TENT. Centrum Beeldende Kunst [Center for the Arts], Rotterdam

Five years ago, on September 9, 1999, TENT. opened its doors with the literally dazzling performance by B.A.D. Weather, and the last specks of dust from building work were washed off the windows. This marked the start of five years of programming in the wonderful exhibition spaces at Witte de Withstraat 50. Hundreds of exhibitions and projects with Rotterdam-based artists have been presented there, establishing contacts with Dutch and foreign artists as well as resulting in a network with international art centers.

All these activities have contributed greatly to the profile TENT. has developed, as a vital forum for interchange between art and the public, between the nascent and the mature, and for experiment and innovation in the visual arts.

TENT. therefore contributes to the vibrant artistic climate in Rotterdam.

Having served as an “open house” for art in Rotterdam for five years, TENT. has gained sufficient credibility to propagate its own standpoints with some authority. TENT. wishes to continue providing a permanent exhibition space for Rotterdam artists, drawing attention to their work at national and international levels.

More than eighteen months ago we invited Catherine David, Director of the Witte de With center for contemporary art, to join us in devising a project to mark the fifth anniversary of TENT. Her enthusiasm was immediately sparked. We sat down and developed a plan. We ascertained that the two organizations had spent almost five years sharing the same building but, with the exception of the shared entrance foyer, we functioned completely independently of one another.

The anniversary of TENT. presents an ideal opportunity to showcase the qualities of both organizations in a project that occupies the entire building. TRACER will take up the TENT. exhibition spaces on the ground floor, the auditorium on the first floor, and the spaces of Witte de With on the second and third floors.

This form of collaboration with Witte de With

is unique, the first time the whole building has been used in this way.

The English word “trace” means “to follow” in the sense of “investigate,” “track down,” “describe the origin,” and even “find” or “discover,” it also means “copy” or “delineate,” “sketch.” It entails research, but also prospecting or looking ahead to future developments.

TENT. and Witte de With invited six internationally active curators to take a closer look at the cultural climate in Rotterdam: Andreas Broeckmann [Germany], Ritsaert ten Cate [the Netherlands], Annie Fletcher [Ireland], Thomas Michelon [France], Pelin Tan [Turkey], and <waanja> [Czech Republic].

They are all familiar with the art scene in the Netherlands. Arno van Roosmalen, program coordinator for TENT., considers the content of TRACER in his introduction.

TENT. wants TRACER to serve as a turning point.

After five years of activity, TENT. is ready to venture a new step – not in order to throw its original mission overboard, but to increase the familiarity of TENT. within and beyond Rotterdam and to define our profile more sharply for the future.

Met TRACER wil TENT. een markeringspunt neerzetten. TENT. is na vijf jaar toe aan een nieuwe stap. Niet om zijn oorspronkelijke missie overboord te gooien, maar om de herkenbaarheid van TENT. binnen en buiten Rotterdam te vergroten en zijn profiel voor de toekomst aan te scherpen.

Ruim anderhalf jaar geleden hebben wij Catherine David, directeur van Witte de With, center for contemporary art, uitgenodigd mee te denken over een project ter gelegenheid van het vijfjarige bestaan van TENT. Zij reageerde meteen enthousiast. We zijn aan tafel gaan zitten en hebben een plan ontwikkeld. We stelden vast dat we bijna vijf jaar met elkaar in één gebouw zitten en dat we buiten de gezamenlijke balie volkomen los van elkaar functioneren.

Het lustrum van TENT. is een mooie gelegenheid om de kwaliteiten van beide instellingen te laten zien in een project dat het gehele gebouw in beslag neemt. Zowel de ruimtes van TENT. op de begane grond, het auditorium op de eerste verdieping, als de ruimtes van Witte de With op de tweede en derde verdieping zullen worden gebruikt voor TRACER. In deze vorm is de samenwerking met Witte de With uniek. Het gehele gebouw is niet eerder op deze wijze benut.

Het Engelse woord ‘tracer’ betekent ‘volgen’ in de zin van ‘nagaan’, ‘speuren’, ‘terugvoeren’ en zelfs ‘vinden’ of ‘ontdekken’; anderzijds betekent het ‘(uit)tekenen’, ‘schetsen’. Het houdt onderzoek in, maar ook prospectie of uitzicht op toekomstige ontwikkelingen.

Gezamenlijk hebben TENT. en Witte de With zes internationaal werkende curatoren uitgenodigd en ieder van hen gevraagd het culturele klimaat in Rotterdam onder de loep te nemen. De curatoren zijn: Andreas Broeckmann [Duitsland], Ritsaert ten Cate [Nederland], Annie Fletcher [Ierland], Thomas Michelon [Frankrijk], Pelin Tan [Turkije] en <waanja> [Tsjechië]. Alle curatoren zijn bekend met de Nederlandse kunstwereld. Arno van Roosmalen, programmacoördinator van TENT., zal in zijn inleiding op de inhoud van TRACER ingaan.

Vijf jaar geleden, op 9 september 1999, opende TENT. zijn deuren met de letterlijk spetterende performance B.A.D. Weather en werden de laatste restjes verbouwingsstof van de vensters gewassen. Dit was het begin van vijf jaar programmeren in de schitterende tentoonstellingsruimten aan de Witte de Withstraat 50. Honderden tentoonstellingen en projecten met Rotterdamse kunstenaars werden gerealiseerd. Er ontstonden contacten met binnen- en buitenlandse kunstenaars en er kwam een netwerk tot stand met internationale kunstcentra.

Al die activiteiten hebben in sterke mate bijgedragen aan de profilering van TENT. als levend forum voor uitwisseling tussen kunst en publiek, tussen het ongevormde en het gevestigde en voor experiment en vernieuwing in de beeldende kunst. Daarmee draagt TENT. bij aan een levendig kunstklimaat in Rotterdam.

Vijf jaar ‘open huis’ voor de Rotterdamse kunst heeft TENT. voldoende geloofwaardigheid gegeven om nu zelf met enig gezag standpunten in te nemen. Onverminderd wil TENT. een permanent podium bieden aan Rotterdamse kunstenaars en hun werk op nationaal en internatonaal niveau onder de aandacht brengen.

At the time of writing, immediately prior to TRACER, TENT. is hosting the exhibition … prospecten van nooit vermoed schoon (“… prospects of unsuspected beauty”). This poetic title adorns a prosaic event, namely a so-called “acquisitions exhibition” of locally produced art.

The Centrum Beeldende Kunst Rotterdam, Rotterdam’s Center for the Arts, periodically organizes an exhibition from which it selects work for the collection of its Artotheek art lending library. The 130 exhibiting artists were selected by a committee of artists, critics and gallery directors. You could say that … prospecten van nooit vermoed schoon presents the best of Rotterdam art. This exhibition could be considered a successor to the “salons” which in previous decades were a gauge of the state of affairs in the visual arts in the region.

Yet the melancholic optimism of the title also betrays a brewing storm: this acquisitions exhibition is probably the last of its kind.

The immediately apparent reason for this lies in the radically changed position of the government concerning art subsidies, but the social barometer is also probably indicating “stormy weather.”1 … prospecten van nooit vermoed schoon is illustrative of a way of handling local art which has its opposite pole in the regular program of TENT. The two approaches could be summarized in terms of “selection” and “expertise,” respectively. The policy at TENT. is not about exhibiting as complete as possible a representation of geographically selected artists, but sooner to adequately present local artists in an international program on the basis of expertise.

The program at TENT. is therefore complementary to that of Witte de With, center for contemporary art. Witte de With focuses on contemporary art and theory and presents this international program in Rotterdam. For TENT., the lever for its program lies within the Rotterdam art scene and placing this in an international context. What makes the complementariness of these institutions so unusual is the fact that they occupy the same wonderful building. In addition, Witte de With and TENT.

(being the “exhibitions” department of the CBK) are both institutions that were spawned, albeit at different points in time, by the arts policy formulated in the 1980s.

Laying Foundations In Rotterdam, reconstruction was the order of the day for the first few decades after the Second World War. Initially culture was not a priority.

“The developments seen in the visual arts in Rotterdam during the 1960s … took place in Rotterdam, i.e. against the initially bleak background of a still half-flattened city, with few resources, without decor, without infrastructure, in a city where artistry was certainly not selfevident.”2 Although this background gradually acquired a touch more color and definition, it was still a while before any truly radical changes were introduced. In the 1980s, the foundations were laid for the rich cultural infrastructure that has been available in Rotterdam since the 1990s.3 Underlying it was a fertile mix of the “reconstruction mentality,” a desire to count, socialdemocratic ideals and a “hands-on” arts policy.

In 1984, Elco Brinkman, the then head of the former Ministry of Welfare, Public Health and Culture [WVC], decided that the Netherlands Architecture Institute would be established in Rotterdam. In 1986, Rotterdam was selected as the location for a national museum of photography.

The “proactive” stance of Rotterdam’s City Council played a decisive role in both cases.

Prompted by the abolition of the Beeldende Kunstenaars Regeling (BKR, the “Visual Artists Financial Assistance Scheme,” namely a state aid scheme which obliged local authorities to buy artworks offered to them), the Overleg Beeldende Kunst (the “Consultative Organ on Visual Arts,” in which the CBK, the Rotterdamse Kunststichting, the Stichting Kunstzinnige Vorming Rotterdam and the Museum Boijmans Van Beuningen were represented) published the memorandum Beeldende Kunst in Rotterdam (“Visual Arts in Rotterdam”) in 1987. Rotterdam was the first city to compensate for the discontinuation of the BKR with a cohesive municipal policy. The memorandum

Deze poëtische titel siert een prozaïsch evenement, namelijk een zogenaamde aankooptentoonstelling van lokale kunst. Periodiek organiseert het Centrum Beeldende Rotterdam een gelegenheid waarbij zij aankopen doet voor de collectie van de Artotheek. De 130 exposerende kunstenaars zijn geselecteerd door een commissie waarin kunstenaars, critici en galeriehouders zijn vertegenwoordigd. Met een beetje goede wil zou je kunnen zeggen dat … prospecten van nooit vermoed schoon het beste van de Rotterdamse kunst toont. Met evenveel goede wil is deze tentoonstelling te beschouwen als een uitvloeisel van de ‘salons’ die in de afgelopen decennia de stand van zaken op het gebied van de beeldende kunst in de regio gaven.

Het weemoedig optimisme van haar titel verraadt echter drama. Deze aankooptentoonstelling is waarschijnlijk de laatste in haar soort. De direct aanwijsbare oorzaak daarvan ligt in de sterk veranderde opstelling van de overheid ten aanzien van kunstsubsidies. Maar vermoedelijk staat ook de maatschappelijke barometer op ‘zwaar weer’.1 … prospecten van nooit vermoed schoon is illustratief voor een omgang met lokale kunst die zijn tegenpool vindt in het reguliere programma van TENT. De twee opvattingen zijn respectievelijk samen te vatten met de begrippen ‘selectie’ en ‘expertise’. In TENT. gaat het er niet om een zo volledig mogelijke representatie van geografisch geselecteerde kunstenaars te tonen, maar eerder om op basis van expertise lokale kunstenaars volwaardig in een internationaal programma te presenteren.

De eerste decennia na de Tweede Wereldoorlog stonden in Rotterdam in het teken van de wederopbouw. Cultuur had daarbij aanvankelijk geen prioriteit. ‘De ontwikkelingen die zich in de jaren zestig in de beeldende kunst in Rotterdam voltrokken […] vonden plaats in Rotterdam, dat wil zeggen: tegen de aanvankelijk schrale achtergrond van een nog half braakliggende stad, met weinig middelen, zonder decor, zonder infrastructuur, in een stad waar het kunstenaarschap bepaald niet vanzelf sprak’.2 Ofschoon deze achtergrond geleidelijk iets meer kleur en profiel kreeg, duurde het nog even voordat er werkelijk ingrijpende veranderingen werden ingezet. In de jaren tachtig werd de grond bouwrijp gemaakt voor de rijke culturele infrastructuur waarover Rotterdam sinds de jaren negentig beschikt.3 Een vruchtbare mix van wederopbouwgedachte, geldingsdrang, sociaaldemocratische idealen en een ‘ondernemend’ kunstbeleid lag hieraan ten grondslag.

In 1984 besloot toenmalig minister van WVC Elco Brinkman dat het Nederlands Architectuur Instituut in Rotterdam gevestigd zou gaan worden. In 1986 werd Rotterdam aangewezen als locatie voor een nationaal fotomuseum. De ‘pro-actieve’ opstelling van de Gemeente Rotterdam speelde in beide gevallen een doorslaggevende rol.

Het programma van TENT. is dan ook complementair aan dat van Witte de With, centrum voor hedendaagse kunst. Witte de With richt zich op hedendaagse kunst en theorie en presenteert dit internationale programma in Rotterdam. TENT. vindt het aangrijpingspunt van zijn programma juist in de Rotterdamse kunstwereld en plaatst dit in een internationale context. Wat de complementariteit van deze instellingen zo bijzonder maakt, is het feit dat ze samen gehuisvest zijn in hetzelfde prachtige pand. Bovendien zijn Witte de With en TENT. (zijnde de afdeling ‘tentoonstellingen’ van het CBK) beide, weliswaar op verschillende tijdstippen, voortgekomen uit het kunstbeleid dat in de jaren tachtig is geformuleerd.

Staatssecretaris Medy van der Laan (Onderwijs, Cultuur en Wetenschap) heeft in haar Uitgangspuntenbrief Cultuurplanperiode 2005-2008 duidelijk gemaakt dat de Rijksbijdrage die aan de regionale en provinciale overheden wordt verstrekt niet (langer) bedoeld is voor kunstenaarsbeleid. Dit heeft bijvoorbeeld als consequentie dat het CBK geen individuele subsidies aan kunstenaars mag verstrekken, noch gesubsidieerde aankopen voor de Artotheek mag doen.

including a distribution plan for the new subsidy funds and ambitious proposals for, among other things, establishing a City Collection and the founding of an “Art House” (realized in 1989 under the name Witte de With, center for contemporary art). From 1987, the Rotterdamse Kunststichting awarded subsidies for setting up new and innovative galleries. The Witte de Withstraat was for the first time described as a potential “art axis.”

Galleries such as Van Rijsbergen, Snoei, Bébert, Phoebus, and Van Mourik were established from the late 1980s. Duende recently celebrated its twentieth anniversary, the figurehead of a large number of artists’ initiatives that were assured a more or less solid basis thanks to municipal policy.

Seeking Traces and Plotting Lines TRACER marks the fifth anniversary of TENT. In the light of the above, modesty would be appropriate. Cause for celebration? Certainly, but five years is also a good opportunity, with hindsight, to analyze “how we did” and, while drawing lessons, formulate “which way to go” in the future. It is evident that we should do that in association with Witte de With, as “partner in crime” and the programmatic complement of TENT. A sound analysis requires expertise, distance and integrity, but engagement as well. An inspiring analysis offers clearly defined perspectives. This demands creativity. These reasons were why we invited six people from the international art scene to make an exhibition on the basis of an analysis of today’s art scene in Rotterdam, against the background of two decades of arts policy which have been so decisive for it. TENT. and Witte de With invited Andreas Broeckmann, Ritsaert ten Cate, Annie Fletcher, Thomas Michelon, Pelin Tan, and <waanja> to make proposals.

The English verb “trace” implies both looking back (tracking down origins and seeking traces) and looking ahead (plotting lines, sketching). The basis for TRACER was that a sound analysis entails a suggestion, idea or promise for the future. As a noun, “tracer” is used in various domains (from medicine to street gangs). It mostly means a foreign element that is introduced into a particular process or material in order to make specific qualities detectable. Andreas Broeckmann tellingly characterized the proposals of the curators as the result of “informed outsiders’ views.”

Informed Outsiders The visions of Pelin Tan and <waanja> derive from their non-Western backgrounds, in Istanbul and Prague, respectively, where until recently one could hardly speak of an infrastructure for

the visual arts. This stands in stark contrast to Rotterdam, where in recent decades in particular there has been massive emphasis on the infrastructure, as described above.

The Czech artist <waanja> is astonished by the character of art in public space in Rotterdam.

For someone from a formerly totalitarian society, the fact that government-subsidized art in the Netherlands does not have to be representative is an indication of the faith that a government has in art. It underpins <waanja>’s idea that a society’s level of democracy is equivalent to the importance attributed to art in that society. In his two-part exhibition he focuses on artists who primarily situate their work on the boundary between public and private space: sometimes literally on outside walls, sometimes figuratively in the form of collective performances, freely distributed magazines or community activities.

Besides being an art historian, Pelin Tan trained as a sociologist. This clarifies the structure of her extensive research. On the basis of interviews with artists and a range of experts, she has attempted to form an impression of the contemporary visual arts climate in Rotterdam. She turns her attention to the significance of formal art institutions and informal organizations, and their interrelationship.

In Istanbul, there has been a change of heart from the frustration about the lack of infrastructure; artists now perceive its positive aspects. It forces them to be more flexible, to be creative with scarce resources and to make use of “no-budget” media. Pelin Tan has a great deal of respect for artists who address social phenomena directly, and therefore situate their work close to or at the margins of the institutional context. Besides her own video documentary and a collaboration between a quartet of Rotterdam-based artists, Tan presents two debates in which she charts the possibilities and problems that arise between the formal and informal fields.

Pelin Tan’s proposal raises questions about the position and status of TENT. and Witte de With.

The semi-permanent Paraeducation Department by Annie Fletcher and Sarah Pierce engages with, or rather in-between, TENT. and Witte de With. The Paraeducation Department is located on the first floor of the building, where the offices of both organizations are situated. Analogous to the regular educational activities, the Paraeducation Department creates a physical and organizational structure where informal groups, one-on-one encounters and impulsive gatherings facilitate a learning process. Naar aanleiding van het opheffen van de Beeldende Kunstenaars Regeling [BKR] publiceerde het Overleg Beeldende Kunst (waarin CBK, Rotterdamse Kunststichting [RKS], Stichting Kunstzinnige Vorming Rotterdam en Museum Boijmans Van Beuningen waren vertegenwoordigd) in 1987 de nota Beeldende Kunst in Rotterdam. Rotterdam was de eerste stad die met een samenhangend gemeentelijk beleid het wegvallen van de BKR compenseerde. De nota omvatte een bestedingsplan voor de nieuwe subsidiegelden en ambitieuze voorstellen voor onder andere de instelling van een Stadscollectie en het oprichten van een Kunsthuis (in 1989 gerealiseerd onder de naam Witte de With, centrum voor hedendaagse kunst). Vanaf 1987 kende de RKS vestigingssubsidie toe aan (ver)nieuwe(nde) galeries. De Witte de Withstraat werd voor het eerst als mogelijke ‘kunstas’ bestempeld. Galeries als Van Rijsbergen, Snoei, Bébert, Phoebus, Van Mourik vestigden zich vanaf eind jaren tachtig. Onlangs vierde Duende zijn twintigjarig bestaan, het boegbeeld van een groot aantal kunstenaarsinitiatieven dat dankzij gemeentelijk beleid een min of meer solide basis voelde.

