History, heroes walk among us

Twelve members from the longest running military service organization in the United States, the Legion of Valor, toured Joint Base Langley-Eustis, April 21, 2017.

Founded originally as the Medal of Honor Legion in 1890, the Legion of Valor was later chartered by an act of Congress in 1955, adding U.S. Air Force Cross recipients to the organization.

Legion of Valor members are recipients of the nation’s highest recognition for heroism in combat, either receiving the Distinguished Service Cross and Navy Cross to the Congressional Medal of Honor or Air Force Cross, and are honored through the organization.

Each year, members of the Legion of Valor gather for an annual convention to enhance their understanding of current military affairs and provide mentorship from personal accomplishments or failures. This year, Newport News was chosen for the convention, which included a tour of Fort Eustis.

To kick-off the tour, members visited the U.S. Army Training and Doctrine Command to learn about the future of armed conflict, briefed by U.S. Army Maj. Gen. Robert Dyess, Army Capabilities Integration Center acting director.

Following the briefing, Soldiers were able to speak one-on-one with the Legion of Valor members, making connections through shared memories of their time in the military.

After talking with the decorated veterans, Dyess felt strongly about making ties with the group and learning from the time they spent fighting our country’s wars.

“When you think clearly about the future of armed conflict, you think about threats, enemies, adversaries, our missions, changing technology, history and lessons learned. These guys are walking lessons learned and walking history,” said Dyess. “It’s important to recognize

these Soldiers, Sailors, Airmen and Marines that have sacrificed so much for our country. It’s also important to gather their observations and lessons learned because war is a human endeavor and they have seen the worst of it.”

While some of the Legion of Valor members operated weapon simulators during the tour of the Maritime Intermodal Training Department, retired U.S. Army 1st Sgt. Claude Quick, stayed to view portraits and displays on the walls of the quiet halls. Quick, a Medical Corpsman of 11 years and a Military Police Office for the duration of his time in service, experienced the war in Vietnam and now has a difficult time being around loud noises.

Twenty-Five years after retiring from the Army, Quick received the Distinguished Service Cross at the Hall of Honor in Washington, D.C. in front of his friends and patients he treated in Vietnam.

“The Legion of Valor allows us to be normal human beings,” said Quick with tears forming in his eyes. “We know everyone in this group has basically the same story. To be in group where we don’t have to tell our stories and worry about the long recovery afterwards is a

comforting feeling.”

After visiting several unit across the installation from Third Port to the 128th Aviation Brigade, the heroes ended their tour at the U.S. Army Transportation Museum, surrounding themselves in Army history.

The museum houses an extensive Vietnam War exhibit, including a downed UH-1 Iroquois helicopter and the only surviving Vietnam-era gun trunk. Throughout the museum, the Legion of Valor members were brought back through parts of history that they endured to ensure a future of freedom for generations to come.

Quick added looking at his fellow veterans, “To be in a group now, where every one of these people are heroes-national emblems of our country--is amazing.”

Air Force releases annual sexual assault report

Air Force reports of sexual assault increased slightly in fiscal year 2016, according to the service’s annual report on sexual assault released May 1.

The Air Force received 1,355 reports of sexual assault in fiscal 2016, compared to 1,312 in fiscal 2015.

Expressed as a percentage of the total Air Force population, including active duty, Air Force Reserve, Air National Guard, and appropriated fund civilian employees, 0.21% of Airmen reported a sexual assault in fiscal 2016 compared to 0.20% in fiscal 2015 and 0.21% in fiscal 2014, illustrating a flat trend for annual reports over the last three years.

“We must continue to drive a culture of prevention while ensuring victims readily come forward and report sexual assault,” said Acting Secretary of the Air Force Lisa Disbrow. “We must also be an Air Force that provides the care and support victims need while holding offenders accountable.”

Prevention of sexual assault is the responsibility of every Airman, said Air Force Chief of Staff Gen. David Goldfein.

“It’s about trust,” said Goldfein. “The crime of sexual assault shatters trust and has a direct and negative impact on our capabilities as a warfighting force. In my opinion, there is no such thing as a bystander in this fight. We are all in. From the newest Airman to the most senior leader, every one of us has a responsibility to step forward and help stop sexual assault before it happens.”

