Secretary of theArmy John McHugh traveled to U.S. Army Training and Doctrine Command headquarters to receive briefings from TRADOC leaders on the Army Profession, doctrine, leader development, and training and education, April 20.

Gen. Robert W. Cone, TRADOC commanding general, began the briefing by discussing TRADOC’s ‘big three’ missions – supporting the current fight, structural transitions and human transitions – as the command works to transition the force to the Army of 2020.

McHugh cited the importance of TRADOC’s mission.

“We are coming out of 10 years of warfare. We have a new national military strategy, and we need to take lessons learned, and measure our way ahead, and put that into doctrine and training programs in a way that positions us to take the best of the recent past, and build toward a better future. And, all of that starts right here [at TRADOC],” said McHugh. “Throughout the history of the Army, our development of our training programs and our educational initiatives have always been important, but this is amongst the most important times in recent memory.”

Cone and Lt. Gen. David Perkins, the Combined Arms Center’s commanding general, briefed McHugh on the latest initiatives underway to implement changes identified with the Army Profession Campaign.

than 40,000 surveys from Army personnel across all cohorts. He compared the effort to a similar study in 1987 that only involved feedback from 400 officers.

The TRADOC-governed campaign was led by the U.S. Army Combined Arms

Center and designed to determine ways to identify and strengthen weaknesses in the profession, and to leverage its strengths. “[The Army Profession] is as old as the Army itself, and is built on certain core principles that have always set this

Army apart from other militaries from across the planet and throughout history,” McHugh said.

He said he sees the Army at an inflection point, where it needs take its last 10 years of combat experience and use that to define the Army as a profession with the “guidance and the input from those great warriors who have been out there doing the hard fight.”

McHugh said he believes the Army needs to reestablish and reaffirm the foundational principles that have always been important to the Army and embed them with new lessons.

“We find ourselves today with a force that is very rich in combat experience, and has demonstrated over ten years that they certainly have the skills with soldiering and prevailing on the battlefield well in hand,” McHugh said. “But, as I think Gen. Cone and his team here are helping us to do each and every day, we want to make sure that they have that full professional development and education.

The schoolhouse is an important part of that, and this team [TRADOC] is working very hard, along with the Army leadership, to try and provide the means and the way forward to make that happen.”

McHugh ended his visit with a message to TRADOC expressing his appreciation for their role in the Army.

“I just want to say to the team here that this a critically important time for this mission. All of us in the Pentagon who depend upon them are very grateful for the effort they bring each and every day. And I think I can say for Soldiers – whether they know it or not – [they] benefit from the hard work that happens [at TRADOC], and we are all in great debt to them,” McHugh said. “Keep up the good work.”

I believe cultivating our inter-personal skills is as simple as just taking the time to talk to your subordinates and get to know them, the things they like and the things they dis-

like or perhaps about his or her next deployment. Show them you genuinely care for them. A leader who knows his Airmen will be able to recognize when one of them is having problems, either in their personal life or with assigned tasks, and hopefully you will be able to take steps and actions to af-

fect change in the situation. If a leader doesn’t know what normal behavior is from one of his or her Airmen....how will you know what abnormal is?

As the Professional Development Guide states, “Leadership involvement is the key ingredient to maximizing worker performance and hence the mis-

sion.” With that said, we need to get out there and lead your Airmen from the front ... they deserve good leadership. Finally, the demands of the ongoing war efforts not only need your attention, but require it.

Let’s face it, we cannot provide the leadership required from behind the desk.

The F-22 Raptor is well known for its stealthy ability, keeping it nearly invisible to enemy radar. But how can such a large aircraft go undetected?

The 1st Maintenance Squadron‘s Low Observable section at Langley Air Force Base, Va., maintains the coatings that create the Raptor ‘s low profile.

Low observable technology minimizes the aircraft‘s radar signature, making the Raptor undetectable to enemy radar.

“I believe it is one of the most important aspects of the Raptor. When we use the F-22 in combat, being stealth could be the difference between life and death for the pilot,” said 2nd Lt. Chance English, 1st MXS Fabrication flight commander. “The LO system is critical for the F-22 to accomplish its mission.”

