President Barack Obama signed legislation late Oct. 16, bringing federal employees back to work after Congress finally resolved the budget logjam which led to a 16-day shutdown.

Senate leaders championed bipartisan legislation to reopen the government and remove the threat of government default on its debts. All federal government employees – including some 4,000 Defense Department employees – will report to work.

The legislation is a continuing resolution that will provide federal government spending at fiscal year 2013 levels. This keeps the sequester-level budget in effect.

The act will keep the government open through Jan. 15 and raises the debt limit through Feb. 7. The act contains a provision for a joint Senate-House committee to work on a budget recommendation for fiscal year 2014. Those recommendations are due Dec. 13.

The legislation includes the provision to pay all furloughed employees for the period of the lapse in appropriations “as soon as practicable.”

Obama asked that all political officials take the lesson of the gridlock to heart and work together to solve the nation’s problems.

sure that we’re not inflicting harm on the American people when we do have disagreements,” Obama said.

Combined Federal Campaign activities in the Continental United States may now resume, according to a memo from the director of the Department of De-

fense’s CFC program.

As a result of the government shutdown, the DOD had indefinitely suspended the CFC. According to a memorandum released Oct. 9, CFC campaign activities were not

excepted from furlough, nor were they appropriate activities under the Pay Our Military Act. The suspension was to remain in place until there was a continuing resolution or a congressionally-approved appropriation.

The deadline to donate to the CFC is still November 1, and donations will continue to be accepted through the MyPay website.

If a donation was given through pay allotments, it can be expected to be taken out on the January end-of-month pay period.

Prime BEEF units survey land to set up barebones facilities and flight lines at a moment's notice. In addition to the basic structural duties of a civil engineer unit, Prime BEEF units also respond in disaster situations in order to set up infrastructure in a damaged area.

The 40 Airmen in attendance will benefit from this training while in deployed locations, said Staff Sgt. Lloyd Swede, 633rd CES Prime BEEF training manager.

“Having Fort Eustis so close by allows us to take advantage of our joint-base relationship and utilize the training areas,” said Swede. “Fort Eustis’ landnavigation area greatly aided in ensuring our training was effective.”

As part of the training, Swede tasked Airmen to find markers, expanding their computer-based land-navigation training.

“Because of our mission, we find ourselves deploying with our sister services frequently,” said Swede. “Land-navigation training could be vital in a convoy or emergency response situation, so our

Airmen would be better prepared with the addition of hands-on training.”

Fort Eustis also provided the Prime BEEF units with a cost-efficient alternative to live-fire training in the form of a state-of-the-art simulated firing range.

“In addition to land navigation, weapons training is vital in a deployed location, no matter what service you belong to,” explained Swede. “Just like the land-navigation training, giving our Airmen an opportunity to practice firing better equips them for a real-word environment.”

Utilizing the simulated firing range means participants won't use ammunition, saving the military money, said Swede. Firing-range personnel also provided the Prime BEEF Airmen with instruction on advanced techniques taught to members of the FBI, CIA and other branches of security.

Training Airmen in these disciplines does more than improve their abilities, said Swede; it raises the bar for the future of the 633rd CES Prime BEEF. “When we can come out here and give our Airmen hands-on training, they remember more than if they had just seen a slideshow presentation,” explained Swede. “Conducting this training and having these resources allows Prime BEEF to improve skills and sets up our Airmen to be trainers for the next batch of Airmen to come through the 633rd CES.”

It also celebrates their contributions and highlights program efforts to facilitate full integration of disabled individuals into the American workforce.

The Program for People with Disabilities (PPD) is one of Joint Base LangleyEustis’ special-emphasis programs that works with commanders, supervisors and management officials to enhance the employment and advancement opportunities of people with disabilities.

According to Kathy Martinez, assistant secretary of labor for the Office of Disability Employment Policy, this year’s theme, “Because We Are EQUAL to the Task,” reflects the reality that people with disabilities have the education, training, experience and desire to be successful in the workplace.

“I urge all employers to benefit from the skills of workers with disabilities, including our returning veterans, by giving them a chance to show that they, too, are equal to the task.”

