RBOI ALLOWS MARSH EXPLORATION KORONADAL CITY – A Moro-owned firm is eyeing to explore and develop the oil and natural gas deposits in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), an official confirmed Tuesday.

Lawyer Ishak Mastura, chair of the BARMM’s Regional Board of Investments (RBOI), said the agency granted a provisional registration to ESMaulana Global Ventures Company, Inc. (ESMaulana) as an investor in the Bangsamoro region.

ESMaulana, owned by Cotabato Citybased Engr. Esmael Maulana, is registered with the Securities and Exchange Commission and has paid a non-refundable P2 million to the Department of Energy (DOE) to obtain the service contract, Mastura said in an interview.

According to ESMaulana’s briefer, it has acquired Block 10 of the Cotabato Basin straddling 384,000 hectares, including the Liguasan Marsh, and Sulu Sea Basin Block 6 covering abo ut 1.3 million hectares.

“ESMaulana’s lifework includes the exploration and development of the natural gas deposits in the Liguasan Marsh,” Mastura said.

NoCot soldier among dead in C-130 tragedy

KIDAPAWAN CITY — A loving father, husband, fighter and most of all, God-fearing soldier.

This was how Corporal Reynel Matundin, one among the soldiers that have died in a C130 plane crashed in Patikul Sulu, on Sunday, was described by his wife Annie.

Matundin’s remains are still in a hospital in Zamboanga City waiting to be positively identified through DNA matching.

He was one of the 49 infantrymen who perished when the C-130 cargo plane of the Philippine Air Force crashed after landing at Jolo airport on July 4.

“They are still in the process of identifying my husband, the Army will calls us if his remains are on the way here in Kabacan,” Annie told dxND Radyo Bida in Kidapawan City.

Annie said he will be laid to rest beside the family home in Barangay Katidtuan, specifically in a lot where he planned to put up a resting place when he is around on vacation.

Never Annie have thought it will be her husband’s final resting place.

Annie recalled that on July 3, she and her kids had a video call where he informed her that he is travelling to

Sulu on Sunday. He also reminded her three kids to be good girls and looked forward for his planned December month long vacation.

“He even asked me if I love him, and I told him of course I love you, including your work,” Annie said.

Shortly before noon on Sunday (July 4), Cpl. Matundin once more made a live video call with his family while boarding the C-130 plane that would have brought him and colleagues to Sulu.

“The last words he spoke to me was I love you and take good care of our children,” Annie recalled.

A call from Zamboanga shocked Annie because she was informed her hubby was among the fatalities.

Unconvinced, she searched the social media and saw her husband’s name at No. 17.

Annie, then a saleslady, met security guard Matundin of department store in Kabacan years back. They married each other in 2011 and matundin joined the Army.

They were blessed with three daughters aged 7 and 4-years-old twins.

2 drug suspects slain during PDEA operation

ANTI-NARCOTICS agents killed in a shootout Thursday two men for refusing to have their house in Pikit town searched for shabu and firearms.

The operation was assisted by combined personnel of the North Cotabato Provincial Police, the Army’s 34th and 90th Infantry Battalions and the 602nd Brigade.

DOLE 12 grants IPs P600K livelihood support

Agravante said DOLE also awarded the “Kabuhayan” check amounting to P1,547,070 to its Accredited CoPartner the LGU-SNA for 85 informal sector workers which include selfemployed, women, youth, PWDs, senior citizens, IPs, rebel returnees, and parents of child laborers.

"We have been dreaming this to improve the lives of our IPs who produce coffee from the farm to the market, we are happy the government reached out to our IPs here,” Mayor Ecija said.

Agravante lauded the efforts of the 7th IB in making the convergence program even to the farthest communities in the Sultan Kudarat possible and successful.

BARMM opens another COVID-19 isolation facility

OFFICIALS of the Bangsamoro Autonomus Region in Muslim Mindanao (BARMM) have opened a 100-bed isolation facility for Coronavirus disease 2019 (Covid-19) patients in Buluan, Maguindanao.

A P27-million funding for the project has been allocated through the representation of Maguindanao MP Khadafeh Mangudadatu with the Bangsamoro Government's Office of the Chief Minister (OCM).