The LO section runs a 24-hour, 7 day a week operation, occasionally closing its doors on holidays. Maintenance Airmen hone their time management skills to repair the jets and return them to missioncapable status as quickly as possible.

“Although I may not be able to see a project from beginning to end due to the length of repairs, there ‘s satisfaction in knowing I had a hand in it,” said Staff Sgt. Ronald Leeman, 1st MXS air-

craft structural maintenance craftsman.

The LO section supports the 27th and 94th Fighter Squadrons and Aircraft Maintenance Units. The section runs continual inspections and constant repairs to keep the jets coatings pristine and stealthy.

LO uses innovative techniques, such as form-in-place panel resurfacing to create easy access panels. The section was proactive during the recent stand down of the Raptor making those form-in-place panels go from a 48 hour coatings repair to a simple installation and removal of a panel. This innovative technique has saved the 1st Fighter Wing more than 400 hours of labor since the beginning of 2012.

English said what his Airmen do is “truly an art form,” and that from beginning to end, “attention to detail, hard work and positive attitudes make the mission run smoothly.”

“Low observables, some say, is what separates the F-22 Raptor from other fighter jets,” Leeman said.

While the LO technology is phenomenal, English said it is the Airmen who make the biggest impact, highlighting its two recent John L. Levitow award winners – Tech. Sgt. Mollie Phillips from the Noncommissioned Officer Academy, and Staff Sgt. Cameron Schott from Langley ‘s Airman Leadership School.

The Army is an organization that uses a variety of technologies and methods of transportation to accomplish the mission. Different units have different capabilities, making them a unique asset to the ďŹ ght. It is not uncommon for two one unit to lend its expertise to aid another.

Soldiers from the 10th Transportation Battalion, 7th Sustainment Brigade assisted the 703rd Brigade Support Battalion, 4th Brigade Combat Team, 3rd Infantry Division in the execution of a waterborne deployment readiness exercise in Savannah, Ga., April 11 and 12.

The ‘Waterborne’ Battalion joined with the 703rd Bn. to conduct a deployment readiness exercise that utilized Army watercraft assets. The Land Craft Utility 2011 ‘Chikahominy’ and the Logistical Support Vessel 1 ‘Gen. Frank S. Besson Jr.,’ both belonging to 10th Bn., sailed from Fort Eustis, Va., to Savannah, Ga., for the beginning of the exercise. The 10th Bn. Also sent Soldiers their own 359th Inland Cargo Transfer Com-

pany and 149th Seaport Operations Company to aid in loading the ‘Vanguard’ Battalion’s cargo. “The mission here is to conduct a platoon sized deployment readiness exercise while incorporating full spectrum operations,� said Lt. Col. Nathan Schwarz, the 703rd Bn. commander. “The use of watercraft for this exercise gives our Soldiers real experience in preparation for deployment and lets them train with vehicles they may not be familiar with.�

Once the 10th Bn. vessels and personnel arrived at the port in Ga. They immediately began assessing the situation for loading cargo. A team of seven Soldiers aided each vessel’s crew in staging 15 vehicles and securing them to the ships. The LSV1 also staged two personnel pods to the deck which served as living quarters for more than 30 703rd Bn. Soldiers accompanying the vehicles. “Being able to assist the vessel crew in loading and securing these vehicles is an awesome chance for us,� said Spc. John Rulong, a transportation specialist assigned to the 359th ICTC and one of the Soldiers helping secure vehicles on the LCU-

2011. “Not only are we getting to work with Army watercraft, but we get to help the 3rd Infantry Division in their training mission.�

The vessels and personnel sailed over 18 hours and over 120 miles to Port Mayport, Fla. While at sea, the ‘Vanguard’ Soldiers conducted a waterborne gunnery, ďŹ ring the M-2 .50-Caliber machine gun and the 240B machine gun at targets in the water.

