RECAP!

Well here we are halfway through 2023. It’ s hard to believe the time has passed so quickly! We’ve had an eventful year at Minot Association of Builders and I’m grateful for the support of members this year. It seems we are always making great strides towards a stronger association and a healthy building community. A few highlights worth mentioning:

• The International Builders Show was held in Las Vegas this February and it was the largest show in quite a few years! After a post-COVID slowdown, it was great to see!

• The Minot Home & Garden Show was a success in March!! We had a larger pool of exhibitors and a larger number of attendees than we’ve seen in the past few years. Again, we saw a slowdown after 2020 and we’ re finally back to “normal” times.

• We had a successful legislative session in Bismarck, led by the great team at North Dakota Association of Builders. This was my first time being fully immersed in the process and it was great to see how NDAB is working for our local associations I enjoyed a trip to the Capitol in Bismarck as well!

• We’ve made some great connections with schools in our area this spring, with a tour of the Minot High School CTE center, and a number of scholarships awarded it’ s great to see our members involved in helping to foster relationships with our future workforce let’s keep it up! Wishing you a great summer,

Welcome, Nicole!! As you may have heard, Erika is a few short weeks away from maternity leave and we're excited to announce that we have someone filling her shoes while she is away! Nicole Shaw has been hired to work with the MAB Board of Directors to keep the ship running smoothly this summer! Nicole will be training with Erika in June, then working solo through July and most of August - you will see her at Birdie with the Builders as well as at committee and board meetings throughout the summer. Please be patient as we navigate through this transitional time!

BUILDERS BASH

This year, the annual MAB Builders Bash was held in JANUARY, due to a weather event that caused us to postpone our original event date in December. Even with the postponement, The Builders Bash went off without a hitch, and we had so much fun! Thanks again to MAB member, Sherry and her crew for hosting us in your beautiful space, The Venue at The Spot!

We enjoyed great food from The Starving Rooster, a few rounds of Bingo sponsored, and played Hard Hats & Hammers to raise over $500 for Student Scholarships!

We also spent time reflecting on a great year, installing our 2023 board members, and presenting awards to outstanding members. Thank you to our outgoing 2022 Board President, Travis Mowbray of Mowbray and Son Inc, and Congratulations to our incoming 2023 Board President, Casey Schriock of Concrete Mobile.

The evening ended with a load of laughs provided by our favorite - Encore Events - we played a Men vs. Women scavenger hunt, Family Feud, and Name that Tune!

MAB Members were in Las Vegas January 29thFebruary 3rd taking in National Association of Home Builders meetings which coincided with The International Builders' Show (IBS), Kitchen & Bath Industry Show (KBIS), & the National Hardware Show. The three shows combine to make up Design & Construction Week, and drew a record number of attendees this year. Over 115,000 people registered for the 3 shows - WOW!

INTERNATIONAL BUILDERS SHOW

A FEW HIGHLIGHTS FROM THE WEEK: Design & Construction Week Opening Ceremonies featuring Mike Rowe . Industry & Economic Outlook from NAHB Chief Economist, Robert Dietz & NAHB CEO, Jerry Howard. Area 10 Caucus Meeting & Social - includes members from Iowa, Minnesota, North Dakota, South Dakota, and Wisconsin. A fun dinner at Fogo de Chao with much of the North Dakota crew! NAHB Leadership Council Meeting, which is the policy-making body that is made up of delegates from across the nation. The Leadership Council meets 3 times/year, with the IBS meeting ending the fiscal year. Former CIA Director and Secretary of State, Mike Pompeo, was a guest speaker at the meeting. NAHB will be saying farewell to longtime CEO, Jerry Howard, over the next year. This was his last IBS before he retires. Jerry has been a great asset to the industry over the last 33 years! Alicia Huey, a custom home builder from Birmingham, Alabama, was sworn in as NAHB's 2023 Chairman. Bill Owens, a home builder and remodeler from Worthington, Ohio, joined the NAHB Senior Officer ladder as Third Vice Chairman. Design & Construction Week Closing Concert featuring Sheryl Crow! SPIKE Club members receive complimentary tickets to the IBS closing concert each year, with top recruiters earning VIP tickets! Members were also able to take advantage of TONS of industry-specific education sessions and explore new products between the three shows. WHAT. A. WEEK!!