Inaugurated on July 2, the facility has been constructed at the Buluan District Hospital (BDH) as implemented by the BARMM Ministry of Public Works (MPW).

Eduard Guerra said BARMM already has eight isolation facility projects across the region, each with 27 million pesos budget that covers its construction, and supplies and materials.

Five facilities were

already inaugurated and are operational — two in Maguindanao, one in Lanao del Sur, one in Sulu, and one in Tawi-Tawi.

The facility in Malabang, Lanao del Sur is still under construction.

“The isolation facility in Basilan is set to be turned over next week,” Guerra added.

Ministry of Health (MOH) Deputy Minister Dr. Zul Qarneyn Abas said the facility will help in fighting Covid-19 more effectively and efficiently.

“The Ministry of Health will allot about one million per month para sa operation maintenance and other operating expenses,” Abas said.

In a statement, Chief Minister Ahod Balawag Ebrahim said constructing Covid-19 dedicated facilities is one among the efforts of the regional government to contain the spread of the virus, even during the transition

period.

“This building is a testament that even though the Bangsamoro Government is still undergoing the very complex transition period, we are doing everything we could in fulfilling our common aspiration of a better life for all,” Ebrahim said.

Dr. Rizaldy Piang, BDH OIC Chief said the facility will cater to the healthcare needs of patients from six towns of Buluan, Pandag, Paglat, Mangudadatu, General Salipada K Pendatun, and Paglas in Maguindanao.

Piang added nearby towns in Soccksargen (Region 12) can also be admitted in the facility.

“With this facility, we expect that we can help mitigate the risks posed by the life-threatening disease,” Piang said in a statement release by BARMM information office.

U.S. delivers P 231M weapons, ammunition to AFP

MORE weapons and ammunition packages for the Armed Forces of the Philippines (FP) were delivered by the Joint United States Military Assistance GroupPhilippines (JUSMAG-P) in addition to some Php 183 million ($3.8 million) worth of armory hardware that earlier arrived at Clark Airbase.

The U.S. Embassy in a statement on Thursday said that on July 4, (JUSMAG-P) officials has again delivered Php48.5 million ($1 million) worth of new weapons and munitions to the AFP also via Clark Air Base.

This completed the semester’s Php 231 million ($4.8 million) AFP program package of weapons and equipment from the JUSMAG-P, the Embassy statement said.

The latest delivery, funded by U.S. grant assistance, included fourteen (14) M2A1 .50 caliber heavy machine

guns, seven (7) M240B machine guns, and thousands of rounds of ammunition. The delivery is intended to enhance the AFP’s counterterrorism capabilities and readiness.

Earlier, the JUSMAG-P package jointly funded by the Philippines and the U.S. governments included nine M3P .50 caliber heavy machine guns, 10 mortar tubes and other equipment. The delivery completed on June 21 is intended to enhance the AFP’s counterterrorism and maritime security capabilities.

The awarding of the service contract for ESMaulana was held in abeyance by the DOE pending the discussions at the IGRB involving petroleum investments in the Bangsamoro region, Mastura said.

The Office of the President will finally approve the contract, he added.

Mastura explained that EsMaulana registered with the RBOI-BARMM in order that they can already prepare, recruit and train manpower, as well as obtain capital equipment for future exploration, utilization and development of their target areas in the BARMM.

Military bishop offers prayers for C-130 crash victims

A Catholic bishop has offered prayers for those who died after a military plane crashed in the country’s south Sunday.

The deadly crash took place while the C-130 transport aircraft carrying dozens of combat troops overshot a runway at Jolo airport in Sulu province.

Bishop Oscar Jaime Florencio of the Military Ordinariate of the Philippines offered prayers for the deceased and expressed his condolences to their families.

In a circular issued Monday, he also asked all

military chaplains to offer Masses for the 50 people who died in the crash.

He also asked for prayers for the “fast recovery” of those injured in the tragedy.

At least 47 of those killed were military personnel while the other three were civilians on the ground. CBCP

COVID-19 survivor archbishop urges public to get vaccinated ‘before it’s too late’

AS vaccine hesitancy among Filipinos remains a major concern, a Catholic archbishop and COVID-19 survivor used his voice to somehow help address the issue.

