Veteran homeless goal unmet Pledges by President Barack Obama and a national nonprofit organization to end homelessness among veterans did not meet their goal. But advocates see improvement, and the head of the Department of Veterans Affairs said “we should be there within a couple of years. Homelessness among veterans has been effectively ended in Virginia, Connecticut and Delaware and in about 35 communities, according to the U.S. Department of Housing and Urban Development. But many veterans still sleep on the streets elsewhere. Although the goal was largely unmet, advocates call the national push a success because many veterans did get homes, and the ambitious goal created urgency. “It has been the best kind of failure I’ve experienced, said Chris Ko, director of homeless initiatives for the United Way of Greater Los Angeles. “It’s black and white. Did we reach it? No. Did we succeed in the broader effort? Will we end veteran homelessness because of this national push? Yeah. The Obama administration set a goal in 2010 of ending homelessness among veterans in 2015, and first lady Michelle Obama challenged mayors nationwide to do so in 2014. Though the deadline passed without the goal being met, the U.S. Interagency Council on Homelessness says it won’t rest until every community has reached the goal. The nonprofit Community Solutions also ran a campaign to end veteran homelessness by the end of 2015 and chronic homelessness one year later, called “Zero: 2016. That work continues under a new name, “Built for Zero. VA Secretary Robert McDonald called on his agency and its partners to house as many veterans as possible in 30 days, saying that homelessness typically increases after the holidays and that winter is a tough time. Obama’s “audacious goal galvanized people, McDonald said. As outreach and data collection improved, he said, offiHOMELESS, continued on Page 12

President Barack Obama will step down after eight years as commander in chief with one of the most influential tenures leading the U.S. military, but not necessarily the political support of service members. His moves to slim down the armed forces, move away from traditional military might and overhaul social policies prohibiting the service of minority groups have proven divisive in the ranks. His critics have accused him of trading a strong security posture for political points, and for allowing the rise of terrorists like the Islamic State group whom the wars in Iraq and Afghanistan were supposed to silence. But Obama’s supporters define him as the Nobel Peace Prize winner who ordered the elimination of Osama bin Laden and refocused military strategy while wrestling with an uncooperative Congress and unprecedented budget restrictions. They insist the military is more nimble now, and more prepared to deal with unconventional warfare against non-traditional threats across the globe. More than half of troops surveyed in the latest Military Times/Institute for Veterans and Military Families poll said they

As Obama exits, troops look forward to new administration have an unfavorable opinion of Obama and his two-terms leading the military. About 36 percent said they approve of his job as commander in chief. Their complaints include the president’s decision to decrease military personnel (71 percent think it should be higher), his moves to withdraw combat troops from Iraq (59 percent say it made America less safe) and his lack of focus on the biggest dangers facing America (64 percent say China represents a significant threat to the U.S.) But more than two-thirds support Obama’s mantra that securing America means building strong alliances with foreign powers. And more than 60 percent think his use of drones and special forces teams for precision strikes — instead of large-scale military operations — has helped U.S. national security. That’s a conflicted response to a president who entered the White House vow-

ing to end U.S. involvement in Iraq and Afghanistan but instead leaves as the first American president to oversee two full terms with combat troops deployed to hostile zones. Many troops see Obama less as a wartime commander in chief and more as a politician managing Pentagon affairs. Through his presidency Obama has repeatedly promised to keep the military “the strongest fighting force the world has ever known but many troops question his stewardship of the institution, particularly when it comes to the defense budget.
It’s the president’s fault
“There’s no question this era will go down as the third ‘hollow’ army, and it’s the president’s fault, said James Jay Carafano, deputy director of international studies at the conservative Heritage Foundation. ‘A MONSTER CALLS’ AN EMOTIONAL JOURNEY By Jeri Jacquin MilitaryPress
In theaters from director J.A. Bayona and Focus Features is a story of a boy who finds an unlikely ally when “A Monster Calls. Conor (Lewis MacDougall) is a young boy living a life filled with heartache. As his ill Mum (Felicity Jones) becomes bedridden, he struggles daily to deal with being himself. Dealing with the other school kids either pushing him around or feeling sorry for his situation, Conor just takes it all in. That is until he is pushed to the very limits and a tree Monster (voiced by Liam Neeson) crashes into his life. The Monster demands that Conor tell him stories in an effort to help the young boy come to terms with everything that keeps him from living. Grandma (Sigourney Weaver) takes Conor into her home when Mum goes into the hospital. The two must become acquainted, which is hard to do as they both carry the same anger. Even a visit from Conor’s Dad (Toby Kebbell) isn’t enough to help the bottled up emotions he is carrying. It is what happens between Conor and the Monster that might give the young boy the ability to accept life and all its uncertainty. MacDougall as Conor is an amazing find in this role. His ability to portray every emotion by not showing emotion just gave me the chills. This character brings
Lewis MacDougall and Liam Neeson give an outstanding and emotional performance in “A Monster Calls, in theaters now.
out the childhood memories we all have of love, loss, not knowing who is friend or foe and relatives that should be a source of comfort but are not. MacDougall is absolutely and simply superb! Weaver as Grandma is very cold toward Conor, and the young boy feels it. Even her home is perfection — putting Conor

