With the November 2016 election season fast approaching, more than 500 offices across the United States will open for election, including the Presidential election, 34 senate seats, 435 House of Representative voting seats, 12 gubernatorial seats and a myriad of mayoral races.

While most active duty U.S. Service members and their families live and work outside their home states of residence, U.S. Air Force Capt. Nicole Turner, Langley Air Force Base installation voting assistance officer, said the Joint Base Langley-Eustis, Virginia, community can ensure their voices are heard at the polls through the Federal Voting Assistance Program.

“The program assists our Service members, civilian employees and dependents to send their votes home and provides resources should voters choose to exercise their right,” she said. “Every vote counts, and FVAP can enable the JBLE community’s voice to be heard.”

While the FVAP works to inform Service members, Department of Defense employees and their family members of their right to vote, it also provides

tools and resources to send their vote home from anywhere in the world.

“With constant moves and deployments, Service members can feel like they fall through the cracks come election time,” said Tyrone Fuller, Fort Eustis IVAO. “Regardless of your location, your voice counts, and the program gives Service members all the tools needed to make the decision.”

The program accomplishes this by administering the Uniformed and Overseas Citizens Absentee Voting Act which requires all states and U.S. territories to allow American citizens to register to vote by absentee ballots.

Locally, the JBLE voting assistance program officers assist voters with resident state registration and absentee voting while providing unbiased resources for voters to make informed choices during the election season.

“Our job as voting assistance officers is to remind [the military community] how important their votes are,” said Turner. “Our government has a system in place to ensure everyone’s voice is heard, and it starts with FVAP.” While the 2016 presidential election will most likely attract most voters’ attention, Fuller said state and local elections are important considerations for voters living out of state.

“[All] elections are important and military members’ votes carry weight,” he said. “Elections from the lowest level to the president shape our country and your state depends on your vote.”

According to Turner, the program’s website, FVAP.gov, provides a wealth of information, including the program and absentee voting overview, state specific information and links, and an online assistant which takes users though an automated, step-by-step process to complete the voting process.

Fuller said he encourages all eligible JBLE community members to send their votes home next November. “[The military community] can make a difference,” he said. “We are a force that can move mountains, and it all starts with a vote.”

633rd ABW implements wing realignment

U.S. Service members from across Joint Base Langley-Eustis, Virginia, gathered for the 633rd Air Base Wing transformation ceremony at Fort Eustis, Nov. 2, 2015.

During the event, The 633rd Force Support Squadron absorbed the 733rd Force Support Division while the 633rd Logistics Readiness Squadron stood down, and was replaced by the newly activated 733rd LRS. The merger and unit re-designation were part of a 633rd ABW realignment, which took effect Nov. 1, and aimed to enhance mission effectiveness and increase efficiency throughout the wing at both Langley Air Force Base and Fort Eustis.

Along with the formation of the 733rd LRS and expansion of the 633rd FSS, the realignment streamlined and reassigned various functions within the wing. These changes include:

Q The 633rd Contracting Squadron will now report directly to the 633rd ABW headquarters.

Q The deactivation of the 733rd Mission Support Division and reassignment of its functions, including: Q Fort Eustis port operations will now fall under the 733rd LRS. Q The Fort Eustis emergency management office will now report to the 633rd Civil Engineer Squadron.

Q Fort Eustis postal and communication functions will now fall under the 633rd Communications Squadron.

Q Previous 733rd MSD operations now fall under the 733rd Mission Support Group commander.

According to Jerrold Twigg, 633rd ABW chief of joint base integration office, the changes were part of a proactive approach to maximize the wing’s mission capabilities and strengthen

“This was our initiative to better align the wing’s resources to maximize support for our mission partners and community,” said Twigg. “This realignment will bring us closer to the idea, which began with JBLE’s inception. We’re starting to do these functions as ‘one team, no fight.’”

Since the beginning of the realignment’s planning phase, Twigg said the 633rd ABW decided to turn to its technical experts to find the ways to enhance its ability to serve the JBLE community and mission partners.

“We wanted to know how to do our business better, so we decided to ask the people who do the jobs ... the Airmen and junior civilian employees. This means the concepts that led to the integrations and realignments were developed by people within the organizations that provide the services,” said Twigg. “Normally, when [the military looks] at processes, we start at the top and work our way down. This time, we brought in the subject matter experts from

the various units, and asked them to determine the best way to provide our services.”

