U.S. Army Spc. Sergio Castello of the 7th Transportation Brigade Expeditionary was named the XVIII Airborne Corps Human Resources Specialist (42A) Soldier of the Year in Fort Bragg, North Carolina, Sept. 27, 2016.

In the specialty based competition board, Soldiers like Castello were evaluated on their confidence, how they presented themselves and their ability to answer job related, Army knowledge and Soldier skills questions.

Leading up to the Soldier of the Year competition, Castello said he knew he had the ability to do well in a quarterly board, but didn’t consider applying because he was new to his unit.

“The board is a privilege and as a new Soldier I felt like I hadn’t earned that privilege” said Castello.

While new, Castello said his leadership gave him the confidence to compete. They pushed him to go to the board as soon as he got to the unit, and in May he won the 7th TB(X) Soldier of the month board.

“A lot of Soldiers stop competing after a Soldier of the month board and go on to the promotion board instead.

They use the Soldier of the month board as a way of preparing for the promotion board,” said Master Sgt. Melvin Farris 7th TB(X) personnel section NCO in charge. “I felt Castello’s first win was just the beginning for Castello. I believed he had the potential to continue winning.”

Along his journey, Castello had to win three different boards in order to compete in the Soldier of the Year board, with each board being more difficult than the previous.

The brigade board qualified him to compete and win the 3rd Quarter Division Soldier of the month board at Fort Bragg. After this board, things suddenly took a turn for Castello.

He realized the road ahead would be tougher and he would have to work harder if he were to win again.

and doing your job everyday so you know the answers, but the stress is the hardest part.” said Castello.

His journey was not full wins. He took his first loss in the 3rd Quarter XVIII Airborne Corps Soldier of the month board, but this didn’t stop him.

“I knew to compete at that level would require a lot of studying,” said Castello. “So I did and I came back determined to win.”

Castello won the Corps’ 4th quarter board qualifying him for the XVIII Airborne Corps Soldier of the year board.

The level of difficulty combined with the stress of competing made the Soldier of the Year board Castello’s most challenging competition to date,

but the previous boards and his leadership helped prepare him.

“We study together a lot,” said Sgt. Freddie Douglas, 7th TB(X) actions NCO. “We studied before work, during lunch and sometimes after work.

We also quizzed each other just before our turn at the board.”

Castello was not alone and had Sgt. Preaunica Canady, his direct supervisor and 7th TB(X) essential personnel service, with him every step of the way.

“I was there for him since day one,” said Canady. “I studied with him, I took him to all the boards and I knew he would do well.”

With his leadership’s mentorship and help, Castello came out a winner who now aims to push other new Soldiers to compete as well.

“Just do it, don’t be scared or be nervous to sit in front of senior leaders. You are not expected to know every single answer,” said Castello.

“Just push yourself in the situation more and more and you will start feeling more comfortable and it will start to build you more as a Soldier and a leader as well.”

JBLE hosts Flu POD exercise

The 633rd Medical Group from Joint Base Langley-Eustis, Virginia hosted a point-of-distribution exercise at the Langley Community Commons to demonstrate a mass medication dispensing capability by providing the flu shot to U.S. service members, families and retirees Oct. 5th through 7th.

The POD exercise was also used to expedite the process for Airmen to get their annually required flu shot during the work day and return to duty as quickly as possible. “We did the POD last year and it only took between three and five minutes for each person to come in, get their shot, and go. We gave approximately 2,300 flu

vaccines during the POD in 2015,� said U.S. Air Force Capt. Stelios Theophanous, 633rd Medical Support Squadron satellite pharmacy chief. “That way everyone is able to get immunized [while] not taking up appointment times or having to stop in to the immunization clinic, so it’s more efficient.�

According to the Center for Disease Control, influenza is a serious disease that can lead to hospitalization and sometimes even death. “Flu season� in the United States can begin as early as October and last as late as May. The CDC recommends use of injectable influenza vaccines during 20162017. The nasal spray flu vaccine is not available during 2016-2017.

