A familiar sound will echo through the homes of Hampton Roads residents this fall – �Mom! Five more minutes?�

It’s almost that time of year again – time to go back to school.

For most Joint Base Langley-Eustis youth, school begins Sept. 2, and JBLE school liaisons have tips for a successful start to the year. “Parents should watch for school letters in the mail during the last couple weeks before school begins,� said Christine Stiefel, Fort Eustis school liaison. “The letters typically contain important information regarding school guidelines, students’ classes and parent-teacher associations.�

Since the summer season allows for a more relaxed atmosphere for children, Stiefel said they often stay up later than they normally would during the school year.

To get students back in the habit of going to school, she recommends parents set an earlier bedtime routine for children the last couple weeks before school begins.

The American Academy of Pediatrics provides the following school year health and safety tips: â– Attend any available orientations and take the opportunity to tour the school or ride on the bus. â– Point out the positive aspects of starting school. Refresh their positive memories about previous years, or remind them that there are probably a lot of students who are uneasy about the ďŹ rst day. â– Choose a backpack with wide, padded shoulder straps and a padded back.

Keep in mind, the ďŹ lled backpack should never weigh more than 10 to 20 percent of a child’s body weight. â– If walking to school, ensure the

The canal’s construction was ďŹ nanced and supervised by the United States government and took 10 years to complete.

More than 70,000 people worked on the $400 million project.

Mountains, creating the nine-mile long Culebra Cut. For more than six years digging continued round-the-clock, ďŹ lling a rail car every eight minutes.

On June 27, 1913 the Culebra Cut was ooded, creating the largest manmade lake in history and connected the two oceans. A year later, the Panama Canal was ofďŹ cially opened to trafďŹ c and was named one of the seven wonders of the modern world by the American Society of Civil Engineers.

Joint Task Force Civil Support participated in Vibrant Response 14, a major joint field training exercise held at various locations in south-east Indiana, including the Camp Atterbury Joint Maneuver Training Center and Muscatatuck Urban Training Center July 20-27, 2014.

Vibrant Response is the largest annual Department of Defense confirmation exercise for specialized response forces to validate their capability to execute mission command, perform technical tasks in chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) response and conduct other life-saving missions. JTF-CS was evaluated on mission command, identification and detection of damage, technical and non-technical search and rescue of casualties, and medical and decontamination procedures.

Many Joint Base LangleyEustis units assisted JTF-CS in the preparation, deployment and redeployment for VR 14. The 733rd Mission Support Group provided meals-ready-to-eat, services to ship equipment, and preventive and cor-

rective equipment maintenance.

The 93rd Signal Brigade, JBLE’s Network Enterprise Center, provided critical communication support, enabling JTF-CS to exercise command and control of the Defense CBRNE Reactionary Force during the exercise. The U.S. Army Training and Doctrine Command provided safety and occupational health management capabilities.

“The assistance and services provided by our JBLE partners helped produce a very successful exercise and enabled JTFCS and the DCRF to successfully complete a very rigorous evaluation organized by Army North,” said U.S. Army Maj. Gen. Will Roy, JTF-CS commanding general. “The exercise validated that JTFCS is ready to respond to an incident anywhere in the country with great speed.”

Vibrant Response is conducted annually by U.S. Northern Command and led by U.S. Army North to test the capability of the federal response forces to include the DCRF to meet the expectations of the nation. The exercise features realistic venues, fire, damaged buildings, smoke effects, mannequins and civilian role-players to simulate casualties and displaced citizens that are common in any disaster environment.

To continually prepare for disaster response, an upcoming Joint Logistics over the Shore (JLOTS) exercise will be conducted with JTF-CS and the 7th Transportation Brigade (Expeditionary) at Fort Story in Virginia Beach, Va., to evaluate how equipment and supplies can be quickly moved ashore when port facilities are nonexistent, damaged or too primitive for ships to off-load their cargo at a pier.

“You need to be ready to go out the door at any moment, because you never know when you’re going to be called,” said U.S. Navy Capt. Craig Wilson, JTF-CS director of operations. “The more you practice being ready for those operations during exercises and training like this, the better prepared you’ll be when you’re called.”