The JBLE PPD functions to ensure diversity and equal opportunity are prevalent in the civilian workforce, said Ronald Kommer, JBLE PPD manager.

“People with disabilities bring a unique, yet underrepresented perspective of diversity to the workplace,” said

Kommer. “In fact, individuals with targeted disabilities, such as blindness, deafness, paralysis, and mental illness, represent only 0.6 percent of the civilian workforce – well below the Department of Defense goal of two percent.”

Despite this statistic, Kommer said improvements are being made. The JBLE PPD aims to identify and remove architectural barriers in the workplace, providing management recommendations on reasonable accommodations and assisting, counseling and identifying the needs and concerns of employees or applicants with disabilities.

“As more disabled individuals join the workforce and employers realize their immense value, employment expectations and opportunities will begin to increase,” he said. “To ensure this month’s theme of ‘equal to the task’ is realized, we must continue our efforts to enable Americans with disabilities to live and work with unencumbered freedom.”

Dietary supplement linked to recent hepatitis outbreak

The U.S. Food and Drug Administration is advising consumers to stop using OxyElite Pro, a dietary supplement, because of suspected links to acute hepatitis.

The FDA, along with the Centers for Disease Control and Prevention and the Hawaii Department of Health, are investigating reports of acute non-viral hepatitis in Hawaii where 29 cases are linked to the dietary supplement. The FDA urges consumers to stop using the product while the investigation continues. Distributed by USPlabs LLC in Dallas, Texas, the product is sold nationwide in retail and online stores.

“We are urging Airmen to stop using the product until the investigation concludes and results are confirmed,” said U.S. Air Force Col. John Oh, chief of Health Promotion, Air Force Medical Support Agency, Air Force Surgeon General.

There have been 29 cases of acute nonviral hepatitis with an unknown cause reported in Hawaii. Eleven of the 29 patients have been hospitalized with acute hepatitis, two have received liver transplants and one person has died. The CDC is also investigating other cases of liver injury nation-wide that could be related.

Symptoms of hepatitis include fever, fatigue, loss of appetite, nausea, vomiting, abdominal pain, dark urine, clay or graycolored bowel movements, joint pain, yellow eyes and jaundice.

“Airmen who are experiencing these symptoms should contact their health care provider immediately,” said Oh. In 2011, one-third of Airmen reported using legal bodybuilding supplements in the past year, including 15 percent in the last month, said Oh. “We encourage Airmen to get educated on dietary supplement safety through

He shot her first from the porch as she ran towards the car to alert her daughter to get away.

She fell to the ground. He held the barrel of the gun to her back and pulled the trigger a second time.

On July 15, 2006, three days before her 46th birthday, Sharon Cuffee Murphy lost her life and became a casualty of domestic violence. October is Domestic Violence Awareness Month, and Sharon’s sister, Lynette Lee, retired U.S. Army Soldier and Military Rape Crisis Center volunteer, is reminded again of the day that changed her family forever.

For Sharon, the hardest wounds to treat were those unseen, said Lee. Hiding her marital problems, keeping secrets of abuse and confiding only in those who promised to never tell only escalated the danger of her relationship.

“Once I found out about the abuse, I asked her to come live with me, but she was too afraid to leave,” said Lee. “Sharon would always say he was trying to change. She couldn’t imagine someone she loved wanting to hurt her.”

Sharon eventually decided to leave her husband, but matters became much worse. His threats, aggravated by their separation, became more hostile and ominous towards Sharon and her two children, and when he took matters into his own hands on that July day, it resulted in Sharon’s death.

if carefully considering her words before she continued to recall the memory of her sister.

“I know now she doesn’t have to fear anymore, but it should have never happened like this,” said Lee. “Sharon is the main reason I volunteer. I want people to know about my sister to make sure she didn’t die in vain.”

Unfortunately, Sharon’s story is not a rare one. According to the National Institute of Justice, every day three women die at the hands of their significant oth-

er. According to Domesticviolencestatistics.org, domestic violence is the leading cause of injury for women, more than rape, car accidents and muggings combined.