The LCU-2011 arrived in Florida ďŹ rst and the 703rd Soldiers drove their vehicles off the vessel and on to the beach. The LSV-1 arrived several hours later and their vehicles were craned off the vessel by Marine Corps personnel. “Getting to drive the vehicles off the ship was an incredible experience that most Soldiers may never get to experience,â€? said Sgt. Keith Glaze, a medic assigned to the 703rd Bn. “That is the ďŹ rst time a got to sail on a ship and then drive a vehicle off of it.â€?

Once all personnel and cargo were safety transported to Florida. the ‘Waterborne’ Battalion’s mission was complete. Command teams from both battalions intend to conduct full spectrum training together again in the future.

Fort Eustis celebrates Earth Week

Tracy Campbell and Lawrence Hadsell trekked across the asphalt near the barracks carrying a bucket filled with everything they needed to send a message: “NO DUMPING – DRAINS TO WATERWAY.” With some caulk and a little elbow grease, the pair helped others affix more than 100 blue and silver medallions near storm drains to let people know that dumping in or near the drain pollutes the Chesapeake Bay. Campbell and Hadsell were part of a group of nearly 45 volunteers who came together April 16 to kick off Joint Base Langley-Eustis’ Earth Day activities, filled with ways to help the environment and educate the public. Other volunteers helped clean up Fort Eustis’ mile-and-ahalf nature trail, plant some flowers, and mulch beds armed with pitchforks, shovels and rakes – tidying up what Mother Nature messed up over the winter.

Each volunteer sported a bright green T-shirt with two logos, The Army’s “Moving to Protect our World” and the Air Force’s “Conserve Today. Secure Tomorrow,” to show the partnership both bases have to make Earth Week a success.

“It’s a time when we not only do some things that help the environment, it’s a time of education for all those who get involved,” said Arba Williamson, pollution prevention branch manager, 733rd Civil Engineer Division, or Mr. Earth Day as some folks call him.

During their medallion-installation rounds, Campbell, of the Army Training Support Center, and Hadsell, with the 362nd Training Squadron, Detachment 1, discovered a dusty sports car with a pan of oil behind its tail end in the barracks parking lot. Campbell said she couldn’t believe it when she saw it.

The pair called Paul James, environmental protection specialist, who immediately came to the scene to figure out the owner of the car.

The violation was a perfect example of why the medallions are placed around

storm drains, as a reminder to Soldiers that dumping anything near or in the drains pollutes not only local waterways, but also the Chesapeake Bay. The medallions, as well as other storm water management practices have made a difference in keeping runoff and pollutants out of the Bay, said Susan Miller, environmental element chief at Fort Eustis.

“Our efforts are working,” said Miller, who has worked to support the Army post’s environment since 1993. “It’s really the actions of everybody that makes the impact.”

The week-long celebration at Fort Eustis from April 16 to 20 also included environmental displays around the base; banners at the gate; rain-garden maintenance with General Stanford Elementary School students; rip-rap installation along Harrison Road; retention pond maintenance; Brown’s Lake plantings; and shoreline cleanup and plantings near the James River Reserve Fleet.

A box turtle count, which can show the general health of an area’s environment, was also part of the Earth Week efforts.

AF ofďŹ cials plan for scheduled downtime to upgrade MilPDS

The Air Force Personnel Operations Agency here is upgrading and transferring the Military Personnel Data System to the Defense Information Systems Agency’s Defense Enterprise Computing Center later this year.

During the scheduled 23-day upgrade project, MilPDS will not be available.

Upgrades to MilPDS have not been accomplished because the system was scheduled to be replaced in 2008 by a new Department of Defense military personnel system, according to ofďŹ cials. When the DOD program was cancelled, Air Force ofďŹ cials made the decision to bring MilPDS up-to-date in order to reduce risks. “The Air Force is upgrading MilPDS to address security, reliability and sustainability risks,â€? said Lt. Gen. Darrell D. Jones, the Air Force deputy chief of staff for manpower, personnel and services. “We will have processes in place to ensure personnel and pay service providers are able to work critical transactions for their customers during the upgrade.â€?

Total Force Service Center representatives at San Antonio and Denver will work with Air Force component headquarters agencies and base-level personnel and pay service providers to develop procedures to accomplish critical functions for Air Force active duty, Guard, Reserve and civilians during the MilPDS upgrade. Critical personnel and pay processes related to accessions, reenlistments, Guard and Reserve unit training assemblies, mobilization and activation, casualties and immediate separations will continue to function during the scheduled system downtime.