The results of the fiscal 2016 sexual assault report will be compared to data from the Defense Manpower Data Center ’s 2016 Workplace and Gender Relations Survey, which is conducted every other year for the active duty service branches. The Air Force uses the Workplace and Gender Relations Survey to measure the prevalence of sexual assault in the force.

The Air Force compares prevalence rates to reporting rates to evaluate Airmen’s confidence in coming forward to report sexual assault and receive support.

Ideally, the service wants to eliminate the gap between prevalence of the crime and the number of reports received, then see both numbers come down to zero, said Col. Mark Ramsey, the Air Force Sexual Assault Prevention and Response Operations Director.

“Our goal is to eliminate sexual assault from the Air Force, period,” said Ramsey. “We have leadership engaged at every echelon. We have provided our Airmen with both an awareness of this scourge in our ranks and the bystander intervention tools to engage. Our best chance of eradicating this crime from our Total Force is through strong leadership, being good wingmen, exercising the tools we’ve been given, and keeping true to our core values.”

Always ready: Army RPOEs

Soldiers from the 688th Rapid Port Opening Element, 833rd Transportation Battalion, 597th Transportation Brigade, Surface Deployment and Distribution Command participated in a three-day exercise in preparation for an upcoming deployment at Joint Base Langley-Eustis, April 25 through 27, 2017.

Upon notiďŹ cation, the 688th RPOE prepares to rapidly deploy to provide the necessary supplies or support in a crisis or contingency operation. The element deploys as part of a joint expeditionary logistics force, providing in-transit visibility, conducting clearance and distribution operations, as well as establishing a forward distribution base camp.

To keep these skills sharp, the Soldiers perform exercises regularly, strengthening their capabilities and adaptability within the ďŹ eld. “We are training with cargo, but we are also adding various scenarios to make sure the Soldiers

know how to handle protestors, or media, or dealing with an attack from our adversaries,� said U.S. Army Capt. Justin Rhodes, 688th RPOE detachment commander. “I think the training is paying huge dividends, making us a better organization and ensuring we can better execute the mission.�

Based on real-world operations, the exercise required Soldiers to load large bundles of cargo onto a truck and transport them to a forward distribution base. The exercise lasted around-the clock with Soldiers sleeping and eating at the training location.

For some of the Soldiers, these exercises are their ďŹ rst real exposure to their ďŹ eld of work and can be valuable to their overall understanding of the mission at hand. “Since this is my very ďŹ rst exercise, it has been beneďŹ cial to me because all I have done is talk through the movements with my team,â€? said U.S. Army 2nd Lt. Ben Bunch, 688th RPOE clearance platoon leader. “Being able to come out here and see all of the Soldiers doing their jobs and how the cargo is actually moving in the yard allows me to be

able to develop a perspective for future operations.�

Along with building the necessary skills to execute the mission, Bunch said the exercise brought the Soldiers together and built morale within the organization, even with the tough terrain and unforgiving weather.

Through the shared hardship, Rhodes noted the Soldiers gained a better understanding of each other and their mission generating a tighter organization increasing the unit’s capabilities.

To better explain the 688th RPOE’s general mission and the purpose of training for rapid movement, Rhodes compared their charge to a more relatable incident to many service members, saying, “if something happened to your home, you would expect someone to help you. We provide that type of support to other countries and people in need.�

7TH TRANSPORTATION BRIGADE EXPEDITIONARY PUBLIC AFFAIRS

Soldiers from the 7th Transportation Brigade (Expeditionary) recently returned from a month-long exercise, Combined Joint Logistics Over-theShore 2017, as part of Operation PaciďŹ c Reach in Pohang, South Korea.

Approximately 2,500 U.S. and 1,200 Republic of Korea service members participated in the CJLOTS exercise.

CJLOTS involves loading and ofďŹ&#x201A;oading ships in austere areas where ports are damaged, unavailable or lack adequate ďŹ xed-port facilities.

The operation becomes joint when including other U.S. military branches and combined when including coalition forces. In this particular exercise, the 7th Trans. Bde. (Ex.) also worked with the U.S. Navy, Air Force, and Coast Guard, as well as all ROK services to ofďŹ&#x201A;oad ships with equipment and erect tactical operation centers.