Archbishop Gilbert Garcera of Lipa tested positive for COVID-19 last March. Speaking during Sunday’s Mass at his residence, the archbishop revealed that he had a long and difficult battle with the disease.

“Take it from me, when covid hits you, you will call all the saints in heaven,” Garcera said in his homily.

After battling COVID-19, he

said that survivors may have to settle hefty hospital bills.

The archbishop encouraged hesitant people to avail of the vaccines that are available “before it’s too late”.

“Don’t wait to get sick (with COVID-19). You’ll regret it,” Garcera warned.

The archbishop also stressed that vaccines are “blessings” during this time of the pandemic.

“The COVID-19 vaccination rollout is also a blessing to us and we know that vaccination centers are widespread,” he added.

Vaccine hesitancy among

Filipinos remains a serious challenge in the national inoculation program, although the government has had difficulties securing vaccine supplies.

In May, local pollster Social Weather Stations found that only a third of 1,200 Filipinos it surveyed were willing to be vaccinated, while a third were hesitant over concerns about side effects or the efficacy of vaccines.

As of June 27, the country has administered more than 10 million doses of COVID-19 vaccines, with 7.5 million people receiving their first shot. CBCP News

CBCP Statement on the Sulu plane crash

It is with great sadness that we, your bishops, received the news of the crash of a C-130 aircraft in Jolo, Sulu. The Armed Forces of the Philippines said the plane was transporting troops from Cagayan de Oro in Mindanao to Sulu province when it missed the runway on the island of Jolo. The soldiers on the flight were “fresh graduates and had just completed military training” and were “supposed to join other soldiers in the fight against terrorism.”

As your pastors, we share the pain of loss that this recent news has brought us. We condole with the families and friends of the several soldiers and civilians who were killed by the crash.

To our merciful Lord we commend the souls of our departed soldiers, and we invoke His healing hands upon those who have survived and who have sustained injuries.

Are children eating well this Pandemic?

T

he corona virus pandemic has affected our population to a large extent, especially our children. They are not allowed to do their normal activities like going to school, playing with other children, having fun with the family.

As a result, we have a batch of children who are not growing up normally. The pandemic has kept them at home, as recommended and dictated by the IATF. After this pandemic, we will be witness to a batch of obese or emaciated children, both of whom are considered unhealthy compared to the normal course of child development.

This was a concern of DepEd’s memorandum no. 035, series 2021, released on June 30. The theme of the educational sector’s campaign this year is “Malnutrisyon patuloy na labanan, First 1000 days tutukan!”. It calls for continued efforts to address malnutrition in the country, which is expected to worsen due to the COVID-19 pandemic.

How do we know that a child is malnourished or obese? This can be determined by the body mass index (BMI) which is a simple index of weight for height. It is used to classify overweight and obesity. It is defined as a person’s weight in kilograms divided by the square of his height in meters (kg/m2). A recent (2019) estimate of WHO is that 38.2 million children under the age of 5 years were overweight or obese. The problem is that overweight and obesity which before are found in high-income countries are now on the rise in low and middle income countries. Almost half of the children under 5 who were overweight or obese in 2019 lived in Asia. Because of this, our children are in danger. Overweight and obesity are linked to more deaths worldwide than underweight.

In the WHO report, the fundamental cause of obesity and overweight “is an energy imbalance between calories consumed and calories expended”.

The observation is that there are more calories consumed compared to calories expended. The physical inactivity due to the pandemic protocol of restricting children to the confines of their homes prevents them from expending the calories that they take at home. They are therefore at risk of a variety of sickness…obese children experiencing breathing difficulties, increased risk of fractures, hypertension, early markers of cardiovascular disease, insulin resistance, and psychological effects.

Thus, parents are now doubly responsible for managing the nutrition of their children. The recommendations of WHO is to: • Limit energy intake from total fats and sugars (keep children away from junk foods) • Increase consumption of fruit and vegetables, as well as legumes, whole grains, and nuts • Engage in regular physical activity (60 minutes a day for children) We are therefore hoping that those who intend to open community pantries will stock up on nutritious food such as fruits and vegetables instead of sugary and junk foods, for DEP-Ed to open programs that will induce play and competition among children, and work for increased taxes on sugary food and drinks during this pandemic. he Ministry of Indigenous People’s Affairs of the Bangsamoro Autonomous Region in Muslim Mindanao has been reported recently by a government news agency as saying that there is “full support” among leaders of non-Moro Indigenous Peoples communities in the BARMM for the extension of the Bangsamoro Transition Authority.

