“I learned about respect. Regardless of what color you are, whether you’re male or female, what got me through was my respect and understanding of people,” said U.S. Air Force retired Chief Master Sgt. James Cotten.

Cotten was drafted at the age of 18 in 1945, not knowing he and his compatriots would be a symbol of desegregation as members of an elite U.S. Army Air Corps unit – Tuskegee Airmen. Nor, was Cotten aware that he would be the first African American assigned to Langley Air Force Base, Va., in 1949.

Being a part of the Tuskegee Airmen was a great opportunity for Cotten, however representing his heritage as an African-American in a previously all-white profession was not easy.

“I accepted that pressure and I wanted that,” he said. “I tried to carry myself in a manner where I would be respected. I always kept my shoes shined, my uniform well pressed and presented an appearance that I felt the American people would like to see.”

Formed in 1941, Tuskegee Airmen was the name given to a group of U.S. Army Air Corps service members during and after World War II that were primarily assigned to the 332nd Fighter Group and the 477th Bombardment Group.

The Tuskegee Airmen were comprised of African-American Airmen who operated as pilots, maintainers, air field management specialists, along with many other duties.

“We were really doing something in the interest of the nation,” said Cotten. “We were considered to be elite personnel. We were taught every day that this was another day to excel.”

While Cotten, an air operations specialist, was stationed at Lockbourne Army Air Field, the U.S. military went through a lot of changes. In 1947 the U.S. Air Force became an independent department and in 1948 the U.S. Military became desegregated; which is when Cotten became the first African-

American to be assigned to Langley Air Force Base.

Cotten was assigned to the 334th Fighter Interceptor Squadron, 4th Fighter Group, as the air operations non-commissioned officer in charge.

According to Cotten, although his time at Langley Air Force Base was short, he was welcomed with open arms into the base. There was never an instance that Cotten or his family felt in danger of their new position in the base community. Being a firm believer in the golden rule Cotten always strived to do the best work possible, with the best attitude possible.

“I felt very proud,” said Cotten.

“I was treated with dignity and respect, and I treated my counterparts the same.”

From 1950 to 1966, Cotten was assigned too many other, military installations. Finishing off his career in the top senior non-commissioned officer rank, Cotten was promoted to Chief Master Sergeant on March 1, 1962, and later retired at McGuire Air Force Base, New Jersey.

Even after serving 21 years in uniform, Cotten decided he would continue to work as a civilian with the Department of Defense for another 45 years.

“If I was in another organization, I might not have been able to climb the ladder like I was able to,” said Cotten of the U.S. Air Force. “It’s because I listened, I became educated and I feel as though as a result of that I had some really good moments in the military.”

Pre-vetted taxis ensure base security, offer speedy service By 633rd Security Forces Squadron Most service members know the importance of keeping a low profile while traveling abroad, but many don’t consider the dangers of traveling while at home station.

Regardless of location, it is important to remain situationally aware and know available options in case of emergency while travelling. If the use of a personally owned vehicle is not available or practical, a taxi cab service may be the best option for transportation. However, these services could be potentially dangerous too.

At Langley Air Force Base, Virginia, the process of accessing the installation via taxi has been balanced to offer the maximum amount of safety and security for the entire populace, while still allowing the need to use these services.

Minor changes have taken place in the past week concerning taxi drivers and base access. The smoothest transition onto Langley AFB occurs when service members use taxi companies with pre-

vetted employees.

Currently, Yellow Cab and Waterside taxi companies maintain a combined total of 49 pre-vetted drivers who are on an entry authority list, which grants them unescorted access when picking up or dropping off customers. This precludes them from having to conduct a criminal background check prior to entry; making the process much faster for base personnel.

Additionally, any cab driver who has an authorized Department of Defense credential to enter Joint Base LangleyEustis may use that identification to gain access while in service as a cab driver. If the driver is not in possession of an authorized ID or on the entry authorization list, they must have a criminal background check, which will be accomplished at the gate instead of the visitor control center. Once a successful check is complete, they will be granted unescorted privileges to drop off or pick up passengers with no secondary stops.