According to Lt. Col. Jason House, 7th Trans. Bde. (Ex.) operations ofďŹ cer in charge, LOTS exercises become even more beneďŹ cial when working jointly or with coalition forces. â&#x20AC;&#x153;Training with our Korean allies allows us to integrate our processes and accomplish missions more effectively,â&#x20AC;? said House. â&#x20AC;&#x153;This prepares us to partner together in the event a real-world situation requires our attention.â&#x20AC;?

This yearâ&#x20AC;&#x2122;s CJLOTS training fell underneath Operation PaciďŹ c Reach, a training event designed to ensure readiness and sustain allied capabilities. These operations can use rail, inland waterways or coastal lift operations to transport supplies, forces and equipment to needed areas when a typical port facility is not available or easily accessible.

One of the key missions during CJLOTS was the 331st Causeway Company â&#x20AC;&#x153;pier stabbing.â&#x20AC;? The unit was tasked with installing and removing the Trident pier â&#x20AC;&#x201C; a 1200-foot long portable, ďŹ&#x201A;oating platform that links offshore operations to land.

the ROK.â&#x20AC;?

While most of the brigadeâ&#x20AC;&#x2122;s Soldiers are home reďŹ&#x201A;ecting on a successful exercise, for some, the mission in Korea continues. These Soldiers will remain in Korea to load equipment, and will return to Fort Eustis in the coming days.

Keeping the airfield, airspace safe during AT 17

As the jets take-off during ATLANTIC TRIDENT 17, there are crews behind the scenes ensuring the safe execution of the exercise, both on the ground and in the air.

Ground-crews assemble during each part of the launch-and-recovery of every aircraft in the exercise, ranging from the U.S. Air Force F-35 Lightning II to the Royal air force Eurofighter Typhoon.

Before the pilots leave the ground, a dedicated crew chief runs through their own set of launch procedures.

U.S. Air Force Airman 1st Class Devonte Prescott, 1st Maintenance Squadron, 27th Aircraft Maintenance Unit crew chief, performed launch procedures of an F-22 Raptor during ATLANTIC TRIDENT 17 and expressed that being involved in the exercise is like being a part of something bigger than himself.

“This exercise is giving me a broader versatility. I have observed how other (nation’s crew chiefs) work and it seems our procedures are similar,” said Prescott.

“It is just a great experience seeing all of the different jets brought together.”

Once the aircraft is cleared by their respective crew chiefs, the pilot begins communicating with the 1st Operations

Support Squadron Air Traffic Control Tower Airmen for directions on when and where they can launch.

The Airmen who work in the tower have the challenge of not only communicating with the members of the partnering nations, but also managing the escalated number of aircraft on the field.

U.S. Air Force Senior Airman Brianna Bowen, 1st OSS air traffic controller, was a new member of the tower when Joint Base Langley-Eustis had its first trilateral exercise in 2015. That was when she first experienced what it takes to communicate during an exercise.

According to Bowen, the members in the tower received simulated training, which was set-up to help them learn how to manage the foreign aircraft, stating that the firsthand experience is what really helped her learn.

“This is new, something that a lot of people haven’t seen before,” said Bowen.

“We are essentially making history right now.”

She also mentioned that the communication between the controllers and the pilots is not as difficult because there are universal set phrases for all ATCs and aircraft during the exercise.

Whether the plane is in the air or on the ground, JBLE support organizations are ready to execute their missions.

The 1st Maintenance Group hosted a Weapons Load Crew of the Quarter competition between the 27th and 94th Aircraft Maintenance Units, April 28, 2017.

On this occasion, the quarterly competition, which gives Airmen from each AMU the opportunity to showcase their proficiency in loading aircraft munitions, held a deeper meaning as the weapons teams paid tribute to recently fallen Airmen: Senior Airmen Sara Toy and Austin Terrell, and Staff Sgt. Alexandria Morrow.

“The competition was dedicated to the three weapons troops that we recently lost as a way to continue tradition and honor them,” said U.S. Air Force Master Sgt. Jason Daley, 1st MXG Weapons Standardization loading standardization crew chief.

