THE Bangsamoro Region in Muslim Mindanao board of investments reported Wednesday it exceeded its investment generation target by more than P300 million in 2021.

In a statement, the Bangsamoro Regional Board of Investments (RBOI-BARMM) said a total of PHP2.8 billion worth of investments have been generated by the region this year, exceeding its PHP2.5 billion target for the year.

Lawyer Ishak Mastura, RBOIBARMM chair, said the approved and registered companies that invested in the BARMM included the Al Muzafar Agriventure, Inc. with PHP950 million worth of investments, ES Maulana Global Ventures Company, Inc. with PHP998 million, Eight Z’s Building Property Rental with PHP398 million, Lanao del Sur Corn Development Corporation with PHP408 million and Prime Certification and Inspection Asia Pacific, Inc. with PHP49 million worth of investments.

“The said amount is a strong rebound from the PHP 14 million investments registered in 2020 and this despite the continuing struggles of investors and companies to survive the economic crisis brought about by the pandemic,” Mastura said in a statement.

A decline in investments was experienced by the region last year was due to RBOI issues on continuity under the new BARMM and the adjustments of investors due to the impending passage of the Corporate Recovery and Tax Incentives for Enterprises or CREATE law, not to mention

the lockdowns instituted by the government to contain COVID-19.

Mastura said the region also recorded a 2,287 increase in employment due to the growth of investments this year.

The RBOI has been promoting investment activities by conducting BARMM-wide Investment Priorities Plan (IPP) consultations and other investment promotion activities.

The IPP, which will be the SIPP or Strategic Investment Priorities Plan by next year as provided by the CREATE law, is the list of all industries and sectors wherein investments in the said industries are given fiscal incentives, such as Income Tax Holiday and reduced duties and tariffs for capital equipment, by investment promotion agencies.

The increase in investment this year has made the RBOI to work harder to improve further the business and employment generation that will benefit every Bangsamoro in the long run.

“For the coming year 2022 there is a growing clamor for the passage of a BARMM investments and incentives law to put investments in the BARMM on a more stable footing and to meet the challenges of competition for investments with other regions, especially after the ravages of Typhoon Odette,” Mastura said.

“The BARMM needs to allocate more personnel for investments and provide a more efficient structure conducive to facilitating investments in the region,” Mastura added.

A member of Bangsamoro Transition Authority (BTA) has partnered with a renowned eye doctor to restore perfect vision of indigents Bangsamoro in Maguinanao and this city.

The BARMM leadership had said there is need for enough time to decommission thousands of guerillas under the peace and security agenda of the government-MILF peace process.

Among the slain gunmen were suspects in the fatal ambush of no fewer than 20 off-duty motorcycle-riding policemen and soldiers in highways in Sultan Kudarat and in nearby Cotabato City from between 2016 until December last year.

The culprits reportedly took with them the service pistols of their victims as they escaped.

Madin, a ranking staff of CIDG-BAR residing in a nearby barangay in the same town, survived a gun attack last year by a follower of the Talusans.

Madin then said he was certain the attempt to kill him was related to the CIDG-BAR’s unrelenting law enforcement campaign in areas where the group operated.

Agrarian Reform Beneficiaries receives land titles from MAFAR

COTABATO CITY — The Ministry of Agriculture, Fisheries, and Agrarian Reform distributed certificates of land ownership award (CLOAs) to farmers in the province of Maguindanao, Basilan and Tawi-Tawi on Tuesday.

Minister Mohammad S. Yacob Ph. D, said in an interview that the distribution of the land titles is part of the continuing efforts of MAFARBARMM to free the farmers from the bondage of landlessness and poverty.

A total of 351 agrarian reform beneficiaries received their respective individual CLOAs during the distribution activity, Yacob added.

The CLOAs will cover a total area of 788.9238 hectares, “Ownership of the land they till is very important for the farmers,” he said.

Yacob noted that the productivity

and income of farmers are affected if they do not have control over the land they till. “ They cannot decide how to improve their production to augment their income because the land is not owned by them,” he said.

With the ownership through CLOA, farmers will have security over the land that they own and can fully develop it with the support programs, projects, and services to aid the farmers in development of their land holdings.