128th Avn. Bde. gains new leadership

U.S. Army Col. Rick Zampelli assumed command of the 128th Aviation Brigade from Col. John Smith during a change of command ceremony at Joint Base LangleyEustis, July 28, 2017.

During the time-honored tradition, Maj. Gen. Gayler, U.S. Army Aviation Center of Excellence commanding general, passed the colors to Zampelli, demonstrating his confidence in the new commander ’s ability to handle the responsibility of command and maintain the unit with discipline.

Following the passing of the colors, Gayler praised Soldiers and leaders within the brigade and reminded them of the significance of their job.

“We are charged in this brigade with our nation’s greatest treasure because our most valuable resource is and always will be our Soldiers,” said Gayler. “These soldiers that are on the field today represent the life blood of the aviation branch. They represent a commitment to producing combat power anywhere in the world.”

During Smith’s time with the brigade, more than 11,000 warrant officers, noncommissioned officers and soldiers were trained in 12 different programs of instruction.

Smith will now go on to serve within the Defense Logistics Agency at Fort Lee, Virginia.

“I am within the final hour of the greatest assignment I have ever had and quite possibly will have,” said Smith. “The Soldiers on the field today, the families in the audience and our dedicated civilians are what is right with America.”

Zampelli comes to Joint Base Langley-Eustis after serving as the Army Capabilities Integration Center Force 2025 director.

Firefighters tackle hazardous materials with new equipment

Blending in among the typical fire trucks and equipment in the Fort Eustis Fire Department, sits a bright red truck filled with hazardous material detection equipment.

As a fire department, dealing with a HAZMAT crisis is not a daily occurrence.

However, if it did happen, it would warrant a response from emergency management and bioenvironmental personnel.

Due to personnel shortages at Fort Eustis, firefighters take on the emergency management and bioenvironmental roles, and reach out to those services for recommendation when a call comes in.

participates in joint training exercises with Langley Air Force Base personnel and recently completed a nine-hour course to learn the basic operations of a new piece of equipment, called HazMatID Elite, to identify chemicals.

“HazMatID is used as a first response in identifying unknown materials in one minute or less,” said Michael Holland, Fort Eustis Fire and Emergency Services assistant chief of HAZMAT, health and safety. “Another capability of the device is long-range wireless transmission, which can allow the teams to be downrange and share information immediately with the command to determine how to handle the situation.”

the HazMatID identifies the percentages of unknown materials and provides the firefighters with the information that they need to appropriately respond to emergencies.

“This identifying tool saves us time, but more importantly, it saves lives,” said Lt. Peter Taylor, Fort Eustis Fire and Emergency Services lead firefighter.

“The device will identify anything in its wide-range library and computerbased software for advance data-library capabilities. It can identify anything from coffee creamer to protein-based

materials such as anti-freeze.”

As a multi-faceted device, the HazMatID is compatible with other pieces of equipment for a wider identification range and is one of eight pieces of equipment, such as the BioThreat Alert Reader and Photoionization Detector that the firefighters are trained to use in hazardous situations.

As first responders, the Fort Eustis Fire Department continues to train to increase their capabilities as emergency management and bioenvironmental specialists, and most importantly firefighters to ensure the safety and security of the community.

FTAC undergoes changes AF wide

The U.S. Air Force made changes to the First Term Airman Course in late May, changing its focus from in-processing to being mission ready.

According to Senior Master Sgt. Michael Lee, Joint Base Langley-Eustis career assistance advisor, the old course material overtime began to focus mainly on in-processing. The new week long course; however, will steer away from in-processing and focus on developing every Airman professionally to support warfighters.

The course has new objectives such as enhancing human capital, personal financial management, resiliency training, team building exercises and “What Now, Airman?” scenarios. The “What Now, Airman?” scenarios are scenarios that are given to the Airmen to see how they would react or what they would do in certain predicaments such as alcohol related incidents or sexual harassment in the work space.

“It will greatly enhance them to get them where they need to be in the future.”