The merging of support functions will pool resources from various units, which will give U.S. Service members and civilian employees more effective and efficient ways to complete their mission, said Twigg.

While the realignment aims to maximize JBLE’s mission capabilities, Twigg said these changes will enhance fiscal efficiency, meaning money saved from eliminating redundant functions across JBLE will now allow wing leadership to invest in equipment and programs that directly serve both the JBLE community and the wing’s mission partners.

“We have a responsibility to get the most out of every dollar that’s spent on base operating support,” said Twigg. “Every dollar we spend on base operation is a dollar we can’t use to buy equipment our operating forces need. We can reallocate these resources into areas that provide services to our mission partners and community.”

fiscal redundancies, Twigg said the initiative was not directed from higher headquarters or intended to cut the budget, but rather find more efficient ways to reinvest the savings into the wing, meaning a larger budget for necessary equipment and personnel.

“We were after ‘more for the same,’ not ‘the same for less,’” said Twigg. “Our goal was to get more from the same and roll it back into our installation.”

Ultimately, Twigg said, the new alignment will posture JBLE to adapt to unforeseen changes in a variety areas, from fiscal uncertainty to mass deployments.

“These changes help posture [the wing] for the future,” he said. “We wanted to take the best from the Air Force at Langley and the Army at Fort Eustis and bring all of JBLE’s capabilities to bear.”

The JBLE leadership team plans to reevaluate the realignment in May 2016, and again in November of the same year to ensure optimum efficiency and look into new ways to improve JBLE.

The throng of people who nearly packed a theater at Fort Eustis, Virginia, on Oct. 30, 2015, to hear a general provide an update on the Department of Defense sexual assault policy may have only expected that. But they got more than a policy update - they also got an inspirational supplication to embrace the military profession.

Seconds before the director of the DoD Sexual Assault Prevention and Response OfďŹ ce entered Wylie Theater, her strong and warm voice oated across the crowd, as she stopped to thank a few folks outside. Heads started to turn, and

eyes followed the diminutive general as she made her way down the aisle, engaging with the crowd.

Only mere minutes into her presentation, U.S. Army Maj. Gen. Camille M. Nichols pulled no punches with the crowd, largely made up of Sexual Harassment/Assault Response Program and SAPR professionals. “My discussion today is not about sexual assault. It’s about our profession.�

Nichols referenced the military profession, where military and civilians serve together within a culture of trust.

“We collectively can fix this problem. I honestly believe that just like every other hurdle we’ve overcome, we can, in fact, have the profession that we want,” Nichols said.

Nichols has personally witnessed various challenges the military has overcome during her 40-year career, and believes that conquering sexual assault will happen. And while the military has made great strides to combat this crime, there’s much more work to be done, such as not being bystanders and looking the other way.

“The actual crime is just an aberration,” Nichols said. “The fact that it exists in our ranks is our fault, to have allowed it, and to create an environment for it.

And so it’s our responsibility to change it.”

The way to get at it is much more than annual SHARP training - which she believes can be refined further, looking at better ways to facilitate training on such a sensitive subject. It’s leveraging other risk reduction programs, such as family advocacy and substance abuse.

“It is a confluence of bad behaviors that we have to get after,” Nichols said. “Eliminating vulnerable areas, allowing them to act vulnerably.

sault, I want to get that person care. I want to shape the environment so that it doesn’t happen to someone else.”

Nichols was appointed the DoD SAPRO director in June 2015. The SAPRO provides oversight of DoD’s sexual assault program, working closely with the Services and civilian community to develop and implement innovative prevention and response programs.

The community of SHARP and SAPR professionals is made up of sexual assault response coordinators and SAPR victim advocates, who provide victim support, response and reporting options. But their role is more than just “reacting” - they serve in a proactive role as well.

Nichols reminded the gathering of that, urging them to do “terrain walks” in the various work centers and engage in dialogue with the troops. In other words, demonstrate social courage and safely correct harmful behavior.

At the conclusion of the meeting, Nichols besought the crowd.

“I honestly believe it is my duty to change our profession for the better, and I need all of you in our community to help me do that. Can you help me do that?”

