On Monday, Lawyer Ishak Mastura, chair of the BARMM Regional Bangsamoro Board of Investments (BBOI), said the board approved a total of PHP734,133,782 during its

recent regular board meeting in Cotabato City.

As the three investments got the green light, it also opened door for jobseekers wanting to earn decent living

in the region.

New 6th ID chief keen on peace programs

THE new commander of the Army’s 6th Infantry Division shall follow through his predecessors who played pivotal roles in the surrender of 378 violent religious extremists in the past four years.

Major Gen. Roberto Capulong, who shall oversee the 6th ID in acting capacity, assumed on June 15.

He belonged to Class ’90 of the Philippine Military Academy (PMA).

The 6th ID, whose headquarters is in Camp Siongco in Datu Odin Sinsuat, Maguindanao, has no commander since the May 21 retirement of Major Gen. Juvymax Uy, a member PMA Class ’89.

Capulong is no stranger to 6th ID’s territory, having served as commander of the 602nd Infantry Brigade, a component unit of the division based in Carmen, North Cotabato.

While a brigade commander,

Capulong and local government units in North Cotabato province managed to secure via backchannel efforts the surrender of a number of members of the outlawed Bangsamoro Islamic Freedom Fighters (BIFF) and its ally, the Dawlah Islamiya.

Maguindanao’s adjoining Barira, Buldon, Parang and Matanog towns, and three more in nearby Lanao del Sur are being secured by the Marines but are all under the jurisdiction of 6th ID. The division also covers the provinces of North Cotabato, Sultan Kudarat, South Cotabato and Sarangani and the cities of Cotabato, Tacurong, Koronadal and General Santos.

While in Camp Iranun, Capulong lauded the Marines for their peacekeeping missions in Maguindanao and Lanao del Sur.

A medal was awarded to Binay-an, executive officer of Bravo Company of the 7th Infantry (Tapat) Battalion who was wounded during an encounter against more or less ten communist New Peoples Army while conducting combat clearing operation in Barangay Baluan, Palimbang, Sultan Kudarat on June 15, 2022.

Aside from a medal, Maj. Gen. Capulong, also Joint Task Force Central (JTFC) commander, assisted by Colonel Edgar L Catu, 6th ID chief of staff, also gave cash assistance, groceries, and a fruit

basket to 1Lt Binay-an during simple ceremony.

“This is in recognition of his heroic acts by putting his life in grave danger while pursuing terrorist groups in hinterlands of Palimbang,” Maj. Gen. Capulong said.

He added: “I am was elated with the bravery of this young officer and proud of his selfless service in preserving peace in our country.”

During the operation in Palimbang, one NPA rebel was killed while another peacefully surrendered with his rifle to authorities.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

PDEA: 76 villages in Lanao drug cleared ANTI-NARCOTICS officials in the Bangsamoro region announced Wednesday that it has declared a total of 76 villages in Lanao del Sur as drug cleared.

This after the Regional Oversight Committee on Barangay Drug Clearing Program (ROCBDC) of Philippine drug Enforcement Agency (PDEA) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) completed its validation and evaluation process.

The latest to be validated and were awarded certificates of drugcleared barangays were those from the towns of Amai Manabilang, Pualas,

Pagayawan, Wao and Marogong town.

Earlier, the committee declared as drug cleared the barangays in Masiu, Piagapo, Kapatagan, Marogong and Pagayawan.

A village is declared drug-cleared and drug-free when no illegal drug activities exist in the barangay, no laboratory or chemical warehouse, no marijuana cultivation, drug den, drug pusher and drug users.

These barangays have reached drug-cleared status after issuance of a certification by members of the Oversight Committee on Barangay Drug-Clearing Program.

The Oversight Committee, which

is chaired by PDEA, is composed of provincial representatives of the Department of the Interior and Local Government (DILG), the Philippine National Police (PNP), Department of Health (DOH) and local government units.