Resiliency training is one of the most important blocks during FTAC, and covers eight skill sets that prepare Airmen for life stressors, such as deployments, family separations and working late hours.

“Resiliency is one of the most important blocks because resiliency helps the Air Force community be more flexible to meet any challenge today and tomorrow,” said Walach.

According to Lee, the new changes to the FTAC curriculum are Air Forcewide and are intended to create more leaders earlier on in their careers.

“I feel the Air Force absolutely got this right with the FTAC transformation,” said Lee. “The Air Force will no longer wait until Airman Leadership School to develop our Airmen into NCOs. They will start at the beginning by giving them the right tools to become effective Airmen.”

Role reversal: Living with a secondary dependent

At a young age, when your parents are sick, it is hard to comprehend what it means and how it will affect them. When I turned 14, I had no idea how drastically my life would change after ďŹ nding out my Mom had Diabetes.

Although it took many doctors and several years, in 2003 my mom, Mary, was diagnosed as a brittle Diabetic, but due to the extended amount of time it took to ďŹ gure out what was wrong with her, it would later lead to extensive health problems.

Throughout my younger years, my mom kept the severity of her disease well hidden. All I knew was that her body didnâ&#x20AC;&#x2122;t work the way mine did, and that I had to make sure she checked her blood sugar when she wasnâ&#x20AC;&#x2122;t feeling well.

When 2010 came along, my mom was married and relatively healthy, or so it seemed. At that point I had just graduated high school, and I felt comfortable enough to move on and start my own life by joining the U.S. Air Force.

Through the years that followed, I would talk to my mom every day and occasionally took a trip to visit or vacation with her.

In 2015, I invited her to visit me for Thanksgiving in Virginia, where I am stationed, since she had never been here before. On the day she arrived, I was both nervous and excited to tell her that I would be deploying in April. Since my mom and I have always been close, it was easy for me to detect that something was very wrong when I asked her if she could watch my dog for a few months while I was away. After a long talk, she expressed to me that she was having extensive marital problems and no longer felt safe, so instantly I asked her to move in with me.

Most of the time when children move out, they never imagine living with their parents again. For me, this was a must. A few weeks after her visit, she moved to Virginia to live with me and this was when I realized just how bad her health had gotten.

With everything piling up, from her medical bills to preparing for deployment, I was struggling and needed to ďŹ nd a way to make my mom a secondary dependent.

My ďŹ rst step was talking to my ďŹ rst sergeant. She explained that it takes a lot of work to make someone a secondary dependent and referred me to the ďŹ nance section for more information.

After taking her advice, I visited ďŹ nance where they directed me to the Defense Finance and Accounting Services website.

It was difďŹ cult to get all of the paperwork ďŹ nished, especially while being thousands of miles away, but I

Now, three years later, I have received helpful hints to make the process a little easier.

Make sure to apply for the correct type of secondary dependency.

Be aware if you are applying for Base Allowance for Housing, or if the dependent needs a Common Access Card.

You must reapply every year, so make sure you keep track of when your application is due.

The individual must be unemployed for one year.

The majority of the process can now be done through the DFAs website, which for me was very user friendly.

I am also very grateful, as a service member, that the military is able to help me provide the necessary medication, medical attention and everyday necessities my mom needs.

Canine handlers from local police departments joined the 3rd Military Police Detachment for military working dog training at Joint Base Langley-Eustis, July 24-27, 2017.

The detachment brought in a Florida-based agency that trains police and military working dogs all over the world. The team taught the detachment along with their Newport News, Chesapeake and Virginia Beach, Virginia, guest different ways to engage their dogs with potential perpetrators.

U.S. Army Pvt. Levi Graham, 3rd MPD military working dog handler, said although biting a human is unnatural to dogs, one of the training’s goals was to teach the handlers to drive the dogs’ desire to bite a perpetrator, and not just training equipment.

With the safety of the handlers, trainers, dogs and even the perpetrators in mind, the working dog handlers donned tactical bite suits while practicing “decoy”

development and canine bite-building techniques. To better simulate real-world possibilities, the handlers also hid bite guards under different colored shirts to keep the dogs from associating the equipment with biting a perpetrator.