De visies van Pelin Tan en <waanja> komen voort uit hun niet-westerse achtergrond. In respectievelijk Istanboel en Praag was er tot voor kort nauwelijks sprake van een infrastructuur voor beeldende kunst. Dit staat in schril contrast tot Rotterdam waar, zoals hierboven is geïllustreerd, met name in de laatste decennia juist een enorme nadruk op de infrastructuur is gelegd.

De Tsjech <waanja> verwondert zich over het karakter van de kunst in de publieke ruimte in Rotterdam. Het feit dat deze door de overheid gesubsidieerde kunst in Nederland niet representatief hoeft te zijn, is voor iemand uit een voormalig totalitaire samenleving een teken van het vertrouwen dat een overheid heeft in de kunst. Het ondersteunt <waanja>’s idee dat het democratisch gehalte van een samenleving een equivalent is van het belang dat daarin aan de kunst wordt gehecht. In zijn tweeledige tentoonstelling richt hij zich op kunstenaars die hun werk vooral op de grens tussen openbare en private ruimte situeren. Soms letterlijk op buitenmuren, soms figuurlijk in de vorm van collectieve performances, gratis verspreide kranten of buurtactiviteiten.

Behalve als kunsthistorica, is Pelin Tan opgeleid als socioloog. Dit verklaart de structuur van haar uitgebreide onderzoek. Aan de hand van interviews met kunstenaars en uiteenlopende deskundigen heeft zij getracht zich een beeld te vormen van het hedendaagse beeldende kunstklimaat in Rotterdam. Haar aandacht spitst zich toe op de betekenis van formele kunstinstellingen en informele organisatievormen en hun onderlinge relatie. In Istanboel is de frustratie over het ontbreken van een infrastructureel systeem omgeslagen; met name kunstenaars onderkennen er nu de positieve aspecten van. Het dwingt ze tot meer flexibiliteit, tot een creatieve omgang met

TRACER markeert het vijfjarig bestaan van TENT. In het perspectief van bovenstaande is bescheidenheid gepast. Een feestje? Natuurlijk, maar vijf jaar is ook een mooie gelegenheid om terugblikkend te analyseren ‘hoe we het hebben gedaan’ en lering trekkend en vooruitziend te formuleren ‘welke kant het op moet’. Het ligt voor de hand om dat in samenwerking met Witte de With te doen, ‘partner in crime’ en programmatisch complementair aan TENT. Een goede analyse vraagt deskundigheid, distantie en onkreukbaarheid, maar ook betrokkenheid.

Een inspirerende analyse biedt heldere vergezichten. Dit vereist creativiteit. Om die redenen zijn zes personen uit de internationale kunstwereld uitgenodigd om een presentatie te maken op basis van een analyse van de huidige kunstwereld in Rotterdam tegen de achtergrond van twintig jaar kunstbeleid dat hiervoor zo bepalend is geweest. TENT. en Witte de With vroegen Andreas Broeckmann, Ritsaert ten Cate, Annie Fletcher, Thomas Michelon, Pelin Tan en <waanja> een voorstel te doen.

Het Engelse werkwoord ‘trace’ impliceert zowel een terugblik (naspeuren en zoeken naar sporen), als vooruitkijken (lijnen uitzetten, schetsen). De inzet van TRACER is dat een goede analyse een suggestie, idee of belofte voor de toekomst in zich draagt. Als zelfstandig naamwoord wordt ‘tracer’ in diverse domeinen (van geneeskunde tot street gangs) gebruikt.

Veelal duidt het op een wezensvreemd element dat in een bepaald circuit of materiaal wordt ingebracht om daarvan specifieke kenmerken zichtbaar te maken. Andreas Broeckmann kenschetste de voorstellen van de curatoren eens treffend als het resultaat van een ‘informed outsiders’ views’.

opportunities, parallel to the instructive character of education, to distribute knowledge and achieve greater depth. The basis of the Paraeducation Department is research into the Rotterdam art world which revealed a strong but unfulfilled need for searching discussion.

The proposals by Thomas Michelon and Andreas Broeckmann are sooner based on a vision for Rotterdam. In their thematic approach they reflect on specific aspects of the city. The potential of art to portray these in an original and insightful way, or to deal with specific “points of pain” in society, are the foundations of their respective exhibitions.

Thomas Michelon turns to the urban environment as a conceptual space where notions such as territory, context, identity and diversity converge.

In his assessment, Rotterdam is an example of a modern city where there is a problematic relationship between cultural diversity and social cohesion.

The issue of how our relationship to “the other” is controlled is pivotal. Physical movement (immigration, moving house, flight) entails cultural transformation and changes in meaning. This influences the (collective) memory. Michelon presents three artists who reflect on this fact in their work.

Assisted by Stefan Riekeles, Andreas Broeckmann’s exhibition, Neuralgic, emphasizes the many ways in which the center of Rotterdam occupies a marginal position. After all, the port is the economic, financial and strategic centre of gravity.

The city’s nervous system is bundled together there. In what way can art deal with symptoms of geopolitical nervous disease (peculiarized

by Broeckmann and Riekeles in the palpable suggestion of a need to call on the strategic 90-day oil reserve in the Port of Rotterdam)?

The task placed on the distinctive ability of art to address such situations is made manifest in installations by eight international artists.

Michelon and Broeckmann implicitly call into question the way that art institutions like TENT. and Witte de With deal with topical, locally manifested but global issues.

The highly personal approach of Ritsaert ten Cate is the opposite of the conceptual and thematic approach of Michelon and Broeckmann. Ten Cate makes an inventory of his contacts over a period of about forty years with, among others, policymakers, “officials” and directors in the Rotterdam art world, and this forms the core of a “family tree.” By asking these people about their favorite artist and then having them select a work for an exhibition, the project branches out into a rich and

varied collection of artworks. An important aspect is that this gives a personal face to Rotterdam’s art policy of recent decades; the tastes and personal interests of the people responsible are made public.

Ten Cate has set himself a similar task. His choice was De Verwoeste Stad (“The Destroyed City”) by Ossip Zadkine. In his motivation, he describes the present-day relevance of this monument. A worthy monument nestles itself resiliently in the collective consciousness of the city. It therefore constantly presents possibilities to serve as a reference point.

In the course of time, the layeredness of meanings accrues. A good monument never grows old.

De Verwoeste Stad is such a monument. It is therefore hardly surprising that in his account of this sculpture’s present-day relevance, Ten Cate joins a remarkable tradition. In 1970, on the occasion of the C’70 manifestation, the art project Het Voorstel (“The Proposal“) was developed.

Dozens of artists were invited to make a proposal in which “the liveability and experiential quality of Rotterdam city centre” took centre stage.

“Jan van Munster captured the restoration of the heart of Rotterdam … by adding a big, red, beating heart to Zadkine’s Verwoeste Stad.” 4 You could interpret the exhibition by Ritsaert ten Cate as an installation in which the objects can be read at a concrete as well as at a metaphorical level. His personal signature lends the whole presentation a profoundly poetic and expressive quality.

Just like … prospecten van nooit vermoed schoon, the title TRACER refers to something becoming visible, to its revelation. We are undeniably on the eve of far-reaching policy changes in the field of the arts. These are fed by societal changes, for example the dramatically decline in support for and interest in art, individualization, the importance of new communication networks, the evolution of new socio-cultural entities. The rigorous upheaval in the subsidy structure and the increasing autonomy of art institutions are only two aspects.

The curators of TRACER offer insight into a few aspects of Rotterdam and the place and potential significance of the visual arts within the city.

Happily these cannot be encapsulated in art policy frameworks, but bring about a greater awareness for all those involved.

Aan de basis van Paraeducation Department ligt een onderzoek in de Rotterdamse kunstwereld waaruit een grote, onvervulde behoefte bleek aan diepgaande discussie.

Tegenover de conceptuele en thematische benadering van Michelon en Broeckmann staat de volstrekt persoonlijke benadering van Ritsaert ten Cate. Een inventarisatie van zijn contacten over een periode van ruim veertig jaar met onder andere beleidsmakers, ‘officials’ en directeuren in de Rotterdamse kunstwereld vormt de kern van een ‘stamboom’. Door deze personen te vragen naar hun favoriete kunstenaar en dezen op hun beurt een werk te laten selecteren voor een tentoonstelling vertakt het geheel tot een rijke verzameling kunstwerken. Een belangrijk aspect is dat hierdoor het Rotterdamse kunstbeleid van de laatste decennia een persoonlijk gezicht krijgt; smaak en persoonlijke interesses van de verantwoordelijke personen worden manifest.

Ten Cate heeft zichzelf een vergelijkbare verplichting opgelegd. Zijn keuze is gevallen op De Verwoeste Stad van Ossip Zadkine. In zijn motivatie geeft hij de huidige relevantie van dit monument aan. Een goed monument nestelt zich stevig in het collectieve bewustzijn van de stad.

Het biedt zo doorlopend mogelijkheden tot referentie. In de loop des tijds neemt de gelaagdheid in betekenissen toe. De Verwoeste Stad is zo’n monument. Het is daarom misschien niet verwonderlijk dat Ten Cate zich met zijn beschouwing over de actualiteit van dit beeld in een

De voorstellen van Thomas Michelon en Andreas Broeckmann zijn veeleer gebaseerd op een visie op Rotterdam. In hun thematische aanpak reflecteren zij op bepaalde aspecten van de stad.

De potentie van kunst om deze op een oorspronkelijke en inzichtelijke manier te verbeelden of om met specifieke ‘pijnpunten’ in de samenleving om te gaan ligt ten grondslag aan hun respectievelijke tentoonstellingen.

Thomas Michelon richt zich op de stedelijke omgeving als een conceptuele ruimte waarin noties als territorium, context, identiteit en diversiteit samenkomen. In zijn opvatting is Rotterdam een voorbeeld van een moderne stad waarin culturele diversiteit en sociale coherentie een problematische relatie met elkaar hebben. Centraal staat de vraag hoe onze verhouding tot ‘het andere’ gereguleerd wordt. Fysieke verplaatsing (immigratie, verhuizing, vlucht) brengt culturele transformatie en betekenisverandering met zich mee. Dit beïnvloedt het (collectief) geheugen. Michelon toont drie kunstenaars die binnen hun werk reflecteren op dit gegeven.

Geassisteerd door Stefan Riekeles, benadrukt Andreas Broeckmann met de tentoonstelling Neuralgic de in veel opzichten marginale positie van het centrum van Rotterdam. De haven is immers het economisch, financieel en strategisch zwaartepunt. Het zenuwstelsel van de stad bundelt zich daar. Op welke manier kan de kunst omgaan met symptomen van geopolitieke zenuwziekte (door Broeckmann en Riekeles verbijzonderd in de zinderende suggestie van een gedwongen aanspraak op de strategische 90-dagen-olievoorraad in de Rotterdamse haven)?

De vraag naar het onderscheidende vermogen van de kunst om met dergelijke situaties om te gaan, manifesteert zich in installaties van acht internationale kunstenaars.

Impliciet stellen Michelon en Broeckmann de omgang van kunstinstellingen als TENT. en Witte de With met actuele, weliswaar zich lokaal manifesterende, maar globale kwesties aan de orde.

opmerkelijke traditie plaatst. Ter gelegenheid van de manifestatie C’70 werd in 1970 het kunstproject Het Voorstel ontwikkeld. Aan tientallen kunstenaars werd gevraagd een voorstel te doen waarin ‘de leefbaarheid en de beleefbaarheid van de binnenstad van Rotterdam’ centraal stond.

‘Jan van Munster verbeeldde het herstel van het hart van Rotterdam […] door Zadkines Verwoeste Stad te voorzien van een groot, rood kloppend hart’.4 Je zou de tentoonstelling van Ritsaert ten Cate kunnen opvatten als een installatie waarin objecten op zowel concreet als metaforisch niveau gelezen kunnen worden. Zijn persoonlijke signatuur verleent de hele presentatie een sterk poëtische en expressieve kwaliteit.

Net als … prospecten van nooit vermoed schoon refereert de titel TRACER aan het zichtbaar worden van iets, aan het verschijnen. Onmiskenbaar staan we aan de vooravond van rigoureuze beleidswijzigingen op het gebied van de kunsten. Deze worden gevoed door maatschappelijke veranderingen, zoals het dramatisch verkleinde draagvlak voor kunst, individualisering, het belang van nieuwe communicatienetwerken, het ontstaan van nieuwe sociaal-culturele entiteiten.

De ingrijpende verandering in de subsidiestructuur en de verzelfstandiging van kunstinstellingen zijn slechts twee aspecten.

De curatoren van TRACER bieden inzicht in enkele aspecten van Rotterdam en de plaats en mogelijke betekenis van de beeldende kunst daarin. Deze laten zich gelukkig niet in kunstbeleidkaders vangen, maar brengen een vergroot bewustzijn tot stand bij alle betrokkenen.

Contemporary Neuralgia The epoch we live in is riddled by the pressing urgency of a change which is imminent, yet for which we have no guidelines and few utopian visions. We experience the pains, the cynicisms and the helplessness of a globalized world, fully aware of its unsustainability.

The exhibition project Neuralgic raises the question of how to react to the need for change.

Taking oil and the technical “nervous system” as its central metaphors and examples, Neuralgic investigates the vital infrastructure of contemporary societies and how this infrastructure affects the way in which we live, how we can translate our experiences into forms of expression and action.

Eight European artists have been invited to explore such “neuralgic areas” and their imaginary potentials.

Emergency Plans: 90 Days to Shake the World The Port of Rotterdam holds one of the largest oil reserves in Europe. It plays a key part in the emergency plans of the International Energy Agency [IEA], whose member states have committed to keep a reserve of 90 days worth of oil imports, in case of an international crisis. This stock can be used in order to control the oil price on global markets (as happened recently, during the Iraq war in 2003), or as a final reserve in case of war or other serious crises. In this scenario, the 90-day period during which an emergency plan would kick into action can be taken as a symbol for the kind of radical change which is potentially imminent, undesirable yet expected, but would force us to replace our society's dependency on oil by some other model of sustenance.

Rotterdam and the infrastructure around it would, no doubt, play an important role in the ensuing scenario, given its strategic position and content.

Yet, it might be argued that the city of Rotterdam proper would actually have no role in this, and that it is only the port which has such a neuralgic position for Europe's energy supplies. Thus, the city of Rotterdam, as it is experienced by its inhabitants, would be but a marginality in relation to the infrastructure of waterway, motorway, rail and information technologies that constitutes the port.

However, the project Neuralgic does not seek to indulge in apocalyptic horror scenarios. Rather, we want to take the neuralgic position of Rotterdam as a metaphor for the need to radically rethink the way in which we live. The oil in the Port of Rotterdam and the 90-day potential it holds is a

strong, resonating image for the conflicts and potentials for change that we are challenged to imagine.

Neuralgia is “a disease, the chief symptom of which is a very acute pain, exacerbating or intermitting, which follows the course of a nervous branch, extends to its ramifications, and seems therefore to be seated in the nerve” (Webster's Revised Unabridged Dictionary, 1998). Neuralgic pain extends through the filiations of the nervous system. It seems to be difficult to locate and independent of any structural lesion, and in many cases there is no identifiable cause for it.

By analogy, we use the term “neuralgic” as a metaphor for contemporary problems which cannot easily be pinned down and localized, but which evolve in relations, along trajectories, through distributive systems. These are not “unidentifiable,” UFO-style problems, but ones which need to be traced and tackled in the complex relational and conditional topologies of our contemporary world.

Neuralgic looks at the geopolitical, social and technical infrastructure, at contemporary modes of living and surviving, and at the possibilities for action and change. It takes Rotterdam both as an emblematic site of one of the “neuralgias” of today, and as a place where the role of art can be tested in a concrete local and geopolitical environment.

The project departs from the belief that art holds a potential to imagine such a scenario not as one of catastrophy and apocalypse, but as one of optimism, humor, absurdity, or sadness, as a way of dramatizing the imaginable beyond the supposedly realistic, and without forgetting that there is a pressing reality that urges us to ask this hypothetical question.

Reformulations: Eight Projects The artists who were invited to contribute projects to the Neuralgic exhibition did not take the conceptual framework as a scenario for illustration, but as a point of departure and a sounding board for their ongoing work.

Motorschip Noordereiland is a Rotterdam-based project that has been running for over a decade and that offered a response to the neuralgic question long before the latter was formulated.

Hedendaagse neuralgie Er hangt in dit tijdperk een verandering boven ons hoofd die onafwendbaar lijkt, maar waarvoor nog geen richtlijnen en nauwelijks utopische visies bestaan. Het tentoonstellingsproject Neuralgic stelt de vraag, hoe te reageren op de noodzaak tot verandering. Uitgaande van olie en het technische ‘zenuwstelsel’ als centrale metaforen en aanleidingen, onderzoekt Neuralgic de vitale infrastructuur van hedendaagse samenlevingen, hoe deze infrastructuur onze manier van leven beïnvloedt en hoe wij onze ervaringen kunnen vertalen naar actie en diverse uitdrukkingsvormen.

Acht Europese kunstenaars werden uitgenodigd om zulke ‘neuralgische gebieden’ en hun imaginaire mogelijkheden te onderzoeken.

Rampenplannen: 90 dagen om de wereld wakker te schudden De Rotterdamse haven herbergt één van de grootste oliereserves van Europa. Deze voorraad speelt een sleutelrol in de rampenscenario’s van het Internationale Energieagentschap [IEA].

De lidstaten hiervan bewaren altijd een olievoorraad voor het geval een internationale crisis uitbreekt, die qua volume overeenkomt met de olie-import van 90 dagen. Deze voorraad kan worden aangesproken om de olieprijs op de wereldmarkt in bedwang te houden (zoals onlangs gebeurde tijdens de oorlog in Irak in 2003) of dienen als noodrantsoen in tijden van oorlog en andere serieuze crises. In het licht van dit scenario worden de 90-dagen waarin een rampenplan zich ontrolt, een metafoor voor de radicale omwenteling die, ongewenst maar toch verwacht, ieder moment kan plaatsvinden en die de afhankelijkheid van olie in onze maatschappij moet vervangen met een ander energiemodel.

Neuralgic kijkt naar de geopolitieke, sociale en technische infrastructuur, naar eigentijdse manieren van (over)leven, en naar mogelijkheden voor actie en verandering. Het ziet Rotterdam als een emblematische plaats voor één van de neuralgieën van vandaag en als een plaats waar de rol van kunst kan worden getest in een lokale en geopolitieke omgeving. Het project gaat uit van het idee dat kunst het vermogen heeft een dergelijk scenario te visualiseren, niet met de nadruk op het catastrofale of apocalyptische maar met de nadruk op humor, optimisme, absurdisme of verdriet. Zo wordt de verbeelding gedramatiseerd voorbij het zogenaamde realisme, zonder uit het oog te verliezen dat dit hypothetische vraagstuk voortkomt uit een dwingende, reële noodzaak.