Before declaring that a barangay is free from illegal drug activities, the committee must convene and validate the non-availability of drug supply in the area and the absence of drug transit activity, clandestine drug laboratory and chemical warehouse, marijuana cultivation site, drug den, drug pusher and user. DA-12 puts SoCot under ASF ‘red zone’

KORONADAL CITY — South Cotabato’s hog industry is facing serious threats after the area has been declared by the Department of Agriculture–Soccsksargen (DA12) under “red zone” for the African swine fever (ASF).

Colonel Oriel Pangcog, 601st Infantry Brigade commander, said the campaign against BIFF is gaining ground.

“We have been gaining grounds and materiel against the lawless groups due to our tenacious focus military operations thus,” Colonel Pangcog said.

Wanted men fall, P17-M meth seized in BARMM

POLICE authorities in the Bangsamoro Autonomous Region in Muslim Mindanao announced Tuesday it arrested 19 law violators across the region during massive law enforcement operations that included the seizure of over Php17 million worth of meth.

Many of those arrested during the five-day massive law enforcement operations were big time drug peddlers and wanted persons, according to Brig.

Gen. Arthur Cabalona, chief of Police Regional Office-Bangsamoro Autonomous Region (PROBAR).

Cabalona said 17 of 19 law offenders were involved in illegal drug trade across the region.

More than 2,200 grams of shabu were seized in the

provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi with an estimated cost of Php17,056,548.

Most of these shabu were seized in anti-drug sting in Lanao del Sur and Sulu provinces. Over PHP10 million worth of shabu were recovered in Maguing, Lanao del Sur and the arrest of three persons who were high value targets.

Cabalona said seven wanted persons were arrested based on warrants of arrest issued by local courts while more than 10 assorted loose firearms were also confiscated.

In Sulu, police succeeded in convincing the four Abu Sayyaf extremists to surrender with their firearms. Edwin

CIPA adopts MP Saliga’s 3 resolutions FOLLOWING the postponement due to lack of quorum on June 10, Committee of Indigenous Peoples’ Affairs (CIPA) has finally able to push through with its meeting on June 20 at the BTA Executive Lounge whereby seven committee members responded to the call.

Before deliberation of the agenda, MP Saliga sought support from his colleagues for the adoption of policy measures he proposed vital for the welfare of Non-Moro Indigenous Peoples (NMIP) and their communities within the BARMM. He reiterated that their support is in line with the thrust for moral and inclusive governance in the Bangsamoro. He as well explained the importance and intent of each resolution.

After thorough deliberation, three

Proposed Resolutions (Nos. 676, 677 and 678), that will require all BARMM ministries, offices, and agencies to coordinate their projects, programs and services within ancestral domains to indigenous political structures.

It also urged all local government units in the region through the Ministry of Interior and Local Government (MILG) to integrate NMIP ancestral domain sustainable development and protection plans (ADSDPP) into their respective municipal and provincial development plans.

Another resolution is request the Ministry of Indigenous Peoples’ Affairs to conduct an inventory of ancestral domain claims of NMIPs in the region.

Minor amendments had been adopted and will be forwarded as committee report to the plenary for further deliberation and approval.

The Capacity Development Project for the Bangsamoro (CDPB) is a technical cooperation project which commenced in July 2019. CDPB is aimed at supporting the capacity development of the Bangsamoro Transition Authority (BTA) through various activities.

The Consultant to be engaged will render services for Output 3, “BTA’s capacity to mitigate the effects of COVID-19 is strengthened” in particular for activities related to 3.3 to 3.5 in close cooperation with the Ministry of Interior and Local Government (MILG) and JICA CDPB.: 3.3 Support planning of COVID-19 recovery plans; 3.4 Provide supporting measures for smooth implementation of the COVID-19 recovery plans; and, 3.5 Review the result and reflect them to the draft manual.