All personnel and pay processes are being evaluated and those not identiďŹ ed as critical functions will not be accomplished during this period. “Our interface partners are fully aware of the upgrade and we’ve been working with them to continue to provide and receive the same information in the same formats they do today,â€? said Anthony Delgado, a functional manager of AFPOA’s MilPDS. “We will continue to engage with our total force partners to discuss testing and implementation.â€?

AFPOA is also partnering with other DOD and Air Force agencies to minimize the impact the MilPDS upgrade will have on total force customers. Some of the major organizations involved in the upgrade effort include DISA, Defense Finance and Accounting Service, Defense Travel OfďŹ ce, Defense Casualty OfďŹ ce, National Guard Bureau Manpower, Personnel and Services, Air Force Surgeon General, Air Force Financial Management, Air Force Air and Space Operations Center, andAir Education and Training Command.

In the coming months, Air Force ofďŹ cials will release additional information and guidance to the Air Force’s manpower, personnel, services and pay communities, and total force Airmen to educate them on how the service will perform personnel and pay tasks during the upgrade and scheduled system outage.

Joint Base Langley-Eustis Service members joined the local community for the “Holocaust Days of Remembrance” week that started April 15 and continued through April 22.

The Holocaust Days of Remembrance week, started in 1982, is our nation’s annual commemoration of the lives lost during the Holocaust, which was the Nazi regime sponsored persecution and murder of approximately 6 million Jews.

Holocaust Remembrance Day follows the Hebrew calendar and is set to start on the 27th day of Nisan, or Yom Hashoah.

The remembrance week starts the Sunday prior to Yom Hashoah and goes through the following Sunday.

Throughout the week, booths were set up at the Base Exchange, Commissary and Retiree Pharmacy to pass out pamphlets and flyers to provide information about the week’s events.

Afree memorial 5k run was held on April 16 at the Air Combat Command fitness center. Donations were accepted and given to the United States Holocaust Memorial Museum to support similar events throughout the year, to help educate the public about the history of the Holocaust, and to help find Holocaust survivors, said Tech. Sgt. Jennifer Randolph, the NCO in charge of sustenance with the 633 Medical Support Squadron, Nutritional Medicine Flight.

The remembrance week ended with a Holocaust commemoration on Monday at the Langley Theater, featuring guest speaker Kitty Saks.

Saks, a “hidden child” Holocaust survivor, immigrated to the United States in 1948. Saks lost 27 family members during

the Holocaust, and now works with the United Jewish Federation of Tidewater to share the story of her experiences during the Holocaust.

Hidden Children are child survivors of the Holocaust. They survived by hiding with their parents, or by themselves in convents, orphanages, haylofts, woods, basements, sewers or anywhere else that provided safety from the Nazis. Hidden child survivors are the last of the living Holocaust survivors.

Saks was born in Austria in 1948, and her family fled to Belgium to escape the invading Nazis. When Saks was nine she was placed in a convent under the pseudonym of Rosette Nizolle. She remained hidden under the pretense as a devout catholic, and was even baptized while she was in hiding, said Saks.

After the region was liberated by Allied forces, Saks found her parents, who had taken refuge in a nearby attic. The family was then found by an American soldier a few months later. The soldier was an extended family member who found them through the Red Cross. Three years later, the family touched down in Norfolk to begin their new lives.

“I am overwhelmed by the reception,” said Saks, when speaking about the commemoration. “It’s an honor that (Service members) want to have a survivor speak to them.”

Although there are no plans to host any Holocaust remembrance events until the next year’s remembrance week, any Service members interested in volunteering time can contact the Equal Opportunities Office.

“Remembering the Holocaust is not about gender or race,” said Randolph.

“It’s important that Service members remember the victims.”

Throughout the ORE, Airmen were required to perform both their jobs and additional duties while wearing mission oriented protective posture gear.

It was a quiet, sunny day at Langley Air Force Base, Va, April 20, 2012; the peaceful kind of quiet where the signs of spring were easily noticed and appreciated in everyday life.