Throughout the month of October, the Silent Witness Program joined forces with Joint Base Langley-Eustis Family Advocacy Program to commemorate the lives lost as a result of domestic abuse. They will be honoring victims, such as Sharon, with life size silhouettes carved into redwooden figures on display throughout

In support of Domestic Violence Awareness Month, the Family Advocacy program also hosted a three-part Healthy Relationships class which focused on positive conflict management and communication skills to help strengthen bonds between couples.

“Relationships, like many endeavors, require skills and knowledge,” said Barbara Bothwell, Family Advocacy outreach manager. “The Family Advocacy Program provides education and support to prevent domestic abuse and violence by encouraging prompt reporting of suspected abuse and promoting victim safety.”

The Family Advocacy Program works to prevent family violence through public awareness campaigns, leadership training and community education. Bothwell said that some characteristics to look out for in unhealthy relationships are control, dishonesty, violence, emotional abuse and disrespect.

Although a life was lost, the pleas for help do not have to go unnoticed. By sharing Sharon’s story and offering programs, the cries of domestic abuse victims do not have to go unheard, said Lee. “If I could go back to help my sister, I would,” said Lee. “All I can do now is raise awareness so what happened to Sharon does not happen to anyone else.”

Oktoberfest: Airmen connecting through culture

Despite inclement weather, more than 200 Airmen turned out to celebrate the second annual Oktoberfest event at the Langley Club, Oct.11.

Oktoberfest is the oldest and largest fair held annually, primarily in Munich, Germany, from the last week in September until Oct. 3, German Unity day. The Oktoberfest tradition started in 1810 as a celebration the marriage of Bavarian prince Ludwig to the Saxon-Hidburghausen princess Therese.

Originally planned to take place in an outdoor “beer tent,” Ann Pabón, Langley Club manager, wanted base members to get a taste of German culture and enjoy camaraderie. Rather than let the rainy weather prevent the festivities, the event was moved inside.

Attendees could try different German food and drinks, and were provided entertainment from a local German band, “The Happy Dutchmen.”

and help alleviate stressors that Service members experience.”

According to Master Sgt. Nicole Alley, 10th Intelligence Squadron network infrastructure section chief, she appreciat-

ed all the work put into the event.

“Our office attended last year when it was outside and thoroughly enjoyed it.

We were excited that the club kept their plans to hold the event again,” said Alley. “I think combining it with ‘Boss and Buddy night’ was a great idea and gave us a way enjoy this as a team with coworkers and get out of the office and meet new people.”

Senior Airman Jacob Bell, 633rd Communications Squadron protective distribution systems manager and wing information technician, agreed the event was a success and a great way to stay involved on base.

“I think the base should continue holding events like this. For me, it’s the perfect opportunity to form new friendships around base,” said Bell. “You need something like this that will bring us closer as a team, because that’s what we are.”

Energy Action Month: ‘I am Air Force Energy’

The U.S. Department of Energy designated October as Energy Action Month, observed by federal government employees to emphasize the importance of energy in their daily lives.

This year, the U.S. Air Force’s Energy Action Month theme is “I am Air Force Energy,” highlighting the role Airmen play in ensuring energy conservation and achieving the mission to fly, fight and win in air, space and cyberspace.

“Energy efficiency is using less energy to provide the same service or perform the same work.” said Donald White, 633rd Civil Engineer Squadron base energy and utility manager. “Energy conservation is reducing or going without a service to save energy.”

To aid in the conservation of energy, Joint Base Langley-Eustis has introduced several measures including occupancy sensors to reduce interior lighting when

areas are unoccupied, day-lighting controls inside buildings to automatically reduce artificial lighting when daylight is sufficient, and demand ventilation controls used to reduce the amount of air brought in from outside when a building or room is not in full use.

In addition, geothermal systems, which use the earth as the energy source to provide heating and cooling, have been installed at 12 facilities, expansion of building automation systems to automatically

control space temperatures based on occupancy of buildings, and metering to determine the energy used at the largest facilities have also been adopted.

Though these measures have already taken place, the efforts of Airmen still play an important role in saving energy.

In fiscal year 2011, the U.S. Air Force spent $9.7 billion on fuel and electricity, more than double the amount of money on fuel and electricity as it did a decade ago, said White.