The Consultant is expected to carry out the following tasks: 1) Preparation of a Work Plan; 2) Conduct information gathering to supplement Baseline survey; 3) Conduct regular monitoring of 15 targeted LGUs, review its progress, and provide recommendations to LGUs to encourage continuity of activities; 4) Contribute as a resource person in trainings and workshops on Disaster Risk Reduction Management Plan (DRRMP) and Recovery and Rehabilitation Plan on COVID-19 (RRP on COVID-19), respectively; 5) Provide post-training/workshop support by providing advice and technical inputs for the selection of target LGUs for activity 3-4; 6) Provide support to LGUs in implementing their plan under activity 3.4; 7) Provide support in the conduct of an Endline survey thru information collection of intervention impacts (before project completion); 8) Compile a draft manual including challenges, good practices, and lessons learnt; 9) Participate in relevant meetings to share experiences and lessons learnt with other LGUs; and, 10) Prepare and submit final report.

Board of Governor Mohammad Pasigan said the new investments will create a total local employment of 636, that include 304 workers for NAMA, 213 workers for MKAVI, and 119 workers for ATIGA. "Regional BBOI will continue to invite our potential investors both local, national, and even international in the Bangsamoro region with our aims to boost our economy,” said Pasigan.

To date, investments in BARMM rose to more than PHP1.1 billion.

“Their answer was that the women could be returned in lieu of a promise that our villagers will not go to their farms carrying any weapons,” he said. “They cannot carry

even a machete, making them utterly defenseless during the next attack.”

“The International Committee on Nigeria believes the Fulani militants have an attack strategy to instill fear, cause displacement, and allow occupation of Christian farms,” Kyle Abts, executive director of the International Committee on Nigeria (ICON), told CNA. The goal is to disrupt these farmers from generating a harvest and a wage. After leaving the area, these lands will be re-occupied by Fulani herders and their families,” Abts said.

The spate of attacks targeting Christian churches has been attributed to “communal violence” by analysts with the Council on Foreign Relations and the result of “clashes over land and water resources” in reports by the U.S. Department of State.

KIDAPAWAN CITY — The city health official believed poor hygiene practices and carelessness of some have contributed in the rise of dengue cases in the city’s 40 villages.

Jasna Sucol, City Health Office Dengue Coordinator, said since

Humility, not showing off, is Caritas way

Archbishop Angelito Lampon of Cotabato reminded the Church’s social action workers to carry their service with humility “and not to impress” other people.

Speaking during Mass on the third day of the 40th National Social Action General Assembly (NASAGA) in General Santos City, he warned of “hypocrisy if we do it just to show off”.

“It’s a matter, therefore, of motivation, what really motivates us to give alms, to share,” Lampon said in his homily.

In other words, the archbishop said the source of spirituality for Caritas is the life and ministry of Jesus, his actions and words.

“We can’t be social action workers without deep spirituality behind what we are doing,” he said.

The assembly — held for the first time since

the pandemic started — gathered more than 200 diocesan social action directors and workers across the country.

Pope Francis: Candidates for the priesthood must be well scrutinized VATICAN— Pope Francis spoke on Friday about the importance of scrutinizing candidates for the priesthood to ensure that the men who reach ordination are wellformed and mature.

In a meeting with seminary formators from the Milan archdiocese on June 17, the pope said that the process of accompanying those discerning vocations to the priesthood required sensitivity and expert skill.

“When discerning whether or not a person can embark on a vocational journey, it is necessary to scrutinize and evaluate him in an integral way: to consider his way of experiencing affections, relationships, spaces, roles, responsibilities, as well as his frailties, fears, and imbalances,” Pope Francis said.

“The whole journey must initiate processes aimed at forming mature priests and consecrated

persons, who are ‘experts in humanity and closeness’ and not ‘officials of the sacred.'”

Pope Francis underlined that each man brings with him a unique family, personal, and spiritual history to the seminary.

“Sexuality, affectivity, and relationships are dimensions of the person to be considered and understood, by both the Church and science, also in relation to sociocultural challenges and changes,” he said.

“An open attitude and good witness allow the educator to ‘encounter’ the whole personality of the ‘called one,’ engaging his intelligence, emotions, heart, dreams, and aspirations.”

To achieve this outcome, seminary formators themselves must be growing daily “toward the fullness of Christ,” the pope said, so that the charity of Christ may be more clearly

manifested in them.

