Veteran homeless goal unmet Pledges by President Barack Obama and a national nonprofit organization to end homelessness among veterans did not meet their goal. But advocates see improvement, and the head of the Department of Veterans Affairs said “we should be there� within a couple of years. Homelessness among veterans has been effectively ended in Virginia, Connecticut and Delaware and in about 35 communities, according to the U.S. Department of Housing and Urban Development. But many veterans still sleep on the streets elsewhere. Although the goal was largely unmet, advocates call the national push a success because many veterans did get homes, and the ambitious goal created urgency. “It has been the best kind of failure I’ve experienced,� said Chris Ko, director of homeless initiatives for the United Way of Greater Los Angeles. “It’s black and white. Did we reach it? No. Did we succeed in the broader effort? Will we end veteran homelessness because of this national push? Yeah.� The Obama administration set a goal in 2010 of ending homelessness among veterans in 2015, and first lady Michelle Obama challenged mayors nationwide to do so in 2014. Though the deadline passed without the goal being met, the U.S. Interagency Council on Homelessness says it won’t rest until every community has reached the goal. The nonprofit Community Solutions also ran a campaign to end veteran homelessness by the end of 2015 and chronic homelessness one year later, called “Zero: 2016.� That work continues under a new name, “Built for Zero.� VA Secretary Robert McDonald called on his agency and its partners to house as many veterans as possible in 30 days, saying that homelessness typically increases after the holidays and that winter is a tough time. President Barack Obama will step down after eight years as commander in chief with one of the most influential tenures leading the U.S. military, but not necessarily the political support of service members. His moves to slim down the armed forces, move away from traditional military might and overhaul social policies prohibiting the service of minority groups have proven divisive in the ranks. His critics have accused him of trading a strong security posture for political points, and for allowing the rise of terrorists like the Islamic State group whom the wars in Iraq and Afghanistan were supposed to silence. But Obama’s supporters define him as the Nobel Peace Prize winner who ordered the elimination of Osama bin Laden and refocused military strategy while wrestling with an uncooperative Congress and unprecedented budget restrictions. They insist the military is more nimble now, and more prepared to deal with unconventional warfare against non-traditional threats across the globe. More than half of troops surveyed in the latest Military Times/Institute for Veterans and Military Families poll said they

Many troops see Obama less as a wartime commander in chief and more as a politician managing Pentagon affairs. Through his presidency Obama has repeatedly promised to keep the military “the strongest fighting force the world has ever known� but many troops question his stewardship of the institution, particularly when it comes to the defense budget.

‘A MONSTER CALLS’ AN EMOTIONAL JOURNEY By Jeri Jacquin MilitaryPress

In theaters from director J.A. Bayona and Focus Features is a story of a boy who finds an unlikely ally when “A Monster Calls.� Conor (Lewis MacDougall) is a young boy living a life filled with heartache. As his ill Mum (Felicity Jones) becomes bedridden, he struggles daily to deal with being himself. Dealing with the other school kids either pushing him around or feeling sorry for his situation, Conor just takes it all in. That is until he is pushed to the very limits and a tree Monster (voiced by Liam Neeson) crashes into his life. The Monster demands that Conor tell him stories in an effort to help the young boy come to terms with everything that keeps him from living. Grandma (Sigourney Weaver) takes Conor into her home when Mum goes into the hospital. The two must become acquainted, which is hard to do as they both carry the same anger. Even a visit from Conor’s Dad (Toby Kebbell) isn’t enough to help the bottled up emotions he is carrying. It is what happens between Conor and the Monster that might give the young boy the ability to accept life and all its uncertainty. MacDougall as Conor is an amazing find in this role. His ability to portray every emotion by not showing emotion just gave me the chills. This character brings

out the childhood memories we all have of love, loss, not knowing who is friend or foe and relatives that should be a source of comfort but are not. MacDougall is absolutely and simply superb! even more out of his comfort zone. The two characters have more in common than they realize. Jones as the young boy’s Mum is loving and has made sure to cement memories for Conor. That doesn’t mean being ill isn’t also a memory for him. Neeson as the voice of the Monster is also brilliant. Of course, he has done this before as the voice of Aslan in the film “Narnia,� but as the Monster he is cold, straight forward and emotionally brutal but in an honest way. I have to say there are moments where this CGI created character could be quite frightening but the reasons become clear and smart. Of course, Neeson could read a phone book and most of us would be pretty happy with that. Other cast include Ben Moor as Mr. Clark, James Melville as Harry, Oliver Steer as Sully, Dominic Boyle as Anton, and Jennifer Lim as Miss Kwan. TUBS OF POPCORN: Welcome to 2017 as “A Monster Calls� is my first five tubs of popcorn out of five. This is an emotionally charged film with brilliant performances, a story that reaches into hearts

and memories along with fantastic CGI (and when was the last time you heard me say that!). Every moment of this story on screen is amazing due to the work of Patrick Ness. I should have realized that this would be an emotional journey, since director J.A. Bayona is also responsible for the 2012 film “The Impossible,� which was on my Top Ten list of 2012 — and a serious box of Kleenex film as well. Bayona has now reached down deep twice into an audience, and made us be honest with ourselves and the emotions we don’t want to either talk about or deal with. The accolades for “A Monster Calls� are just beginning from the Critics Choice Awards to the Washington D.C. Area Film Critics Association voting a win for Best Voice Performance for Liam Neeson. BELL: ‘I’M WHAT STEPH CURRY IS TO BASKETBALL’ Steelers RB sets franchise record