It’s 1974. Feathered hair and polyester are “in,� the top song on the radio is Barbara Streisand’s “The Way We Were,� “The Longest Yard� is in theaters, and Chaplain (Col.) Steven E. West joins the Air Force and begins an almost 38-year career serving the spiritual needs of U.S. Airmen and Soldiers around the world. That career led him to Joint Base Langley-Eustis, where he currently serves as the senior chaplain. “I felt the call to the ministry in my teens, actually,� West said. “But I kind of ran away from that and joined the Air Force because I didn’t want to do that; I knew what kind of life it was, and I didn’t want it for myself.�

Originally West enlisted as a fuels specialist and was stationed at Nellis Air Force Base, Nevada, a location that made him worry about losing his calling to serve God. “I was a young, single Airman, and I was stationed in Las Vegas,� he said. “I knew what kind of temptations there would be, but I never lost that calling, and in fact, it just got stronger.�

In 1977 West decided to give into that calling and took the opportunity to join the Air National Guard and attend college and seminary school, with the goal of becoming a military chaplain. “The day I left active duty in the Air Force in 1977, when I went out the gate at Eglin Air Force Base, Florida, I prayed ‘Lord, if I can ever be an Air Force chaplain, that’s what I want to be. I know what it’s like to be away from home, to be in the dorms, to have the temptations that everybody does - to have that peer pressure and just feel alone.’ “I wanted to do that because I didn’t want Airmen to have to feel that,â€? he continued. “I ďŹ gured I’d at least have an understanding and know where they were coming from a little bit.â€?

He spent the next three years serving in the Air National Guard and Air Force Reserve before being honorably discharged

in 1980 at the rank of staff sergeant. “To be a chaplain, you need your college degree, three years of seminary school and two years pastoral experience before you can even be looked at,� West said. “I got married and my wife and I spent time as missionaries in east Africa, and I pastored in different churches in the United States.

Except for those two-and-a-half years I was a missionary, I have been in uniform since 1974.�

After his time in Africa, West enlisted in the Army National Guard and attended seminary school as a chaplain candidate. Upon graduation in May 1987 from the New Orleans Baptist Theological Seminary in Louisiana, he was commissioned in the Army National Guard and began his service as a military chaplain. “I didn’t stay with the Army for long, though,� he said. “A position opened up just down the street from where I was serving my battalion in Louisiana, and it was with an Air Guard unit in Mississippi. I jumped at it, because the Air Force is really where I wanted to be. That’s where I had been enlisted, that’s where I had always prayed God would send me back, and it worked.�

In total, West spent 14 years in the reserve forces of the Army and Air Force before ďŹ nding his way back to active duty in 1993. “Sixteen years after I left active duty, I found my way back, and this is where I’ve always wanted to be – serving as an Air Force chaplain,â€? he said.

With such a long career, West said he’s seen many changes, both in the military in general, and the chaplain corps, spe-

ciďŹ cally. “In the 1970s there were a lot of chaplains who just positioned themselves in the chapel,â€? he said. “If you wanted to see them, you went to see them. If you didn’t go to them, you’d never see them, or even know who they were. I’m not sure why that was. But that’s changed tremendously. “When I came back in, chaplains seemed to have a more caring nature, and the Air Force chaplains were starting to get out into the units,â€? he continued. “We’ve continually progressed, and just on this base alone we’ve got three of our ďŹ ve chaplain ofďŹ ces not in the chapel whatsoever. They’re out in the different units, and that’s where they need to be, because that’s where you form relationships.â€?

Forming those relationships is something West said is key to the success of the chaplain corps, and is something he has al-

ways enjoyed doing himself. “When people feel like they need to come to someone, they need to feel like it’s someone they know and trust,� he said. “It opens the door. Getting out and pastoring to people is the one thing I enjoy the most.�

West said some of his fondest memories of his time in the military involve that personal, one-on-one pastoring he was able to do while deployed. West has deployed to Andoya, Norway; Port-au-Prince, Haiti; Taegu, Korea; and served as wing chaplain at Balad Air Base, Iraq. “Before I came to Langley, I was the chaplain for the Joint Chiefs of Staff, and we were able to do a lot of great things at that level,� West said. “You knew you were making a difference, but you didn’t get to see it face-to-face. I’ve been here since May 2013, and getting to work directly with people, and see the difference you can make in their lives is huge to me.�

While West’s ofďŹ cial retirement date is Jan. 1, 2015, his retirement ceremony is planned for October, and he will take terminal leave for the remainder of his time in service. Although he will be retired from military service, West said he has plans to stay involved in the military and spiritual community.