“Seminarians and young people in formation should be able to learn more from your life than from your words; to be able to learn docility from your obedience, industriousness from your dedication, generosity with the poor from your sobriety and availability, fatherhood from your chaste and nonpossessive affections. We are consecrated to serve the People of God, to take care of all, starting with the poorest,” Pope Francis told the priests.

Nigerian Catholic parish hard hit in latest raid

AN early morning raid Sunday by terrorists in north-central Nigeria hit a Roman Catholic congregation hard.

“We lost three of our parishioners, and 36 people were kidnapped, the majority of whom were Catholics,” Father Francis Agba, pastor of St. Moses Church in Rubu, told CNA via text message.

“This is the third attack against this village in this month alone and the latest of 15 attacks in the 17 outstations of the parish this year,” he added. Agba is the head of St. Augustine’s Parish which has 17 churches, one of which is St. Moses.

Food and Nutrition for the Family

ne of the priority issues brought out immediately in time for the election is the impending issue of a food shortage which is already being worked on by many nations in the world. Food is the primary need of citizens, and must be responded to by a good government. Thus, a number of candidates included this as part of their election promises.

In addressing the issue of poverty, one cannot disregard the importance of food. A shortage of food is not obvious in this country, but buyers already complain about the increase in the price of food. The moneyed group can purchase enough for their family while the poor had to settle for the cheap and understandably rejects in the market. Thus, less food pushes the level of poverty lower than the previous years.

This struck me as I listen to an interview of Madam Imelda Marcos in which the host of the program mentioned that of all the contributions of Mrs. Marcos during her term, the one that stood out was the focus on nutrition. I happen to be non-political in many aspect of life, but I found a sort of sustainability in that comprehensive nutrition program.

Food production may be too obvious as can be found in many presidential terms, but what was neglected was the focus on what children eat at home and in school. The foreign assistance then was sporadic and the bags of flour given to make donuts (or what else) is enough for schools and their pupils and only for a certain period of time. Thus, having a comprehensive nutrition program which put a nutrition scholar in each barangay gives the government a closer touch with the parents who prepare the food for children and make them realize the nutritional value of food found in their area, and how to prepare these for cooking.

With the media’s interest on food and high class chefs, nutrition can be connected to the agricultural programs which are becoming interesting these days, especially when connected to the urban gardening scheme.

The advent of fast food restaurants may be a big drawback to the dying nutrition program, but if the government, especially the BARMM, comes up with a scheme to give importance to the native tribal (Tiruray, Manobo, Lambaingan and the Muslim tribes) food preparations – Cassava cake, Pastil, Tiyula itum, Beef Kulma, Chicken Piyanggang, Tinagtag, Bulwa, etc.

Since the cooking does not require imported materials from outside. Besides if the poor dreams of eating in the fast food chains, it can help them save. In addition, these BARMM areas are full of seafoods that are available.

Who knows? The food chains may even adopt in their menu these local specialties. MC

CARP was implemented following the enactment by the 8th Congress of the Philippines of the Comprehensive Agrarian Reform Law, or CARL, which was signed on June 10, 1988 by then President Corazon C. Aquino. CARL mandated the redistribution of private and public agricultural lands to help beneficiaries survive as small independent farmers. It was preceded

by Aquino’s Presidential Proclamation 131 and Executive Order 229 on June 22, 1987.

CARP was originally set to be fully implemented by 1998 or within 10 years from its initial implementation.

On that year, Congress enacted Republic Act No. 8532 allocating additional funds for the program and extending the automatic appropriation of ill-gotten wealth recovered by the Presidential Commission on Good Government for CARP until the year 2008. In 2009, Republic Act 9700, also known as the Comprehensive Agrarian Reform Program Extension with Reforms or CARPER again extended the life span of CARP until 2014.