For U.S. Air Force Staff Sgt. Samuel Lewis, 27th AMU weapons crew chief, honoring these Airmen compared to remembering the legacy of his own blood. He expressed the importance of paying homage to these Airmen because of the culture within the weapons community.

“In the weapons community we do not lose many of our brothers and sisters, but over the past few months, we have lost three,” said Lewis. “The weapons community across the Air Force is an extremely close-knit family. Everywhere you go you will be teamed up with two other individuals who normally are culturally different than yourself, and nine out of ten times you will become close with

these individuals. When we lose one of our brothers or sisters, it hits a little harder.”

Donned in black to pay tribute to their lost brothers and sisters in arms, the three-person teams competed to load the aircraft with an assigned group of munitions safely and correctly in the least amount of time. “(These competitions are important because) weapons crews work throughout the year to become a cohesive team and to be the best at their job together,” said Lewis. “These competitions allow the best to be recognized and awarded certain bragging rights above the rest of the crews assigned to the base.”

According to Lewis, while the goal of the competition is to finish in the least amount of time, the weapons crews must put safety first and not cut corners. He explained that although a team may finish their tasks first, it does not mean they will automatically win the competition.

“Each crew member has numerous steps to perform safely and swiftly and must be in sync with their teammates,” explained Lewis. “People commonly misinterpret the competition as a race. I have seen crews load an aircraft in an insanely short amount of time and then lose due to missing inspections or not safely performing the load—in order to win it’s all about proficiency, reliability and most importantly safety.”

Although the event held a somber tone and there could only be one winner, both weapons crews put their best foot forward to pay homage to their brother and sisters in arms.

Imagine an enemy who knows how you operate.

They know your game plans, have been in your position and used your gear. On top of that, they outnumber your team and have the ability to regenerate.

The 27th Fighter Training Squadron’s T-38 Talon red air pilots were that opposing force during the allied exercise, ATLANTIC TRIDENT 17.

Through their mass in numbers and understanding, the red air adversaries posed a viable threat to the participating blue forces, which included U.S. Air Force fifth-generation aircraft and partnering nations’ fourth-generation aircraft that may operate together in future contingencies.

“Having a former (F-22) Raptor pilot fly the T-38 essentially allows them to get inside our brains a little bit; they know where a good plan could fail,”said Capt. Michael, 94th Fighter Squadron F-22 Raptor pilot. “For me, and I think any blue pilot in general, when you see a lot of adversaries out there, you have that, ‘Alright, here we go,’ moment. It’s a problem to solve-and that’s what we

like doing, solving problems out there.”

According to Lt. Col. Charles Hebert, 71st FTS commander and aggressor pilot, the red air pilots don’t need Raptor cockpit experience to understand what the Raptor can do, or to expose any weaknesses that might unveil during a coalition training like ATLANTIC TRIDENT 17.

“A guy like Champ has flown adversary air and even though he doesn’t have fighter jet experience prior to being here, he’s as capable as anybody in the squadron flying adversary air,” Hebert said pointing to a 71st FTS adversary T-38 pilot. “He briefs and debriefs with the Raptor (pilots) day-in and day-out; he’s deployed, he’s mission planned for the Raptor, he’s flown Raptor sims-the guy knows how the Raptor employs in a broad sense;therefore, he knows how to fight against it and may expose weaknesses.”

According to Michael, finding those weaknesses is what the exercise was all about. The blue and red teams work much like any sports teams, they go into the fight with a coach that talks over the plan, the expected interruptions and contingencies. During that fight, if the blue team experiences something they didn’t see coming, they can add a play to

During this exercise, the coach, or mission commander rotated, giving not only experience to all the allied pilots, but the ability to share lessons learned as well as tactics and techniques with al-

“We give an initial game plan during mission planning, poke holes in that plan and toward the end, we pose questions like ‘well, what if they do this,and how are we going to tackle that?’” said Michael. “The French (air force) and

In addition to partnering with allied nations to take on red air, the Raptors also teamed-up with fellow a fifth-generation fighter, the F-35 Lightning II. While both the Raptor and Lightning provide fifth-generation stealth capabilities, the aircrafts’ strengths are in different specialties that, when combined with fourth-generation partners, create an ideal line-up.