To avoid major backups at lunch and other high volume times, Airmen on the installation were encouraged to come during the assigned time slots for their unit. “We wanted to encourage Airmen to come during their time slot but if they absolutely couldn’t make it during that time, of course they could come in any other time during the POD,� said

Theophanous. “Wednesday and Thursday had assigned units and Friday was set up for retirees and dependents and any others covered by TRICARE.�

More than 100 Airmen and volunteers worked the POD at the Community Commons, from set up and tear down, to check-in, processing paperwork and administering vaccines.

All patients covered under TRICARE unable to get their vaccine during the POD still have the opportunity to get the vaccine by visiting the walk-in Immunizations Clinic to get vaccinated. Parents with children under the age of nine should report to the Pediatric Immunizations Clinic for further screening.

All active duty U.S. Army Soldiers at Fort Eustis can get their vaccines at the Preventive Medicine Clinic, building 2792, during the following times: 13 Oct., 12 p.m. – 4 p.m.

14 Oct., 8 a.m. – 4 p.m.

17 Oct., 10 a.m. – 4 p.m.

All retirees, dependents and others covered by TRICARE can attend the Flu Fair hosted at Anderson Field House on Oct. 20 from 8 a.m. to 6 p.m.

Command Chief stresses family values across JBLE

Aspirations of being a command chief in today’s U.S. Air Force never crossed his mind growing up, but that’s exactly what happened.

U.S. Air Force Chief Master Sgt. Kennon Arnold, the newest command chief for the 633rd Air Base Wing, the host wing at Joint Base Langley-Eustis, never thought his love for taking care of others would guide him through a successful career in the U. S. Air Force.

Growing up in the small town in northern Georgia with one brother and eight aunts and uncles, Arnold’s family values and support were reinforced through family get-togethers and regular family vacations.

His youngest uncle, just four yearsolder than Arnold, was his inspiration to enlist in the Air Force just 20 days after graduating high school.

“He and I did everything together and when he joined the Air Force I saw how

the Air Force affected him and how what he was doing affected others, I decided that was what I was looking for as well,” said Arnold. “He’s still enlisted today; he’s my mentor and we bounce things off of each other because we know we’ll give each other a straight answer.”

After joining the Air Force, Arnold was still that same person who loved playing sports, riding motorcycles, being a “motor head,” but slowly began to grow another passion; people.

“I wanted to help people. At the time I felt like helping people meant healing wounds and fixing broken bones,” said Arnold. “However, over time I learned that taking care of people comes in many different forms.”

The “service before self” and helping others mindset led him through several other stages during his career. Though he admits to focusing less on his future goals than he should have early on, his first taste of Air Force leadership was Airman Leadership School, which changed Arnold’s outlook and made

him realize that helping people could be accomplished in different ways, such as being a supportive supervisor.

“When I was an Airman, I focused on learning my job and I was good at my job, but like most Airmen, I definitely had that period where I was living for the weekend, not thinking about the future,” said Arnold. “Making rank did not come easy. It took going through ALS for me to realize that it’s about more than just me, that it was time for me to step-up and take care of other people because I was going to be truly responsible for new Airmen.”

As his career began to flourish, his passion for others did the same. He progressed throughout his career as a craftsman, supervisor, additional duty first sergeant, flight chief and various superintendent positions all while putting a major focus on the Airmen and building relationships with his wingmen.

“Just like in my childhood, I quickly realized I have wingmen that come from different backgrounds and I needed to be

that person who knew these things about them and knew how to support them in any way they needed,” said Arnold. “I’ve learned the only thing that really changes throughout your military career when it comes to leadership is your span of influence. As a senior airmen or a staff sergeant you may be a leader of a few Airmen in your section, and next thing you know you’re leading 50 or 100 Airmen, you’re leading these Airmen and also taking care of their wellbeing so we are a stronger Air Force family in the future.”

For the first time a section of the U.S. Air Force Heritage of America Band participated in a collaborative music therapy program with veterans at the Salem Veterans Affairs Medical Center, here.

After nearly a year of planning, the Blue Aces packed up their vans to make the trip to the Salem Veterans Affairs Medical Center, to see all of the hard work come into play and begin collaborating with patients at the center.