In 2017, then Agrarian Reform Secretary Rafael Mariano who spent years at the helm of the progressive Kilusang Magbubukid ng Pilipinas prior to his appointment as DAR Secretary by President Rodrigo Duterte, issued a position paper on two proposed laws, House Bill 114 and House Bill 3051 both entitled “An Act Mandating The Completion Of The Land Acquisition and Distribution (LAD) Component Of The Comprehensive Agrarian Reform Program (CARP) pursuant to RA 6657, otherwise known as the Comprehensive Agrarian Reform Law (CARL), as amended.” In the position paper, Mariano disclosed that in 2014, five years after CARPER, the record of the Department of Agrarian Reform showed that “more than six hundred thousand hectares remained undistributed and more than two hundred thousand (200,000) hectares were not issued notices of coverage.”

Mariano added: “it has been more than twenty nine (29) years since CARP and approximately eight years since CARPER, but the problems faced by the farmers and agrarian unrest still subsist.”

Mariano also said that the Philippines has 14.1 million hectares of agricultural lands, 9.9 million hectares of which are farmlands while 4 million more or less are devoted to agriculture derivative production.

In 1989, of the 14.1 million hectares, CARP’s target for distribution was 10.3 million hectares in 10 years.

Clearly, Mariano said, the 4.7 M hectares which have supposedly been covered by PD 27 and CARL did not even constitute half of the total target for distribution

N 1969, the Edcor Settlement to Northeast of Cotabato actually prompted the first armed confrontation in 1970 between the Philippine Constabulary and the Moro Blackshirts in Buldon which was then part of Cotabato (Mother Province). The Moro Blackshirts forces were working under the Mindanao Independence Movement (MIM), founded by Governor Datu Udtog Matalam in 1968, and were led by a young Moro who came fresh from guerrilla warfare training at a neighboring Malaysian territory in 1969. But the “triggering mechanism” for all these was the March 28, Jabidah Massacre.

In an emerging series of negotiations for pacification, President Ferdinand E. Marcos summoned then exGovernor Matalam and his brother in-law Congressman Salipada Pendatun to be part of a pacification campaign to help manage the heightening tension in Cotabato. The other members of the pacification campaign were Cotabato Archbishop Gerard Mongeau OMI, DD, Congressman Oging Navarro, Senator Lorenzo Tanada, Commissioner Mamintal Tamano of the CNI, and Cotabato Governor Simeon A. Datumanong.

The successful negotiation for the release of 15 Christian teachers from the followers of Buldon Mayor Bangon Aratuc earned for Datumanong a Distinguished UP Alumni Award for exemplary services to the public.

I had the privilege of having interviewed one in old age, one of those hostages (thanks to her son in-law Engineer Taungan Masandag).The complete list of names of all 15 of them are in a book that I have co-authored with a fellow PUP alumnus and former MC Editor-In-Chief Atty. Jose Y. Dalisay III: “50 Years of Public Life: The Biography of Simeon A. Datumanong.” Mayor Aratuc had since denied holding them hostage; but were instead provided refuge in case the PC staged an “imminent attack” on Buldon.

34 years after its implementation was started in 1988, and following amendments to the original law that mandated it and the extensions that gave CARP an additional lease in life, it goes on.

For critics, it is proof that in the half a century since then President Ferdinand Marcos, Sr. issued Presidential Decree 27 which proclaimed entire country as a land reform area and simultaneously decreed the Agrarian Reform Program preceding Aquino’s CARP, the work of redistributing private and public agricultural lands to help beneficiaries survive as small independent farmers remains unfinished.

What future is there for land reform under Marcos’ son and namesake Ferdinand, Jr. who will soon take over the helm of government as President of the Republic of the Philippines?

On June 8, Marcos, Jr.’s team was announced that former lawmaker Conrado Estrella III will be secretary of the Department of Agrarian Reform. The same post was held by his grandfather, Conrado Estrella Sr., during the elder Marcos’ regime. According to a report

by Rappler “Estrella faces the challenge of distributing the remaining land meant for poor farmers, as well as ensuring that farmers will reap the benefits of owning land. Landowner resistance is also one of the most wellknown issues in agrarian reform.” What he will do to address these issues is something we still have to see.

