dakota: “If a town loses its grocery store, its residents won’t necessarily drive to Minot to shop. They might move.” In addition to food access, Gion illustrated how the cooperative model can pool shared services to meet childcare, home care, and ambulance needs in rural communities Erin Oban shared funding opportunities available through USDA Rural Development for community programs, rural business and cooperative programs, SEARCH (water project) grants, and the Rural Energy for America Program. USDA Rural Development seeks to help the hundreds of communities that North Dakota has built to “survive and thrive.” Pointing to highspeed internet as essential infrastructure for rural communities to succeed, Oban said North Dakota was “really ahead of our time when we invested in broadband.” Becky Towery, Community Relations Coordinator for SRT, provided an overview of opportunities that rural communities can pursue through the cooperative. She outlined the federal Rural Economic Development Loan and Grant program (REDLG), Rural Development Finance Corporation (RDFC) grants matched by SRT, Foundation for Rural Service (FRS) grants, and SRT’s own corporate giving program (SRT Cares), as funding options for eligible community betterment and development projects.

MINOT STATE BEAVERS FC WIN CONFERENCE AND MOVED ONTO REGION V TOURNAMENT Minot State University’s first season of men’s club soccer is already a successful one. Minot State Beavers FC earned Great Plains Soccer Conference regular season championship with a 2-2 tie at North Dakota State Saturday, Oct. 7. “Winning the conference was an awesome feat,” said Jason Spain, Minot State FC head coach. “It’s the collaboration from so many people: Jacek Mrozik (vice president for enrollment, marketing, and outreach), Kevin Harmon (vice president for student affairs), Rick Hedberg (vice president for advancement), Michelle Sayler (director of enrollment), Emily Norman (admissions counselor), Rick Heit (social and digital media specialist), Vicki McDonald (administrative assistant, enrollment, marketing, and outreach), MSU’s marketing department, and Kelly Perrin with Bravera Bank. All of their hard work paid off in the end. We had amazing leadership with Noah Schmidt, Avery Weishaar, and Juan Ibarra leading the way. Simon Conrad was the perfect assistant. “We had a vision of trying to create a perfect student-athlete experience where the guys played for each other, and they did just that. I am blessed to be a part of a great team of people at Minot State and a great group of guys that fought for each other in a positive manner the entire season. They deserve all the credit.” The Beavers turned their sights on a regional title as the Beavers FC traveled to the University of Northern Colorado in Greeley for the 2023 NIRSA Championship Series – Region V Tournament Oct. 20-22. Pool play began on Friday, Oct. 20 and consolation play and national championship bid games were on Sunday, Oct. 22. The Region V Tournament awards three automatic bids in the men’s division for the Championship Division of the National Tournament, hosted by the NIRSA Championship Series. The national championships are scheduled for Nov. 16-18 at Round Rock, Texas. Region V represents four leagues in Arizona, Colorado, Iowa, Minnesota, Nebraska, New Mexico, North Dakota, South Dakota, and Wyoming. MINOT STATE’S FENNER NAMED CHAIR OF THE DAKOTA DIGITAL ACADEMY/TECHND WORKFORCE ADVISORY COMMITTEE Minot State University Professor of Business Information Technology Chad Fenner was recently appointed to be the chair of the Dakota Digital Academy/TechND Workforce Advisory Committee. Fenner’s service on the committee will help connect the changing technological needs of the workforce to the programs students need for their future careers. “In this capacity, Chad will be in a unique position to forge digital and cyber educational needs with current and future workforce needs. These areas of expertise and knowledge will be imperative as he leads a group that is engaged on innovative solutions and creative ideas,” said Mark Hagerott, chancellor of the North Dakota University System. The Dakota Digital Academy (DDA) is a North Dakota University System initiative that collaboratively leverages digital-cyber oriented education, training, and knowledge across all 11 institutions of the NDUS. The Technology Council of North Dakota (TechND) represents software developers, telecommunications companies, internet providers and content developers, system integrators, educational institutions, state agencies, and manufacturers across North Dakota. “The mission of TechND and the DDA are closely aligned,” said Terry Effertz, executive director of TechND. “The committee combines the strengths of education and workforce needs.” TechND was founded in 2000 by North Dakota business, government, and education leaders to promote the use, growth, and development of technology in the state. With the rapid emergence of things like artificial intelligence and the metaverse, this committee has the ability to impact change in the digital realm and to provide focus on what areas of study are need for the future of higher education. “This is a great opportunity to build on the digital and cyber strengths of the NDUS with a direct link to the workforce needs across North Dakota,” Fenner said. “It’s a perfect, synergistic opportunity.”