“Energy efficiency is a big priority,” said White. “Legislation and executive orders have come down the pipe for all branches of the military to cut back on energy use.”

Joint Base Langley-Eustis must cut back energy consumption by 3 percent every year until 2015.

“At Langley, we are behind our goal of reducing energy 30 percent by 2015,” said White. “We need each Airman to make energy a consideration in everything we do by conserving energy whenever pos-

sible, purchasing energy efficient equipment and adhering to base requirement for office temperature settings.”

Airmen can help achieve these goals by turning lights and equipment off when they are not in use and using Energy-star rated equipment said White.

“We rely on energy for most everything we do every single day,” said White. “Energy costs money and the more we spend on energy, the less we may have for accomplishing our mission.”

White also stresses conserving energy will also help in ensuring supplies are available for future use.

“Non-renewable energy supplies are limited, so using less now ensures supplies for the security of our future,” he said. “Reducing both the production and consumption of energy reduces the amount of pollutants released into our atmosphere, and improves our quality of life.”

The Joint Base Langley-Eustis fire departments hosted Fire Prevention Week Oct. 6 through 12 to raise awareness, give demonstrations and provide tips on how to prevent kitchen fires.

According to the National Fire Protection Association, more fires start in kitchens than any other place in the home. Unattended cooking was a factor in 34 percent of reported home fires and is the leading cause of home fires and fire injuries.

This year’s theme, “Prevent Kitchen Fires,” allowed firefighters to host several fire-safety events for the JBLE community, including fire-extinguisher training, a door-to-door campaign in the Fort Eustis

housing area, literature hand-outs at the commissaries and Exchanges and fire department open houses.

One of the key tools in fire safety is an extinguisher, said Keith Boyd, Fort Eustis Fire Prevention inspector. Approximately 80 percent of residential fire extinguishers sold today are single-use extinguishers that cannot be recharged, so it’s suggested more than one extinguisher be available and easy to reach, he said.

“Fire in its early stage is a lot easier to [extinguish], and can save more lives and property,” said Boyd.

Langley’s fire extinguisher training also included a kitchen fire demonstration trailer, where firefighters explained how to extinguish a stove fire using a live-fire scenario.

During their open house and visit to the Langley Child Development Center, the

633rd Civil Engineer Squadron firefighters, with the help p of Sparky the fire dog, also covered the iimportance of having an evacuation plan and a what actions to take if in a burning build ding or caught on fire.

The importtance of Fire Prevention Week was not only y expressed by the firefighters, but was also echoed by those in attendance. Mary Daly, a military spouse, participated in the t Langley open house along with her son’’s home-school group.

“I’m happy y the kids were given the opportunity to llearn how to react in the event of a fire,” saaid Daly. “I think it’s really great they do o this for the kids, especially for home-sch hool groups that don’t get the chance to go on class trips.”

Smoke alarms According to the National Fire Protection Association, a working smoke alarm can alert inhabitants to a fire before it’s too late, and the use of fire alarms lessen the possibility of death by half. The battery in smoke alarm sho ould be changed once a year and the alarm should be tested mo onthly.

Extinguishers According to fire extinguisher manufa acturing companies, the best way to extinguish a fire effectively is by standing six to eight feet away and completing the “PA ASS” procedure: ■ P – Pull the pin and hold the exting guisher with the nozzle pointing away from you.

■ A – Aim low at the base of the fire.

■ S – Squeeze the lever slowly and e evenly to discharge the extinguishing agent.

■ S – Sweep the nozzle from side to o side, moving carefully toward the fire. Keep the extinguisher aimed a at the base of the fire.

Evacuation Everyone in the house should know two ways out of every room, and the family needs to have a pre-arranged meeting place outside, according to the Nation nal Fire Safety Council.

Kitchen safety Cooking equipment, most often a range or stovetop is the leading cause of reported home fires and home-fire injuries in the United States. It is important to adopt safe cooking behaviors to prevent fires. Below are some tips to improve kitchen safety:

Choose the right equipment and use it properly ■ Use cooking equipment tested and approved by a recognized testing facility.