Quoting MIPA Minister Melanio Ulama, the reports said the consensus of support came about following a meeting by the indigenous community leaders in Cotabato City where they formulated constructive ideas to back the extension. The transition period for the BARMM under the 80-Member BTA as mandated by Republic Act 11054, otherwise known the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao, is set to end on 2022 in time for the election of new regional officials with the holding of local and national election in May of the same year. But, citing disruptions brought about by the COVID-19 pandemic, regional leaders are seeking to extend the transition for another three years or until 2025.

President Rodrigo Duterte has taken a neutral position on the proposed extension of the BTA and, according to Presidential spokesperson Atty. Harry Roque, will let Congress discuss the matter thoroughly and decide accordingly. Roque added that the President “values opposing views on the proposal.”

Such opposing views on the BTA extension apparently exist among the NMIP community leaders.

In a recent interview in the program Alerto Bangsamoro on DXMS Radyo Bida, Timuay Leticio Datuwata, Timuay Labi of the Timuay Justice and Governance of the Teduray and Lambangian, said they oppose the current bid to extend the term of the BTA and postpone the BARMM parliamentary elections.

“Strong ang aming position na hindi kami susuporta sa usapang Bangsamoro Transition Authority extension dahil kung ito ay na-extend, ibig sabihin na-extend uli ng tatlong taon ang aming karahasan at kahirapan ng komunidad, dahil dito sa agawan ng lupa, na wala namang malinaw na resolusyon,” Datuwata said.

According to Datuwata, twenty-three Teduray Lambangian had already been killed and thousands have been displaced from their homes since 2018 because of harassments by armed Maguindanaoan groups in their communities in Upi and South Upi, both in Maguindanao, to claim parts of their ancestral land. OMETIME in mid-1974, Naval boats intercepted three passenger barges of the Compania Maritima, commissioned from Cotabato City Wharf by the Cotabato Filipino-Chinese Chamber of Commerce. A Philippine Navy pilot boat commandeered the vessels to dock in Lebak, instead of allowing them to proceed to Palimabang to evacuate hundreds of families from the war zone.

In the diary of then President Ferdinand Marcos, firearms were transported then from Sabah during this period, and in one instance, in broad daylight at a secluded coastline between Kalamansig and Palimbang.

Meanwhile, in one of the Maritima barges boarded civilian officials of the martial law pacification group, and this time it added two distinguished members--Lt Col Dunda Matabalao, and Datu Kudanding Camsa, who insisted that the team could proceed even only with him and Datu Guiwan. and Col Matabalao to accompany then Governor Simeon A Datumanong. After persistent negotiation, the military unit in Lebak allowed them to board a smaller boat to proceed to Milbuk instead of Palimbang proper. The young Datu Mama Mastura gave the elder men his youthful company.

Again, anchored near Palimbang shoreline was a Philippine Navy vessel which halted the motor launch the negotiators boarded. Most of the food supplies, as well as the use of the three barges were negotiated by the late Judge Guiapal Guiani Sr. with civic organizations in Cotabato City.

Barangay Itaw, and Sitio Bahar and Sitio Femegoyon in Barangay Pandan have several things in common, they are all in South Upi, are hinterland non-Moro IP communities, and have experienced displacement due to armed harassments triggered by conflicting land claims. Such too is the case with Sitio Langa-langa, Sitio Milaya, Sitio Dakel Luwan, Sitio Walew Edeng and Sitio Dara in Barangay Kuya also in South Upi, as well as in Barangay Saniag in Ampatuan, Sitio Bagong in Datu Saudi Ampatuan, and Sitio Fute in Ahan, Guindulongan, all in Maguindanao.