Neuralgie is ‘een ziekte met als voornaamste symptoom een acute pijn die verergert of in golven beweegt en die de loop van een zenuw volgt, doorwerkend tot in de kleinste vertakkingen, zodat de zenuw zelf bron lijkt te zijn’. (vertaald uit Webster’s Revised Unabridged Dictionary, 1998) Neuralgische pijn werkt door tot in de zenuwuiteinden. Hij blijkt moeilijk te lokaliseren en los te staan van enige structurele verwonding. Vaak is de oorzaak niet vast te stellen. Ter vergelijking gebruiken wij de term ‘neuralgic’ (neuralgisch) voor actuele problemen die niet zo eenvoudig gediagnosticeerd en geplaatst kunnen worden, maar die doorgroeien in relaties, langs banen door de ruimte en in distributiesystemen. Deze problemen zijn niet ‘ondefinieerbaar’ als UFO’s maar moeten worden gezocht en aangepakt in onze moderne wereld, op complexe, relationele, symbolische plaatsen vol voorwaarden.

Het project Neuralgic wil zich echter niet wentelen in apocalyptische horrorscenario’s. Wij zien in de neuralgische positie van Rotterdam een metafoor voor de noodzaak om onze manier van leven radicaal te herzien. Ongetwijfeld zullen Rotterdam en de omringende infrastructuur vanwege de strategische positie en voorraden in dit rampenscenario een belangrijke rol spelen. Toch is het voorstelbaar dat de bijdrage van de stad Rotterdam zelf nihil zal zijn en dat alles zal draaien om de haven en de neuralgische positie die deze inneemt in Europa’s energievoorziening. Voor de stad Rotterdam, zoals zijn inwoners hem ervaren, zou daarom maar een marginale rol zijn weggelegd vergeleken bij wat het netwerk van (water)wegen, rails en informatietechnologieën dat de haven vormt, kan betekenen.

departure of the ship. Like every person on board, and like the world itself, the MS Noordereiland is a vessel and a vehicle of our imagination, which makes it possible to project ourselves into ever new, ever different, ever more acceptable conditions.

Caspian Crude by the Swiss artist Ursula Biemann is part of a long-term investigation of the Black Sea and Caspian Sea oil industries and how they connect with the Western European economies and societies. On her journeys through Turkey, Georgia and Azerbaijan, all the way to the oil fields off Baku, Biemann traces the construction of the oil pipelines that are both physical evidence and metaphor for the way in which East and West are connected and interdependent in the survival game of exploiting the fossil resources of the Earth. Biemann’s observations of people’s lives along the pipeline, of workers, farmers and nomads, give a human face to the infrastructural project that is intended to feed the refineries and oil tanks in Rotterdam’s port for years to come.

A highly alternative project to this infrastructural enterprise, Joost Conijn’s Hout Auto (Wood Car) realizes the vision of being independent from fossil fuels: Conijn has constructed a car that is made of wood, and whose motor runs on wood. Wherever he meets people along the way, they marvel at his wondrous contraption. It is hardly surprising that the journey which Conijn’s video documents takes him in the opposite direction to that of the oil flowing through the pipelines from Baku to Rotterdam: he travels through the Black Sea countries of southeastern Europe, and in the Romanian countryside he finds people for whom his car is as hopelessly obsolete and quaintly utopian as it is for his Dutch viewers.

Marnix de Nijs, based in Rotterdam, introduces an Oil Reserve which stores an amount of oil that has been claimed for cultural and artistic activities in the case of a crisis as outlined in the 90-day scenario into the space of TENT. This concrete reserve addresses the need for a protection of resources that is not guided by commercial interests or political goals, and positions a neuralgic spot right in heart of an art institution.

The politics of oil supply and consumption are poised in a relationship of offense and defense, a relationship that the installation translates into a dramatic threat: on the occasion of an illegitimate abuse of its purpose it will violently self-destruct.

The ignition mechanism itself is driven by electric power gained from an oil-fed flame.

EXPOSED, a work in progress by Austrian artist Heidrun Holzfeind, who is based in New York, is a film about a young woman who suffers from Multiple Chemical Sensitivity. This chronic condition caused by exposure to chemicals found in common products is a by-product of our modern, technologically advanced world. While critics still question its validity, for Katherine, the main character in the film, it is a debilitating everyday reality that forces her to live outside the norms of society. As Katherine puts it: “Chemical intolerance has changed my life – mostly spiritually – and also the way that I think about society and the status-quo mentality.”

AGF aka antye greie is an artist and musician based in Berlin who over recent years has developed an artistic language, mainly through electronic music, in which she combines a highly personal poetics with a strong engagement with social and political issues concerning the world around her. Her project seeks to identify neuralgic dimensions of contemporary society, which she formulates in calligraphic paintings as well as in short sound pieces. It is a special quality of AGF’s work that she conveys critical issues as emotionally charged and immediately touching aesthetic experiences – bringing us very close to where the general neuralgia can be felt as our own pain.

The project by the artists group Knowbotic Research [KRcF], currently working in Zurich and Cologne, forms part of a series of works that engages with the experience of total inclusion and with hypothetical scenarios for becoming able to act in a situation where independent action is systematically denied. naked bandit / here, not here / white sovereign is based on a technical scenario, represented through a software process, in which one “parent” process controls another, the “child” process. In analogy to Giorgio Agamben’s analysis of homo sacer, the “nude bandit” is a figure caught up in a dependent relationship in which it has to report its continued presence (“here”), yet is prevented from acting or leaving (“not here”). By offering an interface for a basic intervention in this scenario, the exhibition’s visitors are confronted with their implicit involvement in situations where the modern state systematically prevents people on the margins of society from exercising their human and citizen rights.

Dick el Demasiado returns us to the initial scenario of the Neuralgic project and imagines the situation when the crisis kicks in: “Hoe vertel ik het het volk?” (“How do I tell the people?”) This prolific

Het Motorschip Noordereiland is een Rotterdams project dat al meer dan tien jaar loopt en dat reeds met een antwoord op het neuralgische vraagstuk kwam toen dit nog door niemand was geformuleerd. Het MS Noordereiland is een schip dat in het centrum van Rotterdam in de Maas voor anker ligt. Het wordt vaak verward met een eiland, maar de bemanning van het MS Noordereiland heeft de afgelopen jaren veel energie gestoken in de voorbereiding van de aftocht van het schip, die zeker is. Zoals elke persoon aan boord, en de wereld zelf, is de MS Noordereiland een schip en een voertuig voor onze verbeelding dat de belofte in zich draagt van altijd nieuwe, telkens andere, steeds meer acceptabele omstandigheden.

EXPOSED, een werk in ontwikkeling van de Oostenrijkse kunstenares Heidrun Holzfeind die woont en werkt in New York, is een film over een jonge vrouw die lijdt aan Multiple Chemical Sensitivity (meervoudige chemische overgevoeligheid). Deze chronische aandoening, veroorzaakt door chemicaliën in doodgewone producten, is een bijproduct van onze moderne, technisch geavanceerde wereld. Critici trekken dit verschijnsel nog steeds in twijfel, maar voor Katherine, de hoofdpersoon in de film, is het een uitputtende, dagelijkse werkelijkheid die haar een normaal leven ontzegt. In Katherines eigen woorden: ‘Chemische overgevoeligheid heeft mijn leven veranderd – vooral in spirituele zin, maar ook mijn kijk op de samenleving, de maatschappij en de publieke opinie’.

De Rotterdamse kunstenaar Marnix de Nijs introduceert in de ruimte van TENT. een Oil Reserve bestaande uit een olievoorraad die bestemd is voor culturele en artistieke activiteiten, in het geval een crisis uitbreekt van het type dat beschreven wordt in het 90-dagen scenario. Uit deze tastbare voorraad spreekt de noodzaak van een bescherming die niet gemotiveerd wordt door commerciële belangen of politieke doeleinden, terwijl het een neuralgisch punt plaatst in het hart van een culturele instelling. De politiek van olievoorziening en consumptie balanceert steeds tussen aanval en verdediging, een balans die in de installatie naar een dramatische dreiging wordt vertaald: indien het doel van de installatie onrechtmatig wordt aangetast zal hij zichzelf op gewelddadige wijze opheffen. Het ontstekingsmechanisme wordt gestuurd door elektrische stroom van een olievlam.

Een volstrekt alternatief project voor deze infrastructurele onderneming is Joost Conijns Hout Auto, die het ideaal van onafhankelijkheid van fossiele brandstoffen belichaamt. Conijn bouwde een auto van hout, met een motor die loopt op hout. Mensen die hij onderweg tegenkomt, staan versteld van deze schitterende uitvinding. Het zal weinigen verbazen dat de reis die in Conijns video wordt gedocumenteerd in tegengestelde richting verloopt van de oliestroom door de pijpleiding van Bakoe naar Rotterdam. Hij reist door de landen van Zuidoost-Europa rondom de Zwarte Zee en ontmoet op het Roemeense platteland mensen voor wie zijn auto even hopeloos achterhaald en naïef utopisch is als voor zijn Nederlandse publiek.

Caspian Crude van de Zwitserse kunstenaar Ursula Biemann maakt deel uit van een langdurig onderzoek naar de olie-industrieën aan de Zwarte en de Kaspische Zee, en hoe deze met de West-Europese economieën en samenlevingen in verbinding staan. artist has recently embarked on a career as the instigator of “Cumbias Lunaticas,” a special sort of distorted Latin-American popular music which has become highly popular with people in Argentina and other countries. The Latin-American postcolonial experience, as well as the current economic and social crisis in Argentina, are an important subtext to his work. The announcement on the ATM money machine: “Het is op!” (“The money’s finished!”), supported by one of his songs screeching from the small sound monitor, turns the tables on the normal experience of crisis in globalization: It exhibits the moment of drawing money “from the hole in the wall” – that exemplary instance of Western affluence and security – as the moment when the global drama will “hit home.” Without doubt, in the eyes of the nonwestern artist, this event will hold some deeply ironic beauty.

Placebo Art cannot, of course, heal neuralgic pains. It can, at best, pinpoint the cultural filiations through which they resonate and propose hypothetical strategies for running through them, maybe even bending them. Neuralgic deals with some aspects of the contemporary geopolitical and social infrastructure, with exemplary survival strategies and with modes of agency. There is a complex interdependency between infrastructure, life and action, all of which mutually condition each other.

Such conditional relations have to be looked at precisely and individually, in order to be able to use them effectively and determine whether the intended expressions and actions can unfold in the main branches of the infrastructure, or whether they have to be couched in niches or an imaginary outside. A recurring experience is that of the reliable instability of living and technical systems, an experience of temporary failures and permanent flaws.

Een bijzonder aspect van AGF’s werk is dat zij problemen uit de actualiteit weet te transformeren tot esthetische ervaringen die ons direct raken en waardoor wij de algehele neuralgie bijna als individuele pijn gaan voelen.

Het project van het kunstenaarscollectief Knowbotic Research [KRcF], een groep die momenteel in Zürich en Keulen opereert, maakt deel uit van een serie werken die het gegeven presenteren van totale conformering, samen met hypothetische scenario’s voor manieren om te handelen in situaties waarbinnen eigen initiatieven systematisch worden onderdrukt. naked bandit / here, not here / white sovereign is gebaseerd op een technisch scenario dat wordt voorgesteld door een softwareproces waarbij een ‘ouderproces’ een ‘kinderproces’ beïnvloedt. Zoals in Giorgio Agambens analyse van de homo sacer is de nude bandit een personage dat zich in een afhankelijke positie bevindt waarin hij zijn voortdurende aanwezigheid moet melden (‘here’), maar niet geoorloofd is zelf te handelen of weg te gaan (‘not here’). Kunst kan natuurlijk geen neuralgische pijn genezen. Het kan op zijn best de culturele uitvloeisels waarin hij gevoeld wordt identificeren en hypothetische strategieën voorstellen om hem te weerstaan of misschien zelfs om te buigen. Neuralgic brengt bepaalde aspecten van de geopolitieke en sociale infrastructuur aan de orde, alsmede exemplarische overlevingsstrategieën en mogelijke vormen van actie. Infrastructuur, leven en actie zijn op een ingewikkelde manier van elkaar afhankelijk en leggen elkaar voorwaarden op. Dit soort voorwaardelijke relaties moeten nauwkeurig van geval tot geval worden bekeken om ze effectief te kunnen gebruiken, maar ook om te kunnen beslissen of de verlangde acties en uitdrukkingsvormen plaats kunnen vinden binnen de hoofdlijnen van de infrastructuur, of liever in onopvallende nissen en hoekjes hierlangs of misschien zelfs in een imaginaire wereld erbuiten. Een terugkerende ervaring is het feit dat wij altijd kunnen rekenen op de instabiliteit van levende en technologische systemen, een ervaring vol tijdelijke storingen en permanente fouten.

De productieve kunstenaar heeft onlangs een carrière ontwikkeld als de grondlegger van ‘Cumbias Lunaticas’, een bijzonder soort vervormde Latijns Amerikaanse muziek die razend populair is in onder meer Argentinië. De Latijns Amerikaanse postkolonialistische ervaring en de huidige sociale en economische crisis in Argentinië vormen belangrijke verwijzingen in zijn werk. De mededeling op de geldautomaat: ‘Het is op!’ wordt begeleid door één van zijn nummers die blèrend door het luidsprekertje weerklinkt. Dit laat de handeling van ‘geld uit de muur trekken’, dat toonbeeld van westerse welvaart en veiligheid, samenvallen met het moment waarop het werelddrama zich bij ons aandient. Ongetwijfeld zal de niet-westerse kunstenaar in dit moment een buitengewoon ironische schoonheid kunnen herkennen.

I was born in Almelo in 1938 but I cannot claim major war experiences. Aged two, I slept through the first bomb that went off in our garden. I learned my first German at the age of four from the people going in and out of the SS main office next to our house. Aged six, my father and I laid in a ditch and watched as the home of my grandparents was bombed. My Second World War existed much more through the death of my older brother from diphtheria – it was impossible to get drugs to treat him – and through the divorce of my parents shortly after war ended, which lent “peacetime” an unusual meaning.

Education was rather haphazard. The grammar school in Almelo was followed by boarding schools in the Netherlands and in Germany.

That was followed by one year of university in Bristol, after which I lived in Rotterdam with my mother and her new husband. I was nineteen years old. It was clearly time to get my act together and figure out what kind of person I planned to become. Rotterdam was my operational base for two years. I was fascinated by Zadkine’s sculpture The Destroyed City commemorating the bombed-out heart of this city. I took it as my own symbol for repair and determination.

3 I could have left it at that, but something kept on gnawing. It had been a shock to discover that, after 47 years in and out of Rotterdam, I’d developed a real love/hate relationship with this city.

Rotterdam and its power brokers promoted an image suggesting that this is a town where you can do business and reach an agreement quickly, and the image is mostly correct. But for those (like me) who nourished a less pragmatic approach with overtones of idealism, this attitude could be a problem. There could be – and often was – a distinct inability to nurture newly embraced activities. The City Council was not always aware of the value of “new catches” and, however enthusiastically embraced at first, it could, with a sudden frozen chill, drop new initiatives. I often referred to such an approach as “loveless.”

4 At the age of 66 the sharp edges of that feeling have been softened. The disappointments with Rotterdam’s officialdom are hardly unique, it seems. And at the end of the day you can’t deny that, for a city which had its heart bombed out, Rotterdam has rebuilt itself into a metropolis of note with all the attendant cultural facilities in place. All the components seem available for jubilant self-promotion.

2 Witte de With and TENT. invited six people to create a major exhibition in September 2004, to celebrate TENT.’s fifth anniversary. The exhibition must demonstrate Rotterdam’s cultural position today. Much to my surprise, as I thought this idea through, I discovered that I have a strong and long-standing relationship with this city. Not only had I lived here, but on a regular basis I had also worked within the cultural structure of Rotterdam, either as an advisor or when actively working with projects. I assembled a list of people I had come to know in Rotterdam or had worked with in Rotterdam. I asked people from this list to tell me which visual artists they believed best defined Rotterdam, through their work and/or through their presence in the city. I ended up with a list of eleven artists, some of them nominated more than once. I invited each artist to select a work they would contribute to the exhibition TRACER. I could hardly describe this as a curatorial concept.

It was rather a way to find people who are organically linked with my own Rotterdam history, a way to approach artists who are rooted in this city and, sometimes for many years, have been essential to the vitality of Rotterdam.

5 So all’s well that ends well? I remained dissatisfied with my proposal and went on a pilgrimage – not for the first time – to Zadkine’s sculpture. To my mind, the sculpture had come to bear the name “City Without a Heart.” The sculpture still stands there, but all the space around it seems to have been swallowed up: the scale of the city is different now, the sculpture and its meaning seem almost forgotten.

But it is still there and the meaning of Zadkine’s sculpture is not dead. The lessons it offers have evolved over time. This sculpture once commemorated a heart decimated by the bombing that flattened the city center. Now it asks us to consider the meaning of a city that looks at ways and means to call a halt to an influx of asylum seekers and the socially needy; it asks us to consider how much heart exists when refugees are denied sanctuary and kept from the center.

This brings my project full circle: from asking others I’ve known in this city to identify the artists they believe have the most to say about Rotterdam to now asking myself. And for myself I can only

Twee jaar oud sliep ik door een bom die in de tuin ontplofte. Vier jaar oud leerde ik mijn eerste Duits, voornamelijk van de officieren van de SS die naast ons huis hun bureau hadden. Toen ik zes werd, lag ik met mijn vader in een sloot te kijken naar een bombardement op het huis van mijn grootouders. Mijn Tweede Wereldoorlog werd vooral bepaald door de dood van mijn oudere broertje aan difterie, waarvoor geen medicijnen waren, en de echtscheiding van mijn ouders, waarmee de vrede een wat merkwaardige betekenis kreeg.

Mijn opleiding was nogal rommelig. Het lyceum (drie jaar) in Almelo werd gevolgd door kostscholen in Nederland en Duitsland. Vervolgens zat ik een jaar op de universiteit van Bristol, waarna ik woonde bij mijn moeder en haar nieuwe man in Rotterdam. Negentien jaar oud, duidelijk het moment waarop het tijd werd te bepalen wat er van mijn leven moest worden.

Rotterdam was daarbij voor twee jaar mijn operationele basis. Ik was gefascineerd door Zadkines beeld De Verwoeste Stad, gemaakt ter nagedachtenis van het verdwenen hart van deze stad.

