Practice really does make perfect

Aristotle said, “We are defined by what we do repeatedly; therefore excellence is a habit, not an act.”

When it comes to Joint Task Force Civil Support training, that motto is a way of life.

The recent Deployment Readiness Exercises is an example of that way of life.

DREs are a tool JTF-CS uses to ensure plans and processes run smoothly in the event of a chemical, biological, radiological or neurological attack on US soil.

“Essentially they [DREs] provide a validation of our pre-deployment and deployment timelines,” said U.S. Air Force Lt. Col. Joseph Timberlake, the training, exercise and readiness division chief for JTF-CS. “We plan our response in a certain sequence. Going through them in a DRE gives us a chance to test those plans.” This also gives unit members a chance to see where processes might be improved.

The most recent DRE, held November 2, 2016, was the second phase of the exercise meant to test the recall of the Bravo crew and practice their assigned duties, including the process of loading vehicles onto aircraft.

“Bravo crew are drivers and assistant drivers of our vehicles whose purpose is to drive people to the Aerial Port of Embarkation in order to prepare for aerial transport,” explained Marine Maj. Joseph Buffamante, the current operations action officer with JTF-CS. His task for this DRE was to coordinate the JTF-CS personnel for their specific assignments and duties.

“These DREs are important because they test our ability to alert, notify, assemble and deploy JTF-CS members within higher headquarters timeline,” Buffamante said.

It started with a notional scenario of a CBRN attack within the U.S. A call went out to JTF-CS personnel to come into the headquarters, bags packed and ready to head out the door. Once the team was assembled, the team was briefed on the scenario and how travel plans would unfold.

After the briefing, vehicles were prepared for the trip to the APOE. In this scenario, the APOE was Langley Air Force Base, Virginia, where a team from the 735th Supply Chain Operations Group weighed and measured each vehicle, inspected cargo and created load plans for the aircraft.

Although the DRE was specifically for JTF-CS personnel, their mission could not be completed without the help of the different branches and multiple units that partner with the task force. Exercises like DREs bring together these moving parts to ensure

people and things move smoothly and as seamlessly as possible.

Because of these exercises, when time comes to deploy, they can get to where they need to go quickly.”

Once the vehicles passed inspection, they moved on the flight line where the JTF-CS teams assembled ramps to the aircraft. Then drivers backed the vehicles on to the C-17 Globemaster III with the help of the loadmasters from the 315th Airlift Wing in Charleston, S.C. “This DRE is good training for us as well,” said Air Force Master Sgt. James Fuller, a loadmaster with the 300th Airlift Squadron. “We don’t need special loading material with the tactical vehicles like Humvees – they just roll on and roll off.” With the box trucks in JTF-CS’s fleet, however, the special ramps, called approach shoring, are necessary to keep parts from dragging on the cargo ramp as they load. “[The exercise] is good practice because of the special equipment.”

If practice makes perfect, then JTFCS is ready to be called up with the right force, right response, and right expertise. In the pursuit of excellence, consistent training and process improvement is a must that the unit practices every day.

Munitions Airmen ensure combat airpower success

1st Maintenance Squadron’s munitions flight Airmen make potential impacts at Joint Base Langley-Eustis, Virginia every day, building weapons needed for successful combat airpower.

Munitions Airmen provide support to the F-22 Raptor mission, in addition to supporting the missions of security forces, explosive ordinance disposal or the Office of Special Investigations. The productions, materials and systems sections within the munitions flight help pro-

vide services base wide.

“Without Ammo, the fighter jets and bombers are just another aircraft, just another plane,” said U.S. Air Force Staff Sgt. Carl Slater, 1st MXS munitions flight assistant NCO in charge.

“Ammo plays a huge role in what our jets and bombers do in order to succeed in the mission.”

More than 170 technicians within the munitions flight are tasked with assembling, testing, repairing, and maintaining ammunition daily, including building chaff and flare, which are countermeasures that help keep the pilot’s safe while in flight.

In order to ensure not only the pilot’s safety but the safety

of the Airmen too, the team participates in weekly training, as well as an annual two day class with hands-on training to keep the munitions Airmen proficient while working with live ammunition in the field.

“Safety is paramount out here,” said Staff Sgt. David Quinones, 1st MXS munitions flight supervisor. “We don’t do a single job without technical orders. Somewhere it is written in an Air Force Instruction exactly what we will do, if it doesn’t say it we won’t do it. That’s how meticulous our job can be.”

When the 1st Fighter Wing trains to prepare for Global Response Force taskings, people may hear aircraft launch from a mile away, but what they don’t typically hear or see are other components that get the jets in the air.

