Personnel gathered across Joint Base Langley-Eustis, Virginia, at the Langley Club March 25, and Fort Eustis Club March 26, to participate in a National Prayer Breakfast to celebrate a morning of prayer and scripture.

Once attendees filled their plates, chaplains from both installations read Psalm 23 and gave prayers for national leaders, the U.S. Armed Forces, the nation and those in attendance.

The National Prayer Breakfast was established in 1953 by President Dwight D. Eisenhower, the U.S. Senate and the House of Representatives to allow leaders to celebrate religious diversity.

“By gathering together, we are continuing to honor the purpose for which the prayer breakfast was intended, by celebrating our diversity with representatives from the many religious backgrounds that are present,” said U.S. Army Chaplain [Lt. Col.] Jim King, Fort Eustis garrison chaplain.

“We are united by our faith in God and our love for our country.”

The guest speaker for the events was retired U.S. Air Force Lt. Col. Donald “Digger” Odell, a fighter pilot and prisoner of war during the Vietnam War. During each event, Odell spoke about his experiences as a POW for 5 1/2 years in Hanoi, North Vietnam.

April 5, 1862: The Battle of Yorktown Lee’s Mill, an area McClellan expected to move through without resistance.

Magruder’s ostentatious movement of troops back and forth convinced the Federals that his works were strongly held. As the two armies fought an artillery duel, reconnaissance indicated to Keyes the strength and breadth of the Confederate fortifications, and he advised McClellan against assaulting them. McClellan ordered the construction of siege fortifications and brought his heavy siege guns to the front. In the meantime, Gen. Joseph E. Johnston brought reinforcements for Magruder.

On April 16, Union forces probed a point in the Confederate line at Dam No. 1. The Federals failed to exploit the initial success of this attack, however. This lost opportunity held up McClellan for two additional weeks while he tried to convince the U.S. Navy to bypass the Confederates’ big guns at Yorktown and Gloucester Point, ascend the York River to West Point and outflank the Warwick Line. McClellan planned a massive bombardment for dawn on May 5, but the Confederate Army slipped away during the night of May 3 toward Williamsburg.

Langley celebrates upcoming deployment

U.S. Air Force Airmen assigned to the 633rd Air Base Wing and their families came together to celebrate those who will soon deploy during an event at the Community Commons at Langley Air Force Base March 27.

The deployment party included free dinner, dancing, games and a raffle, which followed a speech given by Chief Master Sgt. Mark Hurst, 633rd ABW command chief.

Hurst expressed his recognition for the sacrifices deploying Airmen and their families make.

“As a wing, we want to say thank you,” said Hurst. “We want to recognize the fact you and your families make this sacrifice on our behalf.”

In his speech, Hurst described the Air Force mission as a team sport to explain deployments and teamwork.

“It’s a contact sport we’re in, you’ve got to go downrange to make contact,” said Hurst. “That’s what you’re about to do and we’re proud of you for doing it.

It’s also a team sport. I see a lot of family members here and I’d like to say thank you. You make as many sacrifices as anyone in uniform, if not maybe more.

Don’t hesitate to lean on your team.”

After Hurst’s speech, Staff Sgt. Robert Soreano, 633rd Civil Engineer Squadron structures journeyman, explained what it means to him to have a support system on base while preparing for deployment.

“It’s good to get recognition, to be told we’re not just a number down range,” said Soreano. “I think it reminds everyone how important they are. One group can’t accomplish their mission without the help of another, and when we’re celebrated like this, it reinforces the military as a family and breaks up the mundaneness.”

Soreano’s wife, Kiersten, agreed with her husband. She believes deployment parties play a significant role in establishing and fortifying a sense of military community.

“Our last deployment at another base didn’t have anything like this. It was hard, because I didn’t know who to turn to when I needed something,” she said. “It’s really nice to know if I need anything here, I have this family to support me. I feel secure and involved here.”

While deployed for approximately six months, these mission-ready expeditionary Airmen will provide support to combatant commanders for joint and combined operations.