It was the calm before the storm.

“Alarm Red, MOPP 4! Alarm Red, MOPP 4!”

The voice echoed throughout the base as Airmen dove under their desks, instinctively reaching for their M-50 gas masks in preparation for an imminent chemical attack. Within seconds, every Airman was wearing full mission oriented protective posture gear as they waited for the poisonous substance to rain down on them.

Fortunately, no one was killed as a result of this attack. It was all part of a weeklong, combined Phase I and II Operational Readiness Exercise which tested Airmen, from the 633rd Air Base Wing, 1st Fighter Wing and 192nd Fighter Wing, and their ability to prepare for and deploy to a simulated combat zone.

“This is the Super Bowl of tests for the combat wings,” said U.S. Air Force Maj. Rhett Hierlmeier, 1st FW Chief of Plans, Programs and Evaluations. “We don’t do OREs just to pass inspections, but rather to prepare, train and evaluate our ability to fight in future conflicts.”

While the base is scheduled for an Operational Readiness Inspection in December 2013, Hierlmeier said the focus of these exercises should be preparing Airmen to respond to the worst case scenario – to face and overcome an enemy who is on-par with or stronger than the United States.

“Ultimately one day we will be tested by a determined adversary who really wants to take it to us,” he said. “We need to test ourselves in the toughest environment we can imagine, and be very critical of our performance so we can improve.”

For Airmen at JBLE, this nightmare scenario involved positioning themselves, employing forces, sustaining combat operations and surviving and operating in a hostile region. They were tasked to do their daily jobs while dealing with and responding to chemical,

“You have a mission to do,” said Chief Master Sgt. David Lapp, 1st FW Plans, Programs and Evaluations superintendent. “You need to be able to do it without distraction. The ORE is the closest way we have to demonstrate what we do downrange – without actually going.”

Lapp said while the repetitious donning of MOPP gear can be mundane and uncomfortable, it provides Airmen with the ability to change their perspective and truly embrace the valuable training the exercise affords.

“Airmen need to focus on the mission and ask themselves: what is my job? What is the level of intensity I need to bring to the fight, and how can I sustain that level of intensity?” Hierlmeier said. “They need to let go of their ‘garrison mindset’ and adopt an expeditionary one.”

According to Hierlmeier, a garrison mindset is meant to sustain Airmen during peacetime and training. The expeditionary mindset changes their focus to a wartime mentality, where completing the mission is paramount. He said throughout the OREs, Airmen should become more comfortable and efficient with the transition between the two mentalities.

“We drop the ‘prepare to deploy order’ 30 days before the exercise,” Hierlmeier said. “At that moment, Airmen should begin transitioning from garrison to expeditionary mindset. When the recall happens, they should already be ready to go.”

When Biggs recovered from the blast she scanned the area for casualties and discovered two soldiers had been injured in the attack. Immediately, she rushed to their aid.

“My first thought was ‘who was hurt and how many people were hurt?’” she said. “The whole place had pretty much exploded. I was worried about my friends - who had become my new family. It’s excruciating and devastating to think they might be hurt.”

Biggs said she felt her training take over, automatically.

“The training really does kick in,” she said. “In a situation like that you go with what you were taught. If you practice enough, it becomes muscle memory.”

Having recently returned from her deployment, Biggs said she was glad to see Airmen in the ORE practicing the training she had just utilized in the real world.

“All of the training pays off,” Biggs said. “You will use the training you practice during OREs when you deploy.

It’s important to know how to load and carry a litter during an ORE, so you can do it downrange. If you practice hard now it speeds up the process when it really counts. You can save someone’s mother, son or brother.”

While not every Airman will have the opportunity to prove themselves in combat the way Biggs did, it is important for them to have the skills ready – in case they are needed. Col. Korvin Auch, 633rd ABW commander, stressed the importance of Airmen using the ORE as means to validate their skills.

“These exercises are more than just a metric which evaluates the deployment readiness of our Airmen,” Auch said.

“They are an opportunity to hone our skills so we can effectively operate in any deployed environment. We need to train to fight the next war, not the war in which we’re currently engaged.”