“We want the dog to react to the behaviors, not just a visual stimulus,” said Scott Clark, Floridabased agency head trainer. “We don’t want the dog equipment fixated; we want the dog focused on the true engagement of a person.”

Hoping to excite the dogs, the handlers shouted words of encouragement and made high-frequency sounds. During the dogs’ excited state, the handlers focused on enhancing their dog’s desire to bite, the strength of their bite and their drive forward through the bite.

According to Clark, working dogs give law enforcement officers an advantage when restraining a criminal, and can eliminate the need for officers to use a weapon.

“We want to prepare the dogs professionally and to their full capability to perform in the jobs that they do,” said Clark. “Teaching these fundamental skills, encouraging and developing the dog’s bite, is crucial for safety and tactical issues.”

U.S. Army Sgt. Richard McNully, 3rd MPD military working dog handler, said providing advanced training for the local police departments is mutually beneficial for both on- and off-post communities.

“We work heavily with the police in Hampton Roads, so the more training we get with them, the better we will work together to protect our community,” said McNully. “If we ever need the local police on post, or if they need us out in the community, we will have the relationship needed to work together.”

The working dogs are considered an advanced detection resource for both the military and local law enforcement departments. With their noses to the ground, the working dogs continue to support the safety and security of the Hampton Roads community.

According to the U.S. Department of Veterans Affairs, approximately 2.7 million American men and women served in Vietnam. During the war, over 58,000

As the guest speaker for the event, retired Maj. Gen. Beware of tiny, disease ridden critters

With summer in full swing and the increase of outdoor activity increases, the probability of encountering a mosquito or tick rises. While people are not expected to completely isolate themselves from society, there are precautions, which can be taken to reduce the risk of being bitten or even infected with a virus or disease.

MOSQUITOES At Langley there are approximately 30 mosquito species, most of which are potential carriers of diseases, such as the West Nile and Zika viruses. The 633rd Aerospace Medicine Squadron Public Health Office and 633rd Civil Engineer Squadron Pest Management team surveillance for on- and off-base mosquito locations daily. There are also traps set, that people should avoid tampering with. To help reduce the chances of being bitten this summer, keep the following tips in mind: 1. Wear long-sleeved shirts and long pants.

2. Keep screened windows and doors closed.

3. Use Environmental Protection Agency registered insect repellents with one of the following active ingredients: DEET (33%), picaridin, IR3535, oil of lemon eucalyptus or para-methane-diol.

Carefully follow label instructions.

4. Keep mosquitoes from laying eggs.

Once a week, empty, turn over, cover or throw out any items that may hold still water such as tires, buckets, pools, birdbaths, flowerpot saucers or trash containers.

5. Mosquitoes rest in dark, humid areas like patio furniture, under carports, or in garages. Use an outdoor flying insect spray on, or in these areas and follow the insecticide label instructions.

cracks or gaps. Cover open vents or plumbing pipes and use wire mesh with holes smaller than an adult mosquito.

TICKS Ticks can infect humans with bacteria, viruses, and parasites that can cause serious illnesses, such as Lyme disease, Rocky Mountain spotted fever and Tularemia disease.

1. Wear long pants and a long-sleeved gender. They will be examined for West Nile Virus. shirts. Tuck pants legs into socks or boots and shirts into pants.

2. Wear light-colored, tightly woven clothing, which will allow a dark tick to be seen more easily.

3. Apply tick repellent when necessary and carefully follow instructions on the label.

4. Check yourself, family members and pets thoroughly for ticks. Carefully inspect areas around the head, neck, ears, under arms, between legs and back of knees.

5. Shower or bathe, preferably within two hours after being in a tick habitat, to more easily find ticks.

Ticks are properly removed by grasping them with clean tweezers, as close to the skin as possible, and pulling straight out.

