Several cities have ended veteran homelessness, but not America’s Finest



America’s saddest city San Diego is failing its homeless veterans W hile San Diego has been focused on finding a home for the Chargers, other cities are making headway on something much more pressing — finding homes for homeless veterans. In 2010, the Obama Administration challenged the nation to bring an end to veteran homelessness. Several cities have done so — Houston, Las Vegas, New Orleans — but not San Diego. Why not? It’s not for lack of resources. It’s a lack of leadership. “All-hands-on-deck efforts seem to have characterized some of the cities that have made the formal claim (of ending veteran homelessness),� Keith Harris, who overseas the national effort, told Voice of San Diego. “That strikes me as a difference with San Diego.� We are home to one of the largest concentrations of military installations in the world, and home to the third largest population of homeless veterans. Regional leaders haven’t come together to solve this problem, and it’s shameful. Instead, we get excuses. Our housing market is too expensive and the state took away Redevelopment money that could have been used to build affordable apart-

ments, we’re told. But homeless advocates say San Diego County has many of tools already in place to end veteran homelessness. We’re just not using them. In fact, only 78 percent of housing vouchers offered by the VA were used in 2015, despite the fact that nearly half the area’s homeless vets use the VA for by Tom Chambers medical care. And while the number of homeless vets has dropped over the last four years, it actually went up by nearly 6 percent from 2014 to 2015. In other cities, mayors and city leaders brought advocates, the VA and others together to solve this problem. What San Diego needs is leadership — something our region seems to lack. To his credit, San Diego Mayor Kevin Faulconer announced an initiative to get 1,000 homeless vets off the streets in his recent State of City Address — but it shouldn’t have taken six years to fix this problem. We’re playing catch-up. Let’s hope Faulconer is able to bring all the stakeholders together and effectively deploy the resources we have in place to house our veterans. If he can’t, someone else should step in. This should be the year we say all of our veterans have a home.

MATTEL REVEALS NEW BARBIE At 57, Barbie is getting a major makeover. The iconic plastic doll, whose small waist and long legs have been criticized for creating unrealistic expectations for girls, will soon be sold with three new bodies — curvy, tall and petite. Barbie will also be more diverse, coming in seven skin tones, 22 eye colors and 24 hairstyles. Mattel Inc. has been searching for ways to recharges sales of Barbie, which fell 4 percent in the most recent quarter as “want lists� from girls increasingly include iPads, smartphones and electronic toys. The company hopes more kids will be able to relate to the new dolls. The body transformations have been in the works for two years, Mattel spokeswoman Michelle Chidoni said on Thursday. The El Segundo, California, toy company said it will still sell the original 11.5inch Barbie. The new versions will begin arriving on U.S. store shelves in March and will roll out globally after that. They are available for preorder at shop.mattel. com, and will ship in February. Whether the new models will be a hit with children remains to be seen, though

Fiennes opens up on Jackson controversy

Joseph Fiennes is responding to controversy over the news that he will play Michael Jackson in an upcoming comedy. The outcry stems from the fact that Fiennes, who is white, will portray the black icon in the one-off, half-hour Sky Arts comedy, “Elizabeth, Michael & Marlon.� The special will follow the supposedly real-life story of how Elizabeth Taylor, Michael Jackson and Marlon Brando took a road trip to leave New York after the 9/11 attacks. fter finishing the 2015 season last in the AFC West with a 4-12 record, the San Diego Chargers have a number of holes to fill on their roster if they hope to compete for a division crown anytime soon. With quarterback Philip Rivers signing a five-year contract extension at the beginning of last season, General Manager Tom Telesco and the front office have a short timeframe to surround their franchise player with the kind of talent the team needs to compete for a Super Bowl title. While Chargers fans continue to wait and see where their team is going to call home, one thing is for certain — if Telesco doesn’t hit a home run and land some immediate impact players in the draft, the team could very well be playing in a half-empty stadium no matter where it is located. Scanning through the various mock drafts, most prognosticators have the Chargers taking a player at one of their positions of need — namely offensive tackle and defensive line. Having to fill voids at wide receiver and defensive back as well, here’s a look at a few players ranked in the top ten of the draft and quotes by some well-known “experts� on whom the Chargers will select with their first pick. Laremy Tunsil, OT, Ole Miss, 6-5, 305. Widely regarded as the best tackle in the draft, Steve Serby of the New York Post has the Chargers taking Tunsil with the third pick 4 'FC

