The East West Link, part of the NZ$10.5 billion Roads of National Significance (RoNS) programme, will provide a new link on the north side of the Mangere Inlet between State Highway 20 (SH20) at Onehunga and State Highway 1 (SH1) at Mount Wellington in Auckland. It is expected to include improvements on SH1 through to Princes Street in Otahuhu. The project is the main part of the broader East West Connections programme.

The Auckland Transport Alignment Project’s (ATAP) reports the Government is reviewing East West Link. While the exact form of this investment is not yet known, it will generally focus on addressing the most significant congestion and freight access problems in the area in a way that better optimises existing infrastructure.

Timeline In April 2018, the project was included in the Auckland Transport Alignment Project’s (ATAP) investment priorities, for the 20182028 decade.

NZ Penlink

NZ 282 million

Penlink is an alternative route between Whangaparaoa Peninsula and State Highway (SH1) at Redvale, north of Auckland. The new road will relieve traffic congestion on Whangaparaoa Road and the Hibiscus Coast Highway and improve travel times and journey reliability in the area. The project was signalled as a second decade project in 2015 funding plans as well as in some of the earlier Auckland Transport Alignment Project (ATAP) work. Faster than expected growth and major planned development around the Silverdale interchange has accelerated the need to progress Penlink. The project might be procured through Public Private Partnership (PPP) arrangements.

Timeline AT has completed the route designation and has all the necessary resource consents to progress with the project.

Current funding constraints have consigned the project to the second decade of the 30-year investment programme.

North East Link

The proposed North East Link project will connect the Metropolitan ring road (M80) and Eastern Freeway (M3) completing a ring road around Melbourne which includes the Monash Freeway (M1). The North East Link Authority has been established to manage the project under the same model used on the Metro Tunnel and Western Distributor. The Victorian Coordinator General will oversee the project.

In September 2018, the Victorian Government released detailed designs for the project. The detailed designs show that the project will include two six kilometre three lane tunnels and ventilation structures located away from homes. It also includes ‘green bridges’, and 25 kilometres of new and upgraded walking and cycling track. At an industry briefing in September 2018, the Victorian Government released the proposed project packaging, which comprises the main (primary) package PPP for the tunnel and four secondary packages. The Government also indicated the PPP will be procured first before secondary packages are tendered. The project is identified as a 10-15 year priority project in Infrastructure Victoria’s (IVs) 30-year Infrastructure Strategy. In October 2018, Infrastructure Australia completed it’s evaluation of the project’s business case, elevating the project to “High Priority Project” status on its Infrastructure Priority List. The project was originally listed in March 2018 as a Priority Initiative with a medium term delivery timescale (5-10 years).

Suburban Roads Upgrade - Northern and South-Eastern

Following the success of the $1.8 billion Western Package in 2017, the Victorian Government has allocated $2.2 billion towards further road upgrade packages under the Suburban Roads Upgrade Programme. These include the Northern Roads Upgrade and South Eastern Roads Upgrade, which will be overseen by the newly established Major Road Projects Authority.

Similar to the Western Package, the Northern and South Eastern Roads packages will be procured as ‘upgrade and maintain’ availability Public Private Partnerships (PPPs). The packages will deliver a combination of high-priority road upgrades and maintenance for the outer suburban communities.

Timeline In July 2018, the Government invited Expressions of Interest (EOIs) for the South Eastern Roads Upgrade Projects. EOIs closed on 15 August 2018. In October, the Government announced three consortia had been shortlisted for the Northern and South-eastern roads upgrades, comprising: •

Connecting Melbourne, comprising Capella Capital, Lendlease, BMD Constructions and Decmil, and

Contractual and financial close is expected by the end of 2019.

The South Eastern package is expected to be completed within the next five years, while the ongoing maintenance contracts will run for an additional 20 years.

Coffs Harbour Bypass

The Coffs Habour Bypass project includes a 14 kilometre motorway standard upgrade of the Pacific Highway from Englands Road in the south and connects with the recently upgraded Sapphire to Woolgoolga section in the north. In March 2016 Arup was awarded the contract to develop the Environmental Impact Statement (EIS) and finalise the concept design, while RCA Australia was awarded the contract to carry out the geo-technical investigations for the project. RMS is now progressing towards planning approval. The NSW Government has committed $200 million to the project.