Le’Veon Bell says his patient approach to playing running back will change the NFL similar to how Stephen Curry changed the way basketball is played in the NBA. “I think I’m changing the game,� the Pittsburgh Steelers running back told Bleacher Report. “In that sense, I’m what Steph Curry is to basketball. Don’t get me wrong, I don’t necessarily think Steph Curry is the best basketball player, but he changed the game so he’s going to always go down as being remembered. Now everyone wants to shoot the 3 and shoot it from deep.� Bell has a patient running style that requires his offensive linemen to hold their blocks before he attacks a hole, usually for a big gain. He said he expects young running backs to try to copy his style. He recently described that style to ESPN’s Jerome Bettis, telling the Steelers great that he looks off linebackers to bait them into the gap he doesn’t want to hit before cutting back. “I watch the linebacker ... but I’m not going to look at him. ‘SHOGUN’ RUA TO RETURN TO THE OCTAGON Dreams about regaining title

Mauricio Rua is finally ready to enter the Octagon one more time. “Shogun� will be fighting in front of his countrymen on March 11, as he takes on Gian Villante at the UFC Fight Night 107 card in Fortaleza, Brazil, and explains to MMA Fighting why it took so long for him to return to competition after his decision victory over Corey Anderson in May. “The focus was to fight in Brasilia in September, but I had a little tendinitis that didn’t let me train harder,� Rua said. “It was no big deal, but it was a bit painful. They asked me if I could fight in Sao Paulo (on Nov. 19), but I couldn’t either. I’m 100 percent now. I’m training well, and ready to go.� Rua enters the bout coming off wins over Antonio Rogerio Nogueira and Corey Anderson, his first back-to-back victories since 2009, and still needs to take a closer look at his opponent to study his fighting style. One think is for sure, though: the former UFC and PRIDE champion wants to use

The Brazilian, who held the UFC title for 10 months between 2010 and 2011, still dreams about regaining the light heavyweight gold, but won’t focus on it just yet. “I’m No. 7 in the rankings, but I’ll tell you the truth, I don’t focus too much on rankings and the belt,� Rua said. “My focus is on the opponent in front of me. I can’t think about somebody else while I have someone tough in front of me. My focus is on him. I’m 100 percent focused on this fight, and everything else is consequence. “My biggest dream is the belt,� he continued, “but I’ve been through this experience before, and I know that if I think about the belt before fighting my next opponent, that might not get me motivated. U.S. Marines will return to Helmand Province, Afghanistan, after more than two years away from the region that saw so many fierce battles and so many casualties. About 300 Marines will deploy there this spring in support of the NATO-led Resolute Support mission. Under the new Task Force South West, led by Brig. Gen. Roger Turner, higher-ranking Marines will train and advise the Afghan National Army’s 215th Corps and the 505th Zone National Police – a much higher level than previous train-and-advise missions. Turner told reporters today that the national defense and security forces have made a lot of progress, but “the challenges that they have are really in intel, operations, integration, logistics, sustainment of their forces, administration, things like that. So a lot of our effort will be on that high-level advising,� according to a recording of the briefing provided to USNI News. That training is already underway. In fact, in November the commander of 2nd Marine Division, Maj. Gen. John Love, said at a Marine Corps Association dinner that his Marines were getting ready to deploy to Afghanistan. “There’s a new mission we picked up in the Marine Corps, in fact we are going to repurpose the infantry regiments against a new mission back in some familiar territory in Afghanistan, in a province we’ve been to before and a location we’ve been to before, back into some advising the ANSF and the police forces there. We’ll be doing that in the spring,� he said at the event, though the Marine Corps declined to comment any further at the time, as details were still being finalized. During the media briefing, Lt. cials realized estimates were low. “I think we’re going to make a big dent this year, and I would say within a couple of years, we should be there,� McDonald said. The number of homeless veterans nationwide is down 47 percent, or about 35,000 people, since 2010, but there are still roughly 40,000 more, HUD said in August. To get homeless veterans into permanent homes, the Obama administration used a program that was created in 2008 and combines rental assistance from HUD with case management and clinical services from the VA. Nearly 90,000 so-called HUD-VASH vouchers have been awarded, with $635 million appropriated for vouchers from 2008 to 2016. Many places were able to

house most of their homeless veterans, but vouchers became harder to use as the housing market tightened. Some areas harbor enough resources to solve the problem, but they’re spread across multiple agencies, making coordination difficult, Community Solutions said. Officials in communities that have effectively ended veteran homelessness, including Bergen County, New Jersey, and San Antonio, say the key was better coordination among government agencies and nonprofits. There has also been a national shift in how people who are the hardest to house, including addicts and the mentally ill, are helped. They used to have to get medical treatment, get sober or take other steps to qualify for housing. That wasn’t working, HUD says, so now they get housing first, then are pointed toward help to confront root causes of their homelessness.

Conservatives have attacked Obama for the lower defense budgets for years, arguing that his insistence on pairing military spending with non-defense spending has crippled Pentagon efforts to modernize and recapitalize.