Het werd ook mijn persoonlijke symbool voor reparatie en lotsverbondenheid.

4 Op 66-jarige leeftijd zijn de scherpe kantjes van dat gevoel verdwenen. De teleurstellingen met Rotterdamse bestuurders blijken niet uniek te zijn. En als puntje bij paaltje komt, kun je er niet omheen dat voor een stad die zijn hart is verloren, er een opmerkelijke metropolis is ontstaan met alle bijbehorende culturele voorzieningen. Alles lijkt aanwezig voor een jubelende marketing.

5 Eind goed al goed dus? Ik was nog niet tevreden en ging op bedevaart – niet voor de eerste keer – naar het beeld van Zadkine, een sculptuur die in mijn verbeelding de naam Stad zonder

3 Ik had het daarbij kunnen laten, maar er bleef iets knagen. Het was een schok geweest te ontdekken dat de los-vaste verhouding met Rotterdam over een periode van 47 jaar, een haatliefde verhouding was. Het beeld van Rotterdam dat wordt verkocht aan de buitenwereld is dat van een stad van daadkracht en snelle besluiten, en dat beeld is grotendeels correct. Maar voor figuren (als ik), met een minder pragmatische inslag en wie weet een overdosis aan idealisme, kon deze houding een probleem zijn. Men was zich lang niet altijd bewust van het moois waarmee men wilde scoren, van het feit dat je na het enthousiast binnenhalen van een activiteit, die ook moet koesteren. Veel plannen werden even snel naar de schroothoop verwezen als ze waren binnengehaald. Ik heb dan ook vaak gezegd dat er sprake was van liefdeloosheid.

Ik kan hierbij nauwelijks bogen op een ‘curatorial concept’. Het was eerder een manier om mensen te vinden die organisch verbonden zijn met mijn eigen verleden in relatie tot Rotterdam en kunstenaars te benaderen die geworteld zijn in Rotterdam en, soms al heel lang, van groot belang zijn voor de vitaliteit van deze stad.

Witte de With en TENT. nodigden zes curatoren uit om een majeure tentoonstelling samen te stellen voor de viering van vijf jaar TENT. Die tentoonstelling moet een beeld geven van de culturele positie van Rotterdam vandaag de dag. Tot mijn verbazing ontdekte ik terwijl ik dit idee overdacht, dat ik een sterke en langdurige relatie met deze stad heb. Niet alleen woonde ik hier, periodiek was ik betrokken geweest bij aspecten van de culturele structuur van de stad; of als adviseur, of actief werkend aan projecten. Ik stelde een lijst samen van mensen die ik in Rotterdam had leren kennen of met wie ik in Rotterdam had gewerkt. Vervolgens heb ik deze mensen gevraagd, welke kunstenaar voor hun het beste Rotterdam vertegenwoordigt, door het werk en/of door hun aanwezigheid in de stad. Uiteindelijk had ik een lijst van elf kunstenaars, sommigen vaker genoemd. Deze kunstenaars nodigde ik uit een werk te selecteren als bijdrage voor de tentoonstelling TRACER.

Hart droeg. Het beeld staat er nog, maar alle ruimte eromheen is verdwenen; de maat van de stad is een andere geworden, het beeld en z'n betekenis lijken bijna vergeten.

Maar het staat er nog en kan ook nu als betekenisvol worden gezien. Dit beeld herinnerde ooit aan het stadshart dat grotendeels verdween door het bombardement in de oorlog. Nu vraagt het ons na te denken over de betekenis van een stad die asielzoekers en hen die aan de rand van het bestaan leven liever kwijt dan rijk is. Je af te vragen, hoe goed het hart van de stad functioneert, wanneer vluchtelingen gastvrijheid en geborgenheid wordt ontzegd.

Dit maakt de cirkel van mijn project rond. Zadkine hoort voor mij bij de rijke selectie die tot stand kwam dankzij Rotterdamse vrienden en relaties die me hielpen een artistiek hart te definiĂŤren. Zadkine die zo indrukwekkend vanuit zijn hart over het hart sprak. Hij herinnert ons er aan dat Rotterdam het herstelde hart alsnog dreigt te verliezen.

A year ago, Annie Fletcher invited Sarah Pierce to apply her model “The Metropolitan Complex” to Rotterdam. The Metropolitan Complex (read “complex” in a Freudian sense) plays with the hang-ups of figuring out one’s place. It organizes an art practice that thinks about the city as a discourse, expressed through its institutions, its artists, its schools, its bureaucracies.

Part of this research involved looking at education strategies used by TENT. and Witte de With to negotiate their exhibitions with the city of Rotterdam. We homed in on education, partly because so much of what happens through both institutions could be termed “educational.” Instead of being a place where information is given out by the institution to the public, Paraeducation will be a place where knowledge enters the building.

What is particular about “education”? How is its role concealed and revealed within and through each institution? Is education a way to organize a response to a larger cultural situation?

Is Education an Activist Position?

In combinations that allow meaning to run amiss, we began the Paraeducation Department on the first floor of the shared building belonging to TENT. and Witte de With. Organized along the lines of an unofficial agency, the Paraeducation Department is distinct from, but analogous to, the outreach and education offices of TENT. and Witte de With.

Leading into and throughout the exhibition TRACER the Paraeducation Department becomes the third entity, a personification of the collaboration between the institutions at this particular moment.

This is less about fetishizing the institutions, their identities, their roles, their administration, and more about enacting another point of transaction with the building.

We conducted a number of informal meetings, both group and one-to-one, with people living in and outside of Rotterdam, who in some way or another describe Rotterdam’s discourse in the Netherlands (as artists, administrators, foreigners, educators, students, organizers). Much of this investigation took place in the context of the recently published Cultuurnota, central government’s cultural policy statement. One strategy was to see where official information coincided with or conflicted with the information gathered in our research. These open discussions provided a useful condition for reflecting upon collective experiences.

The Paraeducation Department is an unofficial force with an unofficial role. Its patterns of communication, denoting alterations, U-turns, reflection and personal experience, form a methodology where contacts made at one meeting lead us to the next. A key question we asked in our initial meetings with people was “Are artists organized?” The responses to this question, from people working in cultural institutions to artists producing temporary off-site projects, helped us to understand how the role of the artist plays out in the cultural life of Rotterdam. Most people responded “No,” and went on to describe artists as active, yet not organized in terms of working together to anticipate, strategize and develop a politically strong movement.

Can Education Produce Affinity?

Pursuing the question of whether education is an activist position, and thinking about how artists might organize in different situations, we developed the Paraeducation Department along the lines of an “affinity group.” Affinity groups are self-sufficient support systems of about five to fifteen people.

A number of affinity groups may work together toward a common goal in a large action, or one affinity group might conceive of and carry out an action on its own. Sometimes affinity groups remain together over a long period of time, existing as study groups and only occasionally participating in actions. Affinity groups serve as a source of support and solidarity for their members.

Feelings of being isolated or alienated from the movement, the crowd or the world in general can be alleviated through the familiarity and trust which develops when an affinity group works and acts together. Every affinity group must decide for itself how it will make decisions and what it wants to do. This process starts when an affinity group forms.1 1

Dit onderzoek is deels gebaseerd op de educatieve strategieën van TENT. en Witte de With om met de stad Rotterdam een dialoog aan te gaan over hun tentoonstellingen. We zoomen in op het aspect van ‘leren’, onder meer omdat zo veel initiatieven van beide instituten als ‘educatief’ kunnen worden gekenschetst. In tegenstelling tot een plaats waar informatie door het instituut aan het publiek wordt overgedragen, creëert Paraeducatie een plaats waar kennis het gebouw binnendringt. Wat is specifiek aan educatie? Hoe wordt deze doelstelling beurtelings verborgen in en onthuld door een instituut? Kan educatie een reactie op een breder cultureel gegeven mobiliseren?

Is educatie een activistische stellingname?

Kan educatie affiniteit creëren?

Voortbordurend op de vraag of educatie een activistische stellingname kan zijn en nadenkend over hoe kunstenaars zich in verschillende situaties zouden kunnen organiseren, richtten wij de Afdeling Paraeducatie in volgens het principe van een ‘affiniteitgroep’. Affiniteitgroepen zijn op eigen kracht opererende hulpverleningsorganen bestaande uit vijf tot vijftien personen. Meerdere affiniteitgroepen kunnen zich bundelen om in een grote actie een gemeenschappelijk doel na te streven, terwijl een affiniteitgroep ook zelfstandig een actie kan bepalen en uitvoeren. Soms kunnen affiniteitgroepen over een langere periode aan elkaar gelieerd blijven als studiegroepen die alleen in bepaalde gevallen aan acties deelnemen. Affiniteitgroepen bieden steun en solidariteit aan hun leden. Het gevoel buitengesloten te zijn, geïsoleerd van de beweging, de

Wij hebben een aantal informele bijeenkomsten geleid in de vorm van vergaderingen en individuele ontmoetingen met Rotterdammers en niet-Rotterdammers, die op een of andere manier de ideeën van Rotterdam binnen Nederland plaatsten (kunstenaars, ambtenaren, buitenlanders, leraren, studenten en organisatoren). Een belangrijk deel van dit onderzoek staat in het teken van de onlangs gepubliceerde Cultuurnota. We waren benieuwd op welke punten officiële informatie met de bevindingen uit ons onderzoek overeenkwam en conflicteerde.

Deze open discussies creëerden een bruikbaar uitgangspunt om gemeenschappelijke ervaringen nader te bekijken.

We have been thinking a lot about how education disseminates, where education occurs. This research led us to people involved in reforming the cultural paradigm of “education” such as Ivan Illich, to those implicated in transforming the role of artist as “educator” such as Joseph Beuys, to a diverse study of those concerned with the social implications of being an artist such as Brian Holmes.

We have also been thinking about educational systems in arts institutions and the transfer of information using informal, open questioning from within the institution to the outside world. While a point of research might begin with personal exchanges, somehow these are lost or embedded beyond recognition or somehow devalued within the constructs of an exhibition.

We invited eight people to join the Reading Group: Annabel Howland, Jeremiah Day, Apolonija Sustersic, Jason Coburn, Maria Pask, Aletta de Jong, Anke Bangma, and Tanja Elstgeest. The participants work as artists, curators, and/or educators, both inside and outside formal institutions. In a daylong session on September 18 we will open our group up to forty guests whose particular experience would be valuable in this context.

The Room We discovered that one “complex” surrounding TRACER is that it marks the first official collaboration on an exhibition between TENT. and Witte de With. This links to the ongoing issues of a shared building and the separate identities of the two institutions. We chose a particular space in the building for a particular reason: it is a public space shared by both institutions. From April to November 2004, the Paraeducation Department will occupy the first-floor reading room at Witte de Withstraat 50, Rotterdam. We are keen to have the room remain a cooperative one, used by both TENT. and Witte de With and a larger public after the exhibition ends. Instead of treating the space like an artwork or a temporary installation, we view it as a contribution to the life of the building, a place where outside groups can interact under the auspices of education and learning. We invite the institution to use this resource beyond our role in the exhibition.

De leesgroep van de Afdeling Paraeducatie kwam voor het eerst bijeen op 15 juli 2004. De Afdeling Paraeducatie biedt hier de gelegenheid om gezamenlijk kennis te vergaren in een institutionele ruimte. In plaats van een podium op te werpen voor instructie ‘naar buiten toe’ zal de Afdeling Paraeducatie impulsen die de leesgroep uitzendt losmaken, verzamelen en daarvan ‘leren’, en dat geldt ook voor de verwerking van gegevens die naar voren kwamen in andere informele uitwisselingen in groepen of op individuele basis. Een leerproces staat open voor een rijke schakering aan interpretaties en verspreidingsvormen die vrijblijvende conversaties en persoonlijke ontmoetingen als een soort sociale analyse hanteren. Gedurende een aantal maanden zal de Afdeling Paraeducatie leerprocessen ondergaan teneinde een reactie op een bredere culturele situatie in Rotterdam, Nederland of daarbuiten te kunnen organiseren.

Wij hebben veel nagedacht over hoe educatie zich verspreidt en waar het zich manifesteert.

Dit onderzoek leidde naar personen die bijdroegen tot de herziening van educatie als cultureel paradigma, zoals Ivan Illich, en die de rol van kunstenaar verlegden naar die van ‘leraar’ zoals Joseph Beuys, maar ook naar een veelzijdige studie van hen die zich hebben verdiept in de sociale implicaties van het kunstenaarschap zoals Brian Holmes.

Wij ontdekten dat één ‘complex’ rond TRACER het feit is dat TENT. en Witte de With voor het eerst officieel voor een tentoonstelling samenwerken. Dit sluit aan bij het gegeven dat hier steeds aan de orde is, namelijk van een gedeeld gebouw met daarin de gescheiden identiteiten van twee instituten. We kozen in het gebouw een bepaald gedeelte met een bepaalde bedoeling: het is een openbare ruimte die door beide instellingen wordt gedeeld. Van april tot november 2004 zal de Afdeling Paraeducatie gehuisvest zijn in de leesruimte op de eerste verdieping van de Witte de Withstraat 50, Rotterdam. Wij zouden graag zien dat de kamer na de tentoonstelling een coöperatieve ruimte blijft, gebruikt door TENT., Witte de With en een groter publiek. Wij beschouwen de ruimte niet als een kunstwerk of een tijdelijke installatie, maar als een bijdrage aan het leven van het gebouw, een plek waar groepen van buitenaf ideeën kunnen uitwisselen binnen de beschermde wereld van kennis en educatie. Wij nodigen het instituut uit om dit toevluchtsoord te blijven gebruiken nadat onze rol in de tentoonstelling is uitgespeeld.

We dachten verder na over onderwijssystemen binnen de kunstinstellingen en de informatieoverdracht die plaatsvindt wanneer vanuit het instituut informele open vragen op de buitenwereld worden afgevuurd. Terwijl een onderzoek kan beginnen met persoonlijke uitwisselingen, vinden wij hier vaak niets meer van terug in de verschillende tentoonstellingscomponenten, hooguit onherkenbaar verwerkte sporen ervan, ontdaan van hun betekenis.

Recent years have seen a number of sociologists, anthropologists and analysts identify a range of diverse political symptoms which, in the context of globalization, seem to affect the very functioning of Western societies, whether these are founded on a recognition of cultural differences, or rather endorse a universalist creed that excludes the expression of individual particularities. These symptoms include, on the one hand, challenges to the democratic system, the emergence of radical political practices, the development of communities with transnational affects and demands for the recognition of specific rights and, on the other hand, the withdrawal into themselves of communities or individuals, cultural relativisms that lead to new forms of ethnocentrism and real or imagined inter-communal tensions.

Culture, then, being conceived of as a product of society that is in constant mutation, henceforth occupies an essential position on the political checkerboard. Sociologist Michel Wievorka has written that, “There is a decisive reversal associated with the passage to the post-industrial era in that culture is placed at the very heart of demands that acquire considerable political weight.” Later, he adds that, “Cultural fragmentation can constitute a stage in the reconstitution of a civil society and its restructuring on a conflictual model, in so far as the actors are likely to conceive of and desire articulation of an open identity that is capable of penetrating the institutional system and obtaining political treatment for their expectations and demands.” 1 1

When presented in such a way, the issue of our “living-together,” and specifically in the context of contemporary metropolises, seems to be in a sorry state. The emergence of what Habermas calls “radical democracy” – which he defines as the state of “highly differentiated societies with a diversity without transparency of interest, (in which) those citizens who are first affected or concerned defend their claims themselves in the public arena” 3 – is the corollary of a context characterized by a worrisome incapacity to think of the democratic space as the place for common experience and shared perceptions. Commenting on Habermas, critic Jean-Philippe Uzel has written, “Everyone has access to public debate, but each person participates in his or her own name and in accordance with their own interests. … The broader thinking that Kant spoke of, this mode of thought that is properly political and which amounts to judging by putting oneself in the place of others, seems to have totally disappeared from the public arena.” 4 Hegelian indifference, the radical negation of all radical otherness (Hegel thinking of difference within identification) thus meets in an unprecedented and simultaneous manner the authority of Levinas’ “non-indifference.”

Inspired by Alain Badiou’s “absolute non-relation,” author Mehdi Belhaj Khacem saw a somber future for relations with others, which could only exist in the suddenness of events, forcing us either into an exchange or, to the contrary, the most lethal isolation: in any event, a moment of rupture.5 3 4

Parties to the constitution of a political consciousness, these cultural demands may bring with them, as they appear, positive or negative conflictual situations, which incites us to rethink the politics of otherness or of the recognition of the Other.

Relating to the Other nowadays introduces the terms of a new type of crisis. Just ten years ago, anthropologist Marc Augé remarked, “It can be said, then, that in Europe today, the sense of ‘others’ is both diminishing and increasing. It is diminishing in so far as the aptitude to tolerate differences is disappearing. But this intolerance itself creates, invents and structures otherness: the various forms of nationalism, regionalism, fundamentalism and exercises in ‘ethnic cleansing,’ arise less from an identity crisis than from a sudden onrush of the processes that generate otherness.” 2

The particular context presented by metropolises marked by growing cosmopolitanism (in the general context of globalization) is in a sense a jumble in which the paroxysm of antagonistic relations (or agonistic, as Chantal Mouffe has it) meets the growing compartmentalization of the components of society. In a particularly penetrating text, Richard Sennett, professor of sociology at the London School of Economics and a thinker on the human consequences of work flexibility, remarked on the effects of the new face of capitalism: “All this has an impact on urban civil society which rests on a compromise based on mutual dissociation. That means the truce of leaving one

Aldus gesteld zou de kwestie ‘samen leven’, vooral in de context van de huidige metropolen, nog niet afgehandeld zijn. Het verruimde denken waarvan Kant sprak, deze geheel politieke denkwijze waarbij men oordeelt door zich in anderen te verplaatsen, schijnt de agora geheel te hebben verlaten’.4 De Hegeliaanse onverschilligheid, de radicale ontkenning van elk radicaal anderszijn (Hegel vond dat onderscheid de kern is van identificatie), zou zich aldus op een nooit eerder gepresenteerde en simultane manier aansluiten bij de autoriteit van Levinas’ ‘niet-onverschilligheid’. Uitgaande van de filosofie van de ‘absolute non-relatie’ van Alain Badiou, voorzag de schrijver Mehdi Belhaj Khacem een sombere toekomst voor de relatie tot anderen, welke alleen kon voortbestaan door het onverwachte optreden van de gebeurtenis, waarbij wij gedwongen zouden zijn tot uitwisseling, of, daarentegen, tot het meest dodelijke isolement: in ieder geval een moment van scheuring.5 3 4 5

De relatie tot de Ander zou vandaag de dag een nieuw soort crisis teweegbrengen. De antropoloog Marc Augé schreef nog maar tien jaar geleden: ‘Men zou dus kunnen zeggen dat vandaag de dag in Europa het bewustzijn jegens anderen verdwijnt maar tegelijkertijd ook toeneemt.