NDAB CAPITOL VISITS + LEGISLATIVE SOCIAL

MAB Members spent time in Bismarck in February, representing Minot at North Dakota Association of Builders Board of Directors meeting and also attending a legislative social that was hosted by NDAB along with the North Dakota Association of Realtors

We spent some time at the ND State Capitol meeting with the ND Department of Career & Technical Education to discuss ways our members can be more involved with students in our area. We sat in on a Senate Workforce Development Committee hearing where CEO Kayla Pulvermacher testified on behalf of NDAB members, and ended the day with a Capitol tour. Thank you to NDAB for hosting a great couple of days and keeping us informed of all the advocacy work happening in Bismarck.

BUILDERS AFTER HOURS 2023

Builders After Hours was held at Bremer Bank in March! We were able to tour the beautiful new building, located in SW Minot. Bremer employees were wonderful hosts and we heard an industry update, enjoyed good food & drinks, and of course - good company! Bremer employees put together a “scavenger hunt” through their space, enticing attendees to explore and register for themed door prizes. Thank you, Bremer Bank for hosting us!

Our April Builders After Hours was held at one of our newest member businesses Hotel Revel! Hotel Revel is a boutique hotel located near the mall (you may know it as the former Kelly Inn). We enjoyed a yummy taco bar and got to explore the newly remodeled spaces. Hotel Revel features a spacious lobby with wine bar as well as a flexible conference space in the basement level Be sure to think of Hotel Revel next time you are looking for meeting space - they have great options! A hotel stay was given away as the door prize for the evening congrats to our winner, Marie Hallof! Thank you for hosting us, Hotel Revel!

CITY LEADERS LUNCHEON

It was a full house for the annual City Leaders Luncheon in May! Thank you to all who attended! We heard about residential development opportunities and processes as well as tax exemptions for builders and homeowners from Brian Billingsley(City of Minot) and got a recap of the Imagining Minot Project from Mark Lyman and Cassidy Hjelmstad (Minot Area Chamber EDC). This is a favorite event attended by our members each year and we always appreciate the information shared!

APPRECIATION AFTER HOURS

One of the highlights of the Minot Home and Garden Show weekend was the Appreciation After Hours exhibitor social. We had around 100 exhibitors stick around for a pasta dinner catered by Olive Garden after the show on Friday. The MAB 40 Below Committee has historically hosted this event and tried different themes/food combinations over the years. We found that this year was a hit we by far hosted our biggest crowd yet!

The 40 Below Committee also helped run a 50/50 drawing to raise money for MAB Scholarships. Nyla Stromberg was our lucky 50/50 winner!

We ended up with some extra food at the end of the night but were able to box it up and deliver to the Project BEE Warming Center for their weekend meal - a win/win for all.

THIS SUMMER, the 40 Below Committee will be holding “Builder Appreciation Days” - our group will plan to visit jobsites of our builder members and deliver treats in appreciation of the work they are doing in our community!

THIS FALL, we are planning to host the annual Homes & Hops downtown bar crawl, as well as the Bags & Builders cornhole tournament!

BUILDING INDUSTRY CONNECTS WITH STUDENTS

This month, MAB Members visited Minot Public Schools - Magic City Campus, to explore the CTE Department and learn how we can connect with students - who are our future workforce! We were treated to a tour by Pam Stroklund, Minot Public Schools CTE Director and Nick Ziegler, Minot High School Building Trades Instructor.

ONE BIG HIGHLIGHT OF THE TOUR WAS SEEING THE CABINET THAT THE 11TH & 12TH GRADE ADVANCED BUILDING TRADES STUDENTS ARE BUILDING. THIS CABIN IS ABOUT 1,000 SF AND IS BEING CONSTRUCTED RIGHT OUTSIDE THE HIGH SCHOOL IT IS FULLY FRAMED, NEARLY ROOFED & SIDED, AND WORK IS BEING COMPLETED QUICKLY NOW THAT THE WEATHER IS COOPERATING! PLANS ARE TO COMPLETE THIS CABIN BY THE END OF THE SCHOOL YEAR AND PUT IT UP FOR SALE! THIS IS SUCH A GREAT OPPORTUNITY FOR HANDS-ON LEARNING AND WE WERE EXCITED TO SEE IT!