“Engaging in playing with a professional military band gave the veterans other opportunities they never really have,” said Lisbeth Woodward, Salem VA Medical Center music therapist. “[In the music therapy program veterans] can improve memory skills, as well as functional communication skills and can help them interact with people.”

U.S. Air Force Tech. Sgt. Jason Cale, Blue Aces NCO in charge, said this collaboration uses the Air Force Band in a different way – an impactful way – leveraging music therapy to help our veterans.

“I was hoping for some smiles, I didn’t want to make a negative impact on us or the music therapy program,” said Cale. “I wanted to give it my all, by giving my all it’s not just singing, it’s talking to the veterans, with those who want to talk, those who want to share their story.”

The stage inside of the auditorium of the medical center was arranged in a small circle and the band members still had smiles on their faces from the previous day of interacting with the veterans.

They were not the only ones excited for the day’s events.

Woodward said the patients the band interacted with had been excited and looking forward to the moment they got to perform with the band since she told them they were coming to visit.

“Having collaborations like this gives them other means for community,” said Woodward. “They’ve got to have meaningful interactions, to find their voice.”

Each patient had different backgrounds, disabilities and talents, but once on the stage performing with the band, the pain disappeared and giant smiles appeared on their faces.

As the band strummed through a few tunes, they interacted with the veterans, whether it was helping them with notes or just discussing their love for music.

“It was a great privilege for the Air Force Band to come here and take their time and have the talents to come and play with us,” said Clifford Chittum, music therapy patient. “I enjoyed them; I was watching them to imitate them, so I can one day get that sound. With the combination of the music, and the teaching and conversations really changes me a great deal, in my feelings and my attitude.”

Chittum, who has never played an instrument before has been working with Woodward on memory skills with an electric drum set and during his time with the band, they had the patients play one of their memory games showing off how music is useful in that manor.

During their time at the center, the Blue Aces had a full schedule, which included interactive performances in the oncology wing and inpatient floor, two Guitars for Vets classes and three one-onone interactions to record a few tracks for a CD that each patient will receive as a memory of the time.

“The neat thing about having the Air Force Band play here was the military connection,” said Woodward. “It didn’t take but just a minute. They saw the uniforms and they had a connection, they could communicate right [away], they had a connection that meant something to them.”

For the first time a section of the U.S. Air Force Heritage of America Band participated in a collaborative music therapy program with veterans at the Salem Veterans Affairs Medical Center, here.

After nearly a year of planning, the Blue Aces packed up their vans to make the trip to the Salem Veterans Affairs Medical Center, to see all of the hard work come into play and begin collaborating with patients at the center.

“Engaging in playing with a professional military band gave the veterans other opportunities they never really have,” said Lisbeth Woodward, Salem VA Medical Center music therapist. “[In the music therapy program veterans] can improve memory skills, as well as functional communication skills and can help them interact with people.”

U.S. Air Force Tech. Sgt. Jason Cale, Blue Aces NCO in charge, said this collaboration uses the Air Force Band in a different way – an impactful way – leveraging music therapy to help our veterans.

“I was hoping for some smiles, I didn’t want to make a negative impact on us or the music therapy program,” said Cale. “I wanted to give it my all, by giving my all it’s not just singing, it’s talking to the veterans, with those who want to talk, those who want to share their story.”

The stage inside of the auditorium of the medical center was arranged in a small circle and the band members still had smiles on their faces from the previous day of interacting with the veterans.

They were not the only ones excited for the day’s events.

Woodward said the patients the band interacted with had been excited and looking forward to the moment they got to perform with the band since she told them they were coming to visit.

“Having collaborations like this gives them other means for community,” said Woodward. “They’ve got to have meaningful interactions, to find their voice.”

Each patient had different backgrounds, disabilities and talents, but once on the stage performing with the band, the pain disappeared and giant smiles appeared on their faces.

As the band strummed through a few tunes, they interacted with the veterans, whether it was helping them with notes or just discussing their love for music.