With that direction and a reinforced emphasis on intense training, JBLE Airmen are left preparing for the next ORE, using the words of U.S. Army Gen. George S. Patton as guidance and motivation.

“The more you sweat in peace, the less you bleed in war.”

Twenty-six miles down and less than quarter mile to go.

The finish line is visible in the distance as cheers from spectators come from both sides of the street.

U.S. Air Force Maj. Joel Fenlason, Air Combat Command Contingency & Readiness Branch chief, quickens his pace in excitement at the prospect of finishing his first marathon. His adrenaline is pumping, and goose bumps spread across his body.

The realization sinks in that the end of the race is near. Fenlason crosses the finish line as endorphins surge through his body.

“I didn’t know what to expect going into it,” said Fenlason, recalling the telltale runner’s high that day. “Although I had time goals, my main goal was to finish.”

He reached his objective, but it was just the beginning of a long list he planned to accomplish over the next few years.

“It was such a sense of accomplishment,” Fenlason said with a smile, describing his first marathon. “It had been a goal of mine for a long time; so it felt great.”

Fenlason said he has been a runner since elementary school, but he didn’t start training for a marathon until he was in graduate school.

He trained with a group of runners for five months prior to his first marathon, working four to five days a week to get into peak physical shape for the more than 26-mile run. The group would alternate between a four- to five-mile short run, an eight- to ten-mile medium run, and a long run that could top out as high as 23 miles.

Fenlason ran his first marathon in 2005, finishing in 4 hours, 14 minutes. After years of hard work, Fenlason’s best time is now 3 hours, 25 minutes, meeting his initial goal

to run a marathon in under four hours.

“A lot of the challenge is mental,” said Fenlason. “The harder you work towards something, the more effort you devote to it, the greater sense of accomplishment.”

The Kalamazoo Marathon in Kalamazoo, Mich., slated for May 6, 2012, will mark Fenlason’s 50th marathon. Fenlason ran 20 marathons, including the Air Force Marathon in Dayton, Ohio, in the last calendar year alone.

Despite these accomplishments, Fenlason always remains down to earth, and works hard to reach the goals he sets for himself.

According to the statement, the most recent email scam indicates that individuals who are receiving disability compensation from the Department of Veterans Affairs may be able to obtain additional funds from the Internal Revenue Service, but only if they send copies of their income tax information.

Scammers have even gone so far as to “spoof” DFAS email addresses so that the recipients would think it was actually coming from DFAS personnel. In a spoofing email, the scammer makes it appear that the message is coming from a legitimate source. This

is to try to lure the reader into believing it's genuine. “(Scammers) manage to find a way to appear legitimate when they're not,” said Edward Peace, the senior cyberwarfare instructor for the 39th Information Operations Squadron at Hurlburt Field, Fla. “In some cases, it looks like it's from a legitimate source, but in other cases if you inspect it just a little bit deeper, just looking at where the email came from you would be tipped off right way. But most people don't look at it; They just look at the content, it looks legitimate and they go from there.”

Hansen ran the Air Force Marathon with Fenlason and Master Sgt. David Strickland, manager of the ACC Deliberate & Crisis Action Planning Section, last September.

The group trained through the summer, and would wake up at 2 a.m. to train before work and the heat of the summer sun.

“We would run from 19 to 23 miles a day to train,” said Strickland. “At times it was 86 degrees at 2 a.m., but it made us better for it.”

Fenlason led the group by setting up the training regimen and keeping the members motivated. The group gave him the nickname “Coach.”

“He’s a great motivator,” said Hansen.

“I plan on continuing what Major Fenlason started, even after I leave Langley.”

When Fenlason realized he had a passion for running marathons, he joined the Marathon Maniacs, a group of runners that have a “shared love of running” and strict requirements for acceptance into their ranks.

To join the group at the entry, or Bronze, level, a runner must have run two marathons within 16 days, or run three marathons in 90 days, according to the Marathon Maniacs’ official website.