We also heard from Tracy Becker & Julie Hersch from North Dakota Career and Technical Education and Patrick Mineer with Golden Path Solutions Tracy and Julie shared how students are exposed to career awareness with RUReady.ND.govstarting in middle school and continuing into high school as they are looking for education options or how to get into a field of work after high school. Patrick elaborated on how business owners can use the workforce development platform, Compass, to create company profiles that allow students to learn more about their businesses, how to get into the career field, and also how to connect with schools for job shadows and internships. We enjoyed spending time at Minot High School and learning how we can further connect to help students discover careers in the Building Trades!

2023 DANA EBEL MEMORIAL SCHOLARSHIP

We are pleased to announce the winner of the 2023 Dana Ebel Memorial scholarship has been selected. Board members Rob Orts and Marie Hallof helped EO, Erika Kelly, present the scholarship this month at Our Redeemer's Christian School to 2023 winner, Coltan Francis.

Coltan Francis is a Senior at Our Redeemers Christian School and plans to attend Dakota College of Bottineau in the fall to major in Small Business Management with plans to return back to Minot to work with his family’s construction business. Coltan will receive a scholarship in the amount of $500.

The Minot Association of Builders organization is proud to empower the next generation of builders while remembering the preceding generation. Dana Ebel is a former MAB board member whose life was lost too soon. To remember our friend and colleague, the scholarship was renamed the Dana Ebel Memorial Scholarship in 2017 to honor all that he gave to the MAB.

(IT Service) competed this year at the North Dakota State Skills and Leadership Conference. CEO MESSAGE

The North Dakota Association of Builders is your state trade association that works to build a successful economy in North Dakota through building homes for its citizens.

The North Dakota Legislative Session began on January 3rd and ended April 30th. NDAB had a presence every day, encouraging legislators to implement laws that would support the economic impact of home building on their communities.

NDAB monitored and/or testified on 40 bills that were of interest to the association members. Along with the guidance of the NDAB Government Affairs Committee, the organization prioritized those bills that were of particular interest. Below are the top ten bills of the North Dakota Legislative Session for the association.

#10 HB 1499 would have created a Residential Partnership in Assisting Community Expansion Fund, with the goal of establishing an interest buydown for primary residences $400,000 or less. The bill was turned into a study in the House but failed to pass the Senate.

#9 HB 1330 modifies the preferred methodology when determining how special assessments are calculated. Introduced by Representative Roers Jones, it addresses inconsistencies in current processes that can allow for political subdivisions to made changes to its existing policy after the fact. While the bill would have ensured that property owners were assessed in a more consistent way, the bill was ultimately opposed by some cities that believed it would penalize them or limit the use of specials as a funding mechanism. The bill failed in the House.

#8 HB 1232 provides a $500,000 appropriation to the Department of Career and Technical Education for career exploration software. This software utilizes virtual reality technology and allows a student to be immersed in a construction environment virtually. The bill was passed and signed by the Governor.

#7 HB 1188 prohibits realtors from offering cash for long term listing agreements. This practice started in Florida and had recently been used in Minnesota. The bill passed both chambers and was signed by the Governor.

#6 HB 1106 stated that “an appraiser that works for an Appraisal Management Company must be certified/licensed in this state.” The language of the bill created ambiguity and could have potentially interfered with AMC’s that currently operate in the state. The bill failed in the House.

#5 SB 2707 began as an exemption for a nonprofit entity that is constructing or rehabilitating a single-family dwelling that will be given to or sold below the appraised value to a low-income person from contractor licensing requirements. NDAB initially opposed the bill due to the exemption, but ultimately worked with the proponents of the bill and the Secretary of State’s office to find a solution to the cost of licensing. The final version of the bill mandates the entity still be licensed, but at no cost. SB 2707 passed both chambers and was signed by the Governor.

#4 HB 1234 prohibits a city or county from adopting an ordinance, resolution, regulation, code, or policy that would have the effect of prohibiting the use of a particular energy source in new construction homes. Dubbed the “Ban the Ban” bill, it overwhelmingly passed both Chambers and was signed by the Governor.

#3 SB 2170 would have allowed a minor who is at least sixteen years of age to work in construction if a permit to do so is signed by the minor's parent or guardian. It also would have required the labor commissioner to make permits for employment available and file a copy of completed permits with the department of labor and human rights. Due to its conflict with federal law, legislators heavily amended the bill. The conference committee added a study to the bill that would look at creating a state apprenticeship office. The bill passed the Legislative Assembly and was signed by the Governor.