“When I worked for the Joint Chiefs, one of the things I’d hear all the time from civic organizations was ‘how can we get involved?’ There are more than 10,000 non-profit groups dedicated to serving the military or military families in some way, but there was no way to find out which ones were good. So I co-founded SupportMilitary.org to help people figure out just who and what they were donating to. I’ll be involved in that when I retire. I have no plans to just sit around.”

West said part of his desire to remain connected to the military community has to do with the people themselves.

“They’re doing incredible things out there. Just being a part of that is a privilege.”

At the end of his career, West offered some advice for Airmen and their families.

“In 38 years, some of it’s been hard, most of it’s been great, but the best thing is the people. They’re what make the difference. You can make any assignment good. There’s no such thing as a bad assignment, just a bad outlook. Get involved in your community and make the most of any moment, and make those friends. That’s what will be

with you the rest of your life.”

West has quite a bit of personal experience in making the most of any situation and making a bad location into a good assignment.

“I’ve moved 22 times in the 34 years my wife, Cherri, and I have been married, and she’s stuck with me all of that time,” he said. “She’s not crazy about moving, but she’s been the greatest support in the world.”

With all that moving, West said he is looking forward to his next move when he retires.

“We purchased a home in Birmingham, Alabama, a few months ago; it’s on the top of a mountain, and I don’t plan on moving ever again,” he said.

CSF2 encourages spouses to participate in GAT 2.0 Comprehensive Soldier and Family Fitness Now through October, the Army’s Comprehensive Soldier and Family Fitness program is conducting a campaign to encourage Army spouses to take the Global Assessment Tool 2.0, including spouses at Fort Eustis.

The GAT 2.0 is a confidential, online, selfassessment tool that provides users with scores for their individual levels in the five dimensions of fitness: Family, Social, Physical, Emotional, and Spiritual. The GAT 2.0 is an annual requirement for Soldiers, but a tailored version is available specifically for Army spouses.

“A key part of creating a more ready and resilient Army is ensuring our families have the same tools and resources as our Soldiers,” said CSF2 Director, Col. Kenneth Riddle. “Since the launch of GAT 2.0 on January 27, 2014, over 375,000 Soldiers have taken this self-assessment. We want Army spouses to take advantage of this selfawareness tool, and follow-on resources that the GAT 2.0 recommends.”

At Fort Eustis, one of the resources available to spouses is Army Community Service Spouse Resilience Training. Classes are offered monthly, and the next class to register for is August 25-28 from 9 a.m. to 1 p.m.

In addition to providing users with their individual scores in the five dimensions of strength and resources, the GAT 2.0 also provides the user’s RealAge®, which is a metric that reveals users’ biological age compared to their calendar age. Users also receive their results in the Performance Triad of Sleep, Activity and Nutrition.

Self-Awareness is only part of the benefit of taking the GAT 2.0. Self-development is the second part. After receiving their scores based on the GAT 2.0, users are directed to ArmyFit™, which houses the tools and resources for users to increase their resilience and improve their overall well-being. The new program, initiated in March, provides U.S. Service members and their families, retirees and members of the local community with information on the approved locations for fishing on the installation as well as the safety requirements and laws regarding saltwater or freshwater fishing.

“The only way to get people to comply is to have them understand the rules,” said John Challis, 733rd Security Forces Squadron deputy director. “Now by selling a permit, people come in, get a copy of the rules and sign a memorandum saying they understand them. Therefore they know what they’re supposed to do so when we enforce the rules there’s no questions whether they were right or wrong.”

The program managers have seen great success since they began issuing permits. More than 300 permits have been issued since May. “We’re putting the money we make from the permits back into the program,” said Carl Stover, Fort Eustis Hunting and Fishing Council board member. “We’re able to purchase more port-a-potty’s to put out near popular fishing spots. When you talk about family outings, having amenities available is a major added value.”

Stover said he hopes to see the program grow to provide Soldiers and retirees a place to unwind and have fun.

