AF issues implementation guidance for transgender Airmen News Release SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS

Air Force officials released transgender implementation guidance Oct. 7 addressing specific procedures for transitioning and requesting an official change in gender as well as associated guidance in areas ranging from medical and privacy issues to deployments, fitness standards, and dress and appearance.

The guidance, available here, follows the secretary of defense’s announcement in June, which outlined policy allowing service members to transition gender while serving and outlined responsibilities for military services and commanders to develop and implement guidance, training and specific policies.

In addition, the Defense Department created and distributed a commanders’ training handbook, medical protocol and guidance for changing a service member’s gender in the Defense Eligibility Enrollment System (DEERS). The

handbook can be found at defense.gov.

“Transgender Airmen serve alongside us with integrity, service and excellence,” said Air Force Secretary Deborah Lee James. “This is another step in allowing transgender Airmen to serve openly, receive medical care relating to gender transition and allow transgender individuals to join the Air Force.

Our strengths as a military are the quality and character of our people and those things that make us unique are the same things that make us strong.”

Over the course of the next year, the Air Force will deliver training targeted at various levels to include a module tailored for commanders, supervisors and medical professionals, and a general module designed for all Airmen. The Office of the Under Secretary of Defense for Personnel and Readiness will work with the military services to monitor and oversee these efforts.

No later than July 1, 2017, the services will allow transgender individuals to join the armed forces, assuming they

meet accession standards. In addition, an otherwise qualified individual’s gender identity will not be considered a bar to admission to a military service academy, participation in ROTC or any other accession program if the individual meets the new criteria.

To support service members, medical professionals and commanders during the implementation period, the DOD has set up a coordination cell that will serve as a central point of contact for technical questions and concerns. The cell is made up of legal experts, policy experts and medical professionals familiar with questions regarding the policy.

The Air Force has also established a Service Central Coordination Cell as a primary resource to provide commanders with guidance for all inquiries related to service by transgender Airmen and to be the central point of contact for accommodation requests.

AF leaders announce latest diversity, inclusion initiatives News Release SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS

In ongoing efforts to attract and retain the most innovative, skillful and strategically agile force today, Air Force senior leaders released the second memorandum to Airmen relaying new diversity and inclusion initiatives.

The 13 new initiatives include notable efforts to raise the bar for geographically-separated military spouses, lengthen the early separation decision window for female Airmen having children, establish diverse slates for key military development positions, increase civilian opportunities for participation in professional development programs, and better market career fields to female and minority populations that currently lack diversity.

In March 2015, the Air Force launched nine initiatives to help build teams comprised of individuals with diverse backgrounds, experiences and demographics; however, Air Force Secretary Deborah Lee James, Air Force Chief of Staff Gen. Dave Goldfein and Chief Master Sgt. of the Air Force James A. Cody acknowledged

work remains to ensure continued success.

“Last year, we launched a set of initiatives designed to promote diversity and inclusion.” Air Force seniors said in the official memo. “These efforts recognized that to remain the world’s best Air Force we must compete for, develop and retain talent, skill and expertise in new and creative ways.”

The first round of initiatives included implementing the Career Intermission Program, creating the online mentorship tool MyVector, and generating opportunities to grow the female officer candidate pool.

“While these first initiatives have made progress, we must do more to develop and retain the talent we have today and build the total force of tomorrow,” the senior leaders stated in the memorandum. “To succeed in meeting current and future mission requirements, the Air Force relies on access to the best talent our nation has to offer. To compete for that talent in the future, we must place consistent emphasis on diversity and inclusion in order to attract and retain talent from an increasingly diverse population. Our ongoing initiatives represent another step in that direction.”

Fighting the good fight – MSgt earns second Bronze Star

After serving 16 deployments throughout the course of his career, one Airman earned a second Bronze Star after being called upon once more.

While being stationed at Fort Bragg, N.C., Master Sgt. Ronald Bartsch, 633rd Communications Squadron cyber transport superintendent, left for two deployments to Southwest Asia for the United States Special Operations Command in support of a task force for Operation Inherent Resolve Sept. 22 to Nov. 2, 2014 and May 25 to Sept. 7, 2015.

Within the task force, Bartsch simultaneously held three positions, which included being an operations superintendent, a communications director and a senior enlisted advisor for a Joint Special Operations Air Detachment of 320 service members.

With a motto of, “one mission, many nations,” the purpose of OIR is to enable whole-of-action governmental actions to increase regional stability in Southwest Asia. One of Bartsch’s major roles was to help build two airfields at the base he was assigned to and at a forward-operating base nearby to enable hundreds of sorties during a special operations air campaign.