Pacific Motorway M1 Extension to Raymond Terrace

The Coffs Harboour bypass is being jointly funded by the Australian and NSW Governments on an 80:20 basis.

The NSW Government is yet to do a final business case and go out to market. The project was expected to start in 2020, but with Federal funding confirmed, it may be earlier.

The proposed M1 Pacific Motorway Extension to Raymond Terrace would link the M1 to the Pacific Motorway. The NSW Government has committed $200 million from Rebuilding NSW towards getting the project ready for construction.

Bruce Highway Upgrade Program

The Cunningham Highway is a 327 kilometre national highway located in south east Queensland. It links the Darling Downs region with Ipswich. The project will upgrade a 4.75 kilometre section of the Cunningham Highway between Yamanto and Amberley. In the 2018/19 Federal Budget, the Federal Government committed $170 million for the Cunningham Highway - Yamanto Interchange to Ebenezer Creek project in the next 10 years. The preferred option and business case were submitted to the Federal Government in mid-2012, for funding approval for design and construction. Following the establishment of Building Queensland, the detailed business case was updated and has been referred to Infrastructure Australia (IA) for consideration.

Timeline The project is the first step in enabling the future Western Ipswich Bypass.

The Bruce Highway Upgrade Program is the largest road infrastructure program that Queensland has ever seen. The 10-year program is aimed at improving safety, flood resilience and capacity along the length and breadth of the Bruce Highway between Brisbane and Cairns. The $8.5 billion investment is jointly funded by the Australian and Queensland governments, with the Australian Government contributing $6.7 billion and the Queensland Government contributing $1.8 billion.

As part of the National Land Transport Network, the M1 Pacific Motorway is the key commuter and freight transport corridor between Queensland and NSW. The upgrade and widening of the Pacific Motorway is being delivered in strategic priority stages as funding becomes available, based on traffic volumes and best value for money. In June 2018, the Queensland Budget included the State’s Government share of Pacific Motorway (M1) Upgrades, half-funded by the Federal Government in their 2018-19 Budget.

The 2018-19 Queensland Transport Infrastructure Programme (QTRIP), released in conjunction with the Budget, notes that the majority of funding for both projects is beyond the forward estimates with $720 million for Varsity Lakes to Tugun and $424 million for Eight Mile Plains to Daisy Hill beyond FY2021-22.

Timeline There will be a rolling program of works that will enable the M1 to be progressively upgraded. Two major stages of the upgrade have been awarded. Remaining major stages of work include Varsity Lakes - Tugun and Eight Miles Plains - Daisy Hill. The Budget notes that project timing and funding arrangements are still subject to negotiations with the Federal Government, with the total project costs subject to business case development.

The North-South Corridor will provide a dedicated non-stop thoroughfare for north and south bound traffic (including freight) running between Gawler and Old Noarlunga and passing through the Adelaide CBD, a distance of 78 kilometres (with 44 kilometres of motorway already complete). The full corridor, which is jointly-funded by the Commonwealth and South Australian governments will be completed over a period of 10 years. Three sections have already been contracted and were funded through a $2.5 billion deal between the State and Federal Governments. In addition, the 2018/19 Federal Budget committed an additional $1.4 billion to the North-South Corridor over the next ten years.

Mordialloc Freeway

The Mordialloc Bypass project will see the construction of a nine kilometre road between Springvale Road in Aspendale Gardens and the Dingley Bypass. The construction of an overpass will separate the bypass from the Springvale Road intersection. The project will include the installation of traffic signals at other intersections to improve traffic flow and safety.

Construction will also include shared cycling and pedestrian path along the full length of the bypass.

Road Bunbury Outer Ring Road Stages 2 and 3

The proposed Bunbury Outer Ring Road (BORR) is divided in three sections – northern, central and southern. Stage 1 of the BORR was completed in May 2013. Stages 2 and 3 will complete the remaining stages from the South Western Highway to the Bussell Highway and from the Perth-Bunbury Highway to near Picton Boyanup Road. The indicative cost of staged 2 and 3 is estimated at $700 million, with the Federal Government committing $560 million towards the project in the next 10 years, however details of the funding profile and commencement date are not provided in the Budget.

F6 Extension Stage 1

Planning and project development of the unbuilt sections will be completed by the end of 2019 to enable construction to commence in 2020.