The 1st Maintenance Squadron’s Test Measurement and Diagnostic Flight performs some of the lesser heard maintenance support duties, specifically calibrating mission essential equipment and determining temperature points the equipment can be used in.

“Ensuring we’re ready to go means being vigilant in equipment readiness just as much as the aircraft,” said U.S. Air Force Tech. Sgt. Carolann Carr, 1st MXG Precision Measurement Equipment Laboratory craftsman.

During GRF missions, the flight uses a deployable calibration system, which they practice the use of during 1st Fighter Wing exercises.

The transportable field calibration unit, which is made of several hardened cases built for rapid deployment, is a miniature calibration laboratory that calibrates tools ranging from torque wrenches to signal generators and checks systems like in-flight oxygen masks.

While the TFCU is not used often, it is critical to ensure the capability stays ready.

“Being able to put a calibration capability into a wartime theater in a short time frame can be useful to streamline maintenance processes and logistics, ultimately energizing the maintenance machine,” said U.S. Air Force Master Sgt. Thomas Bowen, 1st MXG TMDE

flight superintendent . “Readiness and availability of calibration support in a deployed location are vital to keeping maintenance moving.”

With new Airman and upgrades to the TCFU, since its last deployment in 2010, exercises enable the flight to train and identify gaps in logistics and areas that could be streamlined.

“Right now it might not be too much of an issue, but it could easily become one,” said Bowen of logistical issues. “Therefore, making sure the capability to rapidly deploy to a minimally built up location to support the maintenance mission of our Airmen is crucial to being at the tip of the spear.”

Whether the TMDE flight is providing quick support for deployments, or every day precision measurement for equipment, the flight practices readiness to prepare Airmen for success.

The last time the TFCU was used for a real-world deployment was 2010 to 2011. It augmented the combat Air Force’s only calibration Centralized Intermediate Repair Facility and enabled the rapid completion of 348 calibrations. The quick support in turn maximized the equipment availability to the many work centers they serviced and ensured mission success.

When it comes to transitioning from military to civilian life or improving one’s current career, there are steps that can be made that many don’t know about.

The two education centers at Joint Base Langley-Eustis, Virginia have the resources to point individuals in the right direction.

Both education centers provide the College Level Examination Program and the Defense Activity for NonTraditional Education Support. CLEP and DANTES are tests that if passed, earn credits toward educational goals without taking a class.

Langley Education Center The Langley Education Center helps provide the opportunity and information for Airmen to work on their Community College of the Air Force, associate’s, bachelor’s, and/or master’s degree.

“Our main goal is to enable Airmen to develop their sense of organization, analytical skill, and earn a degree that’s going to help set them up for their time after the military,” said Jeff Jager, Langley Education Center chief of education and training.

The Langley Education Center also provides tuition assistance, professional guidance counseling and manages testing programs for professional military education such as, career development courses and language testing.

The Air Force assists Airmen with their education by paying tuition assistance for service members at $250 per semester hour, up to $4,500 a year.

On average, The Langley Education Center helps by providing $5.4 million in tuition assistance per fiscal year.

The center helps individuals get in contact with 12schools in the area and 127 across the U.S. “They should know, but many don’t seem to know that

If a Soldier is unclear about their career or classes they wish to take, the center can provide the Kuder assessment, which helps choose the classes or career the individual may enjoy.

“Education is important, period, because everything you do entails the use of education,” said Whitaker.

“Even if it’s just on your job, you still need education of some sort.”

Swimming has never been a problem for me in the past, but this time was different.

As I walked out of the locker room and saw the line of U.S. Army Soldiers and U.S. Navy Sailors waiting and watching as fellow participants struggled to complete the swim, a feeling of anxiousness started to overwhelm me.

I’ve never had to swim in full uniform. I also had physical training gear on underneath, because not only was I supposed to swim 100 meters, I also had to shed my battle uniform in the deep end of the pool while treading water.

“What have I gotten myself into?” I thought. Then it was my turn.

I jumped in and the proctor yelled, “Graders ready? Participants ready? GO!” I took a deep breath and went under. As I pushed off the wall, all those negative feelings went away.

This test was just one of several at Fort Eustis, Virginia, that was required for Airmen,

Soldiers and Sailors to earn the German Armed Forces Proficiency Badge.

The badge is a symbol that the recipient met standards set forth by the German military in physical fitness, marksmanship and first aid; designated through bronze, silver and gold achievement levels.

Ft. Eustis hosted a qualification program Nov. 1 through Nov. 4, 2016 for approximately 50 participants.

When my supervisor brought the opportunity to earn the badge to me, I was excited because it gave me a chance to challenge myself physically and mentally.