This is one reason why, on the positive side, the modern city is like an accordion easily able to expand to accommodate new waves of migrants – the pockets of difference are sealed. On the negative side, mutual accommodation through dissociation spells the end of citizenship practices – which means understanding divergent interests – as well as a loss of simple human curiosity about other people. At the same time, the flexibility of the modern workplace creates a sense of incompleteness. Flexible time is serial – you do one project, then another unrelated one – rather than cumulative. But there is no sense that, because something is missing in your own life, you should turn outward to others, toward that ‘neighborliness of strangers’ (Levinas).” 6

“A weakening of the symbolic logic that makes relations between people possible and effective,” 7 the future under threat of relations to others, allophobias and the explosion of urban solidarities, loss of authority of the political, and a perverted essentialisation of culture at the whim of claims of identity – such are the elements that seem to characterize the cultural climate of the great cities of the West. The cultural policies implemented in Rotterdam seem to take the measure of these phenomena. The Nota Multicultureel Kunstbeleid that the RKS published in 1997, the Coalitieakkoord 2002 Gemeenteraad Rotterdam, explicitly laid out the place to be given to foreign cultures and to the ethnic diversity of the city. The requirement to promote dialogue and interaction among the communities that shape the face of this city (“city composed of many cities”) had an impact in the artistic programming of Rotterdam’s institutions: we may cite Unpacking Europe, an exposition at the Museum Boijmans Van Beuningen emblematic in that it turned European ethnocentrism on its head; the international exchanges organized by TENT. (Gear Inside, for example); the attention given to Contemporary Arab Representations by Witte de With; or the exhibition in this same institution of Oladélé Ajiboyé Bamgboyé (whose writings published in Rotterdam have heavily influenced the profile of our current project).8 7

The Murmur and the Cloud A place of permanent recompositions, the fruit of incessant interactions between cultural and social groups that can only be envisaged in their heterogeneity, their instability and the sphere of influence of their symbolic refurbishments, Rotterdam seems to our profane eyes to be a space out of which emerges a variety of symptoms linked to the contemporary issues we have alluded to above.

The project proposed for the fifth anniversary of TENT. has no pretension to draw up a retrospective diagnosis of the cultural climate of this city. Nor, by calling on the contributions of artists from Rotterdam and elsewhere, does it aim to provide an analysis of the questions of multiculturalism and communalism, nor even of the ways in which specific cultural domains can be constituted, or indeed isolated. Nor is there any intent to discuss the phenomena of migration and hybridization, notions which we know to be difficult to manipulate since the writings of Neil Bissondath or the sociologist Serge Gruzinski.

Indeed, the project has no ambition to produce a sociological discourse but, by considering urban space as the place where zones of intersubjective negotiations resulting from a collective malaise proliferate, rather to ask which forms of social exchange can survive.

It is far more a question of reflecting, in this context of contacts among exogenous cultures, upon the way in which phenomena of reappropriation, slippage or displacement of codes and meanings, of incomprehensions or tensions, the mechanisms of forgetting or historical reminiscence – in other words, the constituent elements of systems of intercultural transfer – condition a formulation at times pointed and complex of the new symbolic spaces (“living-together” in the political sense).

The three artists participating in this exhibition – Matti Braun [Cologne], Melvin Moti [Rotterdam] and Bojan Sarcevic [Paris/Berlin] – all have a specific intellectual approach which rejects a priori any cross-comparison. Nonetheless, their respective work is characterized by a powerful speculative potency. Their resorting to an associative method, envisaged as the articulation of strata of heterogeneous meanings, aims to restore the ambivalence and complexity of the real, itself imagined in a subjective mode. Rather than seeking to render Otherness visible – we are familiar with the danger, in pointing to the Other, of reducing it to an exogenous essence – the works that these three artists are showing at Witte de With tend to make visible the interplay

De bijzondere context die de metropolen bieden met hun steeds groeiende internationale karakter (in de algemene context van mondialisering), is op een bepaalde manier een soort van wanorde waar de uitbarsting van antagonistische relaties (of strijdlustige relaties volgens Chantal Mouffe) hand in hand zou gaan met de toenemende hokjesgeest van de componenten van de maatschappij. In een zeer scherpe tekst markeert Richard Sennett, hoogleraar sociologie aan de London School of Economics en als filosoof gespecialiseerd in de gevolgen voor de mens van arbeidsflexibiliteit, de effecten van het nieuwe gezicht van het kapitalisme: ‘Dit alles werkt in op de stedelijke burgermaatschappij die berust op een op wederzijdse scheiding gebaseerd compromis. Dat wil zeggen, een overeenkomst waarbij men zich niet met andermans zaken bezighoudt. Dit is één van de redenen waarom, vanuit een positief standpunt bezien, de moderne stad zich net als een accordeon makkelijk kan uitvouwen om vervolgens nieuwe migrantengolven op te nemen: plaatsen van differentiatie zijn hermetisch.

Bezien vanuit een negatief oogpunt kondigt het wederzijdse compromis van scheiding het einde aan van burgerpraktijken – waarbij rekening dient te worden gehouden met uiteenlopende belangen –, alsmede het verloren gaan van simpele menselijke belangstelling voor elkaar. Tegelijkertijd creëert de flexibiliteit van de moderne werkplaats “een gevoel van incompleetheid”. Flexibele tijd is serieel – je doet één project, dan een ander, niet-gerelateerd project – in plaats van cumulatief. Maar er is geen reden, aangezien iets in uw eigen bestaan ontbreekt, om u tot de anderen te wenden, tot de “nabijheid van onbekenden” (Levinas)’.6 6

Het gemompel en de wolk Plaats van permanente herschikkingen, door een onophoudelijke interactie van culturele en sociale groepen waarvan men zich alleen een beeld kan schetsen in hun heterogeniteit, hun instabiliteit en de invloedssfeer van hun symbolische recompositie, lijkt Rotterdam in onze wereldse ogen een plaats waar een reeks symptomen optreedt die gekoppeld zijn aan de hedendaagse problematiek waarvan wij hierboven verslag deden. Het voorgedragen project in het kader van de vijfde verjaardag van TENT. heeft niet de pretentie om een retrospectieve diagnostiek op te stellen van het culturele klimaat van deze stad. Door een beroep te doen op de bijdrage van kunstenaars uit Rotterdam en van elders, heeft het project ook niet tot doel de kwestie van het multiculturalisme en van het groepsbelang te analyseren, evenmin als de wijze waarop specifieke, mogelijk ook geïsoleerde, cultuurgebieden zouden kunnen

‘Het verzwakken van de symbolische logica waardoor relaties tussen mensen mogelijk worden en effectief zijn’,7 een toekomst die bedreigd wordt door de relatie met anderen, allofobieën en een explosie van solidariteit in steden, de teloorgang van het gezag van de politiek en een gedegenereerde essentialisatie van de cultuur als een speelbal van identiteitseisen, dit alles lijkt het culturele klimaat in de grote westerse steden te bepalen.

Het culturele beleid in Rotterdam lijkt deze fenomenen op hun waarde te schatten. De nota Multicultureel Kunstbeleid die de RKS in 1997 heeft uitgebracht, en het Coalitieakkoord 2002 Gemeenteraad Rotterdam, gaven expliciet ruimte aan allochtone culturen en verleenden erkenning aan de etnische diversiteit van deze stad. De voorwaarde om de dialoog en de interactie te bevorderen tussen gemeenschappen die het gezicht van deze stad vorm geven (‘city composed of many cities’) heeft zijn impact gehad op het kunstprogramma van de Rotterdamse instellingen. Ik vermeld hier even kort Unpacking Europe, een emblematische expositie in het Museum Boijmans Van Beuningen, in die zin dat in de expositie het Europese etnocentrisme omver wordt geworpen; de internationale uitwisselingen georganiseerd door TENT. (Gear Inside bijvoorbeeld), de aandacht voor Hedendaagse Arabische Representaties door Witte de With en ook de expositie in deze zelfde instelling van Oladélé Ajiboyé Bamgboyé (wiens in Rotterdam gepubliceerde teksten het profiel van ons huidige project sterk hebben beïnvloed).8

of borrowings in situations of cultural contact, and what this reveals of what could have been burned by history and buried in the collective unconscious.

Stories of Surinam [2001] by Melvin Moti is a film made in the former Dutch colony. It features the stories in their own words of former plantation workers from India, now very old, who had been brought here by Dutch authorities under an agreement with the British colonial administration.

The contract these workers were offered stipulated that after a period of several years, they would be given the option of settling definitively in Surinam or returning to their native lands. Growing out of the extreme poverty of South-East India, the migration continued through the first third of the twentieth century. As an isolated community, these Indians of Surinam perpetuated their traditions and symbolic system.

A work in which the dimension of memory plays a preponderant role, Stories of Surinam does not aim at fidelity to historical truth. Distancing himself from the realist fiction of the documentary form, Melvin Moti proposes a representation that is essentially subjective, founded on the words of the witness. To reintroduce subjectivity to an individuated relationship with the Other – in the context of “buried history,” moreover – is to assign it a particular place that refutes the asymmetrical rapport that an author can maintain with a subject that belongs to the past. The figure of the Other that appears in this way constitutes a form of historical responsibility and restores the relationship with the Other, in both egalitarian and ethical terms.

A poster that appears with the film and which draws on an archive photograph from the Royal Tropical Institute of Amsterdam, features a young Surinamese native woman dressed in a traditional robe, but striking a pose more associated with the codes imposed by a western photography studio than with her own culture. Representation of the Other would thus be a matter of memory, its apparition (degree of exposure) constituting a sensory experience (Husserl, Méditations, 1929), its mode of presentation resulting from a reactualisation and the conjunction of times, its statute tributary to the universal circulation of identity referents.

Matti Braun’s project, developed explicitly for this exhibition, consists of a film about a particularly intriguing natural phenomenon that appeared near the city of Oradea in Romania, and which has interested botanists since the eighteenth century.

Beside a lake there grows a variety of lotus

(Nymphea lotus varietatea thermalis) of relatively obscure origin. The flower is confined to a very specific site – a hot spring with water at 26 - 28°C – and would not survive removal from this environment. Many a scientific hypothesis has been advanced to explain this incredible exotic reversal and the reasons for its presence on the European continent – a tropical relic from the Tertiary epoch, seeds imported by migrating birds from the Nile, or by the Turks during their occupation of south-eastern Europe. The explanations jostle against symbolically connoted names – the heart of the flower is known locally as “Gypsy Eye” (and one is aware of the rejection and horrors that the Roma people have endured in this part of Europe).

Making this lotus the subject of a film, Braun – who also reminds us that the lotus is the symbol of a Hindu nationalist party in India – conducts a parallel study of the fate of Mrinalini Sarabhai, an Indian dancer and choreographer who made fundamental contributions to the classical dance of her country. Trained in Java and in the USA, Mrinalini Sarabhai founded, in Ahmedabad Daparna, an academy of dance, theatre and music in tune with the avant-garde of the time [1948].

Braun analyses the dancer’s historic reception that saw her dubbed “the Hindu atomic bomb” in Paris and qualified her as an “exotic.” She was married to Vikram Sarabhai, a father of the Indian atomic bomb. The family maintained close relations with Le Corbusier, who designed their residence in Ahmedabad [1951], and with the American artistic avant-garde.

Matti Braun’s approach is informed by his interest in the invisible phenomena of shifts of meaning linked to historical cultural transfers, and he validates therein the fact that cultural universes are first and foremost complex constellations resulting from the incessant circulation of codes and symbols that have lost their initial referential status.

In fact, Braun’s project, like an “associative machine,” takes on a dramatic dimension that is also to be found in the project presented by Bojan Sarcevic.

Bojan Sarcevic’s Spirit of Versatility is a speculative abstraction, an open work in which the strength of forms of allotropic and decontextualised displacement (of place, time, direction) make of it an object of presence and visualisation. Originally designed to fit into the angle between a ceiling and a wall, this sculpture is a geometric replica of a motif from Islamic architecture. The presentation at Witte de With is particularly spectacular as the choice of a more pronounced angle of inclination

Het project stelt zich ook niet ten doel de discussie aan te gaan met betrekking tot verschijnselen als migratie en hybridisatie, begrippen welke moeilijk te manipuleren zijn, na het verschijnen van de werken van Neil Bissondath of de socioloog Serge Gruzinski. Het project wil ook geen sociologische redevoering houden maar, als men de stedelijke ruimte beschouwt als de plaats waar intersubjectieve onderhandelingszones zich sterk uitbreiden als gevolg van een collectieve malaise, wil zich wel over de vraag buigen welke vorm van sociale uitwisseling voortaan zou kunnen blijven voortbestaan.

Het is eerder van belang om te filosoferen, in deze context van contacten tussen exogene culturen, over de manier waarop verschijnselen als de wedertoe-eigening, de ontwikkeling of verschuiving van codes en betekenissen, van onbegrip of spanningen, het proces van veronachtzaming of van herinneringen ophalen uit de geschiedenis – met andere woorden de constituerende elementen van interculturele overdrachtsystemen –, een voorwaarde zijn voor een vaak scherpe en complexe formulering van nieuwe symbolische ruimtes (het samenleven in politieke zin).

Stories of Surinam [2001] van Melvin Moti is een film, opgenomen in de voormalige Nederlandse kolonie. Het schetst de getuigenis van voormalige plantagemedewerkers uit India, nu hoogbejaard, die vanuit India naar deze kolonie waren gebracht door de Nederlandse autoriteiten, overeenkomstig een verdrag dat gesloten was met de Britse koloniale regering.

In het contract dat deze werknemers werd aangeboden, was vastgelegd dat zij na een periode van enkele jaren de keuze zouden hebben om zich definitief in Suriname te vestigen of om terug te keren naar hun geboorteland. Als gevolg van de extreme armoede in Zuidoost-India zette deze migratie zich voort tot in de eerste dertig jaar van de twintigste eeuw. Als een op zichzelf staande gemeenschap hebben de Indiërs van Suriname hun tradities en hun symbolenstelsel altijd behouden.

Stories of Surinam, een productie waarin een zeer belangrijke en grote rol is weggelegd voor de herinnering, wil geen natuurgetrouwe weergave geven van de historische waarheid.

Door zich te distantiëren van de realistische fictie van een documentaire laat Melvin Moti een wezenlijk subjectief beeld zien, gebaseerd op de uitspraken van de getuige. Subjectiviteit weer terugbrengen in een geïndividualiseerde relatie met de Ander, tevens in de context van de ‘buried history’, betekent dat deze een speciale plaats krijgt toebedeeld, waardoor de asymmetrische relatie die een auteur kan hebben met een onderwerp uit het verleden, wordt ontzenuwd. Het beeld dat op deze manier van de Ander ontstaat, vertegenwoordigt aldus een vorm van historische verantwoordelijkheid en herstelt de relatie met de Anderen op basis van gelijkheid en volgens een etnisch plan.

Een poster die tegelijk met de film wordt uitgebracht, met de afbeelding van een foto uit het archief van het Tropenmuseum in Amsterdam, toont een jonge Indiase vrouw uit Suriname gekleed in een traditionele jurk, maar in een pose die meer aan de voorgeschreven codes van een westerse fotostudio beantwoordt dan aan die van haar eigen cultuur. De representatie van de Ander zou dus een kwestie van herinnering zijn, haar verschijning (de mate van ontmaskering) zou een zintuiglijke ervaring oproepen (Husserl, Méditations, 1929). Haar manier van presentatie zou zijn voortgekomen uit een re-actualisering en de conjunctie van tijden.

Haar status zou afhankelijk zijn van de universele circulatie van identiteitsverwijzingen.

De drie kunstenaars die aan deze expositie deelnemen – Matti Braun [Keulen], Melvin Moti [Rotterdam] en Bojan Sarcevic [Parijs/Berlijn] – hanteren allen een specifieke intellectuele aanpak welke a-priori niet onderling met elkaar te vergelijken zijn. Toch wordt hun respectievelijke werk gekenmerkt door een sterke speculatieve kracht. Hun keuze voor een associatieve methode, bezien als de koppeling van strata van heterogene betekenissen, heeft tot doel de ambivalentie en de complexiteit van het reële te herstellen, een werkelijkheid welke zelf op een subjectieve manier wordt neergezet. In plaats van te proberen het Anderszijn te visualiseren – men kent het gevaar van de Ander te benadrukken –, hem terug te brengen tot een exogene essentie, proberen de werken van deze drie kunstenaars die in Witte de With worden vertoond, de wisselwerking te tonen van zaken die men aan elkaar ontleent in situaties van cultureel contact, en te laten zien dat dit iets is wat in de geschiedenis zou kunnen zijn verbrand en weggestopt in het collectieve onderbewuste.

The measure of the Other, moreover, is restricted to a relationship that is defined spatially: “proximity, as if it were the abyss,” wrote Levinas, for whom the immanent presence of the Other is the founding factor of the sensitive, “which must be described in terms of pleasure and of hurt,” adding that the id is “overwhelmed by the Other in proximity.” 9 Untitled Bangkok [2002] is a film shown in the same space and in which the artist films himself wandering through the anonymous streets of the Thai capital. It seems to sound a distant echo of the text by Richard Sennett.

“How do we relate to other cultures and their art and how do we address the problems that the various critical stances governing the return of this problem pose?” So did Oladélé Ajiboye Bamgboyé question himself.10 Running counter to any essentialist apprehension of cultures or any syncretic thought, the works of Bojan Sarcevic, Matti Braun and Melvin Moti are so many formulations of hypotheses that reveal to us the infinite modes of inscription of otherness in time and in space.

In sum, recontextualisations, reappropriations, burdens of history, the circulation of fields of meaning all join together and breathe, into the dull droning of the Other, the feeling of the diverse and the care to establish a just relation for what is absolutely without and within the self, excluding neither violence nor the conflict latent in the situations of contact that are highlighted in this way.

Spirit of Versatility van Bojan Sarcevic is een speculatieve abstractie, een open kunstwerk waarin de kracht van de verschillende vormen van allotropische en uit de context geplaatste verplaatsing (van plaats, van tijd, van gevoel), het project tot een object van tegenwoordigheid en visualisatie maakt. Oorspronkelijk ontworpen om in de hoek tussen een plafond en een muur geplaatst te worden, is deze sculptuur een geometrische replica van een motief uit de islamitische architectuur. Ze wordt op een bijzonder spectaculaire manier gepresenteerd in Witte de With aangezien de keuze voor een sterkere hellingshoek de sculptuur een uitgesproken expressieve lading geeft.