The F6 is a missing link in the Cumberland Motorway Scheme between the M1 Princes Motorway at Loftus and the Sydney Motorway Network. Stage 1 (Arncliffe - President Avenue) is the first of the four study areas of the F6 corridor geotechnical analysis that proceeds to planning and development. Since the NSW Government announced the project in October 2017, Roads and Maritime Services has been developing the project design and conducting field investigations to inform the environmental assessment for the project.

In October 2018, the project was issued with an Environmental Planning and Assessment Amendment Order to declare it eligible to be assessed as SSI. The Order is required to proceed through the SSI application process before a final decision is made. As part of the SSI process, the EIS was released for public consultation in November 2018. Submissions on the EIS are due by 14 December 2018. In February 2019, the NSW Government invited industry to pre-register for the F6 Extension Stage 1 tenders. Pre-registration for the project covers the design, and construction, and operation and maintenance of Stage 1 and is due by 28 February 2019. The NSW Government expects to commence procurement in Q2 2019, with contract award flagged for Q3 2020. Construction would commence in late 2020. The F6 Extension Stage 1 was also identified in the Future Transport Strategy 2056, as a committed transport initiative for New South Wales for the next 10 years.

Road Western Harbour Tunnel and Beaches Link

The Beaches Link tunnel will connect to the Warringah Freeway, cross underneath Middle Harbour and connect with the Burnt Bridge Creek Deviation at Balgowlah. The Wakehurst Parkway will be upgraded to two lanes each way between Seaforth and Frenchs Forest. The Western Harbour Tunnel will connect to WestConnex (external link) at the Rozelle Interchange, cross underneath Sydney Harbour and connect with the Warringah Freeway at North Sydney.

In July, the NSW Government released detailed designs of the project for community consultation. The Government also announced that both the Western Harbour Tunnel and Beaches Link will be tolled. Pending planning approvals and finalisation of financing and procurement, construction is intended to commence in 2020, with both tunnels open to traffic in 2026. A proposed reference design has been released, with community engagement expected to occur in the second half of 2018, following by an environmental assessment and planning approvals.

The NSW Government has confirmed that it will proceed with the sale of a 51 per cent stake in the Sydney Motorway Corporation to help fund Stage 3.

Westconnex

The M4-M5 link will be delivered in two stages: 1. S tage 1 - construction of the tunnels between the new M4 at Haberfield and the New M5 at St Peters and stub tunnels to the Rozelle Interchange - managed by Sydney Motorway Corporation 2. Stage 2 - construction of the Rozelle Interchance and Iron Cove Link - managed by RMS

Construction of Stage 3 (M4-M5 Link) received NSW Planning approval in April 2018, and is expected to commence in late 2018 and open to traffic in 2023.

M4 Smart Motorway Project

The project will introduce intelligent technology, known as a Smart Motorway system, to the Motorway between Pitt Street, Mays Hill and Russell Street, Lapstone. Smart Motorways, also known as ‘managed motorways’ use complementary technologies to monitor traffic conditions, manage congestion and respond to incidents in real-time. The project would connect with the WestConnex project at Mays Hill.

Rail NZ Auckland Light Rail

The Auckland Light Rail network was supported by the newly elected NZ Government in the lead up to the 2017 election.

The light rail network is expected to comprise two major lines within the next decade. In December 2017, the NZ Government indicated it would consider utilising a PPP to deliver the light rail project. The updated Auckland Transport Alignment Project (ATAP) report released in April 2018 proposed that $1.8 billion would be allocated to developing the CBD - Airport and NorthWestern light rail lines, noting there is opportunity to explore third party funding and financing arrangements to develop the project.

Timeline New Zealand Transport Agency (NZTA) held an industry briefing for the Auckland Light Rail project in Auckland on 31 July. The briefing is to be followed by market engagement meetings in Auckland and Sydney, which will lead to a market engagement summary report scheduled to be provided to industry in September. In Q4 2018, NZTA expects to conduct further market soundings on the preferred procurement model.

NZ Pukekohe rail electrification

The Papakura to Pukekohe rail electrification project will enhance the capacity of Auckland’s rail network by extending the electric train network approximately 20 kilometres south from Papakura to Pukekohe. Currently Auckland’s electric rail network terminates at Papakura, where commuters transfer to diesel trains to reach Pukekohe. In the lead up to the 2017 NZ Election, the Government and opposition party both committed to the project.