CARDONA RETURNS TO NAVY DURING OFFSEASON While nearly every member of the New England Patriots cleaned out their locker and made plans to rest or take an extended vacation after their loss to the Denver Broncos in the AFC Championship Game, long snapper Joe Cardona got ready to return to his primary fulltime job with the United States Navy. Cardona, who just completed his rookie season, said he’d take a couple days off before returning to duty as an ensign. He’ll first head to Virginia before reporting to the USS Zumwalt DDG-1000 in Maine. The rest of it is basically up in the air. “I’ll be working fulltime throughout the offseason,� said Cardona, who wore his Navy dress whites to every road game this season. “That’s my main duty. That’s my main job. Now it’s time to really go and focus on that. I’ll be reporting to some schools in Virginia, the pipeline to become a service warfare-qualified officer. Moving forward, I’ll report to a ship and get ready to do my job on the ship and keep preparing for the season as we go, too.� Cardona’s situation is always fluid, as the Navy could prevent him from playing football at any moment. But for now, the belief is he’ll be free to continue his preparations for the 2016 season when the offseason program begins in April. “The Navy is my first job, first and foremost,� Cardona said. “That’s how it is.

VETERANS LIKELY KEY IN MOON-SHOT CANCER RESEARCH Veterans are likely to play a significant part in what has been called “the Moon shot� in cancer research — the plan announced by President Barack Obama last week for a cancer fight effort to equal the country’s determination to put a man on the moon during the 1960s. Fittingly, the veterans’ role in the cancer Moon shot, as well as in scores of other research projects into illnesses that impact vets and non-vets alike, will be doing something they were prepared to do back in their active duty days: shed some blood. “When they realize that this could help other veterans most of them volunteer right away� when asked, VA Secretary Bob McDonald said during a visit to the VA Medical Center in Boston on Friday, when he toured the lab and growing biorepository. The VA project, called the Million Veterans Program, predates the cancer Moon shot by six years. Its goal is to collect blood samples — and with it the DNA — of at least a million veterans, and use it to research illnesses, including at the genetic level. “This is fascinating what they’re doing here,� McDonald said. “The whole role of genomics will be huge in, and that’s one of the reasons we wanted you to see this, because I think the work of the Million Vet-

eran Project underscores the importance of genomics in the Moon Shot in eradicating cancer.� It is veteran-centric, for sure, and already is being used in alpha and beta projects that focus on veteran issues, according to the VA. The veterans’ blood samples, informed by medical health records that, depending on the veteran, may go back 20 or more years, could hold the key to understanding causes and discovering treatments and cures for myriad illnesses. The VA is looking at some 750,000 genetic markers that medical researchers believe could be linked to illnesses that plague veterans, ranging from cancers to heart disease, kidney disease to post-traumatic stress disorder. To date, the effort has collected 1.8 million vials of blood, each one spun in a centrifuge prior to storing to divide red cells, white cells and plasma. The vials are kept in an oversized refrigeration unit within a lab at the hospital. Although the project name suggests it will store a million samples, it will continue to grow the biorepository as long as there is funding support and vets who volunteer. There is storage space for several million samples. During a tour of the lab, McDonald climbed a ladder to look into the stor-