■ Follow manufacturers’ instructions and code requirements when installing and operating cooking equipment.

■ Plug microwave ovens and other cooking appliances directly into a wall outlet.

Never use an extension cord for a cooking appliance as it can overload the circuit and cause a fire.

Watch what you heat ■ Stay in the kitchen when you are frying, grilling or broiling food. If you leave the kitchen for even a short period of time, turn off the stove.

■ If you are simmering, baking, roasting or boiling food, check it regularly, remain at home while food is cooking and use a timer to remind you.

■ To prevent cooking fires, you have to be alert. You won’t be if you are sleepy, have been drinking alcohol or have taken medicine that makes you drowsy.

■ Keep things that can catch fire and heat sources apart.

■ Keep anything that can catch fire, for example potholders, oven mitts, wooden utensils, paper or plastic bags, food packaging, towels or curtains, away from your stovetop.

■ Keep the stovetop, burners and oven clean.

■ Keep pets off cooking surfaces and nearby countertops to prevent them from knocking things onto the burner.

■ Wear short, close-fitting or tightly-rolled sleeves when cooking. Loose clothing can dangle onto stove burners and catch fire if it comes into contact with a gas flame or electric burner.

Defense Secretary Chuck Hagel has announced that Deputy Defense Secretary Ash Carter will step down Dec. 4.

Carter has served in senior Department of Defense positions since the start of the Obama administration including as undersecretary of defense for acquisition technology and logistics under Defense Secretary Robert M. Gates before becoming the department's number two official.

In a statement issued Oct. 10, Hagel said he met with Carter and reluctantly accepted his decision to step down.

Hagel called Carter an extraordinarily loyal and effective deputy secretary who constantly provided outstanding support to Service members fighting downrange.

“He possesses an unparalleled knowledge of every facet of America’s defense enterprise, having worked directly and indirectly for eleven secretaries of defense over the course of his storied career,” Hagel said.

Hagel thanked Carter for remaining his deputy and helping him get up to speed in the department.

“I have continually relied upon Ash to help solve the toughest challenges facing the Department of Defense,” Hagel said.

“I particularly appreciate his work spearheading the Strategic Choices and Management Review, which put the department in a far stronger position to manage

through unprecedented budget uncertainty.”

As undersecretary, Carter led the DOD’s efforts to accelerate the fulfillment of urgent operational needs such as the mineresistant, ambush-protected vehicles.

He worked to increase the department’s buying power and worked to strengthen America’s defenses against emerging threats, such as cybersecurity.

Deputy defense secretaries generally remain in the background, but Carter held some very visible portfolios including serving as the department’s leader in defense relations with India. Most recently, he headed the department’s investigation into the Washington Navy Yard shooting.

Hagel called Carter a brilliant strategist and an excellent manager.

“His compassion, love and determination to overcome any and all bureaucratic obstacles earned him abiding respect and appreciation,” he wrote. “I am confident the Department and the country will continue to benefit from Ash Carter's service in the months and years ahead.”

Pentagon Press Secretary George Little said Carter's decision to leave was his alone.

Carter has moved back and forth between academia and government. He earned bachelors’ degrees in physics and in medieval history from Yale University, and received his doctorate in theoretical physics from Oxford University, where he was a Rhodes Scholar.

Planning for the future: Start saving early for retirement

It’s never too soon to start saving for retirement, Barbara Thompson, the director of the Defense Department’s office of family policy/ children and youth advised Service members today.

Enlistees as young as 18 might not think about saving for retirement or the importance of their Thrift Savings Plan, but that’s when they should, because retirement creeps up quickly, said Thompson.

“The vast majority of Service members don’t go the full 20 years for military retirement, so they need to, from the very beginning, think about their futures,” she said. “When [service members] get out of the military, they will have something to show.”

Thompson said it is important to start small, because it’s affordable, but the ultimate goal is to build up

to save more each year.

The Thrift Savings Plan, Thompson said, offers two types of approaches: one that is tax-deferred until age 59-and-a-half, and the Roth Thrift Savings Plan, in which taxes are paid up front.