“Agrarian Reform Beneficiaries or ARBs are formed into ARBOs or Agrarian Reform Beneficiaries Organizations. It is through these organizations that support programs and services of MAFAR are coursed through,” Yacob said.

Last August, 50 farmer beneficiaries

also received CLOA. Since 2019, MAFAR has already granted 507 land titles to 758 beneficiaries in the Bangsamoro region covering a total of 1,590.29 hectares and a balance of 101, 795.7177 hectares.

Farmer-beneficiary Koteng Meto 48 of Barangay Bagu Inged thanked God for the blessing of a CLOA, which he had long prayed for.

“I also thank Chief Minister Ahod Murad Balawag Ebrahim for giving ample attention to the agrarian reform program and also to Minister Mohammad S. Yacob and Regional

Director General Taugan S. Kikay Ph. D for always catering to the needs of the farmers,” he said.

Papal nuncio spends Christmas in typhoon-ravaged Siargao

ARCHBISHOP Charles Brown, Apostolic Nuncio to the Philippines, spent his Christmas in Siargao Island with the survivors of Typhoon Odette.

Archbishop Brown arrived at the island’s airport in Del Carmen town on Saturday morning where he was welcomed by a group led by Bishop Antonieto Cabajog of Surigao.

From the airport, he proceeded to celebrate Mass at the town’s Our Lady of Mount Carmel Parish Church, which sustained damage from the typhoon.

After the liturgical service, the papal nuncio visited the nine towns of the island, where Odette made its first landfall on Dec. 16.

He spent the night in Dapa town, where he again celebrated Mass at the parish’s Sto. Niño Church on Sunday morning before leaving the island for Surigao City via ferry.

In his Christmas message released earlier, he expressed solidarity with

those affected by the typhoon as the fatality count reached 367 as of Dec. 26 and at least 62 people are still missing.

Reflecting on the story of Christmas, he asked Catholics “not to miss the opportunity to welcome and to show hospitality to those who need it most”.

“Let us do everything in our power to offer them hospitality in various ways by assisting them,” Archbishop Brown said.

In Surigao, the archbishop also led a Mass at the San Nicolas de Tolentino Cathedral and is scheduled to visit several parishes throughout the day.

On Monday, he is expected to visit the parishes on Dinagat Island.

Cagayan de Oro archbishop hits ‘clandestine’ construction of casino

ARCHBISHOP Jose Cabantan of Cagayan de Oro bewailed what he described as the “clandestine construction” of a casino in the archdiocese.

He said the people were caught by surprise when a casino opened in Misamis Oriental province’s Opol town last week.

“We deplore the opening of the said gambling den as it is contrary to the values we hold and celebrate this Christmas,” Archbishop Cabantan said in a statement released Tuesday, December 28.

The archbishop also asked if a public consultation had been carried out for the casino operation. “There were questions as to who gave the

clearance,” he said.

“We oppose the operation of a gambling institution even if it is legal and much more since its clandestinely constructed in the archdiocese,” the church official added.

The archdiocese’s fight against gambling can be traced back to the early 1990s when the late Archbishop Jesus Tuquib rallied successfully against the plan to put up a casino in the city.

Retired Archbishop Antonio Ledesma also reiterated the stand in 2017 after a proposal was floated again for a new gaming site in the archdiocese.

Archbishop Cabantan said allowing a casino results in another form of corruption— “the corruption of family values which are inherently Gospel values.”

The archbishop also denounced the proliferation of internet gambling such as online cockfighting, saying that “countless individuals and families have been damaged because of this.”

He then appealed to government officials to act in favor of the families and the common good.

“We cannot allow another form of addiction such as gambling to proliferate in our society. We have enough of all these,” Archbishop Cabantan said.

Addressing the clergy, the religious and the laity in the archdiocese, he urged them to refrain from soliciting or receiving funds from all forms of gambling “so as not to promote a culture of gambling”.

Cebu priest among casualties of typhoon ‘Odette’

ARCHDIOCESE OF CEBU A Catholic priest who had been missing after Typhoon “Odette” slammed the central Philippines was found dead, the Archdiocese of Cebu said.

In a statement released on Dec, 23, the archdiocese confirmed the death of Fr. Eliseo “Leo” Fernandez after identifying his celibacy ring that has a cross design.