age site, where a robotic arm, kept at minus 20 degrees Celsius, plucked newly deposited vials one at a time from small containers and moved them into trays that were then automatically transferred into the unit and stored at minus 80 degrees Celsius. “When I do my recruiting speech to try to attract people to VA, this is exactly the issue — come be on the cutting edge, the tip of the spear [in medical research] that can make a difference in so many people’s lives,� McDonald said. The department has spent about $130 million on the program since it began laying the foundation for it in 2010. Its nearly 1.8 million samples have come from 445,000 veterans. It currently is adding about 100,000 veterans’ samples per year, which means it will hit the million vet mark around 2022. They hope the speed that up by opening the program to active-duty personnel. The VA estimates that would add an additional 25,000 donors a year to the collection and perhaps allow them to reach one million by 2020, said Dr. Mary Brophy, director of the biorepository. Because the donations are for research purposes, neither the VA nor the Defense Department can simply request use of a veteran’s or service member’s blood for the

project. Donors — strictly veterans right now — may volunteer for the project at a number of VA sites across the country. In signing up, they are told their blood and medical information will be shared with researchers and that they may not benefit directly or immediately from any of the research. But their identities are masked on the samples, so that researchers do not know whose blood or DNA they are working with. For its part, the VA does retain a link between the sample code and the veteran so that changes in health or long-term effects of drugs and medications can be incorporated into the veteran’s research profile. While Britain began building its own biorepository before the U.S. and currently has samples from about 500,000 veterans, the VA is quickly catching up and will pass that number. It’s not only because the veterans have volunteered in such large numbers, but because VA has been able to build the computing capacity to handle the data. “It’s not just the samples, it’s the informatics platform. Stennis Strike Group deploys to 7th fleet

Families waved good-bye from the pier as sailors from the John C. Stennis Strike Group departed San Diego Jan. 19 and 20 for a regularly scheduled deployment. Vice Adm. Mike Shoemaker, commander Naval Air Forces, addressed the crew of JCSSG flagship USS John C. Stennis before the ship departed. “Pacific Fleet and Pacific Command are counting on you to provide a deterring presence to dissuade our potential adversaries and reassure our friends in that very important part of the world,� Shoemaker said over the ship’s public address system. About 7,000 sailors are deploying as part of the strike group. “The sailors of this strike group are ready, willing and able to go wherever is necessary to protect American interests,� said Rear Adm. Ron Boxall, commander of the strike group. “We will continue the great tradition of projecting power

The strike group completed a Composite Training Unit Exercise and a Joint Task Force exercise throughout July and August as well as a Sustainment Exercise in October to prepare for deployment. The sailors will be the centerpiece of the

Great Green Fleet, a year-long initiative highlighting the Navy’s efforts to transform its energy use to increase operational capability. The Stennis Strike Group will use energy efficiency measures, to include technologies and operational procedures, and alternative fuel in the course of its normal operations. The Stennis Strike Group expects to participate in a number of exercises during this deployment; training, integrating and building capacity with allies in the Pacific region as part of an ongoing rotation of U.S. forces supporting maritime security operations in waters around the world. The strike group consists of USS John C. Stennis with Carrier Air Wing 9 embarked, guided-missile destroyers USS Stockdale, USS Chung-Hoon, USS William P. Lawrence and guided-missile cruiser USS Mobile Bay. Carrier Air Wing 9 consists of Helicopter Maritime Strike Squadron 71, Helicopter Sea Combat Squadron 14, Airborne Early Warning Squadron 112, Electronic Attack Squadron 133 and Strike Fighter Squadrons151, 97, 41 and 14. The charity for wounded veterans, the Wounded Warrior Project, is facing accusations of using donor money toward excessive spending on conferences and parties instead of on recovery programs, according to a CBS News report. Army Staff Sergeant Erick Millette, who returned from Iraq in 2006 with a bronze star and a purple heart, told CBS News he admired the charity’s work and took a job with the group in 2014 but quit after two years. “Their mission is to honor and empower wounded warriors, but what the public doesn’t see is how they spend their money,� he told CBS News. Millette said he witnessed lavish spending on staff, with big “catered� parties. “Going to a nice fancy restaurant is not team building. Staying at a lavish hotel at the beach here in Jacksonville, and requiring staff that lives in the area to stay at the hotel is not team building,� he told CBS News. According to the charity’s tax forms obtained by CBS News, spending on conferences and meetings went from $1.7 million in 2010 to $26 million in 2014, which is the same amount the group spends on combat stress recovery. Two former employees, who were so fearful of retaliation they asked that CBS News not show their faces on camera, said spending has skyrocketed since Steven Nardizzi took over as CEO in 2009, pointing to the 2014 annual meeting at a luxury resort in Colorado Springs. “He rappelled down the side of a building at one of the all hands events. PACIFC OCEAN — “All hands bury the dead,� commanded the officer of the deck. The ocean swells cradled the ship and the white tops broke under a clear sky, Jan. 24, as the casket of Master Chief Kyle G. Sutton laid peacefully in the well deck of USS Makin Island. Sailors gathered in ranks in honor of the master chief who only six months ago was out on the deckplates leading them on the naval warship. Makin Island was Sutton’s final duty station as a United States Navy Sailor, and it would be the vessel that carried him to his final resting place in the Pacific Ocean. “Makin Island, attention!� commanded Executive Officer Capt. Mark Melson. Sailors and Marines all came to attention as Commanding Officer Capt. Jon P. Rodgers gave his remarks. “Shipmates,� began the captain, “it’s a very fitting morning.� The sound of the ocean roared outside of the well deck and the ship steadily swayed from its swells. “I had hoped for a very calm-watered ceremony, but that would not be Kyle,� said Rodgers. “He wanted to go with a splash. Well, he’s going to get that wish because we’re in eight to ten foot seas and we’re heading west.� As the captain continued to speak about Sutton, Sailors stood stoically, facing the