The group has 10 levels a member can reach. Fenlason has obtained the sixth level, or the Osmium level. The requirements to reach Osmium are to complete between

31 and 37 marathons in a 365 days, 16 marathons in 16 different states, six completed marathons in 16 days, or four marathons in four days. Fenlason is set to complete requirements to reach the seventh level.

“The great thing about running is there always another goal you can achieve,” said Hansen “Once you meet a goal, you want to make another one.”

Fenlason has met many of his goals, but he is constantly striving to meet higher standards. He believes that his marathon training is very similar to theAir Force way of life.

“The discipline to train hard and achieve your goals translates well to the Air Force way of life,” said Fenlason. “The mindset to overcome adversity and always strive for excellence in everything is important to both the Air Force and running marathons.”

Fenlason said the best way to train for a marathon is to start off slow, and ensure you have a group of wingmen to keep motivated.

“It’s important to start off slow,” he said. “It’s not smart to jump into running; there needs to be a base.”

With each race completed, Fenlason looks to the future and strives to reach his long term goals. He is working towards qualifying for the Boston Marathon, which requires a run time of 3 hours, 10 minutes.

One day he plans to have run a marathon in each of the 50 states.

“It’s just one foot in front of the other,” he said.

Fort Eustis volunteers were recognized at the Installation Volunteer Recognition Ceremony April 20 at the Fort Eustis Club.

The Fort Eustis Volunteer of the Year Award was named in honor of the volunteer legacy of retired U.S. Army Command Sgt. Maj. David Minor, who had a career of more than 30 years in the Army Transportation Corps.

Following his retirement, Minor volunteered in various capacities to include the Retiree Council, Fort Eustis American Red Cross and McDonald Army Community Health Clinic Pharmacy. For many years he volunteered eight hours a day, ďŹ ve days a week.

Even after being diagnosed with cancer, Minor continued to serve the military community at the pharmacy. He was named Fort Eustis Volunteer of the Year in 2001; however he succumbed to cancer before the presentation of the award. The Minor

Joann Bright Barnes, MAHC nurse, was recently honored with the DAISY award for the ďŹ rst quarter of 2012.

The DAISY award is presented quarterly to an outstanding nurse nominated by his/her peers, co-workers and family members for being a team player, and displaying the following qualities/characteristics: professionalism, positive attitude, good assessment and decision-making skills, effective communication, and compassion.

The DAISY award was established in 2000 by family members of Patrick Barnes, who died at the age of 33 from complications of idiopathic thrombocytopenic purpura. In an effort to honor Barnes and turn their grief into something positive, the Barnes family came up with the ac-

ronym DAISY – Diseases Attacking the Immune System.

As they contemplated over what the DAISY foundation would do, they reected on the amazing care that Barnes and his family received from the nurses during the eight weeks he was ill.

The Barnes family believes nurses are unsung heroes who deserve far more recognition and honor than they receive. Creating this award was their way of honoring extraordinary nurses.

While visiting deployed Airmen April 15-18, Brig. Gen. John Horner addressed the future of intelligence, surveillance and reconnaissance mission programs.

As Air Force Director of ISR Capabilities, Horner spent a few days with Airmen of the 380th Air Expeditionary Wing to view the work of the many people supporting ISR requirements. Between its U-2 and RQ-4 Global Hawk aircraft, the wing is responsible for all of the high-altitude ISR data gathered for warfighters in the U.S. Central Command area of responsibility.

“We on the staff want our people in the combat zone set up for success, so it’s extremely beneficial to talk with them in person to find out what their issues are and identify how we can improve their quality of life and mission effectiveness,” Horner explained.

For example, because U-2 pilots spend up to 12 hours in a cramped cockpit flying at the edge of space, they are at great risk for decompression illness. Recent advances to the design of their cockpit pressurization system eliminates the chances that pilots will experience the various effects DCI can have on the body in the future, Horner said.

The visit gave ISR platform crews and maintainers the chance to talk with the general and discuss those cockpit improvements as well as other concerns, like career progression for remotely piloted aircraft operators.

“We have to make sure we’re developing RPA pilots and sensor operators by giving them opportunities for profession-

al military education, developmental tours and staff jobs,” Horner said. “We’ve made some significant strides in striking that balance between their operations – currently in such very high demand – and career development. It comes down to creating a fulfilling, viable career path so they are ready for leadership positions in the future.”