The 53-year-old priest was found floating on the shore near Toledo City on Dec. 18, two days after the typhoon struck, and was immediately reported to the local police.

“Fr. Leo’s brother positively identified the ring as that of Fr. Leo’s because it also has his name engraved on it,” the statement read.

“The clothes as described by funeral parlor personnel also matched the description of the ones worn by Fr. Leo on the night he was washed away by the strong current,” it added.

Fr. Fernandez was serving as the parish priest of the Sto. Tomas de Villanueva Parish in the city’s southern town of Badian.

His church and convent are located beside the river and it was believed that the priest was swept away by a flash flood.

The archdiocese urged the faithful to pray for the soul of Fr. Fernandez and those who died from the disaster, which devastated several provinces in Visayas and Mindanao regions. CBCP News

Let us treasure the family

T

he last week of the year is reserved by the Catholic Church in recognition of the family all over the world. The family is the backbone of society, and as an institution, it is still revered by many. This is the reason why the Holy Family composed of Jesus, Mary, and Joseph is presented as the center of the life of Christian families.

It is really timely to remind people of the importance of a family. The news is full of stories of celebrities getting divorced, in a steady relationship, and living together without the benefit of marriage. Why is this so? The world is constantly changing and relationships are seldom permanent. Another factor that gets in the way is the campaign for gender equality (think of the increasing support that the LGBT group is getting), and the ancient traditional tribal practices like arrange marriages, and polygamy. With the modern technology came the infusion of these practices which placed in danger the institution of marriage. In some countries, the family is vanishing; and in its place are temporary arrangements that may look like family but do not have the ties and familiarity that a family brings. Furthermore, these new arrangements are not backed up fully by the laws and regulations of their respective government leading to prolonged divorce cases that are usually putting the children at a disadvantage.

Aside from the slow response of government in providing safeguards and protection that may be availed of by the family, the trend in economies of developing countries like the Philippines is to send out members of families to work abroad. This breaks the ideal arrangements within that makes the father the head of the family (haligi ng tahanan), the mother as the homemaker (ilaw ng tahanan) which works well in guiding the growth of children. This is evidenced by radio programs like “Isumbong mo kay Tulfo” where members of the family raise their problems as a result of family breakdown when a member goes out in search of more economic opportunities.

Everyone believes that good family relationships are enjoyable for their own sake – it redounds to better children who are part of a warm and loving family. How could this be done?

1. make children feel secure and loved, which helps their brains develop 2. overcome difficulties with children’s eating, sleeping, learning and behavior 3. help your family to solve problems and resolve conflict 4. help you and your children respect differences of opinion as your children develop more independence 5. give children the skills they need to build healthy relationships of their own.

Just like the Holy Family in Nazareth, let us make our own families the center of our life, and focus on how the family can grow into useful and productive members of our society. MC +

still ongoing pandemic with a new and more virulent strain threatening to engulf more countries, and communities ravaged by an unexpectedly devastating typhoon that has taken a heavy toll on lives and properties are the two biggest concerns that confront us as we come to the close of 2021.

As we have cited in the last edition of this column, Indian public health expert Dr. Mathew Varghese has opined that “all viruses have been mutating for centuries” and that “coronavirus will be with us for some time and we will have to learn to live with it,” hinting that we may not yet see the end of the pandemic next year. WHO Country Representative to the Philippines Dr. Rabindra Abeyasinghe has said that the Omicron variant has already been detected in 77 countries, reflecting how fast this variant can spread, predicting that it will be the dominant strain in a matter of weeks.

Even as the Department of Health reported on Monday the country’s fourth Omicron variant case in a 38-year-old female traveler who arrived from the United States, close to 400 people were reported dead nearly two weeks after Typhoon Odette devastated several parts of the country.

The number of missing persons has climbed to 83 as of December 28 while those injured count 1,147. According to latest reports from the National Disaster Risk Reduction and Management Council, exactly 4,204,601 persons from 1,074,169 families have been listed as affected by the super typhoon. Odette damaged 506,404 houses and P16.7 billion worth of infrastructure. It also caused P5.3 billion damage to agriculture. Around 4.2 million individuals or one million families across 11 regions were affected by the typhoon.