For decades, the Teduray and Lambangian have pushed for the delineation of their ancestral domain but on September 25, 2019 the Bangsamoro Transition Authority passed Resolution No. 38 “urging the National Commission on Indigenous Peoples to cease and desist the delineation process and proceedings for the issuance of CADT in Maguindanao,” saying “it is not only contrary to the Bangsamoro Organic Law (BOL) as it recognizes the Indigenous Peoples Rights Act (IPRA) but is also destroying the concept of inclusivity.” Timuay Justice and Governance believes that putting the CADT issuance on hold has opened opportunities for armed groups to claim Teduray-Lambangian ancestral land.

There is no doubt that the promise of recognition and protection of their human rights and the implementation of their customary laws and practices as expressly provided for in RA 11054 or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao is the reason behind the overwhelming support that the NMIPs gave to it. But with the continuing harassment of NMIP communities, the killing of NMIP leaders, and actions like BTA Resolution No. 38, many of them are asking what happened to the promise. They also ask: Will it come true with the grant of an extension to the BTA? MC

How the city’s citizens, civic groups played role in early peace campaign

Sometime after that in 1974, Datumanong and Commissioner Abubakar went to Basilan to meet a wellknown figure in the Moro secessionist movement who hosted them to a sumptuous dining in authentic Yakan preparation. Rear Admiral Romulo Espaldon was with them but did disembark from the Philippine Navy boat on advice of his subordinates in command of the vessel.

The Datumanong group also met Commander Usman Sali in Sulu for a similar peace dialogue in 1974. Sali would much later figure in the killing of Brig Gen Teodulfo Bautista in Patikul Sulu in 1977.

In all these dialogues, Datumanong recalled that he would not miss a line reminding officers of government troops and leaders of Moro combatants, whenever there was the opportunity of exchanges, to place the welfare of civilians, women and children, above all considerations wherever armed confrontation was inevitable.

A bit earlier, Marcos formed his Presidential Task Force on Mindanao Reconstruction and Development, a step to his ‘Policy of Attraction.’ TF Membership included the lawyers Abbas brothers, Atty. Esmael Y. Piang (and it escapes my memory, but I believe LInda U. Ampatuan was there, following the ratification of the 1973 Constitution where she was a Cotabato Delegate along with Kaka Sandiale Sambolawan, Datu Michael O. Mastura and Anacleto Badoy Jr.), among others.

To its credit, some of the recommendations of the Mindanao TF --all realized--were for the dividing of the Cotabato Mother Province into Maguindanao, North Cotabato (which was later made Cotabato Province only by the Interim Batasan Pambansa), and Sultan Kudarat; as well as for the formation of the Southern Philippines Development Authority (SPDA) and the creation of Philippine Amanah Bank, among others.

CSOs urge PRRD to back extension bill

KORONADAL CITY — About two dozen civil society organizations have appealed anew to President Duterte to certify as priority bill the proposals to extend the transition period in the Bangsamoro region to 2025.

The Civil Society Organizations Movement for Moral Governance (CSOMMG), pleaded again Duterte to heed the call of at least one million individuals to extend the Bangsamoro Transition Authority (BTA), whose mandate will expire on June 30, 2022.

The 80-member BTA is the interim body that governs the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). It is led by the Moro Islamic Liberation Front (MILF) with 41 seats.

The rest are government appointees.

“Sir President, we know that the call for extension of the Bangsamoro transition is close to your heart as this will pave the way in sustaining the gains of the peace processes as a legacy of your administration,” Wahab Guialal, CSO-MMG chairperson, said in a letter to Duterte, a copy of which was obtained

“The bag that exploded at the rear of the bus was composed of incendiary items and no shrapnel,” Espida said in a radio interview.

Following the incident, police have implemented tighter security measures following an explosion inside the Davao Metro Shuttle Bus parked at the Kidapawan City Overland terminal at 3 p.m.

“A mild explosion followed by smoke emitting from a bag left unattended sent some passengers running for their lives and yelling a bomb had just exploded,” Espida added.

He said a quick response from the police’s K9 unit prevented a fire inside the bus.

Espida said the items found at the rear of a Davao Metro Shuttle bus were “incendiary bomb components” aimed at setting the vehicle ablaze.

“The bag contained

two mobile phones, a 9-volt battery, two canisters of butane gas, and other flammable materials,” he said.

The police official believed the motive of the attack was to destroy the bus.

“It (firebomb) was timed because the bus was at the city terminal where passengers are expected to board or alight from the vehicle,” he said.