“What this exercise really helps us with, in regard to our foreign partners, is figuring out how are we going to integrate and how we all get on the same sheet of music, so that when something kicks-off, we can go in there with very little prep time and know how we’re go-

“What benefits adversaries like Champ is, he is thinking about adversary weapons all the time because he is employing them during this assignment,” said Hebert. “When he moves over to the Raptor, he’s going to have that filed in the back of his mind knowing what kind of threats, and depending on what part of the world he is in, what weapons they have.”

“Where we do our work best is in those separate arenas,” said Michael.

“The F-35 takes care of the air-to-ground while backing us up in the air-to-air side of the house and vice versa.”

SOCIAL BONDING BENEFITS AT17 SUCCESS

For the past three weeks, U.S. Air Force Airmen across Joint Base Langley-Eustis had the opportunity to interact with service members from both the French and Royal air force during ATLANTIC TRIDENT 17.

While the exercise was intended to share and develop training, tactics and procedures to enable interoperability, the Airmen from the U.S. Air Force, FAF and RAF found themselves gathering together off the flightline, to interact and learn more about each other.

“Getting to know another person’s culture and how they train to fight grows comradery,” said U.S. Air Force Maj. Michael, 1st Fighter Wing pilot. “We all share a common job and with that, similar cultures; hanging out together allows us to see how another squadron, jet or country does things differently.”

Over the course of the exercise, several social events were

hosted by the U.S. Air Force, FAF and RAF. A few of the service members also visited Yorktown Battlefield, Virginia, to learn about the Siege of Yorktown, a historical event in the trio of nations’ past. Additionally, the Airmen from each nation were given the opportunity to put their athleticism on display during a soccer tournament.

“The goal of this exercise is to build trust, understanding and to integrate our platforms.

I think (socializing off-duty) is absolutely vital,” said Royal air force Wing Commander Chris Hoyle, 1 (Fighter) Squadron commander. “When we’re speaking about the bonds between our nations, that’s professionally, but I think you get another level of trust when you socialize with each other and understand each other ’s cultures. I think what they’ve done on this exercise is really commendable—by having socials early on rather than (having to go home just as you start understanding) each other—were doing it right from day one and

According to French air force Lt. Col. Yann Malard, French detachment commander, the outside interaction helped the Airmen to feel right at home.

During the process of getting to know their counterparts, all the Airmen of ATLANTIC TRIDENT 17 were afforded the opportunity to improve their team work on the flightline.

“This exercise is about flying, but obviously, all the team work is not about (the air) crews, you’ve got all the technicians walking around, working with (each other to) share, communicate and improve their knowledge,” said Malard. “I think if you don’t know each other, you’re not good at teamwork.

The objective for us socially is to know each other, that way if you’ve got a question (or a small issue) you’re not suffering all by yourself. If you need something and you know each other, then you can say, ‘I need your help’—obviously that’s a help on the flightline itself.”

With the many social gatherings and opportunities to explore the cultures of their fellow Airmen, Hoyle explained that

in the end, these events help the Airmen prepare for the fight ahead of time.

“Like I say, ‘we need to be able work together on day one of a conflict,’” said Hoyle. “If the question was ever asked of our forces, we can’t afford to work up to things, we need to

be able to perform on day one and this exercise is about that integration. It’s about learning how we’re going to work together, not in a fashioned means for us to ‘pass,’ but we need to excel and that’s what (ATLANTIC TRIDENT 17) is all about.”

Gate Closure

The LaSalle Gate will be closed from May 8- May 14 and every weekend following through June 18 due to construction on the gate. The Joint Base Langley-Eustis Family Child Care Program screens child care providers who watch children in their homes.

The program is available for children ages two weeks to 12 years old. Child care providers must be at least 18 years old, be able to read and speak English, be in good health and willing to undergo a background check. The FCC will provide training and materials to get your business started. Training may include first aid, CPR, health, safety, developmentally appropriate practices and child guidance. All individuals providing child care in their homes for more than 10 hours a week must be licensed.