Als een nomadische figuur wiens enige plek de plaats is waar hij is tentoongesteld, heeft Spirit of Versatility een directe, zo niet frontale relatie met een zowel intieme als totaal verschillende ‘buiten zichzelf’. De maat van de Ander zou bovendien beperkt zijn tot een verhouding die beschreven wordt in termen van ruimte: ‘Nabijheid, als was het een diepe kloof’, zoals Levinas schreef, voor wie de immanente aanwezigheid van de Ander de stichtende factor is van het gevoelige, ‘welke beschreven moet worden in termen van genoegen en van pijn’, en daaraan toevoegt dat de Ik ‘gebukt gaat onder de Ander in de nabije toekomst’.9 Untitled Bangkok [2002] is een film die in dezelfde ruimte wordt vertoond. Hierin filmt de kunstenaar zichzelf wanneer hij door de anonieme straten van de Thaise hoofdstad rondzwerft; de film lijkt een verre echo te zijn van de tekst van Richard Sennett.

Het project van Matti Braun, speciaal ontwikkeld voor deze expositie, bestaat uit een film over een bijzonder intrigerend natuurverschijnsel dat heeft plaatsgevonden in de buurt van Oradéa [Roemenië] en waar botanisten al vanaf de achttiende eeuw belangstelling voor tonen. Aan de oever van een meer groeit een diversiteit aan lotusbloemen (Nymphea lotus varietatea thermalis) waarvan de herkomst onduidelijk blijft. De bloem groeit geïsoleerd op een zeer specifieke plek (een warmwaterbron van 26 - 28°C) en zou niet overleven buiten deze omgeving. Vele wetenschappelijke hypotheses zijn opgeworpen om deze ongelooflijke exotische ommekeer te verklaren en de reden waarom deze bloem op het Europese continent voorkomt: een tropische relikwie uit het Tertiair, zaad dat door trekvogels vanuit het Nijlgebied is meegenomen of door de Turken tijdens hun bezetting van Zuidoost-Europa. De verklaringen liggen nog ver uit elkaar voor wat betreft de symbolische benamingen: zo wordt het bloemhart lokaal ‘Zigeuneroog’ genoemd (men is zich bewust van de afwijzing van de zigeuners en van de gruwelen die zij in dit deel van Europa hebben moeten doorstaan).

Door de lotusbloem tot onderwerp van zijn film te maken, doet Braun, die ons er tevens aan herinnert dat de lotus het symbool is van de nationalistische Hindoe Partij, tegelijkertijd een onderzoek naar het lot van Mrinalini Sarabhai, een danseres en choreografe die een fundamentele bijdrage heeft geleverd aan de klassieke dans van haar land. Na haar opleiding op Java en in de Verenigde Staten stichtte Mrinalini Sarabhai in Ahmedabad Daparna een academie voor dans, toneel en muziek, afgestemd op de avant-garde van die tijd [1948]. Braun analyseert hoe het werk van deze danseres in die tijd werd ontvangen, waarom ze bij haar verschijning in Parijs de bijnaam ‘Hindoestaanse atoombom’ kreeg en als een ‘exotisch’ figuur werd gezien; Mrinalini was getrouwd met Vikram Sarabhai, een van de geestelijk vaders van de Indiase atoombom. De familie Sarabhai onderhield nauwe contacten met Le Corbusier, de architect van hun residentie in Ahmedabad [1951], maar ook met de Amerikaanse artistieke avant-garde.

Matti Brauns aanpak wordt gevoed door zijn belangstelling voor onzichtbare fenomenen van betekenisverschuivingen gelieerd aan cultureel-historische overdracht. Daarbij bekrachtigt Braun het feit dat de culturele werelden bovenal complexe groeperingen zijn als gevolg van de onophoudelijke circulatie van codes en symbolen die hun oorspronkelijke referentiestatus hebben verloren. Brauns project bezit, net als een ‘associatieve machine’, een dramatisch aspect dat ook teruggevonden wordt in het project van Bojan Sarcevic.

Hercontextualisering, herschikking, de druk van de geschiedenis en de circulatie van betekenisvelden bundelen zich en blazen nieuw leven in het saaie gemompel van de Ander door middel van het gevoel van het diverse en de zorg om een eerlijke relatie op te bouwen die, absoluut, betrekking heeft op ‘het buiten en het binnen zichzelf’, zonder uitsluiting van geweld of latent aanwezig conflict in contactsituaties die aldus in het licht gesteld worden.

Since olden times, travelers have carried luggage in which they keep their stories and any tools to discover the crowd of the city and the climate of the crowd. Various experiences and perceptions of a place create a climate. Nowadays we also carry our luggage whenever we travel, luggage in which we partly carry our local experience, knowledge and identity. In this project I personally felt like “luggage” from another climate. Since the beginning of this project, I have not simply been trying to describe a temporary climate in Rotterdam using an exhibition project; I have also been trying to understand the local scene from my own local experience and knowledge as someone who comes from a different art scene in Istanbul, where the infrastructure for contemporary art has been evolving only recently.

As one of the most important cities on the international contemporary art scene, Rotterdam is described by artists as one of the best places to produce art and develop their artistic practices.

The cultural infrastructure of the city is maintained already for several years. In recent years, Rotterdam, like other cities, has been confronted with several issues that have been affected by socio-economic changes introduced since the early 1990s. The global capitalist strategies in major European cities, border politics after the end of the Cold War, the fall of the Berlin Wall and other civil wars, the cultural clashes and huge social segregations within the urban sphere in the 1990s – all these factors have influenced not only the social and cultural structures but also the local contemporary art scenes in these cities. Recently, the impact of the economical and cultural conditions – such as a lack of subsidies and funding, immigration, and the political strategies of the state – has hit Rotterdam’s art scene and infrastructural system. The first research task for the Luggage from Another Climate project was to investigate this structure in the local art scene.

The artists’ initiatives, artist-run spaces, and the idea of self-organization are influenced and also still being shaped by the existing social and economic conditions. My project, mainly based on institutional criticism, investigates several institutional and artistic practices, and concerns the relationship between informal and formal structures of institutions.

Documentary The documentary consists of monologues and interviews conducted with several artists, curators, directors and social scientists who analyze the cultural and socio-economic structure of the Rotterdam art scene through their experiences.

It is based on research that looks at the roles and the structure of artists’ initiatives, artist-run spaces, and self-organization in Rotterdam. The research proceeds down various routes, mapping the local art scene and the impact of the informal institutional structures.

The recently emerging contemporary art practices that result from various strategies, artistic and curatorial approaches, have created a new environment that compels the “art institution” to reform and reconstruct its structure and framework.

An art institution should therefore regard itself, and develop itself, as a flexible and open place, and should also adapt itself to temporal and progressive ways of working with artist initiatives or informal institutional structures.1 The formal and informal structures need to establish a new level of communication. The production of art and the framework of the institution derive from “relationships” and various levels of communication. The artists’ initiatives and artist-run spaces strive to establish a structure independent of the established art institutions. However, a new and expanding collaborative structure between the informal and formal institutions is emerging in which the structures of these institutions influence one another. The recent emergence of this development affects the institutional framework, policies and regulations, funding, and also the artistic practices. The documentary reveals a range of discussions and issues: What are the roles of the artists’ initiatives, organizations and other art institutions in Rotterdam? How are artists involved in the infrastructure of those institutions? With what kind of policies and regulations do those institutions function, and how are they related to artistic production.

Het gaat uit van onderzoek waarin wordt gekeken naar de rol en de structuur van kunstenaarsinitiatieven, door kunstenaars gerunde ruimtes en zelfbestuur in Rotterdam. Het onderzoek bewandelt vele wegen waarbij het de plaatselijke kunstwereld in kaart brengt, alsmede de invloed van informele institutionele structuren.

De recente ontwikkelingen in de hedendaagse kunst die volgen uit diverse strategieën, artistieke en die van curatoren, laten een nieuwe wind waaien waardoor het ‘kunstinstituut’ is gedwongen zijn structuur en referentiekader te herzien. Een kunstinstituut zou zichzelf moeten beschouwen, en ontwikkelen, als een flexibele en open plaats en zou zich moeten richten op tijdelijke en vooruitstrevende manieren van werken met kunstenaarsinitiatieven en informele institutionele structuren.1 De formele en informele structuren moeten samen een nieuw communicatieniveau ontwikkelen. De kunstproductie en het kader van het kunstinstituut vloeien voort uit ‘relaties’ en daaraan gerelateerde manieren van communiceren. De kunstenaarsinitiatieven en door kunstenaars gerunde ruimtes streven naar het opzetten van een structuur die onafhankelijk is van de gerenommeerde kunstinstituten. Er ontstaat echter een nieuw, snel groeiend netwerk van samenwerkingsverbanden tussen de informele en de formele instituten die zo door elkaar worden beïnvloed. Het project bestaat uit drie delen (documentaire verslagen, tentoonstelling en discussiegroepen) die een gelaagde en kruislings verbonden structuur moeten creëren en het recente debat over de Rotterdamse kunstwereld in een internationale context moeten plaatsen. Bagage uit een ander klimaat reageert direct op sociaal-politieke omstandigheden in Rotterdam en getuigt van het artistieke klimaat en de geschiedenis van de tegencultuur.

Vroeger behoorde tot de bagage van de reiziger zijn verhalen en zijn manieren om iets over de bevolking van een stad en de sfeer onder die bevolking te weten te komen. Door meerdere ervaringen met en percepties van een plaats wordt een mening gevormd. Ook vandaag de dag nemen wij onze bagage mee op reis, bagage die onder andere onze lokale ervaring, kennis en identiteit bevat. In dit project had ik zelf het gevoel ‘bagage’ uit een andere streek, een ander klimaat te zijn. In Rotterdam wilde ik van het begin af aan niet simpelweg door middel van een tentoonstellingsproject een tijdelijk klimaat in Rotterdam vastleggen. Ik wilde de plaatselijke kunstwereld begrijpen vanuit mijn persoonlijke ervaring en kennis, als iemand die komt uit een andere kunstwereld, uit Istanboel, waar de infrastructuur voor hedendaagse kunst pas kort geleden op gang kwam.

Rotterdam speelt een toonaangevende rol in de hedendaagse internationale kunstwereld en wordt door kunstenaars beschreven als een van de beste plaatsen om kunst te produceren en een eigen kunstpraktijk te ontwikkelen; de culturele infrastructuur van de stad wordt al vele jaren in stand gehouden. In de afgelopen jaren kreeg Rotterdam echter, net als andere steden, te maken met de gevolgen van een aantal sociaal-economische veranderingen die zich voltrokken aan het begin van de jaren negentig. De mondiaal gerichte kapitalistische strategieën in de belangrijkste steden in Europa, het grensbeleid na het einde van de Koude Oorlog, de val van de Berlijnse muur en andere burgeroorlogen, de botsingen tussen culturen en etnische en religieuze scheidingen in stedelijke gebieden in de jaren negentig – al deze factoren beïnvloedden de sociale en culturele netwerken in steden en daarmee ook de plaatselijke hedendaagse kunstwereld. De laatste tijd zijn de gevolgen van het economische en culturele klimaat – zoals gebrek aan subsidies en sponsoring, het immigratiebeleid en de politieke lijn die de regering volgt – goed merkbaar in de Rotterdamse kunstwereld en haar infrastructuur. Een studie naar de effecten hiervan op de lokale kunstwereld markeerde het begin van Bagage uit een ander klimaat. De kunstenaarsinitiatieven, door kunstenaars gerunde ruimtes en het idee van zelfbestuur worden beïnvloed en telkens weer getransformeerd door bestaande sociale en economische omstandigheden. Mijn project, dat in belangrijke mate door institutionele kritiek wordt gedreven, onderzoekt verscheidene institutionele en artistieke praktijken en richt zich op de verhouding tussen informele en formele structuren binnen instituten.

Discussion Panels

The first panel is called ”Rhizomatic Cities” and will focus on the discussion about the urban themes in relation to contemporary art. The meetings will address some points for discussion about art projects on urbanism, cultural differences and translocal urban experiences. The invited speakers are the artist Esra Ersen [Istanbul], the writer and curator Hou Hanru [Paris], and the writer Jochen Becker [Berlin].

The second panel, titled “Go for Soft Institution!” is based on the theme of institutional criticism and questions about the future of an art institution.

Four directors and independent curators have been invited to discuss their local and personal experiences of shaping and running an art institute or a project under different geopolitical conditions in local environments. Surviving in the local context and also existing in the international scene, dealing with the recent capitalist strategies and contemporary approaches to art practices are effective influences and factors when forming an art institution. The title of the discussion panel is a metaphoric reference to the article “Soft Revolution” written by Slavoj Zizek. He writes about the recent phenomena of the capitalist system and personal revolution from within the system. The invited speakers are the curator Christiane Mennicke (Dresden Kunsthaus, Germany), the curator Chus Martinez (Salka Rekalde, Bilbao, Spain), and the independent curator Basak Senova (NOMAD project). >

These Rotterdam artists met for the first time during this project and their proposals developed through their meetings, discussions and communications over three months. The exhibition space will be shaped by the artists and curator as an open space where the public can rest and spend time reading the documents, maps, videos and project website, www.tracerrotterdam.nl/luggage, which will be an active virtual space where artists and curator will develop their ongoing projects during TRACER. Two discussions will reflect international approaches to the local social and artistic environment of Rotterdam. They initiate public debate in the wider context of TRACER, in which other projects also reflect on the social and cultural climate in Rotterdam, on urbanism and institutionalism.

The Buggers, a collective which aims to reposition revolutionary art using methods rooted in psychoanalysis, have developed an undertaking called Missed Encounters. Missed Encounters realizes collaborations between revolutionaries, visionaries, artists and musicians from the 1960s and 1970s that never actually happened. According to The Buggers, these fictitious collaborations can be seen as “countercultural lapses.” The fictitious revolutionary groups are formed in sound mixes, pamphlets, a website (designed by Anneke Auer), flags and slogans. One example is the Hair Pie Resistance group, a collaboration between Black Panther chairman Bobby Seale, the musicians Captain Beefheart and Sun Ra, and Afro-American author Henry Dumas. Some of the other fictitious groups on show are The Delirious Rock (Salvador Dali/ Angus MacLise), Lucifer Sam Division (Syd Barrett/ Bobby Seale), and The Heliocentric Committee (Sun Ra, The Weather Underground, The Black Panther Party, Mao Tse Tung, The White Panther Party).

Libia Pérez de Siles de Castro and Olafur Arni Olafsson are foreign artists who have been living and working in Rotterdam for many years. They are developing their work as urban interventionists and they are mapping the situation of immigrants and refugees in Rotterdam. Pérez and Olafsson will shape the space with the sounds and stories of the immigrants and refugees who are living in Rotterdam. Their sound art can be listened to on the streets outside of the exhibition building.

In his projects, the architect Jan Konings critically approaches social structures in relation to public space. Sleeping in public space is not allowed in Rotterdam. He is going to map, document and publish the places where people can sleep in Rotterdam. It will be a work in progress during and after TRACER.

Tentoonstelling De tentoonstelling is gebaseerd op de samenwerkingsverbanden en interventionistische strategieen die uit de conceptuele voedingsbodem van het project naar boven kwamen. Al deze Rotterdamse kunstenaars hebben elkaar voor het eerst ontmoet bij aanvang van dit project. In de drie maanden die erop volgen, worden hun voorstellen verder ontwikkeld tijdens vergaderingen, discussies en met andere communicatiemiddelen. Hij zal de plekken waar in Rotterdam toch geslapen kan worden in kaart brengen, documenteren en publiceren. Dit werk blijft in ontwikkeling tijdens en na TRACER.

Everything is so new to me here: the people and their city. Wherever you go, you are part of a mass of people and encounter architecture. In Rotterdam this feeling is stronger than anywhere else, especially if you arrive by train right in the city center, which is not formed by tortuous medieval streets but by a rational post-war system.

The empty space created by the Nazi bombs has been gradually filled by diverse architectural and urbanist concepts. These redefinitions of public spaces continue and rather well defined functions of and public safety in these (quasi-) public spaces are used as some of the guiding principles. On the one hand there is a strong will to give shape to all possible – and in the past omitted – zones of the periphery and the city centre, on the other hand somewhere the functions transform and multiply (depending on the user). The councils of Dutch cities, including Rotterdam, chose for an active approach. This brings new impulses to architects, urban planners, sociologists and cultural scientists.

It would be strange if artists stayed outside this process. And thus, asked or not, they develop their alternative strategies which may find their way into the council’s policy.

While not explicitly looking for artists dealing with issues related to public space, I was actually surprised by the large number of artists who are active in this field and by the crucial role played by the BKOR, the department of the Rotterdam Center for the Arts (CBK) responsible for public art. Among various tendencies and strategies there were two in particular that attracted my attention, because they broadened my understanding of public art. Although I may remain slightly hesitant, I definitely find them intriguing.

Bibo’s works are based on wandering through the city and noticing, observing and classifying various visual elements. These can serve as guidelines for using the city. They might be diverse technical street signs, different shades of artificial light on the way home from her studio at night, or the color schemes of parked cars as they change throughout the day. It is worth mentioning that during her residency in an Australian village she successfully applied these strategies, which are considered characteristic of urban art. In Australia she organized a sightseeing tour for the locals.

Her bus became a meeting place for the farmers and the village residents while they were both introduced to their own environment seen through the eyes of an outsider, a city-dweller.

Nicoline van Harskamp has recently turned her attention to making an inventory of countless security agents, public and private. She has published free catalogues with detailed information about these guardians of our safety. She also intervenes in the world of security with her fake agents, and documents their interaction with both their uniformed “colleagues” and the pedestrians who do not question the agent’s credibility and alleged function at all. Her interest was sparked by a call for “more blue on the streets” in “Fortuynesque” rhetoric, but started to take shape when she was confronted with the diversity of private security agencies in Istanbul. She has developed the project further in London and Glasgow, and it is now finally returning to where it started, to her hometown.

The first of these strategies is based on observation, cataloguing and categorizing facts encountered in the public spaces. Time-consuming and sometimes labor-intensive, these works also demand a lot of patience and curiosity on the part of their audience. They may resemble a preliminary study by a sociologist, an architect or an urban planner, but their common denominator is the focus on widely accepted or undiscussed and overlooked aspects of city life that develop beyond the reach of public gaze. These inventories make us see our immediate environment, become aware of links between diverse phenomena. Such works rely to a large extent on documentary quality and therefore, in my opinion, should either focus on the “marginal” elements of everyday life, should be presented in a striking visual manner that places such research within the scope of visual art, or

The second important strategy for public art in Rotterdam seems to be the activities of numerous artists which take the form of collective manifestations and take place in different city neighborhoods.

These multifaceted events are of a temporary nature, they are designed for inhabitants to actively participate, and they take place in suburban districts. For my own purposes, I label such efforts “service art” or “good intentions art.”