MINOT STATE PRESENTS ART EXHIBIT, SOCIAL WITH MONTE YELLOW BIRD Minot State University’s Alumni Association and the Native American Cultural Center are co-sponsoring an art exhibit and social featuring alumnus Monte Yellow Bird, Sr. Known as Black Pinto Horse in the art world, Yellow Bird, a national award-winning artist, educator, and storyteller, presented an exhibit on Nov. 1 at the Northwest Arts Center from 4-7 p.m. "The Alumni Association is proud to collaborate with the Native American Center to bring in MSU's own, Monte Yellow Bird, to share his artistic journey with us,” said Courtenay Brekhus, MSU’s director of alumni engagement. “We're proud of Monte's wonderful accomplishments, and we're excited to offer a unique experience to our campus community, alumni, and friends.” The event is a part of Minot State’s Alumni Speaker Series along with Native American Cultural Celebration month. “November is Native American Heritage month, and it is meant to celebrate and honor remarkable Native Americans. We are going to feature one of those remarkable Native Americans, one of our own alumnus, Mr. Monte Yellow Bird, Sr. (Black Pinto Horse),” said Annette Mennem, director of Minot State Native American Cultural Center. Along with the guest lecture and social, Yellow Bird guest lectured throughout the day on Nov. 1. ‘FREE GAS’ PRESENTED FROM FUEL THE FIGHT EVENT Stuart Hammer from Minot was the recipient of “Free Fuel for a Year” grand prize at the 6th Annual Fuel the Fight cancer fundraiser held in September at Dakota Square ARCO. “Free Fuel for A Year” provides Hammer $75 in gas per week for 52 weeks, for a total award of $3,900. “I was pretty excited when I found out I was the winner this year,” Hammer said. “I want to thank Trinity Health Foundation, Dakota Square ARCO, and First International Bank and Trust (FIBT) for this awesome prize. I am very appreciative!” First International Bank & Trust (FIBT) sponsored the award for a fourth year. “One of our corporate values is ‘Leave your Mark on Our Community,’ and Fuel the Fight is a great way for FIBT to do that in Minot. AGENCY MARKS 50,000 FIRSTHOME LOANS The fall of 2023 marks a historic number for North Dakota Housing Finance Agency (NDHFA) as the number of FirstHome™ loans purchased reaches 50,000. "It is humbling to realize that thousands of men, women, and children have had the opportunity to enjoy the comforts of home thanks, in part, to the FirstHome program," said Brandon Dettlaff, NDHFA's homeownership director. Homes from 363 communities across North Dakota have been financed through NDHFA's FirstHome program, which provides affordable mortgage loans along with down payment and closing cost assistance to low- to moderate-income households. Mortgage loans originate through private-sector lenders and are sold to NDHFA after closing. North Dakotans are building equity through homeownership and are creating a more stable financial future for themselves, their families, and their communities. Homeownership leads to community investment through various economic impacts such as support for local schools, parks, libraries, roads, police & fire departments, and emergency medical services. "Enabling residents to purchase affordable housing contributes to significant economic impacts, including increases in local purchasing power and job creation, not to mention the incredibly positive impact this has on the individuals and families able to purchase and maintain their own home," said Dave Flohr, NDHFA executive director. NORTH DAKOTA DEPARTMENT OF COMMERCE IS NOW ACCEPTING APPLICATIONS FOR THE TECHNICAL SKILLS TRAINING GRANT The North Dakota Department of Commerce today announced that the application window for the Technical Skills Training Grant program is now open. The continuation of the grant program was part of Gov. Doug Burgum’s Accelerate ND plan, which contained his executive recommendations to the state Legislature for strategically investing federal funds from the American Rescue Plan Act (ARPA). During the 68th Legislative Session, $2 million was appropriated to support eligible training providers and employers in their efforts to design and launch rapid, non-degree re-skilling and upskilling programs. The Technical Skills Training Grant program aims to offset the cost for program providers and employers in their efforts to support the development of highly trained skilled workers to meet the demands of our labor market. The grant program funds will be awarded until all allocated funds are extinguished. This program has three tracks, each