The Beginning The GAFPB program was comprised of a series of evolutions spread over four days that tested a participant’s physical and mental stamina.

Day 1 entailed the initial fitness test that would determine what level I could qualify for.

The test involved an 11x10 sprint, flexed-arm hang and a 1,000-meter run.

Day 2 started with a written test on first-aid knowledge, then we moved into a “go or

On the third day, I had to face the most intimidating evolution by far — the road march with a 35 pounds ruck.

The Road March In my short military career, I never attempted a road march, so I had no idea how to pace myself, when I should run or walk, or how fast I needed to go. With the blow of a whistle the march started. Since I had no idea what I was doing, I just fell behind the rest.

As I made it to the first turnaround, I had banded with an Army specialist and sergeant major who helped push me.

They made sure I would finish the nine kilometer in the one hour and 30 minutes time limit allowed to earn silver.

The specialist would call out the time, distance and pace we were on. Knowing the time and distance helped mentally when I started to feel the blister on my foot and the muscles burn

in my legs. All I wanted to do was walk in, but having the two Soldiers next to me pushing me to run was a tremendous motivational factor.

An Airman Evolved The final day was pistol qualification.

In order to qualify for bronze, I had to hit all three targets at least once. For silver, I had to have five shots on target.

Luckily for me, I am a pretty good shot.

Even though I doubted my ability to not only complete all evolutions, but also earn the GAFPB bronze, silver or gold, I did exceptionally well. While the final results are still pending, I’m anticipating silver.

I also learned the type of people that are in the Army. No matter what the situation is, they will be there to help and keep motivating a fellow service member.

After this experience, not only will I have earned the GAFPB, I’ve also gained valuable insights about myself and my career. No matter the situation, learning to overcome self-doubt, pushing myself to physical limits, and trusting Wingmen or Battle Buddies will help me achieve whatever I set my mind to.

CAP NCOA, drill, ceremony deemed success

The cadre did an outstanding job teaching us everything we need to know according to the new manual and giving us the confidence we all needed.”

Additionally, Civil Air Patrol Capt. Jacob Bixler, activity’s director, commented, “With the addition of new national curriculum for drill, we are enabled now more than ever to follow the same sheet of music. I thoroughly enjoy being able to offer this activity at the wing level so that cadets from across the state can share and collaborate their successes and strengthen their leadership and mentorship qualities that are reinforced through drill and ceremonies.”

The NCOA was offered at the wing level for the first time in many years.

Fifty-nine Civil Air Patrol cadets from over 15 squadrons across the commonwealth participated in Virginia Wing’s NCO Academy and Advanced Drill and Ceremonies School held Oct. 14 through Oct., 16, 2016, here.

The Drill and Ceremonies School has been offered by the wing twice a year for the last several years. The program helps strengthen cadets in their knowledge of drill and ceremonies as well as standardize how drill is taught throughout the wing.

The school is now evolving from a simple understanding of drill and ceremonies to focus specifically on enabling cadets to be comfortable with drill instruction and training so that they may utilize and apply their skills and knowledge at their individual squadrons.

At the conclusion of this fall’s school,

new cadet noncommissioned officers the basic skills to lead new CAP cadets under their guidance.

The cadre of staff teaching the school were selected for their experience and ability to teach their skills to others. Basic skills on how to prepare and teach were supplemented with discussions on leadership ethics and responsibilities.

The most well received part of the course by far was the ‘NCO Round Table’ session.

Active duty NCOs from JBLE volunteered their time to come and talk about their real-world experience being in charge of others. The discussion could have gone on twice as long as time allowed – both the NCO’s and cadets were enjoying every moment.

In addition to the cadre, students, and staff, the weekend activity was made successful through the support of the U.S. Air Force. The weekend activity made use of the base’s Raptor Town

Diabetes Awareness Month: Education aids prevention

According to the American Diabetes Association, diabetes is growing at an epidemic rate in the U.S. In Virginia alone, 41,000 people are diagnosed with diabetes each year.

Members of the health management clinics at the U.S. Air Force Hospital Langley and McDonald Army Health Center at Joint Base Langley-Eustis, Virginia are working to educate U.S. service members, retirees and family members of the risks and

prevention of the disease year round, but especially during Diabetes Awareness Month.

“We see it all too often; a patient is diagnosed with diabetes and they are prescribed medication, then they think all they have to do is take pills and everything will be fine,” said Shirley Pinckney, McDonald Army Health Center Health Management Clinic diabetes program manager. “But education is so important because the more someone knows about what is going on with their body, the more likely they are to be proactive about minimizing

their potential risks associated with diabetes.”