“It’s all about the spirit of the program,” said Stover. “We want patrons to feel a sense of security on the installation and have a place they can come and clear their heads.”

The performance, a week-long competition packed with various tasks, ranging from a 12-mile road march to a “stress shoot,” was physically and mentally challenging, day-in and day-out, according to TRADOC’s NCO of the Year.

“We were physically and mentally pushed to our limits,” said Smith, a senior military instructor at the University of North Georgia. “Having to know all of the steps to your warrior tasks and battle drills while you’re being physically challenged – it was tough, absolutely tough.”

Roberts, who currently serves as the executive assistant for the MSCoE command sergeant major, said the variety of events like the unexpected “stress shoot,” where competitors had to practice field medical aid on a simulated casualty, dragging it 200 meters to safety all while under fire, kept competitors on their toes.

“It was a complete surprise for us,” Roberts said. “We just thought we were going to a zero range and we were going to qualify with pop-ups.”

TRADOC’s Soldier of the Year said the broad range of tasks made the competition interesting.

“We went from shooting, to a stress shoot, going straight into (nuclear, biological, chemical) operations, and then we got thrown into teaching a foreign national how to tear apart and put together a weapons system that they had never seen before,” Roberts said.

Although the days were challenging, Smith said the NCOs displayed exceptional professionalism and teamwork during the competition.

“We had such a great group of NCOs,” said Smith. “At night, we all would just help each other before the next day’s events, so the competitors were working together.”

In addition to helping one another, Smith said the NCOs and Soldiers within the competition provided something even more valuable.

“Coming here and competing with these noncommissioned officers and Soldiers – it reenergizes you and motivates you to be the best Soldier you can possibly be.”

Smith and Roberts will represent TRADOC at the U.S. Army Best Warrior Competition in October at Fort Lee, Virginia.

MCAHC kicks off National Immunizations month

August is national immunization awareness month and the perfect time for U.S. Service members and their families to ensure they receive all necessary immunizations.

At a minimum, all Department of Defense beneficiaries should be vaccinated against potentially devastating yet preventable diseases, including polio, mumps, rubella, chickenpox, meningococcal disease, rotavirus, pneumonia, pertussis and Haemophilus influenzae type b (Hib).

According to the Centers for Disease Control and Prevention, it is critical that children receive immunizations in accordance with the published schedules starting shortly after birth and continuing through adolescence, when children are most vulnerable. Adults also need to follow the CDC schedule to help maintain their immunity and prevent the spread of preventable diseases.

There are some specialized immunizations recommended for targeted populations that include the pneumonia vaccine,

pertussis vaccine, human papillomavirus (HPV), Zoster (Shingles) and the seasonal influenza vaccination.

U.S. Army Maj. Tameka Bowser, MCAHC Army Public Health Nursing chief, said seasonal influenza deserves special attention.

“Failure to vaccinate against influenza can be devastating for families and for unit readiness,” said Bowser. “Influenza is very contagious and will spread quickly among unvaccinated family members, Soldiers, or coworkers with the potential for devastating impacts on mission accomplishment.”

Although a number of different viral syndromes are commonly referred to as

“the flu,” proper influenza infection can be very debilitating, and possibly fatal.

According to the CDC, there continue to be approximately 36,000 deaths from influenza infections each year in the United States. Due to rapid changes in the virus, the influenza vaccination may not prevent an infection 100 percent of the time, but it will dramatically reduce symptoms if a person becomes infected.

The seasonal influenza vaccination is mandatory for Service members and healthcare workers, and highly encouraged for all other individuals. Those under the age of two and the population above

65 are at highest risk for severe infections.

Other high-risk populations are those with chronic medical problems at any age, pregnant women, immunocompromised individuals from medications or medical conditions, people who are morbidly obese (above 40 percent BMI), or those living in nursing homes or close quarters.

“These are our initial target populations when we begin our annual seasonal influenza vaccination campaign later this month,” said Bowser. “Influenza vaccinations are available to TRICARE beneficiaries at no cost during the annual MCAHC flu vaccination fairs, at any TRICARE authorized provider or at any participating pharmacy.”

Federal employees and their families enrolled in the Federal Employees Health Benefits program can be vaccinated with no copay at any authorized pharmacy or clinic.