The bus was heading to Davao City from Arakan, North Cotabato, and had a stopover in Kidapawan City.

Espida said the bus conductor told police investigators that a man with two backpacks got on the vehicle in Antipas, North Cotabato, and alighted as the unit was approaching the city.

Members of the Bangsamoro Transition Authority – Bangsamoro Autonomous Region in Muslim Mindanao (BTA-BARMM) have agreed to prioritize the enactment of 10 key legislative measures for this year.

P400M Marawi H2O project launched

MARAWI CITY — Officials launched this week the P400 million worth water supply project in Marawi City, something so needed by its conflict-stricken communities.

Lanao del Sur Gov. Mamintal Adiong, Jr. said his administration is thankful to the Bangsamoro Autonomous Region in Muslim Mindanao for embarking on the P400 million worth water system project in Marawi City.

Provincial officials and representatives from the Marawi City government led by Adiong and BARMM Local Government Minister Naguib Sinarimbo together led the groundbreaking rites for the project in Marawi City on Tuesday.

“We in Lanao del Sur are thankful to BARMM Chief Minister Ahod Ebrahim for allocating P400 million for this project,” Adiong said.

Marawi City Mayor Majul Gandamra also expressed gratitude to the BARMM government for the costly project, a “flagship initiative” of the office of the Bangsamoro region’s chief minister.

Sinarimbo said 40 of the more than 90 barangays in Marawi City stand to benefit from the project.

The 40 barangays are hosts to thousands of residents from nearby villages ravaged by the May 23 to October 16, 2017 hostilities in Marawi City that the Maute terror group instigated.

Thousands of evacuees from most of the barangays affected by the conflict have not returned still to their war-torn villages.

MOH-BARMM equips IPHO-Lanao with mobile clinic

THE health sector in Lanao del Sur are no equipped with a modern mobile clinic to save more lives during emergencies and calamities.

Determined to equipd health providers in the region, the Ministry of Health in the Bangsamoro Region in Muslim Mindanao (MOHBARMM) has provided the Integrated Provincial Health Office (IPHOLanao del Sur) with a mobile clinic capable of attending to the emergency health needs of any Bangsamoro in the province.

“We want to save lives, we want to equipped you properly so that every Bangsamoro are given medical attention,” BARMM Health Minister Dr. Bashary Latiph said.

Aside from mobile clinic estimated to cost PHP5 million, MOHBARMM also tuned over Barangay Health Worker’s kits (GAAB 2021) and IT and communication Equipment to the provincial Public Information Officer.

Minister Latiph has inspired everyone as he vowed and committed to serve the Bangsamoro and other stakeholders as far as health services are concerned.

The policy on development of the health sector in BARMM is

explicit in Section 22 of the Bangsamoro Organic Law (BOL) that is to provide a comprehensive and integrated health service delivery for its constituents.

Latiph said that policy upholds people’s rights to have access to essential goods, health and other services that promote their well-being.

Lanao Del Sur Governor Mamintal Alonto Adiong, Jr lauded Minister Latiph and all health frontliners for the generosity and genuine passion to lift up the medical capacity of every province and area of the region.

Minister Latiph said more equipment will be distributed to other health stations across the Bangsamoro Region.

MILF still leads if BTA’s life extended

KORONADAL

CITY — Maguindanao 2nd District Rep. Esmael "Toto" Mangudadatu wants the Moro Islamic Liberation Front (MILF) to continue leading the Bangsamoro government if the 2022 polls is postponed in the region.

If Mangudadatu’s bill becomes a law, the postponement of elections will automatically extend the transition period in the Bangsamoro region until 2025.

In virtual press conference on Wednesday, Mangudadatu said enough time is needed to fully implement the provisions of Comprehensive Agreement on the Bangsamoro (CAB) and Republic Act 11054 or the Bangsamoro Organic Law (BOL).

The CAB is the final peace agreement between the government and the Moro Islamic Liberation Front (MILF) in 2014 after 17 years of negotiations. The BOL was the charter that created in 2019 the Bangsamoro region, which is the major component of the CAB. The Bangsamoro region is governed by the 80-member Bangsamoro Transition Authority (BTA), which is dominated by the MILF with 41 seats. The 39 other seats are nominees of the government.