Langley hosts TACP vigil

U.S. Service members participated in a 24-hour remembrance at Joint Base Langley-Eustis March 25 and 26, to honor those who lost their lives while serving with the U.S. Air Force Tactical Air Control Party.

At JBLE, 221 U.S. Service members and families walked a total of 1,351.2 miles in the rain to pay tribute to those who gave the ultimate sacrifice.

This year’s event was the third annual vigil held at JBLE, and the fourth annual event Air Force-wide.

Along with memorializing those who have fallen, the event also served as a fundraiser for the Air Force TACP Association, which provides support to injured veterans, those who suffer with post-traumatic stress disorder, or family members of the fallen.

TACP is a special operations field whose specialists are known for their ability to bring firepower to the battlefield in the form of artillery and air strikes.

Along with ensuring specific ordnance is delivered, they develop combat-related skills such as map reading, weapons mastering, and survival, escape and evasion techniques.

This year’s event was organized by Master Sgt. Daniel Waugh, Air Combat Command TACP training manager and former 11-year TACP specialist. While

as a TACP Airman in 2006, he was wounded in battle and awarded the Purple Heart medal.

“We were on a mission in Baghdad when our vehicle took rocket-powered grenades,” said Waugh.

“While breaking contact to get out the area, our vehicle then was hit by an improvised explosive device. I was knocked unconscious, had a blown out eardrum and fractured a couple of vertebras.”

Initially, Waugh refused to get medically evacuated out of Baghdad because he didn’t want to leave his fellow Airmen behind.

“I hid my issues over the last eight to nine years, causing me to get disqualified from TACP and succumb to numerous surgeries to include a spinal fusion in December 2014,” said Waugh.

Due to that surgery, Waugh wasn’t able to run during the vigil, however, he still completed 50 miles.

“This event holds a special meaning for me because I was deployed with a fellow TACP member, Brad Smith, who died in January,” said Waugh.

Chief Master Sgt. Mark Hurst, 633rd Air Base Wing command chief, came out to participate in the walk and do ceremonial push-ups. Hurst said he spent a small portion of his Air Force career in the Special Operations field.

“We share a history,” said Hurst. “Every one of those guys are my brother and I try to remember

them every day, not just today.”

In conclusion, Hurst wants to remember all those who have fallen, not just those who served in TACP. “Throughout our career we have the opportunity to serve with some great men and women, and in that process people give the ultimate sacrifice,” said Hurst. “I hope that people realized that what we do is dangerous.”

In total, world-wide, 5,153 runners ran a total of 37,037.7 miles and raised a total of $131,390.40 in remembrance of past and present TACP Airmen.

An U.S. Army chemical corps officer assigned to the 20th Chemical, Biological, Radiological, Nuclear and Explosives Command here has played a pioneering role in gender integration in the U.S. military.

Maj. Angela Scott, from CBRNE Coordination Element 5, was one of 26 females to take part in the second Ranger Training Assessment Course to accept women.

Scott completed the first eight days of the course before joining roughly half of the attendees who couldn’t finish the entire course. Only 58 of the original 122 graduated from the pre-selection course, held at the Ranger School at Fort Benning, Georgia,

“Since I was a teenager, I’ve had something inside of me that drives me towards a certain lifestyle and beliefs,” said Scott, a native of Quinton, Oklahoma.

“I believe in never quitting, the extreme loyalty of always having someone’s back and always finding a way to get the mission or job done. This seems to fit into the lifestyle and philosophy of the Rangers, and therefore, I was drawn to attempting to be a part of that community.”

“America is a place where with hard work, dedication and a dream, you can come from nothing and become someone that greatly contributes to society,” Scott said. “The country’s military shouldn’t be any different.”