Since these works focus on a general audience, I may sometimes be less than overwhelmed by the results, but I admire the dedication of their initiators to improve the quality of life in an alternative manner to that of the municipal urban planners and developers.1 As an alternative to building more luxurious houses for well-heeled social groups they re-evaluate the neighborhood by opening a space to communication and

Alles is hier zo nieuw voor me: de mensen en hun stad. Waar je ook gaat, je bent steeds omringd door een mensenmassa en komt architectuur tegen. Dit gevoel is nergens zo sterk als in Rotterdam, vooral als je midden in het centrum uit de trein stapt en geen bochtige, middeleeuwse straatjes aantreft maar een rationeel naoorlogs stratenplan. De leegte die was ontstaan door de bommen van de nazi's is stap voor stap ingevuld volgens diverse architectonische en stedenbouwkundige concepten. Deze herinterpretaties van de openbare ruimte vinden nog steeds plaats en daarbij vormen zorgvuldig gedefiniëerde functies van en openbare veiligheid in de openbare ruimte een belangrijke leidraad. Er bestaat enerzijds een sterke wens om alle – tot voor kort genegeerde – gebieden in de buitenwijken en het stadscentrum vorm te geven, anderzijds valt op hoe de functies zich vernieuwen en vermenigvuldigen (afhankelijk van de gebruiker). Net als in andere Nederlandse steden koos de gemeenteraad in Rotterdam voor een actieve aanpak. Dit biedt nieuwe uitdagingen aan architecten, sociologen en culturele wetenschappers. Het zou vreemd zijn als kunstenaars buiten dit proces bleven staan. Zij ontwikkelen dan ook, soms ongevraagd, hun alternatieve strategieën die niet zelden weer opduiken in het gemeentelijk beleid.

Hoewel ik niet direct op zoek was naar kunstenaars die zich met de openbare ruimte bezighouden, was ik toch verrast door het grote aantal kunstenaars dat op dit gebied werkzaam is en de prominente rol van de BKOR, de afdeling van het Centrum Beeldende Kunst Rotterdam die verantwoordelijk is voor de openbare ruimte. Van de vele tendenzen en strategieën vielen mij er twee het meest op omdat ze mijn blik op openbare kunst verruimden. Ook al blijf ik een lichte aarzelig voelen, ze zijn voor mij zeker intrigerend.

Bibo’s werken ontstaan na wandelingen door de stad, waarbij visuele elementen worden opgemerkt, geobserveerd en geclassificeerd; ze kunnen dienen als gebruiksaanwijzingen voor de stad. Het kan om uiteenlopende borden in het straatbeeld gaan, de verschillende tonen in het kunstlicht dat zij ‘s nachts op weg van haar atelier naar huis tegenkomt of de manier waarop kleurenschema’s van geparkeerde auto’s zich in de loop van de dag wijzigen. Noemenswaardig is dat zij deze strategieën, die gelden als kenmerkend voor kunst in de stad, met succes wist toe te passen tijdens haar verblijf in een Australisch dorp. Zij organiseerde daar een toeristische rondrit voor de plaatselijke bevolking. Haar bus werd een ontmoetingsplaats voor boeren en dorpsbewoners die zo kennismaakten met hun eigen omgeving gezien door de ogen van een buitenstaander, een stadsbewoner.

Nicoline van Harskamp legt zich de laatste tijd toe op het inventariseren van de talrijke openbare en particuliere veiligheidsagenten. Zij publiceerde gratis catalogi vol gedetailleerde informatie over deze beschermers van onze veiligheid. Daarnaast dringt ze de veiligheidswereld binnen met nepagenten en documenteert zij hun ontmoetingen met geüniformeerde ‘collega’s’ en met voetgangers die geen moment aan de geloofwaardigheid en de functie van de agenten twijfelen. Haar interesse werd aangewakkerd door de roep om ‘meer blauw op straat’, in de retoriek van Fortuyn, maar verdiepte zich toen zij in Istanboel werd geconfronteerd met een grote diversiteit aan particuliere veiligheidsbedrijven. Ze ontwikkelde het project verder in Londen en Glasgow. Ten slotte belandde het weer op de plaats waar het allemaal begon: haar thuishaven Rotterdam.

De eerste strategie is gebaseerd op observatie, inventarisatie en categorisatie van feiten die in de openbare ruimte worden ontdekt. Deze tijdrovende en soms arbeidsintensieve werken vragen veel geduld en nieuwsgierigheid van het publiek. Ze kunnen soms lijken op een voorbereidend onderzoek van een socioloog, architect of stedebouwer, maar ze hebben één ding gemeen: aandacht voor massaal geaccepteerde of onbesproken en verwaarloosde aspecten van het stadsleven die zich buiten het oog van de gemeenschap afspelen. Deze inventarisaties tonen ons onze directe omgeving en maken ons meer bewust van de verbanden die tussen bepaalde fenomenen bestaan. Het werk heeft ideaal gesproken de kwaliteit van een documentaire en moet naar mijn idee dan ook inzoomen op de ‘marginale' aspecten van het dagelijks leven, op een visueel bijzondere manier worden gepresenteerd zodat het onderzoek zelf een kunstobject wordt of het moet aan een kunstwerk ten grondslag liggen. In de tentoonstelling is deze benadering goed te zien in de werken van Bibo en Nicoline van Harskamp.

Some of these art projects may be similar to events organized for the “experience market” that are meant to “excite people for a short time” in order to promote “the conscious consumption of places in cultural tourism.” 2 However, an important difference is that artists predominantly organize these events in their own town or neighborhood for their own neighbors, and in this manner an anonymous zone is turned into a place (of encounters, of activity) and thus bring aspects of village life into a city. This is one of the motivations for Hieke Pars to show the Turkish inhabitants of a 1960s block in Zaandam of beating their carpets out a window in one of her videos, in order to remind the Dutch of a long-gone weekend habit.

Having worked as a community-development worker for years, Pars still fits her projects into a social landscape but the resulting works exceed their functionality and become poetic or metaphoric remarks.

Another difficulty would arise if these artistic strategies were to be appropriated or used by city councils or tourist agencies.

Presentation models: Artists’ initiatives and projects in Charlois, Rotterdam, 2001- 2003 documents a broad range of activities dominated by the longstanding relationship of a group of artists with the district of Charlois for which a series of events, architectural/sculptural installations and music performances was organized. In this complex project an important role was played by Kamiel Verschuren. He combines the positions of artist, architect and organizer. Not only the results are important to him but the organizational process itself is of a particular interest to him. With this he points out the growing importance of the local subsidy providers and commissioners for art that deals with public interaction. He also stresses the necessity for artists to become active elements in this game in which the future of art’s position is at stake.

Regardless of the growing significance of such team efforts with an institutional background, there will probably always be a large number of artists

who maintain a skeptical distance. Robin van ’t Haar is a kind of a contemporary flâneur who documents the behavior of people in the city’s typical non-places (crossroads, metro stations or supermarkets) when the flow of functionality is temporarily interrupted, and they have to wait for their train to come or their Aldi supermarket to open.

However, the ultimate authenticity is claimed for the street artists whose works can be extremely visual and actually fill the gap left by the conceptual attitudes of most public artists. From this perspective, the bands of graffiti along the railway tracks at the gates of Rotterdam are coupled with the modern murals, reliefs, mosaics or fountains in the post-war city centre.3 No matter how different the political context and acceptance of these two phenomena, they express a common belief in art playing an important role in public spaces and the artists share the urge to create new forms that express both continuity and their individuality.

ZEDZ or MvM are important artists in this still rather independent circuit, keen innovators of visual forms who are certainly not lacking in sociocultural consciousness; Nafer’s understanding of graffiti is broad and open. However, being acutely aware of the architectural, social and artistic aspects of his city, he has chosen for a more direct street attitude.

The last intriguing aspect of public art in Rotterdam for me is its institutional support. In the Czech Republic, the authorities still only recognize the public art of traditional sculptures, mostly monuments, while the potential of contemporary art, of a critical attitude and temporariness is being ignored. Juxtaposed on my (post-) Communist experience of Central Europe, I am amazed by the support shown for these obviously nonrepresentative, useless and almost invisible efforts. It is not only a result of years of dedicated activities, but to me – no matter how naive this may sound – it is also a sign of a long-functioning democratic system.

De activiteiten van een groot aantal kunstenaars in de vorm van manifestaties in verschillende buurten van de stad lijken een tweede belangrijke strategie voor kunst in de Rotterdamse openbare ruimte te zijn. Deze veelzijdige evenementen hebben een tijdelijk karakter, zijn ontworpen om bewoners actief te laten deelnemen en spelen zich af in buitenwijken. Voor mijn eigen gebruik bestempel ik deze initiatieven als ‘dienstverlenende kunst’ of ‘goede-doelen-kunst’.

Omdat ze gericht zijn op een groot publiek ben ik niet altijd ondersteboven van de resultaten, maar ik bewonder wel het verlangen van de initiatiefnemers om de kwaliteit van het leven te verbeteren met andere middelen dan die van de gemeentelijke stadsplanners en ontwikkelaars. 1 Als alternatief voor de bouw van nog meer luxewoningen voor de welgestelde bovenlaag van de bevolking, evalueren zij de buurt opnieuw door een ruimte open te stellen voor communicatie en interactie, speelsheid en niet-commerciële doeleinden. Tegelijkertijd maken zij deel uit van de dialoog binnen de kunstwereld waaraan zij bijdragen door de actieve sociale rol en de verantwoordelijkheid van kunst te onderstrepen, alsmede de invloed die uitgaat van het publiek.

Hoewel dit soort teamwerk met een institutionele achtergrond steeds relevanter wordt, zal een grote groep kunstenaars hier waarschijnlijk altijd sceptisch tegenover blijven staan. Robin van ’t Haar is een soort hedendaagse flaneur die het menselijk gedrag op typische non-locaties van de stad (kruispunten, metrostations of supermarkten) documenteert wanneer de stroom van functionaliteit tijdelijk wordt onderbroken en er gewacht moet worden op de trein of op het moment waarop de deuren van de Aldisupermarkt opengaan.

Maar de hoogste mate van authenticiteit komt toe aan straatkunstenaars in werk dat vaak uitgesproken visueel is en in feite het gat vult van de conceptuele stellingname van veel kunstenaars die werken in de openbare ruimte. Zo bezien vormen de stroken graffiti langs de spoorlijnen bij aankomst in Rotterdam de pendant van de moderne muurschilderingen, reliëfs, mozaïeken en fonteinen in het naoorlogse stadscentrum. 3 Al staan deze twee fenomenen in politieke context en acceptatie ver van elkaar, zij delen een zelfde geloof in het belang van kunst

Sommige van deze projecten zijn misschien vergelijkbaar met evenementen die door de ‘ervaringsindustrie’ worden georganiseerd en bedoeld zijn om mensen ‘even te vermaken’, teneinde ‘de bewuste consumptie van plaatsen in het cultuurtoerisme’ te propageren. 2 Een groot verschil is echter dat kunstenaars deze evenementen in hun eigen buurt organiseren voor hun eigen buurtbewoners, waarmee een anonieme zone wordt veranderd in een plaats (van actie en ontmoetingen) en aspecten van het dorpsleven naar de stad worden overgebracht.

Met dit idee filmde Hieke Pars voor een van haar video’s de Turkse bewoners van een flat uit de jaren zestig in Zaandam terwijl zij uit het raam hun matten kloppen, teneinde Nederlanders te herinneren aan een lang vervlogen weekendritueel. Pars, die jarenlang buurtopbouwwerk heeft gedaan, plaatst haar projecten nog altijd binnen de sociale sfeer, maar de uiteindelijke werken ontstijgen aan hun functionaliteit en worden poëtische of metaforische gebaren.

ZEDZ of MvM zijn belangrijke kunstenaars in dit nog redelijk onafhankelijke circuit: ingenieuze visuele vernieuwers die zeker niet gespeend zijn van een sociaal-cultureel bewustzijn; Nafer vat het begrip graffiti ruim en vrij op. Hoewel hij zich terdege bewust is van de architectonische, sociale en artistieke aspecten van zijn stad, heeft hij toch gekozen voor de directe aanpak van de straat.

Het laatste voor mij intrigerende aspect van openbare kunst in Rotterdam is de institutionele steun hiervoor. In Tsjechië herkennen de autoriteiten openbare kunst nog steeds hoofdzakelijk in traditionele sculpturen, doorgaans monumenten, terwijl de mogelijkheden van hedendaagse kunst, van een kritische houding en van tijdelijkheid worden ontkend. Met mijn (post)communistische ervaring uit Centraal-Europa nog vers in het geheugen, ben ik verbaasd over de steun voor deze duidelijk niet representatieve, nutteloze en bijna onzichtbare werken. Dit is niet alleen het gevolg van jaren van toegewijde arbeid, maar voor mij wijst het eveneens – hoe naïef dit misschien ook klinkt – op een democratisch systeem dat reeds lang functioneert.

A football, a pile of old furniture, and three beerswilling youngsters in animated discussion were what I encountered the first time I stepped into TENT. Building work had just been completed.

The trio of squabblers was made up of members of the Cucosa artists’ collective, which had been asked to provide the inaugural exhibition.

“Anything goes,” they were told. And they didn’t need telling twice, occupying the space like a group of excited squatters. There were the marks of footballs on the newly whitewashed walls, a wobbly monkey-cage structure reached almost to the roof.

On a subsequent visit, a week later, the faces of Cucosa were marked by dejection. The ball was still bouncing around the space but it was more an aimless dribble than aggressive, cut-and-thrust football. That “anything goes” was proving more difficult than expected: the infinite possibilities had a crippling effect. As thoroughbred Situationists, the members of Cucosa had plenty of experience in appropriating statues, cranes, fountains, whatever else. But this white cube combined with a carte blanche was clearly too blank to get a grip.

Every other exhibition space or gallery would have silently let the concept disappear into a drawer.

Nice experiment, but no repeat. But not TENT.: it simply invited the next group of artists to live it up in that remarkable mix of gallery, creative compression chamber and laboratory. Supervision has been tightened up somewhat in recent years: suggestions are made and planning schedules drawn up. But the freedom principle has been retained intact as far as possible, with the possibility of gobsmacking surprises and the risk of failure – that is also part of the set-up. What, after all, is an experiment if the chance of it flopping is eliminated?

Of course it takes some getting used to for the cultural day-trippers who, after a tour of the renowned Museum Boijmans Van Beuningen, the Netherlands Architecture Institute and the Fotomuseum, unsuspectingly cross the threshold of TENT. After the “High Art” in display cases and on pedestals, the presentations in TENT. seem like an anarchistic iconoclasm: refreshing for one visitor, a typical case of “taxpayer’s money down the drain” for another. And if, due to a less successful exhibition, that negative prejudice has taken root in the head of the visitor, then it is difficult to pull it out again. By opting to prioritize the freedom of the artist, TENT. asks the visitor to enter with an open mind. And they are not always convinced.

Is that a bad thing? I don’t think so. TENT. is not there to please; quite the opposite.

Then there is Witte de With, center for contemporary art, upstairs. That is also cause for confusion: two institutions in a single building, but as different as chalk and cheese. In contrast to the easy accessibility and immediacy of the often extremely down-to-earth art in TENT., there is the intellectual, contemplative and sometimes almost hermetic approach of Witte de With, which focuses on conceptualization and discourse – especially under director Catherine David. These are two radically different ways of presenting, of approaching, and these also demand different ways of looking. The somewhat older intellectual elite will likely turn up its nose at the hip, quick-firing and straight-to-the-point TENT. In the same way the critical youngster will shrug his or her shoulders at what he or she considers the sophistry of self-satisfied navel-staring.

Yet both Witte de With and TENT. have their place in Rotterdam. The latter as a showcase for mainly local artists. With the artistic explosion that took place in the city in the late 1980s and early 1990s, a need arose for an antenna for new work, new ideas. Existing artists’ initiatives and galleries could only partially satisfy that need, because of commercial limitations or limited oversight.

And TENT. jumped in to fill the gap. Witte de With is more the serious think-tank that artistically and intellectually links Rotterdam with the rest of the world.

Nevertheless, it sometimes seems as if there is an invisible, imaginary wall standing between TENT. and Witte de With. The regular visitor will acknowledge that Witte de With has indeed tackled real-life issues that are relevant to the city, while TENT. has established an international profile through collaborations in Barcelona, Berlin, Glasgow and Istanbul. It is not so black-and-white that you could assert that one institution serves as the brain and the other as the bowels of the building. There is, however, still a fundamental distinction between the artist-focused approach of TENT. and the curator-driven vision of Witte de With. Anyone who climbs or descends the staircase should actually have to pause at every step, inhale deeply and forcefully exhale the impressions they have just taken in.

The two institutions do seem to have been growing towards one another recently. The recent exhibition

by Yto Barrada in Witte de With was personal, transparent and accessible, but without sacrificing the deeper layer of meaning, in this instance the immigration issue, Fort Europe and the sense of belonging. And TENT., mainly in its overview exhibitions, shows its most contemplative, inter-

Een voetbal, een stapel grof vuil en drie bier drinkende en luid discussiërende jongens. Dat is wat ik aantrof de eerste keer dat ik bij TENT. binnenstapte. Het gebouw was net opgeleverd.

Het trio bekvechters bestond uit leden van kunstenaarscollectief Cucosa, dat was uitgenodigd om de eerste tentoonstelling te verzorgen. ‘Anything goes’, was hun verteld. En dat hadden ze zich niet twee keer laten zeggen. Als een stel opgewonden krakers hadden ze de ruimte bezet.

Er stonden balafdrukken op de net gesausde muren, een wankele apenkooiconstructie reikte bijna tot het dak.

Bij een volgend bezoek, een week later, stonden de Cucosagezichten bedrukt. De bal stuiterde nog steeds door de ruimte maar het was meer doelloos gepingel dan aanvallend totaalvoetbal.

Het viel niet mee, dat anything goes. De oneindigheid van de mogelijkheden werkte verlammend.

Als situationisten pur sang hadden de Cucosaleden ruime ervaring met het zich toe-eigenen van standbeelden, hijskranen, fonteinen en wat al niet. Maar deze white cube gecombineerd met een carte blanche was blijkbaar te blanco om goed grip op te krijgen.

Iedere andere kunsthal of galerie zou het concept stilletjes in de la hebben laten verdwijnen.

Leuk experiment, maar niet nog een keer. Zo niet TENT. Daar werd gewoon de volgende groep kunstenaars uitgenodigd om zich uit te leven in die merkwaardige mengvorm van galerie, creatieve compressiekamer en laboratorium. Wel is in de afgelopen jaren de begeleiding wat aangescherpt, werden er suggesties gedaan, werkplannen opgesteld. Maar het vrijheidsprincipe bleef zo veel mogelijk intact. Met de mogelijkheid van schitterende verrassingen. En het risico van mislukking. Maar ook dat is deel van de opzet. Want wat is een experiment waarbij de flopkans is uitgebannen?