“We also expanded the ramp pretty heavily to make enough room for air assets that came in to support the fight,” Bartsch said. “We built the [main base’s flightline] from an abandoned airfield to an operational airfield that was large enough to get the fight going and sustain the fight.”

In addition to the runway, Bartsch also led and managed the construction of expeditionary hangars to allow maintenance to perform aircraft repairs under cover.

“It helped get the aircraft out of the weather if it was really bad,” Bartsch said.

“We also didn’t initially have any air traffic control towers of our own. We were having to utilize the local nationals and liaise with them for what needed to be done for air traffic control.”

Bartsch gets the resilience and motivation needed for conducting the mission from his childhood.

“My dad taught me at a young age to always stick up for family and friends; be loyal,” Bartsch said. “He instilled in me

what it means to be a warrior.”

To this day, Bartsch still remembers being a toddler when his father drove him to the child development center at Langley Air Force Base every day. He remembers a misty morning when he saw the light shining through the fog, which illuminated a checkered water tower, painting its light on the U.S. Air Force symbol.

“There was this feeling I got when I was four years old,” Bartsch said. “I knew this is what I wanted to do when I grew up.”

Coming into the Air Force, he kept that mindset. This attitude towards life has carried him through 18 deployments.

“A number of my deployments have been with special operations,” Bartsch said. “Going out there with those guys, seeing what they do every day and experiencing it instills in you what it takes to drive towards being a better Airman.”

Bartsch also had an opportunity to work alongside two of the 76 countries that are allied counterparts to the U.S. in the OIR coalition.

“We worked with Britain and Canada on the air and ground campaign,” Bartsch said. “We collaborated to find ways to help each other accomplish our missions together.”

When different coalition units intermingle in a shared airspace, it’s important to have everyone on the same page, Bartsch said.

“Throughout all of that, you cannot accomplish any of it without a team and a mindset of needing to take care of each other,” Bartsch said. “It’s pretty neat to see how everyone is part of the fight.”

Army makes changes to retention programs

Career counselors are urging U.S. Army Soldiers to read the changes to the Army enlisted force retention program, re-class and initial entry requirements that took effect in 2016.

The changes not only ensure Soldiers are aligned into the fields best suited for them, but offer the most qualified Soldiers avenues for career advancement.

“The key is to reenlist quality Soldiers to meet our purpose of fulfilling end strength to better posture the Army, maintain readiness and care for Soldiers,” said U.S. Army Sgt. Maj. Cielito Pascual-Jackson, U.S. Army Training and Doctrine Command career counselor. “In order to meet that mission we need key people to understand the responsibilities in embracing and communicating this program.”

Enlisted Force Retention The Army Directive, (AD 2016-19), will result in reenlistment and career progression changes through three programs: the Bar to Continued Service Program and the NCO Career Status Program and Retention Control Point System.

• Physical assessment standards • Staff sergeants with 36 months’ time in grade must graduate from the Advanced Leadership Course • Sergeant first class’ with 36 months’ time in grade must graduate from the Senior Leaders Course • NCOs with two or more years’ time in grade and more than 18 months until their established retention control point may be denied continued service under the Qualitative Service Program

Career program, time in service retention changes Under the new directive, the Indefinite Reenlistment Program has changed to the NCO Career Status Program. According to Leon, the program is similar in nature, but in an effort to align with the military’s new blended retirement system, has moved the application date to a Soldier’s 12th year of service rather than their 10th.

The directive also reduces retention control point levels starting at the rank of staff sergeant by reducing the number of years NCOs can continue to serve.

Every Soldier will have more than a year to plan their retirement as the implementation of the new control points will be staggered based on basic active service dates and rank:

Bar to Continued Service program Formerly known as the Bar to Reenlistment Program, all enlisted ranks in the active and Reserve components can be notified of punitive separation due to performance issues ranging from fitness ratings to professional development standards through the Bar to Continued Service Program.

According to U.S. Army Sgt.1st Class Pedro Leon, TRADOC Retention Operations Active component career counselor, Soldiers can now be barred to continue service at any rank even if they were indefinite or career Soldiers.

Soldiers who are under the current NCO Career Status Program will not be grandfathered in to the previous program. The bar will be reviewed at periods of three and six months before separation procedures begin.

For Leon, this means quality female NCOs need to take the opportunity to step up as mentors to these new soldiers by re-classing into a combat position.