In 2017, Green Action PH a broad national alliance of producers and consumers with common advocacies leading towards sustainable production and consumption, underscored that genuinely equitable distribution of land and rural assets is a necessary starting point of rural development. It said that in any pursuit of agricultural development, whether in modernization or ensuring sustainability, the farmers’ secure access to land must first be ensured. This is perhaps of greater importance at this time when a food crisis looms on the horizon.

The need to pursue a truly comprehensive and genuine agrarian reform program is something the incoming administration cannot set aside. MC

Moros covered by the Edcor Settlement Program under Proclamation No. 375. By sheer number of hectares affected, the ancestral lands of the family of Datu Alamada, also known as Amai Buliok, represented a big part of the lands dispossessed from the Moros by the Edcor Settlement proclamation issued by President Ramon Magsaysay.

The Congress that time enacted Republic Act 5645, creating the Municipality of Alamada in May 1969. To Marcos’ credit and of the 7th Congress, this was the first and only case of transitional justice by land repossession initiated by the national government.

But apparently, unsatisfied with the government’s formula of “correcting such injustices” in land dispossession, Ustadz Salamat Hashim went back abroad in 1970 from a local training camp in Kudal, Pagalungan (Cotabato) to strengthen the covert movement he and others had established to liberate the Bangsamoro--and organized a second Batch of “Top 300” trainees to Malaysia when he came back home in 1971 Republic Act 5645 effectively amended President Quirino’s Proclamation No. 375, by creating the Municipality of Alamada and in recognition also of Datu Alamada’s heroism in World War II, along with Matalam and Pendatun who lead the most formidable combined forces of Muslim and Christian Guerrillas in Mindanao in the last World War. And to instill discipline in righteousness, Carpio insists the return of mandatory training of college students in the Reserved Officers Training Corps (ROTC) which had been abolished by previous administration that triggered the rise of political activists and leftists to join armed communist movement and other terror groups out to topple government and duly constituted authorities.

What is lupus?

Who is affected by lupus?

Anyone can have lupus. It can happen to women, men, children and even newborns. It’s much more commonly seen in women than men, with about 90% of diagnosed cases being women of reproductive age. Experts have a difficult time estimating how many people in the United States have lupus because it is difficult to diagnose. Lupus has a wide variety of symptoms that can also be signs of other medical conditions. Because of this, there may be people with lupus who go undiagnosed throughout their lives.

Lupus is also more prominent in certain ethnicities. African-American, Hispanic, Asian and Native American women are all more likely to develop the condition than Caucasian women.

Your risk of having lupus is also increased if you have a family member with lupus or another autoimmune disease.

Is lupus more common in women?

Lupus is much more common in women, with nine out of 10 cases happening in women. Often, women are diagnosed between the ages of 15 and 44 — during their reproductive years. Even though the cause of lupus is unknown, it’s thought that the hormone estrogen may play a part in the condition. It was therefore suggested that people would likely persist with their business if it is something that is close to their heart such as a hobby or a passion.

In the first of this series, I discussed the prospect of turning the passion for pets into a business and explored the range of goods and services connected with the pets, pet supplies, and pet services business.

For this week, let us take a look at the possibility of turning one’s passion for plants and gardening into a stable and profitable enterprise.

Plants, Garden Supplies, and Gardening-Related Services Just like the pet and pet supplies business, the most basic activity for this sector is the selling of common plants and essential supplies such as pots and fertilizers. These products (different varieties of bougainvillea, San Francisco, mayana, cactus, among others) would be addressed to consumers interested with plants but whose budget may be limited.

If we would like to cater to the more upscale market then we have to supply more exotic plants (such as rare varieties of orchids, anthuriums, and the like) and better looking and more durable plant containers and other supplies needed to maintain rare and exotic plants.

Bloody Maguindanao opn legit, cop exec says Army helps probe on CAA’s ambush

POLICE officials asserted Thursday that the operation meant to arrest a wanted person in Radjah Buayan, Maguindanao Wednesday that turned haywire was legitimate.

Seven men, among them a wanted person, Torque Utto Latip, were killed in a brief gunfight with a police team in Barangay Mileb, Rajah Buayan before dawn Wednesday.