Inland Rail - Gowrie to Kagaru PPP

The Inland Rail Programme has been divided into a series of individual projects. The sections identified for the PPP Project comprise three current Inland Rail Projects (Gowrie to Helidon, Helidon to Calvert, Calvert to Kagaru) totalling around 126km of the 1,170km total length of Inland Rail. The PPP section contain significant engineering challenges including requiring approximately 8.5km of tunnelling.

Timeline In October 2018 the ARTC called for Registrations of Interest (ROI) for the project, which forms a precursor to a planned market sounding process in Q4 2018. Prospective respondents are ecouraged to submit their ROI by 22 October, however ARTC will accept responses at any stage from release of the ROI, noting the ROI is not a pre-qualification for the market sounding process. ROIs will be followed by an Expression of Interest (EOI) phase in Q1 2019 from which two or three consortia will be shortlisted for the Request for Proposal (RFP) phase that is scheduled to commence in mid-2019. The indicative project timeline has construction scheduled to begin in 2021 and be completed in 2024/25.

The long touted duplication of the Port Botany Freight Line will improve the efficiency and capacity of the rail connection to the port and reduce road congestion around Botany and the adjacent Kingsford Smith Airport, supporting the intermodal terminals at Minto, Yennora, Chullora, Enfield and Moorebank (once completed). The project will involve the duplication of rail track and bridges across the 2.9 kilometre freight line between Mascot and Botany along with construction of a passing loop between Cabramatta and Warwick Farm. In the 2018/19 Federal Budget, the Federal Government allocated $400 million towards the project over the next 10 years. The Australian Rail Track Corporation (ARTC) will deliver the project.

Timeline Credibly proposed. Details of the funding profile and commencement date have not been provided - the State is currently exploring potential partnerships and funding arrangements with ARTC, the Australian Government and the private sector to progress the duplication.

Metronet

WA

METRONET is Perth’s most ambitious program of rail projects.

Stage One will deliver approximately 72 kilometres of new passenger rail and up to 18 new stations. By 2023, new train lines will run to Ellenbrook and Perth Airport; Thornlie and Cockburn will be linked; and extensions will also be built to Yanchep and Byford.

Timeline RFTs for the rolling stock procurement are expected to be due by December 2018, with contract award scheduled for March 2019.

Tunnelling on the $1.86 billion Forrestfield Airport rail link is now one quarter complete.

In the 2018-19 Federal Budget, the Federal Government allocated a further $1.05 billion between FY2018-19 and FY202425 towards the project. IA identifies “Perth rail network capacity” as a near term (0-5 years) Priority Initiative in its Infrastructure Priority List. Separately, in February 2018 the WA Government released a design tender for a new rail operations control centre, which would likely assist in the operation of the planned Automatic Train Control signalling system. The Government committed $7.4 million over two years toward planning for the new system. In January 2019, Turner & Townsend was appointed to provide program management services to the project.

Parramatta Light Rail

The project involves the construction of a circa 20 kilometre, high frequency, turn up and go service linking residential, employment, cultural and education precincts across Western Sydney. Through interchanges with existing rail, bus and ferry terminals at Westmead, Parramatta CBD, Carlingford and Olympic Park the light rail will also be closely integrated with the wider Sydney transport network. Following shortlisting of tenders in November 2017, in May 2018 Ventia was awarded the Early Works contract, with work expected to begin in July 2018.

This follows their role as Infrastructure Technical Adviser to TfNSW on Stage 1. Planning for Stage 2 is expected to be completed in 2018, informing a Final Business Case that will be considered by the State. Early Works, awarded to Ventia, have commenced at the depot. Main Works contracts are expected to be awared in late 2018, with Main Works commencing in 2019.

The project involves the delivery of a 10.2 kilometre north-south rail link from Dutton Park to Bowen Hills through the Exhibition showgrounds, including 5.9 kilometres of rail tunnel under the Brisbane River and CBD, as well as four new underground stations at Boggo Road, Woolloongabba, Albert Street and Roma Street.

A critical rail expansion between the Sunshine Coast and Brisbane hangs in the balance, even after the Federal Government announced it would fund half of the $780 million project. With the State Government so far refusing to support the Federal proposal to pay half, the rail project faces a $234 million funding shortfall.