even more out of his comfort zone. The two characters have more in common than they realize. Jones as the young boy’s Mum is loving and has made sure to cement memories for Conor. That doesn’t mean being ill isn’t also a memory for him. Neeson as the voice of the Monster is also brilliant. Of course, he has done this before as the voice of Aslan in the film “Narnia, but as the Monster he is cold, straight forward and emotionally brutal but in an honest way. I have to say there are moments where this CGI created character could be quite frightening but the reasons become clear and smart. Of course, Neeson could read a phone book and most of us would be pretty happy with that. Other cast include Ben Moor as Mr. Clark, James Melville as Harry, Oliver Steer as Sully, Dominic Boyle as Anton, and Jennifer Lim as Miss Kwan. TUBS OF POPCORN: Welcome to 2017 as “A Monster Calls is my first five tubs of popcorn out of five. This is an emotionally charged film with brilliant performances, a story that reaches into hearts
and memories along with fantastic CGI (and when was the last time you heard me say that!). Every moment of this story on screen is amazing due to the work of Patrick Ness. I should have realized that this would be an emotional journey, since director J.A. Bayona is also responsible for the 2012 film “The Impossible, which was on my Top Ten list of 2012 — and a serious box of Kleenex film as well. Bayona has now reached down deep twice into an audience, and made us be honest with ourselves and the emotions we don’t want to either talk about or deal with. The accolades for “A Monster Calls are just beginning from the Critics Choice Awards to the Washington D.C. Area Film Critics Association voting a win for Best Voice Performance for Liam Neeson. In the end — stories are wild creatures! Jeri Jacquin is the Movie Maven. by Howard Hian
E AND RICE
$10 – SPIC
In the $10 category, a personal long time favorite is Spice and Rice in La Jolla. My in-house editor joined me, and we had fun sharing the two-course lunch. Our outstanding Thai salad and Golden Moon appetizer was followed by green curry chicken and a hot basil shrimp dish. We treated ourselves to their very own craft Spice and Rice beer, home-brewed by the chef, as well as, homemade mango ice cream (both extra).
$15 – BALI
HAI
For $15, you can’t beat the deal at the iconic Bali Hai on Shelter Island. Family owned for more than 60 years, it’s been a constant in San Diego’s restaurant scene. Once again, sharing was in the cards; perfectly prepared spring rolls and a salad with macadamia nuts, goat cheese, seasonal berries and a sensational vinaigrette were our “pupus selections. Our two entrees were a macadamia-nut crusted grilled fish with pineapple mango chutney and an outstanding albacore poke bowl. Great food, plus a super view. Go!
LOT $20 – THE The Lot, in La Jolla, a trendy restaurant/ upscale movie theater combination is my $20 choice. Its motto is “Where the neighborhood plays. I loved the grilled street corn appetizer and chose the crackling chicken sandwich for my entree. Hint: Go on a Wednesday and recline in luxurious leather seats and watch a movie for only $10. There is also a Liberty Station location. Commemorating the Girl Scouts 100 year anniversary in San Diego, creative chefs are incorporating Girl Scout cookies into the menus. BELL: ‘I’M WHAT STEPH CURRY IS TO BASKETBALL’ Steelers RB sets franchise record
Le’Veon Bell says his patient approach to playing running back will change the NFL similar to how Stephen Curry changed the way basketball is played in the NBA. “I think I’m changing the game, the Pittsburgh Steelers running back told Bleacher Report. “In that sense, I’m what Steph Curry is to basketball. Don’t get me wrong, I don’t necessarily think Steph Curry is the best basketball player, but he changed the game so he’s going to always go down as being remembered. Now everyone wants to shoot the 3 and shoot it from deep. Bell has a patient running style that requires his offensive linemen to hold their blocks before he attacks a hole, usually for a big gain. He said he expects young running backs to try to copy his style. He recently described that style to ESPN’s Jerome Bettis, telling the Steelers great that he looks off linebackers to bait them into the gap he doesn’t want to hit before cutting back. “I watch the linebacker ... but I’m not going to look at him. Quick as comparison to Curry has merit. grease. You had ‘the Bus’ and his power running. You have superfast runners. But a runner with the patience he has? I mean, I don’t know if we’ve ever seen that. He’s a special runner who’s definitely transcending the game and it’s fun to watch. “No one else in the NFL runs like that, but I guarantee you, there will be some runners coming out — and there’s probably some in the NFL now — that’ll try to take on that technique. ‘SHOGUN’ RUA TO RETURN TO THE OCTAGON Dreams about regaining title
Mauricio Rua is finally ready to enter the Octagon one more time. “Shogun will be fighting in front of his countrymen on March 11, as he takes on Gian Villante at the UFC Fight Night 107 card in Fortaleza, Brazil, and explains to MMA Fighting why it took so long for him to return to competition after his decision victory over Corey Anderson in May. “The focus was to fight in Brasilia in September, but I had a little tendinitis that didn’t let me train harder, Rua said. “It was no big deal, but it was a bit painful. They asked me if I could fight in Sao Paulo (on Nov. 19), but I couldn’t either. I’m 100 percent now. I’m training well, and ready to go. Rua enters the bout coming off wins over Antonio Rogerio Nogueira and Corey Anderson, his first back-to-back victories since 2009, and still needs to take a closer look at his opponent to study his fighting style. One think is for sure, though: the former UFC and PRIDE champion wants to use