“It’s an individual’s decision based on circumstances, and I would highly suggest they utilize the financial resources the DOD provides,” Thompson said.

Saving for retirement is not only about financial readiness, it’s critical for Service members’ financial wellbeing, and the DOD offers resources to help with retirement account guidance, Thompson said. Military OneSource has financial counselors available by phone, online or in person, she said. Its online calculations also show Service members how their savings will develop over time.

Military installations also offer personal financial managers at base

family centers, and the counselors are certified in financial counseling and can help families decide which of the two plans meet their needs.

Banks and credit unions also offer financial education and the Thrift Savings Plan website offers a wealth of information as well, Thompson said.

Regardless of the Thrift Savings Plan Service members and families choose, they should periodically revisit their retirement accounts and stay informed by researching financial matters, Thompson said.

“It’s not now, it’s the future you need to be thinking of,” she said.

“We’re seeing a trend people are reaching retirement age and realizing they may not have enough [money] as they get into their 80s and 90s. You want to make sure all those years are covered so you don’t become a burden to your children or society.”

CSF2 recognizes Army leaders set and enforce high standards and establish a climate that fosters resilience and trust.

Because of this, the Executive Resilience and Performance Course supports leaders by providing additional tools to lead by example. “[The course] provided real-time and hands-on experience and facts to which all attendees could relate,” said Sgt. Maj. Willene Orr, Joint Force Headquarters National Capital Region Command career counselor and pilot course attendee.

Having incorporated best practices and lessons learned, CSF2 is now taking three versions, a four, eight and 16-hour version, of the Executive Resilience and Performance Course on the road in an effort to bring Resilience Training to leaders Army-wide.

Former Army captain receives Medal of Honor at White House

Former U.S. Army Capt. William D. Swenson received the nation’s highest military award for valor, the Medal of Honor, for actions during six-hour battle following a deadly ambush in Afghanistan.

Swenson, who is the first Army officer to receive the Medal of Honor for actions in Iraq or Afghanistan, was honored at the White House, Oct. 15.

Guests at the ceremony included other Medal of Honor recipients, members of Swenson’s team and the families of service members who died in battle.

Secretary of the Army John McHugh, Chief of Staff of the Army Gen. Ray Odierno, Under Secretary of the Army Dr. Joseph W. Westphal and Sgt. Maj. of the Army Raymond F. Chandler III also attended.

Before draping the medal around Swenson’s neck, President Barack Obama recounted the heroic actions of the Army officer who saved more than a dozen lives during the Battle of Ganjgal in Kunar Province, Sept. 8, 2009.

Swenson is the second person to receive the Medal of Honor for that battle. Then-Marine Cpl. Dakota Meyer was honored for his valor two years ago.

Swenson is a remarkable example to the nation of the professionalism and patriotism that everyone should strive for, Obama said.

“Captain Will Swenson was a leader on that September morning,” he said.

“But like all great leaders, he was also a servant – to the men he commanded, to the more than a dozen Afghans and Americans whose lives he saved, to the families of those who gave their last full measure of devotion on that faraway field,” he said.

Swenson was an embedded advisor to the Afghan National Border Police, Task Force Phoenix, Combined Security Transition Command-Afghanistan, in support of 1st Battalion, 32nd Infantry Regiment, 3rd Brigade Combat Team, 10th Mountain Division.

“The value of an award is truly what we as a nation put into it, what we value it as,” he told reporters after the ceremony. “This award is earned with a team, a team of our finest Marines, Army, Air Force, Navy and our Afghan partners standing side by side. Now that team includes Gold Star families who lost their fathers, sons and husbands that day.”

Around sunrise that day four years ago, Obama recounted, a column of Afghan soldiers and their American advisors were winding their way up a narrow trail toward a village to meet with elders.

“But just as the first Soldier reaches the outskirts of the village, all hell [broke] loose,” Obama said.

The American forces and their Afghan partners were ambushed by more than 60 well-armed, well-positioned enemy fighters, the Medal of Honor citation said.

Insurgents surrounded three Marines and a Navy corpsman as rocket-propelled grenades, mortar and machine-gun fire poured in from three sides.