Gawler Line Electrification Stage 2

The Gawler rail electrification project will see the current diesel locomotive operated line between Adelaide and Gawler electrified to increase capacity and reliability. In the 2018/19 Federal Budget, the Federal Government allocated $220 million towards the project in the next 10 years, however details of the funding profile and commencement date were not provided in the Budget. In announcing the Stage 1 contract award, the State Government indicated that a funding commitment from the Federal Government would allow the contract to be extended to deliver Stage 2. The newly elected SA Government has committed to establish Infrastructure South Australia, and will task them with assessing the project for funding.

Timeline Given the fiscal challenges of both the SA and Federal governments, the project status of Stage 2 has been designated as ‘prospective pipeline.’

A high frequency, autonomous metro rail service across Sydney. The programme is being delivered over three stages: Northwest, City and Southwest, and West. The proposed Sydney Metro West will complement the existing T1 Western Line between the Sydney CBD and Parramatta. The Government has yet to confirm the alignment or release a business case, but it is intended that new stations will be constructed at key precincts along the route. In April 2018 the NSW Government introduced a Bill to Parliament to establish the Sydney Metro Authority to oversee design, construction and operation of Sydney Metro.

The authority will sit within the NSW Transport cluster and operate in a similar manner to Sydney Trains. Passing of the Bill would see the existing Sydney Metro Delivery Office under Transport for NSW transitioned into the Authority.

Timeline An initial delivery strategy for Metro West was released in April 2018, which comprised several packages. The preferred alignment and delivery strategy are expected to be announced in late-2018 or early-2019. Sydney Metro West is currently carrying out early site investigations along the study area, which is part of early planning work to develop the project design.

The Townsville Port Expansion Project will involve a Stanwell is currently completing a detailed business case for a hydroelectric power station on Burdekin Falls Dam that would generate electricity as water flows from the dam during normal operations and spill events. A 30-50 megawatt hydro power station is being considered, however through the Burdekin Falls Dam Raising business case SunWater and Stanwell are also looking at the ability of the dam to accommodate larger hydro options, particularly if the dam were to be raised and storage capacity increased.

Provision of new water storage infrastructure to meet future water demands and improve water security for residential, industrial and agricultural users in Rockhampton, Gladstone and the Capricorn Coast. The proposed Rookwood Weir site is located on the Fitzroy River, 66 kilometres south-west of Rockhampton. Other infrastructure required include augmentation to and construction of access roads, low level bridges upstream at Riverslea and Foleyvale crossings and installation of culverts at Hanrahan Crossing downstream. The Queensland Government announced in February 2018 that it would fund half the capital and operating costs of the project if the Federal Government provided the remainder of the funding.

In April 2018, the Federal Government confirmed it would fund $176 million of the project, meaning that the project’s capital costs would now be fully funded.

The Brisbane Metro will see the adoption of a high frequency rapid transit transport system along 21 kilometres of existing busway between the Royal Brisbane and Women’s Hospital and Eight Mile Plains. The vehicles will be purpose designed hybrid vehicles not limited to set tracks. It includes 18 stations, including 11 interchange stations, two of which will link to the State Government’s planned Cross River Rail. The Brisbane City Council (BCC) has committed to funding two-thirds of the project cost, with the Federal Government allocating the remaining $300 million in the 2018/19 Budget. A draft design report for the project was released in April 2018, providing a non-statutory assessment of the concept design and feasibility of the project.

Timeline Procurement of the main packages will begin in Q3 2018, with the BCC expecting a transaction adviser appointed and the project data room established in Q2 2018.

A planned 24 hour, curfew-free airport, with Stage 1 expected to begin construction by late 2018 and be complete by 2026.

Planning for transport options and road infrastructure is underway to ensure Western Sydney Airport is well connected to Sydney’s road and transport networks. The airport is supported by the Western Sydney Infrastructure Plan, which outlines major road infrastructure projects to keep traffic moving in Sydney’s west. The Australian Government established a Government-owned company, WSA Co, to deliver the airport. WSA Co will be responsible for construction of the airport. Thorough environmental assessment has informed measures that will mitigate and manage the effects of the airport’s construction and operation on surrounding communities.

Timeline The Federal Government has signed over the lease for the site of the Western Sydney Airport to WSA Co. The lease means that WSA Co now officially has the right to build and operate the facility. Early stage earthworks will commence before the end of 2018, ahead of the bulk earthworks.