his muay thai against the New York native. “I know him a little, “Shogun said. “I’ll start studying him now, but I know he likes to strike and to go for takedowns. He’s well-rounded. He has good hands, good takedowns. I’ll train hard to be prepared in all areas and don’t get surprised, of course. I hope I can use my muay thai in this fight.
“I think he will strike to close the distance and take me down. For sure, he will try to take me down and stay on top, which is an advantage. I think he will fight strategically, but I will be prepared to win the fight. “Shogun will fly to Fortaleza to promote the event on Jan. 17, but still hasn’t decided if he will fly to California to
train with Rafael Cordeiro for UFC Fight Night 107. “I’ll talk to my team and master (Cordeiro) and see how my training will be, he said. “I’ll start training hard next week. Facing a former UFC champion for the first time in his 22-fight career, Villante enters the bout in Brazil fresh off a stoppage victory over Saparbek Safarov in Albany, and a win will move the winner one step closer to title contention. The Brazilian, who held the UFC title for 10 months between 2010 and 2011, still dreams about regaining the light heavyweight gold, but won’t focus on it just yet. “I’m No. 7 in the rankings, but I’ll tell you the truth, I don’t focus too much on rankings and the belt, Rua said. “My focus is on the opponent in front of me. I can’t think about somebody else while I have someone tough in front of me. My focus is on him. I’m 100 percent focused on this fight, and everything else is consequence. “My biggest dream is the belt, he continued, “but I’ve been through this experience before, and I know that if I think about the belt before fighting my next opponent, that might not get me motivated. I’m more experienced now, and I know I have to think about my next opponent. This is what motivates me.