Continued relief operations and rehabilitation efforts are seen for the first quarter of 2022 in areas hit by Odette. The rebuilding of lives may take a little longer. Damage to crops in many areas leave a big question mark on how families can contend with the demands of daily living with hardly a stable alternative source of income available. Harder still is it to contend with the loss of loved ones, especially if their dead bodies are not found.

As the new year dawns upon us, we can only hope and pray for the best. As regards Covid-19, Dr. Varghese said the way forward to is to be worried, cautious and taking steps to protect ourselves by wearing masks, practicing hand sanitization and social distancing. FTER six years, we finally found time to sit down in some moments of pleasantries with fellow alumni of the old Notre Dame of Dulawan (NDD) High School, at a gathering in Pavilion Hall of the city’s distinctive Pagana Restaurant last December 12.

It was delightful for everyone to have Datu Odin Abdula of NDD Batch ‘70, as well as representatives of some older batches like Agriculture Engineer Hadji Modrika Abdullah and former Director Brahim Andamen of the defunct ARMM’s Department of the Environment and Natural Resources (Batch ‘73)). The ever energetic Director Kitem Kadatuan Sr. (Batch ’69), who recently retired from the NFA, came in the afternoon, and gladly still bearing that Big Brother image to most of us.

A versatile fellow to the erudite Atty. Datu Michael O. Mastura, Datu Odin having been a revolutionary leader, a consul and a regional lawmaker, occasionally stood in perfect sense of humility to share with President-elect Hanalyn Sandatu Piang (in low-tone) some secrets in managing a forum when participants tend to disagree with each other.

For my part, I would not hesitate a moment to say about former Assemblyman Abdula the same impression that I once said of Director Kadatuan: the moral significance of “looking back” being the character of the person that values much his sense of gratitude. Grateful Datu Odin so unassumingly shared with us a part of his high school story that the family of Ate Mina Mohammad (Batch 1968 Salutatorian) gave him shelter as a student the first-time that he came to Datu Piang to seek secondary education. A very refined person, ex-Assemblyman Abdula declined his nomination to the Board, because he is a candidate for the mayoral post in Northern Kabuntalan in the May 2022 polls.

The December 12 meeting was originally designed for a planning workshop towards setting another grand alumni homecoming in Datu Piang, but which could not happen right the weekend after as earlier discussed then. The first of four or five items in the line of agenda was supposed to be the revival of past plans on having to promulgate a constitution and by-laws of the NDD Alumni as an association, and be registered to acquire for it the status of juridical entity.

However, we had to give way to a senior member who had the Program altered or scrapped altogether for a singular commitment to deliver a ready-made CBL tailor-fit from the SEC Form, and which he will present initially at a meeting “preferably in Datu Piang to feel the ambiance of NDD.” Otherwise, preparations were geared towards that design to generate contributory inputs in manner more collectively

The outpouring of aid from various sectors, both public and private, will hopefully see the victims of Odette through in more ways than one the same way it did when Sendong, Pablo, Yolanda and others devastated several regions in the country in the past. In the previous cases, communities affected were able to get back up on their feet, not immediately perhaps but eventually, with the support of well-meaning groups and institutions even without overwhelming government aid. It is in the nature of the Filipino to be not only resilient but to extend a helping hand when needed.

Meanwhile, problems that continue to hound different sectors of Philippine society demand that we all take a more serious look at the opportunity to initiate change that is given us again as members of the electorate. Those in the agriculture sector – farmers and fisherfolk and all those dependent on them who make up the bulk of Philippine population – should look at what those who offer themselves as the country’s next set of leaders bring with them. Will they for instance work for the amendment if not the complete junking of laws and policies that continue to cause their woes, like the Rice Tariffication Law and similar policies that liberalize the importation of meat and even fish that slowly kill our local producers? Will they ensure adequate support for the revitalization and strengthening of local production that would enhance adequacy and selfsufficiency so that we are able to achieve genuine food security? Let us also not forget, all these require a workable and sustainable plan to address climate change whose effects continue to threaten many of our communities, especially in the countryside.

We can only hope and pray, and don’t forget work, for better things in 2022. MC

In that sense, five of us elected to the 2015 Board (myself, Roldan, Bai Sherine Nul-Sampulna, Engineer Sukaldito Palakasi and with the phoned-in imprimatur of the outgoing president Datu Puti Salamat Simpal) have affirmed the election of NDDAA President Bai Hanalyn S. Piang, who is also a member of the Board. As the vice-president of her class, she succeeded their late President Benjie Malang.