The Islamic State of Iraq and the Levant poses a threat to the civilized world, Defense Secretary Chuck Hagel said in Sydney, Aug. 11.

At a joint news conference, Hagel and Australian Defense Minister David Johnston spoke about what their respective countries are doing in Iraq.

The United States will continue to support the Iraqi security forces “in every way that we can,” Hagel said. “We will, again, build partnerships, as we are now, recognizing the threat not just to the United States, but to the civilized world.”

The United States has launched airstrikes against ISIL targets in recent days, and has airdropped relief supplies to tens of thousands of Yezidis who have fled to Mount Sinjar in northern Iraq to seek refuge. American teams in Iraq will continue to assess the ISIL threat and what will best help the Iraqi security forces, Hagel said.

Australia is participating alongside the United States in airdropping supplies to the Yezidis – members of a religious sect in the region.

“We have some good skills in terms of the capacity to drop aid packages from the back of a C-130 Hercules,” Johnston said. “We acquired those skills over

many years, but predominantly in the mountains around East Timor and Dili.

And so, we’ve got ourselves deployed to be able to slot into American planning in that regard for the people that are entrapped in the mountains around Erbil in northeastern Iraq.”

The Australian defense minister remained mum on whether his country will launch airstrikes against ISIL. “With respect to … muscling up, we don't telegraph our punches in any shape or form, and there’s been no request for us to participate in combat,” he said. “The situation for us at the moment is we are committed to helping the Americans and our friends who will join the Americans in providing humanitarian and disaster relief.”

Other countries have offered to assist in the effort in Iraq. President Barack Obama spoke yesterday to French President Francois Hollande and British Prime Minister David Cameron.

“This is a humanitarian issue of great consequence for all the world,” Hagel said.

“And I think great powers understand they have responsibilities in this area.”

Hagel said the airstrikes against ISIL have been very effective.

Eustis Range Control opens Grenade Assault Course

U.S. Army Soldiers at Fort Eustis can now receive hands-on practice on the proper techniques for throwing grenades at the Grenade Assault Course, which opened Aug. 1.

Because of the dangerous nature of learning to use hand grenades proficiently, Soldiers are trained to real world standards with safety in mind.

“The use of hand grenades is a ‘use it or lose it’ type of knowledge that comes with practice,” said Melvin Torres-Flores, Fort Eustis Range Control range operations supervisor. “The proper use of hand grenades could determine the fate of the Soldier or the success of the mission.”

This past year, Range Control employees have prepared the course, keeping safety measures in the forefront throughout development.

“Proper control procedures, such as using dummy grenades, allow us to conduct hand grenade training in a safe manner,” said Torres-Flores. “The only difference between real and dummy grenades is the real ones have a bigger explosion, so using the proper techniques will still give the same effect.”

The purpose of the course is to train Soldiers to become proficient in proper throwing techniques in the shortest time possible, while overcoming various obstacles. The course allows Soldiers to stay fresh on critical warfighting techniques.

“Soldiers will have to throw from the prone, kneeling and standing positions at six different stations,” explained TorresFlores. “They’ll be expected to overcome obstacles, such as throwing into a trench and engaging enemies in a vehicle.”

“Our ultimate goal is to get as many Soldiers as possible to use the course,”

said Torres-Flores. “Use of this course can improve survival rates in a combat environment and the more prepared our units are, the better.”

New Army PT uniforms result of Soldier feedback

In all, some 34 changes were made to the new APFU. The APFU has five parts: the jacket and pants which resemble warm ups, trunks or shorts, and the short- and long-sleeve T-shirts, he said. The ensemble is modular; meaning parts of the APFU can be mixed and matched, for example, shortor long-sleeve T-shirts with the pants or trunks. During PT formations, the platoon sergeants will determine the appropriate combination.

Soldier feedback not only determined the form, fit and function of the APFU, it also determined its look. The Army made prototypes of the APFU in a variety of colors and designs and taken to a series of Soldier town halls at Fort Hood, Texas, Fort Bragg, North Carolina, and Joint Base Lewis-McChord, Washington. Soldier feedback was solicited about the design features as well as the preferred color scheme.