Under the BOL, the term of the BTA will end on June 30, 2022, when the new set of elected officials shall have taken their oaths of office.

“The MILF will still take the driver’s seat if the transition period will be extended,” said Mangudadatu, chair of the House of Representative’s Committee on Peace, Reconciliation and Unity.

Mangudadatu authored House Bill 8117, which seeks to postpone the BARMM elections in 2022 and if approved, will effectively extend the transition period to 2025.

Four other similar House bills were filed by Majority Floor Leader Martin Romualdez and Deputy Speakers Loren Legarda and Isidro Ungab, and Lanao del Norte Rep. Khalid Dimaporo.

The House Joint Committees have yet to come up with a recommendation while their counterparts at the Senate reportedly favor the postponement of the BARMM elections and the extension of the transition period.

70 ex-NPAs complete de-radicalization

KIDAPAWAN CITY — North Cotabato Gov. Nancy Catamco has lauded former communist rebels who completed the 15-day de-radicalization program and ready for reintegration to the mainstream.

“I am happy that you have survived, may you live normal and productive lives hence,” Gov. Catamco said during the graduation rites for 70 former combatants held at the headquarters of Army’s 72nd Infantry Battalion in Magpet, North Cotabato.

The former rebels operate in the areas of operation of the 72nd IB, the maneuver unit of the 10th Infantry Division. These areas include Magpet, President Roxas, Antipas, and City of Kidapawan in the Province of Cotabato.

Its mission is primarily to facilitate sustainable peace.

Aside from certificates of completion, Catamco also turned over P855,000 cash to 57 former rebels from North Cotabato. The 13 other former rebels who were not from North Cotabato are to receive cash from Bukidnon provincial government.

Each received P15,000 cash as startup capital for whatever income generating project they will engage and grocery items plus rice.

“Because of this deradicalization program of the government I came to realize what really is right and what is wrong, I learned that no matter how the revolution tries,

it will not succeed against the government, it is better we join the government so peace can be attained for us,” said Alias Diwata, a 30-year-amazon who joined the communist movement when she was 16.

Brig. Gen. Potenciano Camba, 1002nd Infantry Brigade commander, also lauded the former rebels for choosing the right path by rejoining the mainstream.

“Mahal kayo ng gobyerno (The government loves you),” he said.

“As you graduate today, be the light and inspiration of hope in your families and communities in attaining peace,” said Lt Col. Jose Regonay, 72nd IB commander.

The de-radicalization for former communist rebels is a program under the End Local Communist Armed Conflict of the whole of nation approached aimed at bringing the communist rebels to the mainstream by extending them government services through various government line agencies.

6 BIFF men surrender

SIX followers of wanted bomber Imam Bongos surrendered Monday and promised to help authorities locate him to face more than 20 criminal cases pending in courts.

The radical cleric Bongos is leader of one of three factions in the Bangsamoro Islamic Freedom Fighters (BIFF) which uses the flag of the Islamic State of Iraq and Syria as its banner.

The six men, whose names the Army’s 6th Infantry Division withheld pending their relocation to safe areas, yielded through the intercession of local executives in Datu Salibo town in Maguindanao and officials of the 6th Infantry Battalion.

The BIFF has a reputation for venting ire on relatives of members who have availed of local reconciliation programs for religious extremists.

The group is tagged in all deadly bombings of public conveyances, bus terminals, public markets and commercial establishments in central Mindanao since 2014.

Major Gen. Juvymax Uy, commander of 6th ID, said Tuesday the six henchmen of Bongos renounced their membership with the BIFF during a simple rite Monday in Datu Piang, Maguindanao.

“They were candid in telling the people who secured their surrender via backchannel talks that they have realized that terrorism, out of religious extremism, will do them more harm than good,” Uy said.

More than a hundred BIFF members have surrendered to different units of 6th ID in the past 12 months.

The five men turned over two M16 rifles, an M14 rifle and three .30 caliber Garand rifles to Lt.Col. Charlie Banaag of 6th IB, before they pledged allegiance to the Philippine government in the presence of Datu Salibo Mayor Solaiman Sandigan.

They are now in the custody of 6th IB, which will help the local government unit of Datu Salibo reintroduce them to mainstream society. John Felix Unson