“Will and the Soldiers in the center of the column are pinned down,” Obama said.

Swenson called in fire support, Obama said, but initial requests were

denied because Swenson and his team were too close to the village.

After finding out his non-commissioned officer, Sgt. 1st Class Kenneth Westbrook, was injured, Swenson risked his life to aid him.

Swenson continued to fight and risked his life getting Westbrook to the MedEvac, said Obama. Before the helicopter left, Swenson kissed Westbrook on the forehead in “a simple act of compassion and loyalty to a brother in arms,” said Obama.

Risking his own life again, Swenson then drove an unarmored vehicle straight into the kill zone to rescue injured Afghan forces and returned into the path of enemy fire again when he and a Humvee crew recovered the four fallen service members.

“Will and the others [carried] them out, one by one,” said Obama. “They [brought] their fallen brothers home.”

The Service members killed were Marine Gunnery Sgt. Edwin Johnson, Marine 1st Lt. Michael Johnson, Marine Gunnery Sgt. Aaron Kenefick and Navy Corpsman Petty Officer 3rd Class James Layton. Nine Afghan National Security Force personnel also died.

Westbrook survived the battle, but died a month later from complications.

Finding the perfect dress for an evening out is not just a dilemma an enchanted princess has to deal with.

Fortunately for Joint Base LangleyEustis, magical fairy godmothers do exist – at Heidi’s Cinderella Closet.

There may not be a pair of glass slippers there, but the fairytale ending of a beautiful gown is crystalclear.

Much like the Airmen’s Attic atLangley, volunteers decided to join forces to create a program where members of the military community with valid military identiďŹ cation can borrow dresses, formal wear and accessories, free of charge.

Since the program’s beginning in August, Amye Pederson, Langley Enlisted Spouses Club vice president, envisioned the project to serve the JBLE community. “We have men’s business suits, wedding dresses, purses, shoes and other accessories,â€? said Pederson. “We hope to help everyone, including those who ďŹ nished their service and would like to borrow a business suit for an interview, or a newly-engaged couple in search of a wedding gown.â€?

Most formal celebrations, such as proms or balls, are already a hefty cost due to ticket prices. For Rachel Nightingale, a military spouse, Hei-

di’s Cinderella Closet is an opportunity to save money and still enjoy a night out. “Dresses and other formal wear can get expensive and a lot of times I only wear the dress once or twice,� said Nightingale. “I rented my dress [from Heidi’s Cinderella Closet] for the Air Force Ball and I used the money I would have spent on a gown on a babysitter for my three children instead. It worked out perfectly.�

Pederson said eligible families will not only enjoy the gowns, but also the ease of the process. “Once you have found a gown that you like, it’s a very simple checkout process,� said Pederson. “You must return the dress within 10 days of the event, dry-cleaned and ready for the next visitor.�

By partnering with the dry-cleaners on base, the cleaning establishment has agreed to offer a discounted price to Heidi’s Cinderella Closet users.

Pederson said the organization is always accepting donations of gently used formal wear for both men and women from the JBLE community.

“This day has been a long time coming and represents a major milestone in the history of the department and military medicine,” Dr. Jonathan Woodson, the assistant secretary of defense for health affairs, wrote in a message to staff.

U.S. Air Force Lt. Gen. Douglas Robb heads the new agency, which strives to streamline health care among the U.S. Army, Navy and Air Force medical departments. The agency is charged with creating common business and clinical practices for the services and integrating functions, such as purchasing medical supplies and equipment.

In a message to staff, Robb acknowledged the budget challenges and government shutdown that coincided with the first day of operations for the DHA, saying, “How we deal with and overcome these challenges will be the true test of our character and our strength.”

The military health system provides medical care on the battlefield as well as to Service members, their families and military retirees. It is one of the largest health care systems in the world with 56 hospitals, hundreds of clinics and 160,000 employees. Approximately 2,500 babies are born each week in the system, which has an annual budget exceeding $50 billion.