While Type I Diabetes is mainly caused by genetic factors, Type II Diabetes is mostly caused by selfmanagement factors such as weight control, diet and exercise.

“Everyone is at risk for diabetes, but the biggest contributing factors such as obesity, lack of exercise, high blood pressure and high cholesterol are all things that we can control and manage before someone becomes diabetic,” said Ursula Kolek, U.S. Air Force Hospital Langley health manager. “Our best way to prevent diabetes is

to educate those who are prediabetic and have high blood sugar of the importance of exercise and a balanced diet.”

The U.S. Air Force Hospital Langley staff are working to set up a class in the near future to educate those diagnosed and are currently work with patients one-on-one to discuss managing their disease based on their particular screenings and concerns.

The MCAHC staff host a monthly 10-hour class for diabetics and a 2-hour class for prediabetics.

“We will also discuss the importance of exercise, monitoring their blood sugars and the things that they need to do on an annual, semi-annual or quarterly basis such as checking blood pressure, checking their feet, attending eye exams and dental exams.”

According to the American Diabetes Association, symptoms of diabetes include frequent urination, increased thirst, fatigue and blurred vision. Oftentimes patients go undiagnosed because they believe these symptoms are related to other issues such as old age.

Patients are encouraged to talk to their primary care provider if they have these symptoms so blood sugar testing can be conducted.

The 1st Fighter Wingâ&#x20AC;&#x2122;s F-22 Raptors collectively reached their flying hour mark this fiscal year of more than 6,000 hours.

For each fiscal year, the flying hour program tasks the number of hours pilots need to acquire in order to maintain proficient in combative flying, based on budgeting and the maximum number of sorties the wing is capable of producing.

With limited resources available, the 1st FW completing the hours was an intricate balance between progression in maintenance and tactical logistics, which guided the Raptors to success. â&#x20AC;&#x153;We have to maximize each and every sortie flown to reach the highest level of combat readiness,â&#x20AC;? said U.S. Air Force Maj. Michael, 1st Operations Support Squadron director of operations. â&#x20AC;&#x153;It takes a significant number of man-hours and resources to prepare and fix the aircraft for each and

Blended retirement system training now available

Online training designed to educate Airmen about the new Blended Retirement System, the Defense Department system with changes on the current military retirement system, is now available via Joint Knowledge Online (https://jkodirect.jten.mil/Atlas2/page/ login/Login.jsf) course number P-US1330. The course is also available to those without a Common Access Card — to include family members — via an alternate website (http://jko.jten.mil/courses/ brs/leader_training/Launch_Course.html).

The BRS was enacted into law in the Fiscal Year 2016 National Defense Authorization Act, and will go into effect Jan. 1, 2018. All currently serving members are grandfathered into the current military retirement system. However, those with fewer than 12 years of service as of Dec. 31, 2017, or Air Force Reserve component members with fewer than 4,320 retirement points may choose to “opt in” to the BRS during the designated opt-in period from Jan. 1, 2018, through Dec. 31, 2018.

“The BRS is a major change for our Airmen,” said Brig. Gen. Brian Kelly, the Military Force Management Policy director. “Although the majority of Airmen serving today will not fall under BRS, it is important for all Airmen, either as leaders today, or as leaders tomorrow, to understand the changes that will impact Airmen in the future.”

The BRS Leader Training is a 30-minute course designed to provide basic familiarity with the key components of the upcoming retirement system and the timeline for implementation. It is designed primarily for Air Force leaders at all levels, but is also open to all Airmen and others who wish to learn more about BRS. “Education is key in providing Airmen the information they need in order to make informed decisions about the BRS,” Kelly said. The Defense Department is on track to provide three additional courses with more detailed information within the next 18 months.

An “opt-in” course is targeted at those eligible to opt into the new system. This course will provide eligible active and reserve component members an understanding of both the current and new systems. The course will be available in January 2017.

A “train the trainer” course for personal financial managers, counselors and retirement services officers is targeted at those experts who serve in an advisory role to commanders, Airmen and their families. This course should be ready by fall of 2016.

A new accessions course targets individuals who enter military service on or after Jan. 1, 2018. It is intended to provide those members who enter service under the BRS an understanding of their blended retirement benefits and personal options.

The Air Force is taking a comprehensive approach to BRS education. “Online courses are designed to provide basic knowledge and understanding,” Kelly emphasized. “In addition to the aforementioned courses, Airmen will receive in-person education at various points in their career, starting in basic training, and professional counseling will also be available.”

A World War II veteran and her family visited the 36th Intelligence Squadron and the 497th Intelligence, Surveillance and Reconnaissance Group at Joint Base Langley- Eustis, Virginia, Nov. 8, 2016.