The latest to nod to Ms. Piang’s Presidency is BoD Member Esmael “Mike” Sula, the outgoing vice-president, yet ever that flamboyant youth leader of my time.

This is because in line with the SEC standard policies the Board elects the president of an association registered with it under its resolutions, as well as rules and regulations fixed by law on the operations of that commission. The 2015 Board which still carries and assumes the legitimacy of mandate from its members’ respective batches during the grand alumni homecoming that year maintains that it has its copy of the NDDAA CBL ready for promulgation or has been promulgated way ahead. I believe it will be fair enough to allow them to present that copy to the President.

On the other hand, we will pass-on the honor of developing the Articles of Incorporation to the incoming 2021 Board whose members were nominated on December 12, and will be affirmed during the 2022 assembly whenever it is held.

verview Infectious diseases are disorders caused by organisms — such as bacteria, viruses, fungi or parasites. Many organisms live in and on our bodies. They’re normally harmless or even helpful. But under certain conditions, some organisms may cause disease.

Some infectious diseases can be passed from person to person. Some are transmitted by insects or other animals. And you may get others by consuming contaminated food or water or being exposed to organisms in the environment.

Signs and symptoms vary depending on the organism causing the infection, but often include fever and fatigue. Mild infections may respond to rest and home remedies, while some life-threatening infections may need hospitalization.

Many infectious diseases, such as measles and chickenpox, can be prevented by vaccines. Frequent and thorough handwashing also helps protect you from most infectious diseases.

Direct contact An easy way to catch most infectious diseases is by coming in contact with a person or an animal with the infection.

Infectious diseases can be spread through direct contact such as: • Person to person. Infectious diseases commonly spread through the direct transfer of bacteria, viruses or other germs from one person to another. This can happen when an individual with the bacterium or virus touches, kisses, or coughs or sneezes on someone who isn’t infected.

These germs can also spread through the exchange of body fluids from sexual contact. The person who passes the germ may have no symptoms of the disease, but may simply be a carrier.

• Animal to person. Being bitten or scratched by an infected animal — even a pet — can make you sick and, in extreme circumstances, can be fatal. Handling animal waste can be hazardous, too. For example, you can get a toxoplasmosis infection by scooping your cat’s litter box.

• Mother to unborn child. A pregnant woman may pass germs that cause infectious diseases to her unborn baby.

Some germs can pass through the placenta or through breast milk. Germs in the vagina can also be transmitted to the baby during birth.

Prevention Follow these tips to decrease the risk of infection: • Wash your hands. This is especially important before and after preparing food, before eating, and after using the toilet. And try not to touch your eyes, nose or mouth with your hands, as that’s a common way germs enter the body.

• G e t v a c c i n a t e d .

Vaccination can drastically reduce your chances of contracting many diseases. Make sure to keep up to date on your recommended vaccinations, as well as your children’s.

• Stay home when ill.

Don’t go to work if you are vomiting, have diarrhea or have a fever. Don’t send your child to school if he or she has these signs, either.

• Prepare food safely.

Keep counters and other kitchen surfaces clean when preparing meals.

Cook foods to the proper temperature, using a food thermometer to check for doneness.

For ground meats, that means at least 160 F (71 C); for poultry, 165 F (74 C); and for most other meats, at least 145 F (63 C).

Also promptly refrigerate leftovers — don’t let cooked foods remain at room temperature for long periods of time.

• Practice safe sex.

Always use condoms if you or your partner has a history of sexually transmitted infections or high-risk behavior.

• Don’t share personal items. Use your own toothbrush, comb and razor. Avoid sharing drinking glasses or dining utensils.

BIFF bomb-maker slain in Maguindanao

10 NPAs yield in Tacurong

TACURONG CITY — Ten members of the New Peoples’ Army surrendered here on Wednesday last week through the joint intercession of different units of the Police Regional Office-12.

Brig. Gen. Alexander Tagum, PRO-12 director, said the 10 rebels belonged to the NPA’s self-styled Guerilla Front 73-Far South Mindanao Regional Command.

Most leaders of the Guerilla Front-73 are wanted in different courts for heinous offenses, including multiple murder, arson, trafficking of narcotics and cattle theft.