Then, the Army launched a second AKO survey, in which more than 190,000 responded, Mortlock said. Soldiers overwhelmingly favored a black T-shirt with gold lettering and a black jacket with gold chevron and the Army logo.

Then it was on to testing.

Meanwhile, bills were going unpaid, automatic withdrawals were still active and overdraft fees gouged the bank account, which no one had access to. To make matters worse, an estranged spouse who hasn’t spoken to the deceased in 13 years wanted rights to the estate.

According to U.S. Air Force Capt. Travis Brinton, 633rd Air Base Wing Legal Office assistant staff judge advocate, the story above is one of many cases the Langley Air Force Base Legal Office has dealt with.

Although tragic, Brinton said the scenario could have been avoided if the individual had their legal affairs in order.

“Unfortunately, without a will, the [family members] will have to get a lawyer and work it out in probate court. There’s no telling how long that might take,” said Brinton.

“Having a will can help alleviate a lot confusion in an already stressful situation for a deceased Service member’s family.”

Most Service members rigorously prepare, train and even simulate deployments and military exercises. Unfortunately, the same preparation and importance is not always applied to personal legal matters.

Those who may think legal preparedness isn’t as important as the training they endure should ask themselves the following questions: ■ If you were to deploy right now or die, how long would it take people to find your important documents?

■ Who would make medical decisions for you if you’re unable?

■ Who will take care of your bills, and will they need a power of attorney?

■ Who will take care of your children if you die?

If these questions remain unanswered, it might be time to check into the legal office.

“One way to be legally prepared is having a will on file,” said Tech. Sgt. Samantha Paris-Harvey, 633rd ABW legal office paralegal.

“If you have a will, you have a plan,” said Paris-Harvey. “When a family tragedy strikes, the last thing you want is a fight over medical care, or what should happen with property. Legal preparation gives you and your family peace of mind. If they have your documents, they won’t have to go to court to fight for rights.”

In other words, legal readiness can mitigate difficult decisions that can lead to stress for family members.

“The sad truth is accidents claim the lives of several young, healthy Airmen and Soldiers on this base every year,” said Brinton.

“Service members need to always be legally prepared for the unexpected.”

According to the legal office staff, while it’s almost impossible to predict when a person might need a will or healthcare document, when one is needed and there isn’t one, it’s usually too late.

“Being legally prepared does not mean you are expecting something bad is going to happen,” said Brinton. “It just means you’re mature enough to acknowledge unfortunate things may happen and make a plan for it.”

Paris-Harvey said their offices at Langley and Fort Eustis benefit military members and their families; they can prepare wills, powers of attorney and healthcare directives for free, potentially saving Service members hundreds of dollars.

■ Fill out the questionnaire, then save ticket number.

If using these steps above, most customers will walk out with a new will in less than an hour, said Brinton.

■ Scavenger hunt – 9:30 a.m., Aug. 31 and Sept. 28, all ages, $2 per person, registration required. Bring the family and have fun searching for natural objects using a park map. The family that finishes first wins the hunt.

■ Snakes Alive! – Noon to 1 p.m., Aug. 16 and Sept. 20, ages 8 and older, $2 per person. Learn about venomous and non-venomous snakes and why they should be welcomed, not feared. Participants will be able to view and touch different snakes.

■ Tree identification – 9:30 to 10:30 a.m., Aug. 23, ages 8 and older, $2 per person. A park ranger will lead a leisurely hike through the park and teach participants how to identify trees using simple techniques.

■ Turtle painting – 11 a.m. to noon, Sept. 13, ages 3 and older, $2 per person. Students will learn about native turtles, followed by a turtle finger-painting session. Each person will receive a picture painted by the turtles.

■ Wilderness survival – 10 to 11 a.m., Sept. 6, ages 8 and older, $2 per person. Participants will learn the skills needed for wilderness survival including how to start a fire, purify water, find food and build a shelter.

Mariners’ Museum motor-coach tour The Bronze Door Society of the Mariners’ Museum will sponsor an all-inclusive roundtrip motor-coach tour Sept.

5-7. The itinerary includes visits to the U.S. Naval Academy, Fort McHenry and the National Aquarium. The event also features a six hour Voyage into History tour aboard the World War II Liberty ship, SS John W. Brown. Guests will be able to tour the entire ship, including its 140-ton triple expansion steam engine.