Like in the civilian sector, military health care costs have increased faster than inflation. Military health costs have more than doubled in the past decade, increasing from $19 billion in fiscal year 2001 to $51 billion in fiscal year 2013. The category now accounts for more than 10 percent of the department’s budget. That figure is expected to grow, with the cost reaching $77 billion by 2022, according to officials with the Congressional Budget Office.

here for us to improve readiness, individual health and sustain quality, while also saving money,” he said. “We do a lot of things in common across our system and the agency is going to help us to bring various services together and deliver services in a more consistent way. We have had different organizations managing health IT, multiple organizations setting and overseeing pharmacy programs and the list goes on.”

To start, the Defense Health Agency is establishing a “shared services model” for managing and overseeing the operational work for health information technology, medical logistics, pharmacy operations and facilities planning for the services. In addition, the agency will manage the TRICARE health plan for the military’s 9.6 million beneficiaries. TRICARE Management Activity’s 800 workers are now part of DHA. Approximately 500 Army, Navy and Air Force staff, mostly IT professionals, have also moved to the new agency.

Defense health officials estimate the savings from these shared services will total at least $3.4 billion in the agency’s first five years. They plan to submit their final report to Congress on implementation objectives, milestones and estimated cost savings later this month.

By Oct. 1, 2015, the agency is to be fully operational and will also incorporate management and oversight of additional shared services, to include contracting, medical education and training, public health, resource management and medical research and development. New shared services may be added over time, Middleton said.

Creating the DHA is just one of a list of

goals the Defense officials are doing to try to both improve the readiness of the force and slow the growth in military health costs.

“It will, hopefully, bend the curve a little bit,” Middleton said.

While the reorganization is a big change for the overall MHS and the three service medical departments, officials believe that the near-term effect for beneficiaries will be minimal, and that, over time, it will be even easier for them to be seen at military treatment facilities and more convenient to use online services.

The path toward activation The idea of creating a single, unified military medical agency or command has been the subject of debate since World War II. Launching the new agency represents the biggest change in the military health system in more than 60 years.

“The Army still has its medical command, the Navy has its structure and the Air Force still has its structure,” Middleton said. “Those are unique missions that each of them has and those requirements need to be preserved at all costs. All we’ve done is say, ‘Let’s bring some things together in a joint way.’ This is as far as we’ve ever come in doing any of this.”

Defense officials took another look at how to best organize military medicine several years ago. One big influence was seeing Army, Navy and Air Force medical personnel work more closely together in Iraq and Afghanistan.

“If you went to a contingency hospital overseas, you might have a Navy nurse anesthetist, an Army surgeon and an

Air Force med tech all working on you,” Middleton said. “Nobody knows the difference. Our medical fight in theater is a joint operation.”

Then-Deputy Secretary of Defense William Lynn appointed a task force on military health system governance in 2011 to study how the system could be reorganized. The task force reviewed different options and endorsed the creation of the agency.

Another of the task force’s recommendations the deputy secretary subsequently directed was to name market leaders to create a unified business plan for each of their respective six multi-service markets, geographic areas where more than one branch of the military operates medical facilities.

These multiservice markets are the National Capital Region in Washington, D.C., the Tidewater region of Virginia, Colorado Springs, Colo., San Antonio, Texas, Puget Sound, Wash. and Honolulu, Hawaii.

The new National Capital Region Multiservice Market is part of the DHA and replaces Joint Task Force National Capital Region Medical Command in Washington, D.C. These enhanced markets, as they are known, provide nearly half of all inpatient care delivered in military hospitals, encompass 40 percent of all TRICARE Prime beneficiaries enrolled to a military clinic and serve as the primary medical training platforms for military medical staff.

These leaders, known as multiservice market managers, have the authority to move medical personnel in a market in order to improve access to care and keep their medical staffs fully utilized. The goal is to provide as much care as possible within military medical facilities and reduce care sent to the private sector, a step that both improves continuity of care and reduces costs.

“The military treatment facilities are where we really want to see the patients,” Middleton said. “We think it’s high-quality by all standards, and it’s important for clinicians to see many patients to maintain their skills.”

The DHA will provide the managers of the multiservice markets with the data and analysis they need to make good medical and business decisions, Middleton said.

“Everything we do is designed to enhance the readiness of the force – the medical force, as well as the fighting force,” he said.