Seek medical attention if a tick’s head is stuck in the skin after removal. If a tick remains intact after removal, it can be tested for diseases. Be sure to note when UNBEATABLE PRICES and where ticks were found.

Army improving simplicity, strengthening capabilities with mission command network updates

ABERDEEN PROVING GROUND, Md. — The U.S. Army is implementing a plan to update mission command network software and hardware across 400 Army, Army Reserve and Army National Guard units beginning later this year and continuing through 2019.

This robust effort will reduce the number of disparate software and hardware systems in today’s commandpost environment, mitigating system complexity and allowing for easier network initialization and sustainment. The ultimate goal of the effort will be to reduce more than a dozen mission command network software and hardware versions across the Army to one standard baseline.

“The rapid pace of deployments in the past 15 years has led to a significant increase in the Army’s mission command systems as units have requested additional capabilities,” said Col. Troy Crosby, project manager for Mission Command, who has the lead for implementation of the fielding efforts. “The Army is changing how it fields and sustains these systems, necessitating a move to a single baseline today, while we continue developing the next baseline as part of the Army’s Common Operating Environment effort.”

In May 2017, the Army’s G3/5/7 issued an Armywide directive for tactical units to consolidate to a single software baseline for mission command applications by the end of 2019. To execute the order, elements from Program Executive Office Command, Control and Communications-Tactical are mobilized to support fielding up to 280 units within the next year and to the remainder of the Army in 2019. This innovative approach will encompass fielding new systems, training units that require it, and providing field support where needed.

The Army G3/5/7, with coordination across Army Forces Command and other stakeholders, has prioritized unit fielding by taking into consideration operational and regional alignment of units to ensure all are upgraded at the right time and place. Army Reserve and Army National Guard tactical units will also receive the software and hardware improvements with careful coordination to ensure unit availability and training schedules are taken into account.

Fielding will begin in August 2017, with an aggressive completion timetable of 28 months to the more than 400 total units, from battalion through corps echelons.

ACCELERATED FIELDING TIMELINE The Army will employ Unit Set Fielding practices to execute the baseline reduction effort. USF, initiated in 2006, works as a “one-stop-shop” for units by managing the planning and implementation of fielding and reset for network capabilities.

USF is synchronized with units’ long-range training

calendars, reset and support. It is also closely aligned with the Army’s Sustainable Readiness Model for building trained and ready forces.

Through the USF process, capabilities are provided to a unit in a sequenced order until a complete kit is received. Because network capabilities require technical knowledge, training and support are provided throughout the process.

“Through unit set fielding, we typically touch between 80 and 100 units per year,” said Thane C. St. Clair, PM Mission Command’s materiel fielding branch chief. “The Army is asking us to do in two years what we normally do in a five-year process (as part of technical refresh). This is a key readiness effort, so we increased the size of our new equipment training team from 28 to 94 people to have the global reach to get the job done.”

To meet the accelerated schedule, Army fielding representatives will bring together active Army, Reserve and National Guard units from across a region to a central site, usually a large installation, instead of traveling to every unit’s location. To date, Fort Campbell, Kentucky, and Fort Hood, Texas, have been identified as initial regional target locations. Mission Training Centers and National Guard training hubs will also be leveraged to allow for sufficient capacity.

The greatest anticipated challenge with this initiative is the amount of unit training needed to familiarize signal, general purpose user and maintainers with the upgraded capability, St. Clair said. Balancing the training need with worldwide deployments, readiness exercises, permanent change of station moves and unit rotations will be a challenge.

This effort will take continuous planning events across Army Staff, the program community, FORSCOM, Army Reserve and Army National Guard.

Planning teams are meeting regularly to ensure upto-date information flows to receiving units over the course of the next two years.

Currently, units stationed in the Pacific will begin to receive fielding and training in fiscal year 2018, those in Europe and Southwest Asia in 2019, and those within the United States are scheduled for both years.

The new hardware and software that units will receive depend on the versions they were last fielded.

If hardware can accommodate mission requirements and the latest software (termed software block 11.16), it will not need replacement. The length of training and travel requirements will depend on the unit type/echelon and number of hardware and software updates needed to achieve a common baseline.