AFTER 2 YEARS, MARINES RETURN TO AFGHANISTAN
300 will deploy in training mission
U.S. Marines will return to Helmand Province, Afghanistan, after more than two years away from the region that saw so many fierce battles and so many casualties. About 300 Marines will deploy there this spring in support of the NATO-led Resolute Support mission. Under the new Task Force South West, led by Brig. Gen. Roger Turner, higher-ranking Marines will train and advise the Afghan National Army’s 215th Corps and the 505th Zone National Police – a much higher level than previous train-and-advise missions. Turner told reporters today that the national defense and security forces have made a lot of progress, but “the challenges that they have are really in intel, operations, integration, logistics, sustainment of their forces, administration, things like that. So a lot of our effort will be on that high-level advising, according to a recording of the briefing provided to USNI News. The core of the 300-Marine team comes from 6th Marine Regiment, and the rest
U.S. Marines with Alpha Company, 1st Battalion, 2d Marine Regiment, greet a member of the Afghanistan National Army (ANA) as he takes his post aboard Camp Leatherneck, Helmand Province, Afghanistan on October 27, 2014. The ANA will took command of all posts aboard Camp Leatherneck upon the end of Regional Command (Southwest) operations in Helmand province.
were hand-picked based on the assistance the Afghan forces need. Turner said the Marine Corps was looking for higherranking Marines with experience in the right functional areas to be of most use to their Afghan partners. More than half the Marines deploying have previously served in Afghanistan, many of them on multiple deployments, he added. “These are folks that we fought alongside, we fought with and we bled with, and
we think there will be a real synergy in reestablishing those relationships, Turner said of the Marines he will lead, adding that they collectively have a good “understanding of the human terrain and the importance of various tribal leaders, military and police units and more. Turner declined to say whether Marines will be out in the field to assist Afghan forces during missions, though he did say they have authority to go places as
needed in their advisory role. He called it a “high-risk mission and said the Marines, who will serve in Helmand Province for about nine months, will receive four to five months of training ahead of shipping out. That training is already underway. In fact, in November the commander of 2nd Marine Division, Maj. Gen. John Love, said at a Marine Corps Association dinner that his Marines were getting ready to deploy to Afghanistan. “There’s a new mission we picked up in the Marine Corps, in fact we are going to repurpose the infantry regiments against a new mission back in some familiar territory in Afghanistan, in a province we’ve been to before and a location we’ve been to before, back into some advising the ANSF and the police forces there. We’ll be doing that in the spring, he said at the event, though the Marine Corps declined to comment any further at the time, as details were still being finalized. During the media briefing, Lt. Gen. William Beydler, commander of Marine Corps Forces Central Command, explained the deep history of Marines in this region. “Marines being deployed to Afghanistan or Helmand Province is not new. USS Carl Vinson deploys to western Pacific Ships and units from the Carl Vinson Carrier Strike Group departed San Diego for a regularly scheduled deployment to the western Pacific, Jan. 5. Nimitz-class aircraft carrier USS Carl Vinson, Carrier Air Wing 2, and embarked Destroyer Squadron 1 deployed with Ticonderoga-class guided-missile cruiser USS Lake Champlain and Arleigh Burkeclass guided-missile destroyers USS Michael Murphy and USS Wayne E. Meyer. While deployed, the Carl Vinson strike group will remain under U.S. 3rd Fleet command and control, including beyond the international dateline which previously divided operational areas of responsibility for 3rd and 7th Fleets. Third Fleet operating forward offers additional options to the Pacific Fleet commander by leveraging the capabilities of 3rd and 7th Fleets. This operational concept allows both numbered fleets to complement one another and provide the foundation of stability in the Indo-Asia-Pacific region. “Our forward presence contributes to freedom of navigation and lawful use of the sea, as well as furthers operational training and enabling the exchange of culture, skills, and tactical knowledge, said Commander, CSG 1, Rear Adm. James W. Kilby. Homeported in Pearl Harbor, Michael Murphy will join the Carl Vinson later this month as the strike group makes their way to the western Pacific. The Carl Vinson strike group deployed

The next morning, the nurses bathed her, fed her a tasty breakfast and set her in a chair at a window overlooking a lovely flower garden. She seemed OK, but after a while she slowly started to tilt sideways in her chair. Two attentive nurses immediately rushed up to catch her and straighten her up. Again she seemed OK, but after a while she slowly started to tilt over to her other side. The nurses rushed back and once more brought her back upright. This went on all morning. Later, the family arrived to see how the old woman was adjusting

6 months to live
A middle-aged man was visibly shaken when his doctor advised that he had only six months to live because of the terminal disease that was detected during a recent physical check-up. The doctor suggested that he should get his “house in order, make sure his will was current and ensure all final arrangements were in place for the funeral. He should then make plans to enjoy what might be left of his life, to the fullest. “What will you do for the last six months? asked the doctor. His patient thought for a few minutes then replied, “I think I’ll go and live with my mother-in-law. Surprised by the answer, the doctor asked, “Of all people, why in the would you want to live with your mother-in-law? “Because it’ll be the longest six months of my life!