sea. Though their expressions remained the same with constant vigil in the early morning hour, tears began to stream down many of their faces. “This morning there are no words for comfort,� said. Rodgers. He paused as he looked at the ranks of Sailors and Marines. “There are only words of praise for a shipmate that we will dearly miss — eternal praise and thanks that our paths have crossed with such a man, such a Sailor

who made us all better.� The commanding officer again paused, looking down for a moment, and when his eyes came to face his crew again he said, “He trained a generation of boatswain’s mates, a wardroom and a captain.� “Chaplain,� said Rodgers, “carry out the honor.� Lt. Cmdr. Aaron C. Carlton, command chaplain, gave the benediction and concluded with a prayer and the committal.

Fire!� The shots echoed through the ship and over the vast blue ocean as a silent crew saluted. Pallbearers from the Makin Island Chiefs Mess came to their positions around the casket. They grasped the handles and walked their fellow shipmate through the well deck, where he once lead and trained his Sailors during what would be his last deployment. They placed him at the waters edge and then returned back to the front of the well deck ramp. The Sailors and Marines watched as the sea splashed and the ocean mist surrounded the boatswain’s mate during his last moments aboard. Taps played throughout the ship as the crew rendered their final salutes and watched as the stern gate lowered the Sailor down. Boatswain’s Mate Master Chief Kyle G. Sutton, for the last time, returned to the sea.

Not only has an existing data base of electronic records and a willing veteran population allowed VA to rapidly build its biorepository, it has already provided the VA enough samples and data to launch several research studies of benefit to veterans. The projects include cardiovascular risk factors among African American and Hispanic Americans, to determine how genes influence obesity and lipid levels affect the heart; an examination of genetic risk from chronic use of alcohol, tobacco and opioids; and a study into how genes affect the risk and progression of kidney disease — a major risk factor for veterans, according to researchers. The biorepository is essentially one-stop shopping for a specific patient cohort and control group for any research institution wanting to investigate an illness or try out a new drug, according to Brophy. “If I want to do a study in Gulf War Illness, before I would have to go out and find all these patients with Gulf War Illness, do it myself, Then get the samples, store it and send it out� to research lab, she said. The biorepository eliminates those time-con-

suming steps, she said, by making VA the go-to place for medical researchers. Now, she said, if a research lab needs 5,000 patients with Gulf War Illness, it can get that cohort from the VA, as well as a control group without Gulf War Illness. “The infrastructure is there to do key PTSD research, Gulf War Illness research.