‘Education key to alcoholism prevention’

by Senior Airman Aubrey White 633rd Air Base Wing Public Affairs From 2006 to 2010, excessive drinking was responsible for one in 10 deaths among adults 20-64 years old in the United States, according to the Centers for Disease Control and Prevention. In an attempt to spread awareness about treatment and prevention of alcoholism, the National Council on Alcoholism and Drug Dependence proclaimed this year’s Alcohol Awareness Month theme, “For the Health of it: Early Education on Alcoholism and Addiction.”

According to U.S. Air Force Capt. [Dr.] Nancy DeLaney, 633rd Medical Operations Squadron Alcohol and Drug Abuse Prevention and Treatment program manager, at Joint Base Langley-Eustis, that theme is the heart of ADAPT’s ongoing prevention efforts.

“The earlier we can educate our population about the risks of Alcohol Use Disorders, the more likely we are to keep people from having a problem with alcohol,” DeLaney said. “Many people think you have to be an alcoholic in the classic sense to have an alcohol problem, but that is not the case. Alcohol can be problematic for many reasons and that is what we hope to educate people about.”

Continuing with the theme of prevention education, the CDC offered the following descriptions for excessive

and moderate drinking.

Binge drinking, the most common form of drinking, is defined as consuming: ■ For women, four or more drinks during a single occasion.

■ For men, five or more drinks during a single occasion.

Heavy drinking is defined as consuming: ■ For women, eight or more drinks per week.

■ For men, 15 or more drinks per week.

The Dietary Guidelines for Americans defines moderate drinking as no more than one drink each day for women and no more than two drinks each day for men.

However, the following persons should not consume alcohol: ■ Pregnant women or those trying to become pregnant.

■ Those taking prescription or over-the-counter medications that may cause harmful reactions when mixed with alcohol.

■ Persons younger than age 21.

■ Those recovering from alcoholism or are unable to control the amount they drink.

■ Those suffering from a medical condition that may be worsened by alcohol.

■ When driving, planning to drive, or participating in

other activities requiring skill, coordination and alertness.

Should JBLE Service members seek assistance for alcohol rehabilitation, the ADAPT program, Army Substance Abuse program and several other resources are available to support them, said DeLaney.

“While active-duty members are often hesitant to come to Mental Health, ADAPT [or ASAP] for fear of career impact, it is worth considering that the life and career impact of not addressing an alcohol problem will certainly be significant,” she said. “Alcohol Use Disorders do not just impact an individual person; the disorder impacts the entire family and [military] community.”

If a military member suspects they have a problem with alcohol, they can self-identify to a medical professional, including primary care managers, ADAPT/ASAP providers, mental health providers or their first sergeant or commander, DeLaney added. If Soldiers or Airmen are not ready to self-identify with one of the previous resources, a chaplain can be a good source because they can offer full confidentiality.

While only active-duty members may receive treatment at Langley ADAPT and Fort Eustis ASAP, both teams will facilitate appropriate treatment in the community for dependents and can ensure their needs are met as they enter into recovery.

Walter Gaines, Fort Eustis Drug Demand Reduction program prevention coordinator, also plays a key role in alcoholism education and training.

“As a part of ASAP, I conduct substance and alcohol abuse training for our Soldiers,” Gaines explained. “Sitting in a monthly class, learning about the effects alcohol and drugs have on military members is better than the possibility of them being admitted to the hospital for alcohol poisoning or harming someone while driving under the influence.”

The effect this type of abuse has on Service members’ is not limited to a potential stay at the hospital, Gaines said. In addition to medical problems, military members can face legal consequences, which may affect their career.

With money spent on health problems and legal issues, the strain put on families can also be a factor. For that reason, families can inquire within either program about resources to assist them with getting through this difficult time.

“Recovery is an ongoing process and is not limited to whether or not the [alcohol abuse] continues. The effects of someone else’s drinking are deep and may present challenges that continue throughout life.” Gaines explained.

“Be supportive and knowledgeable as to what services are available to assist the family member or coworker in need of care. The better the support mechanism the greater the chance for recovery.”