“It was a great privilege for the Air Force Band to come here and take their time and have the talents to come and play with us,” said Clifford Chittum, music therapy patient. “I enjoyed them; I was watching them to imitate them, so I can one day get that sound. With the combination of the music, and the teaching and conversations really changes me a great deal, in my feelings and my attitude.”

Chittum, who has never played an instrument before has been working with Woodward on memory skills with an electric drum set and during his time with the band, they had the patients play one of their memory games showing off how music is useful in that manor.

During their time at the center, the Blue Aces had a full schedule, which included interactive performances in the oncology wing and inpatient floor, two Guitars for Vets classes and three one-onone interactions to record a few tracks for a CD that each patient will receive as a memory of the time.

“The neat thing about having the Air Force Band play here was the military connection,” said Woodward. “It didn’t take but just a minute. They saw the uniforms and they had a connection, they could communicate right [away], they had a connection that meant something to them.”

New personnel system key to ferreting out untapped Soldier talent

There’s a lot of untapped talent in the Army, especially among Soldiers who serve in the reserve components, but that’s going to change, according to the Army’s senior personnel officer.

Most Citizen-Soldiers put on their uniforms at least two days a month, but they still spend most of their time in civilian clothes doing jobs that require skills and talents the Army hasn’t really ever paid much attention to, said Lt. Gen. James C. McConville, the Army’s deputy chief of staff, G-1.

That will change with full deployment of new

personnel software, called the Integrated Personnel and Pay System-Army.

IPPS-A will provide a huge range of human resources and pay capabilities for the regular Army, the Army National Guard and the Army Reserve, McConville said.

One of the capabilities IPPS-A will provide Army leadership is the ability to track talent inside the force, across all three components of the Army. It will track the skills and talents and capabilities that individual Soldiers might have, outside their regular Army job.

“It’ll be the first time in the history of the Army that we have all three components, the active, the

Guard and the Reserve on one system,” McConville said. “That’s a huge deal.

Right now as the G-1 of the Army, I can’t screen for the talent I have in the Guard and Reserve.”

At the 2016 Association of the United States Army Annual Meeting and Exposition, leaders said IPPS-A will replace 45 existing systems that currently do things independently of each other.

McConville relayed a scenario from about eight years ago, back when he was serving as deputy commanding general (support), 101st Airborne Division (Air Assault), and Combined Joint Task Force-101, Operation Enduring Freedom, in Afghanistan.

Then, he said, there was a surge, and “we needed a lot of skill sets that would help us build up Afghanistan.”

There were Reserve and Guard forces there, he said, and those Soldiers were asked to provide information about talents and skills they used during their civilian jobs.

“Basically what we found out, the Army is managing this person as a supply sergeant, but they might have been running a construction company,”

back home, McConville said. “Or they were an S-3, or a captain or a major in infantry, but we found out this person was the head of the Texas Highway Department.”

In the reserve components, the Army has an array of talents, right at its fingertips, he said. But until now there’s been no way to document that talent, or to identify who has it, so the Army could make use of it. The Army’s Talent Management Task Force will use IPSSA-A as a way to document those talents and exploit them where needed, he said.

“We mange people in the Army basically by two variables: what is your rank and what is your occupational specialty,” McConville said. “We don’t know enough about them.

abilities are. Now we have a million folks that we can tap into and get them on the field in the right position, in the right place at the right time.”

Now, McConville said, the Army will be able to use IPPS-A to define Soldiers by as many as 25 variables, for instance, instead of just rank and specialty, and that will provide much more detail on what a Soldier can do beyond what the Army currently thinks might be the capability. That will help the Army put the best people into the jobs it needs to fill, he said.

“We’re going to be able to screen their name for their cognitive and noncognitive skill sets. So if we’re hiring somebody, and need somebody who is a very good writer or good speaker, we’ll know that. And if we want somebody that can work with the interagency, we’ll know that ... or they speak this language, or have this type of skill set.

Maj. Gen. Wilson A. Shoffner, director of the Army Talent Management Task Force, said IPPS-A will provide “talent matching” for Army jobs.

“There are some so-

cial apps out there that do that,” already he said.