focused on developing or expanding a highly skilled workforce for ND’s most in-demand occupations: Track A reflects the initial intent of this grant program and is designed for new and expanding accelerated, non-degree training programs that prepare trainees for new jobs. Programs in Track A may be eligible for up to $200,000. Programs in Track A are not for incumbent workers. Track B is designed for companies wishing to provide internal upskilling opportunities for their existing staff to promote movement and advancement throughout the organization, create more comprehensive onboarding and new worker training programs, and/or provide safety training for employees. Programs in Track B may be eligible for up to $50,000 with a dollar-for-dollar match throughout the lifetime of the grant program. Track C is designed to support workforce automation enhancements including, but not limited to, training and/or upskilling existing employees related to automation that has been implemented, prior to the funding period; or to new or enhanced strategies, not to include the actual purchase of automation equipment. Programs in Track C may be eligible for up to $200,000 for training and or upskilling existing workforce related to automation. Applicants for Track C may apply for up to $100,000 for a feasibility study, related to automation. "Over the course of three grant rounds, we have actively backed the inception and growth of accelerated workforce training initiatives in various sectors throughout the state,” Commerce Workforce Director Katie Ralston Howe said. “These sectors encompass healthcare, information technology, welding, and commercial driver's license training and we continue to extend support to companies offering upskilling for existing employees, holistic onboarding, and safety training. We anticipate that this grant will have an even more substantial influence on the state's workforce." Although a wide range of programs may qualify, Commerce anticipates that skilled trades and labor training programs are well-suited to develop accelerated programming or expand capacity in existing programs. BONNIE MATTERN JOINS SRT AS DIRECTOR OF PEOPLE AND CULTURE Bonnie Mattern, a human resources professional with more than 25 years of administration and leadership experience, has joined SRT as Director of People and Culture. Mattern oversees all SRT human resources responsibilities including recruitment, onboarding, retention, labor relations, benefits and payroll, and risk management and compliance. NORTH DAKOTA DEPARTMENT OF COMMERCE OPEN APPLICATIONS FOR THE REGIONAL WORKFORCE IMPACT PROGRAM The Department of Commerce received an appropriation from the 68th North Dakota Legislative Assembly to provide support to organizations addressing workforce challenges and barriers to employment through the ND Regional Workforce Impact Program (RWIP). The RWIP provides grants to regional workforce entities in North Dakota to design and implement innovative plans to address their region’s most demanding workforce challenges. The grant program is designed to encourage regions and communities to develop sustainable, innovative solutions to help businesses find workers, and help workers and jobseekers connect to jobs and communities. The RWIP grant aims to support the cost of local solutions that will have a broad impact through a community or region. Funds may be provided as a resource to implement a long-term, sustainable solution to permanently mitigate workforce participation issues in a community or region. Single business solutions are not eligible. The goal of the Regional Workforce Impact Program is to empower locally led solutions to one of the state’s greatest challenges. Workforce needs vary by region throughout North Dakota, so a one size fits all approach is unrealistic and would not adequately address challenges in all parts of the state. By creating a regional funding mechanism to support workforce initiatives, local and regional partners have the opportunity to articulate their needs and the ability to access funding to address them. The Department of Commerce aims to increase participation in the workforce statewide by equipping communities with resources to invest in initiatives that are catered to the needs of their region. To qualify, proposals must fall under at least one of the following categories: Talent attraction marketing and locally implemented strategies for business, industry, and communities that leverages existing statewide assets like Find the Good Life platform and pipeline to recruit