#2 Funding for career centers that would help develop high school students into our future construction workforce was of high priority for the association. Although initial funding was passed in the last session and special session, current inflation costs have caused many projects to halt until further funding could be identified. Funding was initially housed through multiple bills: HB 1185 would have appropriated fundings from the Coal Development Trust Fund, HB 1199 created a line of credit at the Bank of North Dakota to be used for projects, and HB 1019 housed funding to target the inflation. During the conference committee process it was revealed that additional dollars for inflation were taken from a fund to be used for broadband, and the funding was removed from the Commerce Department funding bill. Ultimately, an additional $8 million was added to the initial $26 million through the Information Technology Department’s budget bill.

#1 SB 2303 would have mandated basement depths. Introduced by Senator Luick, the bill prohibited basements constructed after August 1, 2023, from having a basement depth of more than one foot below the ordinary high-water mark of the underlying water table as established by a soil scientist or soil classifier. NDAB opposed the bill, calling it an unnecessary regulation that would only add to the rising cost of homeownership and that prudent builders address water issues at every site on a case-by-case basis. The bill failed in the Senate.

NEW CEO TO TAKE THE HELM AT THE NATIONAL ASSOCIATION OF HOME BUILDERS

The National Association of Home Builders (NAHB), a Washington, D.C.-based trade association representing the housing industry, has named James W. Tobin III as the association’s new president and chief executive officer. Tobin, executive vice president and chief lobbyist at NAHB, will succeed CEO Jerry Howard, who is leaving NAHB after more than 30 years. Tobin will assume the new post effective June 1, 2023.

Following an extensive search process, the NAHB Board of Directors on May 3 ratified the selection of the CEO Executive Search Committee to appoint Tobin to lead the 140,000-member association.

“Today is a big day for the future of our association. After a comprehensive search process and transition plan, we feel very confident that we have selected the best person to represent NAHB and serve as a key voice of the housing industry,” said NAHB Chairman Alicia Huey, a custom home builder and developer from Birmingham, Ala. “Jim brings more than 20 years of experience in the housing industry to the post. His proven track record of success in leading NAHB’s federal legislative advocacy makes him uniquely qualified to lead our association in the years ahead.”

Tobin joined NAHB in 1998. In his role as EVP, government affairs and chief lobbyist he directed the federal, state and local lobbying, as well as political activities for NAHB. He also guided the activities of the association’s political action committee, BUILD-PAC, and grassroots network. Before becoming NAHB’s chief lobbyist, Tobin was NAHB’s vice president for federal relations. Prior to NAHB, he was senior legislative assistant to former U.S. Representative Frank Riggs (Calif.) and former U.S. Representative Gary Franks (Conn.).

“I’m honored to have been selected as CEO of this outstanding organization,” said Tobin. “The work that our members do is incredibly important and has a huge impact in every community across this country. I look forward to representing our staff and members in advocating for the future of the housing industry.”

Tobin will be based at NAHB’s headquarters in Washington, D.C., where he will lead NAHB’s more than 200 staff. The CEO is also part of NAHB’s national leadership team which also includes the Senior Officers of the Board, who are elected annually by the Leadership Council.

LAKE COULSON NAMED CHIEF LOBBYIST FOR NAHB

The National Association of Home Builders (NAHB) announced today that Lake Coulson has been named as its new senior vice president for government affairs and chief lobbyist, taking over for Jim

Tobin who was recently appointed CEO of the association. A dedicated government affairs professional with more than 20 years of policy and management experience, Coulson will serve as the association’s lead lobbyist and oversee its federal, state and local lobbying, as well as guiding the activities of NAHB’s political action committee, BUILD-PAC, and its grassroots network.

“Having worked closely with Lake for more than the past decade, I know he is the right person to lead NAHB’s government affairs team forward as our industry faces a number of challenging issues,” said NAHB CEO Jim Tobin. “I am certain he will do an outstanding job in promoting and advancing NAHB’s political, legislative and strategic objectives.”

For the past 11 years, Coulson has represented NAHB on Capitol Hill in a senior management position as vice president of government affairs. Before joining NAHB in 2012, he was the executive director of government affairs for the National Electrical Contractors Association.