Army Knowledge Online email went ofine this week

Since the late 1990s, the U.S. Army has hosted email functionality for Soldiers on the “Army Knowledge Online” website, known as AKO. Most of that email functionality ended March 31.

As a result of the change, those users will no longer be able to log into AKO and read or send email, but if those users are still getting email sent to their @us.army. mil account, that email can be forwarded to their “DOD Enterprise Email,” or DEE address -- the one that ends with @mail. mil.

The email forwarding functionality is expected to last until June 30, 2015. The Army will shut the forwarding off at that time.

CW5 Ricardo Pina, Army CIO/G6 chief technology officer, said the Army made the decision to shut off AKO email, in part, be-

cause DEE email is far less expensive. Additionally, he said, AKO email was originally intended to be the only email that Soldiers used. But that proved to not be the case. Many Army users, he said, had additional government email addresses.

“Some people had three or more,” he said. “So it just wasn’t efficient to maintain email that way.”

Future of AKO AKO does much more than provide email capability, Pina said. It also provides collaboration, files storage and white pages functionality. Those capabilities are not going away, he said, though the Army is looking for better solutions to provide that functionality.

“The Army is working on something called ‘unified capabilities [UC],’” he said.

“When we have the UC solution, that will basically do away with a need to maintain them from AKO.”

Disaster Preparedness Mirrors Military Readiness, Official Says

The Defense Department takes pride in its readiness to defend the nation against military threats, and also in its role as a partner in emergency and disaster response, a DoD official said.

In an interview with DoD News on the April observance of the “America’s PrepareAthon!” campaign, Robert G. Salesses, deputy assistant secretary of defense for homeland defense integration and defense support of civil authorities, talked about the importance of being prepared for unexpected events such as storms.

Annual preparedness campaigns in April and September aim to increase individual and organizational preparedness, he said, adding that such preparedness is “synonymous with military readiness.”

A grass roots, national campaign through the Federal Emergency Management Agency, “America’s PrepareAthon!” involves all federal agencies, state and local governments, the private sector and individuals, Salesses explained.

DoD’s important role DoD wants its people to realize, Deputy Defense Secretary Bob Work wrote in a recent DoD-wide memo, that they have an “important role to play in bolstering our preparedness for hazards of all types -- from hurricanes to wildfires -- to strengthen our collective security and resilience.”

And, “safeguarding U.S. security depends on ensuring the strength of our 3.2 million-strong workforce” of military and civilian employees,” he wrote.

The preparedness campaign addresses emergencies and disasters from the community to the national level. Community preparedness can take form in neighborhood hazard-specific drills, group discussions and exercises, according to the PrepareAthon! website.

Observances are public reminders While most people might not give much thought to staying prepared for emergencies and disasters, Salesses said, the nation’s two month-long observances serve as reminders so people can be ready for the unexpected every day of the year.

“It gives folks the opportunity to take a step back and consider hazards they may encounter, and [to] begin to build a plan,” Salesses said.

Preparedness mainly focuses on natural disasters such as floods, fires, earthquakes and hurricanes, he noted, adding that different parts of the world give rise to different types of storms. Other disasters could be “man-made” occurrences that can often strike

Know your community It’s important for people to know their community, especially if they are new to a region, and to familiarize themselves with local potential hazards, Salesses said.

“It’s very important people understand what those hazards are and formulate actions to prepare to deal with such events,” Salesses said.

Being prepared for hazards and other unforeseen emergencies on an individual level is similar to the military’s planning, training and exercising for mission preparedness, Salesses said.

Many websites offer preparation lists, which suggest emergency supplies to keep at work and home, he said. Such home kits recommend sufficient supplies for every person and pet in a household, including first-aid supplies, food, water, medicines and important papers to sustain families until the emergency passes.

“It’s the simple things that often are overlooked, such as signing up for local warnings and alerts,” Salesses said. It’s also essential to have good communication plans to get the word out at work and to reach family members, he added.