cials realized estimates were low. “I think we’re going to make a big dent this year, and I would say within a couple of years, we should be there, McDonald said. The number of homeless veterans nationwide is down 47 percent, or about 35,000 people, since 2010, but there are still roughly 40,000 more, HUD said in August. To get homeless veterans into permanent homes, the Obama administration used a program that was created in 2008 and combines rental assistance from HUD with case management and clinical services from the VA. Nearly 90,000 so-called HUD-VASH vouchers have been awarded, with $635 million appropriated for vouchers from 2008 to 2016. Many places were able to
house most of their homeless veterans, but vouchers became harder to use as the housing market tightened. Some areas harbor enough resources to solve the problem, but they’re spread across multiple agencies, making coordination difficult, Community Solutions said. Officials in communities that have effectively ended veteran homelessness, including Bergen County, New Jersey, and San Antonio, say the key was better coordination among government agencies and nonprofits. There has also been a national shift in how people who are the hardest to house, including addicts and the mentally ill, are helped. They used to have to get medical treatment, get sober or take other steps to qualify for housing. That wasn’t working, HUD says, so now they get housing first, then are pointed toward help to confront root causes of their homelessness.

a Marine Corps, we’ve conducted combat operations against insurgents in Sangin, Marjah, Musa Qala and Nowzad, and the history of this really began in 2001 with our invasion led by about 1,000 Marines that deployed into Helmand from Navy vessels off the coast of Pakistan, he said. “In 2008 we returned again and redeployed back to home stations when our combat mission ended there in 2014. The Afghan people and their security forces continue to make tremendous sacrifices
in defense of their country. However, Afghanistan remains a dangerous and dynamic environment and our aim, by training and advising the Afghan forces, is to preserve and build upon the gains they have made, together with us, in the Helmand Province. Marines will face risk in this new assignment, this new deployment to Helmand, and it reflects our enduring commitment to the people of Afghanistan to ensure their country’s stability and economic viability.

GOODBYE Continued from Page 1
“For all his promises, the operations tempo hasn’t gone down as much as he hoped, and he has invested little in the military. Troops responding to the poll saw years of defense budget fights as the largest blemish on Obama’s presidency. Twothirds said spending caps enacted in 2011 have had a very negative effect on military morale, and another 28 percent said it was harmful to a lesser extent. Fewer than two percent saw the budget caps as a positive for the military. Conservatives have attacked Obama for the lower defense budgets for years, arguing that his insistence on pairing military spending with non-defense spending has crippled Pentagon efforts to modernize and recapitalize. The caps — known as sequestration — have been blamed for shortfalls in parts and repairs, cuts in training time and a

Obama will leave office with American military units still in the Middle East and Afghanistan, but overseeing training and assistance missions, not direct combat. He has received criticism both for failing to zero-out those deployments and moving too fast to pull down the numbers before those regions were fully secure. “He’s a reluctant warrior, said said Phil Carter, director of the Military, Veterans and Society Program at the progressive Center for a New American Security. “He has struggled to end the wars overseas and fulfill those promises, and he never managed to do so. Troops polled appear divided on whether Obama ever achieved the proper balance on those deployed force levels. Nearly 60 percent of poll respondents said the drawdown of U.S. troops from Iraq made America less safe. A slightly smaller 55 percent said moves to pull U.S. forces out
The operations tempo hasn’t gone down as much as he hoped, and he has invested little in the military.

While half of troops surveyed see the reduced emphasis on large-scale overseas missions as harmful to military readiness, 45 percent see the shift to training and advising missions as a positive for the armed forces. Trump and Republican lawmakers have ridiculed the president’s foreign policy as scattered, quick to find any option other than a possible fight. They point to what they see as an overly trusting agreement with Iranian hard-liners over nuclear weapons and indecisive, unfulfilled threats against Syrian President Bashar Assad for attacks on his own people. And a host of Obama’s own former defense officials have helped pile on that narrative. In his memoir, former Defense Secretary Robert Gates blasted Obama as a leader “who doesn’t believe in his own strategy and said his plans in Iraq and Afghanistan were “all about getting out. They’ve also contributed to a host of compensation trims, as Pentagon leaders have held down pay increases and stipend raises in recent years to help offset funding reductions in other areas. Independent military advocates have said lower-than-anticipated defense budgets put enormous strain on military families in recent years. A November poll, conducted in the immediate aftermath of Donald Trump’s election victory, showed that more than 60 percent of active-duty service members felt improving troops’ pay and benefits should be a top priority of the incoming administration. Carafano said he is hopeful that a change in administrations will produce different results. “We don’t have a just-in-time industrial base anymore, so any changes in defense spending will be gradual, he said. “But these problems are reversible.