employees nationwide and retain students and recent graduates. - cap of $250,000 Retention - cap of $250,000.00 Infrastructure investments that directly relate to the proposed workforce solution – cap of $500,000 Infrastructure investments that expand a childcare center – cap of $500,000 The childcare must be a center and cannot be home-based or in a site that can be repurposed for housing. Capital investments, capital purchases for new or renovated space to support the applicant’s proposed program must be able to show direct influence on the workforce solution- cap of $500,000. Eligible applicants include the following types of North Dakota-based organizations: Economic Development Organizations Cities (must be incorporated) Chambers of Commerce Job Development Authorities Tribal Entities Regional Councils Other organizations addressing local or regional economic development needs. Over 200 patrons enjoyed a seafood boil, a street dance, an art auction, lots of cold beer and warm company—and gave generously to the reason for the party: Double-D Haw —Minot’s biggest and best breast cancer fundraiser! And “double” was indeed the word of the night: we at Double D-Haw are proud to announce that our 2023 contribution to the Trinity Health Cancer Fund is twice that of last year’s! PHASE ONE SET TO BEGIN ON PLUM RIVER NATIVE PRAIRIE PROJECT Minot State University, in conjunction with Minot Public Schools and Audubon Great Plains, will begin to bring the former Erik Ramstad Middle School site back to life with an exciting urban prairie restoration. The first phase to restore the 14-acre stretch of property to a native mixed-grass prairie is set to begin before the end of October. The site will be named Plum River Native Prairie, which serves to honor both the ecological and Indigenous perspectives for the project, and will provide a variety of environmental, educational, economic, aesthetic, and social benefits. “We are very excited to get under way on a project that will provide a unique space for people to interact with a native prairie ecosystem in an urban setting,” said Chad Williamson, MSU assistant professor of wildlife ecology. “This ecological restoration project will not only increase native biodiversity and rare species but promote social well-being and experiential education opportunities for the greater Minot community.” Although the area currently resembles a mowed field with a few overgrown parking lots, residents may notice heavy equipment arriving on the site within the next few weeks as ground tilling kicks off the first phase. Gooseneck Implement has graciously agreed to provide the equipment that will be used to break up the current vegetation and soils at no cost to the project. “We are thrilled and filled with anticipation as we prepare to literally break ground on the Plum River Native Prairie project,” said Dan Conn, MSU associate professor and chair, teacher education and kinesiology. “We extend our heartfelt gratitude to Gooseneck Implement for their incredible generosity in lending both their equipment and expertise to this endeavor. With this support, we are now embarking on the exciting journey of transforming 14 acres of land into a living and informative learning space for individuals of all ages throughout the Minot community and beyond.” Next spring and summer, the site will be treated with herbicides and additional tilling to prepare for seeding next fall. Site plans include maintaining the existing walking track, sidewalks, and parking areas for local residents and visitors. Residents should expect the project to take several years before the site begins to resemble a native prairie with specific areas designated for mixed-grass and wildflower species. When mature, the site will provide habitat for a variety of birds, mammals, reptiles, amphibians, and insects that may not currently be found in the city. NORTHWEST ARTS CENTER PRESENTS ‘ARTIST + MUSE’ The Northwest Arts Center, located on Minot State University’s campus, presents “Artist + Muse,” woodcuts by Charles Beck from the Timothy Murphy Collection. The exhibition, organized by the Rourke Art Gallery + Museum in Moorhead, Minnesota, will be on view in the Walter Piehl Gallery through Nov. 25 as it tours through the North Dakota Art Gallery Association. Beck, born in 1923, was a celebrated printmaker and painter who lived and worked in Fergus Falls, Minnesota. He attended Concordia College in Moorhead in the 1940s where he studied art under Cyrus Running. Beck continued his education at the University of Iowa where he