Agents of the Criminal Investigation and Detection Group-Bangsamoro Autonomous Region were to arrest Latip, the alleged leader of the group, but the attempt turned bloody when they opened fire, provoking a gunfight.

Force Battalion 14, a rapid reaction unit of the Police Regional Office-Bangsamoro Autonomous Region, was wounded in the ensuing gunfight that resulted in the death of Latip and his six companions.

Brig. Gen. Arthur Cabalona, director of the Police Regional Office-Bangsamoro Autonomous Region, said the operation was launched after villagers had reported the presence of Latip in Sitio Tina in Barangay Mileb, Radjah Buayan.

Partner of slain drug dealer charged TWO cohorts of an illegal drug den operator killed here last week are now facing criminal cases for possession of shabu.

The office here of the Philippine Drug Enforcement Agency-Bangsamoro Autonomous Region in Muslim Mindanao said Wednesday suspects Danny Kusain and Arab Dalandas have both been charged with violation of the Comprehensive Dangerous Drugs Act of 2002.

State agents shot dead the duo’s companion, Alex Usman, in a supposed entrapment operation on Monday, June 22, in Barangay Rosary Heights 7 here that went awry when he resisted arrest.

him when pulled out a gun when he was to be frisked and cuffed.

Usman, long under surveillance by PDEABARMM for peddling of shabu, died instantly.

PDEA-BARMM agents, backed by personnel of different police units and the Army’s 99th Infantry Battalion, immediately neutralized him when he opened fire after sensing he had sold P102,000 worth of shabu to nonuniformed anti-narcotics operatives.

His accomplices, Kusain and Dalandas, were arrested after the shootout.

KIDAPAWAN CITY — Military troops and remnants of the New People's Army engaged in a-30 minute gunbattle in a remote village of Malibatuan, in Arakan, North Cotabato on Monday afternoon.

Lt. Col Jose Regonay Jr, 72nd Infantry Battalion commander, said his unit has received information from the villagers that at least more than 20 members of the NPA were spotted in the mountainous area of Barangay Malibatuan.

This prompted the military to launch an operation against the rebels are remnants of the Guerilla Front 57th operating in Arakan, Antipas and Bukidnon.

Regonay said the firefight scene was far from the residential area thus there was no report of displacements.

He also disclosed that the ongoing military operations in areas covered by the 72nd Infantry Battalion against the rebels prompted the guerillas to move to other areas.

Regonay said no casualty was reported on the military side and uncertain if the rebels sustained fatalities.

"We saw traces of blood stains in the area where the rebels had positioned and we believed that some of them were injured," Lt. Col, Regonay said.

Soldiers recovered an M16 Armalite rifle, personal belongings, cooking materials and subversive documents.

Halfway house up for ex-ASG reform program THE Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is giving former Moro rebels a second chance in life by providing them a space for reform or half-way home, a regional official said.

Interior and Local Government Minister Atty. Naguib Sinarimbo, also BARMM spokesperson, said a reformation center will rise in Patikul to serve as venue to rebuild lives of former Abu Sayyaf Group members who surrendered earlier to the government.

Patikul, and in particular Barangay Langhub, where the center will be built, is a known ASG stronghold just a few years ago.

“In fact, while we were leaving

Cotabato, our Team was still debating whether it was a good idea to put the Reformation Center in this area. I trusted the military and our locals in this area. And so even if it was already getting dark in this area, we proceeded with the program just the same,” he said in a statement Thursday.

Brig. Gen. Benjamin Batara, commander of 1103rd Infantry Brigade and his officers as well as the LGU of Patikul under Mayor Kabir Hayudini joined Sinarimbo and BARMM team in the ground breaking ceremonies.

The Reformation Center will serve as the half-way house for these rebels who have decided to rejoin the mainstream society.

“It is a complement to our Project Tugon and will serve as the venue for their skills development training as well as reorientation,” Sinarimbo said.

Sinarimbo said this will be a safe space that will prepare them to rejoin the mainstream society and become productive community members.