SAPR STRATEGIC PLAN As part of her update, Nichols outlined the SAPR strategic plan, lines of effort and objectives, which was updated and reissued in 2013 to better achieve purpose and unity of effort across the Services. The strategic plan can be accessed on the SAPRO website at www.sapr.mil.

She also discussed current DoD focus areas in SAPR: 1. Address retaliation against reporters of sexual assault.

2. Enhance focus on reporting and assistance for male victims.

3. Operationalize the DoD prevention strategy.

Nichols’ visit to Eustis was hosted by U.S. Army Center for Initial Military Training Commanding General, Maj. Gen. Anthony C. Funkhouser. Funkhouser is also the executive agent for U.S. Army Training and Doctrine Command’s SHARP program, and Joint Base Langley-Eustis senior commander, Army element.

ESMA partners with community to donate school supplies

As students gazed at the various pencils, papers and craft supplies, their principal, Diane Willis, walked up to the association members with an open hand and look of undeniable gratitude on her face.

“All of this is just so valuable,” Willis said as she shook each member’s hand.

“We will make use of all of this; thank you so much for your support. We used everything you donated last year, so this is a huge help to our students.”

The association, which was reestablished in 2012, coordinates with the school faculty annually to prioritize, collect and then donate needed supplies that enable all students to sufficiently

complete school projects as required by school policy.

Willis added that without the donation, the school would also have to fundraise and reorganize its budget, taking away from educational technology and science, technology, engineering, and math program investments.

According to Jerry Taylor, ESMA vice president and retired command sergeant major, donating to the school not only serves the community, but gives the community an example of Army core values.

“As the senior enlisted in the Army, we want to exemplify leadership,” said Taylor. “When we reinstated the association, we wanted to do things for the community, not just Soldiers, but their families, and veteran’s programs off post such as the food bank and the VA hospital. We’re hoping people see that everyone who can, does participate in giving back to the community.”

As the seasons pass, new hunters don camouage and blaze orange clothing seeking new game on Joint Base Langley-Eustis, Virginia’s hunting grounds, while the leaves and temperatures change, JBLE’s hunting coordinator’s primary focus remains the same-- safety ďŹ rst.

According to the Virginia Department of Game and Inland Fisheries, the major requirement to obtain a Virginia hunting license is completion of a Hunter Education Course. Since hunter education became mandatory for children between the ages of 12 and15 years old and ďŹ rsttime Virginia hunters in 1988, there has been a 25 percent reduction in huntingrelated shooting incidents. These courses are designed to teach hunting safety, principles of conservation, and sportsmanship.

JBLE requires proof of Hunter Education Course requirements before allowing an individual to purchase a permit to hunt on the installations. The safety course is offered both on- and offbase, as well as online at the Virginia Department of Game and Inland Fisheries website. Safety courses completed on another base or state will satisfy the requirement.

The courses are composed of two sections: self-study, where each student is required to study course material prior to section two: classroom, where students focus on safety and ethics. Most importantly, the courses are designed to educate the hunters on everything from start to ďŹ nish as well as for any obstacles that may come their way.

“We are most concerned with safe hunting on Fort Eustis. From the checkout process, throughout the hunt, we have to maintain safe accountability of all our hunters,� said Del Clark, Fort Eustis Hunt Council president “We go to great lengths to ensure our hunting community is properly educated about the numerous different peculiarities with hunting on a military installation vice public/private lands, especially as it pertains to what equipment you can use, where you can hunt and even when you can hunt.�

Once passing all requirements, hunters are able to hunt in accordance with federal and state established seasons and hours. Hunting hours for all species will be in accordance with the seasons and annual sunrise-sunset table published in the annual Hunting and Trapping Regulations published by the Virginia Department of Game and Inland Fisheries.

Fort Eustis provides hunting Monday, Tuesday, Wednesday, Friday and Saturday. Additionally, the Fort Eustis Game Check Station is operational on Federal holidays through the use of Hunt Council and Community volunteers.

Hunting on JBLE is not only fun, it is also vital to the mission, said Master Sgt. Ronnie Best, 633rd Civil Engineers Squadron, natural resources manager.

Hunting on JBLE installations controls animal population and protects the ying mission by eliminating aircraft strike, interference and runway shutdown due to nuisances. “We haven’t had any safety incidents and we are very proud [of that],â€? said Joe Dumas, Fort Eustis 733rd Civil Engineer Division hunting program director. “Safety is paramount and that’s what brings so many hunters to JBLE.â€?