received his Master of Fine Arts degree in 1950 and then returned to Fergus Falls where he worked as a sign painter. In 1953, Beck enrolled at the University of Minnesota where he studied under Cameron Booth, Walter Quirt, and Malcolm Myers. It was here that Beck was first introduced to woodcut prints. Beck joined the faculty at Fergus Falls Community College — now Minnesota State Community and Technical College or M State — in 1960 where he taught for 27 years. Throughout his life, Beck’s primary subject was the landscape and nature of Otter Tail County and western Minnesota. Instead of an exact representation, he worked to create an interpretation of his own experiences and vision in an honest, modernist style. The collection of works in the exhibition was assembled by poet Timothy Murphy. An admirer and friend of Beck, he derived both enjoyment and inspiration from his friend’s artwork. Murphy’s poem “Snowgeese” references and gives direct attribution to Beck’s iconic landscape of the same name. Several of Murphy’s poems are displayed alongside Beck’s prints in the exhibition. Reproduced images of Beck’s woodcuts are also featured in most of Murphy’s published collections of poetry. “The collection features a wonderful cross-section of Beck’s work from 1966 to 2000,” says Greg Vettel, Northwest Arts Center director. “While primarily featuring the landscape of rural western Minnesota, the prints depict imagery that we would find familiar and relatable in a beautiful, yet simple style. The exhibition’s theme of the ability of artists to inspire others also resonates powerfully.” The Timothy Murphy Collection includes 24 Beck woodcuts on semi-permanent loan to The Rourke Art Gallery + Museum. While at the Northwest Arts Center, the exhibition will be available for viewing Tuesday through Friday, 10 a.m. to 5 p.m., and Saturday, 1-5 p.m. It is closed holidays. The Walter Piehl Gallery is located on the lower level of the Gordon B. Olson Library at Minot State University, with its own entrance on the south side of the library. The exhibition is free and open to the public. This exhibition is sponsored by the Rourke Art Gallery + Museum and by the North Dakota Art Gallery Association (NDAGA), a statewide service organization for non-profit museums and galleries, and supported by Howard and Ann Dahl Murphy LLLP and in part by a grant from the North Dakota Council on the Arts, which receives funding from the state legislature and the National Endowment for the Arts.

CRITICAL FUNDS AWARDED TO SUPPORT HOMELESSNESS INITIATIVES IN NORTH DAKOTA North Dakota Housing Finance Agency (NDHFA) announces the selection of recipients of grant funding for the federal Emergency Solutions Grant (ESG) and the state North Dakota Homeless Grant (NDHG). During the most recent legislative session, NDHFA assumed administration of both programs, streamlining government operations to enhance the delivery of vital services. Dave Flohr, executive director of NDHFA, emphasized, “The transition of administration for ESG and NDHG is a significant step toward a more efficient and integrated approach to addressing homelessness and providing essential services to those in need.” The demand for assistance in addressing homelessness and housing insecurity in North Dakota is considerable. Both ESG and NDHG are oversubscribed programs, meaning the number of individuals and organizations seeking support exceeds the resources currently available. ESG focuses on providing funding for emergency shelters, outreach services, homelessness prevention, and rapid re-housing assistance. NDHFA received 24 applications, requesting over $2 million in funding, far surpassing available funds. NDHFA awarded a total of $570,006.95 to nine agencies. Modeled after ESG, NDHG was allocated a total of $2.5 million for the biennium, with $1.25 million available for the first year. NDHFA received 23 applications requesting over $2.8 million in fundingand awarded 22 applications with a total distribution of $1.25 million in funding. “Funding requests underscore the pressing demand for resources and services to address homelessness in North Dakota. NDHFA remains steadfast in our commitment to working collaboratively with various agencies and organizations to tackle this critical issue,” said Dave Flohr, NDHFA executive director. KMSU AUCTION KMSU, Minot State’s Radio & TV Station, is pleased to announce its 25th Auction. The KMSU Auction is an annual live televised auction that Minot State Broadcasting students host on the campus television station, KMSU Channel 19.