The 10 NPAs turned in a firearm each and explosives before they renounced their membership with the group during a symbolic rite here.

Tagum said they agreed to return to the fold of law through backchannel dialogues with officials of PRO-12’s Regional Mobile Force-12, led by Col. Jemuel Siason, and the municipal police force in Bagumbayan, Sultan Kudarat.

The 10 rebels operated in the hinterlands in Region 12’s Saragani, South Cotabato and Sultan Kudarat provinces, where they collected from hapless farmers “protection money” on monthly basis to sustain their needs.

Soldiers lauded for death of BIFF sub-leader THE head of the Army’s 6th Infantry Division has called on Moro rebel armed groups to grab the opportunity of the government’s reconciliation program while the national government continues its peace approaches in southern Philippines.

Major Gen. Juvymax Uy, 6th ID commanding general and head of Joint Task Force Central (JTFC), made the appeal to Moro extremist groups following a brief clash that left a sub-leader of Bangsamoro Islamic Freedom Fighters (BIFF) killed in Maguindanao.

"As part of the marching order of President Duterte, we are dedicated to putting an end to these terror groups," said Maj. Gen. Uy while continuously appealing to the remnants of terror groups to return to the folds of the law and live a peaceful life with their families.

Lt. Col. Charlie Banaag, 6th Infantry Battalion, said the armed clash erupted when his subordinates were sent to verify reports from civilians about the presence of gunmen in Barangay Ganta.

As the soldiers were approaching, they were fired upon, triggering a brief firefight until the rebels fled deep into the marshland.

Soldiers found two grenades beside Guilil, a bomb making expert, while his rifle were believed to be taken by his

fleeing comrades.

Major Gen. Uy said Guilil was responsible for various attacks and bombings in Maguindanao and has several warrants of arrests for murder, multiple attempted murder, destructive arson, and violation of the Anti-Terrorism Act of 2020.

"The neutralization of alias Motorola gives justice to all victims of BIFF atrocities.

Grenade blast rocks So. Cotabato town

TANTANGAN, South Cotabato — A grenade explosion ripped through a stretch of a highway here Friday night last week, causing panic among villagers in houses nearby.

The local police said one of two men on a motorcycle together hurled a grenade at a red Mitsubushi pick-up truck

parked along a portion of the Koronadal-Tacurong Highway in Barangay Dumadalig here and sped away as the explosive went off.

The pickup truck, bearing license plates NET 3147, was damaged.

Investigators from the Tantangan municipal police office are still clueless on the

incident.

They are not sure yet if it could be related to the fatal ambush of a policeman about four hours prior, same day and at the same route, not too far from the scene of the explosion.

TACURONG CITY — Five religious extremists, four of them bomb-makers, and two members of the New People’s Army together surrendered on Sunday, a regional military official said Tuesday.

Major Gen. Juvymax Uy, commander of the Army’s 6th Infantry Division, said the seven men turned in firearms and explosives to the 40th Infantry Battalion before they renounced their membership with their respective groups.

Four of them were members of the outlawed Bangsamoro Islamic Freedom Fighters, two from the NPA’s self-styled Guerilla Front-73 while another was a collector of “protection money” for the Dawlah Islamiya.

Each of them pledged allegiance to the government during a simple rite at the 40th IB headquarters in President Quirino town in Sultan Kudarat.

The four BIFF members who surrendered, trained in fabrication of improvised explosive devices, were followers of Kagui Karialan.

Karialan, leader of one of three factions in the BIFF, is wanted for more than 30 high-profile criminal cases, including deadly acts of terror, pending in different courts in central Mindanao.

The four BIFF gunmen, the lone Dawlah Islamiya member and the two NPAs yielded through the efforts of Lt. Col. Edwin Alburo of the 40th IB and officials of the 601st Infantry Brigade.

Like the BIFF, the Dawlah Islamiya, also has a reputation for bombing public conveyances and business establishments if owners refuse to shell out “protection money” on monthly basis.

Both groups are operating in the fashion of the Islamic State of Iraq and Syria.

Uy said the five religious extremists and the two NPAs who surrendered to the 40th IB shall be reintroduced by the 6th ID to mainstream society with the help of different government line agencies. John Felix Unson