Air Force stands up Task Force Cyber Secure SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS

U.S. Air Force Gen. Mark A. Welsh III, Chief of Staff of the Air Force, signed a memorandum on March 20, establishing Task Force Cyber Secure, to address challenges of the cyberspace domain in synchronization, operations and governance within the Air Force and with those organizations it supports.

“This task force is fundamental to understanding the inherent risks within the cyberspace domain and instituting a culture change, in which our Airmen realize the impact cybersecurity has on all the Air Force core missions,” Welsh said.

Lt. Gen. Bill Bender, Secretary of the Air Force chief of information dominance and chief information officer, outlined three main focus areas the task force will be responsible for.

“The task force will diagnose the extent of the cyber threat and the vulnerabilities that currently impact our core missions and will plan to develop a risk management plan that will allow the Air Force to fly, fight and win in a cyber-contested environment,” Bender said. “Finally, the task force will recommend investment priorities to the SECAF and CSAF for how best to address the cybersecurity challenges.

“The Air Force focuses the majority of the cybersecurity effort on protecting the information technology we’ve always protected the last 20 years, but that’s only 20 percent of the problem,” Bender continued. He envisions a “comprehensive, enterprise-level look at the cyber threat as it relates to everything outside of that 20 percent.”

The concepts of mission assurance and cybersecurity were addressed and studied across the Department of Defense and the Air Force across multiple functional lines and major commands. A top priority of Task Force Cyber Secure is to be inclusive of all stakeholders who are working this cyber challenge already and to begin synchronizing and coordinating efforts for securing and mitigating operational risk to the most critical nodes and “centers of gravity.”

include cyberspace stakeholders throughout the Air Force.

“Many efforts for securing the core missions in cyberspace are currently distributed across multiple organizations and commands throughout the Air Force,” Kim said. “We have great leaders moving out on fixing ‘the problem’ within their functional areas, but the time is right to look into opportunities to synchronize and maximize resources at the corporate level in order to establish a foundational, consistent enterprise-wide approach in the future.”

The task force efforts will inform Air Force strategic planning and programming for fiscal year 2017 and beyond. It will provide a governance plan for Air Force corporate board management and synchronization of cybersecurity investments of the future in the planning, programming, budgeting and execution (PPBE) process.

The task force will also integrate multiple efforts and studies, attempting to address cybersecurity across the Air Force, focusing on Air Force core missions and provide a prioritized cybersecurity investment strategy for SECAF and CSAF. “We’re already seeing benefits of a focused task force standing up to address the cybersecurity challenge,” Bender said.

“At a practical level, sharing information across the Air Force, education on the seriousness of the threat and the vulnerabilities, and connecting the dots are the benefits I’m beginning to see. We are also connecting with academia and commercial industry because we recognize their contributions as significant force multipliers in this domain.”

Army reducing civilian strength, leaders tell U.S. Congress

The U.S. Army has recently focused on reducing civilian end strength so it is commensurate with the drawdown of U.S. Army Soldiers, but it’s still a work in progress noted Secretary of the Army John M. McHugh.

McHugh and Gen. Ray Odierno, Chief of Staff of the Army, testified March 26, at a House Appropriations Committee, Defense subcommittee hearing on Army posture.

“There’s lots of pressure on the services to reduce civilian end strength and we do believe the Fourth Estate -- what we call the rest of the Department of Defense outside of the services -- absolutely needs to be looked at in terms of growth,” Odierno told lawmakers.

The DoD defines the Fourth Estate as defense agencies, field activities and some other entities not falling under one of the services or under a combatant command.

The remarks were in response to comments by a lawmaker that the ratio of civilian employees to active-duty personnel is at historic levels, meaning the number of civilians relative to uniformed personnel has gone up.

“Bringing that ratio down to the historic norm would save the Defense Department $82.5 billion over the next five years,” a congressman said. “All these savings could be reinvested to alleviate the impacts of [sequestration].”

The lawmaker then acknowledged that the Army did in fact shed 47,048 civilian employees recently.