“But this is on a very large scale, almost 1.1 million people. It’s an information technology system that will allow us to see the talents that are out there, to forecast the requirements of the jobs we need done, and those jobs may have to do with a deployment or upcoming operation, and then make that automated match, so the individual can see it, the assignment officer can see it, and leaders and officers can see it.

“The best way to think of it is an open market place for allowing units, allowing individuals to compete for talent, and to allow individuals to tell us what they want, and to be able to see the jobs that are out there in the future.”

Because IPPS-A works across all three components, it’ll allow the Army to dip into the total force for talent, Shoffner said. That’s something it couldn’t do before, and something it will benefit greatly from when IPPS-A comes fully online.

“It’s going to be a gamechanger once we get the system in place,” he said.

This winter, Shoffner said, a “bridge” to IPPS-A called the “assignment interactive module” will be piloted with students from the Command and General Staff College.

“We’re going to use our normal distribution cycles, our normal assignment cycles, to take a look at that population — it’s about 900 officers — and that’ll be our first stab or attempt at trying to get this right,” he said.

The Army should have an automated talent management capability established by late next summer, he said.

tions, radar, weather and munitions, they are the only unit performing retail equipment management support for more than 200 Air Force bases, according to Woods-Lewis.

“Maintainers need support equipment to keep the jets flying, and they have lists to show which equipment assets are needed and the authorized quantities,” said Vernon Ross, 440th SCOS sustainment element supervisor.

“We assess and analyze products, look for shortages or overages, notify the maintainers and provide them with options on how to resolve the discrepancies.”

According to Ross, the squadron commander’s vision is for team members to grow out of the mindset that they just monitor equipment assets for the maintainers.

“He wants them to take ownership of their duties and responsibilities, take the lead in fixing problems and build rapport with our customers,” said Ross.

To emphasize the squadron commander’s “face-to-the-customer” philosophy, Ross said, “From the youngest Airman just out of technical school to the person who has been in the squadron the longest, the question is, ‘Do you know who your customers are? And more importantly, do they know who you are?’”

During the graduation ceremony, Maj. John Foley, 440th SCOS commander, thanked the teams for creating new process maps, training guides and plans.

“We have learned what we are capable of and we have learned about roles and responsibilities, objectives, milestones and achieving those goals,” said Foley.

Although the trainees experienced long days while working extended hours, Staff Sgt. Terell Taylor, centralized equipment technician, said through it all, he and his fellow Airmen had to al-

According to Senior Airman Maxwell Houser, 440th SCOS equipment authorization journeyman, when the transformation training was announced, some Airmen were hesitant to embrace it and some did not know exactly why it needed to take place.

“This was the most transformative change that we have been through by far,” said Houser. “When you’re responsible for billions of dollars’ worth of assets, everybody needs to be on the same page. This training has brought us closer together and I think we will all benefit from it.”

633rd CES Fire Department hosts Fire Fighter Challenge 633 Civil Engineer Squadron Fire Department will be hosting a Fire Fighter Challenge competition during our 2016 Fire Prevention Week Open House at 1 p.m. at the Fire Station on Oct. 14, 2016. The competition is open to all squadrons on JBLE and must be a four person co-ed team. This relay event does not require each team member to complete all of the timed events.

Yorktown Day Celebration Every year since Oct. 19, 1781, Yorktown celebrates the surrender by the British forces with patriotic observances. The celebration will hold its annual parade, wreath-laying ceremony, and performances by the Old Guard. Events begin at 8:45 a.m. at the Yorktown Battlefield. The Joint Base Langley-Eustis Family Child Care Program is looking for child care providers. They are searching for those interested in a professional, portable career that will allow those to stay at home and run a home-based business.

The program is available for children ages two weeks to 12 years old. Child care providers must be at least 18 years old be able to read and speak English, be in good health, and willing to undergo a background check.

The FCC will provide training and materials to get your business started. Training may include First Aid, CPR, health, safety, developmentally appropriate practices and child guidance. All individuals providing child care in their home for more than 10 hours a week must be licensed.