Jeanne Benedict, former U.S. Navy Specialist 2nd Class and former member of Women Accepted for Volunteer Emergency Service served as a cartographer in WWII for 22 months.

Established in 1942, members of WAVES were some of the first female recruits accepted into the U.S. Navy.

While on her tour of the base, Benedict witnessed how the work she did in WWII is done today. Much has changed since Benedict served, but a lot of the same things are still done today — just in a different way.

“What you can do today compared to what I did, is like a jet plane to a horse and buggy,” said Benedict. “But, that horse and buggy did a daggum good job, with what we had and the technology we had at that time, it is absolutely amazing.”

During the tour Benedict recited her version of “It Is The Soldier” by Charles M. Province: “It is the veteran, not the minister who has given us freedom of religion.

It is the veteran, not the reporter who has given us freedom of the press.

It is the veteran, not the poet who has given us freedom of speech.

It is the veteran, not the campus organizer who has given us freedom to protest.

It is the veteran, not the lawyer who has given us the right to a fair trial.

It is the veteran, not the politician who has given us the right to vote.

It is the veteran who salutes the flag, who serves beneath the flag, and whose coffin is draped by the flag, who allows the protester to burn the flag.”

U.S. Air Force Lt. Col Denise Hamilton, 36 ISR Wing inspector general, helped organize the tour with Bendict as a way to honor all veterans.

“By celebrating and remembering Veterans Day, we honor veterans for selflessly answering our nation’s call and ensuring the freedoms we enjoy today,” she said.

Veterans; America’s true melting pot

Carl Johnson’s life matters. Johnson, a veteran now living in Virginia, was the last Tuskegee Airman to graduate from the famed school that produced so many heroic African American aviators.

According to the Washington Post, the U.S. Army issued Johnson a train ticket for a Pullman sleeping car so he could get from Texas to Alabama for his military training in 1946.

Johnson recalled being told by the station manager that he and his fellow black soldiers were not allowed to use the Pullman.

“You have to go in coach,” they were ordered.

Threatened with jail if they resisted, the soldiers rode for 24 hours and were denied the use of the train’s dining car as well. Despite

the indignities, Johnson would continue to treat his country better than many of his fellow citizens treated him. Proud soldier that he was, Johnson would extend his military service for another three decades, serving in the Korean and Vietnam wars. He would earn a Distinguished Flying Cross and 10 Air Medals and retire as a colonel.

“Brian always made us laugh and he always knew when to jump into a conversation to make us laugh even more. He was a family man and really enjoyed talking to his wife and kids. His mother gave him a gold cross that he always wore around his neck to remind him to never lose his faith,” Staff Sergeant Richard Cleary said during his memorial service.

“He was the best father in the world and I said that before anything happened,” Cristina Norton said of her husband, Jason.

The two fallen veterans share the same coffin and headstone because their remains were intermingled from the blast and unidentifiable, according to an Arlington Cemetery spokeswoman.

But their character is easy to identify. Just look up the word “Hero.” And it isn’t just the men.

Grace Murray of New York was a curious child.

At the age of 7, she dismantled an alarm clock just to see how it worked.

Later, she became one of the first programmers of the Harvard Mark I Computer and would invent the computer language known as COBOL. The world was fortunate to benefit from the brilliant mind of the woman known by friends and admirers as “Amazing Grace,” and by the U.S. Navy as Rear Adm. Grace Hopper.

Veterans come in all shapes and sizes. Young and old, rich and poor, black and white and nearly every category in between, they are men and women who served or still serve America.

And their families are diverse as well. We need to remember the spouses who briefly but anxiously dreaded every doorbell ring or telephone call as their loved ones witnessed unspeakable horrors while fighting in hard to pronounce villages that most Americans could never find on a map. We need to remember the modern military families, who

deal with frequent address changes, interrupted employment by spouses and a disproportionate sharing of parental responsibilities.

While their numbers are decreasing, too many veterans are still homeless.

As recently as 2014, an estimated 50,000 homeless veterans were identified in communities around the nation. That is roughly the population of Galveston, Texas.

Veterans Day is an important but symbolic way of saying thanks. But we should insist that our elected officials produce meaningful laws and public policies that will enhance the quality of life for veterans

and their families.

The American Legion is dedicated to remembering the legacy of all veterans because what these men and women have done for us, matters to America. It matters to the people overseas who were liberated from tyranny due to the sacrifices of our military members.

From defeating Communism, Fascism and Imperialism, to liberating slaves, keeping the peace during the Cold War and battling terrorism today, veterans have accomplished remarkable things throughout our nation’s history.

They have preserved the country that we all love so much.