REASONS FOR CIVILIAN GROWTH Much of that civilian growth over the last decade was predicated on several things, McHugh said. “We were at war and ... because of the demand in-theater.”

Many of the jobs taken on by Army civilians and contractors had been previously held by those in uniform, he noted.

Through “some actions by Congress, we’ve been required to do a number of things that substantially increased civilian numbers,” he said. “For example, there’s a provision in law that inherently military activities must be in-sourced and can’t be contracted out.”

ment and contracting officers after the Government Accountability Office found that “we didn’t have enough civilian overseers and were relying too heavily on weapons contractors,” he said.

Those factors “explain the growth in large measure,” he said.

Since 2011, the Army civilian workforce has been drawn down some 14 percent, McHugh said, adding that “we’ve done some analysis [showing if or when] active end strength reaches 450,000, we’d have to continue to come down to about 239,000 civilians.

And, should sequestration occur, that will bring the needed drawdown of civilians to about 233,000, he said.

Summing up, McHugh said “we have a responsibility to balance our military reductions with our civilian reductions and we’re attempting to do that and over time I think we’ll get there. We can then hopefully reinvest those savings in military-based programs.”

Odierno said that Secretary of Defense Ashton Carter “pledged to take a hard look” at drawing down the Fourth Estate.

When Carter was deputy defense secretary in 2013, he discussed the Fourth Estate at the National Press Club in Washington, D.C. A DOD News release reported Carter’s remarks: “We are placing a great emphasis on reducing the cost of what we in the Pentagon call the ‘Fourth Estate,’ which ... represents a fifth of the Department’s budget, and it merits at least as much scrutiny as the military services’ budgets. There are real savings to be realized here.”

Carter added that DOD must “drive down tail to strengthen tooth.”

MORE OPENINGS FOR WOMEN Regarding the topic of female Soldiers, Odierno said,”We are modernizing the force and maximizing talent by opening more than 55,000 positions to women and are assessing the potential for opening as many as 166,000 additional positions across the force.”

The Army is still in the process of doing studies regarding opening up positions to women, he said.

Those studies are focusing on physical standards and impacts of gender integration across training, recruiting and other areas.

The integration studies include looking at what it takes to integrate women into “some organizations and setting them up for success,” Odierno said, adding that he wants to ensure the process and requirements are fair for all Soldiers. “We don’t want to create more un-readiness” than there already is due to the budget constraints. “So it has to be managed properly.”

The Army is set to open up the engineer field to women “but has not yet made a determination on armor and infantry,” the chief said. “We’re still finishing up that assessment and expect it to be completed in the September time frame.”

McHugh added that the Army’s goal is to set all Soldiers up for success and place them where they’re best suited, male or female. “It’s our bedrock principle.”

While much of the focus has been on whether women can meet certain physical requirements in some military occupational specialties, McHugh offered that by some estimates, “about 10 percent of men currently in [certain] MOSs [or military occupational specialties] will probably have to think about being reclassified because they’re unlikely to meet those standards.”

■ Water Conservation/Storm Drain Marking – The 633rd Civil Engineer Squadron is seeking volunteers to install storm drain medallions at Bethel Manor Langley Family Housing, April 20, from 1 to 4:30 p.m. Storm drains will be labeled with medallions warning residents not to dump pollutants into the drain. The markings promote water conservation by recognizing that anything going into a drain heads directly into natural water systems of the Chesapeake Bay. All volunteers will receive an interpretative lesson, water and supplies. Parents, children and students are all welcome to volunteer.

■ Living Shoreline Planting (two-day event) -- The 633rd Civil Engineer Squadron is seeking volunteers to help plant native vegetation plugs along the Langley shoreline, April 23 and April 24, from 8 a.m. to noon. This volunteer project effort will enhance living shoreline conditions along the Back River at Langley by using strategic placements of plants, stones, and sand, or other structural erosion and enhance wetland habitat. All volunteers will receive an interpretative lesson, water and supplies. 30 volunteers are needed each day.