REDUCING TRAINING BURDEN, IMPROVING SIMPLICITY Over the last 16 years of continuous combat, multiple, interdependent mission command software versions were fielded at the same time to meet units’ operational requirements. In some cases software baselines were specific to the mission or the region in

which the unit was being deployed.

Although this approach met mission requirements, it resulted in arduous training, sustainment and interoperability issues.

“In the last several years, the program office has been answering requests from Soldiers for additional capability or software patches and we kept enhancing new features and functionalities,” said Kim Reid, product director for PM Mission Command’s Strategic Mission Command. “Now we must simplify and automate the tools that we’ve added and improve the Soldier ’s ability to stand up infrastructure, install software, as well as configure and connect it to units around them.”

Currently across Army tactical units, there are as many as five laptop models and four versions of server stacks. The fielding effort will reduce the varieties of tactical laptops and servers to two baselines of common hardware. This will ultimately enable end users to manage hardware sustainment and warranties more easily, while reducing the hardware footprint in the command post.

Standardization of mission command software will be a major priority of the baseline fielding effort. Although mission command application functionality is similar across tactical units, different software versions have created varying user experiences, sustainment issues, interoperability challenges and training gaps.

A universal baseline decreases the number of software patches and security updates that must be developed, tracked and then implemented in the field.

It also helps with release of new software by creating an environment for interoperability.

As an example, today the Army operates eight versions of the Command Post of the Future application that provides leaders with a common operational picture. At the end of FY 2019 when the baseline fielding is complete, there will be one updated CPOF version throughout all tactical units.

“Although the task of fielding to more than 400 units in just two years is challenging, reducing the mission command network baseline is critical to enable less complex and assured communications,” Crosby said.

“This effort will not only deliver a better capability, it will also ease Soldiers’ training burden when they move to a new duty station or between the echelons from battalion to division. By the end of 2019, they will have the same mission command experience with the same version of software, anywhere they are.”

Manpower shortage impacts 633rd Medical Group services

The 633rd Security Forces Squadron asks all Hunt Housing residents to secure their vehicles and homes. Crime rates are generally higher during the summer months and have begun to increase in Hunt Housing. Suspects have been targeting unlocked vehicles. The 633rd SFS has increased patrols in the area, but needs the assistance of all residents to stop the increase in crime. Residents can help by locking their vehicles and storing all valuable items in their vehicles out of view.

Per AFI 35-107, once approved, unit commanders are ultimately responsible for maintaining their social media presence(s), as well as all content posted to their site(s). Social media sites will be checked at least once every 24 hours to ensure operational security (OPSEC) and security, accuracy, policy, and propriety (SAPP) are not violated. (T-1).

JBLE Family Child Care Program

The Joint Base Langley-Eustis Family Child Care Program is looking for child care providers. They are searching for those interested in a professional, portable career that will allow those to stay at home and run a home-based business. The program is available for children ages two weeks to 12 years old.

Child care providers must be at least 18 years old, be able to read and speak English, be in good health, and willing to undergo a background check. The FCC will provide training and materials to get your business started. Training may include First Aid, CPR, health, safety, developmentally appropriate practices and child guidance. Trespass Notice

The Langley small arms firing range, adjacent area and the bullet impact area to the rear of the range are off-limits to all personnel. The firing range maintains 24-hour operations, seven days a week and is not open for the use of privately owned weapons. Due to gunfire, trespassing in this area is illegal and dangerous. Life lessons over lunch workplace study

Join the new Life Lessons over Lunch the first and third Thursdays of the month from 11:30 a.m. to 12:30 p.m., in the 633rd Mission Support Group Conference Room. The Langley Chapel offers this marketplace initiative where participants meet on a regular basis to view a DVD message over lunch.

Life Lessons provides a unique opportunity for participants to enter an environment in the workplace where they can consider relevant insights around personal and professional challenges. The principles are presented from a biblical perspective but are non-denominational and open to all active-duty U.S. service members. A free lunch will be provided.