At Fort Eustis, non-affiliated civilian personnel may participate, after they complete a Joint Base Langley Eustis 733 Security Forces Squadron background check and speak with Dumas.

Fort Eustis and Langley Air Force Base have different policies in place for each location. The following polices are in addition to rules set by the state of Virginia.

Langley rules: Q Hunters must wear a blaze-orange outer garment anytime in the hunting area during firearm season; the garment may not be removed while hunting.

Q There is only elevated, tree-stand hunting from predesignated stands. Hunters must also wear and utilize a “Tree stand Manufacturer America” safety harness.

The hunting program does have a few extra harnesses for those without one Q There is a mandatory safety briefing for all concerning munitions storage area operations Q Only bow, crossbow or shotgun (slug) weapons allowed Q No trapping, night hunting or use of dogs Q No field dressing outside of the designated area

At Fort Eustis: Q Hunters must check out for hunting at the Game Check Station located on Mulberry Island Road before entering designated hunting areas. Hunters must return to the Game Check Station to check back in immediately upon leaving the hunting area and must bring all harvested game animals to the Game Check Station.

Q All hunters receive a general safety brief when purchasing a permit and must possess their safety card while hunting on Fort Eustis. Additionally, all hunters must receive a daily safety brief prior to going afield.

Q Shotguns, muzzleloaders, bows/crossbows are authorized weapons for hunting use on Fort Eustis. All other rifles, pistols, revolvers, and muzzle loading pistols are unauthorized for hunting use on Fort Eustis.

All weapons must be unloaded, cased and inaccessible while being transported within a vehicle. Ammunition may be stored within the same case as the weapon as long as the weapon is unloaded, cased and inaccessible.

UL/UC2 OPS On-Site Operational Support Consultant Position Summary: Provide training to wing Unit-Level Unit Command and Control Operations (UL/UC2 OPS) operators and provide operational and technical expertise support to wing leadership regarding implementation and operational employment of the system throughout the wing. Provide formal and on-the-job-training (OJT), readiness inspection and exercise support, and application/process support to wing UL/UC2 OPS users.

Responsibilities: • Conduct UL/UC2 operations in support of wing and unit staff. Apply UL/UC2 OPS capabilities to daily operational missions, inspections, and training events. • Develop location-specific UL/UC2 OPS Training Plans, UL/UC2 OPS Lesson Plans, Training Outlines and Training Support Material (i.e., slides, handouts, etc.). • Develop and conduct monthly UL/UC2 OPS Initial and Refresher Training Courses to location personnel. • Prepare necessary training materials such as detailed plans of instruction, master schedules, and course content materials including student guides and instructor guides, for the instruction of assigned personnel. • Conduct training (classified or unclassified) for users and training cadre personnel at local site or conduct authorized travel for support to other CONUS locations as directed by ACC. • Maintain UL/UC2 OPS applications documentation, notices, and other related data, and integrate into local unit training activities. • Participate as a member of the Wing Exercise Evaluation Team (WEET) to prepare wing operational activities for exercises and inspections as directed by wing UL/UC2 OPS POC. • Assist wing and unit leaders and personnel with incorporating UL/UC2 OPS capabilities into daily operations to enhance operational and support requirements.

Minimum Qualifications: • Associate’s degree required or 3 years’ experience training UL/UC2. • Three (3) years’ military experience (USAF preferred) using UL/UC2 or TBMCS-UL OPS applications and hardware configurations. • Three (3) years’ of Air Force operational command and control (C2) experience within an unclassified and classified environment. • Four (4) years’ training management, classroom instruction and on-the-job training experience. • Excellent writing and verbal communications skills and public speaking experience. • Demonstrated proficiency using unclassified (NIPRNet) and classified (SIPRNet) network enterprise environments and office automation software to include Microsoft operating systems and Microsoft Office suite of applications (Word, Excel, PowerPoint and Outlook). • Experience supporting C2 operations within unclassified and classified environments. • Ability to operate UL/UC2 (IIMS, RMA, PEX) and configure a UL/UC2 system for training and demonstration of these capabilities. • Completion of UL/UC2 OPS Training – Increment 1 or higher. • Must have an Active Secret Security Clearance.