“I tell any female Soldier that comes into my office for career counseling to re-class into a combat position,” said Leon. “It’s a huge development and promotion opportunity. When you’re in a board and they see that you have combat experience, even if it was just for four years and you went back to your original MOS, that’s huge.”

“We are just facilitators, so when leaders don’t understand the purpose of the retention program for the Army or where they fit in, it’s a real problem,” said Pascual-Jackson. “It can cause confusion and unnecessary actions that could unnecessarily end a Soldiers career.”

Pascual-Jackson emphasized that the key steps in helping Soldiers are supporting, instilling, promoting, communicating and monitoring retention programs, implementing policies, evaluating personnel, providing resources and utilizing career counselors.

“Our line of effort and the mission of retention for the Army is readiness and end strength,” she said. “In order for us to meet our mission, we need leaders to understand their role, which is to embrace and communicate the retention program by instilling the importance to subordinate leaders.”

Cyber Security Awareness: protecting against cyber threats

This month marks the 13th Annual National Cyber Security Awareness Month, which is a collaborative effort to ensure everyone has the resources they need to stay safe when using the internet. This initiative was designed to engage and educate both the government and public users with the goal of raising awareness about cyber security.

Cyber security impacts everyone when it comes to accessing the internet, utilizing mobile devices, tablets, cloudbased services, smartphones, wearable technologies and even our personal identifiable information.

Since we live in a world that is more connected than ever, it is important to be aware of the increasing security risks due to these mass-linked smart devices; the so called “internet of things”.

This awareness factor is even more necessary when it comes to military devices and its networks. Users should be aware of online risks, i.e., email scams, social media postings along with how we connect to the internet.

Express Scripts Pharmacy Network changing for TRICARE beneficiaries

Simply put, in order to promote an understanding of cyber security an increase in awareness is vital. .

“Cyber threats to our military networks are evolving every day as these attacks are becoming increasingly more sophisticated with their complex schemes against businesses and the public,” said Jennifer Lively, 83rd Network Operations Squadron associate director of the operations flight.. “It’s not enough for military network users to just annually train through computer-based training sessions. Users must understand what cyber security is, which means being vigilant, being educated, and along with being proactive with pursuing all possible best practices to assure missions operate successfully.”

According to Lively, if a user suspects something out of the norm, they should bring it to the attention of an IT administrator or leadership so an investigation can be conducted.

Our nation’s critical infrastructures include both the private and public sector, which are targeted by adversaries daily.

Virtually every mission across the range of military operations depends on cyber

security and every military affiliated member is tasked to defend and protect those domains.

At the Joint Base Langley-Eustis installations, both are full supporters of these types of initiatives especially when it comes to the security of networks’ and the devices used to support their military missions.

Over the years there have been more growing concerns when it comes to cyber threats targeting military communities along with the civilian sectors. One of those huge concerns are data breaches, which have resulted in the compromising of PII, intellectual property, intrusions into financial, medical records and government networks.

Something for the military community to think about is the security of our mobile devices when traveling.

It’s a known fact that military life involves traveling, most often due to temporary or permanent duty stations, tours of duty, training, leisure vacations and more. There is a need to understand and to be vigilant when it comes to traveling with personal or military issued smart devices.

Express Scripts, Inc. (ESI) announced upcoming changes to the retail pharmacy network it manages on behalf of TRICARE. On Dec. 1, 2016, Walgreens pharmacy locations will join the network. CVS pharmacies, including those in Target stores, will leave the network on the same day. The new network will have more than 57,000 locations nationwide, and ensures TRICARE beneficiaries have timely access to retail pharmacies in their community.

ESI is the TRICARE pharmacy contractor, responsible for developing the pharmacy network. ESI reached a new network agreement with Walgreens, which will replace CVS pharmacy in the TRICARE network. This change is intended to provide better value and maintain convenient access for beneficiaries.

The addition of Walgreens into the network means that 98 percent of TRICARE beneficiaries will still have a network pharmacy within 5 miles of their home. Find a network pharmacy at ESI’s website.

If beneficiaries chose to fill a prescription at CVS after Dec. 1, it will be a non-network pharmacy. This means they will have to pay the full cost of the medication upfront, and file for partial reimbursement.

ESI and TRICARE are working to notify all beneficiaries of this change, and ensure that people currently using CVS have time to switch to another network pharmacy. ESI is doing additional outreach to patients filling specialty drugs at CVS pharmacies to ensure they can move their prescription with no gap in their prescription coverage.