Because the 380th AEW provides so much critical data to leaders throughout the AOR, it was also good for Horner to meet with representatives of the host nation.

“The capabilities the 380th provides are vital to stability and security in the region,” he said. “I greatly enjoyed meeting face to face with officers of the host nation. We talked about opportunities to cooperate now and work together in the years to come.

“We’re fortunate to have them as a security partner and should work toward continued partnership in future endeavors,” the general added.

Horner stressed the importance of preparing for the future of ISR programs. He said a current challenge is sifting through the abundance of data collected by the different ISR platforms used throughout the Department of Defense.

“The ISR enterprise is about more than just airplanes with cameras and full-motion video; we gather ISR data through a variety of means,” Horner explained. “Further, we must leverage new technologies to crossreference a variety of databases and to help us import, process and disseminate the intel gathered. We also need to ensure ISR communications are as secure as possible while being accessible to and integrated with our planning and weapons systems.”

Prescription Take-Back Day The Drug Enforcement Administration will host a National Prescription Drug Take-Back Day April 27 at the USAF Hospital Langley atrium and April 28 at the Langley Exchange entrance. Jefferson Lab Open House The U.S. Department of Energy’s Thomas Jefferson National Accelerator Facility will hold an open house May 19 from 9 a.m. to 3 p.m. in Newport News. Exhibits, demonstrations, tours and hands-on activities will be available, providing a day of fun and learning for people of all ages.

Free shuttle buses will be available to carry visitors between some of the tour stops; however, marked areas may be traveled on foot.

When a C-17 Globemaster III recently landed and overran the runway due to inclement weather, the landing gear and other critical parts were damaged.

Through months of planning and teamwork by the joint forces located on Forward Operating Base Shank, this 282,500-pound aircraft was moved without incident from its location after the crash to a site where the service members and Boeing employees could get the aircraft back to operational readiness.

“As soon as the aircraft overran the runway, we were looking at planning and how to recover the aircraft,” said Maj. Mel Ibarreta, the officer-in-charge of the 777th Expeditionary Prime BEEF Squadron on Forward Operating Base Shank.

“We contacted the aircraft maintainers at Boeing and got an understanding of what they needed. Then we got the necessary pieces to move the equipment from landscapers needed to shift dirt to engineers to develop and test the plan and lay out the move.”

“We were tasked with building the bridge the aircraft was going to be moved over to stage for repair,” said Tech Sgt. Ursala Rothweiler, an engineer assistant assigned to the squadron. “Also included was completing dynamic cone penetration testing to assure that the bridge would hold the weight of the aircraft without sinking or giving way.”

With the necessary equipment and personnel named, and the tasks being given, all that was left was the execution of the plan, moving the aircraft from the crash site to the

repair site; a little more than a mile away.

“By the time I got on the team, the plan was set and it was mostly time for execution of mission,” said Army Sgt. Dennis Stout, the project non-commissioned officer in charge of personnel and equipment.

“We were out here every day busting butt moving dirt and filling the areas needed to hold the weight of the huge bird, plus the equipment needed to pull the aircraft from its location to the objective.”

With the preparation complete and the plan in place, all that was left was the rehearsal and the move itself.

“The move went 100 percent better than I could have ever anticipated,” said Army Sgt. 1st Class Pierre Dye, the construction operations sergeant for the 7th Engineer Battalion. “We planned on the move requiring around five hours and I was amazingly surprised it took less than an hour.

But that goes to show you when Soldiers, Airmen and civilians alike all put their minds and effort into a joint task that nothing is impossible.”

“What stands out the most to me about this whole affair is that it was a mixture of many, many people from many different sources, who all meshed together and worked extremely hard,” said Army Lt. Col. Gilbert Mestler, the FOB Shank garrison commander. “Around 200 people were involved in the planning and execution of this move, from construction engineers, design engineers, Boeing employees, Air Force security forces, Army military police, Army pathfinders – all kinds of Soldiers, Airmen and civilians from many different fields have been involved in this effort.”