Natuurlijk is dat wennen voor de culturele dagjesmens die na een rondje langs het gerenommeerde Boijmans Van Beuningen, het NAi en het Fotomuseum niets vermoedend TENT. binnenstapt.

Na de Hogere Kunst in vitrines en op sokkels, komen de presentaties van TENT. over als een anarchistische beeldenstorm. Verfrissend voor de ene bezoeker, een typisch geval van ‘weggegooid belastinggeld’ voor de ander. En als, door een minder goed gelukte tentoonstelling, dat negatieve vooroordeel zich eenmaal heeft genesteld in het bezoekershoofd, dan is dat er moeilijk weer uit te krijgen. Door die keuze voor vrijheid van de kunstenaar, vraagt TENT. om een open blik van de bezoeker. En die laat zich niet altijd overtuigen. Is dat erg? Ik denk het niet. TENT. is er niet om te behagen. Juist niet.

En dan is boven Witte de With, centrum voor hedendaagse kunst. Dat zorgt ook voor verwarring.

Want: twee instellingen in één gebouw, maar verschillend als dag en nacht. Tegenover de laagdrempeligheid en de directheid van de vaak extreem concrete kunst in TENT. staat de intellectuele, bespiegelende en soms haast hermetische benadering van Witte de With, dat zich – vooral onder directeur Catherine David – richt op de ideevorming en het discours.

Twee radicaal verschillende manieren van presenteren, van benaderen. En die vragen ook om verschillende manieren van kijken. De wat oudere, intellectuele elite zal wellicht zijn neus ophalen voor de hippe, snelle recht-voor-z’n-raapheid van TENT. Zoals de kritische jongere zijn schouders zal ophalen bij wat hij beschouwt als de sofisterei van zelfgenoegzame navelstaarders.

Maar zowel Witte de With als TENT. hebben een plaats in het Rotterdamse. De laatste als etalage voor vooral lokale kunstenaars. Met de artistieke explosie die eind jaren tachtig, begin jaren negentig in de stad plaatsvond, ontstond de behoefte aan een antenne voor nieuw werk, nieuwe ideeën. Bestaande kunstenaarsinitiatieven en galeries konden slechts gedeeltelijk aan die vraag voldoen, vanwege commerciële beperkingen of beperkt overzicht. En TENT. sprong in het gat. Witte de With is meer de serieuze denktank die Rotterdam artistiek en intellectueel verbindt met de rest van de wereld.

Toch lijkt het soms alsof er een onzichtbare, mentale muur staat tussen TENT. en Witte de With.

De frequente bezoeker zal erkennen dat Witte de With zich wel degelijk heeft beziggehouden met concrete zaken die in de stad spelen. En dat TENT. zich middels samenwerkingsverbanden met Barcelona, Berlijn, Glasgow en Istanboel internationaal heeft geprofileerd. Het is niet zo zwart-wit dat de één dienst doet als hoofd en de ander als maag van het gebouw. Maar er blijft een fundamentele scheiding tussen de kunstenaargerichte aanpak van TENT. en de curatorgestuurde visie van Witte de With. Wie de trap beklimt of afdaalt moet eigenlijk bij elke tree even stilstaan, diep inademen en de net opgedane indrukken uitpuffen.

pretative side. Examples include retrospectives by older, sometimes forgotten artists such as Anna (Verweij-Verschuure), Billy Childish or Mathieu Ficheroux. Without harboring the pretension of being a municipal archive, TENT. fulfills a memory function. By showing contemporary textile art alongside a retrospective of Anna, for example, yesteryear and the present are coupled in a logical and organic way.

Yet the most important function of TENT. continues to be its role as a sanctuary, a place of freedom.

And that is embodied by “De Kromme” – the large wall at TENT. that, not by coincidence, borders on the playground of the school that used to occupy the building. At first glance that gentle curve seems like an impossible place for applied work, but over the years it has inspired the most fantastic art, for example the repetitive stripe patterns by Annette Fritsche and the kabbalisticconstructivist painting by Sonja Rijnhout. Sitespecific work is by no means exclusive to Rotterdam. The Stedelijk Museum in Amsterdam has its Sol LeWitts and the GEM in The Hague recently commissioned Raymond Pettibon to cover a whole wall with a drawing, but these works are either part of an exhibition or permanent pieces.

In TENT. the work is temporary and autonomous, whereby the urge to experiment can be given free rein.

TENT. is certainly not the only institution that allows artists their freedom. In 2001, the Gemeentemuseum in The Hague asked Jan Cremer to curate an exhibition, followed three years later by designer Ineke Hans. However, in these cases the artists served as curators, and besides presenting their own work they primarily had to present a vision for the museum, for the actual act of exhibiting. At its new, temporary location, the Stedelijk Museum pays plenty of attention to young artists, but the curators do not seem fully prepared to hand over the reins yet. The Van Abbe Museum in Eindhoven was the only museum to demonstrate an unqualified belief in the primacy of the artist as maker, exhibitor and elucidator, namely during the period of rebuilding when it existed as an annex [1994 - 2003].

The success of TENT. is therefore not so unusual.

It offers guaranteed resources and support without the interference of curators, custodians or conservatively minded know-alls. Surely that is the ultimate dream of every artist? The TENT. methodology now has its imitators. At Museum De Paviljoens in Almere, for example, artist-inresidence Saskia Janssen transformed part of the museum into a film laboratory during the exhibition Situaties [spring 2004]. There is,

however, one difference with TENT.: what was exceptional in Almere is standard in Rotterdam.

Moreover, in Almere there was a strong emphasis on the urban context. The photos, films and images that were on show inside constituted a reaction to what was happening outside the museum walls. That is much less so in TENT.: here there is no socio-art, just the world of the artist. TENT. is a skull that uses a new set of brains for each exhibition.

Thanks to the carefully weighed selection of usually young, dynamic artists who have both feet firmly grounded in urban life, the work is often automatically relevant. And that is without the artificial corset of being “socially answerable.”

This is also evident from the public that TENT. has been attracting in recent years. As a resident of the Witte de Withstraat, I regularly see grungers, moped kids, punks and other hip characters crossing the road from showroom MAMA, the snackbar or the neighboring skate shop to take a peek at “what’s going on in that tent.” Attractive flyers, evenings with DJs and events such as Motel Mozaïque function as an efficacious means to massage away deeply engrained “museum aversion.” The absence of a schoolish, lecturing finger and pedagogically justified but terribly insulting condescension does the rest.

You might of course wonder whether TENT. opens the door for amusement-parkification with this approach. Perhaps the whole set-up needs a good shake-out. Hasn’t TENT. become overly formulaic, an institutionalized form of hipness? Has it become part of the establishment and in the process become blind for what is truly new, cutting-edge and exciting? Shouldn’t TENT. fly away from its comfortable little nest and, as with W139 in Amsterdam, spend some time living as a tramp to refresh its outlook? Whether TENT. in its present form will exist for another five years remains an unanswered question for the staff. And that is reassuring, because if that doubt were to turn into self-satisfied smugness then it would be the death knell for TENT.

Tracer 73 Vrijplaats met geheugenfunctie

Wel lijken de instellingen de laatste tijd iets naar elkaar toe te groeien. De recente tentoonstelling van Yto Barrada in Witte de With was persoonlijk, helder en toegankelijk, zonder dat daarvoor de diepere betekenislaag – in dit geval: immigratieproblematiek, Fort Europa en het thuisgevoel – werd opgeofferd. En TENT. laat zich vooral in zijn overzichtstentoonstellingen van zijn meest beschouwende, interpretatieve kant zien. Retrospectieven van oude, soms vergeten kunstenaars zoals Anna (Verweij-Verschuure), Billy Childish of Mathieu Ficheroux zijn voorbeelden.

Zonder de pretentie een gemeentelijk archief te zijn, vervult TENT. een geheugenfunctie. Door bijvoorbeeld hedendaagse textielkunst te tonen naast een retrospectief van Anna, worden toen en nu op logische en organische wijze aan elkaar gekoppeld.

Maar de belangrijkste functie van TENT. blijft toch die van vrijplaats. En die komt goed tot uiting op De Kromme van TENT., de grote wand die niet toevalligerwijs grenst aan het speelplein van de school die voorheen in het gebouw zat. Die flauwe bocht lijkt op het eerste gezicht een onmogelijke plek voor toegepast werk maar heeft over de jaren de meest fantastische werken opgeleverd zoals het repetitieve streepjespatroon van Annette Fritsche en de kabbalistischconstructivistische schildering van Sonja Rijnhout. Nu is site specific werk niet een exclusief Rotterdamse aangelegenheid. Het Stedelijk Museum in Amsterdam heeft zijn Sol LeWitts, het GEM in Den Haag liet onlangs Raymond Pettibon een muur voltekenen. Maar die werken zijn óf deel van een tentoonstelling óf permanente stukken. In TENT. is het werk tijdelijk en op zichzelf staand waardoor de experimenteerdrang bijna grenzenloos kan worden botgevierd.

Natuurlijk is TENT. niet de enige instelling die kunstenaars de vrije hand geeft. Het Gemeentemuseum in Den Haag liet in 2001 Jan Cremer een tentoonstelling inrichten, drie jaar later gevolgd door vormgeefster Ineke Hans. Maar daar deed de kunstenaar dienst als curator, die behalve eigen werk vooral een visie op het museum, het tentoonstellen an sich moest neerzetten. Het Stedelijk Museum geeft op haar nieuwe locatie veel aandacht aan jonge kunstenaars, maar de conservatoren lijken nog niet helemaal bereid de touwtjes uit handen te geven. Alleen het Eindhovense Van Abbe Museum huldigde tijdens haar dependanceperiode (1994 - 2003) volmondig het primaat van de kunstenaar als maker, vertoner en toelichter.

Het succes van TENT. is dan ook niet zo vreemd. Gegarandeerde middelen en steun zonder bemoeienis van curatoren, conservators of behoudend ingestelde beterweters – is dat niet de ultieme droom van iedere kunstenaar? Inmiddels heeft de methode-TENT. navolging gevonden.

In De Paviljoens in Almere bijvoorbeeld, waar artist in residence Saskia Janssen tijdens de tentoonstelling Situaties (voorjaar 2004) een deel van het museum omvormde tot filmlaboratorium. Toch is er verschil met TENT. Wat in Almere een uitzonderingssituatie was, is in Rotterdam standaard. Bovendien lag in Almere de nadruk sterk op de stedelijke context.

De foto’s, films en beelden die binnen te zien waren, vormden een weerslag van wat buiten de museummuren gebeurde. Dat is in TENT. veel minder het geval. Hier geen socio-kunst, enkel de wereld van de kunstenaar. TENT. is een schedel waar iedere keer een nieuw stel hersens in wordt gezet.

Door de afgewogen keuze voor veelal jonge, dynamische kunstenaars die met beide benen stevig in het stadsleven staan, is het werk vaak automatisch relevant. En dat zonder het kunstmatige korset van ‘maatschappelijke verantwoording’. Dat blijkt wel uit het publiek dat TENT. de laatste jaren trekt. Als bewoner van de Witte de Withstraat zie ik regelmatig grunge kids, brozems, punkers en andere hippe types de weg oversteken om vanuit showroom MAMA, de shoarmabar of de naburige skatewinkel eens te kijken ‘wat er in die tent te zien is’. Aantrekkelijke flyers, avondjes met deejays en evenementen als Motel Mozaïque werken als probaat middel om ingebakken ‘museumvrees’ weg te masseren. De afwezigheid van een frikkerig belerend vingertje of een educatief verantwoord maar o zo beledigend ‘op de hurken’-toontje doet de rest.

Je kan je natuurlijk afvragen of TENT. met die benaderingswijze de deur openzet voor verpretparkisering. Misschien moet de hele opzet wel op de schop. Is TENT. niet teveel formule geworden, een geïnstitutionaliseerde vorm van hipheid? Is het deel van het establishment geworden en zodoende blind voor wat echt nieuw, cutting edge en spannend is? Moet TENT. zich niet losweken uit zijn behaaglijke nestje en, net als bijvoorbeeld W139 in Amsterdam, een tijdje een zwervend bestaan gaan leiden om zo de blik te verversen? Of TENT. in de huidige vorm nog eens vijf jaar bestaat of moet bestaan, is voor de staf van TENT. niet zeker. En dat is geruststellend. Want als die twijfel zou omslaan in zelfgenoegzame tevredenheid, dan zou TENT. ten dode zijn opgeschreven.

Ritsaert ten Cate [b. 1938] lives and works in

works in Berlin. Since fall 2000, he has been artistic director of the transmediale International Media Art Festival in Berlin. Broeckmann studied the history of art, sociology and media science. From 1995 through 2000 he worked as a project leader and curator for the V2_Organisation, Institute for the Unstable Media, in Rotterdam. He is a member of the mikro Verein zur Pflege von Medienkulturen e.V. in Berlin and cofounder and coordinator of the European Cultural Backbone, a network of European media culture centers. He has recently published articles in Next 5 Minutes 4 Reader [Amsterdam, 2003] and Medien/ Kunst/Praxis. Eine Festschrift fĂźr Micky Kwella [Berlin, 2004 - ].

Andreas Broeckmann [b. 1964] lives and

Amsterdam. In 1965 he set up Mickery, where he worked as artistic director, designer and script writer.

Mickery was initially based at an old farm in Loenersloot, where Ten Cate introduced the Dutch public to the international avant-garde in art. Mickery continued to operate from a theater in Amsterdam until 1991. Ten Cate then founded DasArts, a postgraduate program for theater-makers in Amsterdam, serving as its artistic director from 1993 through 2000. As a visual artist he has given solo exhibitions at venues including the Bonnefanten Museum, Maastricht [1996]; Festival des Arts, Brussels [1998]; Reuten Galerie, Amsterdam [2001]; La Mama La Galleria, New York [2002]; and the Rijksakademie Amsterdam (2003). Annie Fletcher [b. 1971] lives and works in Amsterdam. After studying history of art and modern history at Trinity College, Dublin, Fletcher participated in the Curatorial Training Program at De Appel in Amsterdam. Since 1997 she has been working as a critic and as a freelance curator. Her most recent projects include Herald of Press in DHG, Dublin [2002] and Now What / Dreaming a Better World in Six Parts in BAK, Utrecht [2002 -2003]. Ritsaert ten Cate [1938], woont en werkt in Amsterdam. In 1965 richtte hij Mickery op, waar

wetenschappen in Straatsburg en van 1993 tot 1997 kunstgeschiedenis in Parijs. Hij was onder meer werkzaam als assistent-conservator in het Centre Pompidou in Parijs en als projectleider voor de Association Française d’Action Artistique van het ministerie van buitenlandse zaken in Frankrijk.

Sinds 2002 is hij cultureel attaché bij de Franse Ambassade in Den Haag. Michelon publiceerde artikelen in onder andere Pratiques, Piment, Lettre de Cologne, Rezo en Revue d’histoire de l’art de l’Université de Paris I. Pelin Tan [1974] woont en werkt in Istanboel. Zij studeerde kunstgeschiedenis aan de Istanbul

Technical University. Momenteel doet zij daar promotieonderzoek en is zij als onderzoeksassistent verbonden aan de faculteit kunstgeschiedenis van deze universiteit. Tan is redacteur van het internationale kunsttijdschrift art-ist 5 [Istanboel] en was betrokken bij de organisatie van onder andere Urban Flashes in Platform Garanti Contemporary Art Center, Istanboel [2003] en Istanbul Exhibition in het IFA, Stuttgart [2004]. <waanja> [1966] woont en werkt in Amsterdam. Hij volgde zijn opleiding kunstgeschiedenis in

The Hague. He studied political science in Strasbourg from 1990 through 1993, then art history in Paris from 1993 through 1997. He has worked as an assistant curator at the Centre Pompidou in Paris and as a project manager for the Association Française d’Action Artistique of the French Ministry for Foreign Affairs. Since 2002 he has served as cultural attaché at the French Embassy in The Hague.

where she studied art history. She is currently carrying out doctoral research and is a research assistant at the faculty of art history at Istanbul Technical University. Tracer Zes curatoren over de kunst in Rotterdam Klopt het hart van de Rotterdamse kunstwereld op de juiste plek en in het juiste ritme? TRACER is een tentoonstellingsproject van TENT. in samenwerking met Witte de With, ter viering van het vijfjarig bestaan van TENT. Beide instellingen zijn gehuisvest in hetzelfde prachtige pand aan de Witte de Withstraat 50 in Rotterdam. Het lustrum van TENT. is aangegrepen als een mooie gelegenheid om samen te werken in een project dat het gehele gebouw in beslag neemt.

Het Engelse werkwoord ‘trace’ impliceert zowel een terugblik (naspeuren en zoeken naar sporen), als vooruitkijken (lijnen uitzetten, schetsen). Als zelfstandig naamwoord duidt het veelal op een wezensvreemd element dat in een bepaald circuit wordt ingebracht om daarvan specifieke kenmerken zichtbaar te maken. Voor de tentoonstelling TRACER zijn zes personen uit de internationale kunstwereld uitgenodigd om de hedendaagse kunst in Rotterdam tijdelijk te doen oplichten en zichtbaar te maken in welke staat zij verkeert. Andreas Broeckmann, Ritsaert ten Cate, Annie Fletcher, Thomas Michelon, Pelin Tan en <waanja> hebben hierop een antwoord gegeven in de vorm van tentoonstellingen, symposia, muziek-, film- en videoprogramma’s.

Dit boek is het eerste deel van de catalogus die verschijnt ter gelegenheid van TRACER. Het is een introductie op de tentoonstelling en een verslag van de projectvoorstellen van de zes gastcuratoren.

Deel 2 verschijnt medio oktober 2004 en documenteert de gerealiseerde projecten.

Six Curators on Art in Rotterdam Is the heart of Rotterdam’s art world beating in the right place and to the right rhythm? TRACER is an exhibition project by TENT. in association with Witte de With to celebrate the five-year anniversary of TENT. Both institutions are housed in the same wonderful building at Witte de Withstraat 50 in Rotterdam. The lustrum of TENT. was seized as a good opportunity to collaborate on a project that occupies the whole building.

The English verb “trace” implies both looking back (tracking down origins and seeking traces) and looking ahead (plotting lines, sketching). As a noun, “trace” often means a foreign element that is introduced into a particular process or material in order to make specific qualities detectable.

For the exhibition TRACER, six people active on the international art scene were invited to temporarily turn the spotlight on contemporary art in Rotterdam and reveal the state of affairs. Andreas Broeckmann, Ritsaert ten Cate, Annie Fletcher, Thomas Michelon, Pelin Tan and <waanja> have responded to this in the form of exhibitions, symposia, music, film and video programs.

This book is the first part of the catalogue being published on the occasion of TRACER. It is an introduction to the exhibition and an overview of the project proposals by the six guest curators.

Part two will appear in mid-October 2004, documenting the realized projects.
